This paper explores the development of a smart Structural Health Monitoring (SHM) platform tailored for long-span bridge monitoring, using the Forth Road Bridge (FRB) as a case study. It discusses the selection of smart sensors available for real-time monitoring, the formulation of an effective data strategy encompassing the collection, processing, management, analysis, and visualization of monitoring data sets to support decision-making, and the establishment of a cost-effective and intelligent sensor network aligned with the objectives set through comprehensive communication with asset owners. Due to the high data rates and dense sensor installations, conventional processing techniques are inadequate for fulfilling monitoring functionalities and ensuring security. Cloud-computing emerges as a widely adopted solution for processing and storing vast monitoring data sets. Drawing from the authors' experience in implementing long-span bridge monitoring systems in the UK and China, this paper compares the advantages and limitations of employing cloud- computing for long-span bridge monitoring. Furthermore, it explores strategies for developing a robust data strategy and leveraging artificial intelligence (AI) and digital twin (DT) technologies to extract relevant information or patterns regarding asset health conditions. This information is then visualized through the interaction between physical and virtual worlds, facilitating timely and informed decision-making in managing critical road transport infrastructure. During the last three years, numerous research papers have been reported which use social media data to explore several issues related to the COVID-19 pandemic. Bibliometric methods in this work are used to analyze 1427 peer-reviewed documents from the last three years extracted from the Web of Science database. The results of this study show that there was high growth in publications in open access journals with an annual rate reaching 19.3% and they also identify the top cited journals and research papers. The thematic analysis of papers shows that research topics related to social media for surveillance and monitoring of public attitudes and perceptions, mental health, misinformation, and fake news are important and well-developed, whereas topics related to distance-learning education with social media are emerging. Conducting two original empirical studies analyzing appellate decisions for the years of 2015-18, this paper compares judicial practice of the recently implemented exclusionary rule in the People's Republic of China ("PRC") with exclusionary practices in the United Kingdom ("UK"). As its research question, this paper tests whether the PRC rule is an effective defense strategy by measuring it in accordance with the yardstick of established British legal practice. The twin studies include one in the PRC reviewing 589 relevant appellate cases and a study in the UK with 132 appellate cases. This paper considers general trends and scrutinizes the number of appeals filed each year, the percentage of successful claims, remedies and partial remedies, alleged error and harmless error, and the types of underlying crimes in both jurisdictions that attracted exclusion of the evidence. The raw data discloses that the PRC exclusionary rule measures up well with significantly more exclusion orders of police/prosecutorial misconduct evidence than in the UK. Notwithstanding these findings, this paper argues that the data suggests that there is a persistent judicial reluctance to name and shame illegal government conduct, opaque decision-making, compromise verdicts, and incoherence regarding fruits of the poisonous tree evidence in the PRC.1 It also observes that even with the higher rate of exclusion in the PRC, this exclusion is likely attributable, in part, to greater problems with PRC law enforcement. Yet despite this, the exclusionary rule has emerged as a bona fide legal strategy yielding significant numbers of remedies. Why does this matter in a rapidly urbanizing world witnessing the ascension of mega-urban centers alongside ever-widening socioeconomic chasms? This paper intends to illuminate the peculiar origins and longevity of the KowloonWalled City, an urban monolith of notoriety and autonomy that blossomed in a semi-legal grey zone unencumbered under British protectorate rule for nearly a century. Parallels will connect the linear trajectory between Kowloon's hardnosed living to today's comparable Chungking Mansions and the hundreds of thousands of cage homes appearing in all corners of the city. Minority shareholders in large companies, particularly where there is a majority/controlling shareholder, can be in a vulnerable position as they are not likely to be able to have much influence in the company or how its affairs are conducted. The position in which minority shareholders find themselves has caused many governments to provide protection in some form or another for minority shareholders. There are various corporate law or corporate governance mechanisms that have been embraced, one being a provision that allows shareholders to seek relief from the courts where oppression exists. China does not have a dedicated provision that gives minority shareholders such an action. This paper examines what China's company law does offer shareholders by way of protection through direct action and focuses on whether the UK's oppression provision, which has existed since 1948, (or elements of it) could be used in the Chinese context. An important contribution of the paper is that it identifies Chinese cases decided since 2012 in which shareholders have brought claims in situations where oppression was, effectively, alleged. Electrical impedance tomography (EIT) applications have been progressed in technology and applications, and EIT began to be used in multiple clinical and experimental scenarios including pulmonary, brain,tissues monitoring etc. This study explores the emerging trends and hot topics concerning applications on EIT in extrapulmonary applications by bibliometrics analysis. 443 research articles, reviews, letters, and proceeding papers etc. published from 1987 to 2021 in English were analyzed from a global perspective, covering global publications, cooperation between countries, and clustering of keywords. The global annual publications on extrapulmonary applications gradually increased slowly in the last 30 years, and USA, UK and China ranked as the top three prolific contributors in keywords of EIT extrapulmonary applications. "cutaneous melanoma","breast cancer detection","brain" were research hotspots. Overall, EIT extrapulmonary applications bibliometrics analysis gives us a unique insight to identify scientific advances, hot spots, research trends, and provide future directions of EIT in extrapulmonary applications. In this paper, the interaction strategies and the evolutionary game analysis of the actions taken by the government and the public in the early days of the epidemic are incorporated into the natural transmission mechanism model of the epidemic, and then the transmission frequency equations of COVID-19 epidemic is established. According to the cumulative confirmed cases of COVID-19 in the UK and China, the upper limit of the spread of COVID-19 in different evolutionary scenarios is set. Using SPSS to perform logistic curve fitting, the frequency fitting equations of cumulative confirmed cases under different evolution scenarios are obtained respectively. The analysis result shows that the emergency response strategy adopted by the government in the early days of the epidemic can effectively control the spread of the epidemic. Combined with the transmission frequency equation of COVID-19 epidemic, measures taken by the government are analyzed. The influence of each measure on the frequency variable is judged and then the influence on the spread of the epidemic is obtained. Using the InCites tool of Thomson Reuters, this study compares normalized citation impact values calculated for China, Japan, France, Germany, United States, and the UK throughout the time period from 1981 to 2010. InCites offers a unique opportunity to study the normalized citation impacts of countries using (i) a long publication window (1981 to 2010), (ii) a differentiation in (broad or more narrow) subject areas, and (iii) allowing for the use of statistical procedures in order to obtain an insightful investigation of national citation trends across the years. Using four broad categories, our results show significantly increasing trends in citation impact values for France, the UK, and especially Germany across the last thirty years in all areas. The citation impact of papers from China is still at a relatively low level (mostly below the world average), but the country follows an increasing trend line. The USA exhibits a stable pattern of high citation impact values across the years. With small impact differences between the publication years, the US trend is increasing in engineering and technology but decreasing in medical and health sciences as well as in agricultural sciences. Similar to the USA, Japan follows increasing as well as decreasing trends in different subject areas, but the variability across the years is small. Analysis of 32,574 papers published by USA, UK, China, India and Brazil in the field of 'plant genetics and breeding' research during 2005-2009 indicates that USA produced the highest number of publications followed by China. The impact of research output as seen by the values of different impact indicators is highest for UK. The sub-domains of emphasis of research shifted in 2009 as compared to 2005 for all countries. India contributed about 9 percent to the world publication output. Indian output formed a part of the mainstream science as seen by the pattern of publication and citation of the research output. The total Indian output originated from 1,806 institutions located in different parts of the country. About 41 percent of the total Indian output was concentrated among 23 institutions. Among the institutions, international institutes located in India had the highest impact. By the nineteenth century, with the advance of British colonial activities, British corporate laws had been transplanted to maritime Asia with varying degrees of vigour. In British Hong Kong, these laws often clashed with native customs. Through a reconstruction of the legal disputes found in urban Hong Kong, this paper discusses how British and Chinese business traditions interacted with each other during the late nineteenth and early twentieth centuries. Before assessing the historical implications and consequences of these legal decisions, this paper will also explore whether the Chinese institution of tong is compatible with British law in urban Hong Kong. The term 'obscenity' has no universal definition. It is often ill -defined, subjective and highly dependent on the culture of the communities in question and between communities. Nevertheless, the aim of the law on obscenity is to prevent publication and distribution of materials, which are potentially harmful to its readers, viewers and audience. The purpose of this paper is three fold. Firstly, it briefly considers the law on obscenity in the United Kingdom, and in the United States. Secondly, the paper discusses and evaluates the law relating to obscenity in Hong Kong in the light of the recent publication and distribution of materials which could be argued to fall within the realm of obscenity. This paper examines the impact of the technological measures that copyright holders employ to lock their works and discusses why users are disadvantaged. It compares the anticircumvention rules in the Digital Millenium Copyright Act in the US and the Copyright, Patents and Designs Act in the UK; the latest exemptions to circumventing activities released by the US Library of Congress are included. It reviews the evolution of Chinese anti-circumvention rules, starting with a well-known case preceding the promulgation of the anti-circumvention rules, then it examines the anti-circumvention provisions in the Copyright Act 1990, the Software Regulation 2001 and the ISP Interpretation 2004. It also critically analyzes the latest Network Regulation 2006 by comparing it with the DMCA and the CDPA. The paper suggests that the Chinese anticircumvention rules need to be constructed with more legal certainties. The Yunnan Environment Development Programme is a five-year technical cooperation project between the governments of the UK and China, designed to study the relationship between poverty and the environment. The paper describes the challenges of managing an international cooperation programme designed to facilitate innovation in China. It discusses techniques for facilitating change, such as responding to national initiatives, assisting with new demands from Beijing, working with the Chinese concept of ‘scientific developmentߣ, identifying champions of change, and implementing practical projects at the village level. The second part of the paper describes how these ‘change systems’ facilitated and enabled wider participation in project development and implementation and in policy review, better targeting of assistance to those most in need, and improved evaluation of individual interventions. The thesis of this paper is that governments of some otherwise enlightened states are increasingly fearful of acknowledging the restraints imposed on them by existing international law. They are also reluctant to enter into new commitments by way of international conventions that would expand the reach of international law. The paper asks whether these fears are based on a true understanding of international law or on some distorted view of it. It will draw comparisons and some contrasts between Australia and the United States in their reactions to a number of recent events as well as to some enduring situations of contemporary relevance. Had time (and the limits of my research) permitted, one might also have examined public attitudes toward international law in China, Japan, and Russia in this context, where similar fears appear to be entertained. France, Germany, Italy, and the United Kingdom, also enlightened states, appear by contrast to belong to a group more dedicated to international law. As Robert Kagan has recently remarked, the experience of two world wars at close quarters, and the formation of the European Union, have made the European countries more dedicated to process, where the United States is more interested in results. In recent reforms of the Chinese construction industry, significant efforts have been made toward the introduction of Western project management theories and practices. However, little is known about the extent to which Western project management concepts have been supported by the Chinese culture. Because of certain differences between the two cultures, Chinese managers’ conceptions of their work are likely to be different from their Western counterparts. This paper reports an interpretive comparison of Chinese and U.K. construction project managers’ conceptions of their work. The findings reveal three of the most similar and five of the most different aspects between the two cultural sets of conceptions. The identified similarities reflect some key characteristics inherent in the construction project management profession. Two of the identified differences, namely Chinese emphasis on commercial awareness and U.K. emphasis on health and safety, arise from social structural differences in the two nations, whereas the other three differences, namely Chinese attention to relationships, Chinese concern for their company, and U.K. attention to project contract, are due to the cultural differences between the two nations. Abstract: The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. Using recently declassified archival material pertaining to the Chartered Bank of India Australia and China, this article foregrounds quantitative evidence that sheds new light on the history of British banks in Asia. It shows that Hong Kong came to play a critical role in the bank's note issue strategy after the Straits Settlements had moved off the silver standard in 1906. Locally denominated notes issued on mainland China complemented the Hong Kong issue. As the impacts of climate change become increasingly visible across the globe, awareness of the need for cleaner energy and demand reduction is growing. Energy literacy offers a strong potential for explaining and predicting energy-related behaviours, yet research and policies focused on this topic remain limited. In this study, energy literacy was measured in a sample of 2806 university students in the United Kingdom and China, in addition to their wider environmental attitudes using the New Ecological Paradigm scale. Findings indicate that energy literacy was relatively high overall, but there were significant differences between the knowledge, attitudes and behavioural intentions of participants in the two countries. Whilst the UK respondents rated themselves significantly more highly on perceived knowledge of energy issues, Chinese respondents provided significantly more correct answers in a knowledge test. UK respondents demonstrated more positive attitudes towards energy conservation than those from China, and were more likely to report energy-saving behaviours. However, Chinese respondents exhibited higher levels of trust in government and businesses to take action on energy issues. This paper provides a novel insight into cultural differences which may be crucial to policy and practice, and evidences the potential benefits of utilising a combination of educational and structural change to support transition to a cleaner, low-energy society. This article has reviewed the international research from the 20th century to the first half of 2019 on the terms "efficiency" and "local government". For this purpose, a bibliometric and a cluster analysis by fractional accounting have been carried out using two of the most important databases: Web of Science (WoS) and Scopus. The research found and studied 1222 documents from the WoS Core Collection and 2264 from Scopus. The results show a continuous increase in the number of published articles and citations during the whole period. It also found that the U.S., U.K, and China are the most productive countries with a predominance of North American and Asian organizations supporting and fostering researches. The principal contribution of this article is the analysis of keywords from 2011 to the first half of 2019. The trend shows a convergence on the concepts of efficiency and local government over the last few years, which are related to sustainability and natural environment. The Paris Agreement on climate change has calls for urgent, radical, and transformative actions in mitigation and adaptation, particularly in terms of reducing greenhouse gas (GHG) emission. There are many terms used to describe the process of reducing GHGs, including decarbonization, low carbon development (LCD) or low carbon transition (LCT). The conceptualization of these terms remains puzzling and there has not been any consensus to explain the meaning and their interrelationship. Clearer definition and conceptual boundaries are necessary to improve the coherence of overarching practices to cut CO 2 emission. The paper aims to review key concepts related to climate change mitigation related to the reduction of CO 2 and efforts toward net-zero emission in the academic literature, by (1) examining progress of the literature over time, (2) identifying geographical locus and sectoral focus of the literature, (3) determining the interrelationships between the key concepts. We use a Systematic Literature Review (SLR) method for data collection by selecting peer-reviewed literature from Scopus and analyzing the data with content analysis and bibliometric analysis. The findings are, firstly, the publications of the literature are influenced by global and national climate change policies and the interest of scholars affiliated to institutions from major emitter countries. Therefore, the literature is mostly originating from countries that emit the most CO 2 while also implement mitigations to reduce CO 2 emission. Secondly, China is the country where studies are mostly focused and also where the authors are affiliated/located. However, publications from the United Kingdom are cited the most. Thirdly, there are three clusters of literature found, namely that LCD and LCT are the terms used to identify visions for climate mitigation, while decarbonization is the actions and processes to achieve either LCD or LCT (as the visions). • The dynamic of climate change policies influence the literature trend. • The literature is mostly originating from major CO 2 emitter. • Low carbon development and low carbon transition are visional terms. • Decarbonization indicates the processes of decoupling CO 2 to achieve the visions. The article discusses governmental incentives for researchers to publish their findings in international journals, arguing that the lack of increase in the number of articles published by U.S. scientists is attributable to international competition created by changes in incentives. The authors of the study looked at the number of papers submitted to the journal "Science" by scientists in the U.S. as well as in countries such as Great Britain, New Zealand, and China which reward publications with cash bonuses, funding, and career-based incentives. They conclude that such incentives are positively correlated with the number of both submissions and publications.
