Collaboration enables multiple actors with different objectives to work together and achieve a goal beyond individual capabilities. However, strategic uncertainty from partners' actions introduces a potential for losses under failed collaboration relative to pursuing an independent system. The fundamental tradeoff between high‐value but uncertain outcomes from collaborative systems and lower‐value but more certain outcomes for independent systems induces a bistability strategic dynamic. Actors exhibit different risk attitudes that impact decisions under uncertainty which complicate shared understanding of collaborative dynamics. This paper investigates how risk attitudes affect design and strategy decisions in collaborative systems through the lens of game theory. First, an analytical model studies the effect of differential risk attitudes in a two‐actor problem with stag‐hunting strategic dynamics formulated as single‐ and bi‐level games. Next, a simulation model pairs actors with different risk attitudes in a 29‐game tournament based on a prior behavioral experiment. Results show that outcomes collaborative design problems change based on the risk attitudes of both actors. Results also emphasize that considering conservative lower‐level design options facilitates collaboration by providing risk‐averse actors with a safer solution. By accepting that decision‐making actors are not all risk‐neutral, future work seeks to develop new design methods to strengthen the adoption of efficient collaborative solutions. Built infrastructure for water and energy supply, transportation, and other such services underpins human well‐being and socioeconomic development. A fundamental understanding of how infrastructure design and user strategies interact can guide important design decisions as well as policy formulation for ensuring long‐term infrastructure viability in conjunction with improved individual user benefits. In this work, an agent based model (ABM) is developed to study this issue for the specific case of irrigation canals. Cooperatively maintained irrigation canals serve essential roles in sustaining agriculture‐based economies in many regions. Canal system design can strongly affect benefits derived by distributed users, regional agricultural output, and the long‐term viability of the shared infrastructure itself. Here, an ABM is used to investigate how an option to use an independent water source interacts with canal design to affect canal maintenance cooperation and farmer income. The independent water source is stylized as a well that provides access to groundwater and represents a strategically robust design option; a design option that reduces the implementer's utility vulnerability to unfavorable actions by other actors. Research in other systems has demonstrated that strategically robust designs can improve both implementer utility and the probability of collaboration. The results of this research, in contrast, demonstrate that the option of individual resource access, the strategically robust design option, as represented by a well, reduces cooperative maintenance in most cases. The New Observing Strategies Testbed (NOS‐T) is a digital engineering environment for enabling distributed space mission (DSM) technology demonstrations. Its event‐driven architecture enables users to orchestrate DSM test campaigns by developing applications that communicate state changes via messages. NOS‐T is motivated by requirements such as geographical distribution, cross‐boundary participation, wide applicability, and usability that make it unique in this field. This article introduces NOS‐T and describes its architecture in the context of an example DSM test suite, FireSat+. The scalability of NOS‐T is demonstrated with a performance assessment of its capabilities under a stress test of high message frequency and payload size, which are both related to the complexity of potential user‐generated test cases. Results show that message periodicity has no significant effect on median delay time over the ranges sampled; however, the message payload size induces linear growth in median delay time of approximately 1.5 ms per kB. Future NOS‐T applications can adjust the execution time scaling factor and message payload size to match operational constraints on allowable delay. [ABSTRACT FROM AUTHOR]

This paper presents a surrogate model approach to advance fundamental research on understanding impacts of engineering decision‐making on complex system performance and system development cycle times. The approach is motivated by digital transformation and advancement of the digital engineering strategy by the U.S. Department of Defense as part of acquisition modernization. The digital engineering strategy focuses on five goals as a means to reduce acquisition cycle times and increase capability deployment to the warfighter, but we lack the theory to understand the impact of the digital transformation on engineering processes, decision‐making and the solution performance. The surrogate model approach discussed herein could provide a methodology for studying the impact of digital engineering on solution performance and lifecycle development time on a wide class of design problems with tunable complexity. This paper evaluates perception of complexity in a novel explanatory model that relates product performance and engineering effort. Complexity is an intermediate factor with two facets: it enables desired product performance but also requires effort to achieve. Three causal mechanisms explain how exponential growth bias, excess complexity, and differential perception lead to effort overruns. Secondary data from a human subject experiment validates the existence of perception of complexity as a context‐dependent factor that influences required design effort. A two‐level mixed effects regression model quantifies differences in perception among 40 design groups. Results summarize how perception of complexity may contribute to effort overruns and outline future work to further validate the explanatory model and causal mechanisms. [ABSTRACT FROM AUTHOR]

Systems engineering and design (SE&D) researchers increasingly tackle questions at the intersection of technical and social aspects of complex systems design. Practical challenges of access, limited observation scope, and long timescales limit empirical study of SE&D phenomena. As a result, studies are typically conducted in model world settings abstracted from the real world, such as behavioral experiments with student subjects. Model worlds must be representative of the phenomena being studied to ensure insights generalize to the real‐world settings. Currently, there is a lack of shared understanding and standards within the SE&D research community to evaluate representativeness of model worlds. This communication captures the results of ongoing efforts to build consensus on this topic: it defines the concept of model worlds, disambiguates representativeness from related concepts, and draws comparisons to other research domains. ABSTRACT: Recent interest in applications of games and gaming methods has stimulated discussion of their use in engineering systems research. Simulation games or gaming simulations are interactive environments which simultaneously model a technical system through simulation and a social system with role‐play participants. Their boundary‐spanning nature aligns with challenges in engineering systems to consider both technical and social factors in design. This paper outlines a class of gaming methods for research in engineering systems. Key contributions synthesize diverse bodies of literature to classify gaming applications as generating generalizable and contextual knowledge to benefit participants and principals, identify intellectual foundations in related social sciences, and describe the dual purpose of games as a research method for analytical or design science objectives. Conclusions highlight opportunities and challenges for gaming research methods to accommodate social science research in design‐centric activities. [ABSTRACT FROM AUTHOR]
