Although recent attention has been given to the importance of anticipating implementation problems before programs are launched on a large scale, little has been offered in the way concrete examples of how implementation analyses can be conducted. This paper presents an implementation analysis for a case management information system intended to serve as a tool for prosecution management. The experiences of two case management information prototypes serve as a basis for conducting an implementation analysis that predicts the difficulties likely to be encountered by other case management information system adopters. The predictions are then compared to the experiences of the first 20 adopters of one of the prototypes. Attention is given to the role of technical assistance in the implementation process.
