The paper analyses whether the type of institution from which students graduate has an impact on their unemployment propensity. It uses official data on the Portuguese higher education system, for 2018, at the program/institution level, which provides information on graduate unemployment, as well as demographic and socioeconomic background information. A fractional probit model on graduates' propensity for unemployment is estimated. Results suggest that polytechnic graduates face higher unemployment propensity than university graduates, maintaining inequalities present in students' previous trajectories. Policies targeting socioeconomic segregation need to address not only access to higher education but also the transition to the labor market. [ABSTRACT FROM AUTHOR]

The aim of this paper is to analyse the relationship between academic inbreeding in Portugal and research collaboration, using co‐authored publications as proxies. As previous research has shown that inbreeding is detrimental for research collaborations, it is hypothesised that academic inbreeding will lead to smaller research networks and, consequently, to fewer co‐authored publications outside the institution of affiliation. Relying on a large data set which merged information on academics, their inbreeding status and their publications, binomial negative and fractional models were estimated to test the hypothesis. Findings show that inbred academics have smaller research networks; while they publish most co‐authored papers, the relative weight of publications written in collaboration with institutional colleagues is the highest. In contrast, non‐inbred academics with foreign PhDs have larger co‐authorship networks. However, they publish most single‐authored papers and the weight of their international co‐authorships is heaviest. Abstrato: Este artigo pretende analisar a relação entre a endogamia académica e a colaboração na investigação, partindo das publicações em coautoria. Dado que alguns estudos mostraram que a endogamia é prejudicial para as colaborações na investigação, a hipótese deste artigo é a de que a endogamia académica está associada a redes de investigação mais pequenas e a menos publicações em coautoria fora da instituição de afiliação. Recorrendo a uma base de dados que combina informação sobre académicos, o seu estatuto de endogamia e as suas publicações, foram estimados modelos binomiais negativos e fracionários para testar a hipótese. Os resultados mostram que os académicos endogâmicos têm redes de investigação menores; embora publiquem a maioria dos artigos em coautoria, o peso relativo das publicações escritas em colaboração com colegas institucionais é superior. Em contraste, os académicos não‐endogâmicos, com doutoramentos obtidos no estrangeiro, têm redes de coautoria maiores. Access to higher education in Portugal is governed by a quota system ( numerus clausus). The purpose of this article is to answer two questions: First, how does the numerus clausus system shape the demand for medical studies? Second, how do non-enrolled medical candidates influence the global allocation system and generate waves of dissatisfaction? The results show that students who do not succeed in entering medicine register in other programmes, such as pharmacy, veterinary medicine and dental studies, generating a first wave of dissatisfaction. Because students who are not placed in medicine occupy a large share of the places available in those other programmes, the wave of dissatisfaction propagates, with students being pushed to other programmes, especially biology and biochemistry. This process has also been analysed from a spatial perspective. Apparently, when students are competing to obtain a study place in a programme with prestige and good professional career perspectives such as medicine moving to a more peripheral region becomes more frequent. This article analyses the impacts of the Portuguese quality assurance system on academic cultures, using the Cultural Theory proposed by Douglas (1970, 1982) and developed by Thompson, Ellis and Wildavsky (1990) as an explanatory framework for Portuguese academics' preference formation in relation to quality assessment. The Portuguese higher education system has been undergoing a change of paradigm by moving from traditional collegial system to a legal framework influenced by New Public Management. The former institutional context, where academic collegiality was the basis of democratic decision, promoted the egalitarian way of life, where the group dimension is stronger. However, recent legislation has promoted two different logics. On the one hand it has decreased the influence of the group dimension by favouring individualistic values and beliefs. On the other, it has reinforced the grid dimension through greater centralisation of power and separation of roles of universities and polytechnics, thus promoting the hierarchic way of life. The new legislation framework has produced changes that have strongly modified traditional governance structures and mechanisms and are likely to affect academics' perceptions of quality assurance processes and impacts as much as they influence the development of beliefs and values. The implementation of the governance reform of Portuguese higher education has been developed under the influence of 'new public management' resulting in the loss of collegial governance. Additionally, the need for meta-governance of the higher education system and institutions to monitor institutional performance against policy objectives has become evident. By examining the implementation of the legal framework for higher education on the basis of document analysis covering the period from 2007 to 2011 the 'new governance' perspective allows a broader interpretation of the governance reform outcomes. This has implications for the enhancement of institutional autonomy induced by governance reforms impacting on European higher education systems and highlights the tools approach in public management. For many years the Portuguese Ministry of Education used a funding formula to allocate the State budget to public higher education institutions. Some of its major objectives were higher enrolments and allocation equity. As the expenditure on salaries was a major component of the budget, the formula was supposed to force convergence to established standard staff/student ratios. This article analyses the evolution of staff numbers in Portuguese public universities to assess how successful the funding formula has been in forcing convergence to standard staff numbers. In Portugal, there is a diversified higher education system comprising some 160 institutions: universities, polytechnics and isolated schools, public or private, with a total enrolment of some 350,000 students. This article presents the analysis of the results of questionnaires which were completed in 2004 by students entering higher education for the first time so as to understand their perceived needs and aspirations and how they chose their institution/study programme. In the last few years, there has been a decline in the number of candidates to higher education — mainly due to demography — which created strong institutional competition. Therefore it is important to understand the reasons behind students' choices, perceived needs and aspirations and how students assess the capacity of different institutions/programmes to fulfil these. It is also relevant to understand how their choices may be conditioned by factors such as their socio-economic and cultural background, employability prospects, other available information, gender and type of institution and study programme. This article examines the Bologna Process from two main perspectives: as a dynamic strategy as well as the unfolding of the methodology employed. It argues that the latter was largely determined by the former. Three phases of development are identified; the first two of which shows that the methodology was largely determined by the need to bestow credibility on the strategy. The third phase, introduced with the recent Ministerial meeting in London in May 2007 suggests that the boundless confidence in the progress achieved at system level has now given way to a new sobriety when attention to progress is translated to institutional level. The topic of declining private higher education (PHE) has become a timely one, especially for many countries that had previously experienced a rapid and massive expansion of their systems of higher education, and of PHE in particular. In the case of Portugal this was very likely due to the stabilisation and then the slight decline in the number of applicants and the steady expansion of the public system Thus, the Portuguese system has become an interesting case study of the several types of strategies that may be adopted by PHE institutions when facing a declining student demand. Portugal, as a small and increasingly integrated European economy, has been influenced by some of the major trends that defined the agenda of higher education policy in recent decades. Its backwardness – notably in terms of skills, education, and training – has frequently prompted a focus of attention on its international counterparts, particularly those in Europe, in search of affinities, solutions and errors to avoid. The search for guidance has also created an opportunity for the intervention of international organisations. Until Portugal joined the European Union (EU) in 1986, the Organisation for Economic Cooperation and Development (OECD) and the World Bank were the main agencies playing this role. Henceforth, those institutions lost some influence, and the European dimension gained increasing prominence. This article discusses the role of those international organisations in the definition of priorities for Portuguese higher education policy in recent decades, and provides a general overview of the outside perceptions of the Portuguese situation as understood by these international organisations. In particular, the article focuses on those interventions that promoted the influence of market mechanisms in the Portuguese higher education system by emphasising the need for higher education institutions (HEIs) to strive for increased economic responsiveness. In this preliminary review, the authors analyse the effects of privatisation on diversity in higher education (HE) systems by exploring the consequences of the establishment of HE Institutions by non-public organisations. The rising importance of privatisation in Europe (Western and transitional economies), Latin America, and Southeast Asia is analysed. Then follows detailed examinations of private-sector HE in countries representative of all these geographical areas to determine how far privatisation has stimulated diversity. The preliminary results indicate that in each case the private sub-sector has promoted limited and partial diversification. In general, though, the more recent private establishments, created to satisfy increasing demand for HE, have nonetheless focused predominately on teaching, have undertaken little, or no, research and appear to be of lower quality than the older institutions. The private sub-sector is characterised mostly by its low-risk behaviour, and a concentration on low-cost and/or safer initiatives. Public authorities must share at least a partial responsibility for some of the negative side effects of the development of private higher education. [ABSTRACT FROM AUTHOR]
