This paper focuses on English teachers in Asia in the context of globalization, the global spread of English and the emergence of English as an "Asian language." It highlights the dilemmas facing these teachers in meeting the growing social demands of English proficiency in a technology-influenced, managerial and neoliberal education environment with limited expertise, skills and policy support. We locate the paper in language policy and planning (LPP) within which the concept of micro-level agency provides a critical lens. We draw on insights from several Asian countries including Bangladesh, India, Indonesia, Japan, Malaysia, Pakistan and Vietnam. We argue that while English teachers are found to exercise their agency to meet changing demands of English proficiency, this agency can be seen as the result of what we call "policy dumping" at the macro-level--i.e. education policymakers not paying due attention to the requirements of policy implementation but dumping down policies to educational institutions and English teachers for their implementation. We conclude the paper by suggesting implications for English language policies in Asian countries that respond to globalization and the dominant discourses of English in a globalized world.

This paper presents some of the challenges and concerns for library and information science (LIS) education in India. In order to provide context for these challenges, the paper begins with a brief overview of higher education in India in general and then discusses the beginning of LIS education. It briefly summarizes LIS education in South Asia to provide additional context. The paper discusses concerning issues, including curriculum, accreditation, program delivery through distance education, and research in LIS. The paper goes on to highlight some of the challenges that LIS educators face in India. It concludes with suggestions about how some of these challenges might be addressed including implementation of the Recommendations of National Knowledge Commission. The need for a Model Curriculum in order for LIS to fill the gap between needs of the users and skills of library professionals is also discussed.

Like all organisations, good governance is a fundamental requirement for the responsible and accountable management of universities in general and open universities in particular. This is to ensure that these (open) universities remain relevant to their mission of facilitating unfettered access to higher education for citizens and at the same time continue being reliable contributors to personal and institutional developments, the vital ingredients to maintaining sustained national development. While several studies have, in the past, been conducted on governance of universities, almost all of them have centred around conventional, face-to-face institutions. Not much published literature is in evidence on the governance of Open Universities. This paper, drawing from a study on the governance of a few open universities in Asia, tries to discuss the nature of their challenges, and the lessons that can be drawn from their practices and experience. The study focused on aspects relating to institutional autonomies such as curriculum, budgeting and financial management, admission standards, conferment of qualifications, academic staff appointments, development and promotions and research policies. Our findings indicate that, similar to conventional systems, the state plays a crucial role in many aspects of governance both in publicly funded and privately supported institutions. Recent attempts at governance transformation towards greater institutional autonomies is beginning to show limited changes in some but not all jurisdictions studied.

This study investigated the places of origin of international students and their distribution in the United States higher education. The data concerning the population of international students were obtained from the official website of International Institution of Education (IIE), and transferred into three maps using geographic information systems (GIS) software so that a more direct view of the data was available. The results of the study showed that (1) A larger proportion of international students come from Asian countries; (2) California, New York, and Texas are the top three states hosting international students; (3) most of the universities enrolling international students are located in the eastern part of the country; and (4) the states with already large international student populations experienced a faster growth in the population of international students over the past five years. Some implications for policy planning are discussed at the end of this paper.

The use of flipped learning as a pedagogical approach has increased in the 21st century. While there is an existing survey of literature regarding the development in American educational institutions--and fewer in an Asian context--there are some unique cultural considerations that may need to be examined regarding flipped learning's adoption and adaptation in Asia. This paper serves as a literature review focusing on several Asian nations with respect to three major considerations in comparison to the United States: geographical, educational, and cultural. After the comprehensive review, which comments on the number of relevant publications available per nation, this paper concludes that there is no significant barrier to the implementation of flipped learning in Asia beyond the existing considerations apparent in the United States (access, time, and institutional support). Additionally, the prevalence of flipped learning in Asia, and the purposes of various studies surveyed, indicate that cultural barriers, at least in this area, are becoming less notable or authoritative as national or historical distinctions are diminishing through Millennials' tendencies toward globalization.

Purpose: This paper aims to study the relationship between high-performance work system (HPWS) and organizational performance and to examine the role of human resource development (HRD) Climate in mediating the relationship between HPWS and the organizational performance in the context of the power sector of India. Design/methodology/approach: The empirical research paper has been conceptualized on the basis of extensive literature survey and examined through a case-based approach. Data and information collected to examine strength of the proposed hypothesis in the context of a power-based company in India. Findings: Agreeing with most of the research, HPWS is found to be positively related with organizational performance. The result does not agree with the HPWS research conducted in Asian countries. Taking clues from "Black Box" approach, the role of HRD Climate as a mediating factor has been studied. The result proved that HPWS influences organizational performance through a supportive development environment (HRD climate) based on openness, confrontation, trust, authenticity, proaction, autonomy, collaboration and experimentation (OCTAPAC). Research limitations/implications: Designing and implementing HPWS requires the organization to nurture and develop a suitable HRD climate through development of organizational culture based on OCTAPAC. Practical implications: Implications for HRD-HPWS practices such as group-based pay, decentralized participative decisions, self-managed work teams, social and family events, and appraisal based on team goals along with OCTAPAC culture can significantly contribute to the transfer climate by influencing both peer and supervisor. It can significantly contribute to training motivation by influencing both career and job attitudes, and organizational commitment of trainees. Originality/value: The research is unique in its attempt to understand the role HRD climate as intermediating variables to enhance the effectiveness of HPWS. This may add a lot of value in encouraging organizations to establish HRD Climate.

The paper examines trends and issues in digital education programmes globally, drawing examples of developmental growth of Library Information Science (LIS), schools and digital education courses in North America, Britain, and Southern Asia, the slow growth of LIS schools and digital education in Nigeria and some countries in Africa and India. The literature so far visited dictated problems of inadequacy in digital education globally to dearth of faculty, training facilities, no collaboration among LIS schools in developing countries, encouraging collaborations in developed countries and not many students attracted to the course. Recommended solutions are suggested for attracting students into the programme and what to do to make it competitive like other programmes in the universities.

One of the most impressive uses of information and communication technology is the advent of e-learning. The current E-learning system mainly plays a role of learning assistance such as providing learning content or learning information, and sometime it provides channels or platform in the learning environment for discussion and interaction. In recent years E-learning has changed sophisticatedly in teaching method in higher education of Asian countries. The success of E-learning depends on the some circumstance like learning effectiveness, cost effectiveness, institutional commitment, access, faculty satisfaction, and student's satisfaction. Accessing has become more widely permitted through the open courseware. Open Courseware is one of the effective new types of E-learning system raised in recent years. This paper discusses the importance of e-learning system in higher education, and universal access to knowledge and information in the network and digital environment through Open Courseware. Some of the major initiatives and the targets segments covered by the online education have also been studied in this article.

Japan and India are the two oldest and largest democracies in Asia. Since the inception of their diplomatic relations in 1952, the two countries have maintained a cordial relationship. They remain aloof during the Cold War period due to their ideological differences. After that, India following the economic liberalization followed by the "Look East" policy in the post-Cold War period had a positive impact on bilateral relations. This took a sudden gap due to India's second Pokhran nuclear test in 1998 followed by Japanese economic sanctions. However, the relations normalized soon when Mori visited India along with other South Asian nations in 2000. The bilateral relations further improved when the two countries signed the "strategic orientation of Japan-India global partnership" during Koizumi's visit in 2005. Since then, the two countries have been engaging in different aspects of strategic partnership, and a peaceful and stable Indo-Pacific along with the "rule-based order" has always been their priority. Thus, different scholars and statesmen from both countries started the discussion on building a new architecture of 'rule-based order' in the Indo-Pacific. To that end, Japan and India have continuously engaged themselves in bilateral and multilateral dialogue such as G4, Shangri-La Dialogue and Quad. Thus, this paper will try to see how far the two countries can persuade the international community to push the concept of "rule-based order" in the Indo-Pacific. [ABSTRACT FROM AUTHOR]

In this paper we describe the development and evaluation of two activities for delivery in first year B.Sc. and M.Chem. degree courses, in which we introduced an international context representing either a linguistic or a cultural modification to the previously developed case studies. The case studies focus on an industrial and an environmental scenario. The industrial scenario was recast within a site based in India, whilst the environmental scenario introduced material in several European languages. Evaluation of student attitudes before and after the engagement with the activities suggest that their attitudes towards working in a non-UK environment and towards language learning had become more positive.

The emerging sub-field of world history is all about connections and interactions. It challenges the received treatments of history which have focused on specific regions and civilizations as if they had been discrete realities unto themselves, and reminds people that nothing happens in a vacuum. But to date world historians have not taken this approach far enough, since their work continues to focus almost exclusively on interactions and connections between humans. People should remind themselves that humans interact not only with each other, but in all times, places and contexts with the non-human world as well. All human actions take place within the context of ecosystems, and are affected by them in ways that differ enormously over time and space. In this paper, the author argues that the call for integrating environmental history with world history has an urgency beyond mere scholarly thoroughness. The theme of interactions, which lies at the heart of world history, offers a corrective to the fragmented approach of the knowledge system which has become dominant in the modern age. Fragmented thinking enables everyone falsely to perceive human activities as somehow disembedded from any physical context. So world history, if done properly--that is, expanding the theme of interactions to include all actors, not just human ones--is not only good scholarship, it may be vital to saving the planet! In this essay, the author furthers the argument that critical commentary on the Rajput and Muslim miniatures of India has focused on a rather odd use of labels and categories, perhaps to an even greater extent than has been the case with much of the rest of the criticism of the art of South Asia. She first examines the use of the term "mannerist" with respect to this work, noting that Mannerism as a term from a school of the Renaissance has a decided set of connotations attached to it, and one that cannot easily be overlooked or ignored. She notes that it is particularly instructive to attempt to come to grips with the humanist thought that preceded the development of the Renaissance itself, a type of thought that is almost completely lacking in the Indian worldview. She then notes the use of a term that might be thought to be oppositional, "naturalist," in criticism of the Kangra school, and again argues that the term has a meaning from which it is not easily detached. Finally, she comments on the ready availability of formalist lines of criticism for those attempting to deal with Asian work, since Clive Bell, Roger Fry, and others not only cited the applicability of their theories to the work of Asia, and, indeed, Africa, but were noted as having done so by others, including the American commentator Alain Locke. The world of classical music, says the writer, has always been international, and has now become truly global. Opera is perhaps traditionally, and most conspicuously, global. At any performance of the Metropolitan Opera of New York, for example, one encounters several different nationalities on stage, back stage, and in the orchestra pit. But the same is true of the plastic, dramatic, and literary arts nowadays, very different from the days when Henry James, Robert Frost, T. S. Eliot, Ernest Hemingway and Gertrude Stein, fled to Europe to find the stimulation and recognition they could not find at home. Meantime, Americans are exposed to a vast array of artistic productions from many countries and cultures: from Asia, India, the Caribbean, Eastern Europe, and Australia. Even as American artists have found their place on the world stage, so also have artists from around the world found theirs. In the aggregate they form a kind of global citizenry of the arts as reflected in the currency of their works, international conferences, critical recognition, and access to them in print, films, exhibitions, recordings, and live performances. This serves as background for a reconsideration of the controversy over government funding for the arts in the United States as the author introduces the concept of global citizenship into the debate over government support for the arts. The presence of persistent heavy fog in northern India during winter creates hazardous situations for transportation systems and disrupts the lives of about 400 million people. The meteorological factors responsible for its genesis and predictability are not yet completely understood in this region. Given its high potential for socioeconomic impact, there is a pressing need for extensive research that understands the inherently complex nature of the phenomena through field observations and modeling exercises. WiFEX is a first-of-its-kind multi-institutional initiative dealing with intensive ground-based measurement campaigns for developing a suitable fog forecasting capability under the aegis of the smart cities mission of India. Measuring campaigns were conducted during the 2015–20 winters at the Indira Gandhi International Airport, New Delhi, covering more than 90 dense fog events. The field experiments involved extensive suites of in situ instruments and gathered simultaneous observations of micrometeorological conditions, radiative fluxes, turbulence, droplet/aerosol microphysics, aerosol optical properties, fog water chemistry, and vertical thermodynamical structure to describe the environmental stability in which fog develops. An operational modeling framework, the WRF Model, was set up to provide fog predictions during the measurement campaign. These field observations helped to interpret the strengths and deficiencies in the numerical modeling framework. Four scientific objectives were pursued: (i) the life cycle of optically thin and thick fog, (ii) microphysical properties in the polluted boundary layer, (iii) fog water chemistry, gas–aerosol partitioning during the fog life cycle, and (iv) numerical prediction of fog. Background: Resource allocation decisions for disease categories can be informed by proper estimates of the magnitude and distribution of total spending. In the backdrop of a high burden of Non-Communicable Diseases and Injuries (NCDI) in India, and a paucity of estimates on government spending on NCDI, this paper attempts to analyse public sector expenditure on NCDI spending in India. Methods: Various recent budget documents of the Centre and States/Union Territories have been used to extract expenditure on NCDI. The aggregates thus arrived at have been analysed to estimate aggregate and state level per capita spending. State level spending have been compared against disease burden using DALYs. Patterns of spending on NCDI across states were also analysed together with state level poverty to observe possible patterns. Findings: The total spending on NCDI by the government is low at less than 0.5% of GDP. NCDI spending is little more than one-fourth of total health spending of the country and most spending takes place at the state level (80%). The Ministry of Health and Family Welfare’s share in Central spending on NCDI is around 65%, and currently it spends 20% of its total health spending on NCDI. The gap between spending and DALYs is the most for the economically vulnerable states. Also, the states with high poverty levels also have low per capita expenditure on NCDI Interpretation: India does not depend on donor funding for health. It will have to step up domestic funding to address the increasing disease burden of NCDIs and to reduce the high out-of-pocket expenditure on NCDI. The changing population age structure has a significant influence on the economy, society, and numerous other aspects of a country. This paper has innovatively applied the method of compositional data forecasting for the prediction of population age changes of the young (aged 0–14), the middle-aged (aged 15–64), and the elderly (aged older than 65) in China, India, and Vietnam by 2030 based on data from 1960 to 2016. To select the best-suited forecasting model, an array of data transformation approaches and forecasting models have been extensively employed, and a large number of comparisons have been made between the aforementioned methods. The best-suited model for each country is identified considering the root mean squared error and mean absolute percent error values from the compositional data. As noted in this study, first and foremost, it is predicted that by the year 2030, China will witness the disappearance of population dividend and get mired in an aging problem far more severe than that of India or Vietnam. Second, Vietnam’s trend of change in population age structure resembles that of China, but the country will sustain its good health as a whole. Finally, the working population of India demonstrates a strong rising trend, indicating that the age structure of the Indian population still remains relatively “young”. Meanwhile, the continuous rise in the proportion of elderly population and the gradual leveling off growth of the young population have nevertheless become serious problems in the world. The present paper attempts to offer crucial insights into the Asian population size, labor market and urbanization, and, moreover, provides suggestions for a sustainable global demographic development. The gut microbial community structure of adult Thrips tabaci collected from 10 different agro-climatically diverse locations of India was characterized by using the Illumina MiSeq platform to amplify the V3 region of the 16S rRNA gene of bacteria present in the sampled insects. Analyses were performed to study the bacterial communities associated with Thrips tabaci in India. The complete bacterial metagenome of T. tabaci was comprised of 1662 OTUs of which 62.25% belong to known and 37.7% of unidentified/unknown bacteria. These OTUs constituted 21 bacterial phyla of 276 identified genera. Phylum Proteobacteria was predominant, followed by Actinobacteria, Firmicutes, Bacteroidetes and Cyanobacteria. Additionally, the occurrence of the reproductive endosymbiont, Wolbachia was detected at two locations (0.56%) of the total known OTUs. There is high variation in diversity and species richness among the different locations. Alpha-diversity metrics indicated the higher gut bacterial diversity at Bangalore and lowest at Rahuri whereas higher bacterial species richness at T. tabaci samples from Imphal and lowest at Jhalawar. Beta diversity analyses comparing bacterial communities between the samples showed distinct differences in bacterial community composition of T. tabaci samples from different locations. This paper also constitutes the first record of detailed bacterial communities associated with T. tabaci. The location-wise variation in microbial metagenome profile of T. tabaci suggests that bacterial diversity might be governed by its population genetic structure, environment and habitat. Background: A new contraceptive microarray patch (MAP) for women is in development. Input on this method from potential end-users early in the product development process is important to guide design decisions. This paper presents the qualitative component of a broader study exploring initial acceptability of the MAP and selected product features. The qualitative research was intended to identify product features that are most salient to end-users and to contextualize preferences around them with subsequent research planned to assess quantitatively the relative importance of those features. Methods: We conducted 16 focus group discussions and 20 in-depth interviews with women and 20 IDIs with family planning providers in New Delhi, India, and Ibadan, Nigeria. Input from the MAP developer served to identify plausible features of the MAP to include in the focus group discussions and in-depth interviews. Interviews were audio-recorded, transcribed into English, coded, and analyzed to examine key dimensions of MAP features. Results: Many participants viewed the MAP as potentially easy to use. Interest in self-application after learning correct use was high, especially in India. Participants favored formulations affording protection from pregnancy for three or six months, if not longer. Interest in a shorter-acting MAP was particularly low in Nigeria. Non-desirable MAP features included a potential localized skin rash and pain at application. Views on patch size and location of application were related to the potential for rash and pain, with a desire to permit discreet use and minimize pain. Results indicate that the side effect profile, effectiveness, and pricing are also important factors for acceptability and uptake of a future product. Conclusion: Study findings indicate that a contraceptive MAP is of potential interest to women and that specific MAP attributes will be important to acceptability. [ABSTRACT FROM AUTHOR]

Understanding the causality between energy consumption, carbon emissions and economic growth is helpful for policymakers to formulate energy, environmental and economic policies. For the first time, based on nonlinear dynamics, this paper employs multispatial convergent cross mapping (CCM) to revisit the energy-carbon-economy causation for China, India and the G7 countries using both aggregate data and per capita data. The findings indicate that there are significant differences between developing countries and developed countries. A bidirectional nexus between energy consumption, carbon emissions and economic growth is found in China and India, but various causal relationships are identified in the G7 countries, including bidirectional, unidirectional and neutral nexus. The results confirm that the decoupling phenomenon is common in most G7 countries. By leveraging a variety of samples and a new approach, this study provides new evidence for policy authorities to formulate country-specific policies to obtain better environmental quality while achieving sustainable economic growth. Background: Asymptomatic Leishmania donovani infections outnumber clinical presentations, however the predictors for development of active disease are not well known. We aimed to identify serological, immunological and genetic markers for progression from L. donovani infection to clinical Visceral Leishmaniasis (VL). Methods: We enrolled all residents >2 years of age in 27 VL endemic villages in Bihar (India). Blood samples collected on filter paper on two occasions 6–12 months apart, were tested for antibodies against L. donovani with rK39-ELISA and DAT. Sero converters, (negative for both tests in the first round but positive on either of the two during the second round) and controls (negative on both tests on both occasions) were followed for three years. At the start of follow-up venous blood was collected for the following tests: DAT, rK39- ELISA, Quantiferon assay, SNP/HLA genotyping and L.donovani specific quantitative PCR. Results: Among 1,606 subjects enrolled,17 (8/476 seroconverters and 9/1,130 controls) developed VL (OR 3.1; 95% CI 1.1–8.3). High DAT and rK39 ELISA antibody titers as well as positive qPCR were strongly and significantly associated with progression from seroconversion to VL with odds ratios of 19.1, 30.3 and 20.9 respectively. Most VL cases arose early (median 5 months) during follow-up. Conclusion: We confirmed the strong association between high DAT and/or rK39 titers and progression to disease among asymptomatic subjects and identified qPCR as an additional predictor. Low predictive values do not warrant prophylactic treatment but as most progressed to VL early during follow-up, careful oberservation of these subjects for at least 6 months is indicated. This paper explores the social inclusiveness of agricultural extension services in India. We estimate the probability and frequency of farmers’ access to extension services and resulting changes in crop income across different caste groups. The literature suggests that caste-based social segregation manifests in various spheres of life, and perpetuates economic inequality and oppression. An econometric analysis of nationally-representative data from rural India verifies this with respect to the agricultural sector. Farmers belonging to the socially-marginalized castes are found to have a lower chance of accessing the public extension services, primarily due to their inferior resource-endowment status. Contacting extension agents at least once increased the average annual crop income by about 12 thousand Indian rupees per household, which is equivalent to 36% of the annual crop income of those without access to extension services. There exists significant impact heterogeneity. Farmers from the socially-marginalized castes hardly benefited from accessing the extension services. Based on these observations, we have developed a number of policy recommendations that could improve the social inclusiveness of agricultural development strategies in rural India. Poverty affects many people, but the ramifications and impacts affect all aspects of society. Information about the incidence of poverty is therefore an important parameter of the population for policy analysis and decision making. In order to provide specific, targeted solutions when addressing poverty disadvantage small area statistics are needed. Surveys are typically designed and planned to produce reliable estimates of population characteristics of interest mainly at higher geographic area such as national and state level. Sample sizes are usually not large enough to provide reliable estimates for disaggregated analysis. In many instances estimates are required for areas of the population for which the survey providing the data was unplanned. Then, for areas with small sample sizes, direct survey estimation of population characteristics based only on the data available from the particular area tends to be unreliable. This paper describes an application of small area estimation (SAE) approach to improve the precision of estimates of poverty incidence at district level in the State of Bihar in India by linking data from the Household Consumer Expenditure Survey 2011–12 of NSSO and the Population Census 2011. The results show that the district level estimates generated by SAE method are more precise and representative. In contrast, the direct survey estimates based on survey data alone are less stable. Background: Migrant labourers living in the slums of urban and industrial patches across India make up a key sub-population so far controlling Tuberculosis (TB) in the country is concerned. This is because many TB patients from these communities- remain under reached by the Revised National Tuberculosis Control Programme (RNTCP) of India. This marginalized community usually seeks early-stage healthcare from “friendly neighbourhood” non-formal health providers (NFHPs). Because, RNTCP has limited capacity to involve the NFHPs, an implementation research project was conceived, whereby an external partner would engage with the NFHPs to enable them to identify early TB symptomatics from this key sub-population who would be then tested using Xpert MTB/RIF technology. Diagnosed TB cases among them would be referred promptly to RNTCP for treatment. This paper aimed to describe the project and its impact. Methods: Adopting a quasi-experimental before-after design, four RNTCP units from two major urban-industrial areas of Odisha were selected for intervention, which spanned five quarters and covered 151,400 people, of which 30% were slum-dwelling migrants. Two similar units comprised the control population. The hypothesis was, reaching the under reached in the intervention area through NFHPs would increase TB notification from these traditionally under-notifying units. RNTCP notification data during intervention was compared with pre-intervention era, adjusted for contemporaneous changes in control population Results: The project detected 488 Xpert+ TB cases, of whom 466 were administered RNTCP treatment. This translated into notification of additional 198 new bacteriologically positive cases to RNTCP, a 30% notification surge, after adjustment for 2% decline in control. This meant an average quarterly increase in notification of 41.20(20.08, 62.31; p<0.001) cases. The increase was immediate, evident from the rise in level in the time series analysis by 50.42(10.28, 90.55; p = 0.02) cases. Conclusion: Engagement with NFHPs contributed to an increase in TB notification to RNTCP from key under reached, slum-dwelling migrant populations. [ABSTRACT FROM AUTHOR]

This paper describes a novel simulation of active and break spells of the Indian summer monsoon (ISM) using a relatively high-resolution regional coupled ocean-atmosphere climate model (RCM) run at 10-km grid spacing. Similar to what is seen in observations, the RCM-simulated active (break) spells are characterized by stronger (weaker) rainfall over central India and anomalous low-level atmospheric flow that enhances (weakens) the climatological flow pattern. Highlights of this study include the improved spatiotemporal structure, propagation characteristics, and amplitude of the intraseasonal variations of the ISM rainfall in the RCM simulation as compared with some of the more recent simulations conducted with global models at coarser spatial resolutions. This study's RCM simulation also displays associated variations in the upper ocean, with active (break) spells of the ISM coinciding with colder (warmer) sea surface temperatures (SSTs) in both the Arabian Sea and the Bay of Bengal. These SST anomalies are mainly sustained by corresponding net heat flux anomalies on the ocean surface. The active (break) spells are further associated with shoaling (deepening) of the mixed layer depth, which is critical for the SST response to heat flux. All of these simulated features of intraseasonal variations of the ISM have been seen in earlier observational studies, which further confirms the fidelity of the model simulation and the importance of coupled air-sea interactions and upper-ocean stratification. With the ongoing demographic and epidemiological transition, cancer is emerging as a major public health concern in India. This paper uses nationally representative household survey to examine the overall prevalence and economic burden of cancer in India. The age-standardized prevalence of cancer is estimated to be 97 per 100,000 persons with greater prevalence in urban areas. The evidence suggests that cancer prevalence is highest among the elderly and also among females in the reproductive age groups. Cancer displays a significant socioeconomic gradient even after adjusting for age-sex specifics and clustering in a multilevel regression framework. We find that out of pocket expenditure on cancer treatment is among the highest for any ailment. The average out of pocket spending on inpatient care in private facilities is about three-times that of public facilities. Furthermore, treatment for about 40 percent of cancer hospitalization cases is financed mainly through borrowings, sale of assets and contributions from friends and relatives. Also, over 60 percent of the households who seek care from the private sector incur out of pocket expenditure in excess of 20 percent of their annual per capita household expenditure. Given the catastrophic implications, this study calls for a disease-based approach towards financing such high-cost ailment. It is suggested that universal cancer care insurance should be envisaged and combined with existing accident and life insurance policies for the poorer sections in India. In concluding, we call for policies to improve cancer survivorship through effective prevention and early detection. There exists an enormous interest in clarification of the relationship between education and economic growth. Over the past 30 years, there have been conducted studies by economists about the connection between education and economic growth. There are actually many publications which provide strong evidence that suggests a correlation between the two. This paper attempts to build upon previous publications and to introduce a unique insight along with contemporary evidence about the relationship between education and economic growth in India from 1975 to 2016 by foc using on primary, secondary and tertiary levels of education. The relationships are examined by utilization of econometric estimations with the Granger Causality Method and the Cointegration Method. These methods are used to create models that could shed light on the claim that education plays a central and significant role in economic growth of India which could consequently be used as an example for similar countries in Asia or around the world. The findings of this work show that there is compelling evidence proving a positive connection between education levels and economic growth in India which might influence governmental actions and shape the future of India. Background: Research capacity is scarce in low- and middle-income country (LMIC) settings. Social determinants of health research (SDH) is an area in which research capacity is lacking, particularly in Asian countries. SDH research can support health decision-makers, inform policy and thereby improve the overall health and wellbeing of the population. In order to continue building this capacity, we need to know to what extent training exists and how challenges could be addressed from the perspective of students and staff. This paper aims to describe the challenges involved in training scholars to undertake research on the SDH in four Asian countries - China, India, Oman and Vietnam.Methods: In-depth interviews were conducted with research scholars, research supervisors and principal investigators (n = 13) at ARCADE partner institutions, which included eight universities and research institutes. In addition, structured questionnaires (n = 70) were used to collect quantitative data relating to the courses available, teaching and supervisory capacity, and related issues for students being trained in research on SDH. Simple descriptive statistics were calculated from the quantitative data and thematic analysis applied to the qualitative data.Results: We identified a general lack of training courses focusing on SDH. Added to this, PhD students studying related areas reported inadequate supervision, with limited time allocated to meetings and poor interpersonal communication. Supervisors cited interpersonal communication problems and student lack of skills to perform high quality research as challenges to research training. Further challenges reported included a lack of research funding to include SDH-related topics. Finally, it was suggested that there was a need for institutions to define clear and appropriate standards regarding admission and supervision of students to higher education programs awarding doctoral degrees.Conclusions: There are gaps in training for research on the SDH at the surveyed universities and research institutes, which are likely to also be present in other Asian countries and their higher education institutions. Some of the barriers to high quality research and research training can be addressed by improved training for supervisors, clearly defined standards of supervision, finances for student stipends, and increased use of information and communication technology to increase access to teaching materials. Background: Even though cholera has existed for centuries and many parts of the country have sporadic, endemic and epidemic cholera, it is still an under-recognized health problem in India. A Cholera Expert Group in the country was established to gather evidence and to prepare a road map for control of cholera in India. This paper identifies cholera burden hotspots and factors associated with an increased risk of the disease. Methodology/Principle findings: We acquired district level data on cholera case reports of 2010–2015 from the Integrated Disease Surveillance Program. Socioeconomic characteristics and coverage of water and sanitation was obtained from the 2011 census. Spatial analysis was performed to identify cholera hotspots, and a zero-inflated Poisson regression was employed to identify the factors associated with cholera and predicted case count in the district. 27,615 cholera cases were reported during the 6-year period. Twenty-four of 36 states of India reported cholera during these years, and 13 states were classified as endemic. Of 641 districts, 78 districts in 15 states were identified as “hotspots” based on the reported cases. On the other hand, 111 districts in nine states were identified as “hotspots” from model-based predicted number of cases. The risk for cholera in a district was negatively associated with the coverage of literate persons, households using treated water source and owning mobile telephone, and positively associated with the coverage of poor sanitation and drainage conditions and urbanization level in the district. Conclusions/Significance: The study reaffirms that cholera continues to occur throughout a large part of India and identifies the burden hotspots and risk factors. Microplastics (MPs) are non-biodegradable substances that can sustain our environment for up to a century. What is more worrying is the incapability of modern technologies to annihilate MPs from om environment. One ramification of MPs is their impact on every kind of life form on this planet, which has been discussed ahead; that is why these substances are surfacing in everyday discussions of scholars and researchers. This paper discusses the overview of the global occurrence, abundance, analysis, and remediation techniques of MPs in the environment. This paper primarily reviews the event and abundance of MPs in coastal sediments and agricultural soil of three major Asian countries, India, China, and Japan. A significant concentration of MPs has been recorded from these countries, which affirms its strong presence and subsequent environmental impacts. Concentrations such as 73,100 MPs/kg in Indian coastal sediments and 42,960 particles/kg in the agricultural soil of China is a solid testimony to prove their massive outbreak in our environment and require urgent attention towards this issue. Conclusions show that human activities, rivers, and plastic mulching on agricultural fields have majorly acted as carriers of MPs towards coastal and terrestrial soil and sediments. Later, based on recorded concentrations and gaps, future research studies are recommended in the concerned domain; a dearth of studies on MPs influencing Indian agricultural soil make a whole sector and its consumer vulnerable to the adverse effects of this emerging contaminant. Out-of-pocket spending at out-patient departments (OPD) by households is relatively less analyzed compared to hospitalization expenses in India. This paper provides new evidence on the levels and drivers of expenditure on out-patient care, as well as choice of providers, using household survey data from 8 districts in 3 states of India. Results indicate that the economically vulnerable spend more on OPD as a proportion of per capita consumption expenditure, out-patient care remains overwhelmingly private and switches of providers—while not very prevalent—is mostly towards private providers. A key result is that choice of public providers tend to lower OPD spending significantly. It indicates that an improvement in the overall quality and accessibility of government facilities still remain an important tool that should be considered in the context of financial protection. Introduction: Common mental disorders (CMD) such as depression, suicidal risk and emotional/medically unexplained complaints affect a large number of people in India, but few receive appropriate care. Key reasons for this include few trained mental health professionals and stigma associated with mental health. A potential approach to address poor access to care is by training village healthcare workers in providing basic mental health care, and harnessing India’s vast mobile network to support such workers using mobile-based applications. We propose an intervention to implement such an approach that incorporates the use of mobile-based electronic decision support systems (EDSS) to provide mental health services for CMD, combined with a community-based anti-stigma campaign. This will be implemented and evaluated across 42 villages in Andhra Pradesh, a south Indian state. This paper discusses the development and testing of the EDSS, and the formative research that informed the anti-stigma campaign. Materials and Methods: The development of the EDSS used an iterative process that was validated against clinical diagnosis. A mixed methods approach tested the user acceptability of the EDSS. Focus group discussions and in-depth interviews provided community-level perceptions about mental health. This study involved 3 villages and one primary health centre. Results: The EDSS application was found to be acceptable, but some modifications were needed. The community lacked adequate knowledge about CMD and its treatment and there was stigma associated with mental illness. Faith and traditional healers were considered to be important mental health service providers. Discussion: A number of barriers and facilitators were identified in implementing the intervention analysed in a framework using Andersen’s behavioural model of health services use. The increased detection of thyroid nodules in the human population has led to an increase in the number of thyroid surgeries without an improvement in survival outcomes. Though the choice for surgery is straightforward in malignant thyroid nodules, the decision is far more complex in those nodules that get categorized into indeterminate thyroid nodules (ITN) by fine needle aspiration. Therefore, there is a pressing need to develop a tool that will aid in decision-making among the ITN. In this context, the development of various molecular testing (MT) panels has helped to confirm or rule out malignancy, reducing unnecessary surgeries and potentially guiding the extent of surgery as well. Currently, such tests are widely used among the Western population but these MT panels are not used by the South Asian population because of non-availability of validated panels and the high cost involved. There is a need to develop a suitable panel which is population-specific and validate the same. In this review, we would focus on current trends in the management of ITN among the South Asian population and how to develop a novel MT panel which is cost-effective, with high diagnostic accuracy obviating the need for expensive panels that already exist. Background: As Bangladesh, India and Nepal progress towards visceral leishmaniasis (VL) elimination, it is important to understand the role of asymptomatic Leishmania infection (ALI), VL treatment relapse and post kala-azar dermal leishmaniasis (PKDL) in transmission. Methodology/ Principal Finding: We reviewed evidence systematically on ALI, relapse and PKDL. We searched multiple databases to include studies on burden, risk factors, biomarkers, natural history, and infectiveness of ALI, PKDL and relapse. After screening 292 papers, 98 were included covering the years 1942 through 2016. ALI, PKDL and relapse studies lacked a reference standard and appropriate biomarker. The prevalence of ALI was 4–17-fold that of VL. The risk of ALI was higher in VL case contacts. Most infections remained asymptomatic or resolved spontaneously. The proportion of ALI that progressed to VL disease within a year was 1.5–23%, and was higher amongst those with high antibody titres. The natural history of PKDL showed variability; 3.8–28.6% had no past history of VL treatment. The infectiveness of PKDL was 32–53%. The risk of VL relapse was higher with HIV co-infection. Modelling studies predicted a range of scenarios. One model predicted VL elimination was unlikely in the long term with early diagnosis. Another model estimated that ALI contributed to 82% of the overall transmission, VL to 10% and PKDL to 8%. Another model predicted that VL cases were the main driver for transmission. Different models predicted VL elimination if the sandfly density was reduced by 67% by killing the sandfly or by 79% by reducing their breeding sites, or with 4–6y of optimal IRS or 10y of sub-optimal IRS and only in low endemic setting. Conclusion/ Significance: There is a need for xenodiagnostic and longitudinal studies to understand the potential of ALI and PKDL as reservoirs of infection. [ABSTRACT FROM AUTHOR]

This paper examines trends in three reproductive healthcare indicators- namely, antenatal care, medical assistance at delivery, and contraceptive use among the urban poor and non-poor in India using data from the National Family Health Surveys, 1992-1993 and 2005-2006. The urban poor and non-poor are derived from composite wealth indices based on a set of economic proxies. Results indicate that the estimates of poor and non-poor are reliable. During the last 14 years, the service coverage in all three indicators has increased in the country, among both the urban poor and non-poor. However, the utilization of reproductive health services is concentrated among the urban non-poor cutting across the states, with the exception of Kerala. While the non-poor/poor gap in antenatal care and medical assistance at delivery remained large over the years, the gap in contraceptive use has narrowed down cutting across states. After adjusting for other confounders, household poverty was found to be a significant barrier in the utilization of reproductive healthcare services across the states. Purpose: This study aims to identify and elucidate on the different forms and antecedents of customer misbehaviour in the service industry of the emerging country particularly India. Design/methodology/approach: This study adopts a bibliometric analysis approach using bibliophagy software and thematic analysis to reveal four themes: "forms of customer misbehaviour"; "antecedents of such misbehaviour"; "changes in the personal and work behaviour of employees and management"; and "measures to reduce customer misbehaviour". These are combined and interrelated to extant theories and empirical data to ultimately produce a comprehensive model on the subject. Findings: This study finds the antecedents and analyses different forms of customer misbehaviour from Asian customer perspectives. A thematic output is provided which policymakers and other researchers can use to develop various policies and which other related research could use as inputs in the area or consumer behaviour and emerging countries. Research limitations/implications: This study contributes to the field of behavioural studies, especially in the Asian context. Policymakers and future researchers can use these findings to understand different customer-related issues from Asian customer perspective. However, the focus on the Indian consumer market as an emerging country in Asia limits the applicability and generalizability of the study for all emerging countries. Originality/value: The originality and value of this study is related to its pioneering use of bibliometric and thematic analysis from the Asian service context. The value of such research work is associated with both scholarly and executive implications. Regarding the latter, this study examines the myopic nature of uncivil behaviour and helps service firms to understand and manage its different forms, conclusively also providing practicable executive directions on the problem. The dynamic stresses generated during the passage of surface waves perturb most major plate boundaries and active volcanic/geothermal regions. The present investigation aims to understand and find evidence for dynamic triggering in the intraplate Kachchh Rift Basin, northwestern India. We analysed the local earthquake catalogues and waveforms of 36 teleseismic earthquakes with M w ≥ 7.5, which occurred between 2007 and 2017 and generated peak dynamic stresses of at least 1 kPa. The study manually examines the waveforms 24 hr before and after the teleseismic P wave and detects missing earthquakes by applying the matched filter technique. Notably, the analysis reveals that 6 out of 36 earthquakes (17 per cent of the analysed earthquakes) are responsible for triggering non-volcanic tremors or microearthquakes during the passage of surface waves and later. Although the triggering potential in the region seems insensitive to the amplitude of dynamic stresses imparted by the teleseismic surface waves, the direction of the incoming waves appears critical. The surface waves of events whose backazimuths are parallel to the strike of the active faults are capable of triggering. The triggered earthquakes lie along the Kachchh Mainland Fault, North Wagad Fault and South Wagad Fault, in the vicinity of the epicentre of the 2001 January 26, M w 7.7 Bhuj earthquake. Purpose: The usage of smartphone is interfering in many social activities including unwanted interference in the interpersonal communication. Eventually, people are becoming addicted to smartphones. In this context, the purpose of this study is to identify the factors impacting smartphone addiction (SPA) that causes disruption to social life. Design/methodology/approach: With inputs from literature and theories, some hypotheses have been formulated and a conceptual model has been developed. The model later has been validated statistically using structural equation modelling technique with survey method involving 302 smartphone users in India. Findings: The result shows that loneliness, stress and depression are the principal factors impacting addiction of smartphone to the individuals depending on their age and gender. Also, the addiction is found to be responsible for disruption of social life. Research limitations/implications: This study has scholarly and policy implications from the social perspectives. This study cannot be generalizable as it uses limited sample. Also, this study achieved 72% explanative power of the proposed model. This has been achieved with consideration of the existing variables. Consideration of other factors could have improved the model. Practical implications: This study provides an improved model which can be used by the policymakers and practitioners towards framing the appropriate policy regarding smartphone usage by the individuals. This study also highlights that there is a need of a regulatory authority to monitor and restrict the smartphone usage by the young individuals who may potentially become addicted to it. This study also highlights the need for an enforceable regulation for the content showing through smartphone. Originality/value: This study provides a unique theoretical model with an explanative power as high as 72%. There are limited studies which show the determinants of SPA and its consequences from social and psychological perspective in the Asian context. Knowing the pre-collisional extent of the northern Indian Plate margin ('Greater India') is vital to understanding the tectonic evolution of the India–Asia collision and the formation of the Himalayan–Tibetan orogen. However, suitable geological units for palaeomagnetic investigations along the Himalayan belt are limited, which makes it difficult to reconstruct Greater India during the pre-collisional period in Late Cretaceous to Palaeogene. Often the palaeomagnetic results from the Zongpu Formation at Gamba in southern Tibet (∼88.5°E) were used for estimates of Greater India, but their validity was recently questioned. As a contribution to closing the data gap, we performed a palaeomagnetic study of the Palaeocene/Lower Eocene Dibling limestone (DL) in the western Tethyan Himalaya of Zanskar (34.0°N/76.6°E). The results from 27 sites revealed a well grouping (k  = 71.7) syntectonic magnetization with best grouping at 52 per cent unfolding. The remagnetization of the DL was acquired shortly after ∼54 Ma, at the latest at ∼49 Ma, and is probably carried by fine-grained magnetite formed during the early orogenic phase. Assuming proportional tilting of the fold limbs, the corresponding palaeolatitude of 11.8 ± 2.4°N suggests a maximum Greater India extent of 810 ± 420 km and a first continental contact with the southern Eurasian margin at ∼12°N in the western part of the suture zone. The tectonostratigraphic equivalence of the DL with the Zongpu Formation at Gamba and a great similarity in their magnetic properties supports a secondary origin of the Gamba results. Through understanding the mechanism of remagnetization in the DL, an early orogenic remanence acquisition is also indicated for the Zongpu Formation, and thus the Gamba results deserve further credit for Greater India reconstructions. However, we note a large inconsistency of the available Late Cretaceous and Palaeogene palaeolatitude data from the Tethyan Himalaya by up to ∼20°, corresponding to differences of up to ∼2000 km in the size of Greater India. These discrepancies require further palaeomagnetic work in the Tethyan Himalaya, and in particular we recommend comparative studies at same locations and of same units. [ABSTRACT FROM AUTHOR]

Abstract: In 2006 a report on the analysis for lead in 80 new residential paints from four countries in Asia revealed high levels in three of the countries (China, India and Malaysia) and low levels in a fourth country (Singapore) where a lead in paint regulation was enforced. The authors warned of the possible export of lead-painted consumer products to the United States and other countries and the dangers the lead paint represented to children in the countries where it was available for purchase. The need for a worldwide ban on the use of lead in paints was emphasized to prevent an increase in exposure and disease from this very preventable environmental source. Since the earlier paper almost 300 additional new paint samples have been collected from the four initial countries plus 8 additional countries, three from Asia, three from Africa and two from South America. During the intervening time period two million toys and other items imported into the United States were recalled because the lead content exceeded the United States standard. High lead paints were detected in all 12 countries. The average lead concentration by country ranged from 6988 (Singapore) to 31,960ppm (Ecuador). One multinational company sold high lead paint in one country through January 2007 but sold low lead paint later in 2007 indicating that a major change to cease adding lead to their paints had occurred. However, the finding that almost one-third of the samples would meet the new United States standard for new paint of 90ppm, suggests that the technology is already available in at least 11 of the 12 countries to produce low lead enamel paints for domestic use. The need remains urgent to establish effective worldwide controls to prevent the needless poisoning of millions of children from this preventable exposure. [Copyright &y& Elsevier]

The problem of arsenic pollution of groundwater used for domestic water supplies is now well recognised in Bangladesh, India and some other countries of South and South-east Asia. However, it has recently become apparent that arsenic-polluted water used for irrigation is adding sufficient arsenic to soils and rice to pose serious threats to sustainable agricultural production in those countries and to the health and livelihoods of affected people. This paper reviews the nature of those threats, taking into account the natural sources of arsenic pollution, areas affected, factors influencing arsenic uptake by soils and plants, toxicity levels and the dietary risk to people consuming arsenic-contaminated rice. In this paper, we concisely reviewed the contamination of persistent organic pollutants (POPs) such as polychlorinated dibenzo-p-dioxins (PCDDs), dibenzofurans (PCDFs), biphenyls (PCBs), dichlorodiphenyltrichloroethane and its metabolites (DDTs), hexachlorocyclohexane isomers (HCHs), chlordane compounds (CHLs), hexachlorobenzene (HCB) in human breast milk collected from Asian countries such as Japan, China, Philippines, Vietnam, Cambodia, India, Malaysia, and Indonesia during 1999–2003. Dioxins, PCBs, CHLs in Japanese, and DDTs in Vietnamese, Chinese, Cambodian, Malaysian, and HCHs in Chinese, Indian, and HCB in Chinese breast milk were predominant. In India, levels of dioxins and related compounds (DRCs) in the mothers living around the open dumping site were notably higher than those from the reference site and other Asian developing countries, indicating that significant pollution sources of DRCs are present in the dumping site of India and the residents there have been exposed to relatively higher levels of these contaminants possibly via bovine milk. We argue in this paper that in the WTO regime the role of efficiency seeking FDI and location advantages are likely to emerge more important. A primary survey was conducted and the Japanese MNEs were asked to assess location advantages for India in relation to China and the East Asian countries. This paper presents a synthesis of assessment of sustainable biomass production potential in six Asian countries—China, India, Malaysia, Philippines, Sri Lanka and Thailand, and is based on the detailed studies carried out in these countries under the Asian Regional Research Programme in Energy, Environment and Climate (ARRPEEC). National level studies were undertaken to estimate land availability for biomass production, identify and evaluate the biomass production options in terms of yield per hectare and financial viability, estimate sustainable biomass production for energy, and estimate the energy potential of biomass production in the six Asian countries. Sustainable biomass production from plantation is estimated to be in the range of 182.5–210.5, 62–310, 0.4–1.7, 3.7–20.4, 2.0–9.9 and 11.6–106.6 Mt yr−1 for China, India, Malaysia, Philippines, Sri Lanka and Thailand, respectively. The maximum annual electricity generation potential, using advanced technologies, from the sustainable biomass production is estimated to be about 27, 114, 4.5, 79, 254 and 195 percentage of the total electricity generation in year 2000 in China, India, Malaysia, Philippines, Sri Lanka and Thailand, respectively. Investment cost for bioenergy production varies from US$381 to 1842 ha−1 in the countries considered in this study; investment cost for production of biomass varies from US$5.1 to 23 t−1. The Kachchh Rift Basin of western India that hosted the devastating 2001  M W 7.7 Bhuj earthquake has been witnessing minor to moderate seismicity since then. The genesis of these intraplate earthquakes and geometry of the causative faults is still elusive. In this study, we relocated all the earthquakes recorded between 2006 and 2018 and utilized a set of 4285 best located earthquakes to provide rare insights into the orientation and depth distribution of the currently active faults. We also analysed previously computed source mechanisms, in perspective of our location results. It is revealed that the present seismic activity is primarily aligned along two planes—one steeply dipping (∼60°) to the northeast with a NW–SE strike and the other gently (∼34°) dipping to the SSW, striking WNW–ESE. The traces of these fault surfaces coincide with the Kachchh Mainland fault (KMF) and the North Wagad Fault (NWF) when extrapolated to the surface, respectively. Activity along the NWF has been shown in earlier studies, however, clear evidence of activity along the steep north-dipping KMF is presented for the very first time. Thrust earthquakes dominate the NWF while strike-slip earthquakes are seen across the KMF. Our results show that the two fault surfaces converge between 70.30°E and 70.43°E longitudes in the depth range 22–32 km, however, there is large E–W offset between the northern and southern extremities of the fault-system. This convergence zone hosted the largest earthquakes (M L 4.7–5.1) between 2006 and 2018 and the hypocentre of 2001 main shock also coincide with it. The earthquakes occurring in the interfault region show major strike-slip motion and are probably influenced by the relative motion between the NWF and KMF. Consistent seismicity, assisted probably by high conducting material, is seen across the NWF while intermittent seismicity is revealed along the KMF. Scrutiny of earlier studies revealed that the 2001 main shock and first few weeks of aftershocks were hosted on another south-dipping fault, the South Wagad Fault (SWF), however, activity along the SWF is found to be meagre during 2006–2018. Instead, seismicity has currently migrated to faults north and south of the SWF. These currently active faults most likely were reactivated during/after the 2001 main shock. [ABSTRACT FROM AUTHOR]

Ecological problems are increasing globally, studies are being done seriously for environmental protection; Efforts are being made to improve the deteriorating relationship between development and the environment. Since the publication of the issue,=Development and the Environment' by the World Bank in 1992, several articles on the relationship between development and the environment have been published in the economic literature, most of which suggestthe government policies to improve this deteriorating relationship. In the direction of environmental protection, there have been many policy changes in various developed and developing countries, which have yielded promising results. Some countries have adopted the policy of financial incentives; some countries have given colour codes based on the pollution of factories. Some countries have adopted a policy of campaigning against pollutants and some have started following a policy of punitive recovery based on polluted emissions. Many countries have begun making industrial workers and the public aware of pollution because they are the worst affected by pollution. These efforts have yielded good results. In Asian countries, many positive trends can be found in environmental protection through governance. On the other hand, environmental policies & laws were strengthened, particularly in the 1970s and again in the 1990s. India follows the basic principle of the United Nations Framework Convention on Climate Change (UNFCCC). According to which, countries responsible for climate change have to contribute more to emission reductionsthan other less accountable countries. Thus, India is not bound by these responsibilities but can make voluntary contributions. At the world level, ever since the environment has become an important issue in international politics, India has been working on it responsibly. India is trying to fulfil the commitments made at the world level. India signed the Paris Agreement on April 22, 2016 with the objective of reducing greenhouse gases under UNFCCC. India is actively working with China and G-77 for joint programme development on the agreement. UNFCCC has given a number of presentations on finance, technology, forestry and other sectors. Background: Anesthesia leads to impairments in central and peripheral thermoregulatory responses. Inadvertent perioperative hypothermia is hence a common perioperative complication, and is associated with coagulopathy, increased surgical site infection, delayed drug metabolism, prolonged recovery, and shivering. However, surveys across the world have shown poor compliance to perioperative temperature management guidelines. Therefore, we evaluated the prevalent practices and attitudes to perioperative temperature management in the Asia–Pacific region, and determined the individual and institutional factors that lead to noncompliance. Methods: A 40-question anonymous online questionnaire was distributed to anesthesiologists and anesthesia trainees in six countries in the Asia–Pacific (Singapore, Malaysia, Philippines, Thailand, India and South Korea). Participants were polled about their current practices in patient warming and temperature measurement across the preoperative, intraoperative and postoperative periods. Questions were also asked regarding various individual and environmental barriers to compliance. Results: In total, 1154 valid survey responses were obtained and analyzed. 279 (24.2%) of respondents prewarm, 508 (44.0%) perform intraoperative active warming, and 486 (42.1%) perform postoperative active warming in the majority of patients. Additionally, 531 (46.0%) measure temperature preoperatively, 767 (67.5%) measure temperature intraoperatively during general anesthesia, and 953 (82.6%) measure temperature postoperatively in the majority of patients. The availability of active warming devices in the operating room (p < 0.001, OR 10.040), absence of financial restriction (p < 0.001, OR 2.817), presence of hospital training courses (p = 0.011, OR 1.428), and presence of a hospital SOP (p < 0.001, OR 1.926) were significantly associated with compliance to intraoperative active warming. Conclusions: Compliance to international perioperative temperature management guidelines in Asia–Pacific remains poor, especially in small hospitals. Barriers to compliance were limited temperature management equipment, lack of locally-relevant standard operating procedures and training. This may inform international guideline committees on the needs of developing countries, or spur local anesthesiology societies to publish their own national guidelines. [ABSTRACT FROM AUTHOR]
