Aim: To describe activities and professional characteristics of nurses in expanded roles in acute care in Germany and achieve a greater understanding of the current situation of advanced practice nursing. Background: Advanced practice nursing plays an important role in meeting increased demands in healthcare and promoting high‐quality care. Introduction: In Germany, advanced practice nursing is still at an early stage with a lack of studies describing the scope of practice of nurses in expanded roles. Methods: We conducted a cross‐sectional‐study using a paper‐and‐pencil questionnaire. In a nationwide convenience sample, we surveyed nurses with an academic degree, who work in an acute care hospital and take over expanded roles in direct patient care. Reporting followed the STROBE checklist. Results: Of 108 eligible nurses, 84 (77%) completed the survey. The majority had a Master's degree (63.1%) and the average work experience was 18.2 years. Participants carried out activities in all the domains that were queried (direct clinical practice, guidance and coaching, consultation, leadership and research) with differences within and between domains. Foci were on direct clinical practice and coaching and guidance. Discussion: In Germany, qualifications are nearing the international standard of advanced practice nursing. Results suggest that participants partly undertake activities within the scope of registered nurses' practice that do not correspond fully to their formal qualifications. Conclusion and implications for nursing and/or health policy: In order to foster the role development of expanded practice nurses in Germany, political efforts are needed in terms of training (e.g. specific Master's programmes), funding of corresponding positions in practice and control mechanisms (e.g. professional registration). On the one hand, unemployment is known to have detrimental effects on individuals' mental health. On the other hand, poor mental health reduces re‐employment chances quite drastically, creating a vicious cycle. Active labour market policies (ALMPs) such as training programs or wage subsidies have been shown to ameliorate negative effects on mental health and improve labour market integration on average for the general unemployed population. In the context of individuals with severe mental health issues, however, it is unclear whether these interventions can be expected to deliver similar positive effects. In fact, one may argue that they have the potential to worsen employment prospects of individuals by adding additional stress to their pre‐existing mental health problems. Hence, this paper estimates the long‐term causal effects of ALMPs on the labour market integration of individuals with self‐reported severe mental health issues and compares estimates to individuals without such issues using unique combined survey and administrative data. Effects are estimated using the innovative double machine learning method and show that ALMPs do not only improve labour market integration of unemployed individuals with severe mental health issues, but they do so more effectively than for other unemployed individuals. Towards the end of the Cold War, the vocabulary of global power, space and economy received a qualitative update. Amongst the terms rapidly gaining prominence since the early 1990s has been the notion of geoeconomics, the coining of which has frequently been attributed to the strategist Edward N. Luttwak. In his interpretation, it signified a transition away from Cold War ideological and military geopolitical competition towards commerce and market‐based geo‐power. Over the past three decades, a 'geoeconomics boom' set in, characterised by think tanks and a varied body of politico‐economic literature making extensive use of the term. Conventionally treated as a neologism, the provenance and earlier iterations of geoeconomics, some dating back more than a century, have been largely ignored by both celebratory and critical accounts. In this paper, we trace and contextualise these earlier instances, leading us to the Geopolitik era in Germany and references to geoeconomics in the United States in the decades after WWII. We thereby offer a critical genealogy of geoeconomics, conceptualised as an object of definitional struggle. Proponents of the term sought to position it variously as a tool of national economic cohesion and competition or as a way of understanding and harnessing shifting global power relations, whilst others sought to subsume geoeconomics to geopolitics. Since the late 20th century, public discourse in Muslim‐minority countries has centered around the question of how to classify Muslims. In this paper, we compare the state, academic, and self‐classification of Muslims in two countries: the United Kingdom and Germany. We propose that the historical experience of anti‐Semitism makes religion a more salient master category to understand Muslims in Germany, while the history of both anti‐Semitism and anti‐Black racism largely resulting from colonial domination means that religion together with race are master categories used to understand Muslims in the United Kingdom. Through this multilayered ethnographic and historical analysis, we challenge taken‐for‐granted assumptions in both the political and academic milieu about what it means to be Muslim, emphasizing the importance of the interplay between sociopolitical categories and self‐identifications. Objective: To assess the mental health care system in Germany from the point of view of the federal association of family carers of people with mental illness. Method: Family carer involvement and perspective are discussed on the basis of available literature, questionnaire surveys and documents of carer organizations. Results: At the beginning of the reform movement the views of informal carers were not discussed. Since 1985 family carers have joined forces to express their views on needs of the severely mentally ill and their carers. Their aim is to point out deficits of the care system and to work towards improved care for their relatives with mental illness and changes in the mental health care system. In September 2020, Oromo women marched through the streets of Berlin, Germany, demanding recognition for their struggle. This protest march, called a Hiriira in the Oromo language, offers a case study into the entanglements between settler colonial Ethiopia, Germany's post‐empire, and the forces of oppression which link them. This paper uses the spatiotemporal reckonings generated from the Hiriira perspective to understand violence and elucidate the practices of resistance that have emerged despite it. These contrasting ways of viewing space and time are expressed through the tension between imperial spatialising, a way of knowing the world that is imperial and oppressive in nature, and geography guraacha, a Black and Blackened way of knowing space with a particularly Oromo perspective. The result is a type of mapping, tracing the Hiriira route across Berlin while describing the histories that shadow these streets, and the pathways towards liberation that Oromo women are organising. When countries closed their borders to curb the spread of COVID‐19 in spring 2020, seasonal migrant workers in agriculture were either unable to travel or faced unsafe conditions when performing "essential" field work. Some countries, like Germany, subsequently implemented policies to let them travel to work, and simultaneously, called on their residents to temporarily help farmers harvest crops. This paper explores the case of these temporary pandemic workers on Bavarian hops farms. Based on ethnographic research and interviews, this paper discusses the complex relationships between temporary pandemic workers, farmers, and the mostly absent seasonal workers in the exceptional moment of a global pandemic. We argue that in the state of exception of the Corona pandemic in Germany, biopolitical sorting highlighted migrant workers' indispensability and disposability in a peculiar way: their short‐term replaceability through recruited temporary pandemic workers formed a self‐ascribed "parallel universe" or "Coronal bubble". Through new encounters (with farmers) and hands‐on experiences in agricultural fields, the parallel universe often also meant uncomfortable insights into an unjust agricultural system. For those widely unexposed to agriculture, the state of exception revealed both the general and temporary biopolitics of seasonal migrant workers in agriculture and the key role they play for German agriculture as a whole. Contemporary societies are not only "risk societies", but also insurance societies. While the shift of systemic risks from the community to the individual is a distinctive trait of modernity, research on the consequences of this process has focused almost exclusively on welfare state responses aimed at re‐collectivizing societal risks. Individual‐level reactions associated with the need for a private safety net against the uncertainty brought by risk societies have been largely overlooked. What happens to a society and its individuals when private insurance becomes commonplace? Focusing on Germany, we use the data of the German Socio‐Economic Panel (1984–2018) to investigate the attitudinal antecedents and consequences of contracting private insurance. As one of the most important sources of private welfare, life insurance attracts risk‐averse individuals who are highly concerned with public economic affairs and see the market‐based solutions of conservative parties as the best way to safeguard their economic security. While short‐term attitudinal effects are absent, a longitudinal approach reveals that becoming insured gradually increases economic security but also entails withdrawal from public life and aversion to parties that support social redistribution. The loss of dynamism of a society may thus be related not only to public welfare but also to a private institution at the heart of the financial markets, which moreover has privatizing, welfare‐eroding effects. Currently, numerous physician practices in industrial and emerging countries are being taken over by private equity firms and integrated into novel physician corporations. This involves private equity firms producing a global wealth chain (GWC) between their investors and the target asset, using offshore financial centres to facilitate tax‐avoiding reflux of capital. Moreover, they are opening up ambulatory health care as an asset for capital investment by overcoming previous market barriers to ambulatory health care via a legal construct. In this paper, we trace the spatial links of these finance‐side and sector‐specific corporate chains based on a capital flow analysis of private equity takeovers of Medical Care Centres (MCCs) in Bavaria, Germany. With our heuristics of a double‐layered GWC, which enables the extraction of value from the German health system, we contribute to the emerging GWC debate that aims to conceptualise the complex and often opaque spatialisations of financialisation processes. The issue of health plays an important role in the German language sports pedagogical discussion and in German curricula. It is also important here that the idea of 'Bildung'—an educational ideal in the German tradition which is still of paramount importance and which stems from the obligation of enlightenment and is intended to enable mature judgment—is a normative idea for school lessons. In terms of health in physical education, this throws up the question of whether PE for young people should not simply be focused towards a healthy lifestyle, but rather towards understanding what and how a healthy lifestyle could be and reflect on the role they want it to play in their lives in an emancipatory manner. Therefore, this paper examines the way in which health and health education are considered in current curricula in Germany. A hermeneutic oriented qualitative text analysis is carried out. Alongside differences between the states, the analysis shows an overall tendency towards narrowing down health education. The paper finally seeks to critically discuss this narrowing from a pedagogical perspective as an exemplary process which might be observed in a similar way in other countries. During talk, parliamentarians (re)negotiate the boundaries of mainstream and marginal politics. With far‐right parties in parliament(s) in force, center‐right parties—especially those that have coopted far‐right stances—must establish and maintain their position within the political mainstream, while ostracizing and marginalizing neighboring positions from the far‐right. Drawing on video data of policy debates in the German Bundestag, this paper takes a conversation analytic approach to examining practices deployed by members of mainstream parties for rejecting proposals made by the far‐right. It shows ways center‐right politicians (re)produce both the mainstream and their own political identity by rejecting such proposals without also rejecting outright the underlying stance. By distinguishing between oppositional and proximate stancetaking, this analysis further demonstrates ways that politicians orient to stancetaking as structuring rejection formats. This paper argues that outbreaks of infectious diseases should be understood as socio‐spatial processes with complex geographies. Considering the different dimensions of space through which an outbreak unfolds, facilitates analysing spatial diffusion of infectious disease in contemporary societies. We attempt to highlight four relevant dimensions of space by applying the TPSN framework to the case of the recent COVID‐19 outbreak in Germany. By identifying key processes of disease diffusion in space, we can explain the spatial patterns of the COVID‐19 outbreak in Germany, which did not feature the well‐known patterns of spatially contagious as in or hierarchical diffusion. In contrast, we find superspreading events and especially relocation diffusion based on existing networks, on which the pathogen travelled like a blind passenger, to be more relevant. For us, these findings prove the value of combining relational thinking with geographic analysis for understanding epidemic outbreaks in contemporary societies. Research has highly valued the contribution of migrant economies to the development of mainly top‐scale metropolises. Migrant economies are considered a crucial asset when it comes to positioning cities internationally, revitalising neighbourhoods and generally securing the social, economic and political inclusion of migrants. Nevertheless, there is a major research gap in empirical evidence on migrant economies beyond metropolitan cities and the impact of the local context on the development of migrant economies in these localities. In order to tackle this blind spot, this paper examines how the local context fosters or hinders the development of migrant economies in two low‐scale German cities. The paper conceptualises 'local context' as comprising economic, political and socio‐cultural factors. In sum, it finds the local conditions less conducive to the development of migrant economies in the cities under scrutiny, for example, because these economies are not an urban policy issue there. This paper provides new evidence on the magnitude and determinants of regional differences in the gender pay gap. On the basis of a comprehensive data set of all full‐time employees in Germany, we explain the profound variation of the gender pay gap at a small‐scale level with theory‐based individual and job‐related characteristics. Using the Oaxaca–Blinder decomposition, we find pronounced spatial differences in the impact of the considered determinants. Whereas gender differences in job‐related characteristics are important drivers in regions with a high gender pay gap, individual characteristics come into effect in regions with a low and negative gap. The results underscore the role played by the establishment composition in a region and the kind of jobs provided for gendered earnings. [ABSTRACT FROM AUTHOR]

Innovations in energy transitions are diverse. Community‐led innovations have only recently gained more attention. In the German energy transition, the community‐led approach has resulted in a growing number of innovative renewable energy projects, with prominent examples including bioenergy villages. Although community‐led innovations only constitute a niche within the German energy regime, through the example of bioenergy villages we can see how this approach is able to significantly change the energy regime on a local scale. This paper explores the role of community‐led actions and resources in the implementation process of bioenergy villages in Germany, using the example of the county of Marburg‐Biedenkopf in Hesse. The conceptual background of this paper is based on the analytical frameworks of the multi‐level perspective and strategic niche management. Specifically, it addresses the two recent critiques on the neglect of space and place as well as the neglect of the analysis of community‐based actions. This paper analyses the evolution of geographical concentration in German manufacturing and service sectors over a long time period. Drawing on detailed plant data of 187 industries from 1980 to 2010, we corroborate previous studies and observe substantial concentrations in both sectors. However, we also document a secular trend of deconcentration over three decades, even in knowledge‐intensive industries. By constructing counterfactual distributions, we show that the underlying mechanisms differ across sectors. Dispersion of manufacturing industries is driven by closing or contracting plants within industrial agglomerations, while dispersion of the service sector is fostered by the creation of new plants. Cross‐culturally measurement invariant instruments are useful for the assessment of mental symptoms across cultures. The current study aimed to investigate the psychometric properties and measurement invariance of the Depression, Anxiety and Stress Scales (DASS‐21) (DASS) across Pakistan and Germany. German participants were recruited through an online survey (N = 1323), while Pakistani participants were recruited through online survey or paper‐and‐pencil survey (N = 1841). The DASS‐21 showed good reliability, construct and structure validity in both countries. The DASS‐21 indicated partial weak (stress subscale) and partial strong measurement invariance (depression and anxiety subscales) between both countries. Latent mean comparison of depression and anxiety symptoms between Pakistani and German students indicated that Pakistani university students experience more symptoms of depression and anxiety. Results suggest that the DASS‐21 could be used in Pakistan and Germany, but caution should be taken when making direct comparisons between the two countries. [ABSTRACT FROM AUTHOR]

This paper aims to explore some of the changes affecting the teaching and learning of secondary geography as a result of the COVID‐19 pandemic. In doing so, it sets a focus on geographical knowledge and its alteration in times of extraordinary measures to diagnose its challenges. Against the background of current debates on competence‐ and standard‐based education from the sociology and history of education as well as from geography education, problem‐centred interviews served to explore the perspectives of 15 German secondary school teachers on the alterations their Geography teaching suffered since the COVID‐19 lockdown. Analytical categories were general challenges, communication with stakeholders, educational media usage, and the role of COVID‐19 in geographical knowledge acquisition. The results uncovered, along with systemic challenges, two main areas in need of consideration to redefine subject‐specific knowledge in times of competence‐based education, namely geography teachers' professional identity and perspectives on the role of geographical competencies. This paper investigates reservoir quality development in tight Upper Carboniferous fluvial sandstones (Westphalian C/D) in the Lower Saxony Basin, NW Germany. The study integrates data from three outcrops (Piesberg, Woitzel and Hüggel) in the south of the basin with that from two wells (Wells A and B) located at gas fields approximately 50 km to the north. Petrographic and petrophysical data are related to the diagenetic evolution of the sandstones and the burial and structural history of the Lower Saxony Basin. The outcrop and subsurface data sets are compared in order to investigate the factors controlling reservoir quality evolution. Upper Carboniferous fluvial sandstones from the Woitzel and Hüggel outcrops and from Wells A and B have similar matrix permeabilities (0.01 to 10 mD), but matrix porosities vary between Well A (average 6%), Well B (average 10%), Woitzel (average 15%), and Hüggel (average 19%). Permeability reduction during burial is related to the formation of clay mineral cement, which was mainly controlled by variations in both the palaeo‐climate and in the sandstones' depositional composition. Matrix porosity was controlled by local differences in burial history related to basin inversion tectonics. The greater amount of inversion‐related uplift at Well B (about 2.8 km) resulted in lower thermal exposure of the Westphalian sandstones at this location, which thus show higher matrix porosities than the sandstones at Well A which were uplifted by only about 1.2 km. Further increases in porosity in the outcrop sandstones may be related to the dissolution of carbonate cement during late‐stage uplift in near‐surface conditions. Upper Carboniferous fluvial sandstones from the Piesberg quarry show the poorest reservoir characteristics compared to the samples from the subsurface and the other outcrops, with matrix porosities averaging 6% and permeabilities <0.01 mD. Reservoir quality reduction was controlled by thermal anomalies associated with a large fault at the Piesberg quarry. By contrast, a few outliers in the sample data sets from Well B and the Piesberg quarry, which have permeabilities of more than 100 mD, show that faulting or natural fracturing may enhance reservoir quality within a particular area. Faults/fractures may act as potential migration pathways for leaching fluids, or may provide fracture‐permeability systems with production potential. Depositional setting, burial‐related diagenetic processes and structural characteristics in the Lower Saxony Basin need to be carefully evaluated in order to provide an improved understanding of the reservoir quality of the Upper Carboniferous sandstones. Background: The burden of influenza in primary care is difficult to assess, since most patients with symptoms of a respiratory infection are not tested. The case definition of "medically attended acute respiratory infection" (MAARI) in the German physician sentinel is sensitive; however, it requires modelling techniques to derive estimates of disease attributable to influenza and respiratory syncytial virus (RSV). Objectives: The objective of this paper was to review and extend our previously published model in order to estimate the burden of RSV and the differential burden of the two influenza B lineages (Victoria, Yamagata) as well as both influenza A subtypes on primary care visits. Methods: Data on MAARI and virological results of respiratory samples (virological sentinel) were available from 2010/11 until 2017/18. We updated the previously published generalized additive regression model to include RSV. Results: We found that the proportion of MAARI due to RSV is substantial only in the 0‐1‐ and 2‐4‐year‐old age groups (0‐1 years old: median 7.5%, range 4.0%‐14.8%; 2‐4 years old: median 6.5%, range 4.0%‐10.3%); in the 0‐1 years old age group, RSV leads in almost all seasons to a higher burden than any influenza type or subtype, but this is reversed in the age group 2‐4 years old. Conclusions: We succeeded in rearranging our previously published model on MAARI to incorporate RSV as well as the two influenza B lineages (Victoria, Yamagata) in the time period 2010 to 2018. Drawing on the literature on Commodity Cultures, this paper analyses the deployment of geographical knowledge by German dairy firms in the promotion of (what they regard as) sustainable dairy production. The analysis is based on a content analysis including various materials (e.g. annual reports, sustainability reports, newsletters, advertisements) of 26 companies, covering around 75‐80 per cent of the German dairy market. The empirical findings show that specific forms of geographical knowledge, that is, knowledge about regions of origin, production methods and/or cultural settings, are used to primarily emphasise four sustainability issues: protection of natural/cultural landscapes; climate protection; family, community and local heritage; reciprocity of human‐animal‐nature relations. However, as the promotion of these issues is favoured, among others, by the ambiguity of the term 'sustainability', German dairy firms may capitalise on a variety of constructed narratives and pictures having the power to 'embellish' different dairy practices that are presumed to be sustainable. Analysts are increasingly grappling with making space for the discussion of turbulent and disturbing current events in their practices. This social disorder raises questions about the role of social activism and advocacy for groups suffering discrimination, persecution, violence, and displacement. Jung too commented on the immediacy of political happenings that show up in our practices with 'violence'. The author discusses an organizational consultation he did in Berlin in 2017 to consult for an NGO that handles placements for unaccompanied minors who are refugees. Such consultation can employ analytic ideas and concepts to the benefit of the organization and its staff. This process, though, requires some translation of these ideas so as not to burden consultees with theoretical terminology with which they may have little or no familiarity. The role of vicarious trauma is discussed, including how it is passed along, and its implications for frontline helpers are considered. Developmental aspects of adolescence figured prominently in the consultation. Abstract: In the last ten years, Chinese outward direct investment (CODI) has undergone dramatic development. It has become increasingly important on the global stage. This paper attempts to integrate the guanxi concept into the Uppsala internationalisation process model to explain CODI motivation, location choice and knowledge acquisition channels. It reveals that Chinese investment in Germany is mainly driven by the desire to explore markets and to search for strategic resources. It favours location rich in network resources. Guanxi acts as an important channel of knowledge acquisition, but it is not as important as contractual linkage because of the limited professional and industry‐related knowledge in the local Chinese community. Chinese capitalism has been shaped into a hybrid form that incorporates both modern corporate management and traditional guanxi utilisation. The global competition for highly-skilled professionals and their knowledge has grown over the past decades. Cities have increasingly become aware of the importance of highly-skilled labour for their future development. The aim of our paper is to analyse urban policies towards highly-skilled migrants. Our paper is based on empirical research in three German university cities, Aachen, Bonn and Cologne. Our results emphasize that there is a growing awareness of local policy-makers concerning this topic. We found that the cities made efforts to create a welcoming culture in order to attract and retain highly-skilled migrants. The success of foreign direct investment ( FDI) from developing countries to developed countries is critically dependent on managing the differences in the knowledge bodies of the regions and players involved. The theories that at least partly explain successful FDI of this kind use the terms cognitive distance and embeddedness. Most of the empirical research takes the perspective of regions and has addressed the problem of becoming embedded in the host regions. This paper takes the firm perspective and examines cognitive distance regarding not only the host region, but also the knowledge of the firms involved. It uses qualitative information from an extensive study of Chinese affiliates in Germany. In contrast to many other studies, this paper shows that a fast and successful process of becoming embedded in the host region can hamper the subsidiary's success, as it may cause conflict with the parent firm. This paper analyses how workers in Germany's automotive industry developed power in the process of a transnational carve out - namely the carve-out of the rubber and plastics department of the German automotive supplier ZF Friedrichshafen AG to the Chinese based Zhuzhou Times New Material Technology Co., Ltd. in 2013. The worker's actions were successful because they used their production network knowledge and decided against a strategy of pure co-operative co-determination but implemented a strategy of resistance. They concentrated their resistance on the weak points within the value creation processes of the automotive production network. On the basis of this, the authors argue that production network knowledge can be used to develop collective power within organisations. In order to learn more about sectoral differences of knowledge networking in a regional development context, we apply the knowledge base concept, distinguishing the analytical (science based) and synthetic (engineering based) knowledge base. We aim at comparing knowledge networking with the help of network analyses in two knowledge bases in Germany: the analytical knowledge base with the help of the biotechnology industry in the Aachen Technology Region and the synthetic knowledge base with the help of the automotive industry in Southwest Saxony. The spatial scope of knowledge flows is a topic of fierce debate. While several studies have focused on single modes, the aim of this paper is to look at different knowledge flows originating from individual scientists, namely, scientific and industrial collaboration, entrepreneurial activities and human capital formation. The analysis is based on qualitative data acquired from interviews with distinguished German scientists from the disciplines of science and technology. It was found that the excellence of star scientists manifests itself in several ways. However, the results do not confirm the expectation that knowledge flows are predominantly locally embedded. Was the crisis of historicism an exclusively German affair? Or was it a “narrowly academic crisis,” as is sometimes assumed? Answering both questions in the negative, this paper argues that crises of historicism affected not merely intellectual elites, but even working-class people, not only in Germany, but also in the Netherlands. With an elaborated case study, the article shows that Dutch “neo-Calvinist” Protestants from the 1930s onward experienced their own crisis of historicism. For a variety of reasons, this religious subgroup came to experience a collapse of its “historicist” worldview. Following recent German scholarship, the paper argues that this historicism was not a matter of Rankean historical methods, but of “historical identifications,” or modes of identity formation in which historical narratives played crucial roles. Based on this Dutch case study, then, the article develops two arguments. In a quantitative mode, it argues that more and different people suffered from the crisis of historicism than is usually assumed. In addition, it offers a qualitative argument: that the crisis was located especially among groups that derived their identity from “historical identifications.” Those who suffered most from the crisis of historicism were those who understood themselves as embedded in narratives that connected past, present, and future in such a way as to offer identity in historical terms. Germany's new immigration law, which took effect in 2005, was hotly debated over a period of four years. This paper follows the debate on the law through the newsprint media, examines the representation of immigration as an economic utility, and investigates the contents of this economic-utility perspective of immigration in light of neoliberal restructuring in Germany. The analysis focuses on 609 articles sampled from five major German daily newspapers published between July 2001 and August 2005. A discourse analysis suggests that the newsprint media represented immigration on the one hand as an economic necessity to replenish the labor market and ensure the international competitiveness of key industrial sectors. On the other hand, immigration was depicted as an economic liability that raises unemployment rates and burdens the public welfare system. Although the media emphasized the economic necessity of immigration, the final law does not permit any significant immigration of labor. In the wake of Esping-Andersen's and Pierson's landmark publications, comparative welfare state research has revolved around the retrenchment of social policy and the transformation of welfare state regimes. One of the chief problems of these studies is the treatment of time. Very often, changes are incremental and their real impacts are not immediately visible but take years or even decades before the consequences fully materialize. The purpose of this paper is to discuss those incremental processes—that consist of series of smaller “not-system-shifting changes”—which may gradually change central features of a welfare state. Pension programmes, spanning long time periods, provide a good example. Only in some rare cases were pension schemes reformed in one step and in such a way that one can definitely ascertain a system shift. Most changes, however, are gradual, and recurrently enacted minor adjustments seem to leave the basic principles of the scheme intact. In this paper pension reform policies in Germany and Finland will be used to answer the question of when a change is big enough to be labelled as a system shift. It is argued that small “not-system-shifting” changes of the last two decades will eventually alter the basic characteristics of old-age security in both countries. [ABSTRACT FROM AUTHOR]

Electricity supply in the European member states has been a closed national public sector service without competition for a long time. Currently, the European electricity industry is subject to radical change resulting from the European directive establishing common rules for the internal market in electricity, which came into force in 1997. This paper attempts to explain the varying forms of implementation of the internal electricity market in France and Germany. First, it clarifies the special characteristics of electricity supply and European electricity policy. Secondly, the paper shows the divergent sectoral arrangements of the French and German electricity industries. Thirdly it points out that the different degrees of linkage between the public players and the electricity companies in France and Germany produce different political strategies which are followed by the companies at the European level, especially those strategies which seek direct influence on the European Commission. Finally, the paper reveals the significance of these strategies in Brussels in terms of the implementation of the single electricity market in both member states. [ABSTRACT FROM AUTHOR]

This paper investigates the theoretical concept that a city is always influenced by the relations it has to its hinterland and to other cities. Taylor and colleagues point out that city-city relations and city-hinterland relations can be understood as two sides of a coin. Using this conception the polycentric structure and dynamics of the German urban system can be described through: (i) metropolitan functions representing city-hinterland relations (cosmopolitanity) and (ii) a network of cities representing city-city relations (connectivity). Measuring separately the degrees of cosmopolitanity and connectivity, we look at whether the German urban system after reunification has grown together, becoming one balanced urban system, and what role Berlin - as the new capital in the overall system - now has. In Canada, the notion of a heritage language ideology is often conceived of as a natural by-product of official multiculturalism. By contrast, Germany has long struggled with its status as a multilingual and multicultural country. By comparing two corpora of interviews with immigrants to each of these two countries (Canadians of German heritage and Germans of Vietnamese heritage), this paper aims to explore to what extent these different language ideologies are reconstructed in the interviews. It will be argued that the interviewees construct different sociolinguistic spaces and take up different positions within them in terms of centre and periphery. Our analysis shows that the German-Canadian interviewees construct public sociolinguistic spaces in which they position themselves as German even when they do not have an active knowledge of their heritage language. By contrast, despite the monolingual habitus in Germany, the German-Vietnamese respondents endorse a heritage language ideology; the space they claim for speaking Vietnamese, however, is restricted to private or family conversations. We investigate whether economic functional regions capture spatial clustering of core economic indicators better than administrative regions. For this purpose, we use hierarchical linear models to measure the degree of homogenization of different regional delineations. Our results for Germany show that economic functional regions tend to capture spatial clustering better than administrative ones. However, a considerable amount of clustering at a lower aggregation level cannot be accounted for by economic functional regions, especially around metropolitan centres. Furthermore, economic functional regions, which depict commuting interrelations well, are less able to capture spatial homogenization than other economic functional delineations. Influenza and Other Respiratory Viruses 6(601), e162-e168. Objectives The pandemic influenza A(H1)pdm09 (PI) was introduced to Germany in April 2009. The Robert Koch Institute (RKI) implemented a nationwide voluntary hospital sentinel surveillance for to assess the burden and severity of PI. Setting Three modules were offered: a hospital module collected aggregated data from all hospital units on admissions and fatalities with and without PI; an intensive care module data on admissions, patient-days, and ventilated patient-days with and without PI; and a case-based module retrieved clinical patient data of PI cases. A in-patient with a PCR confirmation was defined as a PI case. Descriptive, trend, uni-, and multivariable analysis were performed. Results Between week 49/2009 and 13/2010, the hospitals reported 103 (0·07%) PI cases among 159 181 admissions and 59/16 728 (0·35%) PI-related admissions in intensive care units (ICUs). The weekly average incidence decreased in hospitals by 21·5% and in ICUs by 19·2%. In ICUs, 1848/85 559 (2·2%) patient-days were PI-related, 94·8% of those with mechanical ventilation. Case-based data on 43 recovered and 16 fatal PI cases were reported. Among recovered, 61% were admitted to ICUs, 51% were mechanically ventilated, and 16% received extracorporeal membrane oxygenation (ECMO). All fatal cases were admitted to ICUs and received mechanical ventilation, 75% ECMO. Fatal outcome was rather associated with complications than with underlying medical conditions. Conclusion The surveillance started shortly after the PI peak, which explains the small number of PI cases. The burden of PI disease was low, but higher in ICUs with a high proportion of severe cases needing ventilation and ECMO treatment. Subsequent to the Brundtland Report (World Commission on Environment and Development 1987, Our Common Future), sustainability has been set up in many countries as a mission statement of cross-sectoral policies. Sustainable development carries the normative notions of equity, empowerment and environmentally sensitive economic development. Thus, it seems to suggest a fundamentally different vision to neoliberal dogma, which is at the same time described as dominating all socio-political processes. This paper intends to explore the relation between these two discursive framings of contemporary policies through the example of German spatial planning guidelines. More precisely, it addresses social justice as one pillar of sustainability and how it is operationalised in spatial planning policies in Germany. This may exemplify how the seemingly opposing discourses interact in policy practices. The empirical analysis suggests that the ways in which the German spatial planning report focused on social space in territorial terms promotes an economistic and truncated view of social justice, one which fosters the neoliberal idea of regional competition for global capital and reduces socio-spatial justice to territorially equally distributed economic inclusion. German geopolitical claims have changed from two phases of aggressive, military expansionism ( Jackboots) at the beginning of the twentieth century to a civilianised foreign policy ( Birkenstocks) at its end. This paper describes this transition during the second half of the twentieth century in light of a changing international system and the geopolitical constellations of the Cold War and European integration. As part of such historical experiences, external circumstances and internal preferences the civilian power concept became the foundation for the Berlin Republic's grand strategy of promoting civilianised structures in the international system. Unlike at the beginning of the twentieth century, German foreign policy after reunification in 1990 was not based on a deliberately pursued strategy of militaristic power politics to attain world power status. It reflected a foreign policy identity into which Germany ‘grew’ during the Cold War in a process of adapting and becoming part of European integration and American hegemony. Even though Germany did not completely abandon its power ambitions, their articulations and claims were radically transformed. A civilianised international system thereby became the objective and medium of German foreign policy. Such a system is characterised by multilateralism, supranational integration, strong international institutions, rule of law, free trade, human rights, good governance and restrictions of the use of force. This paper describes emergency medical preparedness during FIFA (Fédération Internationale de Football Association) World Cup matches in Frankfurt, Germany, in 2006. The methods employed were document analysis and personal observation of games over five days in June–July 2006. The medical authorities in Frankfurt drew on a wide range of scientific literature and experiences to elaborate a National Concept. They paid attention to different models of handling mass catastrophes in shaping the final version of the document. The participation of designated authorities, associations, and volunteer organisations was coordinated sufficiently and the games in Frankfurt proceeded without great incident, even though more than 300,000 people in total attended. The adopted emergency medical procedure was appropriate for a mass gathering event. Official and volunteer organisations collaborated precisely in emergency preparedness. While one uniform concept for all mass gatherings events cannot be developed, case reports and experiences are useful tools. [ABSTRACT FROM AUTHOR]

Aim Biotic homogenization, the replacement of local biota by non-indigenous and locally expanding species, is among the major effects of species invasions. Almost all studies related to this topic are focused on the species level, on taxonomic homogenization. Homogenization effects on trait diversity (functional homogenization) may be very important for ecosystem functioning, but they are rarely analysed, especially not at different spatial scales within a single study. This paper aims to examine how the presence of alien species (species introduced since 1500ad) affects the distribution of ploidy levels in the German flora at different spatial scales. Location Germany. Methods We used a resampling method and the Morisita–Horn dissimilarity index to calculate dissimilarities of ploidy level within and between alien and indigenous plants at three different spatial scales in Germany: (1) the entire country as one location, (2) between grid cells, and (3) within grid cells of a lattice covering Germany. Results We found a significant differentiation effect within grid cells of c. 130 km2, with alien plants increasing the variability of ploidy levels. The differentiation effect varies according to the scale used. At the coarsest scale (entire Germany), ploidy levels of alien plants tend to be more homogeneous in composition compared with those of native plants. At the intermediate scale (between grid cells), and even more pronounced at a small scale (within grid cells), ploidy levels are more heterogeneously distributed across Germany than those of native plant species. Main conclusions Homogenization of ploidy levels at a large scale (entire Germany) and differentiation at a small scale (within grid cells) is comparable with the patterns found in taxonomic homogenization analyses. This analysis is a first step towards understanding the impacts of plant invasions on a trait level. Differentiation and homogenization of ploidy levels might mirror the distribution of related ecological traits and therefore might have an impact on ecosystem functioning. [ABSTRACT FROM AUTHOR]

Aim This paper has three aims: (1) to reconstruct the population history of a flightless silvicolous (forest) ground beetle in a region where strong anthropogenic activity has altered the connectivity of the landscape; (2) to estimate the effects of both contemporary and historical landscape structure on the genetics of populations; and (3) to investigate the reasons for clinal variation in one gene locus found in an earlier study carried out in the same geographical location. Location Münster (Westphalia), north-west Germany. Methods We investigated 26 populations of the ground beetle Carabus auronitens Fabricius, 1792 by analysing seven polymorphic microsatellite loci and an allozyme locus. Samples of at least 16 individuals per site were studied. These were obtained from dry pitfall traps placed at 23 sites and from three additional (refuge) populations. We used regression and correlation analyses to investigate the effects of both historical and contemporary landscape structure on the allele frequency distributions of the investigated loci. Spatial autocorrelation analysis was used to study possible clinal variations, and admixture rates were calculated in order to assess the genetic influence of populations from possible refuges. Possible reasons for the development of the cline were examined using simulation models. Results The allele frequency distributions at the investigated loci could not be explained by selection or isolation by distance. We found clinal variation in 50% of the investigated loci and our simulations indicated that this was unlikely to have developed by chance. Admixture rates show significant influences of the investigated refuge populations on the populations under study. Main conclusions The findings strongly suggest that the clinal variation is secondary. It results from recolonization of the area by C. auronitens from multiple refuges after anthropogenic landscape changes caused forest fragmentation and led to species isolation. Political psychology has paid rather little attention to personality traits when explaining political attitudes and political behavior in mass publics. The present paper argues that personality traits contribute to our understanding of political attitude formation and decision making of ordinary citizens. Based on the Five Factor Model of Personality, we state hypotheses regarding the effects of personality traits on partisan attitudes and vote choice in Germany. We test the hypotheses using survey data obtained from a random sample of the Germans eligible to vote. The evidence confirms that personality traits indirectly affect partisan attitudes and voting behavior in Germany in predictable ways even after controlling for sociodemographic characteristics. More specifically, Openness makes citizens more inclined to support parties endorsing social liberalism whereas low scores on Conscientiousness increase the likelihood of liking and voting for parties subscribing to economic or social liberalism as do high levels on Agreeableness. This paper examines the logic and morality of the German Stem Cell Act of 2002. After a brief description of the law's scope and intent, its ethical dimensions are analysed in terms of symbolic threats, indirect consequences, and the encouragement of immorality. The conclusions are twofold. For those who want to accept the law, the arguments for its rationality and morality can be sound. For others, the emphasis on the uniqueness of the German experience, the combination of absolute and qualified value judgments, and the lingering questions of indirect encouragement of immoral activities will probably be too much. In this paper we explore the motivations to migrate and the migration experiences of 22 Indian IT professionals in Germany. When studying skilled migration, Germany is an interesting case as it struggled with waves of extreme right activities whilst trying to attract IT professionals from outside the European Union at the same time. In this context, we are interested in the conflicts that the migrants may experience as a result of their desire or obligation to move, their specific cultural baggage and the way in which they encounter the different sides of German society. The purpose of this conceptual paper is to examine the current situation in which high-tech home care is going to materialize in Germany in the beginning of the new millennium. It will be shown that there have been long-standing efforts to bring about a corresponding expansion of home care as can be observed in other countries (e.g., United States). It is apparent, however, that these efforts are still crowned by only modest success. This especially applies to high-tech home care. The introduction of this special form of care is turning out to be a complicated process on a collision course with a great number of obstacles due to the peculiarities of Germany's health care system. If the nursing options related to high-tech home care are to be opened up and put into practice in the future, numerous prerequisites for their development will first have to be created. From a public health nursing viewpoint the three most pressing issues on the list of priorities relevant to high-tech home care are to: (1) increase awareness of the problems associated with this special form of care; (2) eliminate the present information deficits in society; and (3) initiate a debate in Germany about possibilities and limitations of technology-intensive home care, building on international exchange of experiences and ideas. In this paper we argue that far from being surpassed by globalization, the nation-state remains a key space for organized labour. However, labour geographers’ focus on patterns of union organization and strategies of ‘internationalism’ underplays the enduring role of national institutions. Moreover, while labour geographers have recognized the significance of new forms of work organization, such as just in time and lean production, with some exceptions they have not examined how unions both formally and informally determine the trajectory of workplace change. Based on case studies of unions in the Canadian and German auto industries, we stress that the linkage between national and workplace scales remains critical to understanding how unions are responding to the challenges being presented by lean and just in time production. Finally, while there is a re-scaling of bargaining in the automobile industry to the firm or enterprise scale, the outcomes of decentralization depend largely on the national regulatory context. ABSTRACT This paper draws on research into child welfare services in France, Germany and England which compares the subjective experience of mothers who have been in contact with family support and child protection agencies in the three countries. The mothers' stories suggest that successful help-achieving strategies differ according to the nature of the child welfare regime, and that behaviour which is effective in getting a good response in one country may work less well elsewhere. The stories of two mothers in each of the countries have been chosen to demonstrate how the structures of different social welfare regimes affect the efforts of welfare users to get the help they need. Medical students in Germany have to write a research thesis to acquire the title of medical doctor. This study evaluates the contribution of student research to the Medline™-indexed publications of a German medical faculty. A 1993–1995 Medline™-publication list, on which medical students among authors should be marked, was sent to medical faculty staff of the University of Würzburg, Germany (n = 238). Faculty members responded (106, 45%), 66 were working at a clinic, 26 at a clinic-associated institute and 14 at a basic science institute. Between 1993 and 1995, 1128 Medline™-indexed papers were published by these faculty members, who on average supervised 4·5 medical students (n = 477). Medical students were among the authors of 316 (28%) and were the first authors of 88 papers (7·8%). For 66% of medical students their research resulted in a Medline™-indexed publication. Recent theoretical research deals with economic costs and benefits of cultural diversity related to immigration. However, empirical evidence regarding the impact of cultural diversity on economic performance is still scarce. We analyse the effect of cultural diversity of the labour force on patent applications for a cross-section of German regions. The results suggest that differences in knowledge and capabilities of workers from diverse cultural backgrounds enhance performance of regional R&D sectors. As regards innovation, the benefits of diversity seem to outweigh the costs caused, for example, by communication barriers. [ABSTRACT FROM AUTHOR]
