This paper surveys developments in the literature on trade and inequality over the past decade. I first discuss the impact of trade on nominal income inequality, with a focus on firm heterogeneity and the role of mobility frictions. Then, I provide an overview of the literature on the redistributional role of government in an open economy. This paper surveys the empirical literature on export and import diversification and its linkages with growth. We review widely used measures of diversification and the evidence about their evolution focusing on how export diversification relates to trade liberalization and economic development. We also discuss the linkages between trade diversification and productivity at the firm and industry level, highlighting new advances on the linkages between import diversification and productivity. There has been a long-held belief that there is an association between economic growth and increased levels of international trade. However, more recent work has questioned this hypothesis and the re-opening of the debate has identified two key areas of contention. One is the extent to which the effects of openness are conditional on factors omitted from the core regression relationship and hence how the hypothesis is tested. The other is the meaning and measurement of openness and liberalisation. This paper addresses both these areas by exploring the nature of heterogeneity in growth performance among liberalising countries using a difference-in-difference approach. The results show that, while in aggregate there appears to be a positive but small impact of trade liberalisation on growth, this masks a huge range of responses. Empirical analysis of this heterogeneity shows that a one-size-fits-all policy is not necessarily the most effective, and suggests a case-by-case approach is more appropriate. [ABSTRACT FROM AUTHOR]

The paper obtains new results about absolute and comparative advantage, by introducing international technological differences into the three–sector Findlay–Komiya and two–sector Oniki–Uzawa–Stiglitz models of open–economy growth with optimal saving. For example, if a country has the same Hicks–neutral advantage in all industries, it exports the capital–intensive tradable, even though the technological advantage is only absolute rather than comparative. Alternatively, even a small comparative advantage in some good is sufficient for the advanced country to export this product, regardless of relative factor supplies. The article discusses the issues concerning the impact of globalization on developing countries, the measurement of regional trade agreements' (RTAs') costs and benefits, and the global welfare consequences of agricultural subsidies in developed countries. It has been found out that there is a connection between poverty-reduction and trade liberalization, and that the economic opportunities provided by trade liberalization can affect institutional change in developing countries. This implies that success must be attained in the Doha Round of World Trade Organization to counter the proliferation of RTAs. However, making farm policies of developed countries less trade-distorting is now being considered in many debates.

In 2007 a free trade area (BFTA) will be created in the Balkans. In this paper we study BFTA-induced trade growth in the SEE. Given that welfare impacts associated with trade growth depend on the growth channels, more goods and varieties exported or at higher price or more volume of exported goods and varieties, we study the structure of integration-induced export growth in the Balkans. Given that no firm-level trade data is available for the Balkans, we adopt the heterogeneous firm framework, which allows to decompose aggregate trade growth into intensive margin of trade and extensive margin of trade using only aggregate trade data. Our empirical findings predict that the BFTA would primarily increase the export volume through a growing number of shipments (the extensive margin of trade) suggesting that the actual welfare gains from the trade growth in the Balkans might in fact be larger than predicted in previous trade studies. Most international trade models fail to account for the fact that almost all goods must pass through the distribution sector. The authors compare different approaches to modeling distribution within an Applied General Equilibrium framework and find that such modeling may significantly affect trade opening simulations. They also predict large potential gains from streamlining distribution. For instance, a 10% reduction in Japan's final goods distribution margins would benefit it as much as worldwide free trade would. Since 1950 there has been a massive liberalization of world trade taking various forms including the formation of free trade areas, customs unions, unilateral reductions in tariff barriers, and reductions in non-tariff barriers to trade. To what extent has this liberalization contributed to the growth performance of countries, and what are the mechanisms through which faster export growth may impact favourably on economic growth? The paper first surveys the empirical literature which seems to show that countries that participate in regional trading agreements (RTAs) fare worse than countries which reduce tariffs unilaterally, and secondly comments on the theoretical literature relating to the mechanisms through which exports affect growth. It is argued that the orthodox neoclassical supply-side argument is only half the story, and much more emphasis needs to be placed on the effect of export performance in relaxing a balance of payments constraint on demand. This paper argues that while the North American Free Trade Agreement (NAFTA) has been successful in fostering trade between the parties and in serving as a model for subsequent free trade agreements, it has not realised its potential. This results from the free trade format itself as well as the unwillingness of the parties to go beyond the free trade format and their refusal to deal with new trade and security issues within NAFTA. This paper describes the process of trade liberalisation experienced by the Spanish economy between 1960 and 2000. The path towards liberalisation involved progressive reductions of quantitative restrictions, which were replaced by border taxes. We discuss the possible dynamic benefits of economic integration for the new members of ASEAN. Direct evidence on regional integration and growth is weak, but three indirect channels are possible. Openness increases access to foreign knowledge, which could help productivity growth. Trade liberalisation is likely to stimulate investment and might promote the integration of the regional production network. Binding liberalisation under AFTA would help ‘lock-in’ and accelerate liberal economic reforms. These gains are not automatic, however. Discriminatory liberalisation will switch imports from sources with high stocks of knowledge towards ASEAN countries, which have lower stocks, and so may lower productivity growth. We term this ‘dynamic’ trade diversion. In addition, local absorptive capabilities must be developed to benefit fully from technology transfer. ABSTRACT: Following United States withdrawal, the Trans‐Pacific Partnership agreement (TPP) is likely to be replaced or complemented by a series of bilateral deals between the US and TPP partners. In this case, TPP will shape trade, finance and public policy globally even without formal US participation. Proponents of TPP emphasize its prospective economic benefits, with economic growth increasing due to rising trade volumes and investment. Widely cited projections suggest modest GDP gains after 10 years, varying from less than half a percentage point in the USA to 13 per cent in Vietnam. However, these projections assume full employment and constant income distribution in all countries, excluding some of the major risks of trade liberalization. This article provides alternative projections of the TPP's economic effects using the United Nations Global Policy Model, which allows for changes in employment and income distribution. Using this model, the authors obtain very different results. They find that the benefits to economic growth are even smaller than those projected with full‐employment models, and are negative for Japan and the USA. This article highlights some of the major contradictions and pressures for change in current agricultural policies of the European Community and the European Free Trade Association countries. It examines three alternative policy scenarios for shifting the direction of these policies: 1) continuing a reactive strategy of constrained trade liberalization, 2) giving in to a conciliatory strategy of trade liberalization, and 3) adopting an anticipatory strategy of sustainable agriculture and rural development. It concludes that a sustainable development policy approach not only offers better prospects for maintaining the socio-economic vitality of rural areas, but that it would also better serve the interests of the wider society in rural areas.

Abstract: We empirically analyze the causality relationship between economic growth and international trade using new advancements in the econometric methodology for heterogeneous panel data applied to Latin American countries. First, we test for dependencies between the units of cross‐section (countries) and then we test for cointegration between growth and openness. Finally, we test for Granger causality using a heterogeneous panel data test. The results reject the hypothesis of general, unidirectional, and homogeneous relationship between trade openness and economic growth in Latin American countries as a group. However, considering heterogeneity, we found significant evidence of causality from trade liberalization to economic growth in Chile, Peru, Nicaragua, and Uruguay; we have found bidirectional causality in Mexico and Honduras; and a causal relationship from economic growth to trade liberalization in Colombia, Costa Rica, Guatemala, and the Dominican Republic. Free trade agreements have become a central feature of many developing countries' growth strategies, encouraged by an evaluation literature that quantifies their positive impact on trade. However, trade gains come at the cost of policy space, particularly when the partner is a developed country, and though this cost has been acknowledged, its impact has not been explored. This article seeks to address this oversight by detailing changes to the domestic policy environment from the participation of a developing country in a US-anchored FTA and evaluating whether the resulting policy regime is flexible enough to enable a developmental government to pursue activities associated with industrialisation. Geographical Indications have evolved in recent years to protect indigenous knowledge in the agrifood sector without hampering the ethos of free trade. Supporters regard them as useful tools for protecting national property rights and offering new export opportunities, while opponents consider them as barriers to trade. This article provides theoretical justifications for them, based on insights from the New Institutional Economics, and cites Darjeeling tea and Basmati rice as Indian examples highlighting some of their dynamic institutional aspects. Much literature in the social sciences addresses the relationship between economic development and democracy. Many large-scale surveys have found a strong relationship between economic development and democracy, while others indicate a more complex dynamic involving education and inequality. Comparative studies of fewer cases indicate ambiguous results but suggest the importance of historical contingencies, class conflict, unionization, and opposition parties. Free trade advocates argue that trade leads to economic development, which leads to increased demands for and gains in environmental protection. I argue, however, that the relationship needs to be understood in a more complex and dynamic way that takes into account a variety of political, cultural, and economic developments resulting from freer trade. Accordingly, I raise several reasons to be skeptical about claims linking free trade, development, democracy, and environmental protection. In an Economic Viewpoint published in the September 2005 edition of Economic Affairs , ‘Can Globalisation Depress Living Standards in the West?’, Professor E. J. Mishan argued that globalisation may reduce living standards in the West by decreasing the labour–capital ratio in developed countries as firms move production to countries where labour is cheaper and/or migrants to the West from the developing world bid down wage rates. In a reply to Professor Mishan's article, Dr John Meadowcroft argues that this view of globalisation is far too pessimistic and explains why free trade, not protection, will secure the prosperity of developed and developing economies. The article focuses on the African Trade Initiative launched by Bob Geldof and the Africa advocacy group Data. This trade plan seeks to ensure Africa's economic growth despite increased exports and regional trade as it highlights the need for the European Union (EU) and U.S. markets to welcome African products and subsidy reform. Data contends that the EU is exposing Africa into potentially unfair trade agreements. Geldof advocates the termination of the enforcement of trade liberalization on the poor.
