Restoring the health of urban streams has many of the characteristics of a wicked problem. Addressing a wicked problem requires managers, academics, practitioners, and community members to make negotiated tradeoffs and compromises to satisfy the values and perspectives of diverse stakeholders involved in setting restoration project goals and objectives. We conducted a gap analysis on 11 urban stream restoration projects to identify disconnections, underperformance issues, and missing processes in the project structures used to develop restoration project goals and objectives. We examined the gap analysis results to investigate whether managers appropriately identified problem statements and met stated objectives. Projects that aimed to restore overall stream health commonly fell short for various reasons, including limited stakeholder and community input and buy-in, revealing potential limitations in the breadth of objectives, values, and stakeholder perspectives and knowledge types. Projects that emphasized integrating community values and diverse knowledge types tended to meet the expected outcomes of restoring stream processes through incremental solutions. Managers implementing more holistic solutions and values-driven approaches are more likely to consider diverse viewpoints from a variety of community local institutions. Based on these and other results, we propose a conceptual framework that integrates diverse perspectives and knowledge to enhance social and ecological outcomes of urban stream restoration. Urban development is a well-known stressor for stream ecosystems, presenting a challenge to managers tasked with mitigating its effects. For the past 20 y, streamflow, water quality, geomorphology, and benthic communities were monitored in 5 watersheds in Montgomery County, Maryland, USA. This study presents a synthesis of multiple studies of monitoring efforts in the study area and new analysis of more recent monitoring data to document the primary lessons learned from monitoring. The monitored watersheds include a forested control, an urban control with centralized stormwater management, and 3 suburban treatment watersheds featuring low-impact development and a high density of infiltration-focused stormwater facilities distributed across the watershed. Treatment watersheds were monitored before development, during construction, and after development. Monitoring was initiated to inform adaptive management of stormwater and impervious cover limits within the study area, with a focus on the impacts of distributed stormwater management. Results from our synthesis indicate that distributed stormwater management is advantageous compared with centralized stormwater management in numerous ways. Hydrologic benefits were greater with distributed stormwater infrastructure, demonstrating the ability to mitigate runoff volumes and peak flows and, for small storms, replicate predevelopment conditions. Baseflow temporarily increased during the construction phase in the treatment watersheds. Water-quality benefits were mixed, with declines in baseflow nitrate concentrations but limited changes to nitrate export and increases in specific conductance after development. Substantial topographic changes occurred during construction in the treatment watersheds, including changes within the riparian zone, despite riparian buffer protections. Ecological monitoring indicated that even though index of biotic integrity scores rebounded in some cases, sensitive benthic macroinvertebrate families did not fully recover in the treatment watersheds. Lessons learned from this synthesis highlight the importance of tracking multiple indicators of stream health and considering past land use and that more stormwater facilities distributed across the watershed is beneficial but cannot mitigate the effects of all urban stressors on aquatic ecosystems. The objective of this research project was to compare two stormwater management strategies within a nutrient-sensitive watershed: impervious cover limits versus pollutant-load regulations. A case study was conducted in the nutrient-sensitive Falls Lake watershed in North Carolina, USA, where a commercial fitness complex was constructed in a zone previously restricted to low-density housing. The Falls Lake watershed has a stormwater regulation that limits total nitrogen and total phosphorus export loads to 2.47 kg/ha/yr and 0.37 kg/ha/yr, respectively. Hydrology and water quality were monitored pre- and post-development to quantify changes to stormwater volumes, pollutant concentrations, and annual export loading rates. On-site stormwater control measures (SCMs) reduced nutrient export loading rates below the regulatory standard. However, increased stormwater volumes and nutrient export loading rates were observed from pervious surfaces that were disturbed during construction (total nitrogen increased from 2.06 to 4.24 kg/ha/yr, total phosphorus increased from 0.41 to 0.73 kg/ha/yr). Results from this case study suggest that (1) impervious cover limits do not adequately account for a parcel's nutrient export loads and (2) SCMs that reduce volume and treat pollutants can reduce nutrient export loads below regulatory levels in the Falls Lake watershed.
