Beginning in 2002, Kenyan water governance transitioned from a monocentric, top-down system to one exhibiting traits of polycentricity. In this paper, we investigate the changes made to water policy following the 2002 reform, outcomes produced in a collection of community- and catchment-level user groups in the Mount Kenya region, and the conformance of these changes and outcomes with principles of polycentricity. A new framework is used to capture the complex institutional arrangements and interactions existing before and after the polycentric transformation. Unlike many previous polycentricity studies, the present research focuses primarily on the outcomes of the polycentric shift and determines if these correspond to predictions from polycentricity theory. We utilize survey data collected in 2013 from water managers, as well as archival research to interrogate congruence with principles of polycentricity. This study contributes to the broader discussion on polycentricity in two fundamental ways: (i) It documents the functioning of a water management system following a top-down imposed polycentric reform, and (ii) It empirically inspects whether these polycentric reforms have produced benefits predicted by polycentricity theorists, such as experimentation by local water users, increased collective action, and improved coordination between levels of management. This paper applies a convention theory ( CT) approach to the analysis of labour management systems in African large-scale farming. The reconstruction of previous analyses of high-value crop production on large-scale farms in Africa in terms of CT suggests that, since 1980-95, labour management has moved from a 'domestic' to a 'market' system. However, data collected by the authors from a sample of 11 large-scale rose farms in Kenya in 2011 (covering around 20% of national output) points to the adoption of systems that, in CT terms, combine 'industrial' and 'civic' elements. This paper uses the concept of “streets for all” as the analytical basis to critique the neglect of pedestrians, cyclists and street vendors in transport policy and practice in the city of Nairobi. The paper shows that transport planning in Nairobi has not adequately taken care of informal economy and non-motorized transport such as walking and cycling. This has resulted in competing use of pavements and roads, exposing pedestrians, cyclists and street vendors to insecurity and harassment. The paper calls for inclusive transport planning for multiple street activities, which requires implementing a “streets for all” policy. Such a policy needs to be critically pursued at the level of dealing with the institutional and structural bias in urban transport planning towards motorized traffic and the overall urban development that does not adequately consider the spatio-temporal activity pattern and the life of pedestrians, cyclists and vendors on the streets. This paper argues that stakeholder capitalism is more appropriate to natural resource management and rural development in Africa than other varieties of capitalism. It examines different management arrangements in Kenyan Lake Victoria fisheries resources to argue that whilst stakeholder capitalism is still far from being the mainstream model of capitalism in Kenya, theoretically and empirically, it is more appropriate to sustainable development than the Anglo-Saxon variety of capitalism that the country inherited from its British colonizers. The paper demonstrates that the concepts of ownership and management rights are social, economic and political constructs that are continuously contested, with huge implications for sustainable development and natural resource management. ABSTRACT The emerging role of private standards as new forms of regulation and co-ordination in international trade and production is discussed in various fields including economic geography. A prominent example is the impact of the European standard GlobalGAP (former EurepGap) in Kenyan export horticulture. While today this standard is a quasi mandatory precondition for entering the EU market, several studies came to conclude that its high requirements led to market exclusion of most Kenyan farmers. This paper analyses how far farmers have in fact been excluded or have found alternative ways to enter the chain. Based on our own surveys, we identify and analyse different informal possibilities that are frequently used to produce for EU markets without a GlobalGAP certificate. Here we argue that informal production flows can take place even in highly standardised sophisticated consumer markets and should therefore be integrated into analyses on global value chains. The dung count method is widely used to estimate elephant numbers in forests. It was developed in the lowland forests of Central Africa but it is also used in Montane forests in eastern Africa. Using data collected on Mount Kenya and computer simulations, this paper explores the following issues associated with dung surveys in Montane forests: • High rainfall at 3000 m altitude on Mount Kenya was expected to accelerate dung pile decay but no significant difference was found between 3000 and 2500 m where less rain falls, possibly because high rainfall at 3000 m is counteracted by lower temperatures; • Physical obstacles make it difficult to walk long, straight transects in Montane forests. Deviating from a straight line pushes the distribution of distance measurements from dung piles to the transect centre line (pdist) towards a negative exponential (NE), which complicates data analysis and may give inaccurate estimates. Using short transects largely alleviate this problem; • Analysis of dung count simulations shows that the expected sightability curve of pdist pushes towards a NE with increasing numbers of obstacles blocking the view, even along perfectly straight transects; • Extrapolating measured dung density to map area on Mount Kenya resulted in an underestimate of c. 13%. An unstratified correction of map area to ground area for Montane areas would be biased because of the strong tendency for elephants to avoid steeply sloping areas. [ABSTRACT FROM AUTHOR]

This paper assesses the impact of Kenya’s preferential status on EU demand for imported roses by country. Import demand equations were estimated using a production version of the Rotterdam model in an Armington framework. With the expiration of the Lomé Convention, tariffs (up to 24%) on Kenyan roses were likely if an Economic Partnership Agreement (EPA) was not signed by January 2008. Roses from African countries not subject to tariffs were expected to displace Kenya’s exports in the future. However, results of this study showed that roses from African countries were complements in the EU market and those exports from Zimbabwe and Other African countries would have been negatively impacted if a Kenya–EU EPA was unsuccessful. Given the maximum import duty on Kenyan roses, EU imports from Kenya would decrease by 9.1% and imports from Zimbabwe and Other African countries would decrease by 6% and 4%, respectively. Objectives: Malaria risk maps have re-emerged as an important tool for appropriately targeting the limited resources available for malaria control. In Sub-Saharan Africa empirically derived maps using standardized criteria are few and this paper considers the development of a model of malaria risk for East Africa.Methods: Statistical techniques were applied to high spatial resolution remotely sensed, human settlement and land-use data to predict the intensity of malaria transmission as defined according to the childhood parasite ratio (PR) in East Africa. Discriminant analysis was used to train environmental and human settlement predictor variables to distinguish between four classes of PR risk shown to relate to disease outcomes in the region.Results: Independent empirical estimates of the PR were identified from Kenya, Tanzania and Uganda (n = 330). Surrogate markers of climate recorded on-board earth orbiting satellites, population settlement, elevation and water bodies all contributed significantly to the predictive models of malaria transmission intensity in the sub-region. The accuracy of the model was increased by stratifying East Africa into two ecological zones. In addition, the inclusion of urbanization as a predictor of malaria prevalence, whilst reducing formal accuracy statistics, nevertheless improved the consistency of the predictive map with expert opinion malaria maps. The overall accuracy achieved with ecological zone and urban stratification was 62% with surrogates of precipitation and temperature being among the most discriminating predictors of the PR.Conclusions: It is possible to achieve a high degree of predictive accuracy for Plasmodium falciparum parasite prevalence in East Africa using high-spatial resolution environmental data. However, discrepancies were evident from mapped outputs from the models which were largely due to poor coverage of malaria training data and the comparable spatial resolution of predictor data.
