This literature review aims to examine the approach given to open science policy in the different studies. The main findings are that the approach given to open science has different aspects: policy framing and its geopolitical aspects are described as an asymmetries replication and epistemic governance tool. The main geopolitical aspects of open science policies described in the literature are the relations between international, regional, and national policies. There are also different components of open science covered in the literature: open data seems much discussed in the works in the English language, while open access is the main component discussed in the Portuguese and Spanish speaking papers. Finally, the relationship between open science policies and the science policy is framed by highlighting the innovation and transparency that open science can bring into it.

This article analyzes how news management strategies coupled with journalistic conventions affect news coverage of the Asamblea Ciudadana Ambiental de Gualeguaychú in Argentina, a social movement against the establishment of two paper mill plants on the Rio Uruguay. Since 2003, the Asamblea has received wide attention in local and national news. Media advocacy has been central to the Asamblea's political goals. This case offers an opportunity to examine the role of the news media in the definition of environmental risk in a country with weak environmental policies and a weak tradition of environmental reporting. News coverage of the Asamblea confirms the media's penchant for sensational and dramatic events. Also, it suggests that the mainstream media does not necessarily portray social movements negatively. Because the media largely relies on official sources in setting news frames, shifting views about the movement among political elites on news events take attention away from structural processes and environmental policies. This article combines cross-national statistical analysis and in-depth historical case studies of Argentina and Chile to explore the relationship between two crucial dimensions of state capacity. We show that information capacity contributes to the development of fiscal capacity. When states have accurate information about their subject populations, territories, and economies, they are more effective at mobilizing revenues. In developing this argument this article makes three broader contributions. First, while existing scholarship either treats distinct dimensions of state capacity as separate entities, or simply assumes that they complement each other, our findings urge scholars to treat state development as sequential and to further investigate how multiple dimensions of state capacity are interrelated. Second, the paper suggests a broader underlying set of mechanisms – economies of scope – which connect these dimensions, and explores them in the specific context of how information capacity facilitates fiscal capacity. Third, we join the scholarship on the importance of societal compliance in the creation of the fiscal state, but with a focus on elite cooperation with the state's information collection efforts, which we show to be crucial to tax state development. Background: Mil Días (A Thousand Days) is a programme for the first thousand days of life, from gestation to 2 years of age, targeted at highly vulnerable children and/or mothers and pregnant women. The programme was implemented in August 2015 in the municipality of San Miguel, in Argentina. Mil Días is designed in a holistic and intersectoral way. The main form of intervention is through home visits, but other benefits are available depending on the 51 vulnerability criteria by which participants are admitted to the programme, most of which are related to health issues. Exits of the programme occur when the mother and/or child have reversed the deprivation/s of the entrance‐criteria. Methods: This paper provides an analysis of the programme's primary data between August 2015 and May 2019, with a total of 1,111 programme participants. First, we perform a statistical analysis of the targeted population of the programme. Second, using a logistic regression, we study factors associated to the withdrawal from the programme. Third, using survival analysis, we study the correlates of time to graduation from the programme. Results: We find that the programme is well‐targeted, as participants exhibit higher deprivation levels than those exhibited by beneficiaries of social programmes in general in the same municipality. We also find that programme participants in situations of most extreme vulnerability are more likely to abandon the programme and that successful exits from the programme take longer for more complex cases. Conclusions: Mil Días–San Miguel is a programme for early childhood development in Argentina, which was pioneer when it was first introduced. It is well targeted and exhibits encouraging results despite complex cases taking longer to sucessfully exit the programme. In addition, the poorest poor participants are more likely to abandon the programme and so additional actions could be taken to retain them, as intended by the 'Leave No One Behind' 2030 commitment. This paper is based on the research related to regional integration attempts in Latin America and their effect on the economic development of Latin American countries. Recent analyses clarify that the US’ intervention in the politics of Latin America has been the main obstacle of the regional integration process. Most importantly, political fragmentation of the countries in the region affects the success of the organizations that are formed for the regional integration. This is especially visible in the political processes of the countries such as economic crises in Argentina, political instability in Venezuela and increasing migration to the US from Latin American countries. Notable studies reveal that despite the regional integration efforts, the economic benefits to the region has been limited compared to the benefit of the global economic powers. Different from the current literature, this paper focuses on the internal dynamics of Latin American countries. In this respect, this paper investigates the effect of the regional integration attempts for the economic development of the countries in Latin America. In this regard, the rational state behaviour was found as an important element to explain in relation to the Latin American integration attempts. With a liberal intergovernmentalist perspective, this paper aims to reveal the success of regional integration attempts in Latin America with the cases of Latin American Free Trade Association (LAFTA), Southern Common Market (MERCOSUR) and Andean Community (CAN). The main argument of this paper is that increasing economic cooperation and creating a reconstruction model with a financial assistance to the less developed countries in the region have led to a regional economic development in cohesion with the policies of the regional powers of Latin America. In this paper, the effects of economic growth and four different types of energy consumption (oil, natural gas, hydroelectricity, and renewable energy) on environmental quality in terms of carbon dioxide (CO2) emissions were examined within the framework of the Environmental Kuznets Curve (EKC) for three Latin American countries, namely, Argentina, Brazil, and Chile, from 1975 to 2018. The autoregressive distributed lag (ARDL) in the form of Error Correction Mechanism (ECM) was used to verify the validity of the EKC hypothesis and the impacts of the variables in the short and the long run alike. Furthermore, the Toda-Yamamoto Granger causality test was carried out to identify the direction of causality between the variables. From ARDL-ECM estimation, the EKC was confirmed (inverted U-shaped curve between income growth and CO2 emissions) only in Argentina in the long run but not in Brazil and Chile. Based on the findings, renewable energy can have a great potential in reducing CO2 emissions in the future, but this advantage has not been fully exploited yet since a significant negative impact on CO2 emissions was only found in Chile. Also, the use of other less carbon-intensive energy sources such as natural gas and hydropower if they could be combined with renewable energy would be of great benefit and contribute to enhancing environmental quality and energy security in the short and the medium term and to successful low-carbon energy transition in the long run in Argentina, Brazil, and Chile. This paper argues that political brokers pay particular attention to household size, and the age distribution of its members, when allocating scarce indivisible social benefits. Because people usually share their income with other household members, allocating a social benefit to an individual member of a household with n voters is likely to bring more political support than allocating the same benefit to an individual member of a household with n-1 voters. Based on the main Argentine household survey and on personal interviews with 120 brokers, this paper shows that brokers effectively collect information on family size and age composition and allocate scarce temporary public works programs to families with more voters, unintentionally discriminating against families with children not old enough to vote. This paper reports on an innovative survey of long-term care facilities for older people in the Argentine city of La Plata. It applies a range of qualitative methodologies, including a clandestine audit conducted by older people living in the community. The paper pays particular attention to the types and availability of services, perceived quality and the rigour of regulatory processes. It finds that there has been a rapid growth in the availability of formal services, but that there are many gaps in provision, especially for older people with complex care needs. There are strong indications that service quality is uneven and, in some cases, this amounts to the contravention of basic human rights. State regulation is hampered by institutional fragmentation and weak governance. A wider set of expert interviews and the limited available published information indicate that these findings are unlikely to be exceptional, and that similar issues affect rapidly emerging long-term care systems in many low- and middle-income countries. The purpose of this paper is to identify and analyze how prison systems in Argentina, Chile, Colombia, and Mexico respond to the coronavirus disease (COVID-19). It explores the challenges these institutions face, the actions taken, the beneficiaries from such measures, and their immediate effect. We argue that governments and prison authorities struggle to put in place comprehensive measures to prevent and control the spread of COVID-19 within these institutions and that more concrete and swift actions are needed to address the magnitude and the consequences of the pandemic. A few countries in Latin America, like Mexico, Argentina, Brazil have already achieved notable results in their own space programs even before the current wave of space activities. Smaller countries in the region, due to possible commercial gains, scientific achievements and security concerns also turned their attention towards space. The chance for cooperation with major space actors, like the United States, the European Space Agency (owning a significant base in French Guiana), or the People's Republic of China is a tempting offer, but not without its own pitfalls. To strengthen their position and their own space programs 18 nations recently founded the Latin American and Caribbean Space Agency (Agencia Latinoamericana y Caribeña del Espacio). The long-term productivity dynamics of Latin America have been the focus of vast research looking to understand the origins of the growth underperformance of the region. Based on new estimates from official industrial censuses from 1935 to 1975, this paper reassesses whether there was a process of structural change within the manufacturing industries of Mexico, Argentina, and Brazil. It presents a quantitative reassessment of the dynamics of productivity in these industries providing a new decomposition of labor productivity growth at a more disaggregated level. The overall results from a shift-share analysis are unable to find substantial evidence of structural change within manufacturing in these countries over the period. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this paper is to do a systematic assessment and testing of identified human rights norms alongside social determinant approaches in relation to identified health issues of concern in four Latin American countries (Argentina, Chile, Paraguay and Uruguay) to show how social determinants and human rights frameworks improve population health. Design/methodology/approach: To do so, in the first part the authors analyze the inequalities both between and within each of the selected countries in terms of health status and health determinants of the population. Then, in the second section, the authors analyze the level of recognition, institutionalisation and accountability of the right to health in each country. Findings: From the data used in this paper it is possible to conclude that the four analysed countries have improved their results in terms of health status, health care and health behaviours. This improvement coincides with the recognition, institutionalisation and creation of accountability mechanisms of human rights principles and standards in terms of health and that a human rights approach to health and its relation with other social determinants have extended universal health coverage and health systems in the four analysed countries. Originality/value: Despite of the importance of the relation between human rights and social determinants of health, there are few human right scholars working on the issues of social determinants of health and human rights. Most of the literature of health and human rights has been focussed specific relations between specific rights and the right to health, but less human right scholar working on social determinants of health. On the other hand, just a few epidemiologists and people working on social medicine have actually started to use a universal human rights frame and discourse. In fact, according to Vnkatapuram, Bell and Marmot: "while health and human rights advocates have from the start taken a global perspective, social medicine and social epidemiology have been slower to catch up". This paper reviews international and domestic normative and jurisprudential sources of the last twenty years on the Human Right to Water (HRW), focusing the study on Latin American countries that do not have this right expressly enshrined in their constitutional texts, especially Colombia, Argentina, Brazil, and Chile. It analyzes the arguments used in its recognition, the elements of its structure, and the ways of addressing the problem of entitlement and enforceable duties. The conclusion shows a stage of jurisprudential progress in the first two countries (Colombia and Argentina), with a recognition of various contents of the DHA in accordance with international standards, while in the case of Brazil and Chile there is evidence, with nuances, of a limited recognition. In this regard, the internal normative structures differ in terms of the role of the State and individuals in water management, and the judicial tools for the protection of fundamental rights as a way of processing conflicts over access to water. Background: Irrational antimicrobial consumption (AMC) became one of the main global health problems in recent decades. Objective: In order to understand AMC in Latin-American Region, we performed the present research in 6 countries. Methods: Antimicrobial consumption (J01, A07A, P01AB groups) was registered in Argentina, Chile, Colombia, Costa Rica, Paraguay, and Peru. Source of information, AMC type, DDD (Defined Daily Doses), DID (DDD/1000 inhabitants/day), population were variables explored. Data was analyzed using the Global Antimicrobial Resistance and Use Surveillance System (GLASS) tool. Results: Source of information included data from global, public, and private sectors. Total AMC was highly variable (range 1.91-36.26 DID). Penicillin was the most consumed group in all countries except in Paraguay, while macrolides and lincosamides were ranked second. In terms of type of AMC according to the WHO-AWaRe classification, it was found that for certain groups like "Reserve," there are similarities among all countries. Conclusion and Relevance: This paper shows the progress that 6 Latin-American countries made toward AMC surveillance. The study provides a standardized approach for building a national surveillance system for AMC data analysis. Drawing on ethnographic data collected in three informal communities, one in Argentina, one in México, and one in Ecuador, we address the long-standing question posed by Larissa Lomnitz's and Carol Stack's now-classic studies of how impoverished people not only survive but what strategies they adopt in an attempt to build a dignified life. By focusing on the diversity of strategies by which the urban poor solve the everyday problems of individual and collective reproduction, we move beyond the macro-level analysis of structural constraint and material deprivation. Our findings show a remarkable continuity in the difficulties residents of these informal communities confronted and the problem-solving strategies they resorted to. We found that networks of kin and friends continue to play a crucial role in how poor people not only survive but attempt to get ahead. Additionally, we highlight the role of patronage networks and collective action as central to strategies by which the urban poor cope with scarcity and improve their life chances, while also paying close attention to ways in which they deal with pressing issues of insecurity and violence. This article explores the tensions between ideals about sociology (and what it ought to be) transmitted during university socialization and the everyday working activities among Argentinean sociologists. It focuses on an extreme case: that of the graduates who, lacking the opportunity or the desire to join the professoriate, became market researchers. The case is extreme because while university training provided these individuals with a set of methodological and analytical skills that proved to be useful (and profitable) when studying consumers and markets, it also encouraged a critical, world-rejecting, view of the discipline which was at odds with their professional activities. Not surprisingly, they encountered a distressing moral puzzle: were they betraying sociology's progressive values, values to which they were seriously committed? Building on E. Hughes' concept of "dirty work", this paper examines how these individuals navigated an occupation that was, at least initially, seen as morally objectionable, and the ways by which they came to imbue it with new and edifying "sociological" value. This article is based on interviews with sociologists working in market research and a socio-historical account of the School of Sociology at the University of Buenos Aires, the nation's most important program, where all our interviewees were trained. This study has implications for understanding situations in which actual professional practices are in sharp contrast with the ideals presented during university socialization, and the identity repair processes that university-trained workers undertake when dealing with deviant careers. Latin American countries begin to develop their national-level cyber policy including their cybersecurity strategy. The paper aims to provide a comparative analysis of the strategy development processes in six Latin American countries including Argentina, Brazil, Chile, Colombia, Mexico and Peru. The methodology is based on a mixed approach. For the quantitative analysis, the National Cyber Security Index and UNIDIR Cyber Policy Portal were used, while for the qualitative analysis a document analysis was carried out on the national strategies. Analysing national data based on the NCSI, Chile stands out overall, however, the country is still in the initial phase in terms of digital and essential service protection, personal data protection and cyber crisis management. Brazil's position is interesting, standing at 3rd place overall, being the most targeted country by cyberattacks in the region. Brazil stands out in terms of cyber threat analysis and military cyber operations. Based on the document analysis, Chile and Argentina have a more holistic cybersecurity strategy, including factors such as cybersecurity education, cybercrime detection, regulatory framework, and the aim to cooperate with international and industrial partners. In a context of the state withdrawing from housing provision, despite a persistent shortage of affordable housing, housing policies in Buenos Aires, Argentina, have increasingly diversified. This paper contrasts two different credit-based approaches to low-income housing provision which have been implemented since the year 2000 in the City of Buenos Aires: collective mortgage loans for self-managed housing construction and improvement projects, embedded in a logic of 'social production of habitat'; and individual housing microloans, following a logic of financial inclusion for low-income households. We examine a case study of each approach and contrast the institutional shifts that have taken place during their implementation, the learning processes each approach facilitates for participants, and the details of how housing is produced in each approach. We conclude that, although housing microfinance and the social production of habitat may appear to follow contradictory logics, they can also be treated as complementary solutions that could be combined to address each other's shortcomings. In the 1970s, Latin America became a global laboratory for military interventions, the cultivation of terror, and ideological and economic transformation. In response, family groups and young scientists forged a new activist forensics focused on human rights, victim-centered justice, and state accountability, inaugurating new forms of forensic practice. We examine how this new form of forensic practice centered in forensic genetics has led to a critical engagement with Indigeneity both within and outside the lab. Drawing on ethnographic fieldwork with human rights activists and forensic scientists in Argentina, Guatemala and Mexico, this paper examines the relationship between forensic genetics, Indigenous organizing, and human rights practice. We offer the concept of 'genetic syncretism' to attend to spaces where multiple and competing beliefs about genetics, justice, and Indigenous identity are worked out through (1) coming together in care, (2) incorporation, and (3) ritual. Helping to unpack the uneasy and incomplete alliance of Indigenous interests and forensic genetic practice in Latin American, genetic syncretism offers a theoretical lens that is attentive to how differentials of power embedded in colonial logics and scientific practice are brokered through the coming together of seemingly incompatible beliefs and practices. This article provides a comparative analysis of the distribution effects of the increase in the real value of the minimum wage in Latin America during the 2000s in four Latin American countries: Argentina, Brazil, Chile and Uruguay. Using semiparametric techniques to estimate counterfactual density functions, the authors find that the increase in the minimum wage had an equalizing effect in Argentina, Brazil and Uruguay, but not in Chile. This increase accounted for a considerable part of the decline in wage inequality, which was the result of compression at the lower tail of the wage distribution. [ABSTRACT FROM AUTHOR]

The existing macro-historical scholarship tends to assert rather than demonstrate the wider impact of nationalism. Yet, state-sponsored national ideologies permeate the broader reaches of society to varying degrees. To investigate variations in the consolidation of official nationalism, this paper combines the content analysis of school textbooks as state-regulated and picture postcards as primarily market-driven sources. Building on this novel methodological approach, we find that textbooks published in mid-twentieth-century Argentina, Mexico, and Peru promoted a similar popular nationalism that portrayed the lower classes as "true" national subjects. However, picture postcards from the same period demonstrate that the consolidation of this official national ideology varied. In Mexico and Peru, the new state-sponsored conceptions of nationhood gained presence in public life, but they did not to take hold in Argentina. We conclude that studying the top-down nationalist messages promoted by states should not be equated with studying their ideological impact in public life. [ABSTRACT FROM AUTHOR]

As the crisis turns into long-term economic downturn, younger age-groups in Europe seem to be hit with higher levels of unemployment while the welfare state is steadily shrinking. The young have suddenly become a social group united by collective material interests, but does this translate into a sense of a collective political interest? The paper examines to what extent the dominant class-based social science of the post-war years can help us understand the politics of age-groups. The analysis highlights four changes since post-war years: the workplace has changed, impacting socialization; modern media has changed, impacting mobilization; the political landscape is fairly institutionalized, tempering the possibilities for new political concerns to find voice; and those who would define and articulate the political priorities of the young are leaving the Old Continent. Purpose - This paper aims to examine the relationship between performance and some macro and micro variables in the Argentine commercial banking industry. Included are the profitability and interest variables; return on assets (ROA) and net interest margin (NIM) over the period of 1994 to 2011. Design/methodology/approach - The empirical construct is guided by recent theories of banking performance that employ an industrial organization framework and two dependent variables (with identical control variables) to assure robustness and comparability in findings. The variables for the panel estimated generalized least square (panel EGLS) are constructed using income statements of 62 commercial banks (firm-level data) as well as a number of industry- specific and macroeconomic indicators. Findings - Factors such as expense management (operating cost efficiency/inefficiency), leverage and liquidity appear to be important forces behind the net interest margins (NIM) and profits (ROA) in the Argentine banking industry. Higher return on assets (ROA) is associated with banks carrying less leverage and therefore displaying a lower ratio of debt to total assets. Higher interest margin (NIM) is associated with higher operating expenses. Regarding the macroeconomic variables, inflation negatively affects profitability but is positively and significantly related to net interest margin. Banking environment has a positive effect on performance, reflecting the complementarity between banking performance and stock market capitalization. Originality/value - The paper's value lies in showing that a firm's specific variables reveal better insights when analyzed in relation to banking environment. Indirectly, some of the value of this work lies in highlighting the Central Bank's accommodative monetary policy that has been driving Argentina's economic recovery and credit boom arising in an inflationary environment. This paper challenges the traditional account of vulnerability in healthcare which conceptualizes vulnerability as a list of identifiable subpopulations. This list of 'usual suspects', focusing on groups from lower resource settings, is a narrow account of vulnerability. In this article we argue that in certain circumstances middle-class individuals can be also rendered vulnerable. We propose a relational and layered account of vulnerability and explore this concept using the case study of cord blood ( CB) banking. In the first section, two different approaches to 'vulnerability' are contrasted: categorical versus layered. In the second section, we describe CB banking and present a case study of CB banking in Argentina. We examine the types of pressure that middle-class pregnant women feel when considering CB collection and storage. In section three, we use the CB banking case study to critique the categorical approach to vulnerability: this model is unable to account for the ways in which these women are vulnerable. A layered account of vulnerability identifies several ways in which middle-class women are vulnerable. Regulatory processes and debates are often informed by competition assessments issued by antitrust agencies, who advocate against potentially anticompetitive governmental regulations. While these opinions are usually not binding for regulators, the participation of antitrust agencies may have significant influence over the outcome of regulatory processes. This article examines whether antitrust agencies use their competition assessments to link regulation and development. The research addresses two research questions: first, do antitrust agencies consider development, directly or indirectly, as a guiding criterion in their competition assessments of regulatory projects? And second, what does development mean for these agencies in the context of competition assessments? A case study approach was used to answer the research questions, analyzing the cases of three countries of Latin America: Argentina, Colombia, and El Salvador. Based on the examination of over 300 competition assessments published by the antitrust agencies and on the semi-structured interviews of antitrust agencies' former and current officials, we report four main findings: (i) the studied agencies frequently used the term "development" in their competition assessments to explain the policy context, the objectives of the regulatory proposals, and the potential benefits of competitive markets.; (ii) the meaning of "development" that prevailed among the three cases studies corresponds to a narrow understanding of "economic development" (e.g. a synonym of economic growth); (iii) the case of Colombia stands out because some of the competition assessments explicitly recognize the importance of broader conceptions of development, including sustainability; and, (iv) competition advocacy was used by the studied agencies to link regulation and development through their reports and recommendations on regulatory projects. We simulate the short- and long-term distributional consequences of COVID-19 in the four largest Latin American economies: Argentina, Brazil, Colombia, and Mexico. We show that the short-term impact on income inequality and poverty can be very significant, but that additional spending on social assistance more than offsets the effect in Brazil. The offsetting effect is significant in Argentina and Colombia and nil in Mexico, where there has been no such expansion. We find that a universal basic income that would have produced the same reduction in the poverty gap as actual policies would have cost slightly more but would have benefited the poor (the nonpoor) slightly less (more). To project the longterm consequences, we estimate the impact of the pandemic on school achievement and its intergenerational persistence. We use information on school closures, educational mitigation policies, and account for educational losses related to health shocks and parental job loss. Our findings show that in all four countries the impact is strongly asymmetric and affects particularly the high-school completion rates of children from disadvantaged families. It has been suggested that, during the 1970s and 1980s, excess capacity played an important role in the performance of Latin American exports of manufactures. This paper shows that countercyclical factors should be expected for most exports, and submits the hypothesis that these effects are more important for a limited subset of products with special characteristics. Econometric testing of Argentine export functions could not reject this hypothesis. The paper ends by discussing the implications for export modelling and policy analysis. [ABSTRACT FROM AUTHOR]

Courts prosecuting corruption serve a critical horizontal accountability function, but they can also play a role in moments of vertical accountability when voters can sanction corrupt candidates. This article documents the strategic use of corruption lawsuits, demonstrating the presence of an electoral cycle in filing new corruption accusations against politicians. Using an original dataset of daily corruption complaints filed in federal courts against members of Argentina's main political coalitions between 2013 and 2021, we document increased corruption accusations against and by politicians in the periods immediately preceding an election. A second dataset of daily media coverage of corruption accusations in two leading newspapers suggests that corruption is more salient before elections, offering politicians a temporal focal point to prepare and launch especially impactful lawsuits. This paper examines changes in individual earnings during positive and negative growth periods in three Latin American economies: Argentina, Mexico, and Venezuela. We ask two major questions. First, do panel income changes favor the income recipients who started at the top of the income distribution ('divergent mobility') or those who started at the bottom ('convergent mobility')? And second, are the groups that are found to gain the most when the economy is growing those that are found to lose the most when the economy is contracting ('symmetry of mobility') or is the pattern asymmetric in the sense that the same groups do best both in times of economic growth and in times of economic decline? We find support for the divergent mobility hypothesis only in scattered years in the cases of Mexico and Venezuela and no support at all in the case of Argentina. Rather, earnings mobility is most frequently convergent or neutral in all three countries. As for the symmetry of mobility hypothesis, we find that it is rejected in nearly all cases; rather, those groups that gain the most when the economy is growing are also the ones that gain the most or lose the least when the economy is contracting. Environmental regulation in middle-income and developing countries is often viewed with high degrees of pessimism. Although many countries have adopted protective laws, violations are widespread and institutions are weak. This paper analyzes the puzzle of shifting patterns of environmental regulation in Argentina, a country with widespread institutional weakness. Most regulators in Argentina take a firefighting approach, acting only when skirmishes emerge between communities and firms. Amidst regulatory chaos, improvements in the environmental performance of firms are few, and noncompliance remains the norm. However, in the province of Tucumán, the pattern of regulation shifted, and officials began to systematically enforce regulations. This paper traces shifts in patterns of enforcement back to broad pressures that provoked industry and environmentalists to support increases in the internal and external components of state regulatory capacity. Purpose - The technical feasibility of using Benford's law to assist internal auditors in reviewing the integrity of high-volume data sets is analysed. This study explores whether Benford's distribution applies to the set of numbers represented by the quantity of records (size) that comprise the different tables that make up a stateowned enterprise's (SOE) enterprise resource planning (ERP) relational database. The use of Benford's law streamlines the search for possible abnormalities within the ERP system's data set, increasing the ability of the internal audit functions (IAFs) to detect anomalies within the database. In the SOEs of emerging economies, where groups compete for power and resources, internal auditors are better off employing analytical tests to discharge their duties without getting involved in power struggles. Design/methodology/approach - Records of eight databases of an SOE in Argentina are used to analyse the number of records of each table in periods of three to 12 years. The case develops step-by-step Benford's law application to test each ERP module records using Chi-squared (X²) and mean absolute deviation (MAD) goodness-of-fit tests. Findings - Benford's law is an adequate tool for performing integrity tests of high-volume databases. A minimum of 350 tables within each database are required for the MAD test to be effective; this threshold is higher than the 67 reported by earlier researches. Robust results are obtained for the complete ERP system and for large modules; modules with less than 350 tables show low conformity with Benford's law. Research limitations/implications - This study is not about detecting fraud; it aims to help internal auditors red flag databases that will need further attention, making the most out of available limited resources in SOEs. The contribution is a simple, cheap and useful quantitative tool that can be employed by internal auditors in emerging economies to perform the first scan of the data contained in relational databases. Practical implications - This paper provides a tool to test whether large amounts of data behave as expected, and if not, they can be pinpointed for future investigation. It offers tests and explanations on the tool's application so that internal auditors of SOEs in emerging economies can use it, particularly those that face divergent expectations from antagonist powerful interest groups. Originality/value - This study demonstrates that even in the context of limited information technology tools available for internal auditors, there are simple and inexpensive tests to review the integrity of high-volume databases. Purpose - This paper analyses the possibility of Latin America's (LA) major economies adopting dollarization, considering that in the last decade macroeconomic instability has once again challenged the ability of certain economies to properly manage their own currency. Design/methodology/approach - To determine the feasibility of adopting theUS dollar as official currency, the author uses the framework of optimum currency area (OCA) theory, since, in fact, dollarization is an incomplete monetary union. The author uses a structural vector autoregressive (SVAR) model to identify what type of structural shock-country-specific, regional or global-prevails inLAeconomies. For this purpose, the US output is used to represent the global output and determine how the shocks of theUS influence the output trajectory of each LA nation. The higher the influence of the US product, the lower the costs of adopting the US dollar. Findings -The resultsof thevariance decomposition showthat the influence of the US shocks in the gross domestic product (GDP) trajectory of LA countries has significantly decreased over the last two decades, even in the currently dollarized economies. The estimates for Venezuela and Argentina show that the importance of US shocks in the trajectory of their GDP is low. Therefore, the cost of adopting the US dollar as the official currency would be high. Originality/value - In view of hyperinflation and macroeconomic imbalances in certain LA nations, the dollarization debate has resurfaced in recent years. Scholars commonly link citizens' broader ideological views to their preferences for two opposing approaches to fighting crime: conservatives are believed to support punitive approaches, while progressives support preventative solutions. Yet, other studies indicate that citizens across the ideological spectrum support punitive approaches, often due to instrumental factors such as experiences with and perceptions of crime. This study examines how instrumental factors interact with ideology and determines under what circumstances progressives support punitive candidates. The results of a conjoint experiment fielded in Argentina and Brazil demonstrate that among progressives, the effect of ideology on preferences for punitive candidates is moderated by three instrumental factors: perceptions regarding 1) insecurity, 2) the ineffectiveness of social policy, and 3) gang-driven crime; there are null results regarding the role of victimization. The findings also provide evidence that conservatives prefer punitive candidates regardless of instrumental explanations. The results are validated through an analysis of AmericasBarometer data.
