As science becomes increasingly cross‐disciplinary and scientific models become increasingly cross‐coupled, standardized practices of model evaluation are more important than ever. For normally distributed data, mean squared error (MSE) is ideal as an objective measure of model performance, but it gives little insight into what aspects of model performance are "good" or "bad." This apparent weakness has led to a myriad of specialized error metrics, which are sometimes aggregated to form a composite score. Such scores are inherently subjective, however, and while their components may be interpretable, the composite itself is not. We contend that, a better approach to model benchmarking and interpretation is to decompose MSE into interpretable components. To demonstrate the versatility of this approach, we outline some fundamental types of decomposition and apply them to predictions at 1,021 streamgages across the conterminous United States from three streamflow models. Through this demonstration, we hope to show that each component in a decomposition represents a distinct concept, like "season" or "variability," and that simple decompositions can be combined to represent more complex concepts, like "seasonal variability," creating an expressive language through which to interrogate models and data. Natural resource dependence, although commonly invoked in natural resource sociology, has often been ambiguously defined. Communities are frequently described as dependent on natural resource development, but limited attention has been paid to what that means. In the literature, resource dependence is often treated as over‐specialization in, or over‐reliance upon, the natural resource sectors. However, the logic of over‐specialization conceptually grounds dependence in poor economic outcomes. Thus, a one‐dimensional typology of dependence based on a threshold of the share of development in the natural resource sector—as commonly used—does not fully capture the concept and risks tautology. In this paper, I address this ambiguity by formally defining natural resource dependence as over‐specialization in the natural resource sectors. I then present an ideal typology, known as the Natural Resource Community Typology, and a corresponding classification scheme for rural communities in the United States. The typology integrates both extractive and non‐extractive natural resource activity and has two dimensions—the level of development and the level of economic prosperity—and six mutually exclusive categories—extractive specialized, extractive dependent, non‐extractive specialized, non‐extractive dependent, hybrid specialized, and hybrid dependent. Policymakers across the Southern U.S. have directed considerable attention to regional economic development plans, with mixed results. Questions remain over what types of industries, firms, and/or policies can drive long-range growth. Over the past two decades, researchers have started to focus on high-growth firms (HGFs) due to their potential innovation spillovers and job creation prospects, both of which drive further economic development. Employing databases from the Inc. 500, this study explores the dynamics of HGFs within Southern and comparative contexts. The first goal of this paper is to explore Southern HGF activity in comparison with the U.S. at-large. The second is to examine the geographical characteristics of HGFs within the South, which will include an exploration of locations, industrial mix, and the factors that could encourage HGF development and agglomeration. This paper will also analyze the longer-term ownership and acquisition patterns of HGFs across the South. Are such firms remaining embedded in the South or moving elsewhere through mergers or acquisitions? Between 1957 and 1990, nearly 100 nuclear reactors were constructed throughout the U.S., and nuclear power currently accounts for 20 percent of electricity production nationwide. Nuclear plants are often constructed in small communities for which they constitute a large source of employment and income. To date, 24 nuclear reactors have undergone decommissioning, and more are expected in the future, particularly as nuclear reactors age and face increasingly strict regulations. This paper examines the effects of nuclear decommissioning over time at the county-level on measures of employment, income, and population using difference-in-differences regression and propensity score matching. Panel data are obtained from the U.S. Census Bureau, and cover the years 1975-2014. The analysis finds that nuclear decommissioning is associated with positive and statistically significant increases in employment and per capita income over time. Results suggest that nuclear decommissioning may actually be a positive force in regional economic development, and concludes with limitations of the approach and implications for future research. As an emerging area of research, this paper is meant to build on previous work, as well as to provide a basis for further discussion and debate on the economic future of nuclear host communities and regional economies. In the last year, a central issue in regional economic growth debate has been represented by the empirical analysis of Verdoorn's law related to the long-term dynamic relationship between the rate of growth in output and the productivity growth due to increasing returns. Several papers have tested Verdoorn's law on European countries as well as many other world economies. Recently, attempts have been made to provide foundations for a spatial version of the original law specification. The main contributions were dedicated to the inclusion of spatial dependence in the economic model. Surprisingly, in the literature on Verdoom's law the analysis of the spatial heterogeneity is not often considered. The aim of this paper is the regional analysis of the spatial dependence and heterogeneity in Verdoorn's law, identifying spatial regimes that can be interpreted as clusters of productivity growth in European regions at NUTS 2 level. This paper outlines the emergence of a New Washington Consensus associated with leading philanthropies of the new millennium. This emergent development paradigm by no means represents a historic break with the market rationalities of neoliberalism, nor does it represent a radical departure from older models of early 20th century philanthropy. Rather, it is new in its global ambition to foster resilient market subjects for a globalized world; and new in its employment of micro-market transformations to compensate for macro-market failures. Focusing on reforms pioneered by the new philanthropic partnerships in education and global health, the paper indicates how the targets of intervention are identified as communities that have been failed by both governments and markets. The resulting interventions are commonly justified in terms of 'return on investment'. But the problems they target keep returning because the underlying causes of failure are left unaddressed. Abstract: Innovation in local economic development strategy is necessary to support struggling regions and foster growth across municipalities with varying resources and needs. This paper presents a case of innovation in local economic development strategy to illustrate how institutional entrepreneurship can be used as a tool to help local governments innovatively approach economic development strategy. Through the creation of the Wireless Research Center of North Carolina, institutional entrepreneurs transformed the institutionalized role for local government in economic development, while simultaneously creating a new institutional form that would support local development goals. This paper utilizes a novel dynamic propensity score matching approach for multiple cohorts of U.S. counties between 1989 and 1999 to examine local economy resilience to rare natural disasters. Affected counties are sorted based on disaster intensity and are carefully matched to similar counties that did not experience a disaster. A difference-in-difference estimator compares trends of affected counties' postdisaster business establishments, employment, and payroll to counterfactual trends in the matched counties. All affected counties experienced short-run drops in economic activity that was particularly noticeable in higher-intensity disasters. In the longer run, less distressed counties returned to their estimated counterfactual trends, but countieswith lower predisaster socioeconomic conditions still lagged in growth, particularly in cases of lowerintensity disasters. This paper examines the relationship between immigrants' genetic diversity and economic development in the United States during the late nineteenth and the beginning of the twentieth centuries, a period commonly referred to as the age of mass migration from Europe to the New World. Our panel model estimates show that during this period, immigrants' genetic diversity is significantly positively correlated with measures of U.S. counties' economic development. There exists also a significant positive relationship between immigrants' genetic diversity in 1870 and contemporaneous measures of U.S. counties' average income. Abstract: Using data on 48 contiguous U.S. states and a spatial econometric approach, this paper examines short‐ and long‐run effects of productive higher education and highway infrastructure spending financed by different revenue sources on state economic growth. Following the Lagrange Multiplier, Wald, and Likelihood Ratio tests, the data are found to be characterized by both spatial lag and spatial error processes, leading to the estimation of a dynamic spatial Durbin model. By decomposing results of the dynamic spatial Durbin model into short‐ and long‐run direct as well as indirect (spillover) effects, we show that accounting for spillover effects provides a more comprehensive approach to uncovering the effects of productive government spending on growth. We find that, regardless of the financing source, productive higher education and highway spending have statistically significant short‐ and long‐run direct as well as spillover effects on state income growth. Despite economic growth since the recession, the gap between the richest and the poorest segments of the population remains one of the most pressing concerns of contemporary America. This paper uses IR-95/20, IR-80/20, and IR-65/35 ratios to measure the income divides between the richest and the poorest segments in the mid-to-large-sized metropolises of the U.S. Southeast, their variation across ethnicities, and their association with metropolitan level attributes such as diversity, segregation, socio-economic, and other built-environment, and labor characteristics. The income divide ratios serve as the dependent variables whereas principal components along with state-dummy variables serve as the explanatory variables in regressions analyses. The metropolises that are large, diverse, and better educated are the most income-divided whereas those with lower educated people are less divided. Metropolises with larger shares of their labor engaged in primary sectors of economy have higher income divides; this observation also holds true for African Americans and Hispanics. This paper addresses change in oil and gas policies pushed by the U.S. Bureau of Land Management (BLM) during the administrations of Presidents George W. Bush and Barack Obama. Administrative policy changes occurred not only because of election outcomes and the emergence of new governing coalitions but BLM's selective utilization of policy tools such as rulemaking, planning, environmental impact analyses, and the use of discretionary authority to increase or relax enforcement decisions. The data reveal that BLM put more emphasis on the use of discretionary authority to limit environmental inspections and to limit environmental reviews of proposed drilling projects under Bush while agency officials gave priority to adopting new planning procedures to allow greater stakeholder input under Obama as well as increasing the number of environmental inspections. Universities are commonly seen by policy makers as being key actors in the knowledge-based economy. In the United States, universities, but particularly research universities, have been the focus of many studies which have sought to document and explain the commercial impact of university-based research on regional economies. For example, studies have analyzed the extent and outcomes of academic entrepreneurship and of university-industry collaborations. The focus of this paper is to review this literature with a specific focus on contradictory and inconclusive results. Data for these studies are obtained from a number of sources such as self-administered surveys, patent office, the National Science Foundation and the Association of University Technology Managers. This paper reviews the literature and highlights the variety of conceptual frameworks, data, and methodology used. It has a specific focus on assessing impact over time as well the difficulty in generalizing the result obtained from one study to another context. In spite of these problems, the evidence from a broad range and increasing volume of literature on trends and characteristics of academic entrepreneurship and university-industry collaborations shows that universities indisputably play a major role in their regions. This paper introduces a new comprehensive panel of annual state-level income inequality measures spanning the postwar period 1945–2004. For many states, the share of income held by the top decile experienced a prolonged period of stability after World War II, followed by a substantial increase in inequality during the 1980s and 1990s. This paper also presents an examination of the long-run relationship between income inequality and economic growth. Our findings indicate that the long-run relationship between inequality and growth is positive in nature and driven principally by the concentration of income in the upper end of the income distribution. The purpose of this paper is to shed light on the controversial issue of regional development incentives. Although extensive research has been conducted, a review of the literature gives an inconclusive answer to whether economic incentives are effective. Why do researchers arrive at different conclusions, even after analysing the same programmes? Among the problems that we find, for example, is the fact that for some researchers ‘effective’ means the significant location of new firms in targeted areas, while for others the creation of jobs regardless of whether new firms are arriving in a significant fashion. Furthermore, as we elaborate, the selection of an econometric model will have a significant impact on expected results. Different models, with different limitations, will lead researchers to evaluate the same incentive programme but arrive at different conclusions regarding its effectiveness. The contribution of the paper is to inform policymakers about the potential opportunities and pitfalls when designing incentive strategies. ABSTRACT This paper investigates the role of the business size distribution on income and employment growth in U.S. counties from 1990 to 2000. We measure the business size distribution as the share of employees across nine establishment size categories that range from microfirms (one to four employees) to large firms (1,000+ employees) and using three indices similar to a Gini coefficient. Results show that the business size distribution has a significant impact on county-level growth patterns. Employment shares in small firms increase employment growth, but decrease income growth. One possible conclusion suggests policies emphasizing small firms and entrepreneurship during times of high unemployment. [ABSTRACT FROM AUTHOR]

Small island developing States ( SIDS) have narrow resource bases and are usually extremely reliant on fossil fuel based energy for transport and electricity generation. These island economies are thus particularly vulnerable to the impacts of peak oil and also to climate change, impacts which are likely to not only hamper economic development but also adversely affect the quality of life of local inhabitants. In order to reduce the vulnerability of SIDS to peak oil, an urgent transition to renewable sources of energy is necessary. This paper propounds that the reform of power sector that took place in Caribbean and Pacific SIDS (particularly between 1970 and 2000) should have been viewed as an opportunity to re-orient power producers away from the proclivity to utilise conventional fossil fuel uses. Reasons why reform measures did not result in a substantive transition are put forward. This paper provides an analysis of public attitudes toward fracking use and policies with an eye toward factors that help us account for differing levels of support. Using data from a national survey of American adults, we found that women and people residing in urban areas are slightly more inclined to oppose fracking and to favor more regulation in terms of drilling operations and company chemical disclosure requirements than men or people living in rural areas. Our key findings, however, are that opposition to fracking and support for current or increased levels of regulation are strongly related to Democratic Party identification and to pro-environmental policy attitudes. We conclude by suggesting that a tendency for people to view fracking as an environmental rather than an energy issue has potentially important implications for the implementation of locally based regulatory requirements. Few studies empirically estimate the effects of metropolitan growth on nonmetropolitan communities at a national scale. This paper estimates the growth effects of 276 MSAs on population in 1,988 nonmetropolitan communities in the United States from 2000 to 2007. We estimate the distance for growth spillovers from MSAs to nonmetropolitan communities and test the assumption that a single MSA influences growth. We compare three methods of weighting cities' influence: nearest city only, inverse-distance, and relative commuting flow to multiple cities. High growth and progressive regions possess a culture that promotes innovation. In-novation depends on a region's ability to use its own existing knowledge and knowledge generated elsewhere. This paper demonstrates the importance of the ability to absorb external knowledge in ex-plaining innovation productivity for 106 U.S. metropolitan areas. Using a spatial interaction model of patent citation flows with origin and destination dependence, the destination fixed-effects coefficients provides a measure of a region's absorptive capacity. The largest corporations in the world are increasingly adopting international corporate responsibility ( CR) reporting standards from organizations such as the Global Reporting Initiative to meet stakeholder expectations for reliable and comparable social and environmental performance data. At the same time, significant geographic variations in reporting rates remain. The goal of this paper is to explain the diffusion of international CR reporting standards within the Americas. Reporting rates cannot be explained fully by a country's population size or level of economic development. Based on a unique statistical analysis of the relative impact of institutional environments, corporate resources and strategic orientation, stakeholder pressures, and transnational trade and learning networks, this research concludes that the diffusion of CR reporting throughout the Americas to date has been fueled by a rather narrow set of corporations with the capacities necessary to implement CR reporting and the strategic orientation to benefit from it. Moreover, corporations' internal capacities and the external demands for CR reporting have been enhanced in select countries by national and transnational CR advocacy and training organizations. ABSTRACT This paper examines the continued strong population growth in U.S. nonmetropolitan areas possessing high levels of natural amenities during the 1990s and the reasons for near convergence of growth across the top tiers of the amenity hierarchy. Based on estimated parsimonious spatial hedonic growth regressions, strong demand for high-amenity areas continued in the 1990s, but the converging of population growth across the top tiers appeared related to capitalization of amenity differences among the tiers into factor prices. ABSTRACT This paper first investigates a relationship between economic growth and income inequality using U.S. states data, a state cost-of-living deflator, and nonlinearity. It then explores the distribution of income gains among different income groups. We find that the impact of inequality on growth is nonlinear. Lowering inequality or increasing it substantially reduces growth; thus stable inequality may be good for growth. Economic growth affects incomes of the poor, the middle-income group, and the rich similarly with the elasticity of one. International labour migration is a multidimensional process and primarily a family mechanism intended to reduce vulnerabilities associated with underlying inequalities. However, for immigrants, the break-up of physical contact with family members is an enduring feature of vulnerability in their communication with origins (often in developing countries). On the whole, family relationships are transformed: the absence of physical contact is traded-off with remittances sent home to family members. Remittances create potential for resilience by increasing human development of children, while reducing extreme poverty at the local level. Remittance flows are also an important source of foreign exchange for countries of origin. However, labour markets' polarization, backlash, and economic downturns at destinations (often in developed countries), and governments' moral hazard, currency revaluation, and production inertia at origins recreate vulnerabilities and disrupt the potential build-up of resilience. In fact, the re-creation of vulnerabilities largely outweighs the generation of resilience threads. The paper develops a typology that highlights the dynamic interaction between vulnerabilities and resilience, revealing the multiple aspects of people and remittances flows, the potential for mainstreaming migration policies into economic development, and the scale of the policy task to reduce vulnerabilities associated to international labour migration. In this paper, we present a critical assessment of recent economic development policy directions centered on the concept of regional innovation clusters. We begin by investigating the rationale underlying the Obama administration's promotion of regional innovation clusters (RICs) and their introduction to the policy arena in its Strategy for American Innovation. The connections among RICs and existing research and policies in industry and occupational clusters, regional innovation systems and regional economic development are identified and analyzed to highlight those most critical challenges to conceptualizing and theorizing RICs. While we applaud the long overdue focus of economic development policies on sub-national regions, we identify several major conceptual shortcomings and programmatic difficulties associated with RICs as a centerpiece for economic development strategies. We examine the relationship between offshoring and the labor market in an occupational choice model of trade and endogenous growth where workers are employed on the basis of their individual skill levels. Trade liberalization leads to offshoring and reduces employment in the manufacturing sector. Displaced workers move into traditional and innovation sectors according to their skill levels, shaping real wages and aggregate productivity in the manufacturing sector. The paper aims to show how inter-sectoral labor market adjustments, highlighted by skill heterogeneity, could be a possible explanation for the simultaneous rise in productivity and reduction in real wages that have coincided with the sharp escalation of offshoring activities in the U.S. manufacturing sector since 2004. Targeting industry clusters for economic development has become popular despite the lack of empirical evidence about the spatial scales over which various clusters agglomerate. This paper identifies twenty manufacturing industry clusters from a principal components analysis of interindustry patterns of trade and measures the spatial employment concentration of each cluster's plants within a polycentric framework. Two to eight centers of employment concentration are detected within the Southern California region for each set of trade linkages. Our spatial half-life measure reveals that half of a cluster's employment in associated establishments is located within a typical range of eight to twelve kilometers (about 5–7.5 miles) to the nearest employment center or subcenter for the particular cluster. Furthermore, employment in seventeen of the twenty clusters is found to be more spatially concentrated than manufacturing employment as a whole, suggesting that geographic proximity is important to interindustry linkages in the Southern California economy. More important, the spatial concentration across industry clusters varies considerably within the metropolitan area, implying that economic development practitioners should consider local context and adapt industry cluster theories to the specific advantages and disadvantages of their immediate locality. This paper examines recent changes at the US Agency for International Development (USAID) regarding the connections between trade liberalization, development, and security. USAID has adopted “trade capacity building” as a framework for development, and, in conjunction with new US national security discourses, now operates under the assumption that underdevelopment is a source of state weakness that produces insecurity. I argue that these changes in how USAID understands and undertakes development constitute the neoliberalization of development. In accordance with these shifts, USAID has redefined critical aspects of its development mission, undergone internal restructuring, and altered its relationship with other US state institutions and capital. The actual prospects for achieving security or development are slim, however, as the agency remains wedded to definitions of both that suggest the only acceptable role for the state lies in facilitating further neoliberalization and promoting the stability of capitalist class relations. This paper uses a game theoretic model to explain empirical research which has revealed higher relational satisfaction among married couples than cohabiting couples, as well as among married couples who did not cohabit before marriage. Despite these findings, in recent decades cohabitation rates have dramatically increased in both Europe and the United States. Instrumental variables estimations on data from 28 industrialized countries and 50 U.S. states show cohabitation strongly correlated with increases in women's labor force participation, where a 10 percent increase in women's labor force participation results in a 6.4 to 14.6 percent increase in cohabitation. State and local economic development efforts have grown during the last three decades in the United States. Some public incentives for companies may be effective, including those for high unemployment areas; others may be wasteful, especially if they retain corporations that merely threaten to leave. As companies increasingly expect incentives, however, governments find themselves in a ‘race to the bottom’– the only way to remain competitive is to offer more. Having identified arguments for and against incentives, this paper considers the prospects for addressing wasteful competition, including, in the absence of Congressional action, the US Supreme Court's application of the Commerce Clause to strike down incentives that discriminate against interstate commerce. A review of a lawsuit challenging the constitutionality of incentives for the DaimlerChrysler Toledo Jeep plant finds that the Commerce Clause is not a solution for wasteful competition. This paper presents a descriptive analysis of spatial trends in six U.S. metropolitan areas. The results show that generalized job dispersion was a more common spatial process than subcentering during the 1980s and 1990s when jobs continued to decentralize from the metropolitan core to the suburbs. Three distinctive patterns of spatial development were found. Job dispersion was predominant in Portland and Philadelphia, whereas the polycentricity of Los Angeles and San Francisco was further reinforced. New York and Boston with large and long-established CBDs were less prone to decentralization. Each metro seems to have developed a unique pattern of decentralization in light of their histories and circumstances, which has limited the growth of commuting times. [ABSTRACT FROM AUTHOR]

This paper examines trends in local economic development policies in Canadian and U.S. cities over the past fifteen years. Using data drawn from surveys conducted at four points in time -- 1990, 1994, 2001, and 2005 -- the study provides a longitudinal assessment of change versus stability in overall approach toward economic development. Findings indicate that Canadian and U.S. cities have followed relatively similar trajectories in the extent to which they use particular economic development policies. Overall, the most common economic development policies in both nations have been and continue to be very similar: infrastructure investment generally, land development, basic promotion, and the use of special events to attract and retain businesses and residents and to promote the community. This paper reexamines the issue of output convergence among the 48 states in the continental United States. Implementing multiple panel data techniques to state per capita output during the period 1929–2001 reveals little evidence of stochastic convergence in all 48 states, but some evidence among collections of states at the regional level. This observation may suggest that output convergence in the United States has proceeded among geographically neighboring states rather than among distant states, notwithstanding the nearly complete integration of product and factor markets. Our findings appear to be robust to a subsample analysis, although the intensity of convergence varies with the choice of output measure and deflator. In 1996, Chrysler announced plans to build a replacement plant within 50 miles of its existing Toledo Jeep facilities. In theory, this presented an opportunity for alternatives to expensive ‘all or nothing’ individual competition; in practice, Toledo and other governments in the northwest Ohio/southeast Michigan region entered into the usual cutthroat contest when transnational corporations solicit incentive offers from across the United States. Chrysler's desire to remain within the region provides a unique context for analysing the opportunities and challenges associated with regional co-operation as an alternative to individual competition. In investigating the extent to which localities can co-operate and reduce wasteful incentives, this paper also identifies how the opportunities for such co-operation are limited. The research highlights the need to better incorporate this kind of region – without internal political coherence despite locational proximity – into conceptualisations and empirical analyses of regional co-operation, particularly with respect to issues of scale and conflict. This paper examines the effects of state economic development incentives on the growth of 366 Ohio manufacturing and nonmanufacturing establishments that launched major expansions between 1993 and 1995. Growth is measured as the actual employment change that occurred in these establishments and as the employment growth announced when expansions were launched. Empirical findings indicate that incentives have very little (or even a negative) effect on actual growth and they have a substantial positive effect on announced growth. Findings also suggest that establishments that received incentives overestimated their announced employment targets more than establishments that did not receive incentives. [ABSTRACT FROM AUTHOR]

The Internet has been considered the great equaliser for business, allowing distant locals to compete with large metropolitan regions. Recent research points to a different geography, where domains and connectivity cluster predominantly in large urban areas. The question remains, are new businesses of the Internet economy doing the same or avoiding metropolitan areas? This paper examines the head and branch locations of the top 40 e-business integration firms in the USA. The analysis of the distribution of these locations will provide insight to what regions most benefit from the Internet economy. This paper assesses US metropolitan regions in terms of the adoption of e-commerce by businesses using a combination of data from Interactive Week, Alexa Research and Hoover's Online. This analysis shows that e-commerce is providing the impetus and means to reorganise the economic and geographic space in which businesses operate. Spatial divisions in the use of e-commerce are identified in which many cities in the South and Midwest appear to be lagging behind their counterparts in other parts of the country. Thus, rather than the destruction of place and geography predicted by some, e-commerce is reorganising the economic space in which businesses operate. Diffusion theory and political economy are the two most common ways by which rural sociologists have explained the widespread use of agricultural innovations. In this paper, we argue, borrowing from science studies and using the empirical case of soybeans in Brazil, that the use of agricultural innovations is better understood as the result of the construction of networks of people and things. Thirty years ago soybean production in Brazil was insignificant. However, at that time a soybean network began to be formed. Initial actors were, among others, (1) soybean varieties produced in the United States, (2) wheat farmers located in the south of Brazil, and (3) soil in need of nitrogen, an expensive input for the new wheat varieties. State policies were no doubt important in consolidating that network. However, other persons, institutions and things were also necessary, including science and technology, the creation and/or expansion of farmers' organizations such as cooperatives, and the solution to the problem of photoperiod sensitivity in soybeans. We follow the soybean from its introduction in Brazil to its present status as an important crop. The overall context within which the soybean network began is also described. We conclude that the actor network approach is more congruent with the history of soybeans in Brazil than diffusion theory or political economy. [ABSTRACT FROM AUTHOR]

This paper uses a &anger causality test adapted for use with cross-section time series data, to (1) test the relationship between lottery revenue and state economic growth (per capita income), and (2) address the importance of cross-border purchases in the relationship. Neither issue has been empirically tested previously. Previous evidence (Caudill, et al., 1995) suggests that states surrounded by lotteries are more likely than isolated states to introduce lotteries. But the empirical results here suggest that lotteries do not contribute to economic growth unless the state is isolated from other state lotteries. The importance of isolation suggests that cross-border purchases (exports) of lottery tickets have a significant impact on the effectiveness of lotteries as fiscal policies, and that "defensive" lotteries (those introduced to keep citizens from buying tickets from neighboring states) are ineffective. It is well recognized that the informal economy-unregulated economic activities that generate real or in-kind income-features prominently in the day-to-day lives of many in the developing world. Researchers have begun to explore the informal economy in developed countries but this work has focussed primarily on urban areas to the neglect of rural areas. In this paper the nature and correlates of informal work in nonmetropolitian Pennsylvania are described through an analysis of survey data on 505 families. Results indicate that participation in informal activities is widespread is not more typical of the poor does not contribute greatly to family income on average but those help many families whether difficult economic time is both economically and noneconomically motivated and net of other sociodemographic varaibles is positively related to rurality of residence and formal labor supply. This paper examines the role that state government can play in addressing the critical issue of venture capital—specifically seed capital. Arranging debt financing mechanisms for small business is not new to governmental development finance agencies. What is new is state government involvement in arranging early stage equity financing. This state intervention entails striking a balance between private venture capital incentives and markets, and a desire to promote public economic development objectives. An overview of the problem and the venture capital industry provides a backdrop for discussion on states' roles and how one state, Pennsylvania, has designed state-sponsored seed venture capital programs.

This paper develops a historically contingent understanding of patterns of uneven economic development in the U.S. South. We conceptualize spatial variation in economic development and its consequences for inequality to be embedded in both local and international dynamics. The character of local economic development, it is argued, reflects the organizational base and heterogeneity of local elites, the divisions and relative power of nonelites, and the embeddedness of the local political economy in national and world systems of politics and production. These ideas are developed and made historically and spatially specific through an analysis of uneven development in one Southern state, North Carolina. Our findings suggest that contemporary patterns of uneven development and the resulting income deprivations and inequality reflect conditional interactions between elite economic projects and racial divisions within the working class. This study evaluates the relationship between the spatial distribution of broadband providers and the presence of knowledge intensive firm clusters in US counties. Results highlight this relationship is heterogeneous and localized. In some places, broadband appears to be an essential link that enables knowledge firms to strategically locate in lower cost counties and in close proximity to major knowledge centres. In other places, the availability of broadband Internet connections are unable the negative externalities associated with locations in more remote areas of the country. From a policy perspective, this suggests that broadband should be viewed as a key component, but not the only component, of comprehensive local economic development plans. [ABSTRACT FROM AUTHOR]

The new economic geography (NEG) has become a mainstay of regional science in the last two decades, as signified by the awarding of Paul Krugman, the Nobel Prize. Yet, most American regional scientists and urban/regional economists do not use NEG in determining regional growth patterns. Instead, they rely on factors such as natural amenity migration, whose roots lie back to the work of Philip Graves in the mid 1970s. Conversely, two of the world's leading economic geographers – Allen Scott and Michael Storper – have strongly argued that job availability not household amenities have determined US regional dynamics. Given the disparity of views over the largest developed economy in the world, we hold a competition to determine which of these leading contenders accurately predict US interregional growth dynamics over the last 40–60 years. Urban sprawl has evolved into an exceptionally complex public policy problem in the United States over the course of recent decades. One factor that has made it particularly difficult to deal with is its relationship to the fragmented structure of the American system of land use governance. Acting on behalf of their residents, local governments enact land use regulations to secure lifestyle preferences for low density, suburban living environments while at the same time ensuring a high quality of public service provision. This article examines the effect of this process on metropolitan spatial structure through a series of econometric models designed to test the following hypothesis: that fragmentation promotes sprawl by increasing the proportion of growth that occurs at the unincorporated urban fringe. The estimation results reveal substantive evidence that municipal fragmentation and several related factors - including special districts, infrastructure investments, and white flight processes - have a significant and enduring effect on the growth of outlying areas. Both large-scale immigration and rapid expansion of the railroad network played major roles in the economic development of the United States during the second half of the 19th century. Although the romance of the settlement of the West has received much attention in the literature, the northeast remained the industrial powerhouse of the continent, attracting large numbers of immigrants to work in its mines, factories and mills, despite the growing ascendancy of Chicago. However, new research using the complete count US 1880 census dataset demonstrates that until the latter part of the period, the US railroad industry and its associated employment opportunities were also heavily concentrated in the northeast region. This paper examines the interrelationships between processes of immigration and railroad development, in terms of the movement of people and the availability of employment opportunities, and presents evidence that different ethnic groups participated in the railroad industry to markedly varying degrees.
