In order to learn more about sectoral differences of knowledge networking in a regional development context, we apply the knowledge base concept, distinguishing the analytical (science based) and synthetic (engineering based) knowledge base. We aim at comparing knowledge networking with the help of network analyses in two knowledge bases in Germany: the analytical knowledge base with the help of the biotechnology industry in the Aachen Technology Region and the synthetic knowledge base with the help of the automotive industry in Southwest Saxony. The paper concludes that there are some main differences found in the characteristics of knowledge networking between the two different knowledge bases. [ABSTRACT FROM AUTHOR]

This paper studies the politico-economic reasons for the refusal of a proposed compulsory flood insurance scheme in Germany. It provides the rationale for such a scheme and outlines the basic features of a market-orientated design. The main reasons for the political rejection of this proposal were the misperceived costs of a state guarantee, legal objections against a compulsory insurance, distributional conflicts between the federal government and the German states on the implied administrative costs and the well known charity hazard of ad hoc disaster relief. The paper argues that migration studies are too parochial, focusing exclusively on ostensible immigration and incorporation policies and failing to take into account the ‘structuring’ effects of the overall institutional framework. The need for more comparative and more economically-oriented research is presented through a reflection upon the recent Dutch debate on the causes of the lagging performance of Turks in the Netherlands compared to those in Germany. After German reunification, interregional subsidies accounted for approximately 4% of gross fixed capital investment in the new federal states (i.e. those which were formerly part of the German Democratic Republic). We show that, between 1992 and 2005, infrastructure and corporate investment subsidies had a negative net impact on regional economic growth and convergence. This result is robust to both the specification of spatially weighted control variables and the use of instrumental variable techniques to control for the endogeneity of subsidies. Our results suggest that regional redistribution was ineffective, potentially due to a lack of spatial concentration to create growth poles. [ABSTRACT FROM AUTHOR]

Fiscal pressure and demographic change lead governments to seek ways of reducing state expenditure on pensions. Individuals are asked to take more responsibility, and funded, supplementary pension schemes have been established in many countries. This article looks at schemes that are voluntary - the NEST or Personal Accounts scheme in Britain and the Riester Pension scheme in Germany. It examines the debate about whether it is worthwhile for some people to participate in pension schemes that are not mandatory - particularly those with low incomes and/or potentially broken careers. The small pensions they accumulate in such schemes merely offset entitlements to means-tested pension benefits, leaving them no better off in old age. Concerns about the behavioural consequences of pension means-testing are not new. Nonetheless, few policymakers have been willing to look at when and how such concerns were expressed in the context of voluntary pension savings. Equally, they have seldom been prepared to explain the costs involved in guaranteeing savings-based pensions or the implications that the lack of offering such a guarantee might have for individual behaviour. The state has sought for people to take greater 'self-responsibility' for their retirement income, but many people wish for some certainty with respect to the pensions they can expect. These goals might well be in conflict. Whether the 'state pension for the 21st century', as proposed by the UK government, will succeed in satisfying the objectives both of the state and of pension savers remains an open question.
