Housing informality in wealthy contexts is an overlooked phenomenon, particularly in the global South. This article addresses the role of public institutions in the production of housing informality among the wealthy. For this purpose, it analyses the operation of public institutions in relation to the proliferation of luxurious villas in the eastern hills of Bogotá. Three villas were selected as archetypes of informal urbanization among the elite in the eastern hills, and their stories—or informality pathways—were reconstructed through interviews, maps and policy documents. The article aims to unveil how public institutions have contributed to the creation of informal spaces, often in collusion with private entities. Specifically, public institutions demonstrated conflicting internal agencies and multi‐level fragmentation, resulting in flexible regulations tailored to fit the construction practices of the elite. These characteristics were instrumental in establishing spaces of exception for the wealthy in the eastern hills of Bogotá and will likely be mirrored in other informal settlements in the global South. Land use restrictions can curtail housing supply and lead to increased costs of accommodation, which can have adverse effects on livelihood among low‐income groups and thereby compromise sustainable development. However, limited studies have investigated housing supply restrictions in informal housing markets. To address this knowledge‐gap, this article analyzes a range of indicators of livelihood among residents of informal settlements and informal housing supply restrictions in Maputo, Mozambique and Nairobi, Kenya. The findings underscore that informal urban development is restricted to a far higher extent and livelihood in informal settlements is considerably more compromised in Nairobi compared to Maputo, despite that wages are higher in Nairobi and geographic factors likely curtail urban development to a higher extent in Maputo. The empirical evidence and economic theory reviewed in this article consistently indicate that antagonistic approaches to informal urban development in cities with large segments of the population financially excluded from the formal housing markets have comparable consequences to land use restrictions guiding formal urban development. Namely, that informal land users pay a price premium for basic shelter in such contexts due to the increased pressure on the housing markets and risk of loss of investments through forced evictions. On this basis, the article argues that unless viable legal housing alternatives are available, repressive approaches to informal urban development should be abolished while less restrictive standards for building and planning regulation should be adopted to expand provision of affordable legal accommodation and thereby enhance sustainable development. Illegal housing forms and evolution in Algeria: The case of two small towns (Guelaat Bou Sbaa and Bouati Mahmoud) The objective of this paper is to evaluate the impact of socio‐economic, demographic, financial, and regulatory factors on the design of informal housing in the county (group of local municipalities) of Guelma (Algeria). To do this, 34 dwellings located in the two small towns (Guelaat Bou Sbaa and Bouati Mahmoud) were chosen to be studied. This evaluation was carried out through comparing actual and redesigned plans of existing housing units, during the legalization process supervised by the local administrations. Moreover, we carried out a spatial analysis of the two types of plans for each unit as well as a socio‐economic, demographic, financial, and regulatory study of the housing industry in the selected area. The results suggest the importance of outdoor space in existing dwellings and a trend towards more complexity and spatial interiority in projected dwellings. In addition, the design of housing was found to be dependent on the social factor, while it is independent of the economic, financial, and regulatory factor. Seemingly, economic and financial factors only influence the rate of completion and occupancy of housing, while regulation has no influence on the design of housing given the difficulty of its application. The service hub concept is strongly associated with deprived areas of North American inner cities, where agglomerations of low‐cost housing and service providers form a space of survival for marginalised populations. In this paper, we contend that service hubs can take other forms, including as small‐scale sites of housing and service provision, informally networked across an urban region. We develop this argument with reference to suburban campgrounds in Auckland, New Zealand—a city experiencing a severe housing affordability crisis. Both individually and collectively, campgrounds enable vulnerable households, as well as tourists, to inhabit an increasingly exclusionary urban environment. Drawing on interviews with 24 resident campers and eight managers, we highlight the role of campgrounds in supporting residents through the provision of informal housing and on‐site services. This provision also benefits the facilities' owners and managers, by creating a year‐round rental income stream. In South Africa, the scale of rural–urban resettlement after apartheid continues to overwhelm the capacity of the government to house city dwellers in need of shelter. But the legitimacy of the postapartheid government rests on its ability to secure the rights of citizens who enjoy constitutional guarantees, including the right to housing. Because the government cannot simply repress this unhoused surplus population, it seeks instead to delegitimize some portion of it. It does so by developing a number of moralizing discourses, the subject of this paper, which distinguish between patient, deserving citizens, and unruly queue jumpers perceived to threaten the democratic project itself. Housing officials misrecognize squatters as a cause, rather than a consequence, of the state's failure to deliver, policing new land occupations with a draconian severity. Abstract: This paper develops a monocentric city model with a formal and an informal sector in the housing industry. While formal developers build houses renting land from landowners, informal developers use land for free. However, informal developers must incur defensive expenditures to avoid government intervention. In equilibrium, at any distance of the central business district (CBD), informal developers use land until the value of the marginal productivity of land equals the defensive expenditures per unit of land. The model shows the land allocated to produce short informal (tall formal) buildings increases (decreases) with distance to the CBD. Thus, the model introduces a new source of spatial variation of building height. The model also shows that a higher level of informal housing increases the spatial size of a city and reduces the height of its buildings. [ABSTRACT FROM AUTHOR]

Since the end of apartheid, the growth of the real estate market in the historically disadvantaged residential areas of South African cities has been quite remarkable. Transactions in this property market, which can take on several forms of exchange of ownership or occupation, in many respects defy de Soto's definition of dead capital. Yet, despite this booming market, large parts of these residential areas are still regarded by local government as having no capital value. Although the titling of properties cannot be regarded as the only or even the main immediate solution to alleviating poverty within these communities, it certainly presents a real and immediate potential opportunity to many of them. This paper attempts to determine the potential size of this market. It starts with perspectives on land values, the property market and the titling of informal properties and examines different methods used in the evaluation of properties both in the formal and informal residential sectors. Drawing on empirical literature and research findings, the paper makes an attempt at establishing the form and value of what is regarded as the degree of undervaluation of real estate capital by the local authority. This article draws on Margaret Radin's theorization of 'contested commodities' to explore the process whereby informal housing becomes formalized while also being shaped by legal regulation. In seeking to move once-informal housing into the domain of official legality, cities can seldom rely on a simple legal framework of private-law principles of property and contract. Instead, they face complex trade-offs between providing basic needs and affordability and meeting public-law norms around living standards, traditional neighbourhood feel and the environment. This article highlights these issues through an examination of the uneven process of legal formalization of basement apartments in Vancouver, Canada. We chose a lengthy period-from 1928 to 2009-to explore how basement apartments became a vital source of housing often at odds with city planning that has long favoured a low-density residential built form. We suggest that Radin's theoretical account makes it possible to link legalization and official market construction with two questions: whether to permit commodification and how to permit commodification. Real-world commodification processes-including legal sanction-reflect hybridization, pragmatic decision making and regulatory compromise. This paper examines the narratives through which associations of private property owners in Delhi depict slums as zones of incivility and 'nuisance.' In tracing how this 'nuisance talk' travels into and gains legitimacy in popular and state visions of urban space, the paper shows the role of discourse in justifying and enacting exclusionary urban imaginaries. As a lay term, nuisance is widely used to identify forms of aesthetic impropriety. But, as a primary element of environmental law, nuisance operates discursively as a catchall category allowing diverse private grievances to be expressed in terms of environmental welfare and the public interest. The widening depiction of slums as nuisances hence reworks the public/private divide, inserting once local codes of civility into the core of public life. By examining how nuisance talk circulates between property owners' associations, the media, and the government, the paper shows how slum demolitions have become widely read as a form of environmental improvement. Landslides in the city of La Paz, Bolivia are complex in space and time. Their distribution within the city is differentiated by geographical variations in slope gradient, the nature of overlying surface deposits, and drainage density patterns. When mapped, the distribution of the most landslide-prone locations in the city coincides with the most mobile surface deposits on the higher and steeper slopes of the city. The timing of landslides is triggered when slope materials become saturated with moisture by rainfall, stream water, water seepage from high surrounding water tables, and from domestic sources. Landslide frequencies over the last 40 years show the role of inter-annual variations in summer rainfalls, especially the late summer period (Jan–Mar), and rising water tables connected to Lake Titicaca. Associations with ENSO events, both warm (El Nino) and cold (La Nina), prove negative, pointing to the importance of moisture sources from the north, south and east (Amazon) but not from the west (Pacific). The most vulnerable group exposed to the landslide hazard comprise the inhabitants of the self-built informal housing areas who occupy the more elevated steeper slopes of the northern part of the city. But societal vulnerability to earth movement in the city is widespread and interconnected. Higher income groups in the southern part of the city are affected by slower, if less dramatic, forms of land failure, and rich housing in downstream areas of the city are impacted by flash flooding encouraged by deforestation on the northern hill slopes where the poor live. Two case studies highlight the vulnerability and plight of the inhabitants of the self-built settlements in the aftermath of a major landslide, and a brief discussion of hazard mitigation and the importance of building hazard resilient communities concludes the paper.
