The importance of social capital as a resource for rural development, especially in the context of projects involving joint participation of state and civil society, is widely recognized today. This paper analyzes the obstacles confronted by local players--small farmers and government organizations--in the development of an irrigation area through the implementation of a social colonization project in the Upper Colorado River Basin (Argentina). After reviewing theoretical perspectives on social capital and development, the paper deals with the difficulties faced by economic agents in building social capital and the impact of this process on the productivity of farms and the progress of the territory. Finally, it discusses how public policies and institutional design has hampered the formation of social capital. Additionally, we stress the importance of this kind of analysis to critically revise the current role of these areas from the perspective of local and regional development. A dominant perspective within the field of development economics is that structural change away from the industries that developing countries traditionally specialize in, such as agriculture and mining, is necessary to support a broad process of development. In this paper, we ask whether and how structural change within, as well as away from, such industries might help create more economically successful, socially just and environmentally benign trajectories of progress. Combining insights from innovation studies of economic development with ideas from socio-technical transitions studies, we analyse two cases of alternative, potentially transformative agricultural ventures in Argentina. We explore their practices, relative to mainstream ventures, and reflect on their potential to contribute to more sustainable trajectories of change within and out of the mainstream agricultural sector, and the ways in which they can be supported to do so. For educators, the anti-globalization movement has created a literature of opposition which offers enhanced opportunities for teaching critical analysis of neo-liberal political economy. The movement also aids those who wish to teach how First World wealth and privilege is functionally related to Third World poverty and underdevelopment. The pedagogy of travel/service learning offers promising advantages in both areas. This paper outlines an innovative history course which has been successful in attaining these outcomes. The author's purpose is to present the course as a model to enhance conventional pedagogies. The course possesses a unique "rotating venue" design which in alternate years travels to Argentina, Peru, or Brazil, where students work in short-term community development projects. The author's underlying assumption is that with some caveats, what students learn in any of these countries can be applied to understanding the greater surrounding region. The author begins by describing the course, its methodologies, and the development of "adoption relationships" with Latin social agencies. He discusses some of the active learning techniques employed to link experiential with conceptual learning. Finally, the author offers a variation on Paulo Freire's theory of concientizacao (consciousness-raising) to explain how First World students can benefit from a travel/service learning experience. Argentina is the only country in the world that was developed in 1900 and developing in 2000. Although there is widespread consensus on the occurrence and uniqueness of this decline, an intense debate remains on its timing and underlying causes. This paper provides a first systematic investigation of the timing of the Argentine debacle. It uses an array of econometric tests for structural breaks and a range of GDP growth series covering 1886–2003. The main conclusion is the dating of two key structural breaks (in 1918 and 1948), which we argue support explanations for the debacle that highlight the slowdown of domestic financial development and trade protectionism (after 1918) and of institutional development (after 1948). This paper is based on the research related to regional integration attempts in Latin America and their effect on the economic development of Latin American countries. Recent analyses clarify that the US’ intervention in the politics of Latin America has been the main obstacle of the regional integration process. Most importantly, political fragmentation of the countries in the region affects the success of the organizations that are formed for the regional integration. This is especially visible in the political processes of the countries such as economic crises in Argentina, political instability in Venezuela and increasing migration to the US from Latin American countries. Notable studies reveal that despite the regional integration efforts, the economic benefits to the region has been limited compared to the benefit of the global economic powers. Different from the current literature, this paper focuses on the internal dynamics of Latin American countries. In this respect, this paper investigates the effect of the regional integration attempts for the economic development of the countries in Latin America. In this regard, the rational state behaviour was found as an important element to explain in relation to the Latin American integration attempts. With a liberal intergovernmentalist perspective, this paper aims to reveal the success of regional integration attempts in Latin America with the cases of Latin American Free Trade Association (LAFTA), Southern Common Market (MERCOSUR) and Andean Community (CAN). The main argument of this paper is that increasing economic cooperation and creating a reconstruction model with a financial assistance to the less developed countries in the region have led to a regional economic development in cohesion with the policies of the regional powers of Latin America. The paper develops a model in which the relation between the real exchange rate and the real wage, in the context of conflictive income distribution, is made explicit. It is noted that the central bank tries to regulate the distributive relation exchange rate and real wages through the changes in the interest rate. The theoretical point is that, under certain circumstances, a relatively depreciated or high level of the real exchange rate might reduce real wages and have a negative impact on economic growth. The paper also provides some evidence for the Argentine case, and suggests that the Classical Developmentalist elasticity pessimism seems, in the case of Argentina, to be validated. In Argentina, there is a clear consensus between neoliberals and neodevelopmentalists regarding the increase of exports as the first step towards development, consolidating the political and economic power held by the exporting business elite and, at the same time, creating an unsustainable development path in socio-environmental terms. A labyrinth with no way out. This paper has set out to retrace this labyrinth, building bridges between different currents of economic heterodoxy that enable the construction of an exit. The powerful consolidation of neodevelopmentalism at the academic and political level in Argentina shows the relevance of this discussion, which transcends national boundaries to become a global development problem due to the elements at stake. This paper is based on an application of the complex systems approach to economics with the objective of exploring the micro- and meso-mechanisms of development. Under this approach, innovation can be seen as an emergent property that depends on micro interaction and on specificities of macro structure. This study emphasizes that the micro interactions can be described by the feedback mechanisms between the absorption and connectivity capacities of firms, and the macro structure by processes of creative destruction, knowledge appropriation and structural change. The paper presents empirical evidence on the feedback loops between absorption and connectivity capacities in production networks in Argentina and their impact on innovation results. This paper concludes that the restrictions on absorption capacity and mainly on connectivity capacity in several production networks in Argentina condition the development of positive feedbacks between the two capacities, and hence the scope of the innovation path. Purpose: In particular, in this article, the authors investigate the degree of persistence in the credit-to-gross domestic product (GDP) ratio in 44 Organisation for Economic Co-operation and Development (OECD) economies in the context of nonlinear deterministic trends. Design/methodology/approach: The authors use Chebyshev's polynomials in time, which allow us to model changes in the data in a smoother way than by structural breaks. Findings: This study's results indicate that approximately one-quarter of the series display non-linear structures, and only Argentina displays a mean reverting pattern. Research limitations/implications: Policy implications of the results obtained are discussed at the end of the manuscript. This paper investigates the cumulative production of knowledge about the development of Latin America, in general, and Argentina, in particular, from the case of Economic Development, in the period 1958-1975. The author proposes, through a conceptual theoretical analysis, that the accumulation of knowledge is evidenced by gradually posing new analysis variables and questions. Between 1958 and 1959, a central problem was the transformation of an agrarian productive structure into an industrial one. Between 1961 and 1969, the above is assumed, and includes social and political aspects of Latin American underdevelopment. Since the early years of Independence, through the failed constitutional projects of 1819 and 1826, and culminating in the 1853 Constitutional Convention of 1853, the River Plate provinces witnessed a varied number of juridical and political debates on the status of democracy and its different meanings: as an expression of social forces announcing the dawn of a new form of social organization; as an ideal of representative government that was to accompany the transition from monarchical to republican forms of government; and as a number of possible electoral regimes and technical solutions to the problem of representation. On the other hand, constitutionalism promised not only a way of structuring the new governments but also the adoption of the idea of individual rights as an ideological foundation for the new liberal regimes, and a project to transcend the inorganic rule of provincial caudillos. This paper explores the different languages in which nineteenth-century Argentine constitutionalism was shaped, through an analysis of political and constitutional debates and the writings of many of the actors of the period, taking into account the ways in which the conflictive context of independence, civil wars, national unification, and state building delineated a particular conception of liberal constitutionalism. This paper presents an analysis of archaeological materials found at the mining sites Minas Paramillos Sur and Mina La Atala, located in the Paramillos de Uspallata and Divisadero Largo's reserve. The goals of this research are to document consumption patterns of the mining proletariat and to make comparative intra- and inter-site comparisons of artifact trends. Within the framework of historical archaeology, we analyze these artifacts in the successive stages of occupation and within sociocultural contexts marked by peripheral industrial capitalism. In order to do this, we take into account three central elements: the environment, sociocultural practices (diets, techniques, and production technologies, personal care, spatial distribution, etc.), and the political-economic context. The results show that the mining populations of northwestern Mendoza in the nineteenth and twentieth centuries worked in precarious conditions and were socially marginalized by a hegemonic discourse of greater economic development in the province. Many emerging economies seek multiple and diversified means of economic development, including openness to inward foreign direct investment. However, some scholars and protectionists claim this hosting of economic activity on the part of multinational corporations (MNCs) might in fact be detrimental to economic development. This paper seeks to address these concerns by using panel data from Argentina, Brazil, Colombia and South Africa to investigate a mediational relationship among inward foreign direct investment, skilled labor supply and entrepreneurial activity in the emerging economy context. Our results provide empirical evidence of later stage entrepreneurial activity as a spillover effect of inward foreign direct investment and that this indirect effect is fully mediated by the pool of factory workers. Environmental regulation in middle-income and developing countries is often viewed with high degrees of pessimism. Although many countries have adopted protective laws, violations are widespread and institutions are weak. This paper analyzes the puzzle of shifting patterns of environmental regulation in Argentina, a country with widespread institutional weakness. Most regulators in Argentina take a firefighting approach, acting only when skirmishes emerge between communities and firms. Amidst regulatory chaos, improvements in the environmental performance of firms are few, and noncompliance remains the norm. However, in the province of Tucumán, the pattern of regulation shifted, and officials began to systematically enforce regulations. This paper traces shifts in patterns of enforcement back to broad pressures that provoked industry and environmentalists to support increases in the internal and external components of state regulatory capacity. The work of Buenos Aires’ cartoneros (informal recyclers) has important environmental and economic repercussions for the city. This paper investigates cartoneros’ working and living conditions, establishing a 2007 baseline for the logistics of informal recycling practice in Buenos Aires and providing a description of the socioeconomic characteristics of these workers at a key moment in time. Under the purview of a new chief of government elected in 2007, a formalization plan for cartoneros was initiated in 2011. This paper assesses some of the potential impacts of this plan on cartoneros and their work, and suggests that while such a system may benefit some workers (providing them with increased income, social acceptability and improved relationships with the municipality), there are also potential drawbacks to the formalization plan (including possible difficulties instituting a cooperative system with previously unorganized workers and the labour exclusion of more socially marginalized cartoneros). Trade between South American States and China is an important source of the economic growth for those economies in the 2000s. A rather sharp growth in China’s presence in world trade since the beginning of the 2000s changed world trade trends for MERCOSUR countries. The aim of this paper is to analyze the effects of recent growing Chinese trade on South American economic development, mainly in the cases of Argentina and Brazil. In particular, the impact of an increasing trade of agrifood has been quite relevant. This paper provides an explanation of how the implementation of particular types of monetary policy and financial regulation affects economic development through its effects on macroeconomic stability. Firstly, we focus on the problems associated to the definition of reaction functions for the execution of monetary policy. Secondly, we analyze the problems involved in the design and implementation of macro-prudential regulatory policies, emphasizing how the ability of the regulator to interpret financial risks is a determinant of financial stability. Our analysis is not restricted to the case of Argentina. Instead, its applicability extends to all those economies in which the instrument of monetary policy is the interest rate and to those that are experiencing intense transformations in the configuration of their financial system. This paper uses the Post-Keynesian approach to examine the surge of inflation in Argentina between 1973 and 1976. The pattern of inflation is compared with the changing course of the distributional conflict that characterised the episode. A description of the prevailing political and social context provides insight into Argentina's macroeconomic evolution. Two sub-periods are identified: one from June 1973 to October 1974 characterised mainly by a slowdown in inflation and an upturn in economic growth; a second, ending in the first quarter of 1976, during which the distributional conflict flared up again partly because of the rise in import prices and partly because the firms and workers involved enjoyed substantial market power and bargaining power. Argentina’s GDP increased 30% between 2002 and 2005, prompting optimistic assessments that the country had finally left behind its secular stagnation. However, this strong performance followed a sharp decline in economic activity and therefore could be the manifestation of a bounce‐back effect with no lasting impact on Argentina’s mediocre long‐term growth rates. The paper examines this conjecture with the quantitative discipline imposed by a Real Business Cycle methodology and concludes that the 2002–05 expansion was not only a rebound, but also considerably weaker than the model predicts, a finding not consistent with upbeat views about the country’s long‐term prospects. The BOP Lab which has been established in Argentina consists of a set of companies, NGOs, government members and academics working jointly to create growth and development opportunities in markets as yet untapped by companies. When it comes to creating a shared and local view of BOP, it is important to analyse and understand the barriers and opportunities presented within each sector. The World Bank's endorsement in the 1990s of institutional reforms as a constitutive dimension of economic development led to the adoption of a governance agenda. The paper analyses the role the Bank exercised in Argentina and explains its influence in the adoption of a new state model, of new state civil society relations and on particular key components of democracy. This paper argues that while the Bank has helped to set up an agenda of reform regarding governance problems, the push for particular policies and practices has also produced partial and contradictory results on the consolidation of democracy. This paper analyzes the accumulation model and hegemonic disputes that took place under the first administration of Cristina Fernández de Kirchner. First, this article examines some core structural elements that shaped transformations and tension at the model level: industrial performance, the energy crisis, changes in the world of finance, and the status of subordinated classes. Subsequently, this paper looks at three key moments in the political dynamics of the economic policy: tax withholdings and the agrarian conflict, the launch of the national plan to confront the global crisis, and the progressivist radicalization of public policy. The questions guiding this work are as follows: what are the characteristics of the accumulation model? The objective of this paper is to examine the relationship between fiscal and monetary policy coordination and fiscal multipliers in Argentina, Brazil, Chile, and Mexico. To do so, we first look at the theoretical framework of the New Consensus Macroeconomics (NCM), and then analyze the trends in the four countries for variables including consumption, investment, government spending, and interest rates. Finally, we present an estimate of the spending and monetary multipliers with proxy variables. Coal was crucial to the growth of several South American states between 1850 and 1913, being used for their expanding railway networks, to generate power for their emerging industries, and by the steamships in which much of their overseas trade was conducted. Lacking indigenous sources of sufficiently high quality, Argentina and Brazil in particular came to rely heavily on Welsh coal for their energy needs. While playing a crucial role in the economic development of such countries, Welsh coal and its distribution network of coaling stations also helped in protecting the trade between Britain and South America, allowing the Royal Navy to have access to the most suitable coal for its purposes at distances varying from almost 4000 to 10,000 miles from its point of origin. This paper explores various aspects of the development of this trade and argues that, in discussions of the development of the informal empire, the significance of (Welsh) coal should not be overlooked, as has tended to be the case in some modern works. Since the 1990s, and especially in the wake of the 2002 social and economic crisis, there has been significant growth in the number of Argentinian grass-roots movements, NGOs, and cooperatives that focus on providing affordable housing for the urban poor. In response, the current federal government has advanced uniquely progressive housing policies that aim to address the housing deficit in concert with social and neighborhood organizations. This paper examines the strategies of the National Land Commission for Social Housing and investigates various participatory processes for meeting housing needs employed in the intermediate city of Santa Fe. The National Land Commission's notion of active participation will be discussed both in terms of how it affirms ‘right to the city’ principles and as a more progressive form of ‘assisted self-help’ housing, and how it better embodies the ideals of self-help than previous efforts to address the housing deficit. This paper highlights a recent collaborative effort between the state and community groups to introduce nationally-owned vacant land for cooperative/community-based housing production in the city of Santa Fe. We explore this initiative in terms of the institutional, financial, and technical support it provides for communities and the direct provision of urban land as a potential way forward for engaging with communities to address housing shortages. This paper investigates a moment of shift in urban neoliberal governance strategies under the purview of a new municipal Chief of Government of Buenos Aires at the end of the 2000s: the introduction of a regime of public space that has had implications for the waste management sector (and particularly informal recyclers or cartoneros). I document government attempts to re-represent the city as a modern, hygienic centre that is receptive to investment and tourism, drawing on discursive framings of public space that seek to redefine legitimate users and uses of the city. Such framings are exclusionary of cartoneros and other marginalized urbanites. As with most forms of actually existing neoliberalism, this regime is contradictory and unstable, both containing and provoking challenges to its coherence. This case study of 'actually existing neoliberalism' in Buenos Aires encourages analytical focus on moments of shift and renewal in urban processes of neoliberalization. In this case the shift marked by the introduction of the regime of public space reveals the priorities and agendas of urban elites as championed by municipal governments, makes visible the paradoxes and contradictions inherent to neoliberal urbanisms, and also exposes openings for resistance, opposition, and renegotiation of urban neoliberal agendas (including protest, discursive reframings of the city and its uses, and the forging of indeterminate alliances). La Plata Basin is shared by five countries (Argentina, Bolivia, Brazil, Paraguay and Uruguay), which have fast growing economies in South America. These countries need energy for their sustainable development; hence, hydropower can play a very important role as a renewable clean source of energy. This paper presents an analysis of the current hydropower production and electricity demand in La Plata Basin (LPB), and it analyses the maximum and residual hydropower potential of the basin for a horizon of 30 yr (i.e. year 2040). Current hydropower production is estimated based on historical available data, while future energy production is deduced from the available water in the catchment (estimated based on measured hydrographs of the past years), whereas electricity demand is assessed by correlating existing electricity demand with the estimated population growth and economic development. The maximum and residual hydropower potential of the basin were assessed for the mean annual flows of the present hydrological regime (1970-2000) and topographical characteristics of the area. Computations were performed using an integrated GIS environment called VAPIDRO-ASTE released by the Research on Energy System (Italy). The residual hydropower potential of the basin is computed considering first that the water supply needs for population, industry and agriculture are served, and then hydropower energy is produced. The calculated hydropower production is found to be approximately half of the estimated electricity demand, which shows that there is a need to look for other sources of energy in the future.
