Purpose - The purpose of this paper is to encourage re-reading and re-evaluation of a series of educational polemics published in the UK in the 1960s and 1970s, the Black Papers. These works proposed, for the most part, avowedly conservative views on education: condemning so-called "progressive" teaching methods and the re-organisation of secondary schools in the UK (especially England) into non-selective comprehensives. It is argued, however, that much said and written about the Black Papers since has concentrated only on selected "high profile" contributors, to the neglect of other contributors, often anonymous, whose comments were sometimes more measured/thoughtful. Design/methodology/approach - The work proceeds first by re-visiting the facts surrounding the writing of the Black Papers and their critical reception. It then analyses the nature of the contributors and describes selected essays not usually referred to when the Black Papers are discussed by historians and others. Findings - The work finds that the Black Papers are often infuriatingly and unhelpful polemical in nature but that much written about them since has concentrated only on selected contributors, ignoring others who were more measured. Originality/value - The work is perhaps the first critical re-reading of the Black Papers in any depth in several decades. It does not simply dismiss them as hysterical rants by ill-informed authors and suggests that they re-pay careful attention, despite their often polemical nature. [ABSTRACT FROM AUTHOR]

The three main programmes of the Geneva-registered International Baccalaureate (IB) have grown substantially worldwide over the past decade, although the programmes have found a natural ‘home’ in the United States. This paper charts the growth of the IB in the United Kingdom (UK) revealing that involvement there, mainly in England and mainly with the original pre-university Diploma Programme (IBDP), peaked at about 230 schools in 2010, but since then the IBDP has begun suddenly to decline. Yet, in no other country has there been a fall in IBDP provision. This paper offers some key explanations for this phenomenon, where a lack of funding and continued lack of university recognition in the face of Advanced Level (A-Level) reform and numerous ‘baccalaureate’ developments has led to many state-funded schools in particular dropping the IBDP. Vocational qualifications in England are undergoing another round of reform. This paper starts by reviewing the alleged weaknesses of English vocational qualifications, but argues that these do not necessarily establish a case for radical reform. The issue is not so much whether the system needs to be changed as the nature of the change that is needed. The paper argues for a more deliberative and incremental approach and proposes five principles upon which this should be based. These are the following: that the process of change is as important as the content of change; that institutions matter; that the purposes of reform need to be clear, consistent and realistic; that reforms should help to create a more unified qualifications system; and that the interests of the UK’s other home countries should be considered. This paper examines the connections between the school building programme in England and the raising of the school leaving age (ROSLA) from 14 to 15 in 1947 and then to 16 in 1972. These two major developments were intended to help to ensure the realisation of ‘secondary education for all’ in the postwar period. The combination led in practice to severe strains in the education system as a whole, with lasting consequences for educational planning and central control. ROSLA was a key issue for the school building programme in terms of both finance and design. School building was also a significant constraint for ROSLA, which was marred by temporary expedients in building accommodation both in the 1940s with ‘HORSA huts’ and in the 1970s with ‘ROSLA blocks’, as well as by the cheap construction of new schools that soon became unfit for purpose. Together, school building needs and ROSLA helped to stimulate pressures towards centralisation of planning that were ultimately to undermine postwar partnerships in education, from the establishment of the Ministry of Education’s Architects and Building (A&B) Branch in 1948, through the Crowther Report of 1959 and the Newsom Report of 1963, to the assertion of central state control by the 1970s. The pressures arising from such investment and growth in education again became a key issue in the early twenty-first century with the Labour Government’s support for raising the participation age to 18 combined with an ambitious ‘Building Schools for the Future’ programme. The historical and contemporary significance of these developments has tended to be neglected but is pivotal to an understanding of medium-term educational change in its broader policy and political contexts. In the current higher education environment, the need to develop and support good leaders and managers could hardly be more pressing. Yet, research on how academic middle managers are supported in their roles is surprisingly sparse. The purpose of this paper is to address this perceived gap in the literature by reporting on the findings from two separate, but related, research projects investigating the role of the academic middle manager in two culturally different English universities, specifically to examine the support that such leaders have received in relation to taking on and adapting to this increasingly challenging role. By drawing on semi-structured interviews with 28 academic middle managers from one pre- and one post-1992 university, the paper argues that we need to provide more support and individually tailored training for today's middle managers so that the best may become the sector's effective senior leaders of tomorrow. This paper considers the impact of the Beacon schools initiative on the social and academic characteristics of secondary schools in England. The Beacon schools programme ran from 1998 to 2004 and epitomised the (then) Labour government’s focus on school improvement through diversity, collaboration and partnership. This paper looks at variation in the academic and social characteristics of the 322 secondary Beacon schools over a nine-year period. The findings show that Beacon schools were among the most advantaged state schools in England and while they continue to outperform the general school population, the data suggest that the performance gap has decreased and there is little evidence that Beacon status conferred an advantage on schools, in terms of standard measures of academic success. The Beacon school initiative exemplifies some of the key issues with policy based education reform. First, its emphasis on collaboration provokes tensions between schools that are increasingly in competition with each other. Secondly, clearly defined and measurable medium and long term outcomes for the initiative were not prescribed, thus making it difficult to determine the efficacy of the intervention. Finally, that the initiative did not appear to have any appreciable effect on the social and academic characteristics of the Beacon schools raises issues about the usefulness of externally prescribed interventions and the potential that they have to make a real difference to educational equity. English education has recently experienced radical policy reform in the areas of school autonomy and accountability. The key focus of this paper is on how schools might best navigate through these policy moves. It highlights how these moves have constructed schools, teachers and students in problematic ways but also how they are offering possibilities for improving the quality of schools and schooling. The focus here is on the promise and scope of school collaboration. The difficulties of creating socially responsive and responsible collaboratives in the current ‘heterarchical’ and market-oriented policy environment are acknowledged. As subjects of the parental right to choose (DES, 1988), parents are called upon to fulfil certain duties and responsibilities when choosing a secondary school for their child, with the expectation that they might navigate the school system ‘successfully’ and become ‘better informed consumers’ (DCSF, 2008). To comply with these rules of citizenship parents are encouraged to make use of a variety of information on schools as part of a realistic and informed choice, one that is consummate with their role as consumer-citizens. Such ‘cognitive mapping’ is evident in school brochures and websites where choice is assembled on the basis of visual iconography and narrative terrains. This leads to a consideration of how choice is visually mediated and communicated through the circulation of symbols and the structure of narratives. To explain these phenomena, I analyse and compare the ways in which two all-girls faith secondary schools attempt to (further) define themselves, culturally, historically and pedagogically, in a crowded field of choice. Transitions of young people from school to employment, further education or training have been a focus of government policy in the UK for at least the last three decades. Since the late 1990s, numerous policy initiatives have been introduced by New Labour in an attempt to reduce social exclusion through the increased participation of young people in work-related training. This paper reports on a mixed-methods research project exploring Entry to Employment (E2E) provision in the north of England. It outlines the experiences of Connexions practitioners working with learners and staff at four E2E providers and illustrates the complexities involved with young people's transitions to and from E2E programmes. The paper shows that a marketised system driven by targets and funding constraints can compromise the ability of practitioners to best meet the needs of young people struggling with often difficult circumstances. As spaces of complex layering of multiple relations, each with their own space-time dynamics and reach, policies of urban governance and their tangible outcomes can be materially experienced as conjunctions of multiple meshworks of assemblages with different scopes and different systems of values. This paper investigates a case example of a Private Finance Initiative for the construction of Throckley Middle School in Newcastle upon Tyne. Completed in 2003, Throckley school closed in 2005. A Deleuzean-inspired tracing of several Throckley assemblages is presented and the paper concludes by discussing the challenges of adopting a Deleuzean perspective for analysis of urban governance and infrastructure development. The national assessment system national assessment system in England is outlined, with a focus on the assessment of 11-year-old students. The paper reviews the definitions of accommodations used in the United States and in England and identifies a lack of research into accommodations and modifications in large-scale assessments in England. This is contrasted with the highly regulated system related to the use of accommodations in the mandatory (statutory) tests and public examinations in England. The specific accommodations available in the national tests in England are identified and some of the issues raised are briefly discussed. Since coming to power in 2010, the UK Coalition government in power has implemented a range of reforms in relation to assessment at all stages of education in England. This paper focuses on two assessment reforms relating to children aged five and six years old, and considers their evolution from manifesto commitments to practice in classrooms. These reforms are the introduction of the Phonics Screening Check at age six, and the revised Early Years Foundation Stage Profile at age five. The main focus is on the coherence of these policies, both over time and as part of an overall government strategy on assessment in early years and primary education. It is argued that, despite claims of reducing bureaucracy, these assessment policies are driven by an agenda of increasing accountability in the first years of primary school. In January 2012, Scotland's First Minister Alex Salmond announced a radical measure that would see every Scottish school student study a Scottish text from a prescribed list. In 2010, Michael Gove announced that ‘Our literature is the best in the world’ and that every pupil should study particular authors. The ‘cultural heritage’ model of English is increasingly dismissed by teachers and students However, it is this ‘cultural heritage’ model which is preserved in the discourse of politicians. This paper explores the role that literary heritage texts play in the discourse of education policy in the context of devolution in twenty-first century Britain and considers the drivers and differences which can be seen in England and Scotland. The complex nature of the work of a teacher in England was thrown into fresh relief in 2010 by the marked contrast between the outgoing New Labour administration and the incoming Coalition. The paper addresses the false dichotomy between views of teaching as craft and teaching as profession and proceeds to a consideration of the actuality of the middle-ground. It then seeks to place the bespoke (and short-lived) Master’s in Teaching and Learning degree within its recent historical and philosophical context. This paper summarises the results of an investigation into the social and learning experiences of students with disabilities in a UK University. The students' experiences were evaluated in three broad areas: with respect to the categories used by the Higher Education Council to examine the quality of the learning experience for all students in higher education; against the issues conventionally included in studies and policy developments for independent living for people with disabilities; and in relation to the impact coming to university has on the lives of students with disabilities. The paper highlights the issues of central concern to students with disabilities in the University and draws some conclusions with policy implications from a discussion of student perception of services, the practical constraints facing the institution, and the social values which underpin the framework of support for students with disabilities in Higher Education in England and Wales. Mastering spelling is important for children to progress in writing. The National Curriculum in England details spelling lists linked to each year group in primary education. Assessment practices also emphasise the importance of teaching spelling. However, to date, little is known about how teachers feel about teaching spelling nor the instructional methods that they use in primary schools in England. This study addresses this gap by investigating approaches to teaching spelling. An online survey was distributed to primary‐based teaching staff with roles in supporting teaching and learning. The survey asked for information about the respondents' teaching experience and school setting, and about their attitudes and approach to teaching spelling. The survey was completed in full by 158 respondents. Approaches to teaching spelling were varied and over two‐thirds of the sample highlighted that their school did not have a spelling policy. The importance of explicit teaching of spelling was supported by the majority of teachers. This judgement was more frequent and rated more highly by teachers supporting younger children. Teachers largely reported devising their own spelling resources, highlighted that the curriculum spelling lists lack guidance for teaching spelling strategies and questioned their suitability for pupils of varying abilities. A range of spelling programmes and strategies were recorded. The findings provide insight into universal instructional approaches. Executive heads are those head teachers in England who lead two or more schools that have entered into a federation. One of the more common forms of federations involves a lead school working to improve a partner school (or schools). The executive heads of these federations, and their wider leadership teams, constitute one of an emerging set of practices in England that we refer to as system leadership, or as working for the success and welfare of students in other schools as well as one's own. There is to date only a small and emerging research literature and thus no well-developed analysis on how these roles are being organised. In contributing to this literature, this paper elaborates the concepts of support federations and system leadership in three main ways. First, it explores the historical and policy contexts out of which these roles have developed. Second, it analyses not only how such roles are being undertaken but also what forms of expertise and capacity are mobilised in the pursuit of another school's improvement. Third, it considers how these leadership roles might provide alternative solutions to problems that have traditionally been the responsibility and preserve of the central apparatus of the state. We conclude by arguing that professionally-led system leadership offers a means for self-managed schools, emerging from an era of competition, to work together for greater social equity by, among other things, taking joint responsibility for all the students in their locality. This contribution explores changes in the way that educational researchers engage with policy-makers in England. The traditional relationship between research and policy was linear, with funders supporting the efforts of researchers, who carried out research and then disseminated it to those responsible for shaping and implementing policy. This model of 'knowledge transfer' is fast being supplemented and sometimes replaced by one of 'knowledge exchange' as policy-makers participate in new forms of research. 'Knowledge exchange' consists of collaborative problem-solving between researchers and decision-makers that happens through linkage and exchange. This contribution uses one large-scale English study to illustrate the new relationship between research and policy. The Effective Pre-school and Primary Education (EPPE) project is a longitudinal study of the effects of pre- and primary school on the academic and social development of more than 3,000 children in England. The study's findings have been used as part of the 'evidence base' for UK policy on universal pre-school provision as well as targeted services in disadvantaged communities, for example, Sure Start and Children's Centres. From the earliest days of the study researchers worked in partnership with policy-makers. Although the overall design was agreed at contract-stage, major modifications to sampling, assessments, and analyses were made as the study progressed. The researcher/policy-maker engagement continued throughout the study and consisted of sustained interaction, shared decision-making and mutual respect. Supportive organisational structures allowed two-way exchange and decision-making. Although the researchers were responsible for scientific integrity in all phases, there was shared ownership of the findings with regular and collaborative review and amendment to suit emerging policy needs. The EPPE project was one of the first in the UK to work interactively with Government partners in the shaping of both 'research' and 'policy' outputs. This partnership enabled the research to have a significant impact on UK policy. In this article practitioner research is contextualised in relation to education policy in England. The Best Practice Research Scholarship scheme is identified as playing an important part in the United Kingdom Government's agenda of promoting the professional development of teachers. However, the type of research encouraged is positivist and the professionalism restricted. The cases examined show the problems that adopting a narrow approach to research cause to questioning practitioners. The article concludes by suggesting that, paradoxically, a scheme designed to create, what are in effect, restricted professionals may inadvertently encourage a more questioning approach to teaching. Despite Northern Ireland’s deeply rooted religious history and the assumption that its citizens’ sexual attitudes and behaviours are more reserved than their English counterparts, comprehensive school-based relationships and sexuality education (RSE) has been statutory for primary and post-primary pupils since 2007. The non-biological aspects of the subject continue to remain non-statutory for all grade levels in England. This article presents a comparative analysis of the effect Northern Ireland’s and England’s policy-making models and networks have had on the status of sex and relationships education within each country’s respective national curricula. Two main sets of issues are examined: the approaches taken and values upheld by policy actors, and access to ‘policy speak’ and ‘power’ within policy-making networks. Applying thematic and content analysis to official government transcripts, legislative and statutory policy texts and interview data, the article discusses connections among the main points of comparison and suggests that these central differences within Northern Ireland’s and England’s policy-making processes may explain what has been conducive to Northern Ireland’s statutory comprehensive RSE policy development while comprehensive sex education remains controversial in England. The role and contribution of consultants and consultancy in public services has grown rapidly and the power of consultants suggests the emergence of a ‘consultocracy’. We draw on research evidence from the social sciences and critical education policy (CEP) studies to present an examination of the state of the field. We deploy a framework that examines functional, critical and socially critical research and theorising, and we identify the emerging interest in CEP studies. In particular, we identify the potential for consultocracy but acknowledge that there is a need for more detailed research where we argue for more attention to be given to the political sciences in theorising knowledge exchange processes. This essay explores the problematic nature of an enforced monolingual culture promoted by the current Conservative-led UK government. It comments upon the paradoxical nature of the 2014 curriculum that promotes heritage texts and ‘proper’ English, when such poets embraced a Bakhtinian tolerance of languages. It focuses primarily upon the social relationships fostered with a Year 10 class by a new teacher within the English department in North London school. It questions the rejection of the Bullock Report and explores the importance of culture and linguistic interjections in pupils’ negotiation of meaning in and outside the classroom. The Welsh government has released plans to develop a cohesive approach to legislation regarding special education and remove the remaining special education needs measures from the Education Bill. Guidance for education authorities and schools on accessibility duties outlined by the Scottish Education Act 2002 were published. The article discusses the Association for the Study of Primary Education (ASPE)'s plans to host a series of seminars on primary education in Great Britain, including seminars on July 2, 2014 at the University of Manchester in Manchester, England; in the spring of 2015 at British Academy in London, England; and in the autumn of 2015 at the University of Durham in Durham, England.

This article revisits the three decades following the end of World War Two – a time when, following the 1944 Education Act, local education authorities (LEAs) were the key agencies responsible for running the education system across England. For the first time, there was a statutory requirement for LEAs to secure adequate facilities for further education (FE), and the post-war era is generally remembered as a period when they dominated FE. Yet this is not the full story of FE in post-war England: it is often forgotten that a significant amount of FE existed outside the municipal framework. This article returns to the post-war decades and begins to uncover the largely forgotten history of FE outside local authority control at that time. It highlights how voluntary and private organisations offered various forms of post-compulsory education outside the municipal framework, and how they contributed to the eclectic and diverse nature of FE across England. This, I argue, not only reflected the expedience, compromise and inertia that characterised FE in post-war England but was rooted in a capture of educational policy more generally by a privileged elite intent on maintaining a social order characterised by social, economic and cultural divisions. This article presents an analysis of the national curriculum for geography as it has evolved in England since its inception in 1991 following the Education Reform Act of 1988. Whilst the main contents of our original analysis are provided by way of a table, enabling the reader ready access to the broad trends we identify in how geography has been expressed in the national curriculum over a period of some 25 years, the main purpose of the article is to focus on the current reforms in England. This takes the form of a brief, and yet precise, “knowledge-led” national curriculum programme of study introduced to a radically marketised school system in which choice and local autonomy are emphasised and encouraged. Our discussion leads us to speculate on the possibility of teachers reclaiming professional responsibility for the curriculum rather than the state, based on a progressive discipline oriented vision of geography in education. The article discusses the role of local authorities (LAs) in England in the implementation of equality and diversity (E&D) in education. Topics discussed include the role of the Children and Young People's Services (CYPS) and the Children and Young People's Equality Network, British equality legislation including the Equality Act 2010 and Ofsted Framework for School Inspection, and homophobic bullying prevention programs.

The historiographical tradition which developed within the history of education from the 1970s regarded religious organisations as distractions from the “real” task of developing state-funded universal compulsory education. Despite more positive evaluations of voluntary agencies within the history of social policy, since the 1980s, the schools affiliated to the national co-ordinating religious societies are still regarded as potential agents of social control, inadequate in numerical terms, with poor standards, dull curricula and brutal discipline. This article seeks to redress the balance of this historiography by means of a case-study of part of the London hinterland. It will show how voluntary schools attached to national and international “modern” co-ordinating bodies might provide sufficient school places, a curriculum which was structured, with results evaluated positively by inspectors, and could operate systems of rewards rather than corporal punishment. Comparisons with the period after school boards were founded indicates that attendance rates stayed about the same, that the curriculum initially narrowed in one area, and that corporal punishment increased. While these factors were due partly to population increase, the evidence nevertheless demonstrates how voluntary schools could provide adequately, even well, for local populations, and that rate-aided school provision might have negative consequences. Sister and brother Anna Letitia Barbauld (née Aikin; 1743–1825) and John Aikin (1747–1822) are two famous Rational Dissenting writers who strategically appropriated republican discourse to advance the Dissenting cause. Both make the case that, far from being subversive, Rational Dissent actually granted its adherents the independence that, from a republican perspective, was considered essential to true patriotism. In a fresh formulation of republican discourse, they present the strength of the Rational Dissenting commitment to ‘free inquiry’ as security for continuing independence, enabling liberal Dissenters to act as patriotic guardians of British virtue and liberty against the dangerous effects of luxury, even as they continued to contribute towards the development of the British commercial economy and to promote the benefits of commerce, traditionally regarded with hostility by classical republicans. Effectively exploiting the classical republican belief in the central role of education, Barbauld and Aikin particularly sought to publicize the role that the Dissenting academies had played in producing patriots by making ‘free inquiry’ the basis of their pedagogical philosophy and practice. This article reviews recent policies for 14-19 learning in Wales and Scotland, and discusses the extent to which these policies have diverged from England following parliamentary devolution in 1999. It distinguishes different types of divergence and suggests that many policy differences have not been about major issues of educational philosophy or political principle but rather about different ways in which similar policy strands have been woven together in distinct agendas or programmes, and about associated differences in policy styles. In the hit BBC TV drama Life on Mars Sam Tyler had an accident and woke up in 1973. Is he mad, in a coma or actually back in time? As the drama unfolds he experiences a world without performance audits but also one without the safeguards for arrest, detention and the interviewing of suspects mandated by the Police and Criminal Evidence Act (1984). The acclaimed series has led to flights of nostalgia, not least for a world in which police could get on with 'real policing' without 'unnecessary' paperwork. In this article, we will metaphorically go back in time to contemporary and historical practices of headship in English schools. If a headteacher from 2009 were to wake up in 1973 what would they understand about their work, what would be the same, what would be different? What taken-for-granted current practices might get them into trouble, what might frustrate them - and what might delight them that they would bring back to the current job if they could? This article examines the opinions, arguments and actions which led to the foundation of universities in the North: in alphabetical order, Leeds, Liverpool, Manchester, Sheffield. Among the topics discussed are: the availability of funding from private sources, the extent of local (especially aristocratic) support, the limited involvement of governments, the differing attitudes towards science and technology, and civic rivalries.
