Europe is undergoing a massive transition to electricity generation from renewable energy sources. Photovoltaic power plants, representing one of the main renewable energy sources, require a lot of space, which is why agricultural land and building roofs are considered to be most suitable for such projects. However, performed analysis in the field of agricultural land, landscape or cultural heritage protection has shown that other public interests often constitute an important obstacle to the development of photovoltaic power plants, especially when the values represented by these interests are significantly affected by the project. Due to high electricity prices and possible shortages of gas and other energy commodities, various fluctuations in electricity generation will need to be regulated. Given the increasing expansion of wind power plants in Europe and worldwide. It is necessary and essential to put power regulation into practice, as mandated by regulation 2016/631 EU. A significant power balance problem may arise on the grid, which may lead to cyclical and recurring blackouts in the future. The motivation for this paper is to raise awareness of the controllability of wind turbines and to highlight the gentle pace of research in this area for pitch angle control. Therefore, the chief idea of the paper is to develop a proposal for wind power plant power control by changing the rotor blade rotation, following previous research in this area, and determining the shortcomings and possibilities. The paper provides a numerical method for controlling the power output of a wind power plant, for which an algorithm has been proposed. This control is intended to provide a framework for the design and implementation of a wind power plant control program. Future power production in Europe is expected to include large shares of variable wind and solar power production. Norway, with approximately half of the hydropower reservoir capacity in Europe, can contribute to balance the variability. The aim of this paper is to assess how such a role may impact the Norwegian hydropower system in terms of production pattern of the plants, changes in reservoir level and water values. The study uses a stochastic optimization and simulation model and analyses an eHighway2050 scenario combined with increases in the hydropower production capacities in Norway. The capacity increases from ca. 31 GW in the present system to 42 and 50 GW respectively. The study uses 75 years with stochastic wind, solar radiation, temperature and inflow data. The results show that the hydropower system is able to partly balance the variable production and significantly reduce the power prices for the analyzed case. The paper shows that some of the power plants utilize their increased capacity, while other plants do not due to hydrological constraints and model limitations. The first of this two-paper series addresses a practical day-ahead auction model, where generation revenue constraints are explicitly incorporated in the problem formulation, as routinely done in several national electricity markets across Europe. The revenue-constrained market-clearing procedure includes the effect of the transmission network, inter-temporal constraints associated with generation scheduling, demand-side bidding, and marginal pricing. This auction design is an instance of price-based market clearing which features two major complicating factors. First, locational marginal prices become decision variables of the optimization process. In addition, producer revenues are formulated as bilinear and highly nonconvex products of power outputs and market-clearing prices. The resulting problem is formulated as a mixed-integer nonlinear bilevel program with bilinear terms for which available solution techniques rely on heuristics, approximations, or modeling simplifications. This paper presents a novel and exact methodology whereby the original problem is recast as an equivalent single-level mixed-integer linear program. As a consequence, finite convergence to optimality is guaranteed and the use of standard commercial software is allowed. The proposed transformation is based on duality theory of linear programming, Karush-Kuhn-Tucker optimality conditions, and integer algebra results. Recent natural gas price dynamics in Europe show convergence to the extent that locational price differentials approached transport tariffs, and hence, arbitrage was largely saturated: a sign of a well-functioning pan-European gas wholesale market. This contribution seeks to understand how we got to where we are in terms of the evolution of the gas industry structure in Europe and its institutional setup. It does so using a transaction-cost economics framework. The paper concludes that the move—which is still ongoing—towards a single market in gas has allowed European gas consumers to benefit from transparently set market-based wholesale prices and increased market competition among suppliers. However, as the gas market in Europe matures and with the increased penetration of renewable energy generation in the electricity sector as well as the overall decarbonisation of the energy sector in Europe, the gas market and its current regulatory regime face a number of challenges. The aim of the paper is to address the EU policy for achieving low carbon economy by assessing energy technologies in electricity and road transport sector based on costs and impact on climate change and to indicate the most competitive electricity and transport technologies taking into account EU policy targets in GHG emission reduction, utilization of renewable and energy efficiency improvements. The main tasks of the paper are: to develop the multi-criteria framework for comparative assessment of energy technologies by applying MCDM methods for the electricity generation and transport technologies assessment. The interval TOPSIS method is employed in order to tackle the uncertain criteria. The assessment framework allows the comparison of electricity generation technologies and road transport technologies in terms of their GHG emission reduction and economic impacts and facilitates decision making process in energy sector seeking to implement EU energy policies. The main indicators selected for technologies assessment are: private costs and life cycle GHG emissions. The ranking of energy technologies based on private costs and GHG emissions allowed prioritizing these technologies taking into account the lowest GHG emission reduction costs. This paper addresses the bidding problem faced by a virtual power plant (VPP) in a joint market of energy and spinning reserve service. The proposed bidding strategy is a non-equilibrium model based on the deterministic price-based unit commitment (PBUC) which takes the supply-demand balancing constraint and security constraints of VPP itself into account. The presented model creates a single operating profile from a composite of the parameters characterizing each distributed energy resources (DER), which is a component of VPP, and incorporates network constraints into its description of the capabilities of the portfolio. This paper delves into an econometric analysis to uncover the differences between Nordic European Countries - NEC (Norway, Denmark, Finland, Sweden) and South-East European Countries - SEEC (Greece, Bulgaria, Romania, Hungary). The focus is on exploring the interplay among electricity generation from Renewable Energy Sources (RES), CO 2 emissions, urban population and GDP per capita in these two European regions. The study employs cross-sectional dependence, first and second-generation panel unit root tests, Pedroni panel and Westerlund panel cointegration tests, ARDL, Dumitrescu-Hurlin causality test to establish the relation among variables. The findings reveal that in both regions, CO 2 emissions are significantly influenced by GDP per capita, urbanization and RES generation. Furthermore, urbanization plays an important role. When examining causality in SEEC, three bidirectional relationships are observed: urbanization and CO 2 , urbanization and GDP, urbanization and generation from RES, and two unidirectional causalities: CO 2 and GDP, generation from RES and CO 2. In contrast, for the NEC, there are two bidirectional causalities: urbanization and CO 2 , urbanization and generation from RES, and two unidirectional causalities: GDP and CO 2 , generation from RES and CO 2. In this article we empirically analyse the impact of disaggregated ICT capital on the electricity intensity in five major European manufacturing industries (chemical, food, metal, pulp and paper, textile). The analysis of each industrial sector is based on an unbalanced panel including data for eight EU member countries (Denmark, Finland, Germany, Italy, Portugal, Slovenia, Sweden and the UK) for the period 1991 to 2005. The panel-econometric approach, in which we account for country-specific fixed effects, is based on a factor demand model similar to the one derived in Collard et al. (2005) for the French service sector. On the one hand, our analysis provides some evidence for an electricity-saving effect on production, induced by communication technologies in all sectors considered. On the other hand, the effect of computers and software on the electricity intensity of industrial production is not that clear-cut, but it does seem to be strongly dependent on the sector-specific production processes involved. This paper investigates the effect of electricity generation on countries' economic efficiency. By using a sample of 42 World and East Asian countries for the time period 1996-2006 the paper employs Data Envelopment Analysis (DEA) window analysis and econometric panel techniques. The results reveal that there is an inverted U-shape relationship between electricity generation and countries' economic efficiency. Finally, the turning point for the European countries is much smaller compared to the one of East Asian countries indicating that the European countries shift in energy use from electricity to other sources of energy. Increasing numbers of very small generators are being connected to electricity distribution systems around the world. Examples include photovoltaics (PV) and gas-fired domestic-scale combined heat and power (micro-CHP) systems, with electrical outputs in the region of 1 to 2 kW. These generators are normally installed within consumers' premises and connected to the domestic electricity supply network (230 V single-phase in Europe, 120 V in North America). There is a growing need to understand and quantify the technical impact that high penetrations of such generators may have on the operation of distribution systems. This paper presents an approach to analyzing this impact together with results indicating that considerable penetrations of micro-generation can be accommodated in a typical distribution system. This paper describes development and experiences from the Nordic region and the current status and trend toward an integrated and open electricity market comprising most of Europe. The paper describes practical experiences as well as theoretical investigations and modeling studies. We focus on the following subjects: Congestion management: There are a variety of arrangements for transfer across national borders and for congestion management in Europe. A common future system based on an improved version of the Nordic market splitting system can be a good alternative. Management of ancillary services: We see certain trends concerning ancillary services in the Nordic market: 1) more focus on cost effectiveness and a move toward market arrangements including cross border trade in ancillary services; 2) increased use of the demand side in the provision of ancillary services: and 3) increased flexibility in defining the demand for ancillary services. Investment incentives." Experience as well theoretical investigations indicate that investment in generating capacity is a problem in an open electricity market, where investors are exposed to high risk and uncertainty. One important conclusion from our studies is that end user response (elasticity) to electricity prices is important in an open market. We also discuss how additional incentive mechanisms can be used as a measure to achieve capacity adequacy, when the market fails to provide sufficient signals for new investments. Tens and hundreds of thousands of disturbances occur annually in modern power systems. The overwhelming majority of them are eliminated by relay protection devices and other automatic systems and by the actions of the dispatching personnel. A small fraction of the emergencies (tens of cases in such large power interconnections as those in the United States and Canada, Europe, and the United Power System (UPS) of Russia) result in significant system failures, sometimes of a cascading nature. They are consequences of unusual primary disturbances, failures of automatic emergency control systems, protection device malfunctions, and errors by personnel, but do not cause extreme consequences for the power system and the consumers. Of these, only some rare failures--blackouts--become catastrophes with severe long-term consequences for the national economies and population. Recent blackouts in North America, Europe, Russia, and other countries require specialists once again to pay closer attention to the blackout phenomenon. It is often believed that the philosophy of preventing blackouts should be based on dispatching personnel training, wide-area system visibility, and better computer models for the analysis of the stability and security of power systems. The authors of this paper also think that in emergency situations of a cascading nature, automatic emergency control systems should play a major role. A confirmation for this statement is the fact that from 1975 to 2005 there were no blackouts in the UPS of Russia (where automatic emergency control systems are widely used). At the same time, the Moscow blackout demonstrated that the growing problems in the Russia's UPS (such as aging equipment and load growth) made it also vulnerable to major blackouts. This stresses again that the electrical power industry faces common global problems and that a global effort, cooperation, and exchange of the best practices are needed to prevent blackouts. Over recent decades, European Union countries have committed to increasing their electricity production from renewable energy sources (RESs). Wind energy plays a significant role in a sustainable future. This paper presents a political, economic, social, technological, legal and environmental analysis. Although these countries have made many improvements in their legal frameworks aiming to attract investors and boost the RE sector, there are still challenges. The UK focuses on offshore wind energy, adjusts the economic strategy and changes the legislation context. Germany has the healthiest economic conditions, as it keeps following its initiative to design a new programme for an energy transition from conventional to RESs with emphasis on the onshore. Greece has only a few installations and much room for development but needs to make further changes in the legislation and economy so as to attract more investors in the long term. The purpose of this research is to analyse, highlight and discuss vital aspects of these countries as well as the European environment, with reference to their current wind energy activities. Electricity generation in Europe is undergoing a fundamental change. The aim is to increase sustainability by reducing emissions. Each country has a different electricity mix, and there is no established method for measuring environmental impacts of electricity production with a single monetary indicator, in a uniform manner, and with country-specific data. To address this gap, a model that measures the costs of 19 environmental externalities (usually, types of emissions) has been developed. Using country-specific technologies, electricity mixes, and external cost rates, the development of external costs of generating electricity in 27 European countries between 2010 and 2030 is assessed and analyzed. The simulation results show that the external costs vary heavily between 2.1 and 22.4 euro cents per kWh in this period. Despite the initiated transformation of the energy systems in many EU countries, external costs per kWh are decreasing in only eight of them. This fact underlines the need for a drastic change in national energy strategies. Overall, the results show that more far-reaching policy measures are needed in order to significantly reduce the external costs of the energy sector in Europe. The article raises the level of granularity of research on the external costs of electricity in Europe by combining extensive country-specific emission data and country-specific external cost rates. In Turkey as in Europe, the share of natural gas (NG) in the generation of electricity has shown a dramatic increase since the 1990s. Although Turkey faced two economic crises in the last decade, its total electricity generation has increased by 60%. NG consumption was 0.43 bcm in 1987 and reached 40 bcm by 2014. A big fraction of total electricity generation (TEG) is produced from NG. While the NG-based electricity generation was 0.2% in 1985, its share increased rapidly and it has reached to 48% of the TEG in 2014 and share of NG in total thermal power is about 60%. The goal of this paper is to review the historical development of the electricity and NG sectors, and to forecast and review the process of electricity generation with NG. Additionally, this paper compare the use of NG in electricity generation in Turkey and World, and analyze the supply–demand projections and future prospects in the field of energy. Results obtained from the present study show that a diversity of energy resources has not been achieved and as it is today in meeting the increasing energy demand, NG will continue to be a priority in the future. With the development of demand response (DR) technologies and increasing electricity demand, dynamic pricing has been a popular topic in many countries. This paper evaluates various dynamic pricing programs in the U.S. and Europe, and provides insights into various aspects including risks and rewards, enabling technologies, lower-income groups and customer types surrounding programs such as Time-of-Use (TOU), Critical Peak Pricing (CPP), Peak Time Rebates (PTR) and Real Time Pricing (RTP). We conclude this paper with three main findings: (1) policy coordination in promoting dynamic pricing programs between federal and state regulatory agencies is very critical; (2) customer engagement is very important and can be enhanced via more accessible educational programs and policy adjustments; and (3) more investment in related R&D is required to construct a commonly accepted methodology for measuring the effectiveness of dynamic pricing programs. The energy sector is highly dependent on climate variability for electricity generation, maintenance activities and demand. In recent years, a few climate services have appeared that provide tailored information for the energy sector. In particular, seasonal climate predictions of wind speed have proven useful to the wind power industry. However, most of the service users are ultimately interested in forecasts of electricity generation instead of wind. Although power generation depends on many factors other than wind conditions, the capacity factor is a suitable indicator to quantify the impact of wind variability on production. In this paper a methodology to produce seasonal predictions of capacity factor for a range of turbine classes is proposed for the first time. Abstract: Recent high temperature reactor (HTR) concepts for nuclear co-generation foresee hot gas temperatures up to 850°C. While suitable materials for the high temperature exposed components well-known from conventional technologies are taken into consideration, extended material qualification tests must still be performed for reactor design and licensing to guarantee safe and economic operation. For this purpose data management tools are required. For administration of materials data coming from European R&D projects the Joint Research Centre – Institute for Energy (JRC-IE) offers the web-enabled MAterials DataBase (MatDB Online) free of charge to the European research community. It represents a comprehensive tool for storing, retrieving and evaluating materials test data together with related documentation in a linked document management database (DoMa). MatDB Online hosts materials data from the former German high temperature reactor programme and was, respectively is involved in several GENeration IV (GEN IV) reactor systems related European R&D projects such as HTR-M/M1 (high temperature reactor materials) and RAPHAEL (reactor for process heat, hydrogen and electricity generation) and the cross-cutting project GETMAT (GEN IV and transmutation materials). The paper gives an overview of MatDB Online and DoMa as a central storage system for European R&D materials data and documents, describes the HTR materials and the data content within MatDB Online, and gives evaluation examples of HTR materials data. Electricity markets depend on upstream energy markets to supply the fuels needed for generation. Since these markets rely on networks, congestion in one can quickly produce changes in another. In this paper we develop a combined partial equilibrium market model which includes the interactions of natural gas and electricity networks. We apply the model to a stylized representation of Europe's electricity and natural gas markets to illustrate the upstream and downstream feedback effects which are not obvious on first sight. We find that both congestion and loop-flow effects in electricity markets impact prices and quantities in markets located far from the initial cause of the market changes. [ABSTRACT FROM AUTHOR]

This paper describes the setting up and first call results of the Fuel Cells and Hydrogen Joint Undertaking (FCH JU) established by the European Union (Council regulation No 521/2008 of 30 May 2008 setting up the Fuel Cells and Hydrogen Joint Undertaking, Official Journal of the European Union, 2008;L153:1–20). Funding for low carbon energy research on hydrogen and fuel cells in Europe has been gradually increasing since 1990 but has gained significant visibility with the establishment of the Joint Undertaking which is an innovative industry-led scheme, covering the full innovation cycle, from research to market entry. With the technological advance in electricity generation techniques and the prevailing need for sustainable development of countries, the massive use of alternative energies has been in force for the last 15 years, with clear goals towards 2020 for sustainable development. At the regulatory level, Colombia cannot be left behind in the regulation, and progress has already been made on the subject with law 1715 of 2014 and several decrees of incentives in the promotion of renewable energies. The objective of this paper is to show the state of the art on the way in which the net balance and residential energy self-consumption by DER is handled by several tax regulations in different countries of Europe; moreover, it will also go into detail about the advantages offered by using a selected methodology to consider fair charges of support for the use of the electrical network by generators distributed from photovoltaic solar energy, all this as a contribution to advances already made in this field. This is provided from a network planning approach, in which a long-term methodology is selected that efficiently integrates the distributed generation into the interconnected system and allows transition periods in its implementation to avoid disruption of network operators (ORs). Likewise, this analysis is supported by the simulated operation of a system with DER together with the changes in load flows due to decongestion and surplus injection that the electric system has in the scenario of massive use of these resources. Abstract Increasing flexibility in electricity systems with high-shares of volatile renewable generation is on top of the European policy making agenda. Large-scale pumped hydro storages are appropriate technology candidates to accomplish this. Therefore, they are one of the focus technologies of the European Commission in the Projects of Common Interest discussion. In order to get listed a thorough system benefit analysis has to be conducted. This paper investigates a comprehensive socio-economic benefit analysis of storage technologies according to the indicators expected by the European Commission. The dispatch model EDisOn + Balancing is applied, which includes the functionalities depicting balancing mechanisms. Additionally, the profitability analysis tries to sort out the most convincing business cases where storage technologies contributing to more flexibility in the electricity system can sustain in the long-run. A simulation tool has been developed to model and quantify flexibility options, and to evaluate the profitability from the owner's point-of-view. The results show that in Central Europe with increasing storage capacities the necessity of reserve capacity and investments in peaking units decreases while maintaining a high security of supply level. In addition to electricity generation and balancing cost reductions, shedding of renewables and significant amounts of environmental damage costs of up to 1300 MEuro/a can be avoided. The profitability study shows that a reduction of minimum load or retrofitting hydro reservoir storages with pump mode increase the hours of participation in balancing markets and machine utilisation, e.g. operating hours and frequency of machine starts. With the latter also wear of machines increases. Therefore, it is important to find the optimum in terms of machine starts and market benefits. Several benefits are presented per installed capacity to provide scalability and transferability of outcomes for other applications. In this paper the relevant legislation for the geothermal energy in the European countries and Serbia is reviewed. There is a variety of the incentives for the geothermal production which are well known throughout the European Union. The governmental policies for the support of the geothermal development have so far focused on the power generation only. It is necessary to make serious efforts in order to harmonize the legislation and to simplify the procedures of establishing and implementing the policies for boosting the direct use of the geothermal energy. The Law on Energy of the Republic of Serbia which was adopted by the Parliament and the Energy Development Strategy of the Republic of Serbia until 2015 have defined the privileged power producers, but only by passing the Regulation on the incentive measures for the production of electricity using the renewable energy sources combined with the production of electricity and the thermal energy, which came into force on January 1st 2010. This paper presents a robust controller designed to address both local and interarea oscillations. It is an extension of the "desensitized four-loop regulator" (DFLR) that has been developed by Electricité de France. The suggested controller is a second-order state-space regulator which will be called the "extended DFLR" (EDFLR). As the DFLR, the EDFLR can be converted to an AVR+PSS structure. Building integrated photovoltaics is one of the key technologies when it comes to electricity generation in buildings, districts or urban areas. However, the potential of building façades for the BIPV system, especially in urban areas, is often neglected. Façade-mounted building integrated photovoltaics could contribute to supply the energy demand of buildings in dense urban areas with economic feasibility where the availability of suitable rooftop areas is low. This paper deals with the levelised cost of electricity (LCOE) of building integrated photovoltaic systems (BIPV) in the capitals of all the European member state countries plus Norway and Switzerland and presents a metric to investigate a proper subsidy or incentive for BIPV systems. The results showed that the average LCOE of the BIPV system as a building envelope material for the entire outer skin of buildings in Europe is equal to 0.09 Euro per kWh if its role as the power generator is considered in the economic calculations. This value will be 0.15 Euro per kWh if the cost corresponding to its double function in the building is taken into the economic analysis (while the average electricity price is 0.18 Euro per kWh). The results indicate that the BIPV generation cost in most case studies has already reached grid parity. Furthermore, the analysis reveals that on average in Europe, the BIPV system does not need a feed-in tariff if the selling price to the grid is equal to the purchasing price from the grid. The energy sector provides fuel for much of everyday life, particularly economically and socially. Fighting against the COVID-19 pandemic, a well-functioning and resilient energy sector is vital for maintaining the operation of critical infrastructures, including, most importantly, the health sector, and timely economic recovery. Notwithstanding its importance in everyday life and crises, the energy sector itself is currently in a complex and far-reaching transformation to combat climate change whilst supporting the transition to a low-carbon economy and society, mainly through the development of variable renewable energy sources (RES) such as wind and solar photovoltaics. This paper highlights the need for energy resilience as countries face the triple challenge of the COVID-19 health crisis, the consequent economic crisis, and the climate crisis. Focusing on Europe, it is advanced here that with the ability to balance fluctuating electricity generation and demand, flexibility allows the energy sector to utilise low-carbon RES reliably, ensuring a more resilient and sustainable energy future. This paper presents a set of policy recommendations for the market design of a future European electricity system characterized by a dominant share of renewable energy supply (RES), in line with the stated targets of European governments. We discuss the market failures that need to be addressed to accommodate RES in liberalized electricity markets, review the evolution of the EU's RES policy mechanisms, and summarize the key market impacts of variable RES to date. We then set out economic principles for wholesale market design and use these to develop our policy recommendations. Our analysis covers the value of interconnection and market integration, electricity storage, the design of RES support mechanisms, distributed generation and network tariffs, the pricing of electricity and flexibility as well as long-term contracting and risk management. Contrary to the U.S., where the Independent System Operator is responsible for electricity balancing, in Europe this is the task of Transmission System Operators. Also in terms of market implementation there are fundamental differences between the U.S. (co-optimisation of day-ahead and balancing/ancillary markets) and Europe (separate bidding and clearing in different market segments). This paper focuses on European electricity markets, where recently the framework for upcoming challenges in electricity balancing has been defined (“Network Code on Electricity Balancing”). In detail, different possible (cross-border) balancing market designs in Europe are evaluated using the model EDisOn + Balancing. We focus on the procurement of up- and downward balancing capacity products (conducted jointly or separately), and how common procurement of frequency restoration reserves influences wholesale electricity market clearings. Different timings and lead-times for the procurement of automatically activated frequency restoration reserve are investigated, starting from weekly off-peak and peak products, leading to daily four-hour products. The quantitative results confirm that in addition to asymmetric procurement of up- and downward balancing capacity, common procurement has significant advantages in terms of cost reductions. The shortening of balancing product timings supports the integration of renewable electricity generation essentially. To achieve these positive effects, the first focus should be on harmonising national balancing markets Europe-wide. A best practise case is the pilot project between Germany and Austria: the two countries have already started common activation of automatic frequency restoration reserve and there are plans for future common procurements. The lack of predictability in the output of solar, wind, and small hydroelectric power plants aggravates the problem of consistently matching supply with demand on electric grids. In this paper, a database of renewable power injection, at 15-minute intervals during 2010–2014, into the Portuguese electric transmission system is analysed to characterize the variability and other patterns of renewable energy injection into the system. The system, operated by REN (Redes Energéticas Nacionais), received 20–28% of its electricity from the three renewable energy sources (RES) mentioned, with wind contributing about 90% of that amount. A strong complementarity (smoothing effect) between wind and PV was found, with correlation factors of − 0.92 and − 0.83 for typical summer and winter days, respectively. The correlation factors for different time scales decrease from annual totals (− 0.88) to hourly totals (− 0.24), as expected. The results suggest that lower wind power years correspond to sunnier ones. Moreover, the reserve regulation costs appear to decrease when the installed capacity of the three considered RES increase. The deregulation of electricity markets in Europe has deeply changed the organization of this sector. Vertically integrated generating companies have been unbundled to create competition and to increase the competitiveness of electricity markets. Directive 96/92/EC was issued by the European Commission to liberalize electricity markets and to pave the way for the creation of the Internal Electricity Market. In particular, this Directive aimed at promoting the competition in the activities of electricity generation and wholesale through the creation of a 'marketplace' and the maximization of transparency and efficiency. Competition in European day-ahead electricity markets has been established through auction markets where electricity producers and consumers offer/bid prices and volumes. This paper suggests a dynamic equilibrium model for a system of auction markets linked by transmission lines and subject to energy balance and transmission constraints, such as those characterizing restructured electricity markets. This model is treated as a system of variational inequalities with arbitrary monotone mappings. An inexact splitting type method is proposed to find its solution. Incentivizing development and deployment of renewable energy sources (RES), but also other low carbon technologies (LCT), has been a successful way of promoting new technologies by creating a feasible investment case and making them competitive with traditional energy sources. Although different incentive mechanisms exist, feed-in tariffs have shown to be the best model for accelerating LCT development guaranteeing producers preferential prices for the produced electricity over a period of time and enabling them access to the power network to sell/inject produced electricity. Due to these benefits, feed-in tariff models are the most common model for stimulating RES integration in southeast Europe. The paper reviews the current state of preferential tariffs for RES in countries of southeast Europe. While some countries already have significant installed RES capacity, others are still in the planning stage. The review shows that the amount of installed capacity of a specific technology has a strong impact on the support for the future projects for same technology. This comprehensive review of legislative development supporting RES, as well as technologies preferred in different countries of the region, is supported with feasibility assessment of investing in RES using the example of two different technology projects, wind and photovoltaic, analysing the impact of the current tariffs on the return on investment for each country of the region. Interconnected electricity networks, or Supergrids, are considered as a possible solution to tackle challenges associated with near and far-future supply of electricity. These include, but are not limited to, reducing Green House Gas emissions and reliance on non-renewable fossil fuels. Supergrids can help to tackle these challenges, for example, by providing a reliable interconnection platform for wider application (and development) of renewable technologies. However, there is a range of risks and uncertainties associated with selecting appropriate interconnections. Heretofore these have been a hindrance to developing interconnections and therefore a Risk-Based Framework (RBF) which addresses these risks and uncertainties could encourage the wider uptake of Supergrids. This paper presents for the first time such a robust framework. The RBF comprises of four stages; (1) initial screening for selecting candidate countries, (2) risk identification, (3) risk semi-quantification and (4) risk quantification. In stage 4 the uncertainties associated with the identified risks are quantified using a cost-risk model under uncertainty based on a whole life appraisal approach. The usefulness of the approach, demonstrated using the UK as a case study, showed that greatest cost risks are associated with (a) regulatory framework, and (b) changes in energy policy. The limited use of non-renewable energy sources facilitates a reduction in the negative environmental impact of electricity production. The policies of European countries aim to change the structure of electricity sources, focusing particularly on non-renewable sources. The aim of this study was to assess changes in the structure of electricity generation depending on the energy sources used in 34 European countries in the years 1990–2020 in terms of their environmental impact. This study was conducted using cluster analysis: a method applied in multivariate comparative analyses. Such an approach provided a new, broader outlook on changes in the structure of electric energy production in Europe. A total of nine homogeneous groups of countries were distinguished in terms of energy transformation. The ecological scarcity method 2013 was applied to assess the environmental impact of electricity production in the analyzed countries. In the investigated period, the negative environmental impact of electricity production in European countries decreased. The median of the volume of this impact, determined based on the structure of production in 1990, for the analyzed countries was 464 UBP/1 kWh. In the following years, the value of the median dropped to 413 UBP/1 kWh (2000), 322 UBP/1 kWh (2010), and 204 UBP/1 kWh (2020), respectively. The diversification of the countries in this respect also decreased, which resulted in a reduction in the number of clusters from eight in 1990 to two in 2020. [ABSTRACT FROM AUTHOR]

Carbon capture and storage (CCS) is a potential key-technology to mitigate greenhouse gas (GHG) emissions as its use can lead to lower mitigation cost. However, research on other economic impacts of using CCS is scarce. In this paper, we look into economic upstream impacts of CCS use in terms of employment, Gross Value Added (GVA) and import dependency on the macro- and sector-level in Western Europe. We determine these impacts by a static comparison of two scenarios of power production with and without CCS (differences in energy efficiency investments between these scenarios were not accounted for). The two scenarios, both representing a stringent climate policy regime, were produced with the energy-system-simulation-model (TIMER) following the same emission profile until 2050. Data from the two scenarios were respectively implemented into a projected version of a global-multiregional IO-Model (EXIOBASE). Macro-level results suggest slightly higher gross employment, but lower Gross Value Added (GVA) (by 25%), and higher import dependency in the CCS-including scenario compared to the CCS-excluding scenario, given that biomass with CCS (BECCS) is available. Sector-level results show disproportionally higher differences between the scenarios in GVA and employment for some sectors compared to other sectors. Particularly, sectors providing fuels (here mostly bio-energy) have significantly higher GVA and employment in the CCS scenario. This study thus reveals interesting upstream economic effects, which can be linked to the technology choice. However, the exact quantitative results depend strongly on model assumptions. The production of thermal and electrical energy is related to the emission of greenhouse gases, which are believed to cause climatic changes. The activities of the international community show an increase of ecological awareness. In the Central European countries the share of renewable energy in overall energy production is relatively small. One sector where some progress can be made is agriculture. This paper presents simulation results of CO 2 reduction potential by replacing conventional heating system for a poultry house with a hybrid solar–wind system. Heat requirement for 2400 birds was calculated. Simple models for solar collector, wind turbine and heat storage tank are presented. The system is modelled in a Matlab/Simulink environment and various system configurations are analysed for climatic conditions typical for Central Europe. The solar collector area was varied between 0 and 80 m 2 , wind turbine diameter was varied in the range of 0–20 m and 1 to 4 heat storage tanks. Apart from percentage of CO 2 emission reduction two other indicators are introduced: renewable energy utilisation ratio and weighted CO 2 emission reduction — renewable energy utilisation coefficient. Several European countries have decided to phase out coal power generation. Emissions from electricity generation are already regulated by the EU Emissions Trading System (ETS), and in some countries like Germany the phaseout of coal will be accompanied with cancellation of emissions allowances. In this paper we examine the consequences of phasing out coal, for CO 2 emissions, the electricity sector, and the broader economy. We show analytically how the welfare impacts for a phaseout region depend on i) whether and how allowances are canceled, ii) whether other countries join phaseout policies, and iii) terms-of-trade effects in the ETS market. Based on numerical simulations with a computable general equilibrium model for the European economy, we quantify the economic and environmental impacts of alternative phaseout scenarios, considering both unilateral and multilateral phaseouts. We find that terms-of-trade effects in the ETS market play an important role for the welfare implications across EU member states. For Germany, coal phaseout combined with unilateral cancellation of allowances is found to be welfare-improving if the German citizens value CO 2 emissions reductions at 65 Euro per ton or more. Abstract: High temperature nuclear reactors are a technology, of which early versions were demonstrated in the 1960s–1980s in Germany (AVR, THTR) and the United States (Peach Bottom, Fort St. Vrain). HTRs were initially designed for high temperature, high efficiency electricity generation but the technology, the market and the targeted applications have evolved since then to address industrial cogeneration and new operational conditions (in particular new safety regulations). This paper intends to analyse the latest status of HTR today, as regards their intrinsic strengths and weaknesses and their external context, whether positive (opportunities) or negative (threats). Different dimensions are covered by the analysis: technology status, results from R&D programmes (especially in Europe), competences and skills, licensing aspects, experience feedback from demonstrator operation (in particular in Germany), economic conditions and other non-technical aspects. Europe has a comprehensive experience in the field of HTR with capabilities in both pebble bed and prismatic designs (R&D, engineering, manufacturing, operation, dismantling, and the full fuel cycle). Europe is also a promising market for HTR as the process heat market is large with good industrial and cogeneration infrastructures. Feed-in-Tariff (FiT) mechanisms have been important in boosting renewable energy, by providing a long-term guaranteed subsidy of the kWh-price, thus mitigating investment risks and enhancing the contribution of sustainable electricity. By ongoing PV development, the contribution of solar power increases exponentially.Within this significant potential, it is important for investors, operators, and scientists alike to provide answers to different questions related to subsidies, PV efficiencies and costs.The present paper therefore (i) briefly reviews the mechanisms, advantages, and evolution of FiT; (ii) describes the developments of PV, (iii) applies a comprehensive literature-based model for the solar irradiation to predict the PV solar energy potential in some target European countries, whilst comparing output predictions with themonthlymeasured electricity generation of a 57m² photovoltaic system (Belgium); and finally (iv) predicts the levelized cost of energy (LCOE) in terms of investment and efficiency, providing LCOE values between 0.149 and 0.313 C/kWh, as function of the overall process efficiency and cost.The findings clearly demonstrate the potential of PV energy in Europe, where FiT can be considerably reduced or even be eliminated in the near future. Over the last decade, wind energy has emerged as the most important non-hydro renewables sector, contributing significantly to global efforts on developing low-carbon energy systems. In terms of grid electricity generation, its power output has increased almost 16-fold since 2000 and currently produces around 3 times that of solar photovoltaic, 4 times more than biomass and 20 times more than geothermal installations globally. Europe and East Asia have been at the forefront of wind energy development, together accounting for almost 70 % of total installed capacity and most of the world's largest wind turbine producers. This paper begins by providing an overview of historic and recent developments in wind energy and then discusses key techno-innovation, production and internationalisation issues before looking at policy approaches taken by European and East Asian countries to renewable energy generally and wind energy more specifically. Abstract: The analysis of complex electricity generation systems such as the European one require large scale models based on extensive databases of the relevant infrastructures. Such models are increasingly used to assist policymaking by developing scenarios to investigate the impact of certain policies on generation capacities, investments and prices. The continuing liberalization and interconnection of energy markets thereby requires the considerations of multiple interdependencies with other markets. Most models, however, do not take this into account. This paper develops and applies a large scale electricity investments and dispatch and natural gas market dispatch model to highlight the importance of recognizing interdependencies between power generation and the gas market. In an exemplary analysis, it is demonstrated that seasonal gas price patterns resulting from temperature-dependent household gas demand have a significant impact on the competitiveness of gas-fired power stations in competition with other technologies. Spatially, we show that competitive cost-based gas prices would lead to a relocation of such plants closer to the sources of natural gas. [Copyright &y& Elsevier]

Abstract: Climate protection targets for mid-century imply a need to scale up European renewable power production to a level that may exceed the available land area within Europe''s borders. One attractive solution, from a cost and feasibility perspective, is the development of large-scale concentrating solar power plants in North Africa and the Middle East. However, these developments are seen by many people as risky, in terms of both European energy security, and in terms of the risks faced by project developers. In this paper, we focus on the latter of theses issues. First, we examine the risks that project developers are most concerned about, and identify these as being associated not with terrorism and rogue state behavior, but rather with corruption and inefficient and unpredictable bureaucracies. Second, we identify a range of policy approaches that can reduce these risks, either by mitigating their consequences, or by seeking to eliminate their underlying causes. Third, we investigate the financial benefits of taking such steps to reduce or eliminate investment risks. We find the potential savings to European electricity consumers to exceed €200 billion. Energy projections made by the World Energy Council, the International Energy Agency (IEA) and the US Energy Information Administration give similar pictures of the dominant role of fossil fuel in the future primary energy global demand and the necessity of incorporating CCS Technologies as part of the portfolio of solutions to reach the target world emission reduction in the coming years. Without CCS, CO2 emission levels by 2050 are expected to increase by 70%. One of the most relevant initiatives for the deployment of CCS technologies is promoted by the Spanish Government through the institution Fundacion Ciudad de la Energia (CIUDEN). CIUDEN is developing a complete programme focusing on the development of CCT and CCS technologies in Europe. CIUDEN's CO2 capture programme includes the construction and operation of a Technology Development Plant (TDP) in NW Spain (El Bierzo). The construction of the installation started in November 2008 and incorporates the following technologies: fuel preparation system, pulverised coal boiler (20 MWth), circulating fluidized bed boiler (30 MWth), biomass gasifier (3 MWth), flue gas cleaning train for NOx, dust and SOx and CO2 processing unit. This paper describes CIUDEN's TDP for CO2 capture, focusing on the particularities of the installation and design, and especially on the PC unit and equipment required for its operation. The experimental programme currently under way is also described. Abstract: Climate change induces various direct and indirect impacts. Among the direct effects are the likely rise in the frequency of heat waves and droughts in Europe. These immediate effects of climate change, in turn, cause downstream effects. Drought-induced water scarcity and lack in water supply affect further sectors and critical infrastructures. A lack in water supply for cooling purposes, for example, will negatively affect the electricity generation in power plants. In this paper we analyze the consequences of climate-change related impacts on such interplays between climate-change affected sectors. More specifically, we investigate how electricity exchanges between countries in Europe are affected and threatened by climate change because of the higher risk of water supply shortages due to more frequent drought and heat-wave incidences. Abstract: The 2001/77/CE European Commission Directive sets the target of 22% of gross electricity generation from renewables for the Europe, by 2010. In a scenario of large scale penetration of renewable production from wind and other intermittent resources, it is fundamental that the electric system has appropriate means to compensate the effects of the variability and randomness of the wind, solar and hydro power availability. The paper proposes a novel multi-objective method to optimize the mix of the renewable system maximizing its contribution to the peak load, while minimizing the combined intermittence, at a minimum cost. Abstract: Since the turn of the 21st century, the onshore wind industry has seen significant growth due to the falling cost of wind generated electricity. This growth has coincided with an interest in the development of offshore wind farms. In Europe, governments and developers have begun establishing small to medium sized wind farms offshore to take advantage of stronger and more constant winds and the relative lack of landowner conflicts. In the U.S., several developers are in the planning and resource evaluation phases of offshore wind farm development, but no wind farms are currently operational or under construction. In this paper, we analyze the patterns of development in Europe and compare them to the U.S. We find significant differences in the patterns of development in Europe and the U.S. which may impact the viability of the industry in the U.S. We also discuss the policies used by European nations to stimulate offshore wind development and we discuss the potential impacts of similar policies in the U.S. [Copyright &y& Elsevier]

Abstract: This paper presents a detailed analysis of the energy and economic performance of desiccant cooling systems (DEC) equipped with both single glazed standard air and hybrid photovoltaic/thermal (PV/t) collectors for applications in hot and humid climates. The use of ‘solar cogeneration’ by means of PV/t hybrid collectors enables the simultaneous production of electricity and heat, which can be directly used by desiccant air handling units, thereby making it possible to achieve very energy savings. The present work shows the results of detailed simulations conducted for a set of desiccant cooling systems operating without any heat storage. System performance was investigated through hourly simulations for different systems and load combinations. Three configurations of DEC systems were considered: standard DEC, DEC with an integrated heat pump and DEC with an enthalpy wheel. Two kinds of building occupations were considered: office and lecture room. Moreover, three configurations of solar-assisted air handling units (AHU) equipped with desiccant wheels were considered and compared with standard AHUs, focusing on achievable primary energy savings. The relationship between the solar collector’s area and the specific primary energy consumption for different system configurations and building occupation patterns is described. For both occupation patterns, sensitivity analysis on system performance was performed for different solar collector areas. Also, this work presents an economic assessment of the systems. The cost of conserved energy and the payback time were calculated, with and without public incentives for solar cooling systems. It is worth noting that the use of photovoltaics, and thus the exploitation of related available incentives in many European countries, could positively influence the spread of solar air cooling technologies (SAC). An outcome of this work is that SAC systems equipped with PV/t collectors are shown to have better performance in terms of primary energy saving than conventional systems fed by vapour compression chillers and coupled with PV cells. All SAC systems present good figures for primary energy consumption. The best performances are seen in systems with integrated heat pumps and small solar collector areas. The economics of these SAC systems at current equipment costs and energy prices are acceptable. They become more interesting in the case of public incentives of up to 30% of the investment cost (Simple Payback Time from 5 to 10years) and doubled energy prices. [Copyright &y& Elsevier]

Abstract: With the liberalization of energy markets and the introduction of an emission trading system, electricity production by gas combined cycle power plants has significantly increased in the European Union in recent years. Reasons for the significant increase include the short construction time for gas power plants and the favourable investment costs. One further advantage is the relatively low CO2 emissions of gas power plants. Thus, a key option for reducing emissions is seen in the increased use of gas for power production. Model calculations from various models show that an increase of gas power production is expected. In general, however, the interdependencies of the different markets (gas, electricity and CO2) as well as the country-specific gas supply options, determined by pipelines and liquefied natural gas (LNG), are neglected. As the competitiveness of gas power plants mainly depends on the availability of gas and the gas price, a novel model that integrates electricity, gas, and CO2- emission markets assuming perfect competition will be presented. The objective of this paper is to analyse the long-term relevance of the gas market for the electricity sector in the European Union in the context of CO2-emission reduction targets.
