In consideration of the COVID-19 pandemic around the world, International Olympic Committee (IOC) and Tokyo Organizing Committee of Olympic Games(OCOG) jointly decided to postpone the 2020 Tokyo Olympic Games. Although this human health and safety oriented decision has full ethical legitimacy, whether it is in compliance with the legitimacy of Olympic Charter needs to be studied. The rule of Olympics by law, which is a modern Olympic governance model, reveals that the important matters and relevant changes of Olympics matters shall be based on the charter. From this perspective, the postponement of Tokyo Olympics conforms to the procedure rules determined by IOC Executive Board, while violates the regulations on the time of holding Olympics provided in the charter. Therefore, combined with the history of repeated revisions of the charter for adapting to development, the deficiencies of the charter in regulating rules of important Olympics matters and other aspects are analyzed. The rule of Olympics by law shall follow the benign law so as to enable the charter to cover the Olympics comprehensively and respond to the practice of the Olympics timely. In this paper, the rules and mechanisms for further revising and perfecting the important matters and relevant changes of Olympics in the Olympic Charter are explored. [ABSTRACT FROM AUTHOR]
