Beginning from the early 1980s countries in Sub-Saharan Africa embarked on financial liberalization policies with a view to reversing the ill-effects of financial repression. This paper provides a survey of financial liberalization in Sub-Saharan African countries over the period 1980 to 2004. Our review of empirical studies showed that financial liberalization has had diverse and contrasting effects on savings, investment and economic growth. Most studies found a significant positive effect of financial liberalization on investment whereas its effect on savings has been largely insignificant. The evidence on the effect on economic growth is inconclusive as different studies find contrasting results. It is found that financial liberalization policies have not had the desired and expected results as both financial and macroeconomic variables have not improved following financial liberalization in these countries. This calls for a rethinking of financial liberalization in Sub-Saharan African countries. It is important that financial liberalization is carried out in a stable macroeconomic environment. In addition to this, there should be a building and reform of institutions and the strengthening of prudential regulation. Asia is an increasingly significant player in the global economy, and Asia's unprecedented growth and multifaceted disparities have generated many fascinating issues for scholarly research. This paper summarizes the diverse regional policy and practices of Asia in the context of globalization and transition. We argue that research on Asia is embedded in the complex economic-geographical processes and multiple trajectories of development. This paper highlights the important role of institutions and global-local interactions in regional development and public policy. Resumen. The papers in this special issue represent some of the most comprehensive analyses of the implications of climate change for developing countries undertaken to date. The papers employ a bottoms-up systems approach whereby the implications of climate change are evaluated using structural models of agriculture and infrastructure systems. The authors of the paper hail from multiple disciplines. This comprehensive, multi-disciplinary, structural approach is designed to allow for more robust insight into the potential implications of climate change. In 1994, Jamie Peck and Adam Tickell published 'Jungle law breaks out: neoliberalism and global-local disorder'. In this paper, Peck and Tickell proposed that the dramatic acceleration of place-based competition was the result of political-economic disorder at the global scale and that neoliberalism was critical to the understanding of this shift in scale of political and economic governance practices. Moreover, they argued that rather than restoring and sustaining economic growth, local strategies were the product of continuing regulatory crisis. Peck and Tickell's insights helped inspire and initiate one of the most influential and growing areas of political economic geography: the theorisation and research of neoliberalism. This body of work presents neoliberalism as the regulatory expression of capitalism's unstable, contradictory and crisis-ridden dynamic to highlight the ongoing search for a new institutional fix. This commentary traces Peck and Tickell's original insights in relation to the persistent framing of neoliberalism as an inevitable response to the breakdown of Keynesian-Welfarism. Drawing on research on welfare state restructuring, it further outlines how the 'lore' of neoliberalism as regulatory solution inhibits discussion of alternative regulatory forms. Why is the economic growth rate so low in poor countries? This paper offers an explanation by using a simple two-sector AK growth model with intersectoral linkages and high relative prices of intermediate goods. Intersectoral linkages lead to two balanced growth paths (BGPs). The high-growth BGP is a source. The low-growth BGP is a sink because it has a small final goods sector, small intersectoral spillovers from the final goods sector to the intermediate goods sector, and small marginal products in the intermediate goods sector, yielding high relative prices of intermediate goods. The low-growth BGP is an attractor and thus development trap. To produce a big push effect, this paper analyzes the first-best policy and finds that a subsidy to own consumption and a provision of public goods to the final goods sector can internalize the external effect and render the low-growth BGP infeasible. During the 2000s, Australia experienced a rapid and substantial resources boom. The impacts from this boom were particularly felt in Western Australia, which has the largest share of mining revenue as a proportion of both gross state product and exports. Some states have reported that although mining export earnings have risen due to strong commodity prices, there was less impact on the populations, labour markets and regional development than may have been expected. This paper will investigate the impact of the mining boom on the population and labour markets of Western Australia. Of particular policy relevance are skilled labour shortages and the effects that any changes in population and employment have on the remote communities where the majority of the mining activities are located. China faces serious external (i.e. trade) and internal (i.e. structural) imbalances. Both are related to income inequality, reduction of which will help to increase domestic demand. This paper discusses how income inequality has evolved over time. This is followed by an exploration of the consequences of high inequality. Driving forces underlying the rising inequality are analyzed before providing concrete policy recommendations. It is found that inequality declined in the early period of reform, until the mid to late 1980s, and then began a rising trend up to 2010. Major determinants of inequality include: location, institutional and policy factors, trade and globalization, and education inequality and human capital gaps along rural-urban and spatial divisions. To achieve a balanced economy and a harmonious society, development policies in China must shift from emphasizing growth to prioritizing equality. In addition, government interventions can target rural-urban disparity through rapid urbanization, and tackle regional inequality by developing financial markets, ensuring progressive allocation of fiscal resources, promoting trade and foreign direct investment in inland China, creating more formal jobs and supporting the service sector. This paper develops multi-dimensional analyses of socio-spatial relations. Building on previous research, we identify some tensions associated with different dimensions of socio-spatiality and introduce the theme of compossible and, more importantly, incompossible socio-spatial configurations. Two short studies are deployed to highlight the socio-spatial implications of the principle that not everything that is possible is compossible. The first shows the power of thinking varieties of capitalism compossibly (via the concept of variegated capitalism) and then examines the successive strategies adopted by the European Communities and European Union to address the significance of changing patterns of variegation for approaches to European integration, spatial strategies, and economic and social policies. The second case discusses some related problems for state spatial projects, starting in the 1980s with spatial planning, promotion of a Europe of the Regions and/or of Europe and the regions, and then turns to examine city-regional development strategies. The transition from Fordism to post-Fordism has been accompanied by profound changes in the spatiality of west European states. The hierarchical, top-down and redistributive structures that typified the Fordist welfare state have been replaced by more complex spatial configurations as elements of economic and political power have shifted both downwards to subnational territorial levels and upwards to the supranational level. A major debate has developed around the nature of these emerging forms of state spatiality and of the processes underpinning their formation. This paper examines how these processes have operated in the particular case of the Republic of Ireland. Here, the spatiality of the state was founded on a peculiar post-colonial combination of a localised populist politics and a centralised state bureaucracy. While this arrangement was quite suited to the spatial dispersal of industrial branch plants which underpinned regional policy in the 1960s and 1970s, it has become increasingly problematic with the more recent emergence of new trends in the nature and locational preferences of inward investment. This is reflected in the profound conflicts that have attended the formulation and implementation of the National Spatial Strategy, introduced in 2002. The result is a national space economy whose increasing dysfunctionality may now be compromising the very development model upon which Ireland's recent spectacular economic growth has been built. This paper examines the impact of capital market integration on higher education and the link to economic growth. The analysis takes into account that participation in higher education is non-compulsory and depends on individual choice. Due to capital-skill complementarity, integration increases (reduces) the incentives to participate in higher education in capital-importing (-exporting) economies, all other things equal. From a national policy point of view, public education expenditure should increase after integration of similar economies in order to attract mobile capital. Using foreign direct investment as a measure of capital flows, we present empirical evidence which largely confirms our main hypothesis: an increase in net capital inflows in response to capital market integration raises participation in higher education. In addition, we show that the adjustment in educational attainment is an empirically relevant channel through which capital inflows foster economic growth. [ABSTRACT FROM AUTHOR]

Using data from a sample of 1,099 workers, this paper investigates the determinants of employment and wages for workers in the United Arab Emirates. The paper further examines the wage distribution and the decomposition of the wage gap between the public and the private sectors. Results of the study are consistent with the dual labour market theory and indicate that the labour market in the United Arab Emirates is segmented based on sectors (public versus private) and types of workers (nationals versus non-nationals). Considering sustainability a matter of intergenerational welfare equity, this paper examines whether an optimal development path can also be sustainable. It argues that the general 'zero-net-aggregate-investment' condition for an optimal development path to be sustainable in the sense of the maximin criterion of intergenerational justice is too demanding to be practical, especially in the context of developing countries. It further argues that while the maximin criterion of sustainability may be appealing to the rich advanced industrial countries, for the poor developing countries it implies equalization of poverty across generations, and as such is too costly a moral obligation to be acceptable. The paper suggests that a compromise development policy that follows the optimal growth approach but adopts certain measures to mitigate both the intergenerational and intragenerational welfare inequalities may be more appropriate for these countries. This paper seeks to open up what economic geographers think they can do as academics engaging in the policy realm. It draws on the author's role as an academic and his policy persona as academic expert and academic with expertise that has been guided by post-structural political economy (PSPE) thinking. It is Auckland-centred, situated in three trajectories: PSPE thought and practice developing at the University of Auckland, the Auckland Regional Economic Development Strategy (AREDS) trajectory of the Auckland Regional Council and Auckland City Council's sustainability trajectory. The paper recovers in PSPE terms dimensions of two 2006 policy moments, those of the Metropolitan Auckland Project (MAP) and the Mayoral Taskforce on Sustainable Development (MTSD), in which the author participated. Placing intellectual (PSPE) and policy trajectories (growth and sustainability) into conversation allows a unique exploration of co-constitutive dimensions between academy and policy worlds. Conceptually and methodologically, the moments in the policy trajectories are accessed by (i) analytic description of the policy trajectory from the outside in terms of academic understandings of institutional processes and (ii) in-the-room deliberations about policy decision possibilities. The aid effectiveness literature (AEL) consists of empirical macroeconomic estimates of the effects of development aid. By the end of 2004, it comprised 97 econometric studies of three families of related effects. Each family has been analyzed in a separate meta-analysis. The AEL is an ideal subject for meta-analysis as it uses only a few formally similar models to estimate the same underlying effects. It is also an area with strong beliefs, often generated by altruism. When this whole literature is examined, a clear pattern emerges. After 40 years of development aid, the preponderance of the evidence indicates that aid has not been effective. We show that the distribution of results is significantly asymmetric reflecting the reluctance of the research community to publish negative results. The Dutch disease effect on exchange rates provides a plausible explanation for the observed aid ineffectiveness. [ABSTRACT FROM AUTHOR]

This paper investigates the timing of the impact of changes in checks and balances on macroeconomic efficiency in a panel of countries. Using Battese and Coelli's one-stage approach, we find that increasing checks and balances results in greater efficiency. Furthermore, the impact of institutional changes on efficiency is delayed, with a full effect showing after five to six years. This finding remains robust after distinguishing developed and developing countries, including country-fixed effects and using alternative functional forms of the production frontier and alternative measures of checks and balances. The term ‘Washington Consensus’, as Williamson conceived it, was the lowest common denominator of the reforms that he judged ‘Washington’ could agree were required in Latin America. The term has evolved to denote a different set of policies from those initially conceived. This paper investigates the different versions and interpretations of this controversial term and assesses whether the term itself is suitable and viable or slowly becoming irrelevant and obsolete. This paper introduces a new measure of dependence or jointness among explanatory variables. Jointness is based on the joint posterior distribution of variables over the model space, thereby taking model uncertainty into account. By looking beyond marginal measures of variable importance, jointness reveals generally unknown forms of dependence. Positive jointness implies that regressors are complements, representing distinct but mutually reinforcing effects. Negative jointness implies that explanatory variables are substitutes and capture similar underlying effects. For the past two decades, the fast-developing Asia has emerged as one of the most important economic regions. However, its economic growth is accompanied with severe software piracy. This paper analyzes productivity changes of 11 Asian economies and 4 non-Asian industrialized economies by taking into account software piracy using the Malmquist productivity index and its two components, efficiency change and technical change over the period 1994–2002. The results indicate that when software piracy is included, productivity growth in Asian developing economies regresses, while productivity growth in the four non-Asian industrialized economies improves. One factor limiting aid effectiveness is its volatility. We examine aid volatility in 66 countries over 1975–2004, paying particular attention to the characteristics of ‘difficult partnership countries’ and making a distinction between sector aid and total aid. We explore whether weak recipient institutions and policies are associated with greater volatility, allowing for differences in donor characteristics. Institutional quality and macroeconomic stability affect the stability of all kinds of aid, as does reliance on a small number of donors. The article discusses the working of the World Trade Organization (WTO) Committee and Regional Trade Agreements for economic growth. “Entrepreneurial” economic development strategies at the state level in the United States, which focus on nurturing home-grown, high-growth businesses, lack immediate payoffs for politically powerful constituencies, a condition that would seem likely to limit their appeal compared to the alternative “locational” strategy of attracting large investments from elsewhere. Nonetheless, many U.S. states have added programs with entrepreneurial attributes to their economic development portfolios in recent years. This paper explores how the political obstacles to such programs have been overcome. In a few cases, an institutional innovation in the policy-making process drew in new participants who provided ideas for and support to programs with entrepreneurial attributes. More commonly, the preferences of executive branch officials, especially governors, appear to have been critical to the enactment and implementation of such programs. This paper revisits the highly debated export-led growth hypothesis in a number of different ways using Malaysia as a case study. First, the hypothesis is tested in terms of labour and total factor productivity growth as a potential channel via which exports can affect or be affected by GDP growth. Considering the impact of imports on GDP and productivity growth serves a similar purpose. In addition, GDP is trade-adjusted to avoid the double-counting problem arising from the national income identity. Second, the relationships are examined using the relatively recent Toda and Yamamoto (1995 ) causality tests. This paper explores how the optimal mode of public finance depends on the level of economic development. The theoretical analysis suggests that in the presence of capital market imperfection and liquidity shocks, the detrimental effect of inflation on growth is stronger (weaker) at lower (higher) levels of economic development. Consequently, income taxation (seigniorage) is a relatively less distortionary way of financing public expenditure for low-income (high-income) countries. We provide empirical support for our model’s predictions using a panel of 21 Organization for Economic Cooperation and Development countries and 40 developing countries observed over the period 1972–1999. Based on economic growth theory and the World Bank's analytical framework relating to the quality of growth, the present paper constructs a framework that encompasses physical, international, human, natural and knowledge capital to synthetically interpret economic development. After defining the five types of capital and total capital, we analyze the dynamic changes of these types of capital in China and in other countries. The results show that since China's reform and opening up, knowledge, international, human and physical capital have grown rapidly, with speeds of growth higher than that of economic growth. As the five types of capital have all increased at varying paces, the savings level of total capital in China has quadrupled in 25 years and overtook that of the USA in the 1990s. The changes in the five types of capital and total capital reveal that there are progressively multiple driving forces behind China's rapid economic development. This paper utilizes a general equilibrium R&D model of endogenous growth via increasing capital variety to examine the impact of alternative policies on productivity and economic growth. The model is calibrated using data from the Canadian economy. Findings reveal that direct incentives such as subsidies to R&D activities would have the highest productivity impact on the Canadian economy, that an increase in subsidies to the users of R&D capital (output) would have a positive but smaller impact, and trade liberalization would have minimal effects on productivity growth via its impact on international R&D spillovers. Sustainable development and poverty are pervasive problems in the Niger Delta, mainly due to lack of significant Nigerian government commitment to the development of the region. As a corporate citizen, Shell has contributed in various ways to local community development in the area. Based on a critical analysis of the changes in its strategies and policies, the paper contends that Shell's previous approaches to community development in the Niger Delta encouraged unsustainable development and a culture of dependency. It concludes that the recently launched sustainable community development strategy has the potential to succeed where others failed, if it is implemented within a tri-sector partnership framework involving Shell, the Nigerian government and civil society. The article cites a study that examines the World Trade Organization (WTO) negotiations on agriculture that emerged as a critical element in the postponed Doha Development Agenda. Particularly, this paper aims to examine the potential implications of complete trade reform. These will then be used as a benchmark against which to evaluate options within the parameters agreed at the WTO in August 2004. Results show that agricultural trade reform is potentially more important as a source of gains to the world than reform of the much bigger nonagricultural merchandise sector.

This paper locates the emergence of call centres within the broader political economy. We demonstrate how British Gas responded to privatisation, restrictive regulation and the need to deliver shareholder value by radically changing work organisation. Using documentary evidence and oral testimonies, we show how the call centre was pivotal to tightening control over the labour process, to intensifying work and transforming the experience of work. Recent literature reports that foreign aid contributes to economic growth when economic policies are good. This paper claims that aid can contribute not just to growth but also to pro-poor growth, through increasing the responsiveness of social indicators to economic growth. The empirical evidence we present is in favour of this claim, suggesting that both aid itself and a recipient government's budget share allocated to social services tend to increase the (absolute) size of the income elasticity of poverty and infant mortality, and that, moreover, aid tends to increase this budget share. This paper reports the results of an experimental investigation into people's evaluations of choice problems that are strategically equivalent, but differ in respect of their temporal framings. We elicit individual valuations for three strategically equivalent choice problems, which differ in terms of their framing and the timing of the decision. This allows us to begin to understand how people view dynamic decision problems and how they tackle them. This research is complementary to earlier experimental work of others, which suggests that the temporal frame of a dynamic decision problem may well influence the decisions that are taken. We show that the framing affects also some people's evaluation of the problem. We combine these findings with the earlier findings to relate the two issues: the evaluations and the decisions. The economic development gap been Africa and the rest of the world has widened in the past four decades with no reversal of this trend in sight. Africa has responded to its underdevelopment with the New Partnership for African Development (NEPAD) which seeks to deal with the continent's relative lack of economic progress as a collective by addressing the sources of its poor economic expansion. This paper examines whether NEPAD does indeed address the causes of Africa's underdevelopment and questions the probability of its success. It argues that although NEPAD recognizes and incorporates recent developments in new growth theory, the actual realisation of the vision is going to be awkward because problem areas have been glossed over in the plan. This paper on moral sociology first examines the moral aspect of criticisms traditionally levelled at capitalism and then analyses the attempted response and justification of capitalism based on the supposed naturally beneficial effects of competition. Social contests inherent in human ways of life are not restricted to economics and are unlikely to possess spontaneously the moral virtue attached to them. The article thus explores more specifically the ethical nature of producer and consumer competition and concludes by proposing that the level and quality of self-esteem engendered or fostered by a socio-economic order be taken as a sort of moral yardstick. This article examines the Scottish experience of integrating sustainable development as a cross cutting theme in the European Union's Structural Funds programmes between 2000 and 2006: an approach known as mainstreaming. It explains how the theme has been integrated into the current Scottish programmes and draws on findings from these programmes' mid-term evaluations to provisionally assess the impact of the mainstreaming agenda. The paper argues that the Scottish approach to integrating the sustainable development theme is based on securing mainstreaming performance rather than more narrowly defined mainstreaming conformance. It goes on to identify and discuss factors that explain this approach. Finally, the article considers the evolving European regional policy context and suggests how sustainable development may be further embedded as the guiding principle for European regional policy programmes between 2007 and 2013. © Crown copyright 2005. This paper discusses the emergence of endogenous redistributive cycles in a stochastic growth model with incomplete asset markets and heterogeneous agents who vote on the degree of progressivity in the tax-transfer scheme. The model draws from Bénabou (in B. S. Bernanke and J. J. Rotemberg (eds), NBER Macroeconomics Annual, Vol. 11, Cambridge, MA, MIT Press, pp. 11–74) and ties the bias in the distribution of political power to the degree of inequality in the society, thereby triggering redistributive cycles which then give rise to a nonlinear, cyclical pattern of savings rates, growth and inequality over time. This paper develops a computational general equilibrium model for analyzing some chronic economic problems facing developing countries. We build a multi-period model with multiple types of capital and three different financial assets. Moreover, capital is sector specific to capture the idea that many developing countries focus on a few specific industry groups. We model both rural and urban consumers with the possibility of rural-urban migration. One further modeling feature is a partially interdependent banking sector where the performance of, say, the agricultural bank can affect the functioning of the industrial bank. The model is used to examine problems of budgetary liquidity and alternative ways of alleviating these problems. Our analysis is applied to Uganda, a country that after years of economic decline is undergoing a phase of recovery and reform. Accordingly, we develop a model that captures some of the predominant institutional features of the Ugandan economy and evaluate two realistic reform scenarios. After calibrating the model with a base case scenario we test the implications of a simultaneous tariff reduction and increase in value added taxes. We then look at the implication of debt reduction. This paper surveys research findings since the early 1970s, focusing on the growth processes of both traditional and modern industries and their relations with government activity in the period between the 1870s and 1940. Most of the surveyed research can be seen as a response to two theses: first, that pre-1940 Japan was essentially a market-led economy; and second, that the traditional sector did not decline in the industrialisation process, but in fact prospered. The survey argues that there were a good deal of interactions between the modern and traditional sectors at regional levels and that the regional economy occupied a significant place in the ways in which government business relations were structured. In 1996, Chrysler announced plans to build a replacement plant within 50 miles of its existing Toledo Jeep facilities. In theory, this presented an opportunity for alternatives to expensive ‘all or nothing’ individual competition; in practice, Toledo and other governments in the northwest Ohio/southeast Michigan region entered into the usual cutthroat contest when transnational corporations solicit incentive offers from across the United States. Chrysler's desire to remain within the region provides a unique context for analysing the opportunities and challenges associated with regional co-operation as an alternative to individual competition. In investigating the extent to which localities can co-operate and reduce wasteful incentives, this paper also identifies how the opportunities for such co-operation are limited. The research highlights the need to better incorporate this kind of region – without internal political coherence despite locational proximity – into conceptualisations and empirical analyses of regional co-operation, particularly with respect to issues of scale and conflict. The escalation of political conflicts in many developing countries and their impact on economic development have been topical issues in recent development literature. The overwhelming emphasis on‘ethnic conflicts’ in the literature has, however, precluded analysts from looking at political conflicts beyond their ethnic dimension, in the wider context of the development process. In particular, because of the preoccupation with ethnic roots as the prime source of these conflicts, reverse causation, running from economic policy to political conflict, has been virtually ignored in the debate. The purpose of this paper is to fill this gap through an in-depth case study of the‘twin political conflict’ in Sri Lanka– the Tamil separatist war in the North and the Sinhala youth uprising in the South– with emphasis on its economic roots. The findings suggest that fundamental contradictions in the national development policy in the restrictive trade regime of Sri Lanka were at the heart of the country's twin political conflict. Over the past three decades, those advocating for arts funding have shifted their arguments. When the National Endowment of the Arts (NEA) was created in 1965, its supporters praised arts and culture for their uplifting qualities, and for their ability to counterbalance trends toward materialism and militarism. By the 1990s, arts advocates were far more likely to use instrumentalist arguments, showing that investment in arts and culture produce other desirable benefits, most notably economic development advances. This article reviews the changing discourse of arts advocacy in several ways: (1) by reviewing and coding Congressional debates on arts funding from 1965–2000, (2) reviewing arts coverage in the New York Times and selected arts periodicals during this same time period. Comparing this case to others in the literature on policy redefinition, the paper argues that cultural advocates have consciously reframed their arguments to broaden their appeal in the face new and more threatening opposition. This article describes the chief findings of research carried out in four African dryland areas to investigate the validity of the authors' ‘Machakos hypothesis’, and to derive lessons on appropriate enabling policies. The findings were subsequently submitted to in-country validation and dissemination exercises. The lessons learnt from these in regard to introducing research findings into country policy dialogues are set against the background of current discussion of this issue. The article also discusses uptake at the international level, because it tends to be at this level that development paradigms and practices are formulated and promoted into countries through donor and agency actions. For FDI to help alleviate absolute poverty and stimulate economic growth in developing countries, two conditions have to be met. First, developing countries need to be attractive to foreign investors. Second, the host-country environment in which foreign investors operate must be conducive to favourable FDI effects with regard to overall investment, economic spillovers and income growth. This paper argues that it is more difficult to benefit from FDI than to attract FDI. The widely perceived concentration of FDI in few developing countries tends to obscure that, in relative terms, various small and poor countries are fairly attractive to FDI. Yet, the mobilisation of domestic resources remains by far, more important than attracting FDI for financing investment and stimulating economic growth. Furthermore, high inward FDI is no guarantee for poverty alleviation and positive growth effects. In particular, the empirical evidence suggests that host-country conditions typically prevailing in poor countries, including weak institutions and an insufficient endowment of complementary factors of production, constrain the growth-enhancing and poverty-alleviating effects of FDI. The paper surveys the agenda needed to restore noninflationary growth in industrial countries. The role of fiscal policy as short-run stimulus both on the spending side and on the tax side is discussed. The author comments on trade, specifically the new trade round, and international finance. Long-run fiscal imbalances due to aging are analyzed. The role of fiscal institutions such as the European Growth and Stability Pact, the Japanese bad-loan problem, and structural problems are put into the perspective that advanced economies should nurture their reforms globally so as to provide successful examples of reforms and prove helpful trading partners. Sustainable development is based on the integration of four dimensions: the economic, the environmental, the social and the institutional. For the economic dimension in particular, growth has been considered an essential element of sustainable development. This paper discusses the relationship of social, environmental and institutional sustainability objectives to economic growth and derives social and environmental criteria for growth to be sustainable. One of the most sophisticated sustainability studies developed for Germany is introduced, demonstrating the need and the possibility to reconcile economic, social, environmental and institutional objectives. Integrated politics taking into account all four dimensions when drafting policy plans are a necessary precondition for this behalf. Based on two sustainability scenarios with a different emphasis (growth, integration) five core action zones for policy making are identified. The criteria derived can be used as yardsticks assessing policy proposals at an early stage regarding their impact on key sustainability objectives. This paper examines the pattern of educational homogamy in Ireland and Britain. Using contemporary data on recent marriages from the early 1970s through to the mid-1990s, we show that these two countries share a broadly similar pattern of educational homogamy, which is quasi-symmetric in character, with no tendency for women to marry up over and above that which can be attributed to the gender difference in educational attainment. In the 1970s, the strength of homogamy was much weaker in Ireland than in Britain. But we discern a clear inter-country difference in how the net strength of homogamy has changed over time. While it has declined in Britain since the 1970s, in Ireland the strength of homogamy has first increased and then levelled off. Our findings are inconsistent with the inverted U-shaped relationship between economic development and homogamy reported by Smits, Ultee and Lammers (1998) - an argument premised on secular change in the criteria of spouse selection. Instead, our results are better understood in terms of Mare's (1991) life course argument that homogamy is inversely related to the time-gap between school departure and first marriage. This paper surveys the literature on fiscal policy and economic growth. We present a unifying framework for the analysis of long run growth implications of government expenditures and revenues. We find that several tax rates and expenditure categories exhibit a direct impact on the growth rate of the economy. In a creative synthesis we have assigned the relevant literature to the twelve introduced policy variables. Due to the equivalence of some policy variables we are left with six degrees of freedom, where we need four to internalize the model’s intrinsic externalities, leaving two instruments to conduct short run fiscal policy.
