ABSTRACT Promoting social cohesion is frequently mentioned as an objective for child and family social work from a policy perspective. However, it is unclear how policies shape concrete child and family social work practices. The aim of the current study is to analyse how early childhood services in Flanders (Belgium) commit to the promotion social cohesion. An explorative multiple case study in Flanders, using (non)participatory observations (N = 40), was performed in child and family social work practices to answer the following research question: What is going on in child and family social work regarding the promotion of social cohesion? The research indicates that in the context of child and family social work, it is important to pay attention to the meaning of these light encounters as a possible way to foster social cohesion. Given the importance of light encounters in child and family social work, a reflection on the role of the infrastructure should be made. To end, a clear need and challenge became visible regarding the diversity in child and family social work practices. It is necessary to reach a diversity of families, but this implies that practitioners have the knowledge and know‐how in approaching and dealing with diversity issues. [ABSTRACT FROM AUTHOR]

In the international realm, inter‐organizational networking is perceived as a highly relevant instrument in social policy that enables welfare organizations to deal with "wicked issues." In this article, we discuss the central empirical findings acquired from a recent qualitative research project that focuses on inter‐organizational networks that were formed at the local level to deal with the wicked issue of child poverty as a complex and multidimensional social problem. We explore how the network discussions about normative value orientations in four inter‐organizational networks evolve, and identify three central fields of tension that illustrate the complexity for local welfare actors in and across networks to create network strategies in dealing with child poverty: (a) selective versus universal provision, (b) conditional versus unconditional strategies, and (c) instrumental versus lifeworld‐oriented approaches. Our findings show that networks can function as valuable forums for collective debate and reflection, since different approaches and perspectives to tackle the problem of child poverty can be confronted with each other. Creating such a forum has the potential to challenge dominant conceptualizations and undesirable assumptions of complex social problems that are present in welfare practices and policies. Integrated services in preventive health care and child and family social work increasingly embrace the concept of proportionate universalism (PU) as a means of overcoming the dichotomy between universal and targeted services in contexts of diversity. The implementation of the concept of PU raises several theoretical and empirical questions that form the basis of this article. This study aims to provide more insight in how the concept of PU is operationalized in child and family social work. Qualitative research was performed in three specific cases of child and family social work, the so‐called "Huizen van het Kind" or Children's Houses in Flanders (Belgium). The study triangulates three perspectives: policy, organizational level, and street level. The findings generate three meta‐themes: perseverant structuring of populations or predefinitions, image and conceptualization of the Children's House, and organizational challenges. Abstract: In this article, we discuss how the flow of private information about children and families in poverty situations is managed in interorganizational networks that aim to combat child poverty. Although practices for sharing information and documentation between child and family social work services are highly encouraged and recommended to create supportive features for parents and children, this development often results in undesirable forms of governmentality. Interorganizational networking also creates controlling side effects because the exchange of information in networks of child and family services may wield a holistic power over families. We theorize this issue by using the Foucauldian concepts of the panopticon and pastoral power, which allows us to grapple with the major tension between support and control in the information‐ and documentation‐sharing practices of social workers. A critical analysis of our empirical data reveals four central fields of tension in which social workers and their organizations must position themselves: (a) craving control and handling uncertainty, (b) using and misusing private information and trust, (c) constructing families as subjects and objects of intervention, and (d) including and excluding families. In response to the global financial crisis, social policies in Europe and elsewhere incorporated a logic of social investment to reduce (child) poverty and social inequality. Several critiques, however, have been raised against the narrowness of this discourse. In order to introduce another way of seeing, an interview study was conducted inspired by the interpretative paradigm of lifeworld orientation. This has allowed us to acquire a critical, in‐depth understanding of the consequences of economic downturn and unemployment for families with young children (0–3 years old), from their point of view. Findings highlight the importance of listening to parents here and now, in order to be able to take account of their concrete, lived realities within the context of the broader society and critically assess these realities according to principles of human dignity and social justice. In current European Welfare states, Child and Family Social Work has been assigned a pivotal role in constructing a route out of (child) poverty. The direction, processes and outcomes of these interventions are, however, rarely negotiated with the families involved. Based on a retrospective biographical research with parents of young children who experienced financial difficulties over time, this paper therefore seeks to uncover and understand how parents give meaning to welfare which strategies they accordingly develop and how these perspectives and welfare strategies interact with Child and Family Social Work interventions. We aim to acquire knowledge about how interventions are constructed, interpreted and being used as potentially supportive levers in realizing the well-being of parents and children in poverty situations and explore how they may influence families' routes out of poverty. Drawing on Lister's analytical framework of agency within the bounds of structural constraints, our research provides insights in the essentially complex, multi-layered and paradoxical nature of support and suggests that support cannot simply be perceived as synonymous to mobility out of poverty. Partnership has become a dominant concept in current thinking about the parent-professional relationship within a variety of interventions aimed at child welfare, including family support practice. However, despite the burgeoning policy and research attention, the meaning of partnership in practice remains unclear. Based on interviews with professionals in a family support intervention in Flanders (the Dutch-speaking part of Belgium), this paper offers an insight into professionals' daily interactions with parents. The analysis reveals a tension between professionals' commitment towards parents on the one hand, and the way professionals take up this commitment in an expert role on the other. Consequences for professionals' relationships in child and family welfare interventions are discussed, as well as some implications for the realization of proper partnerships that acknowledge the power imbalances that exist in such partnerships. The range of centres where parents and children come together has mushroomed in different parts of the world, as new social work practices address the emerging non-material needs of parents in changing demographic contexts. In this paper, we explore the origins and modi operandi of these centres in Belgium, France, Italy and Japan. Analysis of previous studies and policy documents reveal diverse political rationales, including addressing declining birth rates, preventing psychosocial problems and social isolation of mothers and promoting social cohesion and equality of educational opportunities. Remarkably, despite the diverse cultural and socio-political contexts and rationales, these centres also share very similar ways of functioning and provide an informal type of social support to parents with young children. Social support, as a complex, dynamic and multidimensional concept, has been studied extensively. However, a review of research publications on social support and parenting reveals that social work perspectives on social support are underdeveloped in the Social Sciences Citation Index. Social support is predominantly studied in relation to parental health, considering social support as a buffer against potential negative outcomes for children. This, in turn, legitimates extensive research on parents 'at risk'. Specific target groups have been questioned abundantly using social support measures, mainly consisting of self-reports. We conclude that social support is studied as a predefined concept, lacking conceptualizations that encompass the actual enacted support in relation to the perspectives of both givers and receivers of support. Moreover, the focus on targeted groups ignores the experience of social support in more diverse populations in general services and in everyday life. Issues of reciprocity, diversity and multivocality are central to our appeal for social work perspectives truly encompassing the relational aspect of social support. The question whether, and to what extent, social workers (including practitioners, policy-makers and researchers) should give attention to this relational aspect is discussed. [ABSTRACT FROM AUTHOR]

We conducted a study of changes in the availability, accessibility and enrolment of children from low-income, single-parent and ethnic minority families in early child care centres. The study was carried out in Brussels which offers unique possibilities to study accessibility in a context in which quality and costs are controlled across centres. A survey on access policies in 89 day care centres, and on 150 mothers regarding their search process, was complemented by two focus groups attended by centre directors. The results were compared with data from a similar study we conducted in 2005. The results show that while inequality in availability has remained, centre directors' awareness of social priority criteria has changed, resulting in a significant increase in the enrolment of children from single-parent and ethnic minority families, and - to a lesser extent - an increase in the enrolment of children from low-income families. The results support the hypothesis that policy measures, combined with support, can influence inequalities in enrolment rates. [ABSTRACT FROM AUTHOR]

The close connection between the quality of provision for young children and professionaliation of the field has long been supported by international research. That the two are inseparable aspects of one picture is beginning to become accepted at European policy level, as evident in recent high level EU policy documents. This article explores the reciprocal relationship between quality and professionalisation, drawing on the findings of the study on 'competence requirements in early childhood education and care' ( CoRe), jointly conducted by the University of East London and the University of Gent, and funded by the European Commission. Based on a review of literature in several European languages and data from a 15-country survey and seven in-depth case studies, CoRe has identified systemic conditions for a professionalisation of the entire early childhood system, beyond the formal qualification levels of individual practitioners. International reports on early childhood education and care tend to attach increasing importance to workforce profiles. Yet a study of 15 European countries reveals that large numbers of (assistant) staff remain invisible in most international reports. As part of the CoRe project (Competence Requirements in Early Childhood Education and Care) we conducted a cross-national survey among experts in Belgium (Flemish- and French-speaking communities), Croatia, Denmark, France, Greece, Ireland, Italy, Lithuania, the Netherlands, Poland, Romania, Slovenia, Spain, Sweden and the UK (England and Wales). The survey explored professional and training profiles not only for formal 'teaching' staff, but also for the entire workforce, making visible the assistants who are often omitted from international reports. The proportion of assistant staff varies from a very small percentage in some European countries to half of the entire workforce in many others. Whereas job profiles for higher qualified staff often focus on 'education', profiles for assistants typically focus on 'care'. Consequently a divide between care and education can be observed, both in split systems and in integrated systems. In these cases, the concept of 'education' may be narrowed down to schoolified learning and 'care' may be regarded as subordinate to education. In several cases, assistants also have less entitlement to ongoing professionalisation than educational staff. Consequences of the findings for practice as well as policy are discussed. This article focuses on STOP4-7, an ecological early intervention programme for children with serious behavioural problems in Belgium, which includes social skills training for children, management training for parents and classroom management training for teachers. We argue how this type of social work benefits from empirical research on its effects on children and parents. Yet social work research that addresses these questions needs to extend its focus to overt and covert inclusion and exclusion mechanisms that operate through social work. Finally, we argue that, in the case of STOP4-7, social work is embedded in the process of social and political framing of the problems it is supposed to solve. By extending the focus of social work research to the very construction of social problems, we show how social workers may perform their agency as reflective practitioners, rather than being objects of interventions. Much recent scholarship on changing educational practices in Western families focuses on the idea that negotiation has become the dominant approach to family household management. In this essay, Bruno Vanobbergen, Michel Vandenbroeck, Rudi Roose, and Maria Bouverne-De Bie examine the idea of the negotiation model functioning as a directive. To illustrate this process, they demonstrate how the contemporary vocabulary about parental education affects the construction of parental beliefs and the concepts that define research. The authors first present a genealogy of negotiation by looking at constructions of childhood and parenthood, as well as the educational practices that shape, and are in turn shaped by, these constructions. The article presents education research into digital divide and technology gap in adult education in Belgium. Flanders-based family day care providers provide an opportunity to study the problems and potentialities with Web-based and computer-assisted instruction for adults. An exploratory study assessed the degree to which information and communication technologies (ICT) such as microcomputers and the Internet may be integrated in the cultures, beliefs, and experiences of Belgian family day care providers.
