Abstract

This paper intends to address the impact of the COVID-19 crisis on the development of rural areas in Galati County, after the application of the state of emergency in Romania. The article is based on the interpretation of the change of certain economic indicators in rural areas and their impact on the population, economic environment, industry, and agriculture. Supplementary research has been conducted by interpreting the changes triggered by the COVID-19 crisis on the decisions of local and regional authorities to develop certain strategies and projects before and after the end of the present crisis. At the same time, it is analyzed that rural areas were perceived as providing a defense wall against this pandemic, motivating the population in urban areas to seek shelter in rural areas, thus contributing to the development of the economic environment. However, in reality, rural areas have been the hardest hit, unable to provide the infrastructure needed for such a human wave. In the context of those presented, the paper is an analysis of economic and social factors but also of how the COVID-19 crisis has influenced the current situation in rural areas of Galati County. To reach the result of this analysis, research methods were used based on reports, studies, papers and specialized publications both online and offline. As a main result of this paper we can mention the identification at regional level of changes in social, demographic and economic factors with considerable impact on the rural economy in the coming years. Abstract

This paper has proposed to analyze the main elements underlying the evaluation of a municipality-related real estate development pole passing through a slowdown. Its purpose is to provide those interested, public administration, companies and citizens, not least that municipality, relevant information on the structure of the housing market and its trends, closely related to the potential economic and social development of the municipality concerned. Based on the analysis performed, it can complete development strategies related to the city studied, encompassing social and urban studies marketing. In the case study were processed and valued elements of economic documentation made by the author for PUG Galati. The main chapters of the paper analyzes the structure of the real estate market, forecasting its economic-development binomial real estate development. 3. Utilization of European Funds in the Public Administration. Study case - Galati County Council.

Abstract

The main objectives of this paper are to reveal some aspects regarding European funds' utilization, starting with the comprehension of EU philosophy regarding cohesion policy and emphasizing the important role played by Structural and Cohesion Funds for public administration, especially in times of economic downturn when the financial resources are difficult to access. Prior Work: this work continues prior research carried out for the "European Programs and Projects Management" MA thesis. Approach: The main methods employed for capturing the research evidence consists in management strategies analysis in the public administration, especially in studying the capacity of absorption of European funds in the case Galati County Council. The main results of this paper show that the risks of absorption capacity decrease of EU funds are linked to a number of factors, such as financial problems, poor information, lack of managerial experience, etc. [ABSTRACT FROM AUTHOR]

Abstract

The purpose of this paper is to identify and evaluate directions, methods and specific instruments of territorial development having a major positive impact both economically and socially, on rural development. This is based on information obtained in the county of Galati, in close correlation with those similar in neighboring counties of Braila and Tulcea, all three counties being structures located in the Development Region 2 South-East. At Galati county level analysis and studies were carried out on the opportunity and economic efficiency of the establishment of a Metropolitan Area enabling economic and social development of Galati Municipality as well as of an adjacent rural areas, to include cities from neighboring counties Braila and Tulcea. The principle behind the research was the Galaţi Metropolitan Area shall include the polarizing city and rural settlements with direct, permanent and varied interrelationship, forming together a functional area system. The methodology used followed the interrelations, primarily the economic ones, between the settlements, depending on the values of territorial development indicators such as the number and specificity of economic entities in villages, the level and the skill of the existing labor force, the economic attraction exerted by the Municipality of Galati as well as by certain villages more economically developed from its area of influence. The results consist in finding bi-univocal economic flows between the Municipality of Galati and villages in rural areas within a radius of 30 km. from it and that can cause significant economic development of the entities concerned. The conclusions of our study substantiate the opportunity of such a Metropolitan Area to support faster development of administrative territorial units of its component. [ABSTRACT FROM AUTHOR]
