In his 1987 Developing Countries in the GATT System, Robert Hudec concluded that the identity of developing countries in the GATT system was primarily a matter of their demanding non-reciprocal and preferential treatment, developed countries responding grudgingly to those demands and that this situation had been unfruitful either to support developing country reforms or to discipline developed country restrictions aimed at developing countries. Hudec was pessimistic about the relationship becoming more productive, but his expression of despair offered a glimmer of hope: ‘There are those who believe that the GATT has become so committed to the current policy that the only way to change it would be to start a new organization’. A new organisation was started, the World Trade Organization, but has the WTO achieved what Hudec hoped a new organisation might? At the 1987–95 Uruguay Round, developing country leaders acted as Hudec had hoped. They used international rules and bindings as leverage to support their own internally-driven reforms; to overcome generations of accumulated protection, to lock in reforms against the backsliding that had undone previous reforms. Dealing with the Uruguay Round's ‘unbalanced outcome’ and the overlapping ‘implementation problem’ have shaped the Doha Round, but the negotiations have misconceived and mismanaged both issues. Rather than seeking to identify their real economics, the negotiations have gone back to the traditional idea of special and differential treatment. Perhaps the largest cost of this mismanagement is that in many developing countries the unilateral momentum for liberalisation has waned. To the extent that the Doha negotiations have drawn attention away from the domestic issues that were the basis of developing country liberalisation – and enhanced the status of negotiators relative to the leaders who fought at home for reform – they have contributed to that waning. In the Doha Round, trade facilitation is the negotiating issue in which the ‘implementation issue’ is most prominent. At the WTO (the Doha Development Agenda) the international community has approached the implementation problem as a challenge to restore mercantilist balance rather than as a need to build good economics into future agreements. The international community has taken on aggressively the development dimensions of trade facioitation through the development banks, bilateral aid agencies and other specialized institutions. Unilateral removal of trade restrictions is good economics, but it is often bad domestic politics. GATT negotiations for 50 years provided a mechanism to overcome this political incorrectness. The Uruguay Round carried multilateral negotiations into many ‘new areas’ with more complex economics – areas of regulation that establish the basic business environment in the domestic economy, e.g., technical, sanitary and phytosanitary standards; intellectual property law. Doing these things is costly and you can get it wrong – the economic correctness is not so simple as the economic correctness of removing trade restrictions. Making economic sense in these areas requires cost-benefit analysis, experimentation, projects tailored to specific problems. Some developing countries would benefit from reforms in the new areas, but the Uruguay Round requirements do not identify the problems that exist in developing countries and they consequently demand establishment of institutions and regulations that will impose higher costs than benefits on the countries that implement them. It is generally known that while tariffs on manufactured goods in general have been reduced during the post-war period, tariffs on products imported by developed countries (DC) from less developed countries (LDC) have been more rigid, and thus have risen relative to duties on other products. This, plus the escalation of DC's tariff schedules the higher rates of protection of goods at higher stages of processing' are at least part of the reason the LDC's are finding it difficult to expand their exports of manufactured goods. A possible means of alleviating the burden imposed on LDC exports by the tariff schedules of the DC is the Generalized Scheme of Preferences. While preference schemes are now being implemented by many countries, with the notable exception of the U.S., they contain many restrictions and safeguards designed to limit the resulting increase of imports. Very likely, these restrictions are motivated by fear that complete, unrestricted preferences would produce a "flood" of imports to which the preferericc granting countries could not adjust. While considerable attention has been devoted to estimating the effects of the preference schemes on the export earnings of the recipient countries, the effects on the preference granting countries have not been examined.

Sporadic Burkitt lymphoma (BL) is the most frequent tumour of children and adolescents but a rare subtype of lymphomas in adults. To date most molecular data have been obtained from lymphomas arising in the young. Recently, Epstein-Barr virus (EBV) positive and negative BL in young patients was shown to differ in molecular features. In the present study, we present a large age-overarching cohort of sporadic BL (n = 162) analysed by immunohistochemistry, translocations of MYC proto-oncogene, basic helix-loop-helix transcription factor (MYC), B-cell leukaemia/lymphoma 2 (BCL2) and B-cell leukaemia/lymphoma 6 (BCL6) and by targeted sequencing. We illustrate an age-associated inter-tumoral molecular heterogeneity in this disease. Mutations affecting inhibitor of DNA binding 3, HLH protein (ID3), transcription factor 3 (TCF3) and cyclin D3 (CCND3), which are highly recurrent in paediatric BL, and expression of sex determining region Y-box transcription factor 11 (SOX11) declined with patient age at diagnosis (P = 0·0204 and P = 0·0197 respectively). In contrast, EBV was more frequently detected in adult patients (P = 0·0262). Irrespective of age, EBV-positive sporadic BL showed significantly less frequent mutations in ID3/TCF3/CCND3 (P = 0·0088) but more often mutations of G protein subunit alpha 13 (GNA13; P = 0·0368) and forkhead box O1 (FOXO1; P = 0·0044) compared to EBV-negative tumours. Our findings suggest that among sporadic BL an EBV-positive subgroup of lymphomas increases with patient age that shows distinct pathogenic features reminiscent of EBV-positive endemic BL., (© 2021 The Authors. Recent studies have demonstrated that parenteral deferroxamine can prolong life in patients with iron overload. We have developed a non-human primate model of iron overload and have accurately determined negative iron balance in parenteral and oral studies of deferroxamine and a new chelator, desferrithiocin. Cebus monkeys were loaded with iron dextran (10 mg/kg twice weekly) until their serum contained a transferrin saturation greater than 75%, and (in two animals) liver biopsies showed iron loading. When complete iron balance studies were performed at this time, basal iron balance was -53 +/- 11 micrograms (N = 4), providing a low background for provocative studies. Iron balance was determined for intramuscular (N = 2) and oral (N = 3) deferroxamine, as well as intramuscular (N = 1) and oral (N = 4) desferrithiocin. The pattern of iron excretion after parenteral deferroxamine strongly resembled that of the iron-loaded, transfused human. Desferrithiocin was found to have significant activity as an oral chelator. This Cebus monkey model accurately determines negative iron balance and readily permits precise comparison of iron chelators given parenterally or orally. This model may offer an important step between rodent and human trials of promising new iron chelators.
