Our planet is facing increasing challenges: climate change, biodiversity loss, pandemics, poverty, and many other problems closely linked to a deteriorating environment. Meanwhile, one of our most important assets, rangers working in protected and conserved areas responsible for managing large tracts of the planet's lands and waters, are often underutilized, underrecognized and underequipped. They are generally left out of the debate about conservation and sustainable development policy, despite being central to the success of those policies. This paper outlines the need for global leaders across multiple sectors to recognize the profession of rangers as essential planetary health workers and to position rangers more effectively within global conservation and environmental policy mechanisms. It introduces the challenges facing rangers, the emerging diversity of roles within the ranger profession and the important contribution of rangers to conservation and sustainable development. It presents policy and implementation avenues to improve recognition and professionalization of rangers as key executors of conservation and development policy, particularly considering the recent Global Biodiversity Framework ambitions. This paper examines whether foreign aid, together with other economic, social and environmental factors, contributes to sustainable development. It starts with an illustrative theoretical growth model where foreign aid promotes sustainable development by protecting the environment. Using factor analysis and newly developed estimation methods for a dynamic panel data model with endogenous regressors, the empirical section of the paper finds evidence that foreign aid has had a significantly positive influence on sustainable development in aid recipient countries. This effect is very likely to go through channels related to growth and resources as well as a technology channel with respect to energy intensity. Reaching the economic, environmental and sustainability objectives of all societies requires overcoming several major energy challenges; it necessitates rapid progress in multiple areas. The scenario pathways presented in this paper describe transformative changes toward these goals, taking a broad view of the four main energy challenges faced by society in the 21st century: providing universal access to modern energy for all; reducing the impacts of energy production on human health and the environment; avoiding dangerous climate change; and enhancing energy security. The overarching objective of the paper is to provide policy guidance on how to facilitate the transformation of the energy system to achieve these multiple energy objectives. Particular focus is given to the required pace of the transformation at both the global and regional levels, and to the types of financial and policy measures that will be needed to ensure a successful transition. Synergies and trade-offs between the objectives are identified, and co-benefits quantified. The paper makes an important contribution to the scenario literature by approaching the global transition toward sustainable development in a more integrated, holistic manner than is common in other studies. In many communities in northern Ghana, the environment has been altered by complex natural and human driven forces with significant impact on the lives of their inhabitants. The need to formulate an improved, holistic and consistent methodological approach to assess the problem is critical for sustainable natural resource management. This paper examines the potential of the DPSIR environmental assessment framework utilizing GIS-based participatory methodology in the assessment of environmental degradation in northern Ghana. Community truthing tools such as key informant interviews, focus group discussions, participant observation and participatory Geographical Information Systems (GIS) were employed as a means of soliciting societal responses integrated to conventional GIS spatial analysis to measure the indicators of the Driving force–Pressure–State–Impacts–Response (DPSIR) assessment framework. Post classification GIS imagery results show a marked natural vegetation decrease of 634 km2 (42%) of the study area with a corresponding increase of 600 km2 (39%) of grasses and built-up and barren environment in the period of 14 years from 1990 to 2004. This is attributed to extreme climatic conditions and human driven causes such as poverty, population growth, migration and land tenure system. Poverty reduction strategies, amendment of the Mining and Mineral Law (PNDC law 153), improvement of the existing land tenure system and the control of migrants and Fulani herdsmen from neighbouring Burkina Faso were some of the solutions selected by the research participants, to be emphasized in the National Environmental Action Plan (EPA Act 490). Policymakers are becoming increasingly interested in the means by which individuals can be encouraged to engage in environmental actions around the home. This paper uses evidence from existing empirical research and a large questionnaire survey undertaken by the author to argue that environmental action is open to a range of influences, focusing especially on environmental values, situational characteristics and psychological variables. Accordingly, the paper asserts that strategies for promoting environmentally responsible behaviours (such as energy saving, water conservation and waste recycling) should take account of these factors. The 1990s represented a decade of immense changes in environmental management in New Zealand. This paper outlines the challenges of implementing the widespread reforms started in the 1980s. In terms of the environment, reforms came in the form of a large volume of new legislation and a new system of decentralised planning and management. This paper discusses these changes in the context of a shift toward a new environmental paradigm. Key issues and initiatives of the 1990s are discussed which address sustainability, integration, environmental leadership, and public involvement. Specific strategies are outlined in reference to biodiversity, which has been identified as New Zealand's most pervasive environmental issue. Indicators are commonly used as tools to identify and highlight socio-economic and ecological trends and to assess progress towards sustainability. Different quality criteria can be considered for indicators. This paper focuses on the timeliness of indicators used in the evaluation of sustainable development strategies. The analysis is based on indicators included in four assessment reports of the sustainable development strategy of the European Union and three assessment reports of the national strategy of Finland. Furthermore, a web-based national level indicator portal is analysed. The results show that the timeliness of indicators has generally not improved during the past decade and that indicators used in strategy evaluations have a time lag of approximately two years. It is suggested that more attention should be given to efforts to improve the timeliness of indicators in order to increase the effectiveness of the evaluations. This article examines the intersections among peace education and environmental education to understand how these commonalities frame education for sustainable development. The authors trace the intersection of the two disciplines and explore the role of the United Nations in promoting and empowering individuals with the values to advance the twin goals of peace and ecological sustainability. In most of sub-Saharan Africa, where the agricultural sector experiences dismal performance and is characterized by a gloomy picture, the cotton sub-sector in Côte d’Ivoire is often mentioned as a “success story” given the spectacular rise in the quantity of cotton production and the profile of the crop within the farming system. What are the historical and political antecedents of the development of cotton and the factors responsible for the feat accomplished in the midst of general failures in the same continent? To what extent can cotton be regarded as a “success story” and, what lessons can be drawn for agricultural development strategies based on the Ivorian case study? This paper traces the historical and socio-political background of cotton development in Côte d’Ivoire and identifies key policy and institutional interventions that have influenced the rise of cotton production and its emergence as the dominant crop in the farming systems of the country. Four stages in Ivorian cotton development are identified: planning, take off, crisis and the renaissance phases. The study demonstrates how a combination of good planning, technological advancement and appropriate policy and institutional conditions have contributed significantly to the rise of cotton production and its influence on the agricultural economy of northern Côte d’Ivoire. The study also highlights how the sustainability of agricultural development has been impacted by domestic and international policies and political events over which smallholder farm families have little control, and can at best only respond to. Important questions about cotton development in Côte d'Ivoire are raised that need to be answered before the program can be categorized conclusively as a success story. The study shows that there are no quick fixes to agricultural development in the sub-region. Rather, good planning and putting the necessary building blocks in place are important prerequisites. It is recommended that agricultural development efforts in the continent take cognizance of the complexity of the sector and address the inter-relationships that exist among the technical, policy, market and institutional factors that combine individually and collectively to influence African agriculture. Integrated Water Resource Management (IWRM) emerged as a popular concept in the water sector in the 20th century. From a highly techno-centric approach in the past, it has taken a new turn embracing Habermasian communicative rationality as a place-based nexus for multiple actors to consensually and communicatively integrate decisions in a hydrological unit. The ‘how to integrate’ approach had remarkable appeal worldwide in promoting authentic participation of all stakeholders. However, critics argue that the domain of water resource management is a political process of contestation and negotiation; the emphasis is on complexities, contextuality, power dynamics and the importance of analysing real world situations. They demonstrate ‘how integration cannot be achieved’ given the power dynamics in social interactions. These apparently contradictory discourses draw on different theoretical paradigms and polarise the discourse on IWRM, without offering constructive alternatives. To this end, this paper offers an option to complement this polarised discourse by examining ‘how integration actually does take place’ in a strategic context thereby facilitating consensual decisions to integrate water management for a sustainable future. An overview is presented of recent work on the environmental changes impacting on Australia and the policy responses of the State and Commonwealth governments, especially over the last ten years. This period has seen a remarkably stable phase of conservative government administration in Canberra and consistent resistance to a strong environmental policy agenda, both domestically and internationally. Attention is focused particularly on rural and regional Australia, rather than on urban areas. The paper discusses the role of environmental issues in recent elections and also details the results of relevant opinion polls charting changes in environmental attitudes. The problems posed by the federal system of administration are outlined as are recent analyses and counter-analyses of the state of the Australian environment. National sustainable development strategies (NSDSs) play a vital role in pursuing sustainable development (SD) at the country level. These strategies help in clarifying priorities and in focusing efforts to more effectively address relevant SD issues. Since its establishment in 1992, the United Nations Commission on Sustainable Development has urged its members to formulate and implement their respective NSDS. The Programme for the Further Implementation of Agenda 21 (1997) provided a more aggressive push to this advocacy by setting 2002 as the deadline for the formulation of NSDS while the Johannesburg Plan of Implementation (2002) targeted 2005 as the year by which all countries should have started implementing such strategies. Many countries have heeded this call, albeit the strategies have taken a variety of forms: some took the route of formulating National Agenda 21s (as in the Philippine case), while others built on existing national environmental action plans, poverty strategies, sustainability plans, so-called green plans, policy statements, or legal frameworks. The UN/DESA crafted some guidelines for NSDS formulation but, and rightly so, countries are given freedom of choice as to the scope, substance and form best suited to their own unique circumstances. As varied as the formats of these strategies turned out, so too were the processes that were adopted in their formulation. All these elements could reflect varying degrees of understanding and differing perspectives about the nature of sustainable development and how the concept could be made operational. Consequently, such an understanding could ultimately define a country's success in mainstreaming and achieving sustainable development. In this connection, it would be worthwhile examining how an NSDS has actually played out its role in the national pursuit of sustainable development. Are there creative insights, lessons or guidelines that can be drawn from practical, countrywide experience in NSDS formulation and implementation? What are the emerging challenges and problematic areas in using an NSDS as an instrument for integrating sustainable development in mainstream decision-making? Are there nascent considerations that could be useful in developing design parameters for NSDS? This paper explores the foregoing questions in the Philippine context, given its decade-long experience in implementing its NSDS, the Philippine Agenda 21 (PA 21). In so doing, it hopes to distill potentially valuable perspectives that can inform UNCSD and country-level efforts at crafting, refining and mainstreaming national strategies for sustainable development. This paper examines the topic of financing adaptation in future climate change policies. A major question is whether adaptation in developing countries should be financed under the 1992 United Nations Framework Convention on Climate Change (UNFCCC), or whether funding should come from other sources. We present an overview of financial resources and propose the employment of a two-track approach: one track that attempts to secure climate change adaptation funding under the UNFCCC; and a second track that improves mainstreaming of climate risk management in development efforts. Developed countries would need to demonstrate much greater commitment to the funding of adaptation measures if the UNFCCC were to cover a substantial part of the costs. The mainstreaming of climate change adaptation could follow a risk management path, particularly in relation to disaster risk reduction. ‘Climate-proofing’ of development projects that currently do not consider climate and weather risks could improve their sustainability. In this paper, we analyse talk about water and energy use taken from nine interviews with citizens of Perth, Western Australia. Participants' talk offered representations of water as a scarce, shared, natural resource that must not be wasted, whereas talk about energy use focused on the environmental impacts of different technologies for generating electricity, rather than on energy as a consumable resource. Participants accounted for their water-use habits by positioning themselves as caught between a persona! desire to conserve water and an (incompatible) social obligation to maintain the appearance of their gardens in keeping with the aesthetic appeal of the suburbs in which they lived. We identify several discursive strategies by which people construct the environmental impact of their actions as minimal or unavoidable. These constitute a barrier to the promotion of more environmentally sustainable practices. Research evidence and pleas that humans are undermining their own survival on a robust and unforgiving planet seem to be falling on deaf ears. The drive for economic and military security remains more powerful than the evidence that both of these objectives are being undermined by environmental damage, social disruption, unjust treatment and forced migration. Yet the signs are growing that environmentally and socially sound futures may be vital prerequisites for economic and military stability. So, at the heart of multi-nationalism, sustainable development is beginning to be recognized as a crucial element in reliable international agreements. The consequence of all this is that environmental science has become highly political, and geographers need to recognize and work within an expanding political process. Examples of new forms of governing via sustainability science for sustainable futures are offered in the latter part of the paper, especially at local government level. The antagonistic pressures of established power and economic hegemony are never far away. Indeed, the confirmation of these established patterns of power still pervades the politics of environmental science. But it is possible that these antagonistic political frameworks are beginning to be transcended by the more influential aspects of sustainability partnerships incorporating new arrangements between government, private capital and civil associations. These partnerships will not be easy to create, for they criss-cross boundaries of familiarity and rules of operation. But geographers can play a critical role in helping to shape them and assess the best circumstances for ensuring their success. [ABSTRACT FROM AUTHOR]

This paper compares environmental policymaking in two Brazilian cities, Rio de Janeiro and Cubatão. It examines the formation of state-society synergistic interactions in the public policymaking process and their effect on long term sustainability of social mobilization. It concludes that whereas social capital can be constructed in the context of policymaking, it is critically dependent on a concerted effort from both state and society actors to build trust in their daily interactions. The Cubatão and Carioca River cases show that state-society synergy had little effect on the ability of the policy coalitions formed for pollution clean up to sustain themselves over time. Instead, there are indications that rather than a constraint, the flexible and informal nature of such coalitions may have been a critical factor in their ability to carry out policy successfully. The emergence of environmental governance for sustainable development as a field of inquiry has stimulated a plethora of research into new formations for governing the environment. Partnerships hold an exalted status in these formations, but there has been surprisingly little evaluative work of their activities. This paper extends that embryonic analysis through empirical consideration of a partnership established to foster the development of sustainable communities, specifically by stimulating greater public participation in positive environmental activities. Theoretical insights about patterns of power, perceived authority and legitimacy in the partnership are developed through a consideration of ‘actor–spaces’ and the ‘sociology of translation’ that emerge from actor–network theory. The article responds to the paper "Framing Sustainability," by David Orr in this issue. It is agreed that Abraham Lincoln is an excellent example of the ways and means by which a leader causes change. It is pointed out that the issue of sustainability is best framed as a comprehensive change in people's habits, lifestyles and values. Like the issue of slavery, sustainability is concerned with the way of life and of creating wealth. Thus, it will require people to develop a new culture. This will be a difficult task because there is wide gap between the culture of growth and the culture of limits.

The article responds to the paper "Framing Sustainability," by David Orr in this issue. Orr is right in claiming that the peoples of the world are now engaged in a discussion about the issues on sustainability and that no national leader has yet provided the framework for an appropriate vision of sustainability. However, this is not merely a conversation. This is a fight because many of those who are against it wield great power. The actions in the U.S. Senate regarding legislation affecting the Arctic National Wildlife Refuge whereby the proposal to allow oil drilling in the refuge has not been allowed to pass will reverberate throughout history.
