The Labour government's new White Paper promises great changes in the British aid programme: re-focusing aid on poverty reduction, partnerships replacing one-sided conditionalities, and policy coherence so that the broad gamut of British policies in areas as diverse as agriculture, trade and investment are in line with the needs of international development. However, the Paper is stronger on broad policy statements than detail as to how to implement these strategies. Moreover, an examination of the history of British aid shows continuity to have been greater than change. Both Labour and Conservative governments have presided over cuts in UK aid, and so instead pointed to the high quality of British aid. But efforts to improve aid quality have been impeded by the use of aid to achieve political and commercial objectives. Whether the White Paper represents a break with the past cannot be determined by the Paper's brave rhetoric, but only by the future actions of the Department for International Development. © 1998 John Wiley & Sons, Ltd. There is a widespread perception among academic researchers and aid practitioners alike that empirical cross-country analysis fails to find any significant link between aid flows and growth, and that aid is successful only when associated with good policies in the recipient countries. These positions do not stand up to careful scrutiny of existing studies. In this paper, we offer a re-examination of the literature on the aid–savings, aid–investment, and aid–growth relationships, and a comparative appraisal of more recent research contributions. Using an analytic framework for evaluating the empirical work, a coherent and positive picture of the aid–growth link emerges. This article compares the approaches to poverty elimination adopted by the UK government White Paper on international development and the Australian government's review of its overseas aid programme (Ausaid Review). Both documents adopt sustainable poverty reduction/elimination as the key policy leitmotiv of overseas aid policy. However, a difference of approach is in evidence. The UK White Paper ventriloquizes the DAC and World Summit social policy targets and ambitiously elevates its own departmental policy and values to that of government policy overall--though without specifying the instruments by which this consistency can be assured. The silence on the resource implications of the overriding objective of poverty elimination, in terms of budgetary provision, could create a credibility gap between intentions and programme implementation. The Ausaid Review, on the other hand, hones its cutting edge on the complex, often self-serving array of development programmes that are often lacking in focus and harboured from external scrutiny by an overprotective bureaucracy. The Review suggests the adoption of a single value statement of 'poverty reduction through sustainable development' by which all programmes should be judged. The predominantly Australian-based tertiary education scholarship programme is criticized for pandering to domestic educational constituencies and reflecting a weak linkage to poverty reduction. However, in the final analysis the narrow geographical focus of the programme, the privileged status of PNG and the level of tied aid remain substantially intact--despite serious question marks over their poverty content. This paper tells the story of the initiation and first year of Sphere. It traces the history of how the project was started and its relationship to other major events of that time, principally the multi-donor Rwanda evaluation. The paper describes how the basic structure of the Sphere standards was agreed upon and discusses why some sectors were eventually left out of the standards. Tensions and public disagreements between the agencies that created Sphere are discussed, along with the manner in which the chosen working processes contributed to the successful publication of the Sphere standards. We show how the process of policy formulation, which led up to the publication of the first edition of the Sphere standards, was as dependent upon the ability of the project team to work opportunistically as it was upon the application of agency principles. During the past decade, much attention has been paid to the migration-development nexus, both in academia and in the global development community. This has created what we argue in this paper can be characterized as an 'international buzz' around the issue. In this paper, we explore how two donor countries, the Netherlands and the United Kingdom, have approached the nexus in their policies and practices in recent years. We examine in what ways it has been feasible to work with migration-development links, taking into account various interests and the national political climates regarding development aid and immigration policies. Important themes of the nexus, which are discussed in detail going through the policies, are remittances, engagement with migrant associations, and temporary migration schemes and programmes addressing the so-called 'brain drain' problem. We argue that the two countries represent two different trends among donors: the one does not directly link migration management with migration and development policies, as these are conceived within the national donor agencies; while the other appears to be more focused on providing better migration management through development cooperation. In the conclusion, we argue that the consensus-orientated simplicity of the buzz surrounding migration and development can be said to have had a somewhat restricting effect on the policies, in the sense that it seems to have discouraged conflicting parts of the migration-development nexus from being taken up in the national contexts. Based on our analysis of the two countries' policies, we discuss possible implications for the future, reflecting on the tendency of buzzwords to dip in and out of fashion. [ABSTRACT FROM AUTHOR]

The appropriate role of foreign aid in promoting economic development has long been debated. With the recent change of focus from economic to human development, it is timely to investigate the effectiveness of aid in promoting human development. This paper is the first to empirically test the hypothesis that increases in human welfare can be achieved through health sector specific foreign aid. My results indicate that foreign aid is ineffective at increasing overall health and is an unsuccessful human development tool. A declared commitment in international development assistance is to promote donor co-ordination. Yet, how this objective plays out in practice, or how feasible and realistic it is, have rarely been evaluated. Using the fisheries sector as a critical case, this article explores whether two major international actors, the United Nations Food and Agriculture Organization ( FAO) and the World Bank, meet the demands of policy harmonization as spelled out in the Paris Declaration on aid effectiveness. Through a systematic qualitative analysis, the article investigates whether the policies of these actors are complementary or contradictory. It also assesses how the potential challenges to harmonization can be understood and what the broader implications for aid and development policies in general might be. [ABSTRACT FROM AUTHOR]

In this article we explore the implications of Brexit for the UK and the EU's development policies and strategic directions, focusing on the former. While it is likely that the operational process of disentangling the UK from the various development institutions of the EU will be relatively straightforward, the choices that lie ahead about whether and how to cooperate thereafter are more complex. Aid and development policy touches on a wide range of interests-security, trade, climate change, migration, gender rights, and so on. We argue that Brexit will accelerate existing trends within UK development policy, notably towards the growing priority of private sector-led economic growth strategies and blended finance tools. There are strong signals that UK aid will be cut, as successive secretaries of state appear unable to persuade a substantial section of the public and media that UK aid and development policy serves UK interests in a variety of ways. Market-oriented economic policies have been strongly linked to faster rates of economic growth. Foreign aid is often provided in part to encourage market-oriented reforms. We analyse the impact of aid on market-liberalizing policy reform, correcting for its potential endogeneity. Results indicate that higher aid slowed reform over the 1980–2000 period, as measured by a broad index of policies. Disaggregating policy into five areas, aid is associated with slower reform in some policy areas but not in others. Disaggregating by decade, the adverse impact of aid on policy reform is much more pronounced for the 1980s than for the 1990s. [ABSTRACT FROM AUTHOR]

In a review of five recent works on Scandinavian politics and public policy, it is shown that the basis for talking about a Scandinavian model is unfounded. Politics and policies diverge from country to country and within each country from sector to sector as a result of institutional variation. This variation is embedded in institutional history which accounts for strong national path dependency in public policies. However, the institutional set-up at a given point in time also provides political actors with incentives for change. Two of the works reviewed take up this lead as they argue for institutional reform, in one case to protect the welfare state against political erosion, in the other case to facilitate renewed economic growth and improved living standards. The review concludes by arguing for the positive prospects for systematic comparative analysis of Scandinavian politics, providing a mixture of institutional and political similarities combined with theoretically relevant variation.
