Managers of land, water, and biodiversity are working with increasingly complex social ecological systems with high uncertainty. Adaptive management (learning from doing) is an ideal approach for working with this complexity. The competing social and environmental demands for water have prompted interest in freshwater adaptive management, but its success and uptake appear to be slow. Some of the perceived "failure" of adaptive management may reflect the way success is conceived and measured; learning, rarely used as an indicator of success, is narrowly defined when it is. In this paper, we document the process of adaptive flow management in the Edward- Wakool system in the southern Murray-Darling Basin, Australia. Data are from interviews with environmental water managers, document review, and the authors' structured reflection on their experiences of adaptive management and environmental flows. Substantial learning occurred in relation to the management of environmental flows in the Edward-Wakool system, with evidence found in planning documents, water-use reports, technical reports, stakeholder committee minutes, and refereed papers, while other evidence was anecdotal. Based on this case, we suggest it may be difficult for external observers to perceive the success of large adaptive management projects because evidence of learning is dispersed across multiple documents, and learning is not necessarily considered a measure of success. We suggest that documentation and sharing of new insights, and of the processes of learning, should be resourced to facilitate social learning within the water management sector, and to help demonstrate the successes of adaptive management. This paper examines three actions by national and state governments – the role of the Cap, the Living Murray (TLM) and the National Action Plan for Water Security/Water for the Future, embodying the Murray–Darling Basin (MDB) Plan – in the Murray–Darling Basin over a 20-year period. The three actions sought to address declining environmental conditions through water policy reform. All were significant in their own way, but only the third offers the prospect of improving environmental outcomes. Many parts of Australia have experienced their worst single- and multi-year droughts on record over the last decade. These recent climate conditions have severely stressed our water supply systems and the communities that depend on them. With the threat of climate change potentially further exacerbating droughts in the years ahead, Engineers Australia firmly believes that: (i) A national review of the adequacy of drought response plans is urgently required. A recent national overview of long-term water resources planning by the Academy of Technological Sciences and Engineering (ATSE, 2007) revealed large inconsistencies and inadequacies in the standard of that planning. Based on the knowledge of the authors of this paper, similar outcomes are expected in the area of drought response planning. The scope of the review should include assessment of the transparency and defensibility of the timing of implementation of drought response actions; (ii) Continuing investment is needed in climate research to better understand the underlying drivers of our climate variability and their interactions at a range of time scales. The majority of research to date has focused on short -term sea surface temperature or pressure differentials across the globe (eg. the El Niño/Southern Oscillation) without understanding the longer-term drivers behind these temperature and pressure responses, which are being investigated through the Indian Ocean Climate Initiative and, more recently, the South East Australia Climate Initiative. This investment should include consolidation for and communication to the water industry of existing knowledge of links between long-term climate variability and key climate drivers including Earth’s orbital cycles, solar activity, atmospheric chemistry, major volcanic eruptions, surface and deeper ocean circulations (including the thermohaline circulation – the “great ocean conveyor belt”), sea ice, and major bush fires; (iii) Greater collaboration is required between climatologists, paleoclimatologists and water resource engineers to take advantage of recent scientific advances that have direct implications for drought response planning. Engineers Australia proposes that the National Water Commission should conduct a national forum to bring these three industry groups together with the aim of providing meaningful, useful advice to water industry practitioners from the latest climate research and to guide research activities towards more practical outcomes. This will enable water resource planners to better understand natural climate variability in the longer term and appropriately take into account greenhouse gas induced climate change, including an understanding of uncertainties surrounding both current and future climate; (iv) The development of an industry standard end-use demand model for urban areas should be accelerated. The absence of an industry standard tool in this area currently inhibits the ability to rapidly assess the financial costs of imposing restrictions on particular sectors of the community versus supply augmentation costs to avoid those restrictions. Such a tool is needed to make informed decisions about preparedness to pay for new infrastructure to avoid or reduce restrictions; and (v) More sophisticated water products and market mechanisms have a strong role to play in better managing scarce resources between similar types of users during times of drought. This has become increasingly important with demand hardening over recent decades, which has reduced the water savings that are achievable from water restrictions. Any expansion of water markets as a drought management tool must, however, occur within a regulatory framework that seeks to achieve equitable social outcomes by acknowledging the inherent social value of water to communities and the food security value of water to the nation. It is acknowledged in preparing this position paper that our understanding of drought and our responses to it are rapidly changing, particularly in light of climate change. This is particularly the case with the current reviews of aspects of the National Drought Policy, which were being undertaken by several government agencies at the time of drafting this paper. It is hoped that this position paper will encourage both greater dialogue and investment in drought forecasting, planning, adaptation and mitigation to enable Australia to be well placed to cope with future climate conditions. The current debate around environmental water in the Murray-Darling Basin has focused on how much water the environment needs (what should the sustainable diversion limits be) and how this water should be recovered. Now that the Murray-Darling Basin Plan has set these targets, discussion will quickly move to implementation and the governance arrangements for this water; that is, what parties are involved, what are their responsibilities, how are they accountable and how do they interact? While the agencies involved in environmental water management and their respective roles are broadly understood, the detail around accountability, interaction between agencies and assessment of success has potential for improvement. Massive public expenditure in water recovery and management requires high levels of accountability, and in such high stakes conditions, confusion can breed mistrust. This paper documents agency roles and existing governance models and proposes features of a governance model for environmental water management to enhance accountability, trust and efficiency. Water does not recognise political boundaries. Almost all countries of the world (that are not island states) share rivers, lakes, groundwater or wetlands. Indeed in many cases, rivers and lakes form the border between countries. Just as importantly, water bodies crossing within-country provincial or state boundaries, as in the case of the Murray-Darling Basin, can give rise to disagreements in the ways water is shared and used. Even at a local scale, water systems often run across the territories of different cultural or ethnic groups, where demands from livestock and arable farmers may conflict with the needs of communities or water intensive industries. In the case of the Murray-Darling Basin, the situation of multiple demands is intense. Not only is the basin the traditional food bowl for the Nation, it is also the source of water supplies for hundreds of municipalities and regional centres, as well as providing for the demands of the 1.3 million people who live outside the basin in the nearby city of Adelaide. As a result of the complexity of river basin management, the idea of Integrated Water Resources Management has been something that many governments (including Australia) have been committed to for many years, and indeed, Australia and the Murray-Darling Basin has long been held up as a key example for others to follow. Recent pressures within that basin however have given rise to a wide variety of disputes around the way water is allocated, and attempts to develop an effective integrated plan have not been as successful as previously hoped. This paper outlines a quasi-economic hydrological model and management paradigm geared toward public and not-for-profit regulatory bodies, with particular reference to the southern Murray-Darling Basin in southeast Australia. This value-oriented model and paradigm bridges the gap between short-range hydrological forecasting and long-range economic planning. Decision-making is assisted by a scenario-based methodology with a clear distinction between baseline and marginal quantities. The paradigm has applications to seasonal planning, commercial water trading, environmental stewardship and structural adjustment. Specific applications to the Murray-Darling Basin include (i) evaluation of options for infrastructure upgrades and licence buybacks intended to address resource over-allocation, and (ii) revival and rationalisation of hydrological exchange rates for temporary and permanent water trades, with the aim of rigorously accounting for third-party effects. Transaction costs are fundamental to implementing, evaluating, and monitoring public policy/programs for social, economic, and/or environmental welfare. Empirical accounting for transaction costs helps identify and evaluate adaptive public policy or program arrangements that improve future institutional choices under uncertainty. However, examples of empirical transaction cost studies are few, due largely to persistent measurement challenges and limits to transaction cost comprehension. A lack of studies limits both insights into the importance of transaction costs in institutional design and validation of theories surrounding cost trajectories over time under different institutional arrangements. In this paper we apply time series analysis to a unique database of public salinity management program transaction costs in Australia's Murray‐Darling Basin. Our study provides insights into the role of transaction costs in institutional efficiency and on empirical approaches to considering relationships between observed transaction cost trajectories and the efficiency of associated institutions. Our results indicate that the Murray‐Darling Basin salinity management program succeeded in generating persistent declines in transaction costs and river salinity levels over time. We suggest some possible reasons for this that are associated with institutional design and reflect on what these findings may mean for other jurisdictions. Increasing pressure on shared water resources has often been a driver for the development and utilisation of water resource models (WRMs) to inform planning and management decisions. With an increasing emphasis on regional decision-making among competing actors as opposed to top-down and authoritative directives, the need for integrated knowledge and water diplomacy efforts across federal and international rivers provides a test bed for the ability of WRMs to operate within complex historical, social, environmental, institutional and political contexts. This paper draws on theories of sustainability science to examine the role of WRMs to inform transboundary water resource governance in large river basins. We survey designers and users of WRMs in the Colorado River Basin in North America and the Murray-Darling Basin in southeastern Australia. Water governance in such federal rivers challenges inter-governmental and multi-level coordination and we explore these dynamics through the application of WRMs. The development pathways of WRMs are found to influence their uptake and acceptance as decision support tools. Furthermore, we find evidence that WRMs are used as boundary objects and perform the functions of ‘boundary work’ between scientists, decision-makers and stakeholders in the midst of regional environmental changes. Governments in Australia are purchasing water entitlements to secure water for environmental benefit, but entitlements generate an allocation profile that does not correspond fully to environmental flow requirements. Therefore, how environmental managers will operate to deliver small and medium-sized inundation environmental flows remains uncertain. To assist environmental managers with the supply of inundation flows at variable times, it has been suggested that allocation trade be incorporated into efforts aimed at securing water. This paper provides some qualitative and quantitative perspective on what influences southern Murray-Darling Basin irrigators to trade allocation water at specific times across and within seasons using a market transaction framework. The results suggest that while irrigators now have access to greater risk-management options, environmental managers should consider the possible impact of institutional change before intervening in traditional market activity. Summary Large overbank flood events play an important role in maintaining large-scale ecological processes and connectivity along and across the floodplains and between the rivers and their floodplains in the southern Murray-Darling Basin. However, the regulation of rivers means that extensive overbank flooding can only occur in the rare circumstance of extreme flood events. Recent environmental water allocations have focussed on the largest floodplain blocks ('icon' sites) and a small set of specific values (e.g. colonial nesting waterbirds), as well as on trialling fine-scale manipulation of infrastructure (e.g. pumping) to water relatively small areas. There has been no comprehensive systematic assessment of the entire floodplain and its wider set of flood-dependent natural assets (such as ecosystems and species; herein referred to as 'natural values') to maximise the effectiveness of environmental water use and to catalogue values likely to be lost. This paper describes an assessment of some 220 000 ha found to support flood-dependent natural values in Victoria. We mapped the geographic distribution and estimated components of the flooding requirements (natural flooding frequency, and maximum period without flooding and minimum duration of each flooding event before significant deterioration) for each natural value. Using an example of one stretch of the River Murray, we show how the resultant spatial data can be used with floodplain inundation modelling to compare the outcomes of real or planned environmental watering events; potentially providing tools for management agencies to conserve a wider range of floodplain values than is currently the case. That is, water managers and the public can see what ecosystems and threatened species are intended to be maintained by environmental watering and what values are intended to be abandoned across the whole floodplain, rather than just seeing the small subset of values and 'icon' sites that are intended to be maintained. Examples are provided to illustrate how information about the location, water requirements and extent covered by potential floods for specific values can be used to build adaptive watering strategies for areas as large as the whole floodplain. Policy to protect river ecosystems has changed rapidly in Australia, and the mechanisms to both establish and manage environmental water are still evolving. Policy has moved from providing a fixed environmental target (albeit varying between years) to one in which the environment can actively participate in the market, with the possibility of better fulfilling variable water requirements. However, the inherent nature of the sustainable diversion limit (SDL), established under the Water Act 2007, is that it represents a fixed allocation to the environment. This paper considers the interaction of the new SDL for the Murray-Darling Basin and potential issues arising from the interaction with the government buyback initiative. While both the SDL and buyback have been discussed extensively, the interaction between the two policies has received little debate. Pairing these two policy initiatives will have implications for the flexibility of management of the environmental water, and the ability for on-going trade between the environment and consumptive water users. Our position is that the SDL, or preferably rules-based water, should reflect an absolute minimum limit on environmental water requirements, while the buyback should provide the environmental water as tradable water rights with the flexibility to respond to shifts in the environmental water demand curve by providing environmental water over and above the SDL. If both a buyback and minimum flow rules are in place, the SDL will provide little additional benefits but increase administrative costs and reduce flexibility. Conjunctive use of groundwater is a common irrigation response to limited surface water availability. In the late 1970s, under a “one resource policy”, the New South Wales (NSW) government of Australia began issuing a form of conjunctive licence to irrigators with access to both surface water and groundwater. These licences were intended to provide the licence owners with the water supply security offered by conjunctive use. Institutional separation of groundwater and surface water prevented accounting across the resources. As a result, the licences contributed towards over-allocation of groundwater. Conjunctive licences were subsequently discontinued and separated into surface water and groundwater components in the late 1990s. This paper explores the NSW experience of conjunctive licences in light of Australia’s 2004 national agreement to manage connected surface water and groundwater as one resource. The conclusion is that fl ow systems cannot be allocated as “one resource” if managed through independent groundwater and surface water planning institutions. The supply of water for irrigation is subject to climatic and policy uncertainty. The object of the present paper is to show how the linear and non-linear programming models commonly used in modelling problems such as those arising in the Murray–Darling Basin may be adapted to incorporate a state-contingent representation of uncertainty. Integration, a widely promoted response to the multi-scale complexities of social-environmental sustainability, is diversely and sometimes poorly conceptualized. In this paper we explore integrative governance, which we define as an iterative and contextual process for negotiating and advancing the common interest. We ground this definition in a discussion of institutional factors conditioning integrative governance of environmental water in Australia's Murray-Darling Basin. The Murray-Darling Basin is an iconic system of social-ecological complexity, evocative of large-scale conservation challenges in other developed arid river basins. Our critical assessment of integrative governance practices in that context emerges through analysis of interviews with policy participants and documents pertaining to environmental water management in the tri-state area of southwestern New South Wales, northwestern Victoria, and the South Australian Riverland. We identify four linked challenges: (i) decision support for developing socially robust environmental water management goals, (ii) resource constraints on adaptive practice, (iii) inter-state differences in participatory decision-making and devolution of authority, and (iv) representative inclusion in decision-making. Our appraisal demonstrates these as pivotal challenges for integrative governance in the common interest. We conclude by offering a perspective on the potential for supporting integrative governance through the bridging capacity of Australia's Commonwealth Environmental Water Holder. In this paper we critically examine the role of rural schools as community hubs through the example of sustainability and natural resource scarcity. Drawing upon the first phase of a twoyear project exploring education and sustainability in the Murray-Darling Basin (MDB) of Australia, the paper examines different understandings of community and their impact on community cohesion. A key finding has been that while both community members, and schools, regard sustainability as very important and report high levels of commitment to its pursuit, there are very different understandings of its meaning and implication for communities. The different understandings that emerged potentially creates conflict and makes the pursuit of sustainable community futures difficult. Concerns for river health in the Murray-Darling Basin (MDB) area and shifting priorities for water use have led to a significant process of water reform over the last decade. The MDB area, also known as the food bowl of Australia, produces much of the country's food and is home to a significant portion of the population. A long-term drought, historical over-allocation of water for irrigation and climate variability have led to mounting concerns about the long-term viability of the rivers. While the reform process has resulted in the Commonwealth government taking control of the rivers from the States, it has also been influenced by changes in governments and consequent shifts in water allocation priorities from a privileging of agriculture to a broader approach encompassing economic, environmental and social concerns. This had led to uncertainty for the people and communities in the Basin and some confusion between the various layers of governance structures. This paper presents the results of exploratory research conducted with key, high-level stakeholders involved in water reform to examine their perceptions of the evolving water policy process. Despite agreement amongst stakeholders that returning water to the environment to ensure river health is critical, our research reveals significant tensions between stakeholders concerning the evolving process, particularly centred on the potential social outcomes and fairness and equity. This suggests the need for more integrated and transparent governance structures, attention to levels of trust between partners and a common vision that incorporates environmental, economic and social goals. Water markets have been used by Australian irrigators as a way to reduce risk and uncertainty in times of low water allocations and rainfall. However, little is known about how irrigators' bidding trading behavior in water markets compares to other markets, nor is it known what role uncertainty and a lack of water in a variable and changing climate plays in influencing behavior. This paper studies irrigator behavior in Victorian water markets over a decade (a time period that included a severe drought). In particular, it studies the evidence for price clustering (when water bids/offers end mostly around particular numbers), a common phenomenon present in other established markets. We found that clustering in bid/offer prices in Victorian water allocation markets was influenced by uncertainty and strategic behavior. Water traders evaluate the costs and benefits of clustering and act according to their risk aversion levels. Water market buyer clustering behavior was mostly explained by increased market uncertainty (in particular, hotter and drier conditions), while seller-clustering behavior is mostly explained by strategic behavioral factors which evaluate the costs and benefits of clustering. This paper investigates the accessibility and usefulness of the Ecosystem Services (ES) framework to policy analysts. Using a mixed methods approach of document analysis and semi-structured interviews we examine how an ES assessment of the benefits of restoring water to the Murray-Darling Basin (MDB) in Australia has been used by government agencies in policy and planning. The ES assessment links changes in water management under the Basin Plan with modelled changes in water quality, river flows and inundation patterns and in turn to modelled freshwater and estuarine ecosystem response. These ecological responses were expressed in terms of incremental ES benefits which were valued monetarily using a variety of valuation techniques. To investigate how these pieces of information were used in the policy debate around the re-allocation of water in the MDB, semi-structured interviews were conducted with 20 Australian, State, and local government officials as well as academics and consultants. The interviews were designed to uncover the complex information dissemination process through networks within and among agencies. The results are mixed as to whether the assessment served to influence public policy. The report has been utilized and cited by Australian federal agencies, the downstream State of South Australia and conservation-based NGOs in their position statements and as such has been used as evidence in support of re-allocation of water in the MDB. A number of interview participants commented that the ES assessment raised awareness and this may lead to broader usage of the information and framework in the implementation phase of MDB water reform. In 2011, the Australian government proposed the Murray-Darling Basin Plan to promote a healthy working river system. The proposed Plan seeks to limit surface water (consumptive) use to 10873 GL/year on a long-term average. The controversy prompted by this proposed reduction in extractive allocations has underscored the need for transparent and objective modelling of ecological benefi ts. In this paper, we investigate the likely ecological outcomes of the proposed plan for the Macquarie Marshes, a Ramsar-listed wetland in the Murray-Darling Basin, using a decision support system (DSS). The DSS uses a detailed wetland hydrological model to drive ecological responses for a range of important species. Our hydrological modelling results indicate that the proposed plan would increase inundation extent signifi cantly with a 33% increase for the median when compared with the current water sharing plan. The increase in inundation extent would improve the hydrologic condition in most wetlands. Our ecological modelling results show that the improved hydrology would enhance the wetland quality for a range of vegetation and water-bird species, although benefi ts are not distributed evenly across the wetlands. For a number of species, some wetlands within the marshes have habitat quality scores matching the predevelopment scenario and benefi ts of additional environmental water allocation were noticeable when modelled for a prolonged drought period. In the period from 1997 to 2009 Australia experienced a severe drought, which significantly affected the Murray-Darling Basin. The drought has broken but state governments are still in conflict over water allocations. The establishment of the Murray-Darling Basin Authority (MDBA) in 2007 was intended to address these issues but the management of the Basin remains complicated by constitutional ambiguity. This paper addresses the question of whether it is possible to implement effective policies for the health of the Murray-Darling Basin without the present danger of a drought. We suggest that the MDBA has encountered what Beck refers to as the 'boomerang effect'. Recent advances in the collection and analysis of paleoclimate data have provided significant insights into preinstrumental environmental events and processes, enabling a greater understanding of long-term environmental change and associated hydroclimatic risks. Unfortunately, it is often the case that there is a dearth of readily available paleoclimate data from regions where such insights and long-term data are most needed. The Murray-Darling basin (MDB), known as Australia's 'food bowl,' is an example of such a region where currently there are very limited in situ paleoclimate data available. While previous studies have utilized paleoclimate proxy records of large-scale climate mechanisms to infer preinstrumental MDB hydroclimatic variability, there is a lack of studies that utilize Australian terrestrial proxy records to garner similar information. Given the immediate need for improved understanding of MDB hydroclimatic variability, this paper identifies key locations in Australia where existing and as yet unrealized paleoclimate records will be most useful in reconstructing such information. To identify these key locations, rainfall relationships between MDB and non-MDB locations were explored through correlations and principal component analysis. An objective analysis using optimal interpolation was then used to pinpoint the most strategic locations to further develop proxy records and gain insights into the benefits of obtaining this additional information. The findings reveal that there is potential for the future assembly of high-resolution paleoclimate records in Australia capable of informing MDB rainfall variability, in particular southeast Australia and central-northern Australia. This study highlights the need for further investment in the development of these potential proxy sources to subsequently enable improved assessments of long-term hydroclimatic risks. The long-term 'Millennium Drought' has put significant pressure on water resources across Australia. In southeastern Australia and in particular the Murray-Darling Basin, removal of exotic, high-water-use Salix trees may provide a means to return water to the environment. This paper describes a simple model to estimate evapotranspiration of two introduced Salix species under non-water-limited conditions across seven biogeoclimatic zones in Australia. In this study, Salix evapotranspiration was calculated using the Penman-Monteith model. Field measurements of leaf area index and stomatal conductance for Salix babylonica and Salix fragilis were used to parameterize the models. Each model was validated using extensive field estimates of evapotranspiration from a semi-arid ( S. babylonica, r2 = 0.88) and cool temperate ( S. fragilis, r2 = 0.99) region. Modelled mean annual evapotranspiration showed strong agreement with field measurements, being within 32 and 2 mm year−1 for S. babylonica and S. fragilis, respectively. Monthly pan coefficients (the ratio of mean evapotranspiration to mean pan evaporation) were developed from 30 years of meteorological data, for 30 key reference sites across Australia for both species using the validated Penman-Monteith models. Open-water evaporation was estimated from field measurements and was used to develop a simple linear regression model for open-water evaporation across the 30 reference sites. Differences between modelled evapotranspiration and open-water evaporation at each site provide an indication of the amount of water that might be returned to the environment from removal of in-stream Salix species. The monthly pan coefficient method reported has application across riparian environments worldwide where measured evapotranspiration is available for model validation. Governance of Australia's Murray-Darling Basin (the Basin) is frequently lauded as an example to other river managers globally. Freshwater environments in the Basin are particularly vulnerable to water scarcity and change. In this paper, governmental responses are assessed to draw global lessons on climate change adaptation for rivers. A range of climate change adaptation measures for freshwater ecosystem conservation in the Basin are outlined namely: higher, long-term allocations of water to the environment; reviewing water allocation on a cyclical basis; allocating an equal or greater share of available water to the environment in dry years; and environmental works and measures to use less water to conserve wetlands. Examples of poor translation of science into policy that do not adequately consider the risks, costs, and benefits of adaptation interventions are explored. Adaptation policy in the Basin illustrates the risks of heavy reliance on infrastructure, of the high costs of trade-offs between environmental measures versus socio-economic and political concerns, and of dependence on too few measures. Lessons include the need for rigorous evaluation of risks, costs, and benefits to minimize perverse outcomes, and for adequate incentives and penalties for implementation of adaptation policies across governance scales. It is concluded that rather than a focus on only a few interventions, such as environmental flows, better adaptation practice requires deployment of a suite of different but complementary measures that spreads risk and maximizes resilience to climate variability and change. This paper provides an incisive review of paleoclimate science and its relevance to natural-resource management within the Murray-Darling Basin (MDB). The drought of 1997–2010 focussed scientific, public and media attention on intrinsic climate variability and the confounding effect of human activity, especially in terms of water-resource management. Many policy and research reviews make statements about future planning with little consideration of climate change and without useful actionable knowledge. In order to understand future climate changes, modellers need, and demand, better paleoclimate data to constrain their model projections. Here, we present an insight into a number of existing long-term paleoclimate studies relevant to the MDB. Past records of climate, in response to orbital forcing (glacial–interglacial cycles) are found within, and immediately outside, the MDB. High-resolution temperature records, spanning the last 105years, exist from floodplains and cave speleothems, as well as evidence from lakes and their associated lunettes. More recently, historical climate records show major changes in relation to El Niño–Southern Oscillation cycles and decadal shifts in rainfall regimes. A considerable body of research currently exists on the past climates of southeastern Australia but, this has not been collated and validated over large spatial scales. It is clear that a number of knowledge gaps still exist, and there is a pressing need for the establishment of new paleoclimatic research within the MDB catchment and within adjacent, sensitive catchments if past climate science is to fulfil its potential to provide policy-relevant information to natural-resource management into the future. In Australia's Murray-Darling Basin, small-scale engineering works called 'environmental works and measures' have been implemented as a basis for river and other wetland conservation. While implementing these, governments seem to have embraced the beguiling notion that scarce water supplies can be divided further, while conserving the environment and maintaining agricultural production. The difficulties in doing this are expected to increase in the face of extreme climate variability. With this scenario as a backdrop, the $280 million (Monetary values ($) in this paper are in Australian dollars (AUD). At the time of writing AUD $1.00 = ~USD $1.02.) Living Murray and related programmes are assessed to see whether microengineering works to manage the hydrology of wetlands make for effective adaptation to water scarcity and climate change or whether it amounts to an overly narrow adaptation or maladaptation. Some measures were found to be substantially beneficial, such as the construction of fishways. However, under these programmes, only 0.6% of the Basin's wetlands would be inundated and there are significant risks including desiccation of non-target wetlands and further reductions in water allocations for the environment. Much of inland Australia has been in perpetual drought since 1997 except during 2010 when above average rainfall occurred. It has been the worst drought since 1788 when European settlement began. Water scarcity poses a serious threat to the sustainability of the irrigated agriculture in major irrigation systems across the Murray-Darling Basin (MDB). There is a need for water-saving measures and a structured approach to assess water loss in earthen supply channels. This paper presents such an approach to assess and reduce seepage losses for improving irrigation efficiencies. Main elements of this approach are the following: field measurements, hydrologic modelling, potential options for seepage reduction, economic analysis and financing water-saving investments. Using data from two irrigation systems in the southern MDB, a case is made for reducing seepage water losses in irrigation supply channels in a cost-effective manner using low-cost technologies. Increasing the level of security for investments in water-saving programs provides incentives to key stakeholders to achieve water-saving targets. Considering the value of water recovered from reducing seepage loss at irrigation system level, this study demonstrates how reducing just one component (seepage) from the total water losses in irrigation systems can help improve water supplies as well as the environmental flows. Over the past few decades, many numerical streamflow prediction techniques using observed time series (TS) have been developed and widely used in water resources planning and management. Recent advances in quantitative rainfall forecasting by numerical weather prediction (NWP) models have made it possible to produce improved streamflow forecasts using continuous rainfall-runoff (RR) models. In the absence of a suitable integrated system of NWP, RR and river system models, river operators in Australia mostly use spreadsheet-based tools to forecast streamflow using gauged records. The eWater Cooperative Research Centre of Australia has recently developed a new generation software package called eWater Source, which allows a seamless integration of continuous RR and river system models for operational and planning purposes. This paper presents the outcomes of a study that was carried out using Source for a comparative evaluation of streamflow forecasting by several well-known TS based linear techniques and RR models in two selected sub-basins in the upper Murray river system of the Murray-Darling Basin in Australia. The results were compared with the actual forecasts made by the Murray River operators and the observed data. The results show that while streamflow forecasts by the river operators were reasonably accurate up to day 3 and traditional TS based approaches were reasonably accurate up to 2 days. Well calibrated RR models can provide better forecasts for longer periods when using high quality quantitative precipitation forecasts. The over-allocation and over-use of water in the Murray-Darling Basin has impacted adversely on the environment surrounding the Coorong and Lower Lakes and has caused the system to endure the longest period ever of reduced freshwater inflows and levels. Although the drought has broken and the Murray-Darling Basin has received significant rainfall in the past twelve months, paradoxically State governments are still fighting over water allocations. This article will explore current data regarding the social and planning implications of the degradation of the Coorong and Lower Lakes. It primarily focuses on the social impacts that will occur if the Coorong and Lower Lakes area is significantly environmentally degraded. Economic and environmental implications will also be explored to provide an understanding of the interdependencies. Interdependencies are complicated by legislative ambiguity about Federal and State legislation and responsibilities for the area, significant proportions of, which are subject to international environmental agreements. Further research is required on the functionality of these communities, which are challenged by significant environmental change and ambiguous responses from Federal and State Governments. Drawing on Beck's (2007) risk theory, this paper analyses the adaptive capacity of settlements in the Coorong and Lower Lakes area and how they respond to the stresses and risks caused by environmental degradation. The Coorong and Lower Lakes environmental state is an issue that requires immediate action by governments and the surrounding community. Ephemeral deflation basin lakes are widespread throughout arid and semiarid regions of the Murray–Darling Basin in Australia. Although they are diverse, productive habitats, the water resources development has generally caused significant declines in their ecological condition. Managers are currently trying to protect or restore these systems, however, without an adequate theoretical framework on which to base management decisions. This is because the existing conceptual models provide little insight into the effects of any component of the flow regime except flooding. This paper reviews the effects of flooding and drying on lakes, using the information and conclusions therein to propose a conceptual model that identifies five stages in the flooding and drying cycle. This conceptual model incorporates elements of the Flood Pulse Concept, Trophic Cascade models and the Geomorphic–Trophic model, as they apply to these highly variable water systems. The Murray-Darling river system is highly regulated and is Australia's major surface water resource. It is subject to blooms of the toxic cyanobacterium Anabaena circinalis, which present significant water quality problems. As a result of these blooms, an algal management strategy has been developed for the Murray-Darling basin. One of the major objectives of the strategy is the development of flow management strategies for key reaches of the river system. Intensive studies in the Murrumbidgee River, Australia, have indicated that persistent thermal stratification is a requirement for blooms of this cyanobacterium to occur. In the lower Murray, mean wind speed was found to be the major factor affecting the degree of thermal stratification under low flow conditions, which generally exist during the months of December to March. In this paper, the effect of various flow management scenarios on the likelihood of the occurrence of blooms in the River Murray at Morgan, South Australia, are assessed. A frequency analysis is carried out on 30 years of wind speed data to determine the probability of occurrence of persistent thermal stratification under a number of flow regimes. The scenarios evaluated include existing base flow conditions, altered base flow regimes, temporary releases from an upstream storage (Lake Victoria) and the temporary reduction of weir pool levels. The results obtained indicate that the dispersal of existing blooms by simultaneously reducing the weir pool levels at Locks 1-3 is the most effective and economical strategy for combating bloom formation by A. circinalis in the River Murray at Morgan. Adaptive management is an experimental approach used by water management agencies around the world to manage and restore aquatic ecosystems. The effectiveness of the approach can often be constrained by inflexible institutional arrangements. In this paper we compare two cases where agencies have implemented adaptive management to manage and restore aquatic ecosystems. Our aim was to understand practitioners' perceptions of how institutional flexibility can be created for adaptive management. We interviewed 14 adaptive management practitioners working in the Murray-Darling Basin, Australia and 14 practitioners in Southern Florida, United States of America. We found that in both cases, just enough flexibility was created to enable experimentation, but informal institutional arrangements tended to constrain adaptive management. We also found that adaptive management was effective when an agency adopted collaborative and distributed leadership, but these leadership styles were difficult to sustain, and not always appropriate when attempting to create institutional flexibility. Our results illustrate how agencies, stakeholders and researchers can develop a shared understanding of how to manage and restore aquatic ecosystems, which in turn, helps create institutional flexibility for an agency to manage adaptively. Summary Social justice is a key outcome of water allocation, management and governance. It is commonly expressed in water policies and strategies in terms of achieving equitable distribution of water resources. In complex multi-level systems just and unjust outcomes can result from the same water allocation decision. In some cases a just outcome at one level may cause an injustice at another level for the same or a different set of stakeholders. The manner in which a water management issue is framed and reframed across different levels within a system influences stakeholder perceptions of whether a water allocation decision is just or unjust, which in turn influences the successful adoption and implementation of such a decision. This paper utilises a case study from the Murray-Darling Basin in Australia to illustrate how reframing a water management issue across multiple scales and levels can help understand stakeholders’ perceptions of justice and injustice. In this case study two scales are explored, an institutional and an organisational scale; each comprising levels at the federal, basin, state and region. The water management issue of domestic and stock dams was tracked through the various scales and levels and illustrated how reframing an issue at different levels can influence the analysis of just or equitable outcomes. The case study highlights the need to treat justice in water allocation as an ever evolving problem of the behaviour of a social system rather than the meeting of static principles of what is ‘right’. This points to the importance of being attentive to the dynamic and dialogical nature of justice when dealing with water allocation issues across scales and levels of water governance. Summary This paper explores timescales, changing worldviews and the impact of water reform on irrigation communities in Australia whose water sharing arrangements have roots in an earlier era. Through the story of Australian irrigation it describes some subtle shifts and changes in worldviews that have influenced land and water governance reform over time. It shows how reforms can result in tangible adverse effects on communities if they overturn critical features of earlier resource sharing arrangements without consideration of unintended consequences. Where changing worldviews, reforms and the ability of communities to adapt are out of synchronisation then friction ensues, as was seen in the Murray–Darling Basin when proposed reforms have resulted in widespread disputes between reformers and irrigation communities. Failure to understand how perspectives over time have changed leads to a failure to deliver fairness in water governance reforms. If policymakers lose understanding of the rationale for earlier arrangements in land and water governance and introduce reforms that do not take these into account then adaptation to the reform and social acceptance is impeded. Seen in this way, time can be considered a competing element in fair land and water governance. Maintaining an understanding of how and why change takes place over time, and the rationale for key elements of governance developed in an earlier era, is critical for those wishing to overcome the challenges of implementation, deliver fairness, and gain community acceptance of reform. This paper presents a hedonic property price model of rural land in a natural resource management region of the Murray-Darling Basin in Australia. In traditional hedonic models, the marginal value of environmental amenities is estimated using distance to or size of the environmental asset. The approach applied in this study offers the potential for a richer set of information, where environmental assets are described in terms of their ‘recreational attractiveness’. The level of recreational attractiveness is represented as latent variables that are based on park facilities and recreational activities offered at each site. For a property in the study area that is 1 km away from the River Murray, moving half a kilometre closer will increase the property price by $245,000, holding every other variable constant at the mean. This value is magnified by $27,000 if the house is in an area where there is high river recreational attractiveness and drops by $14,000 if river recreational attractiveness is low. By including recreational quality indices in a typical hedonic framework that is corrected for spatial dependency, the model is able to capture how individuals value environmental amenities around their homes based on the site’s natural characteristics as well as recreational services. There is currently a distinct gap between what climate science can provide and information that is practically useful for (and needed by) natural resource managers. Improved understanding, and model representations, of interactions between the various climate drivers (both regional and global scale), combined with increased knowledge about the interactions between climate processes and hydrological processes at the regional scale, is necessary for improved attribution of climate change impacts, forecasting at a range of temporal scales and extreme event risk profiling (e.g., flood, drought, and bushfire). It is clear that the science has a long way to go in closing these research gaps; however, in the meantime water resource managers in the Murray-Darling Basin, and elsewhere, require hydroclimatic projections (i.e., seasonal to multidecadal future scenarios) that are regionally specific and, importantly, take into account the impacts, and associated uncertainties, of both natural climate variability and anthropogenic change. In Australia's Murray-Darling Basin the Australian and state governments are attempting to introduce a system of water management that will halt ongoing decline in environmental conditions and resource security and provide a robust foundation for managing climate change. This parallels similar efforts being undertaken in regions such as southern Africa, the southern United States, and Spain. Central to the project is the Australian government's Water Act 2007, which requires the preparation of a comprehensive basin plan expected to be finalized in 2011. This paper places recent and expected developments occurring as part of this process in their historical context and examines factors that could affect implementation. Significant challenges to the success of the basin plan include human resource constraints, legislative tensions within the Australian federal system, difficulties in coordinating the network of water-related agencies in the six jurisdictions with responsibilities in the Murray-Darling Basin, and social, economic, and environmental limitations that restrict policy implementation. Abstract: The “Big Dry”, a prolonged dry period in Australia from 1997 to 2009, dried out much of the Murray-Darling Basin (MDB) and resulted in large agricultural losses and degraded river ecosystems. Climate projections are that dry conditions in the MDB are likely to be more regular and severe than ever before, and recent policy initiatives are likely to reduce consumptive water use and redirect water to ecosystem management. This paper aims to develop an understanding of the interactions between water policy and irrigation practices by deriving lessons from drought management in irrigated agriculture of the MDB during the Big Dry, and furthermore, to draw out lessons to enhance the preparedness of irrigated agriculture for a future drier climate and reduced water availability. Reviews of irrigation farmers’ practices, attitudes and capacity to manage during prolonged droughts in the MDB, and the evolution of agricultural water policy in Australia since 1990 were made. It is clear that farmers could be better prepared to deal with a drier climate if their water management practices, e.g. irrigation methods and soil moisture measuring tools are improved, if the impediments to the uncertainty of water allocation and low water availability could be overcome, and if well-targeted research and extension could assist farmers to use water more wisely. It is also clear that Australian water policy could be better prepared in terms of assisting irrigated agriculture to deal with a drier climate. Key areas are reduction of barriers and distortions to water trading, optimizing the environmental water allocation, and seeking mutual benefits between environmental water allocation and irrigated agriculture, improvement of the cost-effectiveness of investments in water supply infrastructure, facilitating carryover and capacity sharing at larger scales, and provision of accurate, accessible and useful water information at different scales. An approach to irrigation practice and water policy is proposed based on past experience and potential opportunities. The approach is a set of linked strategies for more robust agricultural production and a more sustainable environment under a drier climate and reduced water availability. [Copyright &y& Elsevier]

Water markets have featured prominently in the reallocation of water rights to restore freshwater ecosystem health. Incentive-based water rights acquisition and transactions have emerged as a market-oriented policy approach to reallocate water resources from existing uses to enhance the provision, regulation, and sustainability of freshwater ecosystem services. This paper develops a conceptual framework to examine factors enabling and constraining successful policy reform and implementation in market-based environmental water allocation. This analysis distills and extends the findings and lessons of a September 2007 workshop in Brisbane, Australia on environmental water transactions. Two case studies were selected in water stressed basins – the Columbia (U.S.) and Murray-Darling (Australia) Basins – where transactional approaches to environmental water allocation first emerged. The case studies draw upon practitioner perspectives and previous policy and economic analysis in two regions where shared political economic and physical conditions lend a strong analytical basis for comparison. A common set of policy and regulatory reforms has occurred in both cases – albeit in different forms and via distinct paths – to develop three enabling conditions: (1) establishment of rights to and limits on freshwater extraction and alteration; (2) recognition of the environment as a legitimate water use; and (3) authority to transfer existing water rights to an environmental purpose. However, these elements of policy reform are necessary but not sufficient for effective implementation; a second set of driving forces, barriers, and adaptations explains the ability to achieve larger scale ecological outcomes. These conditions include the physical, social and economic factors driving demand for environmental water allocation; administrative procedures, organizational development and institutional capacity to effect transfers; and adaptive mechanisms to overcome legal, cultural, economic, and environmental barriers. The case study analysis suggests that environmental water transactions can play an important role in establishing environmental water allocations, although water markets require ongoing institutional capacity and adaptive governance. The conceptual framework and empirical lessons generated through this cross-case comparison provide the basis for an expanded research agenda to evaluate the design and performance of market-oriented reforms as implementation experience accrues and new programs emerge in diverse ecological and political economic settings. River management continues to challenge riparian systems worldwide, with climate change impacts and anthropogenic extractions escalating. The Murray-Darling basin (MDB) in Australia is critical to agricultural production and habitat provision to maintain biodiversity. Concern for the condition of native trees and biota in the MDB has led to substantial research investment to increase ecosystem function understanding and improve floodplain and wetland management. This field study offers new insights into tree nutrition and physiology as interpreted against the plant-soil-environment dynamics of recent flooding. Black Box (Eucalyptus largiflorens (Myrtaceae) is the only key native riverine MDB tree restricted to that region; and appears stressed at the far reaches of certain significant floodplain ecosystems. Here, nutritional and ecophysiological comparisons were made between Black Box trees that had just been inundated, and those nearby that had not. Leaf stomatal conductance, transpiration, total soil aluminium (Al) concentration, soil pH, and soil conductivity were different between inundated and dry sites. Soil moisture increased due to inundation, thus reducing tree water stress across the three study locations. Changes in leaf chemistry were not detected at the very early stages of flooding examined in this study. An increase in soil acidity due to inundation may also enhance bioavailability of nutrients to trees. New insight into immediate plant benefits gained from this study suggests further investigation is warranted to elucidate the influence of flood and drought on nutrient balance and how future wetland management can benefit from a more holistic understanding of plant-soil-environment dynamics. Drought and future water scarcity in the Murray-Darling Basin ( MDB) will continue to restructure the irrigation industry in the coming decades. There has been little work conducted in Australia that has modelled farm exit or exit intention. ABARES farm survey data were used to model irrigators' farm exit intentions across the southern MDB from 2006 to 2013. In particular, we examined the hypotheses that drought and water scarcity positively impacted on farm exit intentions and that it is the poorest performing farms that intend to exit in times of drought. Results revealed that water scarcity impacts varied considerably. There was only weak evidence to suggest that irrigators' exit intentions were higher in times of drought, but there was stronger evidence to support the influence of a lagged water scarcity impact on farm exit intentions during periods of nondrought (e.g. intending to exit at times when the property market was less depressed). There was also strong evidence that poorer performing farms (measured by rates of return and higher debt over a certain level) were more likely to have exit intentions in drought periods, but not necessarily so in nondrought periods. Older age is the most consistent predictor of farm exit intentions across all industries, though it was most significant in drought periods. [ABSTRACT FROM AUTHOR]

We discuss modelling and simulation of volumetric rainfall in a catchment of the Murray–Darling Basin – an important food production region in Australia that was seriously affected by a recent prolonged drought. Consequently, there has been sustained interest in development of improved water management policies. In order to model accumulated volumetric catchment rainfall over a fixed time period, it is necessary to sum weighted rainfall depths at representative sites within each sub-catchment. Since sub-catchment rainfall may be highly correlated, the use of a Gamma distribution to model rainfall at each site means that catchment rainfall is expressed as a sum of correlated Gamma random variables. We compare four different models and conclude that a joint probability distribution for catchment rainfall constructed by using a copula of maximum entropy is the most effective. Irrigators' policy preferences for water reallocation programs usually take the form of proportional data, where one option will be relatively more or less favored than another in the composition of a government's total budget apportionment to address water reform. This study applies a zero-one inflated beta regression to model Murray-Darling Basin irrigators' preferences for market-based water policy programs. Market-based arrangements are more likely to provide efficient solutions to water reallocation problems, particularly where future uncertainty and appropriate pricing induce irrigator preferences for such programs. Our modeling of drivers of irrigator preferences for government expenditure on market-based programs identified different determinants of zero (a corner solution) and proportional outcomes for the reallocation of Murray-Darling Basin water. In addition, the proportional modeling identifies some variables (namely, state regional influences, the type of farm production and recent debt, low income, or water allocation stressors) that increase engagement with market-based programs. Water trading in the Murray--Darling Basin of Australia has developed to the point where it is a common adaptation tool used by irrigators, making it an apt case study to elicit the marginal value of irrigation water and irrigators' risk preferences in two key industries with differing levels of water dependence. Our data come from large-scale and representative surveys of irrigated broadacre and horticultural farms in the Murray--Darling Basin over a 6-year period. The marginal contribution of irrigation water to profit is estimated at $547 and $61/ML on average in horticulture and broadacre, respectively.
