This article compares the approaches to poverty elimination adopted by the UK government White Paper on international development and the Australian government's review of its overseas aid programme (Ausaid Review). Both documents adopt sustainable poverty reduction/elimination as the key policy leitmotiv of overseas aid policy. However, a difference of approach is in evidence. The UK White Paper ventriloquizes the DAC and World Summit social policy targets and ambitiously elevates its own departmental policy and values to that of government policy overall--though without specifying the instruments by which this consistency can be assured. The silence on the resource implications of the overriding objective of poverty elimination, in terms of budgetary provision, could create a credibility gap between intentions and programme implementation. The Ausaid Review, on the other hand, hones its cutting edge on the complex, often self-serving array of development programmes that are often lacking in focus and harboured from external scrutiny by an overprotective bureaucracy. The Review suggests the adoption of a single value statement of 'poverty reduction through sustainable development' by which all programmes should be judged. The predominantly Australian-based tertiary education scholarship programme is criticized for pandering to domestic educational constituencies and reflecting a weak linkage to poverty reduction. However, in the final analysis the narrow geographical focus of the programme, the privileged status of PNG and the level of tied aid remain substantially intact--despite serious question marks over their poverty content. This paper analyses the impact of the economic growth in Cote d'Ivoire on the poor people. We use household data from two LSMS (1992 and 2002) led by the National Statistical Office of Côte d'Ivoire. We show that the situation in this country is characterized by a trickle-down growth: the poverty growth curve and the growth incidence curve computed show that growth reduces poverty but the poor people receive proportionally fewer benefits than the non-poor. In the last thirty years, remarkable achievements have been made in China's poverty reduction course. The dramatic fall in China's poor can be attributed mainly to a high rate of economic growth, government poverty reduction policies and targeted programmes and pro-poor macroeconomic and industrial policies. This paper focuses on China's poverty reduction policies and programmes and their impact on the poor regions and poor households. Lessons are drawn for poverty reduction and economic development in African countries. The paper also explores the potential for collaboration in poverty reduction between China and African countries and recommendations are made for the governments and donor agencies. By comparison with most African countries, post-apartheid South Africa appears to be characterised by growth-oriented cooperation between state and business. Economic growth has remained weak, however, and income poverty persists as the economy continues down an inegalitarian growth path that fails to reduce unemployment and thus has little effect on poverty. This paper argues that the appearance of close state-business relations is misleading: selectively pro-market public policies have not reflected a pro-business orientation on the part of the state. The governing African National Congress concurred with established business on the need for increased productivity and selective state interventions in a mixed economy. But most of the political elite overestimated the commandist powers of the state in the short-term, viewed established South African business with deep suspicion if not hostility, and was unwilling to deliberate or negotiate on distributional issues in either formal bilateral or corporatist institutions, or even informally. The state sought to discipline and transform business, not work with it. Unable to sustain an active growth coalition, a pro-poor, developmental coalition was far out of reach. The politics of the governing party precluded substantive concessions on labour market regulation and pushed it towards ever more interventionist 'black economic empowerment' policies. This paper analyses policies designed to counter poverty and income inequality within a two period overlapping generations model. The baseline is provided by a laissez-faire regime where income in the second period is determined by the human capital of the agent together with the investment in education in the first period. Within the framework of a balanced budget, two policies are examined; the provision of income support alone and then when this is supplemented by additional education for the poor. The latter policy can lead to greater mean income and less poverty and income inequality compared to laissez-faire when income is responsive to educational outlay. [ABSTRACT FROM AUTHOR]

The article focuses on a procedural aspect of the war on poverty, namely the role of the office of economic opportunity as coordinator of the antipoverty war. While coordination is a procedural task, it has clear implications for the substance and impact of public policy. Coordination involves the common direction of policies or programs to eliminate conflicts and divergencies and to insure their focus on a common goal for its better attainment.

Last year, 2020, was the 50th anniversary of the opening of the 'Chilean road to socialism' by Salvador Allende. Although the Allende government is the political reference for the 'socialism of the 21st century' in Latin America, international supporters tend to disregard the primary cause of its downfall, focusing instead on the circumstances of Allende's death. This article explains the link between the Allende government's development policies and its macroeconomic outcomes between 1970 and 1973. It finds that Chile's economic collapse had an endogenous cause related to government policies. This supports the views of Mises and Hayek on the feasibility of socialist economic policies. Policymakers and commentators should recognise essential lessons from the Chilean experience to learn from past errors and effectively promote Latin America's economic development. Rapid population ageing and economic transformation in Asia underline the policy challenges associated with ensuring income security in old age. This article examines the potential role of social pensions in securing old-age income security in Asia. It assesses the main policy trade-offs associated with adopting alternative social pension designs, especially around two critical policy points: the comparative advantages of social assistance and social pensions; and the integration of non-contributory transfers within advanced contributory pension schemes. The accountability movement in public policy hails a new programme for US foreign assistance - the Millennium Challenge Account established in 2004 with the aim of 'picking winners' for grants among developing countries based on their demonstrated quality of governance. This article uses the MCA's own rating system to dispute its claim to know in advance which countries are best positioned to meet major development goals. High governance scores alone bear little or no relationship to growth in national income or decline in poverty. The article discusses on the measure used to gauge poverty in the U.S., Europe and other developing countries. It discusses that the present official measure of poverty in the U.S. is flawed and both, the poverty threshold and measurement of available resources should be improved. It reports that European countries provided with sufficient social aid but they face a technical problem of relative poverty threshold. This article proposes a dialogue around a conceptualisation of development as involving three complementary processes: ‘hanging in’, ‘stepping up’ and ‘stepping out’. These describe different types and scales of structural change in national and sub-national societies and economies, in different sectors within these economies, and in people's evolving livelihoods. The simplicity and strong theoretical, empirical and experiential content of this make it a powerful framework both for interdisciplinary, inter-sectoral, multi-scale analysis of dynamic development processes, and for structuring dialogue about contested aspirations, assumptions, modalities and constraints among development analysts and stakeholders with different interests and paradigms. Despite being a relatively modest document that commits the government to little that is new, the PRSP is quite a significant innovation in the context of Tanzania. The PRSP approach has brought poverty reduction policy into line with the fiscal framework, promoted a more participatory approach to public policy–making and helped the government to adopt a policy of eliminating primary school fees. However, this article argues, the difference that this makes can be overstated. Much depends on the completion of complementary reforms in the management of the public services and local government. Expectations about the PRSP process therefore need to be carefully managed, keeping firmly in mind that commitment to poverty reduction is a political and not a technocratic issue.
