Political debates about immigration provoke strong nationalistic pushback from citizens, constraining the policymaking capacity of states. This paper investigates to what extent labour market policies shape economically motivated preferential divides among European citizens. On the one hand, I concentrate on prospective job loss threats indicative of economic grievances and assess the impact of unemployment risk exposure on immigration policy attitudes. On the other hand, as the original contribution of the paper, I contend that, if such an economically motivated explanation holds, this relationship should vary based on the labour market institutions in each country. Multi‐level analyses of 16 European countries over a decade since 2002 reveal a remarkably robust relationship between unemployment risks and more restrictive immigration policy attitudes. Importantly, more protective employment regulations seem to have a dampening effect on the impact of job loss threats on immigration policy attitudes. Conversely, there are larger attitudinal divides between the risk‐exposed and the more secure workers in countries with generous and expansive unemployment compensation policies. This paper presents new evidence on the interaction between demographic and occupational change in Europe over the last 25 years. We use data from the European Union Labour Force Survey covering six European countries. The analysis is based on a cross‐sectional comparison between the population and employment distributions in 1995 and 2019. This strategy allows us to study the changing demographic dynamics, which have brought a more feminized, aged, and educated working population, in a context of structural employment change, where higher job polarization or occupational upgrading are the main patterns. The results indicate that the increasing female participation has been associated with a strong general process of occupational upgrading that particularly benefited women. Still, the occupational profile of women is polarized relative to men. Although the process of educational upgrading was also stronger for women and overall they improved their occupational profile more than that of men, we find declining occupational returns to higher education for female workers in two countries. Finally, while European labor markets could accommodate the large increase in older workers, their occupational profile suffered some downgrading. [ABSTRACT FROM AUTHOR]

Methods of functional regional taxonomy and concrete definitions of functional regions based on prevailing population flows have been discussed in many regional studies. The resulting regions have been given various names (travel‐to‐work areas, local labour market areas, housing market areas, etc.) based on the character of the input data and the method of their definition. However, in most cases only one country (or part thereof) at a time has been analysed. The paper brings a unique definition of functional regions with comparable parameters suitable for international comparisons. Three Central European countries with different settlement and regional structures are analysed. The functional regions in all countries are objectivised through the operation with the constraint function, which estimates natural and non‐normative values for the self‐containment and size parameters. Two interaction measures are used in the regionalisation algorithm. Besides the methodological contribution, the role of spatial behaviour is briefly discussed, and an interpretation of the results and a proposal for the possible application of functional regions in regional planning and regional analysis in international research tasks is given. Informal work, defined as work performed without a formal contract, lowers productivity, reduces tax revenue and hampers economic growth. Reducing informal work is a policy objective in developed and developing countries alike. Yet, particularly since the onset of the global financial crisis in 2008, most socio-economic policy reforms across Europe have reduced the generosity of unemployment benefit schemes and deregulated employment protection. The authors argue that, while such reforms may have contributed to reducing unemployment, they might also have increased the incidence of informal work. Abstract: The term skills mismatch is very broad and can relate to many forms of labour market friction, including vertical mismatch, skill gaps, skill shortages, field of study (horizontal) mismatch and skill obsolescence. In this paper, we provide a clear overview of each concept and discuss the measurement and inter‐relatedness of different forms of mismatch. We present a comprehensive analysis of the current position of the literature on skills mismatch and highlight areas which are relatively underdeveloped and may warrant further research. Using data from the European Skills and Jobs Survey, we assess the incidence of various combinations of skills mismatch across the EU. Finally, we review the European Commission's country‐specific recommendations and find that skills mismatch, when referring to underutilized human capital in the form of overeducation and skills underutilization, receives little policy attention. In cases where skills mismatch forms part of policy recommendations, the policy advice is either vague or addresses the areas of mismatch for which there is the least available evidence. This paper exploits variations in the timing of telecommunications reforms across Europe to investigate the relationship between the rise of alternative work arrangements and the emergence of the Internet. We evaluate whether sectors that are technologically more dependent on information and communication technologies (ICT) experienced disproportionately larger changes in their employment outcomes after telecommunications reforms were introduced. Our main results point to a disproportionate increase in total employment, part‐time work and home‐based work among ICT‐dependent sectors after the implementation of telecommunications reforms. These results suggest that telecommunications reforms affected labour market arrangements by fostering the adoption of ICT. The results are robust to several specifications. [ABSTRACT FROM AUTHOR]

Whereas there are recent papers on the effect of robot adoption on employment and wages, there is no evidence on how robots affect non‐monetary working conditions. We explore the impact of robot adoption on several domains of non‐monetary working conditions in Europe over the period 1995–2005 combining information from the World Robotics Survey and the European Working Conditions Survey. In order to deal with the possible endogeneity of robot deployment, we employ an instrumental variables strategy, using the robot exposure by sector in other developed countries as an instrument. Our results indicate that robotization has a negative impact on the quality of work in the dimension of work intensity and no relevant impact on the domains of physical environment or skills and discretion. This paper studies the dynamics of the scarring effect of youth unemployment over the business cycle in 12 European countries. On the one hand, we analyse differences associated with the negative effect of past unemployment experiences on future labour market status. And, on the other hand, we consider the potential stigmatization of prospective young workers – that is, the extent to which employers are more reluctant to hire individuals with a history of unemployment. Our results are based on data from the EU‐SILC for the period 2004 to 2015 and provide support in favour of a significant scarring effect of unemployment among youths that is highly heterogeneous across the countries under analysis and that increased substantially during the Great Recession. ABSTRACT The current economic crisis has had spatially differentiated impacts in both the US and Europe. A growing collection of literature investigates the determinants of the magnitude of this recession across regions. This paper aims to contribute to this literature by analysing variations in unemployment rate across European regions over the period 2004-11. In particular, we focus on two apparently neglected issues, namely labour market rigidity and the sensitivity of the local economy to the national or European business cycle. The rigidity of the labour market is increasingly viewed as a possible reason for differences among countries in terms of the performance of labour markets, although existing empirical evidence remains inconclusive. In this respect, our aim is to assess the relevance of national labour legislation, as measured by the OECD Employment Protection Legislation (EPL) Index for the performance of regional labour markets by taking advantage of the natural experiment provided by the crisis. Furthermore, for the first time in economic literature, we employ quarterly data on unemployment rate for all European regions over the period 2000-11 to construct an index of co-movement regarding regional cycles with national or European cycles, to be used as an important determinant of variation in the unemployment rate. After controlling for a number of covariates, as well as for spatial dependence in various forms, our results indicate that EPL did not affect unemployment growth over the entire period. However, we did find that regions with a low long-term unemployment rate in countries with high EPL performed better in the pre-crisis period (2004-07), whereas no effect was found during the crisis. We also found that synchronisation of the regional cycle with the national one was significant for explaining regional labour market performance. Taken together, these results denote the limited relevance of national policies and legislation for accommodating spatially differentiated shocks, whereas policies aimed at modifying local cycles may prove to be more effective. This article shows how both segregation by sex and segregation by hours shape the occupational space of part-time workers. The level of segregation by sex varies according to the shares of full-time and part-time work in total employment, and the trade-off between increasing the volume of female employment and decreasing segregation by sex is much stronger for full-time work. The author argues that there is less segregation by sex in part-time work than in full-time work, and that it is the gap between the volume of male and female part-time employment that determines the effect of part-time work on segregation in total employment. The paper analyses the determinants of public opinion on flexibilisation of work contracts. While the literature on new labour market divides has rapidly expanded, few contributions directly look at employees' demands for labour market regulation. By using a multi‐level data set for 25 European countries, we find that the subjectively assessed job security is an important and valuable predictor of preferences for flexibilisation. In particular, those with very low and very high levels of perceived job security prefer flexibilisation compared to those with medium levels. We also show that the effect is stronger in countries with stricter employment protection legislation. The findings contribute to the literature on new divides of labour market politics in several ways. First, our empirical operationalization is related directly to the core of insider‐outsider theory, the protection of work contracts. Second, subjective assessment of employment security yields important complementary insights into a debate usually focusing on objective measures. Economic inequality across Europe has been largely investigated by analyzing the determinants and dynamics of the disparities between countries and regions. Similarly, many studies have focused on inequality within European countries. So far, less attention has been devoted to economic inequality within European regions, mainly due to data shortages. The aim of this paper is to shed some light on this level of analysis. After the introductory section, the first part of the paper presents the conceptual bases of the study, examining relevant theoretical and empirical arguments about (i) the determinants of economic inequality, (ii) the relationship between economic inequality and growth, and (iii) the desirability and specificity of regional analysis. The second part of the paper, using various econometric approaches, provides evidence of the centrality of labor market qualitative and quantitative aspects and of some country-level institutional settings for regional inequality levels. Spain has one of Europe's highest levels of occupational segregation by sex. Using data from the Spanish Working Conditions Survey, this article investigates the determinants of workers' probabilities of employment in male-dominated and female-dominated occupations. Combining Oaxaca-Blinder decomposition technique with counterfactual analysis based on a sample of 'hypothetical women', the authors probe the unexplained components of the probability differentials they identify. While gendered labour market dynamics are found to account for the bulk of segregation, the strength of this effect owes more to 'positive discrimination' favouring women in female-dominated occupations than to discrimination against women in male-dominated occupations. . In this paper, we study the effects of inward foreign direct investment ( FDI) and trade on relative skilled labour demand in Poland, Hungary, and the Czech Republic. Our estimates show significant heterogeneity in the FDI effect across the three economies: the effect is always significantly positive for Hungary, weakly negative for Poland, and negligible for the Czech Republic. As to trade, we find much more homogeneity in coefficient estimates, which are generally negative for all countries, although significant only in the case of Hungary. [ABSTRACT FROM AUTHOR]

This paper presents a selective survey of the recent literature on labour market institutions and offers new empirical EU-based evidence on the impact of labour market reforms on employment and labour market adjustment. Although the literature traditionally treats labour market institutions as exogenous, attention shifted recently towards understanding the underlying causes of specific institutional arrangements. As a consequence, the literature highlights the great importance of an efficient policy design exploiting these interactions wisely and identifies general principles for achieving an efficient policy design at both macro and micro levels. Although empirical evidence does not show a major change in terms of intensity of labour market reform after the setting of the Economic and Monetary Union and the creation of the euro, the reforms aiming at strengthening the labour market attachment of vulnerable groups tend to have been successful both in raising their employment and increasing labour market adjustment. In this paper we employ a wage-setting approach to analyze the labor market effects of immigration into Germany from 1980 to 2004. This enables us to consider labor market rigidities, which are prevalent in Europe. We find that the elasticity of the wage-setting curve is particularly high for young workers. Moreover, natives and foreigners are imperfect substitutes. The wage and employment effects of immigration depend on the skill structure of the immigrant workforce. Because the foreign labor supply shift has mainly affected the high-skilled labor market segment, the 4 percent increase of the workforce through immigration has not increased either aggregate or foreign unemployment. The optimal design of immigration policy is a topical issue, both in the policy debate and the economic literature. In this paper, we present empirical evidence from a firm level dataset collected in 2000 on the demand for high-skilled workers, including foreign workers, in Europe and its determinants. Our major findings are that the fraction of high-skilled workers recruited from the international labour market is very small, and that foreign and domestic workers are very similar in terms of their formal education (measured by specialization subject) and their job characteristics. We suggest an efficiency wage model to explain why firms recruit foreign workers in small numbers, and why they are willing to pay immigrants the same wage as local workers, whilst at the same time also paying for their moving costs, despite the similar human capital profile of immigrants to domestic workers. Evidence during the nineties about the response of real wages to shocks highlights that this response is substantially lower in European countries than in the United States and that there are important differences among European countries. Which are the reasons that explain these different reactions? In this paper, we apply meta-analytical techniques in order to provide a quantitative summary of the available evidence regarding the influence of labour market institutions on real wage flexibility. We find that the design of the study affects the obtained results, and that in more deregulated labour markets with a lower presence of trade unions, this response is particularly larger. This paper examines the impact of temporal variation in labour market institutions and other structural factors on unemployment in Europe. A system comprising a labour demand and a wage equation is estimated on pooled time-series data for the six largest EU countries for the 1980s and 1990s. The results suggest that changes in regional mismatch, trade union density and the ratio between consumer and producer prices are positively associated with structural unemployment. This result is robust to a wide variety of different specifications. Empirical studies of interregional mobility routinely use regional unemployment differentials to characterize economic incentives to move between regions. In this paper, we present a new regional labour market indicator computed from survey data in which respondents are asked to evaluate local employment opportunities in their resident municipality and surroundings. The subjective measures of satisfaction with local employment opportunities have positive and significant impact on interregional migration flows, also when controlling for traditional measures of regional labour market conditions, including the regional unemployment rate. This paper explores the extent to which, and the ways in which, it might be justified in talking of a movement towards convergence of social policy within Europe. It reviews definitions and typologies of the welfare state as a prelude to discussion of the different theoretical types and possibilities of social policy integration, which itself leads into consideration of supranational EU developments. The empirical data presented in respect of "social protection" expenditures (and taxation regimes) in general and of "active" and "passive" labour market expenditures in particular, lend support to the notion not merely that the welfare state is not yet over in Europe, but that forms of social policy convergence are in evidence already. This article presents information on periodical literature that was published during the year 1976 on economic history in England and Europe from 1700 to 1850. The prolonged decline of speculative general articles seems to have been reversed in 1976. Inspired by the bicentenary of economist Adam Smith, W.D. Grampp's paper "Scots, Jews and Subversives Among the Dismal Scientists," published in the periodical "International Economic History," assesses the opposition to free trade, and scholar R. Roehl's survey of French industrialization suggests closer parallels with England than are commonly admitted. At a further level of abstraction scholar J. Mokyr's paper "Growing up and the Industrial Revolution in Europe," considers the dualism of the cottage and modern sectors of industry and its significance in the analysis of economic growth, and in so doing has raised some interesting challenges for future empirical work, particularly on the labor market. In this field scholar H. Freudenberger and G. Cummins speculate amusingly in the paper "Health, Work and Leisure Before the Industrial Revolution" and suggest that the increased supply of effort from labor after 1750 may have been the lagged effect of earlier nutritional improvement.

Over the past 3 decades, labour supply in Europe has declined by approximately 30% relative to the USA. The decline comes from hours per worker and employment. The present paper uses a matching model to study the effects of labour taxes and unemployment benefits. Labour taxes decrease hours and employment, with overstated adverse effects on hours if extensive margins are not considered. Unemployment benefits decrease employment and increase hours, with understated adverse effects on employment if intensive margins are not considered. In the baseline parameterization, labour taxes and unemployment benefits together explain approximately 75% of the declining labour supply in Europe relative to the USA. [ABSTRACT FROM AUTHOR]

This paper looks at the migrants' occupational integration process. Two main theoretical perspectives are tested: the first one (assimilation view) claims that in the short-run migrants are penalized, but as they settle in the receiving country they get integrated into the host society; the second one (segmented assimilation view) claims that disadvantages persist in the long-run. EU-LFS and ESS data are described and modelled, in order to compare the labour market performances of migrants in four European old-receiving countries (Germany, France, Great Britain and Sweden) and in two new-receiving countries (Spain and Italy) both in a short-term and in a long-run perspective. We find that a) in the short-run, migrants' labour market condition is worst with respect to the natives; b) this gap decreases with older migrants; c) the ethnic penalty disappears with the second generation, when they achieve a level of education comparable to that of the natives. This paper examines the main determinants of individual attitudes towards immigration in Europe. Our results suggest that both economic and non-economic variables shape attitudes towards immigration, but the relative importance of these factors depends crucially on the race/ethnicity of the arriving immigrants. While fears over labour market competition are more likely to shape attitudes towards the arrival of same race immigrants, more exposure to immigrants reduces opposition towards the arrival of different race immigrants. These findings persist after controlling for socioeconomic characteristics, and after exploiting the data to allow for cohort-specific effects. [ABSTRACT FROM AUTHOR]

Although they would yield social benefits, many political projects are not implemented in democracies. The ongoing debate on reforms around the world provides prominent examples: the reform of European labour markets or the reduction plans for greenhouse gases are cases in point. In this paper, we examine the career histories of the chief executive offi cers (CEOs) affi liated with the 500 largest organizations in Europe and the 500 largest in the United States. Our purpose is to determine whether frequent career moves across employers, a phenomenon we label an 'external labor market strategy,' brings greater career rewards than moves inside the same organization. The results reveal that an external labor market strategy is negatively related to career success. On both continents, CEOs who have spent a smaller fraction of their career in their current organization or have hanged employers more often have taken a longer time from the start of their career to be promoted to the most infl uential corporate positions. The labor market institutions in the 22 countries sampled do not infl uence the relationship between an external labor market strategy and career success, while the specifi c geographic region in which the employers are located has a limited impact on this relationship. This paper uses microeconomic data for more than 100,000 European individuals in order to analyse whether the individual economic returns to education vary between migrants and non-migrants and whether any differences in earnings between these two groups are affected by household and/or geographical (regional and interregional) externalities. The results point out that while education is a fundamental determinant of earnings, European labour markets do not discriminate in the returns to education between migrants and non-migrants. Household, regional and supra-regional externalities influence the economic returns to education in a similar way for local, intranational and supra-national migrants. Our paper seeks to gain insights into the effect of labour market institutions on the dynamics of the labour market during the diffusion process of new technologies. We develop an endogenous job destruction matching framework, with heterogeneous workers, where the segmentation of the labour market between workers having the required ability to do a technological job and the rest of the workers is endogenous. The dynamics of this segmentation may follow a monotonous decreasing path or a non-monotonous U-shaped path depending on the unemployment benefit system. One of the main questions for politicians is how to introduce more flexibility in the labour market while still providing employees with ample social security. The concept of flexicurity has sprung to attention through its success in Denmark. This paper explores whether the Danish model can also be successful in other European countries. A simultaneous equations model is constructed and estimated using regional data, which is an extension of the Blanchard-Katz model developed in 1992. It is found that a European country such as the Netherlands can permanently lower its unemployment rate and increase its participation and employment growth rates at the regional level, by 1.47, 2.08 and 1.05 percentage points respectively, if it copies the Danish model. This paper addresses the issue of the relationship between internal migration rates at NUTS 2 level and economic developments. For five European countries, several hypotheses were tested on three groups of economic variables: general business cycle indicators, financial variables as well as variables reflecting more structural labour market developments. The empirical analysis is based on first differences of all variables. Although some support was found for all of the hypotheses tested but one, the main conclusion is that there is a stable relationship between GDP per capita and internal migration that is highly similar across countries. In this paper the competitive strength and weaknesses of unifying and enlarging Europe in the global economy are examined. The focus is on people at work, their skills, and competencies. The idea of flexibility-based competition is developed implicating product and services portfolios, technologies, volumes, quality standards, distribution networks, and development cycles. Flexibility calls for speed maximizing management and special work force and labor markets characteristics. A new employment policy should change European labor markets making them more flexible and enabling “high-speed management.” People able to adjust to flexible labor markets are described as “niche finders.” Those who are equipped to excel in such markets and to win the competition game are presented in this paper as “top performers.” Educational systems and particularly management education and development have to undergo deep restructuring to meet the challenge. The development of social enterprise is a rapidly emerging trend in Europe. And one sector where they have found a particularly important place is in work integration, addressing some of the more difficult problems of social exclusion in labour markets. The study on which this paper is based was a large scale comparative analysis of developments of these social enterprise in 12 European countries While there are clear differences in national contexts, there are also similarities in the forms and characteristics of these social enterprise across Europe. It is argued that this form of social enterprise has proved effective and is an important innovation to address problems of more marginalised groups and individuals, but there remain issues about how to sustain and promote the good models and good practices developed. Using microdata from the European Union Labour Force Survey (EU‐LFS) and aggregate indicators of labour market institutions, this article compares the job quality of native and non‐native workers across European countries and analyses the impact of the institutional settings on the job quality differential between both groups. The LFS is used to measure a job quality index for the period 2005–2017. We find that some immigrant groups fare worse than natives, the contribution of the "composition effect" to explain this differential is large, and the institutional framework affects the immigration gap in job quality. In particular, some labour market institutions (more centralized wage bargaining, stricter employment protection legislation) tend to be detrimental for immigrants relative to natives, while integration policies seem to work well in reducing these differences. Slovakia is one of the Central European countries in transformation from a centralized command system to a decentralized market economy. This paper studies the labour market position of Slovak job losers. Using data from labour force surveys we analyse exit rates out of unemployment. We find that male, young, higher educated job losers in districts with low unemployment rates have substantially shorter unemployment durations than their counterparts. Abstract: The article provides an assessment to what extent reforms of occupational pensions (OP) have fostered a “risk shift” or increased social protection dualism across countries. The essay focuses on workers, whilst previous research primarily analyzed provision for current pensioners. The empirical analysis confirms that in countries such as the Netherlands and Sweden, increased private pension or (OP) provision does not necessarily lead towards social protection dualism and comprehensive risk shifts. Britain continues to be characterized by strong social protection dualism and entrenched social divides, creating “social policy enclaves”. Divisions of welfare are also very likely to be a feature of the German pension system in the future. The latter two countries have witnessed clear risk shifts and processes of dualization. The pension systems in Austria, Italy, and Spain have not witnessed paradigmatic changes, and continue to be primarily based on public/statutory pension schemes. The idea that multi‐pillarization in itself fosters major risk shifts and dualization has to be reconsidered. Under specific conditions, encompassing OPs can be functionally equivalent to public pension schemes. This paper addresses the question of the effect of labour market institutions on economic performance. It reviews evidence to show that the performances of highly centralized, or 'corporatist' economies, such as Sweden and Austria, have in the past been superior to those of the current EC members. It considers the implications of this for European labour markets given the process of European integration. It seems likely that Europe as a whole will gravitate to a weak form of corporatism which may be associated with poor economic performance. This article studies the impact of employment law on de facto labour market segmentation for 22 European countries from 1991 to 2014. Applying the concept of legal segmentation, the authors distinguish between the standard‐setting (protective), privileging and equalizing functions of employment law and use descriptive and multivariate statistics to indicate their effects on overall employment, and male and female standard and non‐standard employment. High privileging, in combination with high standard‐setting, is found to favour male standard employment and female non‐standard employment, while the equalizing function, aimed at improving the protection of women and other marginalized groups, actually increases male non‐standard employment. Two of the most notable trends in labour markets in Europe are the rise in the number of atypical job contracts (e.g. fixed-term contracts and temporary work) and the increase in job turnover. The concept of 'employment vulnerability' can be used to describe these trends, which weaken the employer-employee relationship. In this article, the authors measure this employment vulnerability, for individual European countries, by creating two indices - an 'employer-related vulnerability index' and a 'job-related vulnerability index' - which are then aggregated to form an overall employment vulnerability index. Our empirical analysis focuses on the effect of regional policies on migration attraction factors in Europe. We employ a regression discontinuity design to assess the causal relationship between the reception of large amounts of public funds and migration flows in the EU‐15 regions. In highly‐subsidised regions, we find a large increase in the share of foreign citizens from less‐developed countries when compared to low‐subsidised regions with similar pre‐treatment characteristics. The analysis shows that such an increase is due to the positive impact of the European regional policy on job market opportunities as well as the improvement of public goods supply. As Europe begins to emerge from the Covid‐19 pandemic, two trends are clear: one, labour market reform is urgently needed, to cope with new economic and technological realities; and two, big government is back. The recent decision of the Irish Supreme Court in Náisiúnta Leichtreach Contraitheoir Éireann v Labour Court illuminates the relationship between collective bargaining and the regulatory state. In potentially one of the most important decisions in Irish labour law in decades, the Court rejected a constitutional challenge to legislation aimed at empowering social partners to regulate economic sectors through collective bargaining. This article situates that decision within recent scholarship on the 'labour constitution' model of labour law, under which the social partners should participate in economic governance. This article examines female part-time employment in 23 European countries, distinguishing between 'short' and 'long' part-time employment. The short form, defined as less than 20 hours per week, is associated with the youngest and oldest age groups, slight disability, a higher number of children, lower skill levels, and employment in community, social and personal services. Although the incidence of part-time employment varies considerably across countries, long part-time employment is generally more widespread than short part-time employment, albeit with matching cross-country variations in the incidence of the two types. European countries currently have segmented labour markets with flexible but insecure -'flexirisky' - jobs, resulting in significant inequality between different categories of workers. Part-time jobs are one example: their flexibility may help workers reconcile work and family life, and increase women's labour force participation, but part-time employment can also result in new forms of inequality, thereby undermining EU equal opportunity policies. Empirically analysing labour market transitions in Denmark, France, Italy, the Netherlands and Spain, this article shows part-timers - who are mostly women - to be at higher risk of unemployment. Care occupations are gendered and remain relatively poorly paid, particularly in the United States. Prior research on the 'care penalty' primarily points to individual, relational, and market‐valuation factors in explaining the relative earnings of care workers. This study integrates these explanations with a comparative institutional perspective. Using higher‐quality data and methods than previous comparative research in the field—that is, harmonized micro‐data from the Current Population Survey and EU‐SILC from 2005 to 2016, country and year fixed effects models, and a counterfactual analysis—we find that national variance in labour market and welfare state institutions explains most of the difference in the relative earnings of reproductive care workers between the United States and European countries. Higher rates of collective bargaining coverage, stronger employment protection and welfare state spending contribute to higher relative earnings for reproductive care occupations, and lower relative earnings for high‐status nurturant care occupations. Differences in the relative earnings of care workers appear to be mostly a construct of social policy and labour market institutions rather than individual, relational, and market‐valuation factors. 'Meta-regulation' describes the transnational governance of industrial relations emerging from attempts to resolve conflicts between national collective agreements and EU Member States' freedom to provide services and post workers abroad. The norm underpinning such meta-regulation is competition, not only between workers from different EU Member States but also between States' labour regulations. Using the concepts of 'structural power' and 'social field', the authors discuss judicial decisions that illustrate the gradual meta-regulation of industrial relations in the EU and show how the power asymmetry between labour and capital is growing in favour of the latter. Using the EU-SILC database, we estimate and compare the Inequality of Opportunity (IO) of 23 European countries in 2005. IO is estimated as the between-type ( ex-ante) inequality component following the parametric procedure of Ferreira and Gignoux (2011), which allows for the inclusion of the large set of circumstances in the database. We also measure the degree of correlation between IO estimates and a set of past and contemporaneous economic factors related to the degree of development, labor market performance, investment in human capital, and social protection spending.
