This paper aims to describe the historical evolution of the cooperation between the Council for Mutual Economic Assistance (COMECON) and Mexico following the signing of their cooperation agreement in August 1975, which remained in effect until COMECON'S demise in 1991. To this end, a brief analysis is made of the antecedents of this international body, which was created within the so-called socialist bloc, and a review is conducted of the body's conception of international cooperation. After covering the historical context behind the mentioned agreement's negotiation, its legal framework, context and scope are reviewed. This paper thereby seeks to contribute to the historical memory of cooperation policy and its international regime, with particular reference to COMECON and Mexico in the period known as the Cold War. El trabajo se inscribe en dar respuesta a una pregunta más amplia acerca del proceso de constitución del campo de las RI como disciplina académica autónoma en Argentina. Se indagará sobre los aportes realizados por la EFI, especialmente, el estructuralismo latinoamericano y el desarrollismo, como espacios de producción teórica y conceptual desde donde se construye parte del pensamiento sobre la realidad internacional El objetivo del trabajo girará en torno a reconstruir la agenda de EFI y su contribución al desarrollo de las RI argentinas mediante la observación y análisis de los principales autores y conceptos, las instituciones que han servido como espacios de producción de conocimiento y las revistas especializadas que actuaron como plataformas para la difusión de temas e ideas. Abstract This paper seeks to answer the question what have been the main contributions of international political economy (IFE) to the historical evolution of the intellectual field of International Relations (IR) in Argentina. This inquiry is embedded within a broader question about the process of the constitution of the IR field as an autonomous academic discipline in Argentina. In order to do so, I analyze the contributions made by IFE, especially Latin American structuralism and developmentalism, as spaces of theoretical and conceptual production from which part of the thinking about the international reality has been built. The main objective of the paper revolves around reconstructing the IFE agenda and its contribution to the development of Argentine IR through the observation and analysis of the main authors and concepts, the institutions that have served as spaces of knowledge production, and finally the academic journals that have acted as platforms for the dissemination of themes and ideas. Resumo Este trabalho busca responder à pergunta acerca de quais têm sido os principais aportes da economia política internacional (EFI) ao devir histórico do campo intelectual das Relações Internacionais na Argentina. O trabalho inscreve-se em dar resposta a uma pergunta mais ampla acerca do processo de constituição do campo das RI como disciplina acadêmica autónoma na Argentina. Se indagará sobre os aportes realizados pela EFI, especialmente o estruturalismo latino-americano e o desenvolvimentismo, como espaços de produção teórica e conceitual desde onde se constrói parte do pensamento sobre a realidade internacional. Este artículo aborda la contribución de la geopolítica a la construcción del campo de las Relaciones Internacionales en Argentina, y está englobado en un trabajo más amplio que busca responder a la pregunta más general sobre cómo se desarrolla el proceso de constitución del campo de las Relaciones Internacionales como disciplina académica autónoma en la Argentina. Se pone de relieve el ímpetu que la geopolítica dio al campo en términos conceptuales e institucionales. A partir del análisis bibliográfico y la revisión de documentos históricos de la Revista de la Escuela de Guerra Naval (1969-presente), la Revista Geopolítica (1975-2000) y la Revista Estrategia (1969-1983), se busca identificar debates y perspectivas comunes en ambos campos sobre lo internacional. Tanto desde las instituciones militares como desde los círculos académicos, la geopolítica sirvió de marco para el surgimiento de los estudios sobre seguridad internacional y los análisis de corte realista dentro de las Relaciones Internacionales argentinas. This paper addresses the contribution of Geopolitics to the construction of the International Relations (IR) field in Argentina. Enclosed in a broader study that seeks to answer the more general question about how the process of constitution of the field of International Relations (IR) is developed as an autonomous field of research in Argentina, the article will highlight the impetus that Geopolitics gave to the field in conceptual and institutional terms. Based on the bibliographical analysis and the revision of archival documents of the Revista de la Escuela de Guerra Naval (1969-present), Revista de Geopolitica (1975-2000), and Revista Estrategia (1969-1983), the paper aims to identify common debates and perspectives on ''the international'' issue. From both military institutions and academic circles, Geopolitics served as a framework for the emergence of studies on International Security and realist approaches within the Argentinian IR. Este trabalho abordará a contribuição da Geopolítica a construção do campo das Relações Internacionais (RI) na Argentina. Englobado em um trabalho mais extenso que procura responder a pergunta generalizada sobre como se desenvolve o processo de constituição do campo das Relações Internacionais (RI) como disciplina acadêmica autônoma na Argentina, o artigo salientará a intensidade que a Geopolítica deu ao campo em termos conceituais e institucionais. A partir da analises bibliográfica e a revisão dos documentos históricos da Revista da Escola de Guerra Naval (1969-presente), a Revista Geopolítica (1975-2000) e a Revista Estratégia (1969-1983), procura identificar debates e perspectivas comuns em ambos campos sobre o internacional. Tanto desde as instituições militares como desde os círculos acadêmicos, a Geopolítica ajudou como ponto de partida para o surgimento dos estudos sobre Segurança Internacional e as análises de corte realista dentro das RI argentinas.

El propósito de este trabajo, es presentar la geopolítica de Ucrania a través de la historia, conocer desde cuándo es un territorio en disputa; cuales son los elementos que lo convierten en un actor importante, así como Rusia y la geoestratégia Europea tras los intereses por un acercamiento a la reanimación de la Guerra Fría y la intervención de actores como Estados Unidos y la OTAN. Como corriente teórica se expone la ciencia de la geopolítica, ya que brinda los elementos adecuados para el estudio geográfico y los intereses estratégicos. Este trabajo consta de tres capítulos que permiten analizar el papel de Ucrania en el territorio Euroasiático: El primer capítulo de este trabajo explica desde una perspectiva histórica, los antecedentes que durante los siglos XIX y XX, e inclusive en la época de los imperios desde el siglo IV, han determinado su privilegiada posición geográfica y la importancia del Mar Negro, en términos de disputa por recursos y posicionamiento militar en la zona; así como el inicio del Nacionalismo y su importancia a través de las guerras en su relación con los países vecinos, en especial con Rusia y Europa, hasta la segunda Guerra Mundial.Desde un ámbito también geográfico e histórico, el segundo capítulo identifica los factores económicos, el paso de recursos mineros, gas y petróleo, que entre el periodo de la Guerra Fría y los albores de la Revolución Naranja en 2004 cambiaron el rumbo de Ucrania; primero como región primordial de la URSS y luego en su independencia tras el colapso soviético, en su traumático trasegar de dependencia política y de seguridad frente a Rusia y la Unión Europa en su continua disputa. En el último capítulo, se realiza un análisis sobre la situación actual de Ucrania, tomando como base la caótica situación que desde hace más de un año presenta, analizando su importancia geoestratégica, así como sus grandes recursos minerales y reservas de gas; sumando su autonomía y la formación de facciones políticas internas en el ámbito económico y social de las tensiones en escalamiento frente al tema de Crimea junto con los efectos de los diferentes sucesos ocurridos y el discurso nacionalista pro y anti ruso de las élites políticas y económicas de este país, además, la manera como se han organizado las clases medias y populares, en torno a los intereses de las élites que se dividen entre seguir a la Unión Europea y los sectores proclives a favorecer la diplomacia e intereses económicos del Kremlin. Se tuvo en cuenta las discusiones internacionales por recursos energéticos que Ucrania provee o permite que atraviesen su territorio hacia Europa y se concluye con un examen de los efectos geopolíticos de Estados Unidos, tras la intervención que de manera directa e indirecta ha realizado e influenciado a la Unión Europea para favorecer sus intereses. The purpose of this paper is to present the geopolitics of Ukraine through history, to know since when is a disputed territory; what are the elements that convert it a major player? As well as Russia and the geostrategic European, beyond interest by the rapprochement to the revival of the Cold War and the intervention of actors like the United States and NATO. As current theoretical, exposed the science of geopolitics as it provides the right elements for geographical study and interests strategic. This work consists of three chapters that analyze the role of Ukraine in the Eurasian territory: The first chapter of this paper explains from a historical perspective, the background that during the nineteenth and twentieth centuries, and even in the epoch since empires from IV century, have given their privileged geographical position and the importance of the Black Sea, in terms of dispute over resources and military positioning in the area; as well as the initiation of Nationalism and its importance through the wars in its relationship with neighboring countries, in especially with Russia and Europe until World War II. Since a geographical and historical also context , the second chapter identifies the economic factors, the step of mineral resources, gas and oil, that between the period of the Cold War and the dawn of the Orange Revolution in 2004 changed the rhumb of Ukraine; first as region primordial of the USSR and then in their independence after the Soviet collapse, in its racking traumatic of political dependence and of security front Russia and the European Union in their ongoing dispute. In the last chapter, It is performed an analysis of the current situation in Ukraine, taking based on the chaotic situation that for more than a year ago presents, analyzed its geostrategic importance as well as its large mineral resources and gas reserves; adding their autonomy and the formation of internal political factions in the economic and social of the tensions in scaling on front of Crimea together with the effects of different events occurring and nationalist discourse pro- and anti-Russian political and economic elites of this country also the way they have organized the class and, around the interests of the elites who are divided between following the European Union and the sectors likely to favor diplomacy and economic interests of the Kremlin classes. This paper discusses the shaping of Mexican territory in the light of the power relations that moulded international politics in the 19th century. Drawing from Yves Lacoste’s geopolitical analysis, the work claims, first, that it is essential to look at the interconnections and interaction between different territorial scales; and, second, that we need to take a long-term historical view, if we are to grasp the process that led to the final configuration of Mexico’s borders. Cet article traite de la formation du territoire mexicain à la lumière des relations de pouvoir qui ont façonné la politique internationale au xixe siècle. S'appuyant sur l'analyse géopolitique d'Yves Lacoste, ce travail affirme, d'une part, qu'il est essentiel d'examiner les interconnexions et les interactions entre les différentes échelles territoriales et, d'autre part, qu’il faut adopter une vision historique à long terme, si on veut saisir le processus qui a conduit à la configuration finale des frontières du Mexique. Este trabajo analiza la conformación del territorio mexicano a la luz de las relaciones de poder que moldearon la política internacional en el siglo XIX. Basándose en el análisis geopolítico de Yves Lacoste, el trabajo afirma, en primer lugar, que es esencial observar las interconexiones y la interacción entre las diferentes escalas territoriales; y, en segundo lugar, que es necesario adoptar una visión histórica de largo plazo, si queremos comprender el proceso que condujo a la configuración final de las fronteras de México.

17. Keeping it Simple : Word Trend Analysis for the Intellectual History of International Relations

In my current research on the intellectual history of international relations, I aim to use digital methods of text analysis to explore conceptual content and change in diplomatic texts. Specifically, I am interested in the sub-set of bilateral treaties explicitly related to cross-border cultural exchange – cultural treaties – some 2000 of which were signed in the twentieth century. What methods and workflows seem most appropriate for this task? Our answer thus far has been to keep it simple. Inspired by recent work by Franco Moretti, Sarah Allison, and others, we apply a straightforward form of quantitative word trend analysis, integrated with analysis of metadata about the corpus and tested (and expanded) through full-text searching. By formulating this approach in a specific relationship to the nature of the corpus and the historical questions I want to ask of it, we are able to get quite a lot out of this simple method. In this paper, I describe this approach, share some provisional findings, and offer some methodological reflections.

Informed by an understanding that the quest for autonomy can serve as a compass of Brazil’s foreign policy, this paper undertakes an extensive interpretative analysis of the concept in relation to the agency/structure debate. Our aim is to use these theoretical tools to analyse Brazil’s international action during the 21st century, paying special attention to Bolsonaro’s administration. This article argues that we are witnessing a dual break in autonomy: an essentially structural break related to the underlying trends currently redesigning the international world as we know it, and another more agential break, resulting from president Bolsonaro’s particular worldview, We thank to the funding received from Aristos Campus Mundus. An essay is presented on the racialization of Mexican Americans in the U.S. Particular focus is given to the effects of conflicts between the U.S. eugenics movement and U.S. interests in Latin America on attitudes towards Mexican Americans. Details related to the classification of Mexicans as a separate, nonwhite race in U.S. records are presented. Other topics include the U.S. Department of State, the Good Neighbor Policy, and white supremacy.

20. The Government's Business? : Swedish Foreign Policy and Commercial Mineral Interests in Liberia, 1955–1980

The engagement of Swedish industry in the Liberian American–Swedish Minerals Company (LAMCO), which mined iron in Liberia between 1963 and 1989, was the largest Swedish commercial investment in Africa during the Cold War. In this paper I investigate how political and administrative actors of the Swedish government conceptualized the link between private and public interests in the context of LAMCO’s operations, and how this shaped Swedish government policy towards the company and Liberia. I identify two phases: a phase of almost unanimous political support for LAMCO and close Swedish–Liberian relations from ca. 1955 to 1965, and a more fragmented phase following 1965, during which LAMCO was increasingly understood as a political liability. My findings show how business interests could figure into Swedish foreign policy during the Cold War, highlighting the coherence with which Swedish industry and government acted in relation to the commercial interests in Liberia before ca. 1965, but also the lack of coherence – between government and industry as well as within the state apparatus – that followed the turn to a more activist policy after the mid-1960s. This paper aims to investigate some of the main features of sixteenth century international law in order to challenge traditional international law foundations. By exploring concrete cases, and indicating situations in which state and non-state actors resorted to international norms in order to promote trade and celebrate peace treaties, it is inquired whether some pre-Westphalia international trade and warfare practices may be defined as the beginning of “modern” international law., Este artigo objetiva investigar aspectos relacionados ao direito internacional do século dezesseis com o objetivo de desafiar os fundamentos tradicionais da disciplina. O estudo de casos concretos, indicando situações em que Estados e atores não estatais empregaram normas internacionais para promover o comércio e celebrar tratados de paz, sugere que tais práticas estatais anteriores à Paz de Vestfália inauguram o direito internacional moderno.

This article aims to highlight the major historical and geopolitical characteristics of Central Asia. Various geopolitical currents highlight the prominence of Central Asia under the geostrategic and global economy. Authors such as H. Mackinder or Z. Brzezinski, stressed the importance of the 'Heartland' (i.e. the Eurasian Balkans), while is 'world axis' and geopolitical space. The central argument is that this is a region of major importance in the current economic arena as a result of its strategic position as a link between East and West, a space of competition and reinforcement of the great powers. By revisiting history and through a literature review, this paper aims to contribute to increase knowledge about a remote region of the world, but of utmost importance in the geopolitical and economic context of today. Besides, the region has been, in recent years, attracting the attention of foreign investors due to the existence of large reserves of oil and gas. Este artículo tiene como objetivo destacar las principales características históricas y geopolíticas de Asia Central. Diversas corrientes geopolíticas destacan la importancia de Asia Central bajo la geoestratégica y la economía global. Autores como H. Mackinder o Z. Brzezinski, destacaron la importancia del 'Heartland' (es decir, los Balcanes euroasiáticos), mientras 'eje del mundo' y espacio geopolítico. El argumento central es que esta es una región de gran importancia en el escenario económico actual, como resultado de su posición estratégica como nexo entre Oriente y Occidente, un espacio de competencia entre las grandes potencias. Al revisar la historia y a través de una revisión de la literatura, este trabajo pretende contribuir a aumentar el conocimiento sobre una región remota del mundo, pero de suma importancia en el contexto geopolítico y económico de hoy. Además, la región sigue, en los últimos años, atrayendo la atención de los inversores extranjeros debido a la existencia de grandes reservas de petróleo y gas. O objetivo desde trabalho é destacar as principais características históricas e geopolíticas da Ásia Central. Várias correntes geopolíticas enfatizam a importância da Ásia Central sob a geoestratégica e a economia global. Autores como H. Mackinder ou Z. Brzezinski, destacaram a importância de "Heartland" (ou seja, os Balcãs eurasiáticos), enquanto 'eixo do mundo' e espaço geopolítico. O argumento central é que esta é uma região de grande importância no cenário econômico atual, como resultado de sua posição estratégica como enlace entre o Oriente e o Ocidente, uma zona de competição entre as grandes potências. Ao analisar a história e através de uma revisão da literatura, este trabalho pretende contribuir para aumentar o conhecimento sobre uma região afastada do mundo, mas de grande importância no contexto geopolítico e econômico de hoje. After a brief description of the initial development of Venezuela’s crude oil industry, this paper examines the impact the 1932 US tariff on crude oil imports had on the country. The US tariff on crude oil imports stabilised domestic crude oil prices but prevented consumers from benefiting from lower prices in refined petroleum products. The large US international integrated crude oil companies gained from higher crude oil prices for their domestic production while supplying their European markets with mostly cheap crude oil from their newly developed Venezuelan oilfields. The tariff increased the Venezuelan oil industry’s vulnerability to international events because it narrowed the competitive edge it had over domestic US crude oil production. Consequently, the Gómez dictatorship in Venezuela at the time became more dependent on the oil companies operating in the country since they could reduce production considerably, or even leave the country as quickly as they entered with a negative impact on government revenues. Después de una breve explicación del desarrollo inicial de la industria petrolera venezolana, el artículo examina el impacto de la tarifa a las importaciones de petróleo promulgada en los EE.UU. en 1932 sobre Venezuela. La tarifa americana a las importaciones de petróleo crudo estabilizó los precios de petróleo que habían llegado a un nivel muy bajo. Esto impidió que los consumidores se beneficiaran de precios bajos en productos de petróleo refinado. Las grandes petroleras integradas americanas que suministraban petróleo al mercado doméstico e internacional ahora recibían precios relativamente altos para su producción doméstica mientras abastecían los mercados europeos en la mayoría con petróleo barato de sus nuevos yacimientos venezolanos. La tarifa aumentó la vulnerabilidad de Venezuela a los eventos internacionales porque se redujo la ventaja comparativa que tenía con la producción de petróleo de los EE.UU. En consecuencia, la dictadura gomecista se volvió más dependiente de las compañías petroleras extranjeras en el país, ya que éstas podrían reducir considerablemente la producción o incluso abandonar el país tan pronto como habían entrado con un impacto negativo en los ingresos fiscales del gobierno.
