This paper explores concessions made by Australian authorities concerning Japanese immigration during the era of the White Australia Policy in the early twentieth century. Australia's Immigration Restriction Act was introduced in December 1901. As the major piece of legislation in the White Australia Policy, the act made it virtually impossible for non-Europeans to migrate to Australia. However, Japanese people enjoyed a special position among non-Europeans under the White Australia Policy thanks to Japan's growing international status as a civilised power at the time, as well as its sustained diplomatic pressure on Australia. While the Commonwealth was determined to exclude Japanese permanent settlers, it sought ways to render the policy of exclusion less offensive to the Japanese. In the early 1900s, two minor modifications to the Immigration Restriction Act were implemented in order to relax the restrictions imposed on Japanese citizens. Moreover, in the application of Commonwealth immigration laws, Japanese people received far more lenient treatment than other non-Europeans and were afforded respect and extra courtesies by Australian officials. Nevertheless, these concessions Australia made to Japanese citizens were minor, and the Commonwealth government maintained its basic policy of excluding Japanese permanent settlers from Australia. This paper shows that, despite continued diplomatic efforts, Japan was fundamentally unable to change pre-war Australia's basic policy regarding the exclusion of Japanese permanent settlers. The diplomacy of Japan towards its Asian neighbours has always been a complex issue. Throughout the years, the foreign policy of Japan has witnessed severe alterations specifically after the Second World War. Since then, new challenges and opportunities have risen which have formed a new, adapted Japanese diplomacy, albeit not disconnected from its traditional aspects and its past. The current purpose of the paper is to highlight these evolutions and challenges of the post WWII Japanese diplomacy. The focus will be on the two main neighbours and traditional partners of Japan, the People's Republic of China and the Republic of Korea. There will be an effort to highlight the challenges that Japan experiences with the aforementioned countries, its diplomatic approaches and how these could be evolved in the near future. Examining the coverage in seven major Japanese and Taiwanese daily newspapers of a selection of events involving both societies in the first decade of the twenty-first century, this paper investigates the phenomenon of rhetorical instrumentalization of the past for present ideological purposes. The concerns of this study are the processes of dehistorization in Japanese and Taiwanese news and public debate, and through a critical thematic reading of the sources I argue that a motif of Taiwanese repetition and imitation of Japan runs through all the studied cases as a basic narrative formula. Analyzed cases include news presentations of Taiwanese politicians visiting Japan, controversial statements on Taiwan by a Japanese cabinet minister, infrastructure developments in present-day Taiwan and the controversy surrounding a Japanese guidebook to Taiwanese prostitution. Throughout the material, Taiwan is pictured as ideally progressing along a trajectory marked out by Japan and the two are cast in fixed roles that recall their relative positions in the half-century of Japanese colonization of Taiwan: Japan teaches Taiwan order, unity and modern development and Taiwan studies Japan's past to overcome the challenges of its own present. Or Taiwan spontaneously imitates Japanese precedence as a consequence of its own development. This paper fundamentally challenges the rationale underlying strategic instrumentalization of the past and draws critical attention to the paradoxical fact that the use of the repetition formula positions the covered news events in a thematic field of time-lag and retrospection. The preoccupation of critical IPE theory with the global neo-liberal programme of deregulation and restructuring tends to hide the emergence of alternative patterns of regulation in different sites of global transformation. Currently, Japanese capitalism projects on a regional plane, concepts of regulation that negate neo-liberal discourse. The contours of the regionalization of Japan's state and economy are taking shape in the form of tightly coordinated production networks, administrative guidance of investment patterns, and a regional division of labour. The paper traces the roots of Japan's regulation strategy for the Asian region to a historical logic of ideological, political and institutional responses of Japanese capitalism to structural change in the world order. At three successive moments in the history of Japanese capitalism, the strategic competence, conscious compromises and 'sense of direction' of administrators played a critical role. It is contended that an account of the history of this intellectual stratum in the process of social differentiation will not only shed light on the persistence of Japan's enigmatic political culture, but also clarify the absence of liberal ideas in Japanese concepts of regulation. In this paper, the author reviews commonalities and differences in the distortions of history by Japan and China and also analyzes the political implications and structure, ultimately to show how the process can be linked with bringing peace to Northeast Asia. Based on this analysis, solutions are sought to address the disputes over history between Korea, China, and Japan. In the long term, the historical debates can be addressed by establishing common historical perception based on academic research. This is possible when causes for debates such as the Sino-Japanese struggle for hegemony and the Gando issue raised by Korea are eliminated. Another premise is Japanese reflection on its modem history of aggression. What matters is to put words into action by calling on Japan to reflect upon the history of aggression in an effort to broaden common historical understanding among the three countries' civil societies and jointly defending the Japanese pacifist constitution as a universal value. Background: Although the issue of nutrition was long underrepresented in the global health agenda, it regained international attention with the introduction of the Scaling Up Nutrition (SUN) framework. A historical review of global nutrition policies over 4 decades illustrates the evolution of nutrition policy themes and the challenges confronted by SUN.Objective: This study reviews major events in global nutrition policy from the 1970s to the SUN movement around 2010 to illustrate the dynamics of global agenda setting for nutrition policy along with implications for the government of Japan.Methods: The events are categorized according to each decade's nutrition paradigm: nutrition and its socioeconomic features in the 1970s, nutrition and community programs in the 1980s, nutrition as a political issue in the 1990s, and nutrition and evidence in the 2000s.Results: This study identified 2 findings: First, the arguments that led to a global consensus on nutrition policy generated paradigm shifts in core ideas, and second, in response to these paradigm shifts, global nutrition policies have changed significantly over time. With regard to Japan, this analysis concludes that the government of Japan can take a greater initiative in the global health community as supporter of SUN by strategically developing a combination of financial, political, and practical approaches to improve global nutrition policy through the concepts of Universal Health Coverage and Human Security.
