Over the last decade, a significant share of the labour force in the countries of Central and Eastern Europe (CEE) has been exposed to work spells abroad followed by return migration. Although there is a growing literature on CEE return migration, most previous studies are country-specific and no enquiry for the region as a whole has been undertaken so far. In this paper, we attempt to fill this gap. We collate data from the European Union (EU) Labour Force Survey (EU-LFS) for a cross-country analysis of return migration in CEE countries. The aim of the paper is threefold. We first review the available evidence and literature on the characteristics and labour market behaviour of return migrants in CEE countries. Second, we provide a descriptive analysis of recent returnees using EU-LFS data. Third, we specifically analyse the income premia for work experience abroad, the occupational choices and the selectivity patterns of recent returnees in CEE countries from a cross-country perspective. Consistent with previous results, we find that the average income premia for work abroad range between 10 per cent and 45 per cent. Migrants are less likely to actively participate in the labour market upon return. They are, however, more likely to choose self-employment rather than dependent employment upon return. Recent migrants are also more likely to experience spells of unemployment in the first year after their return. . In this paper, we study the effects of inward foreign direct investment ( FDI) and trade on relative skilled labour demand in Poland, Hungary, and the Czech Republic. Our estimates show significant heterogeneity in the FDI effect across the three economies: the effect is always significantly positive for Hungary, weakly negative for Poland, and negligible for the Czech Republic. As to trade, we find much more homogeneity in coefficient estimates, which are generally negative for all countries, although significant only in the case of Hungary. [ABSTRACT FROM AUTHOR]

This paper studies the relationship between labour market institutions and policies and labour market performance using a new and unique dataset that covers the countries of Eastern Europe and Central Asia, which in the last two decades experienced radical economic and institutional transformations. We document a clear trend towards liberalization of labour markets, especially in the countries of the former Soviet Union, but also substantial differences across the countries studied. Our econometric analysis implies that institutions matter for labour market outcomes, and that deregulation of labour markets improves their performance. The analysis also suggests several significant interactions between different institutions, which are in line with the idea of beneficial effects of reform complementarity and broad reform packages. Using data for Germany and 23 other economies in Eastern and Western Europe, this paper estimates the monetary returns to education acquired under communism more than 10 years after the fall of the Berlin Wall. We show that, in the 2000s, Eastern European workers who completed their education under communism earned in the 2000s similar returns to their education as did workers belonging to the same age cohorts who studied in Western Europe. This might suggest that education under communism is still as valuable as education attained in Western Europe. However, individuals educated under communism are more likely than their Western counterparts to be unemployed, retired or disabled, and therefore to earn lower or zero returns to their education. Moreover, when we allow the returns to pre- and post-secondary education to differ, we find that senior males who have attained only primary or secondary education under communism are penalized in the post-transition Eastern European labour markets, and that those who have completed post-secondary education under communism enjoy in these markets higher payoffs to their education than similarly educated Western European individuals who are employed in the West. This article analyzes the role of welfare systems in shaping migration patterns in central and eastern Europe. It argues that states have played a crucial role in affecting migration by creating and widening opportunities for potential and actual migrants through welfare system policies. This explains why CEE countries where social spending figures have been lower, unemployment benefit schemes less extensive and where labour market mismatches remained unaddressed, experienced greater out-migration. In this article we investigate empirically the importance of labour market conditions and in particular the role of employment protection legislation as determinants of bilateral Foreign Direct Investment (FDI). We find that FDI flows are significantly higher in countries with relatively low unit labour costs. We also find that employment protection legislation does not exert a statistically significant impact on FDI flows. Our results are consistent with the interpretation that transition economies attract FDI via low production costs whereas indirect costs related to the rigidity of the labour market are less relevant.
