Historically, countries have primarily relied on policy rather than legislation to implement Maternal and Perinatal Death Surveillance and Response systems (MPDSR). However, evidence shows significant disparities in how MPDSR is implemented among different countries. In this article, we argue for the importance of establishing MPDSR systems mandated by law and aligned with the country's constitutional provisions, regional and international human rights obligations, and public health commitments. We highlight how a "no blame" approach can be regulated to provide a balance between confidentiality of the system and access to justice and remedies. Legislations impose requirements on the manufacturing of machinery. Typically, these requirements are interpreted and refined by (domain‐specific) technical committees and published in terms of standards. At the company level, these refined requirements are further interpreted, refined, and documented in terms of internal processes. Due to the proliferation of (interdependent) legislations and standards and the consequent increase of the cognitive complexity, at the company level, manual knowledge management is becoming more and more challenging and requires automated decision support. Despite the availability of approaches aimed at automating the decision support, no one offers a satisfactory solution. In this paper, we focus on knowledge management for process compliance and we propose a novel structured ontology. Our ontology aims at mastering (by dividing and conquering via tracing) the cognitive complexity of the compliance problem, when heterogeneous and sometimes geographically distributed knowledge‐driven organizational structures (legal department, standardization department, etc.) are involved and need to communicate. We also illustrate the potential usefulness of our proposed ontology in the context of pumps manufacturing and safety process compliance with the Machinery Directive and related harmonized standards including EN 809:1998+A1. Specifically, first, we identify the competencies that characterize departments and interdepartment interactions, then we formulate an initial set of competency questions that translate those identified competencies, then we show how the ontology can be exploited to retrieve the answers to the questions and how the answers can be exploited to build a justification for compliance. Precisely, we propose an argumentation pattern given in two different argumentation notations, and we show how it can be partly instantiated by exploiting the returned answers. The illustration also partly covers the compliance with the Machinery Regulation, expected to replace the Machinery Directive by January 2027. Finally, we sketch our intended future work. Sexual violence is a world‐wide health problem that has begun to escalate in online and virtual spaces. One form of technology‐facilitated sexual violence that has grown in recent years is image‐based sexual abuse (IBSA), or the nonconsensual creation, distribution, and/or threat of distribution of nude or sexual images. Using a trauma‐informed and victim‐centered framework, we asked victim‐survivors for structural solutions to IBSA based on their own experiences. Using thematic analysis on 36 semi‐structured interviews with adult U.S. victim‐survivors of IBSA, we found that victim‐survivors proposed structural solutions to IBSA along five general dimensions: legal (creating/strengthening laws, enforcing laws, facilitating legal navigation), corporate (corporate responsibility/activism and solutions for employers), educational (IBSA education, outreach and advocacy, and developing communities of support), technological (more platform accountability, improved procedures for uploading images, better avenues for reporting and removing images, and enhanced platform policies), and cultural. Many solutions built on existing structures (e.g., sexual education in schools) and frameworks (e.g., creating support groups like those for people in recovery from alcohol abuse), enabling educational professionals, policy makers, victim‐support service providers, and corporations to readily implement them. Institutions of higher education have faced increasing pressure to comply with federal regulations and reform their response to campus sexual assault. This study explores institutions of higher education employees' perceptions on whether decoupling, or organizational resistance to change, is associated with the number and timing of campus sexual assault reforms adopted. Early captured reforms instituted before the "Dear Colleague Letter" in 2011, mid included reforms instituted after the Dear Colleague Letter in 2011 but before the 2015–2016 academic year and during the period of heightened attention to campus sexual assault, and late which included reforms instituted during or after the 2015–2016 academic year. A web‐based survey of institutions of higher education employees familiar with sexual assault policy implementation on their campuses asked about types of reforms, timing, decoupling, and campus characteristics. Correlations and t‐tests were run to examine the types of reforms across time periods, and regression assessed the degree to which decoupling was associated with the number and timing of reforms. Higher decoupling was associated with fewer reforms in the early period and more in the late period, though not with the overall number of reforms adopted. Introduction: Lesbian, gay, bisexual, transgender, and queer (LGBTQ+) young people experience higher prevalence rates of suicidality than their heterosexual and/or cisgender peers. However, there is limited research that can inform suicide prevention efforts. Our aim was to synthesize quantitative, qualitative, and mixed methods research on risk and protective factors among LGBTQ+ young people, from countries with a high Global Acceptance Index. Methods: A scoping review guided by Arksey and O'Malley's five‐stage framework, using the Preferred Reporting Items for Systematic Reviews and Meta‐analysis Extension for Scoping Reviews protocol. Five databases and grey literature were searched for relevant studies. Identified factors were clustered by thematic type, according to the socio‐ecological model to identify empirical trends and knowledge gaps. The mixed methods appraisal tool was used for quality assessment of studies. Results: Sixty‐six studies met our inclusion criteria. Overall, 59 unique risk factors and 37 unique protective factors were identified. Key risk factors include past suicidality, adverse childhood experiences, internalized queerphobia, minority stress, interpersonal violence, bullying, familial conflict, and anti‐LGBTQ+ policies/legislation. Key protective factors include self‐affirming strategies, adult/peer support, at‐school safety, access to inclusive healthcare, family connectedness, positive coming out experiences, gender‐affirming services and LGBTQ+ inclusive policies and legislation. Conclusions: Overall, our findings affirm that multiple risk and protective factors, at all levels of the socio‐ecological model, interact in complex, unique and diverse ways upon suicidality among LGBTQ+ young people. Implications for suicide prevention are discussed. Further empirical studies are required, particularly at the communities, policies, and societal levels of the socio‐ecological model, and these studies should include a focus on protective factors and significant within‐group differences. Airports are contested infrastructures. They are regarded both as icons of modernity and as a threat to a climate‐neutral future. Judicial review is increasingly relied upon to determine the legality of planning permissions for further airport development in light of climate obligations. Focusing on regional airport development and the review of planning approvals for expansion at Bristol, Southampton and Stansted airports, this article shows how the relevant policies and legislation, as well as the courts in applying these, find cohesion between airport expansion and climate action. These efforts, nonetheless, are tantamount to an attempt at squaring the circle: the fundamental disconnect between climate commitments and the increase in greenhouse gas emissions from regional airport expansion remains unsettled. Patient harm, patient safety and their governance have been ongoing concerns for policymakers, care providers and the public. In response to high rates of adverse events/medical errors, the World Health Organisation (WHO) advocated the use of surgical safety checklists (SSC) to improve safety in surgical care. Canadian health authorities subsequently made SSC use a mandatory organisational practice, with public reporting of safety indicators for compliance tied to pre‐existing legislation and to reimbursements for surgical procedures. Perceived as the antidote for socio‐technical issues in operating rooms (ORs), much of the SSC‐related research has focused on assessing clinical and economic effectiveness, worker perceptions, attitudes and barriers to implementation. Suboptimal outcomes are attributed to implementations that ignored contexts. Using ethnographic data from a study of SSC at an urban teaching hospital (C&C), a critical lens and the concepts of ritual and ceremony, we examine how it is used, and theorise the nature and implications of that use. Two rituals, one improvised and one scripted, comprised C&C's SSC ceremony. Improvised performances produced dislocations that were ameliorated by scripted verification practices. This ceremony produced causally opaque links to patient safety goals and reproduced OR/medical culture. We discuss the theoretical contributions of the study and the implications for patient safety. Every year, the global production of plastic waste reaches a staggering 400 million metric tons (Mt), precipitating adverse consequences for the environment, food safety, and biodiversity as it degrades into microplastics (MPs). The multifaceted nature of MP pollution, coupled with its intricate physiological impacts, underscores the pressing need for comprehensive policies and legislative frameworks. Such measures, alongside advancements in technology, hold promise in averting ecological catastrophe in the oceans. Mandated legislation represents a pivotal step towards restoring oceanic health and securing the well‐being of the planet. This work offers an overview of the policy hurdles, legislative initiatives, and prospective strategies for addressing global pollution due to MP. Additionally, this work explores innovative approaches that yield fresh insights into combating plastic pollution across various sectors. Emphasizing the importance of a global plastics treaty, the article underscores its potential to galvanize collaborative efforts in mitigating MP pollution's deleterious effects on marine ecosystems. Successful implementation of such a treaty could revolutionize the plastics economy, steering it towards a circular, less polluting model operating within planetary boundaries. Failure to act decisively risks exacerbating the scourge of MP pollution and its attendant repercussions on both humanity and the environment. Central to this endeavor are the formulation, content, and execution of the treaty itself, which demand careful consideration. While recognizing that a global plastics treaty is not a panacea, it serves as a mechanism for enhancing plastics governance and elevating global ambitions towards achieving zero plastic pollution by 2040. Adopting a life cycle approach to plastic management allows for a nuanced understanding of possible trade‐offs between environmental impact and economic growth, guiding the selection of optimal solutions with socio‐economic implications in mind. By embracing a comprehensive strategy that integrates legislative measures and technological innovations, we can substantially reduce the influx of marine plastic litter at its sources, safeguarding the oceans for future generations. Background: Sun exposure in schools can account for a large portion of childhood sun exposure before the age of 20 years, yet legislation in the United States is lacking to properly protect children. Schools serve as a foundational resource to introduce and implement sun‐safe practices in the youth population. Methods: Federal and state legislation relating to the access of sunscreen, sun‐protective apparel, and shade was reviewed via the website LegiScan.com. Results: At the time of publication, only 25 states have legislation in place that addresses and allows sunscreen to be used in school, given its classification as an over‐the‐counter medication. No state has implemented legislation allowing sunglasses to be worn in school, and only two states have laws explicitly allowing hats and other sun‐protective apparel at schools. In addition, the provision of shade is addressed in four states. Conclusions: With a significant portion of sun exposure occurring at schools, state and federal legislation must address sun protection for students, opening the door for expanded access and additional research related to skin cancer prevention. Using mixed methods, we looked into USA children's reasons behind their non‐participation in the 2018 Parkland school shooting protests from newsletters of randomly sampled 57 middle (MS) and high schools (HS) across USA. We found five themes of reasons that point to non‐protesting children's concern about protest method and issues. The MS and HS non‐protesters' concerns overlapped and differed. The reasons reveal the protests to pose adherence issues to most CRC articles on and almost all of the basic requirements of child participation. We attribute the adherence issues to problems on assigning duties in non‐adult‐provided child participation spaces like protests. To identify protest as child participation necessitate propping children's freedom of expression as the animating force behind child participation's first key element and children's right to information a prerequisite for both. Regulatory discretion is a central concept in the study of the regulatory state. Yet little attention has been paid to the origins of regulatory discretion, and how it varies across polities, policy areas, and over time. This paper presents a conceptualization of regulatory discretion that draws on three dimensions: delegation, content, and procedure. It argues that to measure regulatory discretion in legislation, we need to identify provisions that delegate regulatory powers to governments and then examine the extent to which exercising regulatory powers is constrained. Using Natural Language Processing techniques, this paper presents descriptive findings of the dynamics of regulatory discretion in the United Kingdom between 1900 and 2020. The findings portray how discretion has been constrained and formalized over the years through the content of regulations, while it has still retained high levels of flexibility in exercising regulatory powers. Background: There is increasing global evidence on the impact of advanced nursing and midwifery practitioners, and Kenya's healthcare system has an excellent opportunity to develop scopes of practice and other regulatory frameworks for the integration of these roles. Objective: The primary purpose of this gap analysis was to explore the existing evidence on opportunities and threats toward the integration of the advanced practice nursing (APN) and advanced practice midwifery (APM) roles in Kenya's healthcare system. Methods: The study team conducted a structured electronic database search of PubMed, CINAHL, Scopus, EBSCOhost Academic Search Complete, and PsycINFO to retrieve articles and credible websites for reports highlighting the opportunities and threats toward the integration of the APN and APM roles in Kenya's healthcare systems. The retrieved articles were screened for relevance and synthesized for reporting using the traditional literature review approach. Results: The Kenya Health Policy Framework 2014–2030, growing population needs, and implementation of universal health coverage provide an opportunity to harness and leverage advanced practice roles in nursing and midwifery. There is also momentum to develop advanced practice because of strategic alliances and global evidence showing the contributions and quality of services offered by advanced practice nurses and advanced practice midwives. However, lack of financial support, structural challenges, and lack of national policies, regulations, and legislation continue to obstruct progress. Conclusion and implications for nursing policy: Developing scopes of practice for APN and APM in Kenya will benefit the professions, the country's healthcare delivery system, and the population. Aim: To investigate the distribution of nurse practitioners (NPs) across Japan and their perceived facilitators and barriers to NP implementation in Japan. Background: NP certification examinations have been conducted in Japan since 2011, and by 2020, there were 487 NPs in the country. The momentum of NP implementation is slower in Japan compared with other countries. Methods: A cross‐sectional descriptive study, following the STROBE guidelines, was conducted. Web‐based survey questionnaires, developed by the authors, were administered to 248 NPs whose email addresses were maintained by the certification management body. Results: Valid responses were obtained from 101 NPs (response rate: 40.7%), of which 34% were male. The respondents had more than 12 years of registered nurse experience on an average before enrolling in the graduate NP program. 53% were employed as NPs from the beginning, while 25% were initially employed as registered nurses and later advanced to NPs, and 11% still worked as RNs. A majority worked in hospitals with beds. Many NPs perceived the lack of NP national licensure and reimbursement benefits as barriers to NP implementation, whereas recognition from superiors and organizations was considered facilitators. Conclusions: Despite their small numbers in Japan, NPs take on crucial tasks and contribute to the appropriate distribution of medical resources. The NP licensure system and recognition from superiors and organizations may be necessary to promote NP roles in Japan. Implications for nursing and health policy: Some certified NPs still work as registered nurses. Recognition from nursing and organization administrators is critical to implementing NPs. Patients leave ED for a variety of reasons and at all stages of care. In Australian law, clinicians and health services owe a duty of care to people presenting to the ED for care, even if they have not yet entered a treatment space. There is also a positive duty to warn patients of material risks associated with their condition, proposed treatment(s), reasonable alternative treatment options and the likely effect of their healthcare decisions, including refusing treatment. This extends to a decision to leave the ED before care is completed. The form of that warning may vary based on what is known about the patient's condition and the associated risks at the time. Objective: To understand the COVID‐19 pandemic's impact on abortion care‐seeking in Maryland, a state with Medicaid coverage for abortion, high service availability, and laws supporting abortion rights. Methods: We conducted semi‐structured telephone interviews with 15 women who had an abortion between January 2021 and March 2022 at a hospital‐based clinic in a mid‐sized Maryland city. We purposively recruited participants with varied pandemic financial impacts. Interview questions prompted participants to reflect on how the pandemic affected their lives, pregnancy decisions, and experiences seeking abortion care. We analyzed our data for themes. Results: All participants had some insurance coverage for their abortion; over half paid using Medicaid. Many participants experienced pandemic financial hardship, with several reporting job, food, and housing insecurity as circumstances influencing their decision to have an abortion. Most women who self‐reported minimal financial hardship caused by the pandemic indicated they sought an abortion for reasons unrelated to COVID‐19. In contrast, women with economic hardship viewed their pregnancies as unsupportable due to COVID‐19 exacerbating financial instability, even when they desired to continue the pregnancy. All participants expressed that having an abortion was the best decision for their lives. Yet, when making decisions about their pregnancy, the most financially disadvantaged women weighed their desires against the pandemic's constraints on their reproductive self‐determination. Conclusions: The pandemic changed abortion care‐seeking circumstances even in a setting with minimal access barriers. Financial hardship influenced some women to have an abortion for a pregnancy that—while unplanned—they may have preferred to continue. [ABSTRACT FROM AUTHOR]

In Brazil, the Unified Health System (SUS) is the national health system that offers free medical services to all citizens including all levels of treatment and prevention of diseases, subsidized by the government. Although SUS is universally offered, people with intellectual and developmental disabilities (I/DD) face challenges regarding healthcare. This article aims to present a description of the healthcare framework for people with I/DD in Brazil, as well as to characterize the Care Network for Person with Disabilities. This is a descriptive study that reports aspects of the structure and functioning of the health system in the country. In addition, we summarize core data from the National Health Survey that characterizes the health condition of people with I/DD in the country. Although Brazil has promoted legislation in favor of the health of people with I/DD and other disabilities, the obstacle is the implementation. Overall, there have been advances in SUS efficacy. However, challenges include long waiting times for diagnosis, habilitation/rehabilitation, inadequate transportation, and insufficient staff training on disability and I/DD, particularly. ABSTRACT Terrorism is not a new phenomenon. Nevertheless, since September 11, 2001, it appears that there has been a global consensus on the need for a more uniform and comprehensive response to terrorism. Thus, countries develop their counter‐terrorism strategy that comprises different approaches, including using the criminal justice system. The criminal justice response to terrorism covers special legislation, strategies, policies, investigation, prosecution, and sentencing. To combat terrorism and improve the criminal justice system in response to existing threats of terrorism, KRI legislated a special anti‐terrorism law. This paper investigates the trajectory of international and national terrorism law in the Kurdistan Region of Iraq (KRI). Accordingly, this research was set to examine international and national terrorism law critically. The focus is placed on the Anti‐terrorism Act No. 3 of 2006, emphasizing the principle of legality. As such, this paper adopted the doctrinal legal methodology that utilized qualitative techniques in analyzing the secondary data. The gathered information and data were then analyzed thematically. Based on the legal analysis, this study found that local circumstances and international pressure influence the trajectory of the counter‐terrorism laws in KRI. The absence of uniformity in the definition indicates the complexity of conceptualizing the phenomenon. The KRI anti‐terrorism law did not define international terrorism and may affect the principle of legality in counter‐terrorism strategy. Consequently, the study will benefit law, security, and international relations researchers. The introduction of the Single Universal Child Allowance in 2021 marked a sharp turning point in Italian family policy. Presented as a major revolution aimed at combating the country's alarmingly low birth rates as well as child poverty, the reform was also meant to rationalise the benefits system while overcoming the historical fragmentation and uneven protection granted to families. Against this backdrop, the article contributes to the literature from two different angles. First, the study offers fresh empirical evidence of the path‐shifting scope of the reform, marking a rupture with the longstanding weak model of income support. Second, the article engages from an interpretative standpoint with the puzzling emergence of a cross‐party consensus around approval. Drawing from the comparative literature on institutional change and the modernisation of family policies, the article asks which factors made it possible—after decades of substantial inertia—to overcome path dependency through cross‐party agreement in Italy, providing an in‐depth, original examination of parties' positions throughout the legislative process and identifying key elements of agreement and conflict. Preclinical xenotransplantation research using genetically engineered pigs has begun to show some promising results and could one day offer a scalable means of addressing organ shortage. While it is a fundamental tenet of ethical human subject research that participants have a right to withdraw from research once enrolled, several scholars have argued that the right to withdraw from xenotransplant research should be suspended because of the public health risks posed by xenozoonotic transmission. Here, we present a comprehensive critical evaluation of the claim that xenotransplant recipients should be required to waive their right to withdraw from lifelong biosurveillance. We conclude that if xenotransplantation requires participants to waive their right to withdraw, then clinical trials may not be justifiable, given the ethical and legal obstacles involved with doing so. Consequently, if clinical trials are permitted with a right to withdraw, then they may pose a significant public health risk. [ABSTRACT FROM AUTHOR]

Federal Title IX policy requires institutions of higher education (IHEs) to prevent and respond to sexual misconduct. Based on 23 in‐depth interviews, this study explores California Title IX coordinator experiences at a critical policy juncture—the recension of the Obama‐era guidance and the implementation of the Trump administration Title IX rules and regulations—to understand how they responded to, implemented, or resisted federal mandates. Most California Title IX officers reported that the recension of Obama guidelines had limited impact on their daily operations because they lived in a state with more progressive social policy. Participants singled out California case law, state statues, the California Education Code and university system mandates as protective legislation to ensure survivors' rights. By contrast, the new Title IX regulations that became law in August 2020 were perceived as more consequential. The tight implementation time frame, combined with the complicated and unfunded policy directives, imposed heavy burdens on their administrative offices. Title IX officers foresaw implementation consequences to campus safety, survivors' willingness to report, and to the credibility of the Title IX office. Taken together, their experiences lend support to progressive state legislative action, restorative justice approaches and for a survivor bill of rights as important counterpoints to federal Title IX policy. Introduction: Early sexual activity and teen pregnancy are known risk factors for delinquency and justice involvement among male adolescents. However, less is known about these patterns among child welfare system (CWS)‐involved boys who face significant social barriers and past/current traumatic experiences. Methods: We prospectively examined these associations among male adolescents who identified as low and high risk for child‐maltreatment via a secondary data analysis of the Longitudinal Studies of Child Abuse and Neglect dataset—a large scale assessment of children, their parents, and their teachers in the United States to understand issues of child abuse and neglect. We extracted and examined data from 657 boys who were identified as at‐risk for maltreatment or with histories of substantiated maltreatment at ages 6, 8, 12, 14, and 16. We used structural equation modeling to examine the relationship between sexual activity (i.e., age of sexual debut, actively having sex, and sex resulting in a child) and changes in delinquency and justice involvement. Results: Male adolescents who have engaged in sex and/or have fathered a child had greater increases in delinquency over time compared to those who have not had sex. Further, fathering a child was significantly associated with justice involvement, especially for the high‐risk group. Conclusion: Results indicate that greater efforts should be taken to ascertain CWS‐involved male adolescents' sexual health practices and parenting status. The United Arab Emirates (UAE) has taken a strong stance against cyber child pornography by enacting new laws and implementing legal measures to prevent and punish offenders. This article examines the legal framework in the UAE related to cyber child pornography, with a particular focus on the new Federal Law No. 34 of 2021 on Combating Rumours and Cybercrimes, as well as Federal Law No. 3 of 2016 on Child Rights. Additionally, the paper explores the compatibility of the UAE's relevant laws with the Council of Europe (CoE) Convention on Cybercrime. This article highlights the significance of having laws in place to combat cyber child pornography and provides recommendations for further improvement in the UAE's response to these crimes. A caste is one of the conventional four social strata into which Hindu society separates its members. The scriptures from ancient India make reference to it. The four classes are the Brahmins (priestly people), the Kshatriyas (rulers, administrators, and warriors; also known as Rajanyas), the Vaishyas (artisans, merchants, businessmen, and farmers), and the Shudras are the lowest of the caste system (laboring classes). However, an individual of the lowest class in traditional Indian society falls outside of the Hindu caste system and is subject to severe social restrictions. This commentary is divided into three parts; the first part highlights the caste system, the second part examines the constitutional and legislative safeguards for them, and the third part illustrates the current social disparity of Dalits in India. Policy PointsPromoting healthy public policies is a national priority, but state policy adoption is driven by a complex set of internal and external factors.This study employs new social network methods to identify underlying connections among states and to predict the likelihood of new firearm‐related policy adoption given changes to this interstate network.This approach could be used to assess the likelihood that a given state will adopt a specific new firearm‐related law and to identify points of influence that could either inhibit or promote wider diffusion of specific laws. Context: US states are largely responsible for the regulation of firearms within their borders. Each state has developed a different legal environment with regard to firearms based on different values and beliefs of citizens, legislators, governors, and other stakeholders. Predicting the types of firearm laws that states may adopt is therefore challenging. Methods: We propose a parsimonious model for this complex process and provide credible predictions of state firearm laws by estimating the likelihood they will be passed in the future. We employ a temporal exponential‐family random graph model to capture the bipartite state law–state network data over time, allowing for complex interdependencies and their temporal evolution. Using data on all state firearm laws over the period 1979–2020, we estimate these models' parameters while controlling for factors associated with firearm law adoption, including internal and external state characteristics. Predictions of future firearm law passage are then calculated based on a number of scenarios to assess the effects of a given type of firearm law being passed in the future by a given state. Findings: Results show that a set of internal state factors are important predictors of firearm law adoption, but the actions of neighboring states may be just as important. Analysis of scenarios provide insights into the mechanics of how adoption of laws by specific states (or groups of states) may perturb the rest of the network structure and alter the likelihood that new laws would become more (or less) likely to continue to diffuse to other states. Conclusions: The methods used here outperform standard approaches for policy diffusion studies and afford predictions that are superior to those of an ensemble of machine learning tools. This article describes how rights, the United Nations Sustainable Development Goals (SDGs), and the quality of life (QOL) framework are closely interrelated. Although legislation can be used as a tool for the practical application of QOL principles, QOL assessment information is required to further develop legislation and monitor the fulfillment of laws, policies, and the SDGs. A validated QOL model, which provides a set of concepts that can be one useful way for understanding and assessing QOL, can also function to assess many of the rights and goals promulgated in the Convention on the Rights of Persons with Disabilities (CRPD) and in the SDGs. This article illustrates the overlap between the CRPD, SDGs and QOL using the #Rights4MeToo Scale, a new measurement instrument for people with intellectual and developmental disabilities (IDD). The instrument's value lies in its potential to: (a) raise awareness about the rights enshrined in the CRPD; (b) design, implement, and evaluate the effectiveness of interventions aimed at facilitating the exercise of those rights and the achievement of the SDGs; and (c) ultimately improve the QOL of people with IDD. The American policy process is characterized by a pattern known as "Punctuated Equilibrium," manifesting as periods of stasis interspersed with large periods of change. Punctuated equilibrium suggests that friction in the policy process and uneven information processing result in a policy process that over‐ and underreacts to problems. Increasingly, American political institutions are also characterized by high levels of partisanship, which are rising steadily and represent one of many sources of institutional friction. We argue that with increased polarization, the policy process has become longer, exaggerating patterns of stasis and punctuation—the periods of stasis being more prolonged and punctuations less frequent. In sum, increased partisan polarization in Congress amplifies patterns of punctuated equilibrium. We test this theory using data from the Comparative Agendas Project on the federal budget and public laws, using kurtosis scores to measure the relative force of punctuations versus statis. We find increasingly leptokurtic distributions of budget changes from 1948 to 2020, but a decreasingly leptokurtic distribution of public law passage across the same time. These findings indicate that polarization has resulted in exaggerated patterns of punctuated equilibrium in the legislative process, and a tendency toward fewer, higher‐stakes public laws. We examine the strategic use of contract and in‐house lobbyists by interest groups in response to shifting policy agendas. The role that lobbyists play in the policy process changes based on the policy agenda. Most of the time, subsystems manage small changes to public policy, rewarding actors with long‐term relationships. Organizations with a deep interest in the issue area maintain permanent lobbying presences, earning some degree of privilege over policymaking. However, when the broader macropolitical agenda lurches toward the issue, new participants become involved. New participants often lack the lobbying expertise of the in‐house lobbyists of established actors. Contract lobbyists play a critical role in providing spare capacity on‐demand, allowing participants not normally involved in subsystems to lobby. They also allow the best‐resourced actors, who may employ a long‐term lobbying presence, to further expand it when necessary. We test this theory using a new dataset of the lobbying content of 1,370,396 bill mentions in U.S. lobbying disclosure reports by 11,842 organizations from 2006 to 2016. We compare their policy agenda to that of the U.S. Congress. We find strong evidence that organizations hire contract lobbyists to respond to brief moments of agenda setting while permanent in‐house lobbyists have a more stable agenda. [ABSTRACT FROM AUTHOR]

Objective: Governments use vaccination mandates, of different degrees of coerciveness, to encourage or require childhood vaccination. We elicited the views of well‐informed community members on the public acceptability of using childhood vaccination mandates in Australia. Methods: Four community juries were conducted in Canberra, Launceston, Cairns and Melbourne, Australia between 2021 and 2022. We recruited 51 participants from diverse backgrounds, genders and ages through random digit dialling and social media. Two juries were held in metropolitan areas, and two in regional/rural settings. Outcome measures included jury verdicts and reasons in response to structured questions. Results: All juries were concerned about collective protection and individual rights but prioritised the former over the latter. A majority in all juries supported mandates but juries disagreed with respect to the appropriate mandate types. All juries endorsed using the least restrictive or coercive means to encourage vaccination (providing incentives or education, e.g.) before imposing penalties such as financial losses and school exclusions. The overriding view was that it is fairer to place a direct burden on parents rather than children and that mandates should be designed to avoid inequitable impacts on less advantaged groups in society. Many jurors found conscientious objection acceptable as a controlled option for resolute refusers, provided that overall vaccination coverage remains high. Conclusion: This paper gives policymakers access to the reasons that Australians have for supporting or opposing different mandates under conditions of high knowledge, understanding and deliberation regarding policy options. Sustaining high rates of vaccination requires high levels of co‐operation between governments, public health actors and the public. Our findings highlight the importance of considering public values in the design and implementation of vaccination mandates. Patient and Public Involvement: We sought input from individuals who did and did not vaccinate during the study design. The views and perspectives of nonvaccinating parents were presented in the evidence to juries. We deliberately excluded nonvaccinating individuals from participating, as the divisive and often hostile nature of the topic, and their minority status, made it difficult to ensure they would feel safe as members of the jury without overrepresenting their perspective in the sample. Issues: The aim of this narrative review is to provide a detailed, chronological overview on the development of Estonian alcohol control legislation during 1990–2020. Approach: Qualitative document review focused on six legislative acts central to Estonian alcohol control policy. Distinguishing four policy areas (availability, advertising, taxation and drink‐driving), the review identifies and describes significant changes in these legislative acts and their amendments from 1990 to 2020. Key Findings: The review identified 51 significant changes in acts regulating either availability, advertising, taxation or drink‐driving in Estonia. Majority of these changes (n = 36) relate to Alcohol Excise Duty Act and the Alcohol Act which regulate the taxation, production and sales of alcohol. Although all six key legislative acts were introduced during the 1990s, only a few significant changes to alcohol control policy were made in this decade. In contrast, the 2000s experienced an intense period of new legislation and amendments followed by 2010s when the main emphasis was on alcohol taxation and advertising. Implications: During three decades, Estonian alcohol control legislation has gradually evolved to include most evidence‐based measures to reduce the harmful use of alcohol, the effects of the policies on consumption and alcohol‐related harms remain relatively modest. Conclusion: The liberal and unregulated alcohol control measures in the 1990s have transitioned in the following two decades towards a coherent alcohol policy. Public Service Broadcasting (PSB) is an eco‐system where the whole is more than the sum of its parts. The BBC is the cornerstone, but ITV, C4, C5 and independent production companies also play a crucial part. The essence of PSB lies in the values which underpin the content, ranging from popular sport and light entertainment to more niche minority strands. The BBC licence fee generates considerable value for the British economy throughout the nations and regions of the UK. This is multiplied by the intellectual property framework for independent production companies. The system is now under threat from the financial squeeze on the BBC licence fee, failure to deliver 'due prominence' to commercial PSBs, new technology and changing patterns of consumption. Genome editing technology has become part and parcel of biotechnological approach to understand the genetic basis of different biological processes in an organism and for its application in different fields. The basic need of world food production demands a highly variable population of plants with maximum diversity of agronomic traits of interest. Genome editing is unique in the sense that it provides a direct approach to generate targeted variability. The worldwide availability of genome‐edited crop varieties in the global market is approaching, whereas the decision to deal with genome‐edited (GE) crops differently from genetically transformed crop varieties is under discussion all around the world. GE may add allochthonous or autochthonous sequences into the genome much like traditional transgenesis or cisgenesis. Considering this fact, the United States declared genome‐edited crops as conventional. Many countries such as Japan, UK, China, and Brazil have already legislated their GE products and their products are near to get entry to the market. In Pakistan, academic and research‐based scientific institutions have been working on genome‐edited crops by using CRISPR (clustered regularly interspaced short palindromic repeats) Cas technology. As being a signatory of the Cartagena protocol, every case of GM (Genetically modified) or GE (Genetically Engineered) should be passed through the Technical Advisory Committee which will be decided on case‐to‐case bases depending upon its nature of random or targeted mutation. Introduction: Approximately 1.2 million persons in the United States have indications for human immunodeficiency virus (HIV) pre‐exposure prophylaxis (PrEP) yet utilization remains low. Alternative models for PrEP access, such as community pharmacy programs where pharmacists may prescribe and dispense HIV PrEP medications, may help improve rates of utilization. Individual states have begun to pass laws governing expanded pharmacist practice for provision of PrEP. Methods: An internet search was conducted from January 2022 to June 2023 to identify United States legislative bills which support the independent provision of PrEP by pharmacists. A content analysis was conducted of the bill text to conceptualize key components, compare these across states, and hypothesize implications for implementation and pharmacy practice. Results: Twelve states (Arkansas, California, Colorado, Nevada, Utah, New Mexico, Virginia, Oregon, Illinois, Maine, Rhode Island, and Connecticut) with legislation supporting pharmacist‐furnished HIV PrEP were identified. Content analysis revealed differences in required pharmacist training, conditions for furnishing PrEP, total amount of PrEP permitted for dispensing, and discussions of pharmacist‐provided laboratory testing and reimbursement. Conclusion: Pharmacist‐furnished PrEP is rapidly gaining support as a means to expand access to HIV prevention tools. State‐to‐state differences in legislation will have an impact on implementation and scalability of these models. It will be important to observe states that were early adopters of this type of legislation and who experienced challenges in implementing such programs in order to refine the new legislation being presented in other states. Although commercially produced complementary foods (CPCFs) are increasingly sold throughout Southeast Asia, concerns have been raised about CPCFs nutritional quality, labelling practices and the strength and scope of national CPCF regulations. The Consortium for Improving Complementary Foods in Southeast Asia (COMMIT), composed of UN agencies and civil society organizations, was formed to assess the nutrient gap in the diets of young children and the consumer, product and policy landscapes for CPCFs in seven Southeast Asian countries. Results from a nutrient gap assessment indicate that the diets of children aged 6–23 months are suboptimal and deficient in micronutrients. A consumer survey revealed that caretakers commonly use CPCFs, are conscious of the importance of nutrition and are influenced by label claims. Results from a CPCF benchmarking showed that many products sold in Southeast Asia contained added sugar or sweeteners, had a high total sugar and/or high sodium content and that no CPCF product adhered to all recommended labelling practices. Further, a legal review of national binding legal measures relevant to CPCFs showed minimal alignment with available global guidance. Urgent actions are necessary to strengthen national regulations related to CPCF nutrient composition and labelling practices. To speed progress, COMMIT developed a compendium of existing standards and global guidance to help countries align their national regulations with CPCF composition, labelling and production recommendations. Advocacy to garner public support for new or improved CPCF regulations, as well as strong government monitoring and enforcement of regulations, is crucial to support efforts to safeguard and improve the diets of older infants and young children in Southeast Asia. Key message: Poor diet quality is a major driver of the triple burden of malnutrition in Southeast Asia, where food environments are rapidly changing and commercially produced complementary foods (CPCFs) are widely available.CPCFs are routinely purchased for children 6–23 months of age because of their convenience and perceived nutritional value. COMMIT (Consortium for Improving Complementary Foods in Southeast Asia) found that caregivers' purchasing decisions are strongly influenced by CPCF labelling claims related to naturalness and healthfulness.Many CPCFs sold are fortified with micronutrients; however, 62% of cereals and ready‐to‐eat foods and 85% of snack and finger foods did not meet global nutritional standards and no products fully conformed to global CPCF labelling standards, which include the prohibition of claims.CPCFs that do not adhere to recommended nutrient composition and labelling requirements are unsuitable for children 6–36 months and should be prohibited from promotion. Legal measures in the seven countries studied are insufficient and require urgent action. A compendium of existing CPCF standards and global guidance, developed by COMMIT, can be used as a resource to update and strengthen national legislation to safeguard older infants and young child nutrition. The market for commercially produced complementary foods (CPCF) is rapidly expanding in Southeast Asia; however, the existence and content of mandatory national policies, standards and legislation (binding legal measures) for CPCF in the region is unclear. To assess the status of national binding legal measures for CPCF in Southeast Asia, a legal and policy desk review was conducted in seven countries (Cambodia, Laos People's Democratic Republic, Indonesia, Malaysia, Philippines, Thailand and Viet Nam). The alignment of the national binding legal measures relevant to CPCF was assessed against guidance on CPCF nutrient composition and labelling requirements provided by Codex Alimentarius and the World Health Organization (WHO). Each of the seven countries had at least two national binding legal measures related to the nutrient composition or labelling of CPCF; however, there was limited alignment with the guidance from Codex and WHO. No country was fully aligned with the three CPCF‐specific Codex standards/guidelines and only one country was in full alignment with the recommendations related to the protection of breastfeeding from the 'WHO Guidance on ending the inappropriate promotion of foods for infants and young children'. The findings of the review indicate that the existing national binding legal measures are insufficient to ensure that the CPCF sold as suitable for older infants and young children are nutritionally adequate and labelled in a responsible manner that does not mislead caregivers. Improved and enforced national binding legal measures for CPCF, in alignment with global guidance, are required to ensure that countries protect, promote and support optimal nutrition for children 6–36 months of age. Key messages: Given the proliferation of commercially produced complementary foods (CPCF) in Southeast Asia, national binding legal measures are essential to ensure CPCF are nutritionally suitable for older infants and young children (IYC), and are labelled in a manner that does not mislead caregivers.All seven Southeast Asian countries included in this review were found to have at least two national binding legal measures related to the nutrient composition and/or labelling practices of CPCF. However, there was limited alignment between these binding legal measures and the available guidance documents.No country was fully aligned with the six relevant Codex Alimentarius (Codex) standards and only one country was fully aligned with guidance from the World Health Organization (WHO). However, in the Australian state of Tasmania, the sector's roles in that respect are unclear.We interviewed 10 municipal personnel in Tasmania to understand their views on local governments' community health and wellbeing functions.Participants had an integrative understanding of community health and wellbeing and recognised that collective effort from all tiers of government, community members, and other place‐based stakeholders would improve outcomes. They identified several roles local governments have to support and drive such improvements, including in relation to diverse place‐specific determinants of health and wellbeing. Capacity and capability to fulfil what is needed varied, with rural and remote councils generally less able than urban counterparts to respond consistently or comprehensively to community members' complex needs. However, in the presence of clear expectations and parameters, and appropriate support from other tiers of government, participants were eager for their councils to do more to improve their communities' health and wellbeing, including via a mandate in legislation.Local governments have the potential to do more to improve health and wellbeing outcomes in Tasmania, and the greatest gains could be made by addressing spatial inequalities faced by the sector. That insight is extensible to other comparable jurisdictions.We argue the need both for a shared societal goal of equitable wellbeing supported by all tiers of government and for actions proportionate to the needs of council areas. Background and Aims: Many countries have recently legalized medicinal and recreational cannabis. With increasing use and access come the potential for harms. We aimed to examine the effect of cannabis legalization/decriminalization on acute poisoning. Methods: A systematic review and meta‐analysis registered with PROSPERO (CRD42022323437). We searched Embase, Medline, Scopus and Cochrane Central Register of Controlled Trials from inception to March 2022. No restrictions on language, age or geography were applied. Abstracts from three main clinical toxicology conferences were hand‐searched. Included studies had to report on poisonings before and after changes in cannabis legislation, including legalization and decriminalization of medicinal and recreational cannabis. Where possible, relative risk (RR) of poisoning after legalization (versus before) was calculated and pooled. Risk of bias was assessed with ROBINS‐I. Results: Of the 1065 articles retrieved, 30 met inclusion criteria (including 10 conference abstracts). Studies used data from the United States, Canada and Thailand. Studies examined legalization of medicinal cannabis (n = 14) and decriminalization or legalization of recreational cannabis (n = 21). Common data sources included poisons centre records (n = 18) and hospital presentations/admissions (n = 15, individual studies could report multiple intervention types and multiple data sources). Most studies (n = 19) investigated paediatric poisoning. Most (n = 24) reported an increase in poisonings; however, the magnitude varied greatly. Twenty studies were included in quantitative analysis, with RRs ranging from 0.81 to 29.00. Our pooled estimate indicated an increase in poisoning after legalization [RR = 3.56, 95% confidence interval (CI) = 2.43–5.20], which was greater in studies that focused on paediatric patients (RR = 4.31, 95% CI = 2.30–8.07). Conclusions: Most studies on the effect of medicinal or recreational cannabis legalization/decriminalization on acute poisoning reported a rise in cannabis poisoning after legalization/decriminalization. Background: On 1 January 2020, the Care and Coercion Act came into effect in the Netherlands, subjecting involuntary care to more strict regulations and monitoring. This study tested changes in recordings of involuntary care during the transitional year of 2020 and after full implementation in 2021, which coincided with the first severe test of the new regulations, when COVID‐19 lockdown measures were taken on 16 March 2020. Methods: Data consisted of weekly counts of involuntary care from 1 January 2017 to 31 December 2021, taken from the care data of more than 3000 clients with intellectual disabilities and challenging behaviour of 's Heeren Loo, a large long‐term care organisation in the Netherlands. An interrupted time series design was used to compare the period under the former law with the period under the new law and to the period during and after implementation, taking into account the impact of the COVID‐19 lockdown measures on recordings of involuntary care. Results: Under the new act in Week 1 of 2020, a statistically significant drop occurred in involuntary care counts, after which these counts gradually decreased. The start of 2021, the year in which the act was fully implemented, showed an initial increase in counts of involuntary care, followed by a decrease (all Ps <.001). The introduction of the COVID‐19 lockdown measures did not statistically affect the weekly counts of involuntary care. Conclusions: The decrease in registered involuntary care after the Care and Coercion Act came into effect is a first indication of the efficacy of this new law that requires careful multidisciplinary consultations around the right of clients to respect their self‐determination. Multiple meanings of gender equality in the implementation process provide feminist actors in institutions with opportunities to contest these meanings to address resistance against gender equality policy implementation and drive structural change in organizations. Taking legislation as a key discursive resource and Spanish universities as a case study, this article analyzes how the meaning of gender equality is constructed in the relevant legislation and how feminist actors interpret and use it in their implementation efforts. Despite a women approach predominating in the legislation, feminist actors contest and reinterpret these meanings to push for a more transformative gender approach in their institutions. They strategically use the legislation, molding it to their preferred approach, to negotiate the meaning of gender equality and to drive structural gender equality actions and demand institutional compliance. Individuals with intellectual disability living in a care facility are at high risk of sexual abuse. Formal policies on sexual abuse within these care facilities and their effective implementation are a prerequisite to reducing the risk of sexual abuse in this group. The present study aimed to determine the state of affairs in this regard in the Netherlands and identify areas of improvement regarding both policy formulation and implementation. An online survey was sent to the management boards of 129 Dutch care facilities for individuals with intellectual disability. Sixty‐nine managers completed the survey on behalf of their care facility. Descriptive statistics were used to characterize the state of affairs regarding policies on sexual abuse. Areas of improvement reported by the managers were examined qualitatively by thematic analysis. Most care facilities complied with the national legal requirements on sexual abuse, which include the availability of a protocol on sexual abuse and mandatory reporting. It varied across the care facilities to what extent the protocols on sexual abuse are brought to the staff's attention and used in practice. About half of them provided no staff training on the protocol on sexual abuse, while nearly one‐third of the care facilities provided no organizational protective factors on sexual abuse, such as a special‐task official on sexual abuse, sexuality or sexual abuse department, or cooperation with the vice squad. Most areas of improvement reported by the managers pertained to the need for staff training and the improvement of practical use of policies and protocols on sexual abuse. In conclusion, the availability of policies and protocols on sexual abuse in care facilities for individuals with intellectual disability does not guarantee a caring culture in which these policies and protocols are implemented effectively, and in which sexual abuse is prevented and detected in a timely way. This study examines how the use of color in the Japanese urban landscape has changed over time and what the future holds. The colors of contemporary Japanese cities are not beautiful, but it is said that they were harmonious and beautiful in the Edo period (1603–1868). In the 1850s, as the country opened up to the outside world, Western‐style architecture was introduced and emerged side by side with Japanese architecture. As economic growth took precedence in the 20th century, there was a lack of awareness of the city's public ownership and the appearance of buildings. The attempt to achieve industrial standards and rapid urbanization were also cited as reasons for the absence of harmony in the built environment. Additionally, many outdoor advertisements appeared. The lack of effective regulations on outdoor advertising is one factor that has heavily affected the contemporary Japanese cityscape. The "Landscape Act," which went into effect in 2004, aims to regulate landscape color use in present‐day Japan. This law allows local governments to enact regulations for urban landscape color use primarily by setting the upper limit for color saturation in terms of Munsell Chroma. It is questionable whether this will really lead to the creation of more unique cityscapes. Training in color in architecture, urban objects, and infrastructure should be compulsory as part of civic education, and more time should be devoted to the subject of color in architects' educational programs to create beautiful cities in the future. Students of architecture need time to think about the idea that the exterior of a building is part of the urban landscape, to consider the importance of color, and to study color harmony. A gynaecological ultrasound on an adolescent patient can involve a transabdominal (TAUS), transvaginal (TVUS), trans‐perineal (TPUS) or transrectal (TRUS) approach. Following TAUS a TVUS or TRUS may be suitable on an adolescent patient if they are determined to be a 'mature minor'/Gillick competent and provide informed consent. Legal information on adolescent consent to medical treatment is difficult for sonographers to obtain as current professional guidelines are not sufficiently detailed on the laws of consent to medical treatment and workplace policies are often not specific to adolescent patients. Research Issue: In this commentary, we sought to highlight research opportunities in terms of how governance mechanisms, accounting regulation, and corporate disclosure were affected by Covid‐19 (C19) and shaped the economic landscape in the post‐C19 period. Research Insights: The outbreak of the C19 triggered significant researchers' interests in the fields of business and economics for two main reasons: first, to the economic and social consequences of the crisis, and the impact of various policy interventions enacted by governments and supra‐national institutions worldwide and, second, the availability of microdata on the spread of the pandemic and vaccines, complemented economic and financial data to assess the effects of policy interventions in curtailing the crisis. Theoretical/Academic Implications: We envision two potential avenues for further study: first, research on the impact of C19 and policy interventions in areas of interest, and, second, using the C19 disruption as a "laboratory" to unravel research questions on how various characteristics of firms, governments, and regulatory bodies affect the response to systemic crises, assuming that pre‐existing characteristics are not related to the crisis event. Policy Implications: Relevant and rigorous research on the effects of C19 and the policy interventions is likely to be informative to governments, financial regulators, and supra‐national institutions facing future instances of systemic crisis. Privately protected areas (PPAs) are a potentially innovative conservation tool. Legal recognition is necessary for their success, especially where there are institutional challenges to nature conservation, such as in South America. Although PPAs have increased in South America since the early 2000s, there is a critical information gap pertaining to their legal frameworks. We analyzed the level of landowner commitment to and governmental support for PPAs across countries in South America that officially recognize PPAs. We analyzed the legal framework governing PPAs and reviewed literature on them. This process was done in English and Spanish. The information we gathered was validated by 16 conservation experts from 10 South American countries. Because Peru is 1 of only 2 South American countries where local communities create and manage PPAs, we studied Peruvian PPAs in more detail by examining official creation documents and interviewing 13 local conservation professionals. We found inadequate minimum duration of PPAs and vague guidelines for conducting economic activities within them and a lack of governmental support (e.g., financial and technical support) for PPAs. Support was limited to the exemption from rural property taxes, which are relatively low compared with countries outside South America. In Peru, PPAs run by individuals and communities needed different legal frameworks because they were created with different objectives and had different sizes and duration of commitments. The prompt improvement of legal frameworks across South America is necessary for PPAs to achieve their aim of being places for enduring nature conservation in the region. [ABSTRACT FROM AUTHOR]

Issue Addressed: Collaboration and partnerships across sectors are critical to the realisation of a wellbeing economy. Wellbeing SA—a government agency in South Australia—utilises a partnership mechanism under the state's public health legislation to achieve collaborative action for improved population health and wellbeing: Public Health Partner Authorities (PHPAs). Methods: The establishment and implementation of PHPAs draws strongly on the principles and practices of South Australia's Health in All Policies (HiAP) approach. This includes the utilisation of cross‐sectoral partnerships to facilitate the implementation of co‐design and co‐benefits principles to deliver policies that support improved population health and wellbeing, while simultaneously delivering other societal benefits. Partnerships also facilitate the sharing of knowledge and resources, and the creation of joint solutions to complex policy issues. Results: PHPAs have been reported to offer a valuable, evidence‐based and practical mechanism for embedding key concepts of wellbeing into the policies, practices and programs of other sectors, and provide the potential as one important tool for the formation of a wellbeing economy. Conclusions: The achievement of a wellbeing economy is dependent on collaboration within and between sectors, and through strong community engagement. Developing a joint and inclusive understanding of wellbeing and its importance as a societal goal is critical, and can only be achieved through collaborative approaches. The implementation of PHPAs in South Australia has demonstrated the importance of partnerships to address complex issues across sectors, and has identified key elements to successful partnerships. So What?: South Australia's experience in implementing PHPAs and HiAP has demonstrated how health promotion practice, policy and research that incorporate successful partnerships can support high quality, effective intersectoral collaboration for the benefit of citizens, including some lessons that may be worth considering in the development and realisation of a wellbeing economy. The Charities Act 2022 is the product of a report, Technical Issues in Charity Law, by the Law Commission. It is argued that certain headline reforms in the legislation should not be understood as merely technical. In order to give that claim an objective meaning, a frame for analysis is adopted – it is seen that the reform package has a dissuasive effect on donors. That means, all other things being equal, that donors are steered to reduce the size of their gifts, or in some cases, to refrain from giving. There is a careful line to tread. There is no magic in encouraging donation. It is not argued that the dissuasive reforms are necessarily undesirable or unjustifiable in themselves. Instead, the analysis is focused on a tight claim that unrecognised dissuasive, and so substantive, changes have been made. [ABSTRACT FROM AUTHOR]
