Tässä artikkelissa tarkastelemme kestävän kulutuksen kokeilua, jossa kotitaloudet kokeilivat keinoja vähentää energiankulutusta kahdessa arkisessa käytännössä, lämmityksessä ja pyykinpesussa. Kokeilu perustui tutkimusasetelmaan, jossa vertailtiin kotitalouksien mahdollisuuksia muuttaa käytäntöjään joko yksinään tai osana kotitalouksista muodostettua yhteisöä, koska yhteisön tuen merkitystä on painotettu kirjallisuudessa. Kokeilu toteutettiin samanaikaisesti kahdeksassa eri maassa syksyllä 2018. Tässä artikkelissa analysoimme sitä, eroaako yhteisöllinen living lab käytäntöjen tai energian kulutuksen muutosten osalta yksilöllisestä living labista, ja minkälaisia eroja yhteisöllisen ja yksilöllisen living labin välillä on havaittavissa. Tutkimuksemme perustuu laajaan seitsemän osallistujamaan määrällisen aineiston ja Suomessa kokeiluun osallistuneiden haastatteluaineiston analyysiin. Tutkimuksemme osoittaa, että yhteisöllinen ja yksilöllinen living lab voivat tuottaa erilaisia tuloksia. Syyt liittyvät yhteisöstä saatavaan vertaistukeen, sosiaaliseen oppimiseen ja mahdollisuuteen haastaa sosiaalisia normeja. English abstract Experimenting with sustainable energy practices – individually or collectively? In this article, we examine a sustainable consumption experiment where households experimented with ways to reduce energy consumption in two everyday practices, indoor heating and washing laundry. The importance of community support in changing consumption has been emphasized in the literature, and thus the research design of the experiment was designed to compare the ability of households to change their practices either individually or as part of a community of households. The experiment was conducted simultaneously in eight European countries in the fall of 2018. In this article, we analyse whether a community approach to the experiment differs from an individual experiment in terms of changes in energy consumption or in practices, and how participants experienced their participation as a part of a community when trying to change the practices. On the study of possibilities of changing consumption patterns, our research combines extensive quantitative data from seven European countries and qualitative data from the Finnish experiment. Our research shows that community and individual experiments can produce different results. The reasons are related to community peer support, social learning and the ability to challenge social norms in a group.

Energiamurros, eli siirtymä kohti hiilineutraaleja yhteiskuntia, joissa energiajärjestelmä rakentuu uusiutuviin energianlähteisiin perustuvaan energiantuotantoon, on käynnissä kaikkialla maailmassa. Tässä katsauksessa tarkastelemme energiamurrosta neljän käsitteen kautta: energiakansalaisuuden ja -demokratian, energiahaavoittuvuuden, identiteettipolitiikan ja reilun energiamurroksen kautta. Tavoitteenamme on tunnistaa ja tarkentaa näihin käsitteisiin liittyviä paikallisia jännitteitä nostamalla esiin suomalaisia esimerkkejä. Energiamurros näkyy suomalaisten arjessa muun muassa autoiluun ja asumiseen sekä elinkeinoihin liittyvinä muutostarpeina sekä uusina mahdollisuuksina osallistua energiamarkkinoille. Nämä muutokset tuottavat uudenlaisia, osin risteäviä eriarvoisuuksia. Energiademokratia painottaa energiantuotantoon osallistumisen ja ruohonjuuritason innovatiivisuuden kautta saavutettavia vaikutusmahdollisuuksia, jotka Suomessa ovat pääosin vielä esiasteella eivätkä kaikkien saavutettavissa. Uusin energiahaavoittuvuutta koskeva tutkimus osoittaa, että kaikki haavoittuvat ryhmät eivät myöskään näy politiikan teossa. Energiamurroksen reiluudesta puhuttaessa oikeudenmukaisuus ymmärretäänkin tulonjako-oikeudenmukaisuuden ja menettelytapa­oikeudenmukaisuuden rinnalla tunnustamisen oikeudenmukaisuutena, joka painottaa eri ryhmien kunnioitusta ja erityistarpeiden tunnustamista. Koska energiamurroksen toteutuminen kansalaisten arjessa näyttää myös politisoituvan, yhteiskuntaa hyödyttävän energiamurroksen edistämiseksi on kiinnitettävä erityistä huomiota risteäviin eriarvoisuuksiin sekä etsittävä keinoja vahvistaa erilaisten kansalaisryhmien osallisuutta., While there is widespread support for mitigating climate change, the energy transition raises tensions. This review considers these tensions through four concepts: energy citizenship and democracy, energy vulnerability, identity politics and a just energy transition, as well as Finnish examples. The energy transition manifests in everyday life as pressures to change mobility, housing and livelihoods, and opportunities to participate in the energy market. Energy democracy emphasizes citizens’ empowerment by participating in energy production and grassroots innovation; these remain nascent and relatively inaccessible in Finland. Recent research on energy vulnerability emphasizes that not all vulnerable groups are recognized in public policy. Alongside distributional and procedural justice, the energy justice concept emphasizes recognition justice, i.e., respect for different groups and their needs. Since everyday life materializations of the energy transition have entered party politics, it is important to pay attention to intersecting injustices and to reinforce inclusion in the energy transition.

As the energy transition proceeds, issues of its fairness toward different people and groups have gained increasing attention. While the energy transition itself requires new metrics for evaluating energy systems and policies, it also places new requirements on the evaluation and monitoring of the fairness of energy systems and policies. We draw on a critical review of the literature concerning three emerging issues in the energy transition: energy vulnerability, energy democracy and public acceptance, as well as their intersections, which we reflect on through the justice dimensions of distribution, procedures and recognition. On this basis, we develop a first proposal for indicators that address the intersections of these issues and dimensions, and consider potential data sources for such indicators.

Two streams of literature have become especially prominent in understanding social change toward sustainability within the past decades: the research on socio-technical transitions and applications of social practice theory. The aim of this article is to contribute to efforts to create dialogue between these two approaches. We do this by focusing on the concept of reconfiguration, which has become a much-used, but poorly defined notion in the discussion on sustainability transitions. To understand what is defined as reconfiguration in systems and practices, and how the understanding of reconfiguration in regimes could benefit from insights about reconfiguration in practices, we conducted a systematic and critical literature review of 43 journal articles. The findings showed a trend toward a focus on whole-system reconfiguration and interlinked dynamics between practices of production and consumption. However, our study suggests that a less hierarchical understanding of transitions utilizing insights from practice theory might be fruitful. Future research on sustainability transitions could benefit from addressing the tensions between and within niche and regime practices; the dynamics maintaining and challenging social and cultural norms; the efforts in creating new normalities and in recruiting actors in practices; and investigating the different roles the various actors play in these practices.

Online tools and user community for scaling up ENERGISE Living Labs. Based on the feedback obtained from WP4 and WP5 and continual engagement with the Programme Board and the expert panel, online tools and an online user community are developed for scaling up, designing, implementing and evaluating a host of ENERGISE Living Labs across Europe

This document (ENERGISE D2.5) provides an overview of national energy and supply dynamics across 30 European countries. The Deliverable encompasses reviews of the current state of the art and existing trends in national energy policies, energy systems and energy campaigns in each of the 30 countries. To enhance accessibility and engagement with the material, the information gathered is presented in 30 independent National Briefs.

This document (ENERGISE D2.5) provides an overview of national energy and supply dynamics across 30 European countries. The Deliverable encompasses reviews of the current state of the art and existing trends in national energy policies, energy systems and energy campaigns in each of the 30 countries. To enhance accessibility and engagement with the material, the information gathered is presented in 30 independent National Briefs. This format also permits follow on cross country comparison. For example, an analysis of the data presented in this comprehensive document reveals large variations across Europe in relation to final energy consumption for households (MWh/capita), shares of fuel in final residential energy consumption and residential final energy consumption by type of end-use. However, there are also interesting similarities across the continent, i.e. in energy consumption patterns for space heating. This collection of national briefs is an extremely useful resource for researchers and policy makers alike. In addition to providing an overview of the quantitative data per country, this collection delves deeper and provides relevant context and discussion which can assist when exploring how these variations and similarities occur. Specifically, the briefs provide contextual overviews of particular socio-material aspects at play in each country that may influence energy consumption levels, as well as insights into national (and in some cases regional) energy policies, including how energy consumption is understood and targeted. Finally building on from work conducted as part of Deliverables 2.1 and 2.4, this collection includes 30 case study examples, overviewing one sustainable energy consumption initiative (SECI) from each country. These in-depth examples were selected as they have been identified as cases which highlight understanding energy consumption as an outcome of everyday life dynamics and complex interactions between multiple actors, institutions and infrastructural aspects. These SECIs will provide good practice examples for those interested in firstly understanding socio-material aspects of energy consumption and subsequently incorporating these aspects into future targets and strategies.

This deliverable (D3.5) presents the ENERGISE Living Lab (ELL) evaluation and assessment manual, which is to serve as a Sustainability Assessment Toolkit (SAT) that includes output, outcome and impact indicators, as well as detailed methods for baseline definition and identification of rebound and spin-off effects. It also provides a draft version of evaluation tools to be refined on the basis of the ELL experiences and to be published for use by later projects in ENERGISE D3.6. Because of this, it consists largely of quantitative and standardized measures to be applied before and after the ELLs.

This report presents the discussions and outcomes of ENERGISE Living Labs workshop. The aim of the workshop was the co-creation and co-design of the ELLs with stakeholders that represent business and the public sector, including several organisations supporting local ELL implementation, in order to ensure the incorporation of as diverse as possible views in the design of the ELLs. The workshop was a key event in the design of the ELLs, therefore influencing the implementation of the ENERGISE project’s main task, the ELLs. A special focus in this report is on three questions that were the main topics of three co-creation sessions in the workshop: what will be tested in the ELLs, how to understand practices and their contexts and how to evaluate the sustainability of the ELLs. The valuable input from the expert panel members and other stakeholders feeds in the deliverables D3.4 (ENERGISE Living Labs intervention and engagement guidebook) and D3.5 (ENERGISE Living Lab evaluation and assessment manual) to be finalised after the workshop, as well as to the implementation and monitoring of the ELLs.
