As part of its regulatory roles, the Australian Government Tertiary Education Quality and Standards Agency (TEQSA) is required to assess evidence of 'scholarship' that is put forward by providers, whether evidence of scholarship by individuals, such as teaching staff within the provider, or for the provider as a whole. TEQSA is seeking to review whether its current approach to assessing claims of scholarship and scholarly activity (as described in the Guidance Note on Scholarship) is adequate, or if the approach needs to be reconceptualised. The purpose of this discussion paper is to set out, for consideration by the sector and other stakeholders, draft principles that are proposed to guide providers in making claims related to scholarship, and to inform TEQSA's assessments of such claims. TEQSA's Guidance Note describes 'scholarship' as 'activities concerned with gaining new or improved understanding, appreciation and insights into a field of knowledge, and engaging with and keeping up to date with advances in the field.' This includes advances in ways of teaching and learning in the field and advances in professional practice, as well as advances in disciplinary knowledge through original research.' This discussion paper proposes a set of principles that would guide providers when offering evidence of their capacity to meet the requirements of the Higher Education Standards (HES) Framework in relation to scholarship. This discussion paper explores the possibilities and risks that data linkage presents for the vocational education and training (VET) sector. Along with a broad overview of the nature of data linkage, it highlights possible applications for data linkage in the VET sector and examines the key challenges associated with its use. A number of case studies are reviewed to illustrate the advantages data linkage can offer, as well as the challenges that may arise. In order to better understand the options for data linkage from an education and employment perspective, a 'map' of relevant Australian datasets is presented, along with a list of data sources that may be of use to VET research. As well as selected Australian datasets, the paper reviews some international datasets of potential interest for VET research in Australia. Using the insights gained from past data-linkage projects and taking into account the privacy and ethics concerns, the paper presents a set of six principles for data linkage. These principles provide researchers with basic steps for guidance when embarking upon a data-linkage project. Finally, future directions for data linkage in VET research are explored.

This literature review examines the available research on skill sets. It provides background for a larger research project "Workforce skills development and engagement in training through skill sets," the report of which will be released early next year. This paper outlines the origin of skill sets and explains the difference between skill sets developed by national vocational education and training (VET) industry bodies for training packages and those developed by registered training organisations (RTOs) for particular clients. The researchers consider the rationale for skill sets and explain their role in the national training system. The review identifies a number of perspectives on skill sets and their contribution to the VET system: (1) Some research suggests that skill sets are a valuable VET solution because of their flexibility and capacity to be responsive to changing labour market needs; (2) Skill sets may also provide a quick and more cost-effective option for learners and may appeal to those who might be daunted by the prospect of having to undertake a full qualification; and (3) Conversely, some suggest that skill sets may confine individuals to narrow job roles and reduce their labour mobility. Berwyn Clayton has been involved in the VET (vocational education and training) sector for over 25 years. After beginning her career as a teacher, Berwyn became a pioneer in promoting the value of research. With a record of over 30 publications and 25 conference papers or journal articles, Berwyn has created an impressive body of knowledge, particularly in areas such as assessment and the capability of the VET workforce. Berwyn is also dedicated to supporting and mentoring new researchers, in particular those who were formerly VET practitioners, as she was. Berwyn is currently the Director of the Work-based Education Research Centre (WERC) at Victoria University. It was these attributes that saw Berwyn named VET Researcher of the Year, and give a keynote speech at the National Centre for Vocational Education Research's 2011 National VET Research Conference (No Frills). This speech provides an insight into Berwyn's journey into VET research and demonstrates her hallmark presentation style using pictures (chosen for their amusing as well as didactic impact) to guide readers through the story. Her messages are directed at practitioner researchers. In her speech, she notes that researchers need consciously to go beyond their comfort zone and look impartially at issues from a different perspective, including that of their potential audiences. Practitioner researchers need to seek out mentors and they need to ensure they find the time to write up their work, so that it has a chance to influence practice beyond their immediate circle. Practitioner researchers should be prepared to cope with adverse reactions to--and sometimes misuse of--research findings. (Contains 1 footnote.)

Recent research in the vocational education and training (VET) sector shows that students are gaining a range of benefits from their studies, beyond expected course outcomes. Students are developing new networks, and gaining confidence and self esteem through the respect received from their teachers and classmates. For some students, these advantages help them to find work and interact more easily with those around them. The networks and trust developed by students can also be referred to as "social capital." While many students are gaining social capital outcomes incidentally, these outcomes can also be actively developed. This paper, presented to Australian Learning Communities Network discusses the concept of social capital and examines the link between social capital and VET. The paper also outlines ways in which social capital can be developed through VET courses and partnerships. The research shows developing social capital can be particularly helpful for marginalised young people. The National Centre for Vocational Education Research (NCVER) was asked by Technical and Further Education (TAFE) Directors Australia to consider, in a discussion paper for their conference held on the Gold Coast in September 2009, how a "tertiary education" sector impacts on the way people think about research and statistics. While a tertiary education focus would be a forward-looking step, it is important that both vocational education and training (VET) and higher education issues receive due attention. Individuals need to build on the good work done for the VET sector rather than subsume it in any sense. What is needed to make sense of the education, participation and achievement of individual students is an integrated tertiary education statistical system. This would require a common core set of standards. It would be relatively straightforward to populate a tertiary education student database from different collections. This database would then be a resource for policymakers and researchers. An integrated approach is required, not an approach which appends higher education statistics to the VET statistics or vice versa.

The purpose of this paper looks at the fundamental issue of whether VET does improve the employment prospects of the groups in question. It exploits data from the Student Outcome Survey to construct samples that proxy three welfare groups and models the post-training employment outcomes. Apprenticeships have a very long history in Australia, building on the traditions of the medieval guilds. The essence of the apprenticeship is the contract of training--a legal contract between an individual, an employer and a training provider. The defining characteristic is the combination of employment and training. The purpose of this paper is to describe what we know about apprenticeships and traineeships, with a view to assessing the likely impact of the current economic downturn on them. National Centre for Vocational Education Research (NCVER) is undertaking a consultation process to determine the next set of National Research Priorities which will guide research activities in the post-compulsory education and training arena, particularly in relation to vocational education and training. This discussion paper, and the deliberations it aims to prompt, identifies a number of key themes related to priorities for future research. The governments of India and Australia are working to enhance cooperation on training, at both official and industry level. As part of the exchange of ideas, Francesca Beddie, General Manager, Research, National Centre for Vocational Education Research, visited India in August 2009 at the invitation of the Australia-India Council. This paper explores some of the common challenges the countries face in reforming their vocational training systems. (Contains 1 box and 1 footnote.) The purpose of this project is to apply the framework developed by the National Centre for Vocational Education Research (NCVER) for measuring research impact to assess the outcomes of the research and activities funded under the Longitudinal Surveys of Australian Youth (LSAY) Research Innovation and Expansion Fund (RIEF). LSAY provides a rich source of information about young people and their transitions from school to post-school destinations. The purpose of the Research Innovation and Expansion Fund was to facilitate an increase in the quantity, quality, distribution and accessibility of youth transitions research and analysis using LSAY data in the academic and public policy communities. The RIEF involved a variety of activities, including a competitive research grants program and a fellowship, and has led to the publication of six research reports, a national youth policy forum and data workshops. This study reinforces the point that the interplay between research and policy is complex. Nevertheless, in this case, connections between policy, practice and research have been strengthened as a result of the Research Innovation and Expansion Fund. This study also confirms the effectiveness of NCVER processes for the dissemination of research. The importance of a media release for immediate impact is noted. Policy forums and engaging directly with policy-makers and other stakeholders can also play a very positive part. Data workshops are appended. (Contains 5 tables and 9 footnotes.)

Diana Wilkinson, Chief Social Researcher with the Scottish Government, assisted National Centre for Vocational Education Research (NCVER) to facilitate a forum to discuss the development of national research priorities for the vocational education and training sector. This paper summarises Diana Wilkinson's impression of the forum and uses two contrasting case studies of Scotland and Australia to consider the extent to which it is feasible to align academic research investment with medium-term priority-setting. This paper explores the issue of how vocational education and training (VET) is actually used in the labour market, in particular the match between what people study and the jobs they get. This match is pretty poor in most occupational groups with the exception of the trades. However, the paper concludes that the mismatch reflects the generic nature of VET rather than wastage. This view is reached because a relatively high percentage of graduates report their training is relevant even though they do not end up in their intended occupation. The study has three main implications. First, in thinking about the role of the VET system in addressing the needs of the labour market, it needs to be kept in mind that, with the exception of the trades, there is no neat match between courses and the occupations in which most people end up working. Second, those developing training packages need to be aware that many graduates will not work in their "intended" occupation. Finally, potential students need to be realistic about the likely occupation that a particular course will lead to. (Contains 14 tables and 1 figure.) Apprentice and trainee data are reported by the State and Territory Training Authorities to the National Centre for Vocational Education Research (NCVER) on a quarterly basis, starting at the September quarter of 1994. The set of data submitted that quarter is referred to as Collection 1. The sets of data submitted in subsequent quarters are referred to as Collection 2, Collection 3 and so on. At the time of writing, the set of data being submitted is for the June 2009 quarter and is referred to as Collection 60. Of particular interest is the numbers of contracts of training that commence, complete, cancel/withdraw, re-commence, expire or suspend and the time at which these events occur (referred to as the "date of effect"). From these events, the number of contracts in training at a given time can be calculated. Between the occurrence of one of these events and the appearance of the corresponding datum in the national collection, there is a chain of administrative processes that must be followed. It is not unusual for some time to elapse before information about events appears in the national collection. These time gaps are referred to as "reporting lags". Thus, data about events occurring in a given quarter might require several collections to be completely reported. As a result, accurate counts take time to accumulate. However, waiting for the all the data to be submitted reduces their usefulness. In order to get timely information that can be used for monitoring apprentice/trainee activity and formulating policy, a reliable estimate of the "final" counts is required as soon as possible after the quarter in which the events occur. The current method of calculating estimates from the Apprentice and Trainee collection was endorsed in September 2004 by the National Training Statistics Committee. The purpose of this technical paper is to describe: (1) the way data accumulate over many collections; (2) how items derived from the data change as the data accumulates; (3) the endorsed estimation method (developed from the analysis of the above); (4) the formulae for calculating the required estimates; and (5) potential weaknesses in the method. This study examines employers' views, taken from the National Centre for Vocational Education Research (NCVER) Survey of Employer Use and Views on the VET (vocational education and training) System, on the three ways they can engage with the VET system: by having vocational qualifications as a job requirement; employing apprentices and trainees; and using nationally recognised training. In particular, the authors focus on employers' suggestions for improvement to the VET system and, for those employers who are dissatisfied with the system, their reasons for dissatisfaction. Three appendices are included: (1) Reasons for dissatisfaction code frame; (2) 2005 Suggested improvements code frame; and (3) 2007 Suggested improvements code frame. Building the research capacity of the vocational education and training (VET) sector is a key concern for the National Centre for Vocational Education Research (NCVER). To assist with this objective, NCVER supports an academic scholarship program, whereby VET practitioners are sponsored to undertake university study at honours', master's or doctorate level. The author received an academic scholarship in 2008 to assist with his Master's of Education at Charles Darwin University. He is a Lecturer and Course Coordinator in Alcohol and Other Drugs, Youth Work at Charles Darwin University. His research investigates the flexible delivery of VET in Wugularr, a remote Indigenous community near Katherine in the Northern Territory. As part of its core business, Charles Darwin University offers a range of VET training programs to Wugularr. One of these programs is the Sunrise Health Service's youth worker training program. This paper evaluates the program from the community's perspective. The lessons learned, which are applicable to the wider VET sector, are also identified. (Contains 1 table and 2 figures.) In mid-2010 NCVER undertook a review of its building researcher capacity initiative in order to inform its direction into the future. The review found that the initiative had achieved a high profile among vocational education and training (VET) practitioners. The scholarship programs had heightened awareness about the role research can play in fostering good practice and a culture of evaluation. The review found, however, that more work needs to be done to find the best ways to encourage new VET researchers within universities. Program findings are appended. Improvements in lifelong learning are necessary for a range of overlapping reasons, including changing needs of the labour force in a globalised economy, the aging of the population in high-income countries and inequalities in education, work and income. Increased lifelong learning, for all, is important for productivity, but also to support social cohesion which in the longer term may underpin productivity. The paper draws on recent international discussions to consider: (1) Existing unmet needs and emerging needs for education and training; (2) Funds required compared with what is provided; and (3) How the additional funds can be found (freeing funds through efficiencies or reallocation in the provision of education and training and new forms and places of learning; stimulating employers to enhance learning in the workplace and the provision of education and training through increasing the benefits and reducing the costs or mandating employer provision of education and training; stimulating increased individual expenditure by improving access to funds and by increasing the benefits and reducing the costs; and increasing government spending). The need for additional funding varies among rich countries and between rich and poor countries. The possibilities for implementing various forms of funding also vary with the prevailing political and economic structures. The paper highlights some of the issues with reference to the experience of Australia, a rich country with low public expenditure. (Contains 2 boxes and 6 tables.)

A research project was conducted in Australia to assess the use of and attitudes toward online learning by vocational and technical education (VET) researchers. Information was gathered from 18 (13 women and 5 men, aged between 30 and 58) participant-researchers through a workshop in Adelaide, completion of a participant profile, a structured e-mail survey, a structured telephone interview, four online focus group events, and a second workshop to discuss the working paper. The research study found that, on average, the team had 3.4 years involvement in online learning and were involved in a variety of ways. Twelve of the team were involved in the professional development or mentoring of other staff in online technologies; 9 were involved in the development of online modules and training packages; 8 were involved in online delivery; and 3 were involved in LearnScope projects. Multiple roles in online learning were the norm. Most of the subjects learned about online learning matters through colleagues with online learning expertise or discipline expertise, while a significant number learned through formal professional development programs. Six of the respondents thought all teachers could become effective facilitators of online learning, 8 did not think so, and 4 were unsure. Only 3 respondents thought that all students could learn effectively through online activities, 10 respondents did not, and 4 were unsure. Having computer skills was the most common attribute mentioned for students to learn online. Benefits of online learning were considered to be meeting the individual needs of students and promoting access to VET for disadvantaged learners. (Contains 10 tables.) (KC)

The implementation of an educational reform and the subsequent reconfiguration of curricula in a competency format prompted research into the learning experiences of students within a newly reconfigured competency-based curriculum. The curriculum was the technical and further education (TAFE) New South Wales (NSW) Tertiary Preparation Certificate III, first implemented in 1983 as a transition course to further education for adults. Adoption of the particular research perspective for the practitioner researcher in this case was dependent on factors that included nature and purpose of the research; experiences of the researcher within their practice; practitioner's conceptualization of being in the world; and pragmatic considerations, such as time and access. Consideration of these factors led the practitioner researcher to adopt an eclectic Symbolic Interactionist theoretical framework along with its methodology of participant observation. A model of practitioner research was proposed as a way of conceptualizing the conflicting yet complementary roles of teacher and researcher. Key characteristics of the three roles of teacher, course coordinator, and researcher were established, and a graphic representation was developed of these characteristics and the types of interaction and skills involved in each. The socioeconomic contributions of adult learning to community were examined from a social capital perspective. The concepts of human capital and social capital were differentiated, and the relationship between learning, human capital, and social capital was explored. The relevance of social capital in describing the wider benefits of adult learning was illustrated through the examples of a study of the impact of the adult and community education (ACE) sector on communities and society in Victoria, Australia, and a study of a group of African women refugees located in a suburb of a large Australian capital city. The studies documented wider benefits of ACE in the following areas: health; education and learning; employment and quality of working life; time and leisure; command over goods and services; physical environment; social environment; and personal safety. Social capital building was shown to be implicated in effective adult learning in the following ways: (1) social capital is involved in program design, management, and delivery whether it is explicitly recognized as such or not; (2) the processes of drawing on and building social capital are part and parcel of the learning process; and (3) social capital can be a direct or indirect benefit of learning. The experiences of early school leavers in a New South Wales Central Coast community during the year after they left school were examined to identify ways of easing their transition into the community and the work force. Data were collected through interviews with community service providers, representatives of educational agencies, refuge workers, and local employers. Few schools had a system for providing early school leavers with information about their options. Unlike in Europe, the responsibility of schools to early leavers in the North Coast appeared to be minimal and did not embrace the idea that early school leavers should be followed up via some well-established community-based arrangements. Because many early leavers left school too suddenly for the school to intervene or left "under a cloud," they were unlikely to receive sympathetic farewells and relevant information, even though they are the students most in need of information and support. It was concluded that the reason early school leavers pose such a problem for policy is because Australia's vocational education and training system remains based on the historical dominance of the apprenticeship system. Greater integration of education and training arrangements with the local community and its employer networks and support services was recommended. (Contains 32 references.) (MN)

The research implications of the concepts of working knowledge and work-based learning were examined. A research agenda for work-based learning arising from the analysis of "working knowledge" was presented. The agenda listed questions pertaining to the following areas: (1) the conditions bringing about work-based learning; (2) the nature of working knowledge; (3) knowledge formation and learning at work; (4) academic institutions and their knowledge codes; (5) contemporary knowledge formation; and (6) working identity. The impact of the "embeddedness" of learning in the workplace on attempts to research how knowledge is produced in workplaces was discussed, focusing on the following items: (1) what employees deem to be learning practices and how they understand these practices by their various conceptions of learning; (2) the work relationships and social learning that occur among employees and their influence on formation and modification of worksites' learning practices; and (3) the organizational culture that provides a context for learning. The following factors conditioning a learning culture were explored in an analysis of the problem of researching how an organizational "learning culture" is produced in enterprises: environments pressing the organization to change; organizational systems promoting learning; and practices securing employee commitment. The question of whether apprenticeships and traineeships can survive in Australia's emerging social and economic environment was explored through a review of two bodies of research. The first consisted of recent reviews of the quality of traineeships in Queensland and Tasmania and apprenticeships in Victoria. The second was a study on the future of work that was being conducted by the Research Centre for Vocational Education and Training and Australian Centre for Industrial Relations Research and Training. The recent success of Australia's New Apprenticeship system was considered in the context of the structure, content, and skill requirements of the jobs currently being created. The following problems were identified as affecting the long-term survival of apprenticeships and traineeships: increasing detachment from a centralized industrial relations system and industrial awards; increasing reliance on skill opportunities provided by the content and structure of work in individual enterprises rather than within an industry; high levels of employer influence and declining levels of employer investment in training; increasing dependence on a regime of public subsidy and training regulation; uncertainty about how to deal the competing trends of on-skilling and de-skilling; and reluctance to admit that not all workplaces are or even aspire to be learning organizations. A study investigated the critical reasoning skills of a group of 111 Australian adult tertiary students who were practicing adult vocational and further education teachers and trainers, using the recently developed Critical Reasoning Test (CRT). It examined some variables that might be expected to affect critical reasoning scores. These tertiary teachers' mean CRT score was found to be only at or below the "average" levels of other professional, non-teacher normative samples. No significant between-group CRT mean differences were found for these students' year of course, graduate/non-graduate status, age, or gender. In conclusion, the effective teaching-learning of the skills and dispositions underlying critical reasoning does not appear to be progressing well in at least some areas of tertiary education. Such evidence suggested that more attention should be given to facilitating this important area of student learning in universities in the new millennium. (YLB)

Current research into youth transitions in Australia documents an increasingly individualized process in which significant numbers of youths are deemed at risk of not making a successful transition from school to work. Many theorists are questioning the applicability of the linear model of transition to current conditions. Other theorists are questioning whether the model was ever applicable to all students (especially "nonmainstream" students). The literature also documents the perceived failure of policy in ensuring successful transitions through recognized "pathways" of vocational learning and experience. It may be argued that, by broadening their focus to include the informal vocational experiences young people initiate and the type of learning that occurs in such instances, educational researchers may provide useful insights into how young people experience the transition process and how they seek to position themselves in the youth labor market. Research on this area is being conducted as part of the Research Centre for Vocational Education and Training's national key center program supported by the Australian National Training Authority. It is hoped that this research will shed new light on the increasingly complex transition process experienced by noncollege-bound young people and help policymakers devise more effective policies to assist this transition. A survey was designed to assist in constructing a picture of new vocational education and training professionals working in organizational settings in Australia. They were practitioners whose positional titles included training and development (T&D), human resource development, or human resource practitioners who work within organizational settings or as consultants to organizations. The subscriber data base for "Managing T&D" was used as a research sample. Of 1,200 surveys circulated throughout Australia, 197 usable responses were received. Results indicated respondents perceived that training is increasingly being afforded a high priority in Australian workplaces; 80 percent worked in organizations that employed T&D staff; the naming or labeling of the profession as practiced in organizations is not consistent and could be seen as an indicator that this is still an evolving field of practice in organizations; the lack of requirement by organizations of a constant or specialist qualification of its practitioners could also be seen as supporting the claim the field is still evolving; there was considerable consistency in the nominated current skill requirements for practitioners and in perceptions about current areas of high importance to organizations and predictions about future areas that would be of high importance to organizations; and there was a relatively commonly held sense of the purpose of this field of professional practice. A study used item response theory to examine the vocational interests of 2,709 high school students (1,436 males; 1,273 females) in Australia in relation to Holland's vocational interest typology (1973, 1985, 1997), which identifies six fundamental vocational types (realistic, investigative, artistic, social, enterprising, and conventional) that link interests and work environments within the ambit of personality. Participants completed a 24-item questionnaire. Partial credit analysis was used to determine the location of the four questions that made up each of the vocational scales. Infit mean squares centered on 1.0 and separability was satisfactory for all scales (0.85 to 0.99) except the investigative scale. The conclusion was that scales and items conformed generally to the measurement model. The analysis of items using a Rasch model provided new information on how individuals responded to items and the complexity of responses within interest categories. It was concluded that simple raw scores or summing scores may not offer a valid basis for assessment of interests.
