This article explores the intricate relationship between economic growth and unemployment across multiple African countries, with a focus on estimating the Okun's coefficient. Data from the International Labour Office (ILO) and the World Bank's databases for 39 African nations were utilised. Two distinct methodological approaches, first differences and the Hodrick-Prescott (HP) filter, were employed to assess result robustness. Findings reveal that in most African countries, the link between GDP growth and unemployment is weak or non-existent, unlike advanced economies. This divergence underscores unique economic structures and labour dynamics in African nations, necessitating tailored approaches to address unemployment. The study also investigates factors contributing to Okun's coefficient variability in Africa, emphasising structural, demographic, and economic influences. Demographic trends, domestic market competition, and the rule of law are identified as key determinants. Consequently, policymakers are urged to prioritise measures targeting these factors to enhance job creation and economic stability. Additionally, the study highlights the role of growth volatility, particularly in Morocco, emphasising the need for policies to stabilise economic growth and mitigate unemployment fluctuations. Unemployment hysteresis, where joblessness persists even after economic improvement, reveals the lasting impact of initial downturns. We delve into this puzzle in Morocco from 1999Q1 to 2019Q3, using four methods to examine the non-accelerating inflation rate of unemployment (NAIRU) time series for unit root causes. Across all methods, we consistently find a hysteresis effect. We also explore how inflation and NAIRU interact, although results are mixed. This suggests policies focusing on reform, training, and learning could help reduce long-term joblessness. Our findings shed light on unemployment's enduring effects, even during recoveries, hinting at possible shifts in job markets. Our study contributes to global science by examining labor market hysteresis in Morocco, offering insights into policy implications for both Morocco and other developing nations. By examining how economic policies impact unemployment over time, we provide valuable guidance for policymakers grappling with similar challenges. As a specific driver for the transformation of education systems in Morocco, inclusive education is a process that aims to reduce the exclusion of children with disabilities. Indeed, few studies have analysed the exclusion factors that cause children with disabilities not to pursue their education. Based on this, the present paper explores the spatial effect of factors related to accessibility and school supply. The database is from the latest national survey of the 2014 General Census of Population and Housing for the 75 provinces of Morocco. The designated age group is children aged 10–14 years. Exploratory spatial analysis has allowed us to map the hotspots of school dropout risk. The results of the spatial heterogeneity show a deficit in the distribution of accessibilities and the supply of paramedical services. From economic policy, we emphasise the need for spatial equity in the geographic distribution of inclusive education provision. The equitable distribution of psychological conditions for school retention is a straightforward factor in the success of the inclusive education model in Morocco. [ABSTRACT FROM AUTHOR]

Based on data from international surveys measuring learning (TIMSS), this article focuses on the analysis of the academic performance Moroccan students. The results of the econometric model show that the students' characteristics, their family environment and school context are key determinants of these performances. The study also shows that the Moroccan educational system is segmented: urban versus rural and public versus private. This double duality illustrates clearly that the Moroccan education system is a juxtaposition of a "categories" rather than a "unified" market.

Although the quantity of education is widely used to measure the economical and social performances of educative systems, only a few works have addressed the issue of equity in education. In this work, we have calculated two measures of inequality in education based on Barro and Lee's (2010) data: the Gini index of education and the standard deviation of schooling. The sample comprises 15 countries from the MENA region over the period 1950-2010. We used hierarchical clustering to control for the heterogeneity of the sample and identify the existence of cluster of similar value. We applied the Kuznets curve of education over the countries of the region. The findings show a decline in the Gini index within all the participating countries, for men and women and also for all age groups. The results also indicate that the education distribution was more unequal in the middle-income countries than in the higher-income countries in 2010, although they had almost the same level in 1970. The results suggested that the shape of the Kuznets curve depends basically on the measure used to approximate the inequality. Indeed, the Kuznets hypothesis is emphasized once we use the standard deviation of schooling. The Gini index, for its part, has maintained a significant negative relationship within the average number of years of the study.

This study aimed to unveil the evolving landscape of digital financial inclusion in African countries during the post‐COVID‐19 era. We examined factors influencing the access and usage of digital financial services and identified population segments facing increased exclusion due to the digital divide. First, by applying principal component analysis to data collected at the country level from 39 African countries in 2014, 2017, and 2022, we developed a digital financial inclusion index. Second, the empirical research utilized a microlevel dataset of 29,042 adults from 29 countries, sourced from the World Bank's Global Findex 2021 database, employing the instrumental variable probit methodology. Comparative analysis showed improvements in digital financial inclusion rankings for Kenya, Lesotho, and Botswana, while Egypt, Sudan, Tunisia, and Niger experienced declines, indicating limited access. Our empirical findings suggest that certain groups, such as women and individuals with limited education and lower incomes, encounter obstacles in accessing digital financial services. Factors such as education level, labor market participation and access to technology and internet infrastructure emerged as crucial in promoting digital financial inclusion. Our sample's representative nature enhances the study's practical implications, guiding public policies and international institutions to accelerate digital financial inclusion in Africa. This paper explores new pathways to women's empowerment, including household structure, family support, satisfaction and self-esteem, and trust in institutions and politicians, and their impact on labor market participation, with a specific focus on gender differences. Using a microeconomic database of 7,860 individuals from North Africa and employing a Probit model, we find that gender significantly influences labor market participation. Surprisingly, our results reveal that education operates in an unexpected direction in the North African region, confirming the "MENA paradox". Moreover, household structure's impact on labor decisions varies by gender, as gender norms prevalent in male-dominated societies hinder women's labor market participation, leading to a "marriage penalty." In a similar vein, our estimations reveal a significant positive correlation between men's belief that "men should have greater job rights than women during scarce work periods" and their labor force participation, shedding light on the influential role of gender norms in North Africa. Our study emphasizes the critical role of networking, social capital, and how North Africans' perception of political life impedes their labor force participation. As for policy implications, our contribution illuminates new pathways for women's empowerment, advocating for comprehensive legislative reforms to promote gender equality and foster inclusive development. The labor market can be a daunting place for young graduates; this paper aims to shed light on how they navigate it. By examining the ways in which they enter the workforce and the impact of individual and socioeconomic factors on their career paths, we gain a deeper understanding of the challenges they face. We use a two-stage approach to study this issue: first, we create a typology of graduates' integration paths and then estimate the likelihood of following a specific trajectory through multinomial logit analysis. Our findings reveal a diverse range of professional journeys, with graduates from open-access institutions facing higher rates of unemployment and continuing their studies, and women experiencing more precarious situations. This study stands out in the literature in several ways. Unlike previous research on the topic, we develop an index of soft skills that incorporates multiple dimensions. Additionally, we use individual data from a regional survey conducted by ANAPEC, making this the first study of its kind for Morocco. The results of our study can inform our understanding of the importance of soft skills for youth employability and the need for training policies in a rapidly changing job market. In terms of employment policy, our findings on the intertwining of first-time and long-term unemployment among higher education graduates suggest the need for a comprehensive strategy that focuses on the organization of the initial integration phase. As a semi-arid/arid country located in the northwest of Africa, Morocco is facing serious water scarcity driven by the dual stresses of decreasing availability of water resources and increasing water demands. Virtual water trade could be an effective tool to alleviate water scarcity. The paper presents an analysis of the relationships between agrarian productions, foreign trade, and the water sector in Morocco by deriving a comprehensive estimate of virtual water export and import in Morocco's foreign trade of 40 crop products during the period from 2000 to 2017. Our objectives include determining the intensity of water consumption of exported and imported crop products and quantifying the water consumed and saved, respectively, by locally producing and importing these products. To this end, FAO's Penman-Monteith climate model was used to estimate crop water requirements based on data on meteorological factors. The results show that Morocco was a net virtual water importer during the study period. The deficit was 595.74 Gm3. The tendency of total virtual water export was on a rising trend, while the total virtual water import was on a downward trend. The main exported virtual water was from vegetables (68.87 Gm3, 72.47%) and the main imported virtual water was from cereals (679.68 Gm3, 98.4%). Regarding crop product's water intensity, we found that the exported crop products were excessively concentrated on water-intensive products such as mandarins and clementines, figs, oranges, apricots, plums, citrus fruits, olives, tomatoes, asparagus, peas, and artichokes. On the other hand, the agricultural policy of 2009–2020 increased the production of water-intensive products. This finding seems to be going against the virtual water trade theory, which states that water-poor countries should import water-intensive products and produce local products with lower water requirements. This paper explores the higher education financing policy in Morocco in light of the central issue of equity. First, it surveys the current situation, using a critical approach to the present financing policy, and looking at the three dimensions of adequacy, efficiency, and equity. Second, it describes the principal policy challenges in financing higher education. Third, it presents several public policy proposals likely to bring changes to the financing policy in order to meet these challenges. The analysis shows that the sustainability and the equity of the current financing system are undermined by the dysfunctions introduced by the private/public split in the higher education system and the lack of a clear political strategy pertaining to the medium of instruction.

The Moroccan agricultural cooperative sector is a key player in self-employment and income generation through territorial anchoring. The government's "MOURAFAKA" program offers support for newly created cooperatives, including strategic diagnosis and training. This paper analyzes the impact of the MOURAFAKA program on the sustainability of agricultural cooperatives in Morocco. Using original data from a survey of 232 cooperatives and a second database of 1131 cooperatives, the study employs a methodology based on survival function analysis and Cox regression. The results show that the MOURAFAKA program improves the sustainability of agricultural cooperatives by strengthening their management, governance, and market access capabilities. The study also highlights the importance of internal factors such as management skills, leadership style, and cooperative size, as well as external factors such as strategic adaptability, in determining the sustainability of agricultural cooperatives. The policy implications of these findings suggest that upstream literacy programs and capacity-building initiatives for cooperative leaders, as well as downstream access to financing, marketing, and practical training, are crucial for ensuring the sustainability of cooperatives. To mitigate the educational disruption, during the coronavirus pandemic, countries work to facilitate the continuity of learning by using mobile technologies for teaching and learning. Despite the development of mobile communication technology and Although distance education has been developed for several years, it is still widely regarded as falling to assure educational equality. Remote learning during this pandemic crisis is challenging. Policy makers, school principals, teachers, students and parents are all juggling unusual responsibilities. This paper reviews the school closures literature, highlights the equality of opportunity challenge and gives some guidance to effectively implement a productive learning programme. The purpose of the current study is to assess risk in the customs supply chain. A risk assessment model using a combination of the extended fuzzy (EF) analytic hierarchy process (AHP) method with criticality analysis is proposed. EFAHP may be used as an efficient method for determining the importance of risks in the assessment process, but it does not determine whether the risks are at an acceptable level based on their risk points. A risk assessment study was conducted on Moroccan customs, in which threats were determined based on experience. The past 10 years' statistical records were categorized, and each category was prioritized using the EFAHP method. EFAHP is a useful tool that considers the fuzziness of the data involved in determining the preferences for various decision variables. The fuzzy set theory gives a much better representation of the subjective judgments. Thus, it further refines the evaluation problem. The determined risks were also assessed based on criticality. The relation between the assessment of the risk class based on criticality and the fuzzy AHP weights was examined, and the risk class intervals for EFAHP were determined. In the study, an approach was developed based on the fact that the measure of the risk class in criticality risk assessment can be used with the obtained results, using the EFAHP method by comparing the obtained priority weights against the normalized scores of criticality. After independence, Morocco had to face lots of challenges, including the building of an educational system that would respond to the needs of Moroccan society. Its commitment to achieve a high human development set Morocco on introducing a series of reforms. Despite the efforts made, Morocco is far from reaching the development goals of the third millennium. This is explained by several factors. The aim of this paper is to describe some essential aspects marking the quantitative evolution of the Moroccan educational system. We will present the evolution of the main educational indicators. The results show that much progress has been made and that much needs to be made if we compare Morocco with MENA countries. To achieve its goals, the educational system in Morocco needs a real will. This work is one of works trying to understand, and to assess the differences of children educational achievement by genre. In fact, this work tries to find answers of two sequential questions: can we accept the hypothesis, often allowed, which stipulates that boys are more performing than girls in science subjects? If yes, how to analyze a possible difference in terms of its determinants? In this regard, we'll try to explain the achievement differences between boys and girls in the 4th year of primary using TIMSS-2011's database. The applied methodology is the decomposition developed by Oaxaca and Blinder (1973), and generalized by Neumark (1988) and Oaxaca and Ransom (1988, 1994). Even if our results confirm that the girls are more performants than boys, the performance of the educational system and Moroccan is still very mediocre in general. [ABSTRACT FROM AUTHOR]
