This paper examines why China, in spite of its ordinary institutions, can grow so rapidly and for so long. Since each region in China has different quality of institutions and growth rates, we look into provincial and city data for this investigation. The variables formal and informal institutions are added into the conventional cross-section growth equation. The quality of the formal (informal) institution is taken from an opinion survey on the effectiveness of city governance conducted by the World Bank in 2006 (can be measured by the share of township-and-village enterprise in each province during 1978-2002 or by the trust index from surveys). We conclude that it is the informal institution that drives the rapid growth in China. Further investigation, using panel data and Arellano- Bond system GMM estimator, which controls for the missing fixed effect in cross-provincial regressions and provides useful instrument, confirms. Innovation has been increasingly recognized as a critical force in national economic growth not only in developed countries, but also in emerging countries such as China and India. This paper provides a critical review of the literature related to China's innovation capability. First, I evaluate the current status of China's innovation capability as measured not only by the level of human capital and output of academic research but also by patents, products, and services that directly benefit economic growth. I then review the development pathway of China's national innovation system since the economic reforms, including policies, the role of the government, and the engagement of different actors in the national innovation system. Following that, I examine theories and empirical evidence that help to explain the evolution of China's innovation capability. Finally, using China's experience, I analyze the relationship between innovation capability and economic development and highlight how the uneven spatial distribution of innovation capability may affect China's regional economic development. This paper assesses the performance of China's service trade over recent decades by summarizing and presenting data on its size, growth rate, sectoral composition, comparative advantage, and degree of openness. The evidence based on comparative analysis suggests that despite China's high growth rate, the development of China's service trade lags behind its merchandise trade. With a policy environment adjusted in China's 12th 5-Year Plan, a growing significance of China's service trade to both China and the global economy is likely under the prospective development strategy. China's service trade has already had large impacts on China's economic growth, employment, and technology diffusion. We suggest that even more major impacts will follow in the years to come and that there are implications for global trade, FDI, and labor migration. [ABSTRACT FROM AUTHOR]

China's spectacular economic growth has been spatially uneven, with much development occurring in eastern coastal areas. In particular, three metropolitan 'super-regions' have become China's most competitive knowledge-based economies, consisting of the Pearl River Delta, the Yangtze River Delta, and the Bohai Gulf Region. This paper benchmarks the competitiveness of these regions, with a view to exploring which region is best positioned to become the most dominant knowledge-based economy over time. Through the theoretical lens of dynamic comparative advantage, it is shown that each region has hugely increased its competitiveness through improvements in the capacity to absorb and diffuse knowledge. It is further shown that due to multi-dimensional advantages the Yangtze River Delta, incorporating the Shanghai metropolis, is best positioned to become the dominant hub of China's future knowledge economy. Reducing hunger and malnutrition and improving food security have come to the forefront of global political agenda. In the wake of recent spells of food price hike, national and supranational development organizations and governments have begun to express serious concerns about the world's capacity to feed its burgeoning population. In response to the target of increasing food production by 70% in 2050, many countries are formulating their agricultural policies to promote domestic food self-sufficiency and many are building international networks for outsourcing food supply beyond national borders. In the face of massive demand for food for its growing population, China is both strengthening its food self-sufficiency strategies and relying on large-scale imports from international market which has been a major driver of food price inflation in recent years. In China, increase in income and socioeconomic status on one hand have dramatically improved dietary intake and overall nutritional status of the population, and are creating an enormous pressure on land and water resources and natural environments on the other. Maintaining food and water security and for its huge population with its limited resources while at the same time sustaining the economic growth momentum are offering significant challenges to China's macroeconomic prospects. China's domestic food production and self-sufficiency status have certain repercussions on the volatility of global agri-food market and food security in food-import and food-aid-dependent countries. The objectives of this study is to provide an in-depth overview of China's food production and demand scenario with a particular focus on its challenging perspectives toward food secure 2050. The first half of the paper is designed to show recent trends in food production and consumption and the impacts on global food market. With the rapid sociopolitical and economic progress taking place over the past decade in the remote multi‐ethnic and multilingual Derung community in Dulongjiang Township, in the northwest of Yunnan Province, China, the local Derung people, one of the less populous ethnic groups in China, have been experiencing noticeable changes to their language ecology. This paper sets out to explore in particular the status and functions of English in its interaction with other languages in the Derung's language ecology, through investigating the local linguistic landscape and carrying out a survey of language instruction in the local elementary and secondary schools. The study reveals that English has become the second most frequent language after Mandarin Chinese (Putonghua) and further explores the reasons leading to this rise in the status and the functions of English as part of the changing language ecology in the Dulong River valley. We find that high‐speed railway connection in China has led to a reduction in GDP per capita for connected peripheral prefectures. We use the least‐cost path‐spanning tree network to address the nonrandom route placement issue. We find that the reduction of GDP per capita is driven by significant contractions in capital input, industrial output, and skilled labor outflow. We present evidence to support a trade‐based channel in light of falling transportation costs between peripheral and metropolitan regions. Spatial models of port system evolution often depict linearly the emergence of hierarchy through successive concentration phases of originally scattered ports. The Chinese case provides a fertile ground for complementing existing works by a long-term perspective, given the early importance of river ports and seaports and the development irregularities caused by periods of closure and openness over time and across such a large land mass. In both qualitative and quantitative ways, this paper describes and analyses the changing spatial pattern of China's port system since the first unified empire (221 bc). Main results underline a certain stability of the port system with regard to the location of main sea-river gateways, notwithstanding important regional shifts from one period to the other. A popular explanation for China's rapid economic growth in recent years has been the dramatic increase in the number of private domestic- and foreign-owned firms and a decline in the state-owned sector. However, recent evidence suggests that China's state-owned enterprises ( SOEs) are in fact stronger than ever. In this paper, we examine over 78,000 manufacturing firms between 2002 and 2006 to investigate the relationship between ownership structure and the degree of firm-level exposure to export markets and firm-level productivity. Using a conditional stochastic dominance approach, we reveal that although our results largely adhere to prior expectations, the performance of SOEs differs markedly between those that export and those that supply the domestic market only. This paper examines the influence of regional economic development on mutual funds investment decisions. Using fund holdings from 2003 to 2008, we find that Chinese mutual funds that collectively reside in the developed coastal region have the ability to select 'star' firms from neighboring inland areas and overweight them in their portfolios. However, they present a clear local bias within the coastal region. Such investment behavior is robust to political interventions. In particular, changes in political climate make mutual funds seek fundamentals like growth prospects and diversification benefits. In order to continue along its path of sustained economic growth, China will need, probably in just a few years, certainly after 2030, an extremely high number of immigrants. This conclusion, which contrasts with a recent World Bank scenario suggesting that the decline in labor supply due to demographic trends can be faced with sustained growth in productivity, is based upon a demand-driven model of migration. Moreover, according to the same model, the decline in fertility (and the one child policy that has been partially responsible for it) will end up provoking immigration flows above replacement level. The working age population and the total population will continue to increase, and China will remain the most populous country on the planet. Thermal power is the main source of China's electricity supply. Improving total‐factor generation performance (TFGP) is essential for the development of this industry in the current deteriorating operating environment. This study adopts the meta‐frontier nonradial direction distance function approach to measure the static and dynamic TFGPs of the thermal power industry in China's 30 provinces in 2011–2019, and then discusses the regional distribution characteristics and the impact factors using spatial econometric model and Tobit regression method, respectively. Empirical results show that: (I) The TFGPs in central and west China are relatively close, but both are remarkably lower than that in east China. (II) The TFGPs in central and west China have generally remained stable since 2011, whereas that in west China has declined mainly because this region is more susceptible to the situation of electricity supply‐demand. (III) A significant spatial positive correlation exists among provincial TFGPs. High TFGP provinces are mostly in the eastern seaboard region and low TFGP provinces are in southwest China. (IV) Economic development, power structure, fuel prices, and environmental regulation have positive impacts on China's TFGP, while the impacts of technological innovation and energy endowment are not significant. Understanding the facilitating role of regional governments and the source of regional competition is the key to demystifying the success of China's fast economic development since the 1990s. This paper, as the product of the lecture the author delivered at The World Economy China Annual Lecture on 3 November 2011 at University of Nottingham, provides a framework that better illustrates the mechanism that motivates China's economic growth over the past 20 years. It shows that the current growth mechanism in China is largely the result of institutional reforms and fiscal recentralisation that occurred in 1994 under the leadership of Premier Zhu Rongji. Being allowed to have their own source of tax revenue under the new fiscal reform, Chinese regional governments are motivated to pursue the goal of economic growth through fast capital formation and industrialisation. The newly designed intergovernmental fiscal relationship, as the most important reform programme in China, has also helped create a growth incentive that is compatible between central and local governments, and resulted in a Tibout-type regional competition in the sense that inefficient use of resources, including public land, would be substantially eliminated by the strategic behaviour of regional governments being more attractive to external direct investment. Such regional competition makes the regional governments preserve and use the markets rather than replace them, and has generated consistent and powerful development momentum for the post-1994 economy of China. As Africa's foremost 'emerging market' Angola is receiving increasing recognition for its oil wealth, leading to attempts to engage it as a strategic partner, especially amongst the 'rising powers'. In particular, there has been considerable escalation in development cooperation between Angola and China recently, though relatively little is known about the precise terms of this 'partnership' despite China's key role in Angola's post-conflict reconstruction. The growing importance of Chinese credit lines and increasing presence of Chinese corporate agencies across Angolan territory raise important questions about development, poverty reduction and inequality; governance and labour relations; and Angola's institutional capacity and the social structure of its cities. This paper critically examines the specific outcomes of Angola's 'partnership' with China along with the hybrid conceptions and tangled geographies of 'development' produced as a result. In particular, it seeks to interrogate the visions of Angola's future articulated by the Angolan state and the reference points and 'models' of development that they draw upon. This paper discusses the role of Hong Kong in China's grand scheme to build up the RMB as a global reserve currency. We highlight the economic importance of Hong Kong to China in terms of channeling foreign direct investment into China, some of which, in the future, will be denominated in the RMB. We discuss the development of China's RMB currency swap and deposit markets in Hong Kong. These offshore markets enable the RMB to trade freely, setting the stage for the RMB to become fully convertible and allowing market forces to play a role in pricing the value of the RMB, and help in the development of the RMB-denominated bond (or dim sum bond) market in Hong Kong. Finally, we present evidence of the phenomenal growth of the dim sum bond market in Hong Kong, which can further enhance and strengthen the use of the RMB outside China. [ABSTRACT FROM AUTHOR]

For a long time, China has been focusing primarily on pursuing economic growth, with less concern about social and environmental development issues. This may make China's development unsustainable. In contrast to its current economic-oriented approach predominated by economic growth, this research note presents a newly proposed approach of 'major function-oriented zone' (MFOZ) that is designed by our research team and is largely accepted by the central government and incorporated into its 12th Five-Year Plan. This approach tries to rationalise China's regional development and insists that each region should have its unique functions to perform, determined by its own characteristics, conditions and requirements. China faces serious external (i.e. trade) and internal (i.e. structural) imbalances. Both are related to income inequality, reduction of which will help to increase domestic demand. This paper discusses how income inequality has evolved over time. This is followed by an exploration of the consequences of high inequality. Driving forces underlying the rising inequality are analyzed before providing concrete policy recommendations. It is found that inequality declined in the early period of reform, until the mid to late 1980s, and then began a rising trend up to 2010. Major determinants of inequality include: location, institutional and policy factors, trade and globalization, and education inequality and human capital gaps along rural-urban and spatial divisions. To achieve a balanced economy and a harmonious society, development policies in China must shift from emphasizing growth to prioritizing equality. In addition, government interventions can target rural-urban disparity through rapid urbanization, and tackle regional inequality by developing financial markets, ensuring progressive allocation of fiscal resources, promoting trade and foreign direct investment in inland China, creating more formal jobs and supporting the service sector. The oil-rich Arab countries of the Gulf Cooperation Council (GCC) have rapidly expanded their economic relations with Asian countries recently, particularly China and India. The main reason behind this development is that the regions complement each other in several dimensions. China and India are the fastest-growing, oil-consuming nations in the world, while GCC countries have the largest proven deposits of oil and gas. The GCC is interested in China and India as reliable oil customers over the long-run and the latter look at the GCC as reliable suppliers of oil and gas. The two regions are also attracted to each other because both are enjoying strong economic growth and offer many investment opportunities to the other. It is expected that GCC economic relations with China and India will grow stronger in the coming decades and serve as a good example of South-South economic cooperation for other developing countries. This paper addresses the effects of regional integration in Laos, with a focus on China. Laos has recorded impressive growth over the past decade but remains one of the poorest countries in Southeast Asia. The paper examines Laos' position within the region and traces changes in its situation, particularly its evolving relationship with China, by analysing its changing trade and investment relationships with China and the two other important neighbours, Thailand and Vietnam. China has lifted a record number of people out of poverty, has had sustained levels of economic growth-at environmental and social costs-started a global economic and political rise and is developing effective responses to the global financial crisis. It is making these transformations with institutions that continue to surprise international observers. An increasing number of studies have started to articulate the lessons from China's development. The explosive growth of Chinese trade may be due to international production fragmentation, but few have assessed these phenomena together, in part, because it is difficult to measure the vertical specialization (VS) of China's trade. Unique features of China's processing trade cause both identification of imported inputs and their allocation across sectors to vary by trade regime. This paper estimates the VS of Chinese merchandise exports, addressing these two challenges. A new method to identify Chinese imported inputs is developed, and used to calculate VS by sector and destination. VS estimates based on the official Chinese input-output table are contrasted with those based on a split table, capturing processing and normal exports separately. Chinese outward direct investment (ODI) is expanding at an unprecedented rate. The present study augments the understanding of the determinants and drivers of Chinese ODI. It reviews the literature on Chinese ODI and analyzes investment by state-owned enterprises (SOE) for the period 2003-2008, focusing specifically on the differences between the determinants of Chinese investment in developed (OECD) and developing (non-OECD) economies. In addition, the study assesses the appropriateness of the general framework used for investigating ODI determinants (Dunning's eclectic paradigm) to analyze the experience of Chinese SOE. The findings indicate that Dunning's eclectic paradigm provides an excellent theoretical framework for analyzing the determinants of Chinese SOE investment in developed countries, and provides a good starting point for analysis of Chinese investment in developing countries. However, Dunning's specification requires refinement for developing countries. I perform Arellano-Bond GMM estimations using panel data over the period 1995-2008 and explore the growth effects of Africa's trade with China, distinguishing between the effect of imports and the effect of exports, and controlling for the role of export concentration. Four important results are obtained from the empirical analysis. First, there is no empirical evidence that exports to China enhance growth unconditionally. Second, the results suggest that export concentration enhances the growth effects of exporting to China, implying that countries which export one major commodity to China benefit more (in terms of growth) than do countries that have more diversified exports. Third, contrary to the widely held view that increasing imports from China would have a negative effect, the empirical results show that the share of China in a country's total imports has a robust positive effect on growth. Finally, the evidence suggests that there is an inverted-U relationship between exports to developed countries and growth in Africa. Overall, the results seem to provide support for the hypothesis of growth by destination (i.e., that where a country exports matters for the exporting country's growth and development). This paper studies the role of human capital in China's provincial total factor productivity (TFP) growth over 1985-2004. The stochastic frontier approach is employed to measure the productivity growth of Chinese provinces. Human capital is measured both qualitatively and quantitatively. In particular, enrolment rates at various levels of schooling are used to represent human capital composition. After controlling for endogeneity, we find that human capital has significant and positive effects on the TFP growth of Chinese provinces. However, when education quality is incorporated, productivity growth appears to be significantly enhanced by quality improvements in primary education only. Regional impacts of human capital are found to differ at various levels of schooling. In the eastern region of China, productivity growth is significantly associated with secondary education. TFP growth in the central region is mainly promoted by primary and university education. Yet in the western region, primary education plays the most prominent role. [ABSTRACT FROM AUTHOR]

Despite global recession, Macao continues to develop as an international gaming destination. However, as the intensity of development increases, the government is losing support for the gaming industry among some residents. This loss of support may be examined within the context of growth machine theory. This paper surveys residents regarding their attitudes towards gaming and development. The findings suggest residents can be divided into two groups - gaming supporters and gaming opponents. This paper examines the contribution of exports to growth in China since the early years of the decade. It is estimated that, despite a high import content ranging between 40 and 50 percent, approximately one-third of Chinese growth before the global crisis was a result of exports, due to their phenomenal growth of some 25 percent per annum. This figure increases to 50 percent if spillovers to consumption and investment are allowed for. The main reason for excessive dependence on foreign markets is underconsumption. This is due not so much to a high share of household savings in GDP as to a low share of household income and a high share of profits. It is argued that China can no longer maintain such high growth rates for its exports, and, therefore, needs to turn to consumption-led growth by expanding the share of wages and household income in GDP and accelerating public spending in social infrastructure. This paper considers whether trade between China and sub-Saharan Africa results in productivity-enhancing technology transfers to sub-Saharan African manufacturing firms. As trade flows between countries potentially results in interactions that lead to technological improvements in the production of goods and services, we parameterize the level of total factor productivity for African manufacturing firms as a function of foreign direct investment flow, and for the country in which it operates, trade openness with China, and its interaction with foreign direct investment. With micro-level data on manufacturing firms in five sub-Saharan African countries, we estimate the parameters of firm-level production functions between 1992 and 2004. Our parameter estimates reveal that across the firms and countries in our sample, there is no relationship between productivity-enhancing foreign direct investment and trade with China. In addition, increasing trade openness with China has no effect on the growth rate of total factor productivity. To the extent that total factor productivity and its growth is a crucial determinant of economic growth and living standards in the long run, our results suggest that increasing trade openness with China is not a long-run source of higher living standards for sub-Saharan Africa. Despite the global financial and economic crisis, China has continued to experience strong export-driven growth and, indeed, became the world's largest exporting country in 2009. This rise of China in international markets presents African countries with growing competition in their home and export markets, but also with new opportunities. This paper focuses on the impacts of these developments on countries in North Africa, which are directly affected by the prominence of Chinese manufacturing. In particular, the analysis addresses two policy questions: First, is competition from China leading to substantial displacement of resources that incur significant adjustment costs while moving to new activities, or are there opportunities to exploit finer patterns of specialization that entail less disruption? And second, will policies that mitigate the impact of competition from China limit the longer-term capacity to exploit new opportunities in the global market? The findings from the empirical analysis suggest that policy makers can support North African producers in the increasingly fierce competition with China by reviewing the regulatory and incentives environment, reducing trade logistics costs, and broadening trade promotion efforts to non-traditional markets. This study empirically focuses on examining the hypotheses of export premium (exporters are more productive than non-exporters), selection-into-exporting (more productive firms are ones that tend to become exporters) and learning-by-exporting (new export market entrants have higher productivity growth than non-exporters in the post-entry period). The propensity score matching method is used to adjust for observable differences of firm characteristics between exporters and non-exporters, allowing an adequate 'like-for-like' comparison. We also use the difference-in-difference matching estimator to capture the magnitude of different productivity growth between matched new export market entrants and non-exporters in the post-entry period up to two years. Drawing on 2,340 Chinese firms in the period 2000-02, we find evidence for export premium and self-selection, and once the firm has entered the export market there is additional productivity growth from the learning effect, in particular in the second year after entry. Although a successor to the 1997 Kyoto Protocol has not yet materialized, the 2009 Copenhagen meeting underlined the importance of China in international debates on climate and energy. This is based not only on China's current climate emissions, but also on its expected energy use and economic growth. Within China, climate issues have, like environmental pollution more generally, received increasing government and societal attention, but so has energy – topics that relate to one other but also have different priorities and actor interests behind them. However, while climate change has become more prominent, as shown in the targets included in the current five-year plan, its institutional embeddedness in relation to particularly energy issues has received limited attention. This paper aims to help shed some light on how Chinese policies and governance structures on energy, climate and environment have evolved, particularly considering the roles of national and provincial authorities. Administrative structures and policy-making processes turn out to be very complex, with a range of units and bodies at different levels with distinct responsibilities as well as inter-linkages. Moreover, tensions and conflicts can be found regarding climate change and environmental policies on the one hand, and prevailing objectives to further economic development on the other. This paper applies a structural vector autoregression analysis to quantify the impact of the global financial crisis on China. It is found that the impact is indeed sizeable: a 1-percent decline in economic growth in the USA, the EU and Japan is likely to lead to a 0.73-percent decline in growth in China. The article discusses whether the current measures of fiscal stimulus are adequate to offset the sharp decline in external demand. Although there is little doubt that the massive fiscal stimulus will largely offset the significant shortfalls in external demand, the current growth pattern in China will be increasingly unsustainable in the long term. China's reform cycles suggest that external shocks are often opportunities for structural reforms. Therefore, the crisis could also be a catalyst for rebalancing China's economic structure so as to return the economy to a sustainable path. [ABSTRACT FROM AUTHOR]

This paper investigates the reasons behind the resilience of China's economy to the global financial tsunami. China's economy is lowly leveraged in its banking, household, public and external sectors and, therefore, is less plagued by the global deleveraging than most developed economies. Chinese domestic sectors have improved significantly over the past decade, giving them larger capacity to cope with external shocks than during the Asian financial crisis a decade ago. Contrary to the conventional wisdom that China's economic growth is highly dependent on exports, we find that the main growth engine for China is domestic demand. Destocking, rather than falling exports, was the main cause of the sharp economic slowdown in China in late 2008 and early 2009. Therefore, the global economic slowdown should have limited impact on China's economy. Foreign direct investment (FDI) is blamed for being one of the main factors widening regional inequality in Chinese regions since it is highly unevenly distributed spatially. If this logic were true, then controlling the scale of FDI could be a solution to reduce regional inequality. However, it is difficult to reconcile the positive effect of FDI on economic growth with its potential “negative” effect on regional inequality. Using the largest panel dataset covering all the Chinese regions over the entire period 1979–2003 and employing an augmented Cobb–Douglas production function, this paper proves that FDI has been an important factor responsible for regional growth differences in China. However, it suggests that FDI cannot be blamed for rising regional inequality. It is the uneven distribution of FDI instead of FDI itself that has caused regional growth differences. This paper provides an overview and brief evaluation of China's rural tourism. Beginning with the form of poverty alleviation through tourism, China's rural tourism has undergone over 20 years of development and exhibited some unique features in its development pattern, scale and business operational models in accordance with China's political, social and economic systems. Government plays a decisive role in developing rural tourism in China. However, rural tourism has been valued mainly as an economic means for rural development during the country's modernisation process. Overlooking rurality as an essential issue in rural tourism may lead development to a wrong direction, which could jeopardise the sustainability of the industry. The paper presents an analysis of the economic relationship between the two most important economies in Asia. Over the last decades, the Chinese and Japanese economies have become more economically interdependent, a development which will, in the long run, impact the countries' political relationship. The paper seeks to answer the question: How can China and Japan gain from the current economic situation, further enhance their relationship and increase their synergies for regional economic development? Data on trade and Foreign Direct Investment are used in combination with primary data from interviews with Japanese and Chinese companies on how they perceive the current business situation and future potential. The result of the data analysis shows that the countries have much to gain from their economic interdependence. The firms see great potential in their respective markets but are concerned about political turbulence. Three possible scenarios for the future economic relationship are presented, including fierce competition on all markets and a leveraging of resources for mutual development between Chinese and Japanese companies. In the published literature, the differences in environmental performance across countries are typically explained using the Environmental Kuznets Curve. The Environmental Kuznets Curve states that pollution initially increases with economic growth. Once GDP per capita reaches a certain level, the relationship reverses. In the present paper, we provide an alternative hypothesis, where budget structure plays an important role in explaining the variations in pollution across the world: the lower the business-related taxes as a share of total tax revenue, the higher the property tax in total tax revenue and the higher the ratio of public health expenditure in total expenditure, then the stronger the incentive of pollution control and the lower the pollution level. Our empirical findings reveal that the budget structure does have an important impact on pollution control. The policy implication of this research is that effective control of environmental pollution requires changes in tax structure and expenditure assignment. Over the past several decades, China has made tremendous progress in market integration and infrastructure development. Demand for natural resources has increased from the booming coastal economies, causing the terms of trade to favour the resource sector, which is predominantly based in the interior regions of the country. However, the gap in economic development level between the coastal and inland regions has widened significantly. In this paper, using a panel dataset at the provincial level, we show that Chinese provinces with abundant resources perform worse than their resource-poor counterparts in terms of per capita consumption growth. This trend that resource-poor areas are better off than resource-rich areas is particularly prominent in rural areas. Because of the institutional arrangements regarding property rights of natural resources, most gains from the resource boom have been captured either by the government- or state-owned enterprises. Thus, the windfall of natural resources has more to do with government consumption than household consumption. Moreover, in resource-rich areas, greater revenues accrued from natural resources bid up the price of non-tradable goods and hurt the competitiveness of the local economy. [ABSTRACT FROM AUTHOR]

The restructuring of state-owned enterprises (SOEs) is a central aspect of their reform in transitional China. This study traces the processes by which large industrial SOEs in Lanzhou are reorganised externally and expanded internally, and analyses their effects on regional industrial development. The study is qualitative, based on enterprise surveys and their historical documents. The paper demonstrates that the reorganisation process was government-pushed, and that the government also played some role in the diversification and performance of large SOEs. In addition, the diversification of large SOEs in Lanzhou was subject to market conditions and SOE-specific factors, and the influence of the national reorganisation policy on industrial development in Lanzhou was linked to the product and scale structure of local enterprises. The impressive economic growth in a select group of Asian economies in the last several decades prompts some to argue that authoritarianism helps rapid economic growth while democracy hampers it. In this paper, we used the panel data approach to test this hypothesis for seven Asian economies, including South Korea, Singapore, and China. Our results reject the strong version of this hypothesis but fail to reject the weak version of it. Based on economic growth theory and the World Bank's analytical framework relating to the quality of growth, the present paper constructs a framework that encompasses physical, international, human, natural and knowledge capital to synthetically interpret economic development. After defining the five types of capital and total capital, we analyze the dynamic changes of these types of capital in China and in other countries. The results show that since China's reform and opening up, knowledge, international, human and physical capital have grown rapidly, with speeds of growth higher than that of economic growth. As the five types of capital have all increased at varying paces, the savings level of total capital in China has quadrupled in 25 years and overtook that of the USA in the 1990s. The changes in the five types of capital and total capital reveal that there are progressively multiple driving forces behind China's rapid economic development. Concerns over the effects of globalisation and liberalisation have intensified the debates over the trajectories and underlying sources of regional inequality. This paper attempts to link macro studies of regional inequality to micro studies of local development and to expand the research on intraprovincial inequality in China to Guangdong Province. First, substantial evidence has been provided to illustrate the extent of polarisation between the Pearl River Delta (PRD) and the periphery, especially since the early 1990s. Second, it has been found that new economic spaces centred on exoproduction centres, high-tech zones, university clusters, and entrepreneurial spaces driven by the domestication of globalisation and the growth of the knowledge economy have emerged as new engines of regional growth. The orthodox notion of the PRD development as externally driven has become obsolete, and a new conceptualisation centred on the knowledge economy and integrated development better explains regional development and polarisation in Guangdong. Finally, the theoretical and policy implications of the research are discussed. The emerging form of regional development in the PRD represents an effort to make the knowledge economy the new engine of regional development and indicates that developing countries such as China are attempting to move beyond being a manufacturing assembler. The emergence of the knowledge economy in the PRD also has important implications for the recent efforts to develop the Greater Pearl River Delta, which needs to pay more attention to global networks for innovation and creativity. Moreover, the emergence of the knowledge economy makes the development of the periphery even more challenging due to the effects of self-reinforcing agglomeration and the constraints of geographical barriers. The performance of inflation in China over the past few decades has been remarkable. This paper characterizes the statistical nature of the inflation series in China over the past quarter of a century and presents an interesting scenario of large decline in inflation pass-through accompanied with low inflation since the end of the 1990s. How should monetary policy in China be conducted under these new economic conditions? We propose a discrete inflation-targeting framework for monetary policy, which is likely to be suitable for the regime of low inflation and inflation pass-through. Across the developing world education is seen as a means of raising levels of everyday wellbeing and is being linked to improved measures of productivity and economic growth. This paper employs a household production function framework to examine the determinants of school attendance among migrant children using a unique dataset collected in China's Jiangsu province. The study finds that the main predictors of school attendance among migrant children in the sample were household income, mother's education, the length of residence of the child's mother in the city and whether both parents were working in the same city. After over a quarter of a century of high economic growth, there is no sign that China will slow its pace of economic development. In the meantime, domestic energy security and international climate security have become of increasing concern given China's growth patterns. In this paper, the authors look at the future prospects of growth of the economy, energy demand and greenhouse gas emissions. For China as a developing country, energy security constitutes a more immediate and challenging constraint for China in meeting its development target than the problem of emission reduction. Energy efficiency and diversification have been actively pursued for addressing energy security issue but with positive co-benefit of climate security. Two factors determining the level of living in different areas are income level and price level. Current studies on regional gaps concentrate on the gap in income levels. The present paper studies the impact of the two variables on the real living standards in different regions, with the real gap in the living standards calculated with price adjustment by taking into consideration only the deviations brought about by cash income. The basic conclusion is that, despite China's economy having witnessed rapid growth, the statistics at the macro level cannot disguise the obvious gaps among regions; therefore, as a result of the impact of income and price, the real gap in the living standards among different regions is smaller than the gap indicated by the nominal income level. As people are sensitive to cash income level, they have a low sensitivity to changes in real purchasing power. In other words, in areas that have the same real income levels, people tend to think that people live better when the nominal income and price are both high. The differences in price indices among different regions show that the same cash income can get different goods and services in different regions. This explains the rationale of the existence of floating workers among different regions. On this basis, we predict that people working in high-income areas who enjoy higher levels of social security might prefer to live in low-price areas after retirement if the social security payment method becomes more flexible. With the liberalization of the financial service sector mandated by China's access to the WTO, China's credit card market has received a great deal of attention from global financial institutions. This paper examines the enormous growth opportunities and key barriers facing the development of the credit card industry in China, and discusses the importance and tools of consumer credit risk management. In the process of rapid expansion of China's consumer credit card industry, credit risk management should be treated as a top priority to avoid a pile up of bad debt in credit card receivables. This requires the development of an updated and comprehensive national consumer credit database and the use of credit risk modeling and scoring in predicting consumer behavior. As structured finance develops in China, the securitization of credit card receivables into asset-backed securities might also serve as an alternative to traditional credit risk management.
