An ongoing academic debate examines the implications of 'developmental patrimonialism' for African citizens. Rwanda is a key case study in this debate, with proponents of developmental patrimonialism and 'party capitalism' arguing that companies owned by the ruling party or the military play positive roles in economic development. This debate often focuses on macro-level, elite politics. This paper instead uses a Foucauldian lens to examine the micro-level politics of pyrethrum production in Rwanda, which is managed by a military-owned company. The company utilizes incentive-based governmental strategies, in line with state discourses, in addition to punitive, disciplinary regimes. The paper demonstrates that state agricultural strategies depend on multiple factors, including multi-scale political tensions between the ruling party's desire for control and its discourse of 'entrepreneurship'. The article reports about the bank profits in Rwanda. This paper discusses the economic growth in the country which forms a strong backdrop in commercial banks. The second-biggest bank in Rwanda, Rwanda Commercial Bank has had a steady growth in its customer base and this boosted growth in performance. Pre-tax profits are reported. Competition in rolling out new products has improved and customers are more attracted to invest. Profits has improved and continuously rose. The bank is owned by Actis but the government still owns a part.

Abstract: We describe a public good experiment, a type of economic experiment commonly used to examine feelings of prosociality—that is, behaviour which is positive, helpful and intended to promote social acceptance and friendship—and community cohesion, carried out in Rwanda. Contributions in different parts of the country are affected by the local intensity of the 1994 genocide, with more generous contributions being made in areas where violence was greater. This supports earlier research indicating that conflict experience leads to greater prosociality. However, we also find that people who have not, themselves, been targets of violence give lower contributions than people who have. The considerable group‐related and regional differences in social behaviour may have implications for the country's policies to deal with social cohesion. [ABSTRACT FROM AUTHOR]

Abstract: The 21st‐century developmental state is envisaged as implying democratic participation. Rwanda both explicitly aspires to follow the developmental state example and eloquently ascribes to far‐reaching participatory ideals, and a number of development programmes, “home grown initiatives,” have been launched, allegedly reviving traditional participatory practices. Based on original material, this article analyzes local experiences of the participation entailed in some of these programmes. In the conclusion, the poor practice of participation reported is found to point to inherent contradiction of the idea of a democratic and participatory version of the developmental state. ABSTRACT This article argues that current schisms in the research on post-genocide Rwanda are not sui generis but symptomatic of a broader set of separations within our understanding of development. Both the research on Rwanda and the most prominent intellectual responses to the rise of neoliberalism in development research have generated separations between a concern with rights and individual agency and structural transformation. The article sets out a way to reconcile key aspects of this separation and offers three empirical themes that provide original insights into Rwanda's apparent determination and partial success in pushing ahead with a bold strategy of capitalist transformation. ABSTRACT Since the end of civil war and genocide in 1994, the Rwandan government has embarked on an ambitious plan to reshape the rural setting. Through a strategy of agrarian modernization, the Rwandan government is reorganizing rural space and production in order to foster economic growth. This article looks at how this spatial and productive reconfiguration contributes to the production of political subjects in post-genocide Rwanda, and how this is constitutive of the political power of government. First, it points to the way in which the state authorities' discursive practices utilize the concept of 'exemplary citizenship' to reinforce policy adherence. Second, it analyses how the reconfiguration of access to productive resources is intertwined with the reinforcement of the state's authority. Hidden behind the discourse of modernization and rationalization, the reorganization of space helps central authorities to gain a greater degree of control over rural settings. Finally, it analyses the way in which the reorganization of rural space contributes to the construction of political subjectivity. Political subjects are defined through adherence to or rejection of the government's rhetoric of economic development and good citizenship as redefining moments of public life. The article presents the June 16-July 15, 2014 issue of the journal "Africa Research Bulletin,' which focuses on various political and economic issues related to African countries. Topics discussed include despite the negative impact of instability in neighboring countries the growth remaining strong in East African countries, the importance to security given by Kenya, and the plan of the government in Rwanda to spend 2.58 billion U.S. dollars to improve infrastructure and export promotion.

The article assesses the effects of the new domestic cherry market on coffee-growing households in Rwanda using panel data. Findings from combined first differenced with instrumental variable specification and other estimation methods provide evidence that farmers who sell to the cherry market do not increase their expenditures compared to farmers selling to the traditional parchment market. The different time lags in terms of when farmers started selling to the new cherry market may explain the lack of statistically significant differences across the two groups. The article provides an outlook for the economic condition of Rwanda. It expects that the economy of the country will grow by 7% to 8%, up from 5.5% in 2009. According to Minister of Finance and Economic Planning John Rwangombwa, the agricultural sector was the key factor of economic growth, having registered a 10.4% growth in 2009. The article reports on the priority of the Rwanda's government to push the development of infrastructure and human capital. According to Finance and Economic Planning Minister James Musoni, the government proposed budget bill for Rwanda for year 2009-2010 has increased by 3% of the proposed draft budget in April 2009, to 838 billion Rawandan francs. It mentions that the budget would be provided to rural infrastructure as well as to the development of the income-generating activities.

The article reports that the East African newspaper of Nairobi discloses that the economy of Rwanda is driven by better coffee prices and a boom in the construction industry. Finance and Economic Planning Minister Manasseh Paul Nshuti said that the biggest challenge is to maintain macroeconomic stability without incurring more debts and that poor saving habits among Rwandans were restraining banks from extending credit and pushing interest rates up.
