The digital economy is developing rapidly worldwide, which is of great strategic significance in leading and driving the process of high-quality and high-efficiency development of the economy. It has gradually become a new engine to promote China's economic growth. Therefore, it is vital to establish a digital economy indicator system. In this context, according to the connotation of digital economy, comprehensively consider the four dimensions of digital foundation, digital application, digital innovation and digital benefit, and build a full-scale digital economy indicator system. However, some previous literature proposed operating the K-means clustering algorithm in optimizing the index system. The algorithm, susceptible to the initial selection of cluster center, generates completely different clustering results with other random seed points and is thus unsuitable for optimizing the index system. Based on this, the advantages of GRA, SA, and K-means algorithms are combined to propose a K-means-SA algorithm that can obtain the global optimal solution. Then, by combining the K-means SA algorithm and the rough set algorithm, the constructed index system is further optimized. Ultimately, it establishes a set of all-round, multi-system and multi-dimensional digital economy index systems, which is of great reference significance for formulating relevant policies, provides scientific index support for the subsequent extension of digital economy theory, and promotes the benign growth of the worldwide economy. Plain language summary: The importance of constructing and optimizing the digital economy indicator system In today's rapid development of the digital economy, a set of scientific, feasible, and practical application values of the digital economy evaluation index system is constructed to evaluate better and promote the development of the digital economy. Based on the four dimensions of digital foundation, digital application, digital innovation, and digital benefit, this paper constructs a comprehensive evaluation index system for the development level of the digital economy. China's digital economy development is a strategic decision to construct a new development model for the nation's economic growth and to pave the way to fostering high-quality economic growth. Since the Chinese government first introduced its strategy for developing digital economy in 2016, the Chongqing Municipal Government has responded positively by implementing various policy initiatives. This paper examines and evaluates the overall level of Chongqing's digital economy from 2014 to 2021 and analyses the development process through a mixed research method. The results show a growth trend of continuous improvement, with the speed of digital economy development in Chongqing significantly accelerating after 2017. However, there are still some challenges, such as weak innovation capacity, lagging digital service capability, imbalance in the internal structure of digital economy, and uneven development within the region. Therefore, Chongqing must make some efforts to support the advance of digital economy by developing infrastructure, cultivating market players, and enhancing innovation capabilities, thereby forming a solid foundation for growth. As we enter the digital era, the digital economy provides an opportunity for China's manufacturing industry to achieve 'smart manufacturing' and provides important support for China to move from a 'big manufacturing country' to a 'strong manufacturing country'. This paper constructs an indicator system for the level of digital economy development in Chinese cities by determining the connotation of China's digital economy based on the characteristics of its digital economy development. Based on the application of entropy value method to measure the level of digital economy development of cities, we empirically investigate the impact of the level of digital economy development of cities on the innovation efficiency of manufacturing industry using mixed panel data of listed Chinese A-share manufacturing companies and cities from 2011 to 2019. The empirical study finds that the level of urban digital economy development is conducive to improving the overall innovation efficiency, innovation quality efficiency and innovation quantity efficiency of enterprises, and overall, the digital economy has a significant contribution to the innovation efficiency of manufacturing industry. There is regional, firm size and industry heterogeneity in the impact of urban digital economy development level on manufacturing innovation efficiency, and this heterogeneity is further manifested in the types of manufacturing innovation efficiency. This paper examines the broad impact of digitalization on economic development. More specifically, it addresses the computer science-derived notion of "social machines", along with the invention of distributed ledger technologies (DLTs) (or blockchain), as potential signposts on the pathway to "smart(er) digital economies". The paper investigates blockchain-based ecosystems as examples of social machines that assist in economic "smartification" and development. It looks at distributed ledger-based communities (DLCs) that provide examples of functioning social machines for a variety of business and personal network communications purposes. It then analyses the scaleup of DLT-based social machines by comparison with "extension services", largely in education and agriculture, which are currently undergoing processes of digitalization. Overall, this conceptual study examines the general horizons and potential impact of blockchain and social machines on the provision of online products and services, across a range of sectors and industries. The objective of this study was to assess the exploitation of small economies by global digital firms through tax evasion. It explored the obstacles and suggests how small economies can address these challenges posed by global digital firms that leverage the nature of their service and technology to evade tax. Qualitative research methods were applied with the use of key informant interviews and secondary data collection from relevant literature and reports. Five key informants purposefully selected from Zimbabwe Revenue Authority (ZIMRA) were interviewed. The paper also classifies the nature of services provided by different digital economies. It highlights the challenges being faced by small economies such as the shift in the global business models, tax concept and evasion, international tax regulations, and lack of capacities thereof. The findings indicate how small economies are being taken advantage of by digital giant firms through operating in their jurisdictions, capitalizing on profits, and circumventing tax payments due to non legally binding instruments that compel global firms to comply. Tax evasion by these firms leads to the shrinking of the small economies' tax base. A possible solution to this tax deceitfulness is the adoption of the Organisation for Economic Cooperation and Development (OECD) Pillar One proposal to address and overhaul the current international tax regulations. The purpose of the article is to analyze the influence of the information environment factor on the assessment of a country's economic security in the digital economy. This work is devoted to the actual problem of managing a country's economic security. The methodology proposed in the paper for assessing the level of economic security is based on a comprehensive analysis and assessment of the main factors affecting economic security. In this context, proposals are developed for the use of digital methods for assessing the impact of various factors on a country's economic security, which will allow for obtaining various simulated data on an automated basis. Based on the data obtained, artificial intelligence develops solutions to improve the efficiency of economic security. The results of the study show that there is a strong correlation between the set of selected factors of economic security and the factor of the information environment. As a result, an increase in the influence of factors causes an increase in the level of security of the information environment, and a decrease in threats to the information environment of a country has a positive effect on its development. Artificial intelligence (hereafter AI) is widely considered as a driving force in the current digital economy, with many firms having already invested in AI. Since AI is unconstrainted by humans' cognitive limitations and inflexibility, and thus a key assumption in popular press is that AI is crucial for firms' success in digital economy. However, surprisingly, many managers indicate they are yet to benefit from their AI investments. To address this issue, the main purpose of this paper is to summarize the extant literature on AI in business and management fields to identify how AI can create competitive advantages and underpin the key barriers that prevent AI from realizing its full potentials. Our results suggest AI can increase revenue by improving employee productivity, increasing consumer evaluation, setting competitive price and creating unique resources. AI can also reduce cost by improving efficiency and reducing risks. However, our results also indicate that AI adoption, task nature and AI management are the key barriers preventing AI from realizing its full potentials. In the context of a unified large market, the development of digital economy has become the focus. Based on the panel data of 31 provinces in China from 2011 to 2020, this paper uses the spatial Durbin model to examine the impact of government spending on digital economy through different spatial weight matrices. The research results show that: 1) The government science and technology expenditure in all provinces in China has a significant positive spatial correlation with the level of digital economy development; 2) The comparative analysis of different weight matrices show that the impact of local government science and technology expenditure on the level of digital economy development is significant and positive, and there is a certain spatial spillover effect; 3) Through the heterogeneity test, the spillover effect of the central and western regions of China is more obvious under the setting of the geographical weight matrix, and the spillover effect of the east is more obvious under the setting of the economic matrix weight. At the same time, this study expands the research on the influencing factors of the development level of the digital economy, and puts forward policy recommendations corresponding to government science and technology expenditure and the development of the digital economy based on the empirical results. INTRODUCTION: With the development of digital technology and computer technology, the theory of digital economy has also had far-reaching development, but at present, the digital economy is still not able to clearly define whether the digital economy is good or bad for the high-quality development of China's economy. Therefore, it is necessary to research the spillover effect of the digital economy and the high-quality development of the economy with the help of embedded system technology. OBJECTIVES: To solve the issue of the poor coupling between the digital economy and high-quality development, to raise the degree of China's digital economic development, to improve the high energy consumption in the course of China's economic high-quality development, and to improve the application level of system technology in the study of China's economic development. METHODS: The digital economy model is established using the entropy weight method; its efficiency is evaluated using embedded system technology; the spillover effect analysis of high-quality development is then conducted using the digital economy index; and lastly, the overall assessment of the spillover effect is conducted using the comprehensive evaluation results of the entropy weight method. RESULTS: Embedded system technology has a noticeable promotion effect on the development of the digital economy; although the development of the digital economy and economic high-quality development are poorly coupled, their promotion effect is more significant; embedded system technology can indirectly promote the development of economic high-quality development through the digital economy. CONCLUSION: China should vigorously develop embedded system technology to promote the application of new technology in the economy and should further standardize the market economic order to maintain the orderly development of the digital economy. Greater participation in the digital economy provides a game changing opportunity to diversify and strengthen regional economies. Effective, integrated planning for the delivery of high-speed digital connectivity and the development of digital capability – at a regional level – is critical to achieving this. This paper proposes a compelling vision for regional digital growth, where stronger interactions at the regional level between physical, digital and knowledge accessibility generate economic growth, through increased exposure to the digital economy. This vision guides and orients the development of a strategic planning framework to deliver regional digital growth, embodied by a series of regional ‘building blocks’. By assembling these building blocks in harmony with a region's economic, ecological and social contexts, the ‘digital region’ can be designed – a planning overlay which brings focus to delivering a region's digital destiny. Purpose This paper aims to investigate and comprehend the nature of the relationship between e-government development and the digital economy.Design/methodology/approach A multidimensional research paradigm is developed on the basis of the technology adoption model and Fountain’s technology enactment theory. The model is empirically examined using a regional study of 20 Asian countries.Findings A positive two-way relationship between e-government development and the digital economy has been indicated by the findings. Moreover, along with social, economic, political, technological and demographic factors, certain national cultural characteristics have significant effects on the digital economy and e-government development.Research limitations/implications One of the key limitations of the study is that it is based on publicly available secondary data. Therefore, some degree of caution should be kept in mind when making generalisations about the findings of this study.Originality/value The contribution of this study is that it provides a more accurate and comprehensive understanding of the dynamic association between e-government development and the digital economy by providing aid to policymakers in understanding the nature of dynamic relationships between the digital economy, government organisations and citizens’ adoption of technologies. Purpose: The study aims to analyze the impact of digital technologies on the development of economic systems, including cloud computing, big data, blockchain, and cryptocurrency Design/Methodology/Approach: The article provides a systematic analysis of current trends in the use of digital technologies in the field of economics. The paper presents a methodical approach to the assessment of agricultural sector transformation in the conditions of intensive penetration of digital technologies into the economy sector. The authors offer a schematic diagram of data collecting and processing in the start-to-finish automated production-andmarketing chain of activity within the agricultural sector. In the first part of the article, the author compares various definitions of digital economy and spells out his own version of its essence and content. He defines digital economy as one of the models of new economy based on digital technology system. The author believes that digital technology system consists of various technologies, such as Big Data, high-speed wireless Internet, blockchain, cloud computing, Internet of things, artificial intelligence, 3D printing, virtual reality and others. The second part examines the current state of development of digital economy in various sectors of the economy and notes that the development of digital economy is led by the telecommunications industry, followed by the financial sector. Malaysia's first attempt at digital economic transformation began in the mid-1990s and lasted for some fifteen years. The Multimedia Super Corridor had some initial success but underachieved in some areas. The second phase of strategic policies took place in the period 2016-21 with the launch of four successive policies and plans dealing with e-commerce, 4IR manufacturing and the digital economy. The problem of assessing the quality of life in the digital economy is acquiring new nuances including social services. The objective of this study is to investigate unique impacts of digital transformation on economic, environment, and social progresses on the quality of life improvement in China. Environmental statistical data on the impact of investments in social, state, and other spheres of economic activity are analysed at the machine learning level. Application of high-performance computing (HPC) and big data technologies for obtaining data on socio-economic statistics in real-time, the presence of feedback in the Web 4.0 concept, transfer of a significant part of economic processes to internet platforms provide the information necessary for analysis. As a result, a basis is proposed for implementing software products in the form of institutional decision-making support systems for a long horizon of planning investments in the quality of life. Formulation of the problem. The digital economy is developing rapidly, and the digital technologies represented by the platform economy have not only become a new engine for promoting social and economic development, but also create new challenges for traditional resource allocation and market supervision. The purpose of the article is the theoretical and practical aspects of the formation and development of the model of network platforms in China and their impact on the formation of the digital economy. Research methodology - using the method of systemic analysis and synthesis, axiological, compartist, general philosophical - generalization, comparison, historical and logical, general civilizational, humanistic, a comparative and holistic analysis of the phenomenon of China's digital economy, which is formed on the basis of its platform type, was carried out. Research on the platform economy first began in the 1970s, but in recent years, due to the deep integration of digital technology and the real economic society, the rise of the Internet economy, and the development of trading platforms and social platforms, the platform has transformed into a business. The novelty of the article is that the new phenomenon of the platform economy is investigated as a new type and model of China's digital economy. At the end of 2020, China released the draft Measures for the Supervision and Administration of Online Transactions and Anti-Monopoly Guidelines in the Platform Economy, followed by the introduction of Data Security. Platform enterprises have the characteristics of a natural monopoly. Research result. The economy of the platform as a new economic model is analyzed. The directions of the development of big data as the basis of the new platform economy have been identified. The phenomenon of rapid expansion of the platform as an expansion of opportunities and risks and challenges is clarified. The development of large digital enterprises as an important innovative force of advanced digital technologies is shown. The directions of development of large platform companies in China were studied as a factor in the improvement of constant innovations and business models. The development of the digital economy as a national strategy of China is substantiated. Conclusions. Compared with the previous traditional business model, the platform economy digitizes real assets, making transactions more convenient and increasing transaction volume. Since 2015, there has been an increased interest, both political and regulatory, in the role of online platforms in Europe's digital economy. In this context, of rapid development we ask ourselves: What value do online research platforms provide to Romanian researchers? The aim of this paper is to assess the main benefits and challenges in using and understanding a research platform from the researcher's point of view. This article examines the significance of digital entrepreneurship in East Asia as informal work, based on empirical research in Taiwan and Thailand. Digital entrepreneurs in East Asia can be thought of as a new class of 'creative workers' who aspire to the neoliberal ideals of the West that advocate free markets and individualism. While digital entrepreneurship offers low-cost opportunities, it also represents highly precarious careers. The transition to the digital economy also means the expansion of the informal economy, which has existed in both Taiwan and Thailand. The encouragement of start-up ecosystems by respective political and economic elites serves to sweet-talk the creative class into participating in precarious work, or it may be an open bid to gain market share by incorporating informal businesses. In response to the theme of the special issue, this article discusses two contrasting cases and considers the significance of digital entrepreneurship as informalisation of work.
