International labour migration is a multidimensional process and primarily a family mechanism intended to reduce vulnerabilities associated with underlying inequalities. However, for immigrants, the break-up of physical contact with family members is an enduring feature of vulnerability in their communication with origins (often in developing countries). On the whole, family relationships are transformed: the absence of physical contact is traded-off with remittances sent home to family members. Remittances create potential for resilience by increasing human development of children, while reducing extreme poverty at the local level. Remittance flows are also an important source of foreign exchange for countries of origin. However, labour markets' polarization, backlash, and economic downturns at destinations (often in developed countries), and governments' moral hazard, currency revaluation, and production inertia at origins recreate vulnerabilities and disrupt the potential build-up of resilience. In fact, the re-creation of vulnerabilities largely outweighs the generation of resilience threads. The paper develops a typology that highlights the dynamic interaction between vulnerabilities and resilience, revealing the multiple aspects of people and remittances flows, the potential for mainstreaming migration policies into economic development, and the scale of the policy task to reduce vulnerabilities associated to international labour migration. In this paper, we present a critical assessment of recent economic development policy directions centered on the concept of regional innovation clusters. We begin by investigating the rationale underlying the Obama administration's promotion of regional innovation clusters (RICs) and their introduction to the policy arena in its Strategy for American Innovation. The connections among RICs and existing research and policies in industry and occupational clusters, regional innovation systems and regional economic development are identified and analyzed to highlight those most critical challenges to conceptualizing and theorizing RICs. While we applaud the long overdue focus of economic development policies on sub-national regions, we identify several major conceptual shortcomings and programmatic difficulties associated with RICs as a centerpiece for economic development strategies. Urban sustainability issues including climate change mitigation and adaptation, ecological enhancement and livability initiatives have become the rhetorical focus and rationale of many plans and policy documents created by American cities in the last decade. This paper analyses the recent environmentally focused plans for three largest cities of USA to determine how and if their strategies to protect the natural environment engage with the holistic nature of sustainable development strategies promulgated in the literature. Despite the mainstreaming of the sustainability concept, the research shows that these much-lauded and emulated plans largely fail to substantively engage with a fully realised holistic approach, failing to adequately address issues of equitable economic development and environmental justice in their attempts to create a more environmentally sustainable city. The lack of attention paid to such issues suggests not merely that they are perceived as being separate from environmental objectives, but that in some cases they may be seen as oppositional, particularly when contrasted with the way that environmental issues are seen to converge with global city and overall economic development aspirations. We examine the relationship between offshoring and the labor market in an occupational choice model of trade and endogenous growth where workers are employed on the basis of their individual skill levels. Trade liberalization leads to offshoring and reduces employment in the manufacturing sector. Displaced workers move into traditional and innovation sectors according to their skill levels, shaping real wages and aggregate productivity in the manufacturing sector. The paper aims to show how inter-sectoral labor market adjustments, highlighted by skill heterogeneity, could be a possible explanation for the simultaneous rise in productivity and reduction in real wages that have coincided with the sharp escalation of offshoring activities in the U.S. manufacturing sector since 2004. Abstract: This paper argues that increasing average incomes and stagnating levels of happiness, as observed in the United States since the 1970s, do not constitute a paradox. First, we show that the effect of higher incomes has been more than counteracted by changes in other socioeconomic variables, notably the prevalence of marriage and divorce. This paper analyses the degree of synchronization between the Mexican states and the US business cycles by using a growth cycle approach for the period 1997-2007. The business cycle indicators are obtained from seasonally-adjusted monthly manufacturing production. Our results confirm that the Mexican aggregate cycle is highly synchronized with the US business cycle. However, although specific Mexican state cycles are pro-cyclical with respect to the US business cycle, their synchronization is very heterogeneous. In particular, it is strong and robust only for the states of Baja California, Jalisco, Nuevo León and the Federal District, and at least moderate for the state of Mexico and Querétaro. The results are robust with respect to three different detrending methods. Synchronization may be explained by the high volumes of international trade carried out by foreign firms in the case of the central and traditionally industrialized states, and by the "maquila" production in the Northern bordering states. The paper focuses on the resurgence of the regions as protagonists of the process of the state rescaling in many European countries. In the EU countries this process can be seen as a result of a mix of economic and institutional factors, which have been producing an increasing competition between the central governments and the regional authorities. The rise of the multi-level governance and of the so-called Euroregionalism has reinforced the role of the regional scale in the territorial development: on one hand, with new actors like agencies and organizations engaged in the economic development (FDI attraction, place marketing, innovation and learning), on the other hand by the resurgence of “old” actors, such as the regions, in many cases empowered by processes of institutional devolution. The literature has investigated this re-composition of the political space with regard to the “hollowing out” and the “rescaling” of the state. On the base of these theoretical underpinnings, we discuss some empirical evidence from the Italian experience, in order to show whether and how the regional structures are not only “spaces for policies”, but also “spaces for politics”. Over the last decade, the changes in legal framework, the external inputs from supranational levels of government—the European Commission—and the re-territorialization processes have introduced many elements of innovation in the role of the regions. By illustrating the case of the Piedmont Region, we try to demonstrate that the transition towards the region as an active space of politics can be mediated by the sphere of the policies, especially the spatial ones. Abstract: This paper explores the determinants of the EU–US TFP growth gap using EU KLEMS. As found in previous analyses, TFP growth appears to be driven by catching-up phenomena associated with the gradual adoption of new technologies. TFP growth is also significantly driven by developments at the “technological frontier”, especially since the mid-1990s. Industries with higher R&D expenditures and higher adoption rates for ICT-intensive technologies appear to exhibit higher TFP growth rates, whilst human capital has mostly a significant effect across countries. Regarding determinants in industries relevant for the different TFP performance of the EU versus the US, ICT-producing industries appear to benefit from R&D in terms of stronger spillovers from TFP gains at the frontier, network utilities are strongly affected by product market regulations, whilst the retail and wholesale trade industry is significantly influenced by consumption dynamics which permit a better exploitation of scale economies. The Middle East is a vast region where the United States poses great influence, and implements a transformation project based on her own rules. Fundamentals of this transformation project cover three sub-concepts, under the modernism framework, namely democracy, development, and intercultural dialog (or moderate Islam) respectively within the political, economic and cultural codes. Following the Iraq operation, which consists of bases for hard power use, democratization has presently been the primary ideological argument for Washington to pursue its hegemony in the Middle East. This article aims to question how much the US democratization efforts in the Middle East are realistic and feasible. In that scope, defining firstly today 's Islamic world and the picture in the Middle East, the paper conceptually focuses on the relationship between Islam and modernisation, and finally touches upon theoretical pillars and implementations of efforts to bring democracy to the Middle East led by the US and other Western countries. Problem: In his “Competitive Advantages of the Inner City” papers, Michael Porter maintained that comparative advantages of inner-city economies, once recognized, would lure profit-motivated investors to start new ventures and expand existing businesses in these areas. Porter stressed limited access to financing as a major barrier to inner-city economic development and its expanded provision as a remedy. Purpose: I consider whether Porter's claims match the evidence. Methods: I investigate both private and government-assisted providers of debt and equity capital to inner-city businesses that appear to exhibit Porter's competitive advantages. I distinguish successful inner-city business financing operations from those that are unsuccessful and use these results to draw lessons about effective and ineffective strategies for increasing inner-city businesses' access to financing. Results and conclusions: Lack of financing appears to be an important barrier to inner-city economic development, as Porter concluded, but the comparative advantages he thought made the inner city attractive to profit-seeking investors have not been demonstrated. Porter asserted that inner-city households seeking to buy consumer products were underserved by local firms. However, other researchers did not find this to be the case and new business ventures serving this market have had poor profits and poor rates of survival over time. Porter's revitalization blueprint aimed to create jobs and sustainable businesses to benefit inner-city residents, yet evidence indicates that inner-city firms largely meet their staffing needs by employing workers living outside the inner city. Private venture capital investment in the inner city has not generated attractive returns. However, inner-city lending can be profitable under the right conditions. Takeaway for practice: There is a lack of business financing available to fund the creation and expansion of inner-city ventures, creating a barrier to inner-city economic development. However, my case studies illustrate that private lenders can be profitable in this market if they have: (a) a sufficiently large and diverse portfolio of investments; (b) lending policies requiring sufficient collateral or loan guarantees to offset defaults; and (c) skilled, experienced, professional managers. The rise of China is the primary cause of changing strategic dynamics in Asia. China's growing economic, military and political weight is shaping regional and individual destinies of its neighbours, particularly in Southeast Asia. Despite the academic debate over its future, Chinese influence is burgeoning and this has major implications for other Asian powers such as India, Japan, Russia, and the offshore balancer, the United States. This paper examines Chinese strategic gains in the Southeast Asian region in the areas of trade, regional diplomacy and cross-border connectivity. The economic climate in the United States has reached near apocalyptic proportions. Unemployment is at an all time high and a significant portion of available homes are in foreclosure. There appears to be no foreseeable alternative to continued economic decline. Most economists have suggested short-term, stop gap solutions that do not address the crack in this country's economic foundation. A long-term solution addressing the moral decay in the United States is the only hope for true reform and a stable economy. This paper provides a brief history of our current economic climate. This paper investigates country and industry-level determinants of vertical specialization-based production and trade between the United States and both developed and developing countries. Industries engaged in vertical specialization are identified through their use of offshore assembly provisions in the U.S. tariff code. The main difference between developed and developing countries is that educational attainment of the workforce exerts a positive effect on vertical specialization with developed countries and a negative effect with developing countries. Most industry-level determinants exert similar influences on the decision to conduct vertical specialization with developed and developing countries. Abstract: This paper provides new estimates of Hispanic–white residential segregation in new destinations and established Hispanic places. New Hispanic destinations are defined broadly to include metropolitan cities, suburban places, and rural communities with unusually rapid Hispanic growth rates. The analysis is framed with the spatial assimilation and place stratification perspectives and is based on block data from the 1990 and 2000 decennial censuses. The analysis confirms our basic hypothesis – that Hispanics are highly segregated in new Hispanic destinations, often at levels greatly exceeding those in established places. Hispanic suburbanization or exurbanization into new destinations is no marker of spatial assimilation. Consistent with the place stratification perspective, differences in Hispanic–white segregation between new destinations and established Hispanic areas cannot be explained by place-to-place differences in ecological location, population composition, economic growth, employment, or Hispanic–white income inequality. Hispanic segregation in new destinations is especially sensitive to the size of the foreign-born population and to preexisting “minority threats” in communities with large black populations. Segregation levels in new destinations also are less responsive to income disparities between Hispanics and whites; economic assimilation does not insure Hispanic spatial assimilation. Understanding how newcomers are spatially incorporated in new destinations will be a continuing challenge for scholars concerned about the spatial diffusion and apparent geographic balkanization of America’s growing Hispanic population. Abstract: The goal of this paper is to examine whether the volatility of the growth in the US oil stocks has changed overtime, and if it has then whether or not this change is real. We find that the growth in volatility of oil stocks has declined overtime. We conduct a Monte Carlo simulation exercise to investigate whether this decline is real or an artefact of the growth definition. Our findings support the fact that the decline in growth volatility of oil stocks is an artefact of the growth definition. This is because a data generating process having a unit root with drift has a tendency to grow and thereby pulls the variance of growth down with time. [Copyright &y& Elsevier]

The question of high welfare re-entry rates has attracted great attention from economists and policymakers. Using a very rich administrative data set for the minimum income program of the Madrid Government (over 50,000 spells), this paper aims to broach various questions arising from the issue of welfare re-entry. We try to identify what factors determine observed differences in the durations of the first off-welfare spell. We analyze the combined effects of the length and type of exit of the first spell, unemployment, and sociodemographic characteristics. The experience of the first spell and, to a lesser extent, employability can contribute toward lengthening the time spent outside the program. Our results also show that off-welfare spells of households leaving the program in periods of low economic growth will be longer than those that do so during economic expansions. With the exception of unemployment effects, our estimates yield very similar results to those obtained in the U.S. studies, suggesting that U.S. welfare policies and analyses are not entirely irrelevant for European discussions of welfare policies. Abstract: The paper examines the macroeconomic effects of social diversity in the United States. Employing a cross-sectional dataset for 48 states, we find mixed empirical evidence for the impact of diversity on Gross State Product (GSP) per capita growth: racial diversity reduces GSP growth, while linguistic diversity raises GSP growth. Our findings suggest that because English is used frequently by non-native speakers barriers to communications based on race are more pronounced and enduring than those based on linguistic differences. The results provide a justification for establishing ‘weak ties’ across diverse racial groups as a means to enhance economic performance. [Copyright &y& Elsevier]

Patent systems around the world are being pressed to protect new and exciting subject matter in order to keep pace with the rapid technological advancement of our age. This rapid development and pressure to expand the bounds of what has traditionally been recognised as patentable subject matter has created uncertainty regarding what it is that the patent system is actually supposed to protect. Among other things, the patent system has had to contend with uncertainty surrounding claims to horticultural and agricultural methods, artificial living micro-organisms, methods of treating the human body, computer software and business methods. The contentious issue of the moment is one at whose heart lies the important distinction between what is a mere abstract idea and what is properly an invention deserving of the monopoly protection afforded by a patent. That question is whether purely non-physical inventions, being methods that do not involve a physical effect or cause a physical transformation of matter, constitute patentable subject matter. This paper goes some way to addressing these uncertainties by considering how the Australian approach to the question can be informed by developments arising inthe United States and canvassing some of the possible lessons we in Australia might learn from the approaches taken thus far inthe United States. This paper analyses the relationship between house prices and private consumption of the US economy. Based on Granger's causality test, we ask whether this relationship is driven by causality or whether it is merely an ambiguous connection. Based on latest quarterly data, our results show that there is indeed a causal relationship with changes in house prices affecting private consumption, fundamentally supporting economic theory. Much of the recent worldwide trend towards devolution has been driven by the belief that fiscal decentralisation is likely to have a positive effect on government efficiency and economic growth. It is generally assumed that the transfer of powers and resources to lower tiers of government allows for a better matching of public policies to local needs and thus for a better allocation of resources. These factors, in turn, are expected to lead to an improvement in regional economic performance, if subnational authorities shift resources from current to capital expenditures in search of a better response to local needs. In this paper we test these assumptions empirically by analysing the evolution of subnational expenditure categories and regional growth in Germany, India, Mexico, Spain, and the USA. We find that, contrary to expectations, decentralisation has coincided in the sample countries with a relative increase in current expenditures at the expense of capital expenditures, which has been associated with lower levels of economic growth in countries where devolution has been driven from above (India and Mexico), but not in Spain, where it has been driven from below. We hypothesise that the differences in legitimacy between the central or federal government and subnational governments in top-down and bottom-up processes of devolution may be at the origin of the diverse capacity to deliver greater allocative and productive efficiency and, eventually, greater economic growth by devolved governments. Karl Marx and Max Weber were the first to write about the link between culture and the economy. Although both hypothesized different directions of causality - Weber believed that culture influenced the economy, whilst Marx believed the opposite - they were in agreement that the topics were closely related. Economists have been slow to study the hypothesized linkages between culture and economic performance, especially using scientifically falsifiable methods. Some of this apprehension is due to the fact that economic studies largely rely upon mathematical modeling and statistical testing to investigate potential relationships. However, culture is difficult or, as some would argue, impossible to measure. Applying Hofstede's cultural dimensions to a state-level panel dataset spanning from 1998 to 2003, this project attempts empirically to measure the impact of these dimensions on entrepreneurial activity in the United States. The results are mixed - with two dimensions displaying coefficients with the opposite signs to those expected - thereby generating some interesting questions for future study. Abstract: In the sector of information and communication technologies (ICT), whether in the USA, Japan, or Europe, innovative services are already in use, based on large-scale space-based infrastructure investments. Such systems are e.g. earth observation, telecommunication, and navigation, timing and positioning satellites. In combination with the advent of powerful handheld terminals and the demand for ubiquitous services, it is expected that info-mobility applications will reveal new sources of business in the years ahead, using in particular the Earth observation and future GALILEO systems to position any feature or user anywhere in the world within a few meter accuracy. Hence, satellite-based capabilities provide new and unique opportunities for economic stimulation and development. Many incubators and innovation centers in Europe have already grasped this growth potential. Yet, for many European players business growth appears below expectations compared to developments in the USA following the launch of GPS (Global Positioning System). Europe still has to overcome intrinsic barriers to seize these new business opportunities faster and with more visible economic impact by leveraging on SMEs and regional innovation centers to expand the commercial utilization of satellite capabilities and mobilization of appropriate financial resources. The paper elaborates on the INVESat project (funded by the EuropeInnova—European Commission), which aims at bridging the gap between Innovative enterprises and financial InVEstors in the emerging markets of SaTellite applications. This paper analyzes the long term relationship between the Mexican and USA economies from 1950 to 2008. It initially analyzes the period 1988-2008, that's to say, the relation during this period is that the Mexican GDP grew in the long term by 0.94% for each percentage point increase in the USA's GDP, and decreased by 0.17% for each percentage point depreciation in the real exchange rate. Once this relation is established, the work then questions if the Mexican economic structure persisted during 1950-2008. This result is interesting because it provides a starting point for a new research agenda that revises which conditions permitted the fast growth of Mexico's economy during 1950-1982, which others led to its subsecuent stagnation. This paper explores the history and the political and economic dividends of manipulating urban crime data in the US. It demonstrates data manipulation as an historical and widely practised method of safety construction in cities and discusses why rape is a crime especially prone to statistical corruption. Insofar as hiding rape makes a city appear to be safer than it actually is, it is argued that the practice has taken on greater political and economic significance in this era of mobile capital and interurban competition. These themes are explored in a case study from Philadelphia and the many contradictions that it points to are discussed. Abstract: This paper assesses how the current housing and credit crisis will impact US real activity, and how recession interacts with adjustment of global imbalances. A simple real-side model with decreasing returns to factors and non-clearing goods and labor markets is disaggregated into traded and non-traded sectors and three regions (US, EU and Asia). A three region model offers two degrees of freedom and six candidate variables for endogeneity in international accounts. Applying standard income and elasticities approaches as well as a less standard ¿Bretton Woods II¿ closure in simulations suggests external imbalances can be reduced in the current recession with a mix of fiscal expansion and some Asian real appreciation. In the last two centuries, the reallocation of labor out of agriculture has been a dominant feature of structural change and economic growth in the United States. This paper uses an accounting framework founded in economic theory to decompose this reallocation into three components: a demand-side effect due to the low income elasticity of demand for agricultural goods (Engel effect), and two supply-side effects, one due to differential sectoral productivity growth rates (Baumol effect), and the other to differential capital deepening. The results show that the Engel effect accounts for almost all labor reallocation until the 1950s, after which the Baumol effect becomes a key determinant. Our framework provides a unified account of long-run structural change, and demonstrates that historical interpretations and theoretical models that emphasize only one dimension of this process cannot properly account for the dramatic history of labor reallocation in the United States. Recently, a series of popular economics “Invest in Kids” (IIK) reports in the United States has called for increased investment in children's early education. These national reports articulate a new concept, the “public finance value” of children, and argue for increased investment in preschool because of its positive impact on the long-term fiscal health of the nation. This paper analyzes the IIK reports from 2003-6 to assess their attention to the multidimensional aspects of early care and education (ECE) in the US. Although the reports evaluate increased investment in preschool, they fail to recognize the need for a comprehensive system of ECE that includes support for childcare and the unpaid care and education provided by parents. As a result, the reports undervalue the contributions of women and of the ECE sector itself. Feminist economics offers a broader perspective that would help the IIK authors avoid conceptual traps and recognize the need for more comprehensive reforms. [ABSTRACT FROM AUTHOR]

Abstract: Despite increased efficiency in the use of natural resources, the use of these resources continues to increase in most societies. This paper examines the discrepancy between the potential decrease of use of natural resources, as an effect of increased efficiency, and actual use. During the period 1960–2002, this difference was found to grow faster in the USA than the mean for six West European countries. Possible reasons for this difference between the two regions are analysed. To reduce the anthropogenic flows of energy and material, and the consequent deleterious effects on the biosphere, it will become necessary to adapt consumption to degree of efficiency in the use of natural resources. This paper presents evidence of a non-linear relationship between real GDP growth and oil price changes for the US economy. We also argue that this non-linearity is not merely due to the use of data from the mid-1980s onwards, as most authors, so far, seem to believe. In fact, we find the existence of non-linearity with the use of data earlier than 1984, and even before 1977. Furthermore, we question that the non-linear transformations of oil prices proposed in the literature are the most appropriate ones for reflecting such non-linearity. [ABSTRACT FROM AUTHOR]

The rise of China is seen by some observers as a precursor of inevitable hegemonic competition in East Asia. At the very least, it seems likely that China's influence in East Asia will grow at the expense of the United States. Whether this will eventually amount to a form of hegemonic transition is far less clear. It is, therefore, an opportune moment to consider the relative strengths and weaknesses of China and the US in East Asia. The improvement of safety programs is of significant importance to the economy of countries that move toward a global perspective. The objective of Experience Modification Ratings (EMR) is to encourage employers, through management incentives, to reduce the frequency and severity of work-related injuries. The insurance industry uses EMR to assess premiums. A U.S. national survey was conducted to investigate EMR determinants. EMR and its average (AEMR) are hypothesized to vary inversely with the number of training hours, number of safety audits, the company's annual revenue, and the annual cost of safety training per employee. The empirical findings indicated the number of training hours was significant while revenue was highly significant. This paper offers practical and policy implications with respect to these findings. This paper addresses four fundamental questions about the relationship between 'smart growth', a fiscally motivated anti-sprawl policy movement, and public finance. Do low-density, spatially extensive land use patterns cost more to support? If so, how large an influence does sprawl actually have? How does the influence differ among types of spending? The mechanisms shaping a shift in intrametropolitan self-employment remain poorly understood. In response, this study aims to examine shifts in both central-city and suburban self-employment by integrating the changing forces of intrametropolitan economy and population with their economic interdependence within an entire metropolitan area. Using a change-score model, data collected over two timeperiods (1980-90 and 1990-2000) are pooled. The analysis shows that a decline in intrametropolitan manufacturing employment, which can be understood as an aspect of local economic restructuring, leads to an increase in intrametropolitan self-employment. Also, the data suggest that a rise in metropolitan-level immigrant population contributes to the growth of central-city self-employment. The papers included in this symposium provide a compelling rationale for the role of health as an engine of economic growth, and thus for investing in health improvement as an important step in improving economic growth in the Mississippi Delta. This newer model of the relation between health and wealth, positioning health as an investment and as an important determinant of economic growth, has substantial implications for health-related public policy and for the business sector. Societal support of health promoting initiatives through public policy, especially for children and for the poor, are important efforts for improving health and for realizing the economic benefits of health improvement. Summary: This paper first reviews the debate on the definition of pro-poor growth and argues that a relative definition has merits when defining the state of pro-poor growth, while an absolute definition is most suitable when analyzing the rate of pro-poor growth. The second contribution is to extend the pro-poor growth toolbox to non-income indicators. The analysis, applied to Bolivia, shows that this extension greatly improves our understanding of the distribution of change in non-income indicators, of the linkages between progress in income and non-income dimensions of poverty, and on the incidence of progress in non-income outcomes along the income distribution. Despite growing recognition of the important role of cities in economic, political and environmental systems across the world, comparative, global-scale research on cities is severely limited. This paper examines the similarities and differences in urban form and growth that have occurred across 25 mid-sized cities from different geographical settings and levels of economic development. The results reveal four city types: low-growth cities with modest rates of infilling; high-growth cities with rapid, fragmented development; expansive-growth cities with extensive dispersion at low population densities; and frantic-growth cities with extraordinary land conversion rates at high population densities. Although all 25 cities are expanding, the results suggest that cities outside the US do not exhibit the dispersed spatial forms characteristic of American urban sprawl. [ABSTRACT FROM AUTHOR]

This paper examines recent changes at the US Agency for International Development (USAID) regarding the connections between trade liberalization, development, and security. USAID has adopted “trade capacity building” as a framework for development, and, in conjunction with new US national security discourses, now operates under the assumption that underdevelopment is a source of state weakness that produces insecurity. I argue that these changes in how USAID understands and undertakes development constitute the neoliberalization of development. In accordance with these shifts, USAID has redefined critical aspects of its development mission, undergone internal restructuring, and altered its relationship with other US state institutions and capital. The actual prospects for achieving security or development are slim, however, as the agency remains wedded to definitions of both that suggest the only acceptable role for the state lies in facilitating further neoliberalization and promoting the stability of capitalist class relations. Targeting industry clusters for economic development has become popular despite the lack of empirical evidence about the spatial scales over which various clusters agglomerate. This paper identifies twenty manufacturing industry clusters from a principal components analysis of interindustry patterns of trade and measures the spatial employment concentration of each cluster's plants within a polycentric framework. Two to eight centers of employment concentration are detected within the Southern California region for each set of trade linkages. Our spatial half-life measure reveals that half of a cluster's employment in associated establishments is located within a typical range of eight to twelve kilometers (about 5–7.5 miles) to the nearest employment center or subcenter for the particular cluster. Furthermore, employment in seventeen of the twenty clusters is found to be more spatially concentrated than manufacturing employment as a whole, suggesting that geographic proximity is important to interindustry linkages in the Southern California economy. More important, the spatial concentration across industry clusters varies considerably within the metropolitan area, implying that economic development practitioners should consider local context and adapt industry cluster theories to the specific advantages and disadvantages of their immediate locality. The Doha Round negotiations at the World Trade Organization have come to a halt. The vast majority of analyses of the (at least temporary) demise of the Doha Round have focused on the lack of the United States and the European Union to reach consensus on the agricultural proposals that were tabled during the round. Relatively little attention has focused on explaining the rationale for why a large part of the developing world would not agree to proposals on the table as well. Many developing country negotiators claim that the potential benefits of the Doha Round were relatively small while the potential costs in terms of a loss of sovereignty to deploy effective development policies were significant. This paper argues that developing countries took a respite from the negotiations because the possible gains from market access were not large enough to trade for giving up domestic policy space for development policy. This paper uses a game theoretic model to explain empirical research which has revealed higher relational satisfaction among married couples than cohabiting couples, as well as among married couples who did not cohabit before marriage. Despite these findings, in recent decades cohabitation rates have dramatically increased in both Europe and the United States. Instrumental variables estimations on data from 28 industrialized countries and 50 U.S. states show cohabitation strongly correlated with increases in women's labor force participation, where a 10 percent increase in women's labor force participation results in a 6.4 to 14.6 percent increase in cohabitation. The literature in the US has extensively examined the policies of state and sub-state areas that are well known for their anti-sprawl measures. This has resulted in little knowledge of what is happening elsewhere. This paper provides a case study of one of the lesser-known states, Michigan, which is representative of the vast majority of non-growth management states. The study finds that Michigan has been influenced by trends from the better-known areas. This has led to a host of state, regional and local-level initiatives, sometimes wrapped in the language of economic development, aimed at curbing sprawl. However, there is little evidence that these initiatives are successful. This is primarily due to the absence of state level mandates for planning, a lack of funding and a strong home rule tradition. State and local economic development efforts have grown during the last three decades in the United States. Some public incentives for companies may be effective, including those for high unemployment areas; others may be wasteful, especially if they retain corporations that merely threaten to leave. As companies increasingly expect incentives, however, governments find themselves in a ‘race to the bottom’– the only way to remain competitive is to offer more. Having identified arguments for and against incentives, this paper considers the prospects for addressing wasteful competition, including, in the absence of Congressional action, the US Supreme Court's application of the Commerce Clause to strike down incentives that discriminate against interstate commerce. A review of a lawsuit challenging the constitutionality of incentives for the DaimlerChrysler Toledo Jeep plant finds that the Commerce Clause is not a solution for wasteful competition. Migrating seniors are choosing to live in nonmetropolitan areas. Many nonmetropolitan communities are, in turn, focusing on recruiting retirees as an economic development strategy. This paper applies a regional growth model to measure the impact of migrating seniors (between 1995 and 2000) on employment and business establishment growth in the southeastern United States from 2000 to 2004. This region is a popular senior destination due to low taxes, mild climate, inexpensive housing, and proximity to friends and families. The economic impacts of senior migration are spatially heterogeneous across the region, suggesting alternative policy implications for urban and nonurban communities. [ABSTRACT FROM AUTHOR]

Although the government and society of the Republic of China's (ROC or Taiwan) have changed markedly in the new millennium, the fundamentals of US policy toward the island remain intact. This study outlines recent developments in Taiwan and shows how they represent challenges to the US. It also discusses American policy toward Taiwan and examines several proposals for change that an American administration may wish to consider. In conclusion, the paper explains why the current policy, albeit contradictory and ambiguous, is in the best interest of the United States. This paper presents a descriptive analysis of spatial trends in six U.S. metropolitan areas. The results show that generalized job dispersion was a more common spatial process than subcentering during the 1980s and 1990s when jobs continued to decentralize from the metropolitan core to the suburbs. Three distinctive patterns of spatial development were found. Job dispersion was predominant in Portland and Philadelphia, whereas the polycentricity of Los Angeles and San Francisco was further reinforced. New York and Boston with large and long-established CBDs were less prone to decentralization. Each metro seems to have developed a unique pattern of decentralization in light of their histories and circumstances, which has limited the growth of commuting times. [ABSTRACT FROM AUTHOR]

Developed countries such as the United States have proposed planning frameworks for managing the impacts of drought. This paper describes a process that is a modification to these frameworks for application to developing countries in Africa. A case study for the Niger River in Mali, Africa, is used to illustrate the process. A spreadsheet based multicriterion decision analysis model is presented. The model is used to analyze the sensitivity of management alternative rankings to the type of planning, that is, strategic, tactical, and emergency. It is also used to analyze the sensitivity of the alternative rankings to various stages of a drought and to priorities of different decision makers. Summary: China’s emergence has raised pointed questions about the future of manufacturing in Latin America. This paper looks at this challenge and its implications. It begins by asking: Does manufacturing still matter for Latin America? It argues that the region cannot afford to turn its back to a well-proven road to development. It then moves on to show that endowments, productivity, scale and the government’s role, all work together to make China a formidable competitor. The importance of this challenge is confirmed by an analysis of the trade data, which suggests a small impact so far, but a disquieting trend. [Copyright &y& Elsevier]

The argument of this paper is that, in the age of globalization, culture, in the generic/anthropological sense, is produced, and varies by group, subject, and time. In the United States today the leaders of the state produce a specific kind of culture, here called regime culture, which reinforces the power of the existing regime. It features patriotism, values financial success, espouses a narrow definition of family values, promotes a culture of fear limiting civil liberties, reinterprets the past, legitimates the status quo, and tolerates racism. The handling of the International Freedom Center at the World Trade Center site is a striking example. Culture, in the humanist/arts sense, has been increasingly used to press culture in a specific direction, here called instrumentalized culture. It is promoted as a contributor to economic development, as fostering the growth of an economically productive creative class. In the process, its critical and transcendent potential has been eviscerated. While such instrumentalization may help artists in the short run, it also poses a danger to the ultimate social role of the arts. The policies generated around the concept of a Creative Class, and the use of the arts as a tool of economic development, are striking examples. Globalization accentuates each of these tendencies.
