The period of high expectations of digital transformation benefits is followed by a period of discussion on strategies and methods for managing digital changes. Not only the rapid development of technology, but also the turbulence of the external environment contribute to the view that traditional approaches to strategic management of the company are irrelevant. Understanding the need to modify classic strategic management methods actualises the task of developing new methodological fundamentals for strategic management. The initial stage of solving this problem is the analysis of the current state of research in this area. This study analyses the Russian research community viewpoints on the prospects of companies' strategic management regarding the digital economy status quo and trends in Russia. This paper answers the following research questions. What impact does the digital economy environment of Russian companies have on their management systems and what are the prerequisites for changing approaches and mechanisms of strategic management? How do the basic strategic management approaches differ for companies with different experiences, capabilities, and expectations of digital transformation? The key managerial prospects of the study concern the benefits of various strategic management approaches for companies with different backgrounds, capabilities, and expectations of digital transformation. Agroconsulting plays an important role in helping farmers to sustainably develop and modernize agricultural production. Nevertheless, the classic set of services provided has become less and less satisfying the needs of consumers and almost everywhere falls below their expectations. At the same time, the development of digitalization processes in industries is uneven; differentiation in the use of innovative solutions in agricultural production among large, medium and small forms of business is increasing. The proposed hypothesis consists in that global digital trends require a significant expansion of the scientific and production infrastructure, transformation of the functions of the elements of the institutional system, leading to a change in their significance. To disclose this hypothesis, this paper examines the impact of digital trends on changing small farm advisory practices. The analysis of the current level of development of agricultural consulting in the Russian Federation; the structure of users and their requests is investigated; the data obtained are compared with the indicators of the use of digital technologies in agriculture. The purpose of the current paper is to emphasize the role of intellectual labor potential in economy development and digitalization and to explore the features of intellectual work and education as main source and component of the digital information economy. The consequencies of scientific fields representatives' outflow and low renumeration for such three neighboring contries as Slovakia, Ukraine and Russia are observed; their economic indeces are discussed and compared as for more than 10 past years and the beginning of 2020 year. The paper presents a methodical approach to the assessment of agricultural sector transformation in the conditions of intensive penetration of digital technologies into the economy sector. The authors offer a schematic diagram of data collecting and processing in the start-to-finish automated production-andmarketing chain of activity within the agricultural sector. The scientific and intellectual potential of the agri-food complex is a driver for ensuring food security and the independence of countries. The work aims to study long-term trends in the quantitative and qualitative development of scientific and intellectual potential, as well as the development of measures to increase the competitiveness of national agriculture. The article discusses indicators of state regulation of scientific and technological development of the agro-industrial complex. Theoretical and methodological aspects of the concept of developing the scientific and intellectual potential of the agri-food complex based on the synthesis of a pool of theories: knowledge economics, theories of innovative development, theories of economic growth are developed in the article. Disproportions in the functioning of the scientific and intellectual potential and its structure are revealed by the results of the analysis. It is substantiated that the level of scientific support of agrarian science in Russia is characterized by a tendency to increase the share of costs per unit of result compared with international best practices. Measures are proposed to develop employee competency standards in the context of the structural transformation of the agricultural economy. The study formulated organizational, legal, economic, and social measures to stimulate the influence of scientific support of the agri-food complex on improving the efficiency of agricultural production in the context of the transition to an export-oriented model of the agricultural economy. The study examines the concept of the digital economy, highlights the challenges in measuring it, and explores the development of indexes as a tool for assessing its growth and the effectiveness of policies and strategies. The proposed index is suitable for both national and sub-national spatial assessments, and it was tested and validated using examples from regions in Russia and European countries. The selected indicators comprehensively capture the geographical distribution of digital economic activity, including the concentration of digital businesses in specific regions, the availability of high-speed internet and mobile networks, the distribution of ICT-related jobs across different regions, and the level of e-commerce activity. The authors initiated an analysis and comparison of available data sources, which resulted in a list of indicators that allows for a sufficient assessment of the levels of digital economy development. The resulting index was used to assess the digital economy's development in regions in Russia and European countries. The top-ranking countries were Scandinavian, while Moscow dominated the rankings among Russian regions. The results also highlighted significant disparities in the development of the digital economy within Russia and Europe. The aim of the paper is to define the current state, possibilities, and prospects of digitalization of the Russian system of (higher) education while maintaining the current approach to state regulation of this process and developing a new (improved) approach for its acceleration. For this purpose, a method for estimating the degree of digitization of the (higher) education system has been developed and applied. As a result, it is found that at the present time (2018), the greatest degree of digitalization is characteristic for additional indicators of the functioning of the system of (higher) education in contemporary Russia, such as the work of library resources and state and public monitoring. At the same time, the degree of digitalization of key indicators (educational and research activities of universities) is low. At the same time, the infrastructure for digitalization of the Russian system of (higher) education is sufficiently developed, which determines significant opportunities for the further development of this process. The final degree of digitization of the Russian system of (higher) education is estimated at 25.8% and is very low. The reason for this problem lies in the inadequate state regulation of the process of digitalization of the Russian system of (higher) education. To solve the problem, the authors developed and presented a new (improved) approach to state regulation of the digitalization of the Russian system of (higher) education. This approach implies full-scale financing of relevant activities, priority promotion of digitalizing the main activities of the (higher) education system, as well as orientation to the proposed model for the functioning and development of a (higher) education system based on digital technologies. The economies of the world's leading countries are characterized by a high level of development of digital technologies, the introduction and use of these technologies. Many countries make the construction of a new model for the development of the national economy, based on the development of the digital economy, the priority of their development. The construction of the digital economy in Russia is a strategic task that ensures national security, competitiveness and development effectiveness at various levels and in different sectors of the economy. The authors' interpretation of the concept of "digital economy" is given in the article, taking into account the prevailing level of development of digital technologies, their role and significance in modern society. With the vigorous development of digital technology, the development of the digital economy has become an important component of the global economy. Against the background of negative growth of major global economies hit hard by the COVID-19 epidemic, the steadily rising digital economy has become a key force to boost the global economy and an important engine to promote global economic development. Northeast Asian countries should use the dividends released by the digital economy to promote the coordinated development of digital technology innovation within the region, respond to technological revolution and industrial transformation, and build new international competitive advantages. This article provides a detailed overview of the current development status of digital economy in various countries in Northeast Asia, analyzes the challenges faced by countries in the region in developing cross-border digital economic and trade cooperation from three aspects: political mutual trust, digital divide, and network security. It further proposes to build a cross-border digital service trade platform in Northeast Asia, establish a China North Russia Far East digital free trade zone, so as to promote the deepening of cooperation and common development in digital trade within the region. The purpose of the article is to systematize existing views in the academic literature, international and national law on the concept of "digital financial assets" and its correlation with the concept of "digital assets". Differences between Russia and several other countries were identified, analyzed, and compared. The proposed concept of digital assets includes the concept of digital financial assets (cryptocurrencies, tokens, digital currency) as one of the varieties and opens up the possibility of legal regulation of other types of digital assets (e.g., domain names, virtual values in online games) that currently exist or may appear in the nearest future. The development of digital technologies has created a market need for specialists working with the big data that is necessary for making management decisions. This study aims to identify the skills structure of the data analyst profession (DAP) in Russia. The authors used a program code written in Python to examine relevant vacancies extracted from a recruitment website and employed a social network analysis method to identify skill clusters. Findings suggest that the DAP consists of predominately hard skills, that is, specialists must have the technical skills required to collect and process information. The modern technological age dictates a fundamental reconstruction of almost all spheres of public life, where new problems and difficulties are added to the existing ones. Modern post-communist states outside the European Union (both Eastern European and Central Asian) are taking measures to progress to a new stage in the development of capitalism - digital. Russia is at the beginning of the path to digital capitalism due to the shorter time frame for the transition to market relations (after the 1990s) and different socio-political and economic conditions (the collapse of the administrative-command system). In the article, based on the use of modern theories of the development of capitalism, an analysis of state measures to develop such aspects of digital capitalism as an information society and a digital economy in Russia is conducted. The conclusion is drawn about the tendencies of monopoly and "nationalisation" in Russian digital capitalism. The article considers the global economy digitalization impact on public tax administration and analyzes the use of strategic approaches to the formation of fiscal policy in Russia in their relationship with the corresponding approaches of foreign countries. Using the comparative legal method, the study examines the issue of determining the impact of various management tools on improving the efficiency of the state budget. A macroeconomic assessment of the effectiveness of the digital tax administration is carried out and its institutional development stages are highlighted. Digital technologies ensure the taxes and other obligatory payments collection increase, reducing labor costs for tax control, and reducing an administrative burden on business. Approaches to the organization of management of environmental protection within the framework of introduction of Smart City technologies are reviewed in this article. For this purpose, a retrospective analysis of transformation of the Smart City notion has been carried out and basic characteristics of a modern smart city interpretation have been distinguished: the use of information technology in all functional areas of the city ecosystem, active involvement of residents in the processes of city management through organization of a system of user services, commitment to sustainable development of a city to the benefit of future generations. In the research process the key factors of the environment pollution in cities were reviewed having identified systemic challenges in the environmental field, which can be solved by introduction of the Smart City technology. For each environmental factor promising technologies of the Smart City system and effects that may be reached by means of their introduction are provided. Analysis of the existing technological solutions of the Smart City made it possible to identify the complex nature of environmental problems of cities, the solution of which requires introduction of smart technologies in all the spheres of functioning of the city. In the practical part of the article smart city's technology development and implementation experience is presented, aimed at environmental protection in the cities of Russia and Kazakhstan. The research objective is to identify key issues for and aspects of digital economy development in Russia. Both general scientific methods of cognition (combination of historical and logical unity, traditional analysis and synthesis methods) and specific evaluation methods served as a methodological basis for the research. The society development stages were examined. The role of digital economy as a new paradigm for development was substantiated. Goals and targets of digital economy were identified. Positive effects for and risks to economic development associated with implementation of digital technology were described. A model of a composite index of the development level digital economy of regions in various sizes is proposed. It is based on a functional network as a kind of directed graph, structured by levels based on the principles of hierarchy, modularity and balance, as well as the availability of data on the development of the digital economy. The scalar value of the required quantity was determined by means of additive convolution. The influence of the subjective factor was excluded by moving away from the expert determination of weighing measures of particular indicators (which are included in the composite index) and using a calculation based on the standard deviation. The proposed approach was tested in the framework of identifying the differentiation of the development level digital economy of regions in Russia, as well as comparing European and Russian practices.
