To date, older adults have received little attention in the newly emerging technological narratives of transnational religion. This is surprising, given the strong association of later life with spiritual and religious engagement, but it likely reflects the ongoing assumption that older adults are technophobic or technologically incompetent. Drawing on ethnographic interviews with older Sinhalese Buddhist migrants from Sri Lanka, living in Melbourne, this paper explores the digital articulations of transnational religion that arise from older migrants' uses of digital media. We focus on how engagements with digital media enable older Sinhalese to respond to an urgent need to accumulate merit in later life, facilitating their temporal strategies for ageing as migrants. We argue that these digital articulations transform both the religious imaginary and the religious practices that validate and legitimize a life well‐lived. [ABSTRACT FROM AUTHOR]

In 2001, a study into issues of concern to assistant-in-nursing, registered and enrolled nurse members of the Queensland Nurses Union was undertaken. Approximately equal numbers of nurses from each of the aged care, acute private and acute public sectors were surveyed. Overall, 1477 nurses responded, representing a response rate of 53%. This article focuses on one aspect of the study—the perceived adequacy of support offered to new nursing graduates as they exit university and begin their transition into the workplace. In particular, responses from nurses are compared with professional level or current role designation, age, time spent in the workplace and health sector. Considerable divergence of opinion among the respondents, particularly across designation, age and years of experience, was found within the three sectors. For example, in the public and private employment sectors, older and more experienced nurses were more likely to perceive the support for new nurses as adequate compared to younger and less experienced nurses. Additionally, in the acute private sector, the more senior the nurse the more likely the perception that there was adequate preparation for new graduates entering the workforce. Introduction: Australia's population is ageing, resulting in more older adults living in residential aged care facilities. Occupational therapy scope of practice in Australian residential aged care facilities is significantly influenced by the government funding instrument. As the current government funding instrument is administratively inefficient, insufficiently discriminates between residents' care needs and provides perverse incentives, a new funding model is set to be implemented. This creates an opportunity for a review of the current evidence base to support the lobbying of national associations to shape occupational therapy practice. The research question that guided this systematic mapping review was as follows: What is the current state of scholarship about occupational therapy in Australian residential aged care facilities? Methods: A search of four databases (CINAHL, Medline, Embase and Scopus) was conducted and 1,617 papers were identified. All papers were screened through a two‐phase process: (i) title and abstract review and (ii) full text review, using pre‐determined inclusion and exclusion criteria to identify papers relevant to this review. A data extraction tool was designed in Microsoft Excel® and was used to extract data from the included papers. Results: Twelve Australian articles were published between 1986 and 2020, most frequently authored by an occupational therapist. Included articles were classified into four groups: articles including occupational therapists as participants, articles about occupational therapy practice, articles exploring an occupational perspective of residents and articles with limited exploration of occupational therapy. Conclusion: This review identified that there is a dearth of Australian occupational therapy literature. This creates challenges for occupational therapists seeking evidence to guide their practice to optimise resident health and well‐being and for national associations seeking to lobby for the profession. This review aimed to inform a deeper understanding of the varied experiences of ageing in place for older adults in Australia and New Zealand. Ageing in place involves older adults remaining in their own home or community as they age rather than moving into residential care. Our focus was on how ageing in place relates to older adults' mental health, life satisfaction, wellbeing, and overall ability to adapt well to ageing. This paper followed PRISMA‐ScR guidelines. Of the initial 210 papers identified, 20 met inclusion criteria and were retained. Four key themes related to experiences of ageing in place and the skills and strategies utilised to age in place were extracted from these studies. Themes encompassed older adults' individual characteristics and strategies, their connections to community, their home environment, and the appropriateness of support and services. We conclude that ageing in place should not be considered a "one size fits all" approach to ageing. Policymakers, researchers, and governments should acknowledge that older adults are a diverse group. Future ageing policy should strive to accommodate all older adults regardless of their circumstances or ageing preferences and researchers should include older adults from diverse populations and circumstances. Whilst there has been an increase in attention to infrastructure in the social sciences and humanities over the last two decades, this focus has primarily explored urban landscapes, neglecting infrastructural dynamics in rural areas. This paper explores the synergistic relationship between rurality and infrastructure by focusing on examples and experiences of infrastructural ruin in Australia's New England North West. Drawing on 2 months of ethnographic fieldwork, this paper argues that ruination is a common modality though which infrastructure is experienced in rural contexts, and that this ruination, which is tied to the histories and everyday experience of rural spaces, becomes a means by which rurality is (re)produced both materially and culturally. Exploring infrastructural ruination in rural regions allows for narratives to be told of rural spaces that move beyond revivalist and declinist paradigms of rural scholarship. Instead, attention to the experience of infrastructural ruin positions rural spaces as unique landscapes where engagements with infrastructure play an integral role in shaping the material and cultural composition of contemporary rurality. This paper examines the intellectual contributions of Professor W. M. ('Max') Corden to Economics. We focus on three main fields: trade theory and practice, especially his pioneering work on the theory of effective protection; open economy macroeconomics, including exchange rate policy, the international monetary system, Dutch Disease and economic crises; and Australian economic policy. We emphasise Max's motivation for working on these topics, as he sought to understand real‐world economic issues and challenges and to employ economic theory and expositional clarity in search of policy reform. There is a growing interest in how policy processes can better incorporate the values of the communities they serve, yet policymakers face numerous challenges when they seek to embed values into policies. This paper builds on existing values research to develop a bespoke policy values framework for Australia, based on the popular notion of a 'fair go'. While the fair go is often associated with a narrow set of equality and procedural justice values, we show that it has a much wider range of historical and contemporary meanings, which taken together provide a useful starting point for understanding policy values important to Australians. We apply our framework to two policy domains—housing and immigration—to show that it offers an effective heuristic to help policymakers understand key value priorities and conflicts in these policy areas. The paper provides theoretical insights regarding the role of values in policymaking and offers a practical tool for use when designing, implementing, and evaluating policies. Points for practitioners: Community values should inform public policy decision‐making in a democracy. However, incorporating values into policy is difficult because of the wide range of different values to consider, the need to manage tensions and conflicts between values, and the time pressures often faced by policymakers.The popular and enduring notion of the 'fair go' embodies multiple value positions, which cover a range of different values that matter to Australians, making it a good basis for an Australian policy values framework.Our fair go values framework is designed to serve as a heuristic for policymakers when designing and evaluating public policies. It is not intended as a comprehensive guide to value debates in all policy areas, but offers a starting point for quickly appreciating the key value priorities and conflicts in relation to a policy issue. In this paper, we assess the impact of the COVID‐19 pandemic on the Australian visual arts sector. We base our analysis on the responses of over 1500 visual artists and arts workers to a survey conducted by the National Association for the Visual Arts (NAVA), the national peak body for the visual and media arts, craft and design sector in September 2021. NAVA employed this online survey to study the relationship between the pandemic and both the incomes and mental health of artists and arts workers. Using regression analysis, we find that there has been a significant impact for both artists and arts workers, with the severity of the impacts varying by gender, age and the availability of state‐based and Australian Government support programmes. Reduced hours and loss of contracted work and commissions due to the pandemic were both related to declines in income and mental health outcomes for artists and for arts workers. Housing stress was associated with a higher likelihood of a significant or extreme mental health impact for artists and arts workers. In addition, artists' incomes and mental health outcomes were impacted when faced with a reduced ability to sell, although some artists were able to increase their online profiles. This integrative review aimed to identify and synthesize evidence on workplace stress and resilience in the Australian nursing workforce. A search of the published literature was conducted using EMBASE, MEDLINE, CINAHL (EBSCO), PsycINFO, Web of Science, and Scopus. The search was limited to papers published in English from January 2008 to December 2018. The review integrated both qualitative and quantitative data into a single synthesis. Of the 41 papers that met the inclusion criteria, 65.85% (27/41) used quantitative data, 29.26% (12/41) used qualitative data, and 4.87% (2/41) used mixed methods. About 48.78% (20/41) of the papers addressed resilience issues, 46.34% (19/41) addressed workplace stress, and 4.87% (2/41) addressed both workplace stress and resilience. The synthesis indicated that nurses experience moderate to high levels of stress. Several individual attributes and organizational resources are employed by nurses to manage workplace adversity. The individual attributes include the use of work–life balance and organizing work as a mindful strategy, as well as self‐reliance, passion and interest, positive thinking, and emotional intelligence as self‐efficacy mechanisms. The organizational resources used to build resilience are support services (both formal and informal), leadership, and role modelling. The empirical studies on resilience largely address individual attributes and organizational resources used to build resilience, with relatively few studies focusing on workplace interventions. Our review recommends that research attention be devoted to educational interventions to achieve sustainable improvements in the mental health and wellbeing of nurses. [ABSTRACT FROM AUTHOR]

Several initiatives have sought to increase the number of First Nations individuals with a higher degree in research (i.e., PhD or research masters)—in Australia and in similarly colonised countries. However, little has been written on day‐to‐day support structures and mechanisms that might help First Nations Australian candidates thrive in postgraduate research degrees and beyond. For sensitive research fields such as alcohol, emerging Aboriginal and Torres Strait Islander researchers must grapple with topics which are stigmatising and in some instances associated with traumatic associations. There is also a lack of studies internationally that describe optimal support for First Nations students undertaking a higher degree by research with a primary focus on alcohol. Here we discuss what we have learned from the support offered through the Centre of Research Excellence in Indigenous Health and Alcohol—from the perspective of academic staff, students, trainees and early career researchers. Background: Major depressive disorder (MDD) can have severe impacts on function and quality of life. Up to one third of patients will have an inadequate response to their first line of treatment, with subsequent lines of therapy associated with lower remission rates and higher relapse rates. Recently esketamine has become available for Australian patients, and this agent provides an additional treatment option for those with MDD who have had an inadequate response to two or more antidepressant therapies during the current moderate to severe depressive episode. This paper provides an expert panel's practical recommendations and clinical guidance for establishing esketamine clinics in Australia. Methods: An expert panel (n = 11) comprising psychiatrists, mental health care nurses, pharmacists, and individuals with experience establishing esketamine clinics was convened in Sydney. The panel developed practical recommendations and clinical guidance, which were then further refined. Results: Five key areas were identified: practical considerations for esketamine clinic set‐up, including multidisciplinary care considerations; patient selection; administering esketamine; adverse event management and long‐term follow‐up. Conclusions: Guidance presented in this paper should assist Australian clinicians to set up an esketamine clinic, and provide practical advice on the infrastructure and clinical requirements for treatment of patients with this agent. There are distinct bodies of cultural knowledge attached to the sea. In this paper we orient the focus towards the nature and extent of cultural framings of sea territories, as inclusive of submerged landscapes, for Indigenous maritime peoples in northern Australia. This approach is distinguished by a pluralist methodology and reorients the primal focus of a human geography and broader geographical scholarship concerning submerged landscapes to begin with an Indigenous perspective. Engaging ethnographic accounts of Indigenous Australian knowledges of Sea Country, as inclusive of ancient pre‐inundation landscapes that lie out‐of‐sight on Australia's continental shelves, highlights the potential for a more expansive vision of human connections to the past and present continental landmass of Australia. Indigenous oral traditions, Dreaming Ancestor narratives and songlines provide extensive detail to assist in understanding these parts of the greater Australian landmass and in this paper are brought into relation with recent sea floor mapping efforts which operate to draw back the water and reveal commensurable geographies upon which to envision possibilities for socialised realms of human emplacement. Both bodies of knowledge generate information of submerged landscapes that call for an expansion of thinking on where the land ends and the sea begins and how submerged terrestrial landscapes are understood across cultures as part of human geography. The approach outlined here calls for a habit of bringing principled systems of understanding to stand together as part of an explanatory schema for a world populated by and yet differentially known by people. Background: Obtaining research funding in Otolaryngology – Head and Neck Surgery (ORL‐HNS) can be challenging. In this paper, an analysis of research output in ORL‐HNS in Australia and worldwide between 2008 and 2018 was conducted and then adjusted for the number of specialist surgeons in each country. Methods: Scopus by Elsevier was used to measure research output of Ear, Nose and Throat (ENT) surgeons in Australia between 2008 and 2018. Each individual's career and 10‐year h‐index was identified and then repeated with self‐citations excluded. Total and 10‐year citations were also recorded. The top 15 countries in terms of research output in ORL‐HNS were also ranked based on the number of ENT articles published in the 10‐year period, and then adjusted by the number of actively practicing ENT surgeons per country. Results: Between 2008 and 2018, Australia published 1510 articles out of a total global output of 48 613 papers in ORL‐HNS with the top 10 authors having an h‐index placing them within the world's top 100. Whilst the USA made the greatest total contribution with 12 912 publications, when adjusted for the number of specialist ORL‐HNS clinicians in each country, Australia, Canada and India in order topped the rankings. Conclusion: Australia has established itself as a research leader in the global field of ORL‐HNS, publishing more articles per surgeon than any other country between 2008 and 2018. Geography is fostering a diverse range of methodologies that engage the more‐than‐human dimensions of research. Debates surround the efficacy of both longstanding and emergent methodological approaches in grappling with how to do more‐than‐human geography. Much attention has been given to the methodological implications of theoretical debates that evoke distributed agency and calls to "enliven" research. To date, however, questionnaire surveys have not been considered as part of these deliberations. Survey response rates are normally reported as percentages, with scholarly attention focusing on how question design, financial incentives, and delivery format may influence human engagement with the questionnaire. Little attention has been paid to questionnaire survey methods in or for more‐than‐human research. Inversely, there is also little discussion of the agency of non‐human bodies, processes, and materials, and how they work for or against survey completion. This paper contributes to these deliberations by exploring more‐than‐human agency in the delivery and completion of a postal questionnaire, distributed to rural households that are self‐sufficient for water on the south coast of New South Wales, Australia. By focusing on the elements, infrastructure, and animals that work with and against survey delivery and completion, we show that questionnaire surveys are a more‐than‐human achievement. Consideration of the chewed and weathered survey, and the more‐than‐human processes that influence its delivery and completion, matters in challenging "human‐centred" notions of field research. We argue that what we know about the world through a survey is always a performative process, not only by considering how research design aligns with politics and knowledge practices, but also the more‐than‐human. Globally, labour markets are encountering profound changes because of the digital revolution. Middle‐income countries such as China are leapfrogging high‐income countries to take advantage of the digital economy. The growing use of digital technologies is also reshaping the labour market in high‐income countries such as Australia. Potentially, new technologies may facilitate both employers and employees to overcome some of the barriers to disability employment. However, it seems that the opportunities and hopes have not yet translated into improved employment rate for people with disability. This paper uses an ecosystem framework to examine the state's role in improving the critical elements of disability employment: developing a national strategy, creating employment opportunities, building capacity and enhancing accessibility. This paper compares the historical development of disability employment and the policies introduced to take advantage of digital technologies across China and Australia. It studies the national policies, funded activities and the governing structure in China and Australia. The findings revealed distinctive approaches that have played to the strengths of each country. Increasing numbers of households are impacted by disasters due to population growth, increasing development in higher risk areas, and climate change. While emergency management in Australia aims to reduce quantifiable losses, lived disaster and recovery experiences are relatively mute, with implications for mitigation and post‐disaster support. This paper draws on findings from a research project that set out to examine the role of insurance in household recovery after the 2013 Blue Mountains bushfires in New South Wales. Among the 19 interview participants, prioritisation of the needs of children was found to hinder personal recovery. Drawing on this key finding, this paper focuses on parents' emotion work and emotions surrounding home. Innate desires to provide good care monopolised parents' emotions and emotional outlets, as they worked to conceal threats and (re)establish a sense of normalcy. Emotion work drained parents, as did threats to, and the loss of, "home" created through "dwelling." When homes burnt, so too did memories of children embodied in that home – memories that had permeated the material space. This sense of loss intensified when informing children about losses – an act that breached parents' protective instincts and necessitated additional emotional care. Emotions escalated as capacities for care were challenged or eroded in the absence of home contents that normally would have anchored daily routines and provided stability. Replacing such items dominated parents' recovery efforts – efforts encumbered by competing recovery demands, yet facilitated to some degree by insurance safety‐nets. These emotions impacted parents' mental and physical wellbeing in the four years that separated the bushfires and the interviews. While there is considerable literature outlining parents' role in lessening disaster impacts on children, few studies examine parents' capacity to do so. In addressing this gap, this paper highlights avenues to improve psychosocial aspects of disaster recovery. Parenting is challenging at the best of times, let alone in disasters. Focusing on the 2013 Blue Mountains bushfires in Australia, this paper explores the emotions involved in caring for children while surviving and recovering from a disaster. Insights from "emotion work" and the loss of "home" – structures bound with memories and resources for good care – highlight both demands on parents and avenues to improve post‐disaster wellbeing for families. Tracking farmland purchases is central to interpreting transnational finance's growing power in agrarian restructuring. Australia's public Register of foreign land ownership reveals little about agrarian change, however. In presenting the first comprehensive mapping of farmland purchases made between 2008 and 2020, this paper examines the ways that financial investments are altering farm ownership patterns in Australia. First, we show that most foreign owned land has been purchased by only 10 pastoral companies, which are implicated in speculative development activities. Second, foreign investment in cropping and horticulture is more significant than it appears in the Register, with investments in agricultural infrastructure increasingly driving land use change. Third, we illustrate the deepening entrenchment of institutional finance. By engaging with the findings from our dataset as well as with the politics of data that have shaped the availability of information, the paper progresses understandings of the financialization of farmland in both its material and ideational aspects. The #BlackLivesMatter Movement has amplified the role of social media in visibilising anti‐Black violence. Drawing on the narratives and expertise of those who have experienced anti‐Black racism, this paper employs the theoretical concept of racial dignity to highlight how young African Australians participate in racial discourse on social media. The findings of this paper demonstrate that social media is a significant site where Black African youth reclaim racial dignity through: 1) reversing the white gaze; 2) recognising and calling out anti‐blackness; and 3) cultivating and engaging in communities of healing and belonging. Through these digital practices, Black African youth in Australia foster racial agency that promotes positive self‐recognition, racial resilience and racial dignity. We argue, therefore, that social media offer Black African young people in Australia spaces to engage in positive expressions of Afro‐blackness and challenge anti‐blackness in ways that are safer to them than in physical, offline settings in white contexts. Objective: With little research investigating older Australians' experience of companion animal (pet) ownership or wildlife encounters, this paper focuses on the value of animals in their lives. Methods: Three online focus groups explored 103 older adults' lived experience of home and community, with this paper focused on interactions with animals—companion animals and wildlife. Results: Most (60%) had at least one pet, which brought love and joy into their lives. Reflexive thematic analysis identified three themes: pets as family; challenges of pet ownership; and connection to everyday wildlife and nature. Conclusions: In addition to valuing companion animals (typically cats and dogs), this research is among the first to show that some older people also develop ongoing relationships with local Australian wildlife, such as kookaburras, kangaroos, lizards and birds, which raises the possibility that fostering connections with wildlife may enhance well‐being. This paper examines the hallmarks of an emergent and distinctive Australian and New Zealand health geography over the last 30 years. Building on an assessment of the early development of the sub‐discipline in the two countries, a review of published work reveals the co‐presence of local themes alongside connections to more global perspectives associated notably with health behaviour. Further common themes are the influence of year‐round exposure to outdoor spaces and the proximity of "blue spaces" to urban centres. However, there are divergences in the evolution of the sub‐discipline. A comparison of attendance at the biennial International Medical Geography Symposia (held since 1985) with publications in the journal Health & Place reveals differentially globalised characters. A steady flow of international visitors and appointments to New Zealand universities as well as more apparent connections to the wider discipline of geography contrast with more applied geospatial and public health connections in Australian health geography. Background: Non‐communicable diseases (NCDs), also known as chronic diseases, now constitute a major proportion of ill‐health across most adult and older populations including in people with intellectual disability. The current paper is a comparative analysis of prevalence of NCDs across mid‐aged and older‐aged people with mild intellectual disability. Method: Comparative data comes from two cross‐sectional surveys using similar methodology and timeframes. The analysis sample comprises mid‐aged group (30–50 years, N = 291) and older‐aged group (≥60 years, N = 391). Results: People with mild intellectual disability start developing NCDs in early to mid‐adulthood and increases with age. The mean number of NCDs in mid‐aged group was 0.86 (SD, 0.84) compared to 3.82 in older group (SD, 2.67). Conclusion: There needs to be early identification and management of NCDs using relevant health promotion and preventative measures at optimal intervention points. Given that the number of children and young people needing care keeps rising and fewer people are becoming foster carers, efforts to support carers and workers in foster caring are essential. This paper considers the experiences of carers and foster care agency workers involved in Australia's piloting of the Mockingbird Family. With a view understanding experience, data were collected via focus groups with carers and agency workers (n = 20) involved in piloting, implementation and evaluation. Deductive analysis applied the theory of experience to generate understanding of experience, as both intrinsic and extrinsic dimensions to capture strengths in the Mockingbird Family's foster caring networks. These dimensions of experience included collective passions of carers and workers; experiential change over time; collective experiences as a moving force; and experiences as transformational. Understanding of experience associated with the perceived strengths of the Mockingbird Family, including strategies to promote strong professional relationships between carers and workers, is an important element in strengthening environments of children and young people in care. This paper analyses the strategic interests that inform deforestation policies in Australia, and the variance in policy selections over time. A theory of deliberate policy disproportionality is used to analyse 20 years of regulatory reform in Queensland, focusing on the Vegetation Management Act (VMA) 1999. Application of the framework to this case suggests that political executives were prone to deliberately adopt (dis)proportionate policies as a strategic response to either manage or capitalise on stakeholder support or opposition to any proposed legislative change. The high variance in (dis)proportionate deforestation policies is attributed to how political executives respond to claims made by competing constituencies regarding the costs versus benefits of successive reforms. During key reform phases, policy under‐reaction was the norm, and political executives intentionally limited the scope and effectiveness of the VMA 1999 due to perceived impacts on the agricultural sector. Political executives were highly responsive to the emotional investment of rural constituents and averse to introducing policies that required difficult trade‐offs. Elections offered strategic opportunities for delivering more proportionate policies that balanced public environmental benefits with economic impacts, as evidenced by a conditional deforestation ban introduced between 2004 and 2012 and reinstated in 2018. Points for practitioners: Variance in Queensland's deforestation policy over time can be attributed to the intentional decisions by political executives to limit or expand the scope of regulations as a strategic response to stakeholder expectations.Political executives were responsive to the costs versus environmental impacts/benefits of any deforestation reforms, but prone to policy under‐reaction when the priority was managing the emotive reactions from rural constituencies.More proportionate regulations, such as the partial deforestation ban of 2004, aimed to balance environmental benefits with compensation for landholders but were only implemented when electorally beneficial.Stakeholders have a significant influence on disproportionate deforestation policy design and governments will need to manage competing claims to deliver more durable policy outcomes. Covid‐19 exposed the whole world to numerous challenges ranging from health to economic recession. Nevertheless, it also impeded gambling activities. Here, we consider the relationship between Covid‐19 support payment and gambling. Gambling is considered leisure for many game players but leads to multiple social and economic harms. This has led to a growing body of literature examining the factors that influence gambling. This paper contributes to this strand of the literature by utilizing the ordinary least square and instrumental variable approach to investigate if Covid‐19 support payment is a driver of gambling. We utilize a wide range of gambling measures and different forms of Covid‐19 support payment. Our findings show that Covid‐19 support payment is positively associated with gambling. Our results also suggest a stronger effect for male gamblers and online gamblers compared to female gamblers and gamblers who gambled at the venue. [ABSTRACT FROM AUTHOR]

Innovation ambidexterity is important for firms, but their ability to develop both strategies simultaneously has been conventionally challenged. This challenge is caused by the heterogeneous demands of distinct capabilities and resources of exploratory and exploitative innovations. This paper thus investigates the interplay among internal and external collaborations, ambidextrous innovation, and absorptive capacity in small firms. Using a dataset of 228 Australian firms and applying the PLS‐SEM method, we find that supply chain networks influence only exploitative innovation, and knowledge‐oriented networks influence only exploratory innovation. However, employee engagement directly influences both exploratory and exploitative innovation. Absorptive capacity fully mediates the relationship between employee engagement and exploratory innovation and partially mediates the other relationships. The findings support the argument that balancing exploratory and exploitative innovation in firms is important instead of choosing one strategy over the other. It provides empirical evidence of employee engagement as a common antecedent of ambidextrous innovation and the differential effects of supply chain‐oriented and knowledge‐oriented networks. They will inform innovation strategy decisions of firms primarily on the need to broaden external networks and promote employee engagement in the innovation process and that the benefits of knowledge networks for exploratory innovation are realized fully through absorptive capacity. While "good refugee" stories have the potential to soften attitudes toward forcibly displaced people, there are hidden implications associated with this construct that must be considered. Based on 60 qualitative interviews with asylum seekers and refugees, this paper examines the ways forced migrants adopt and reproduce "good refugee" discourses that unintentionally position their belonging as contingent upon upholding narrowly defined, and arbitrary, ideals about deservingness. By critically analysing this discourse, we highlight the importance of reconsidering the construction of refugees' deservingness along moral and neoliberal lines and instead present a case for approaches that focus on rights‐based, humanitarian grounds for refugee resettlement. This paper considers Australia's approach to telecommunications infrastructure from the perspectives of the policy official and the public administration scholar. From the official's perspective, the approach has been successful in stimulating private sector investment in many markets. This has been achieved by promoting open competition and where necessary establishing a government business enterprise as a transitional measure to build and operate a next‐generation National Broadband Network (NBN) to provide high‐speed fixed‐line broadband to all Australian premises by 2020. From the academic perspective, however, the approach reveals the shifting balances between political objectives and market challenges. This paper consists of three main parts. The first is an introduction by a former senior public servant turned public administration scholar. The second is from a policy official and provides an overview of the Australian telecommunications market, starting with some historical context, the deregulation in the 1990s and the privatisation of the former government‐owned telecommunications incumbent, Telstra. The third is from a public administration scholar and provides a short complementary critique of Australia's communications policy. The paper discusses, from different perspectives, the policy settings that have been adopted to support infrastructure competition and investment in the Australian telecommunications market, including the development of the NBN. Recent analysis of Blockchain use has highlighted considerable potential productivity gains arising from lower transaction costs between buyers and sellers of goods. This has been shown by recent examples of Blockchain use in the Australian grains sector. In this paper, we have further developed and quantified this concept of productivity gain by undertaking several illustrative scenarios using a general equilibrium model of the global economy. Our analysis indicates that an assumed modest growth (five per cent) in productivity due to Blockchain use in the grains sector could raise output by eight per cent over the medium term. If this is accompanied by Blockchain use in the Australian finance sector, grains output could reach ten per cent. This reflects the effect of reduction in transaction costs due to the use of Blockchain technology as a "distributed ledger technology" in grain trading. Further, it is anticipated that the wider effects of Blockchain‐driven productivity enhancement of the Australian finance sector could contribute to approximately 2.5 per cent increase in GDP in the medium term, relative to what would otherwise be. This paper evaluates the real‐time forecast performance of alternative Bayesian autoregressive (AR) and vector autoregressive (VAR) models for the Australian macroeconomy. To this end, we construct an updated vintage database and compare the predictive ability of a wide set of specifications that takes into account almost all possible combinations of nonstandard errors existing in the current literature. In general, we find that the models with flexible covariance structures can improve the forecast accuracy as compared with the standard variant. For forecasting GDP, both point and density forecasts consistently suggest small VARs tend to outperform their counterparts while AR models often predict inflation better. With the unemployment rate, large VAR models provide superior forecasts to the alternatives at almost all forecast horizons. The forecasting performance of these models slightly changes when we consider the first, second, and latest‐available vintage as actual values, highlighting the importance of using real‐time data vintages in forecasting. This paper seeks to better understand spatial mobility justice with reference to the bodily sensations of cycling, discerned here as different pedalling rhythms in emergent territories that our participants narrate as "love." Differential or striated mobility is not just the result of gendered, classed, and racialised social norms but is productive of the frictions and affordances of these social hierarchies. We build on these arguments by asking the question: Are some places more affective than others in working for and against mobility justice for cyclists? This paper takes up this challenge by drawing on Deleuze and Guattari's notions of the refrain. In this way, mobility justice is conceptualised as repeated sequences of living that temporarily order space, time, bodies, and selves through which differential subjects and uneven spatial conditions are constituted. Through an appreciation of mobility justice as a mobile assemblage comprised of rhythmic qualities of spatiality, contingent subjects, embodied knowledge, and fleeting practice, the paper draws on the experiences of three men‐who‐cycle and drive to map processes of gendered, classed, sexed, and aged inclusion and exclusion from public space in the car‐dominated small city of Wollongong, Australia. Considering the politics of "love," we explore the possibility of cyclists, pedestrians, and drivers to move together, or not, in proximity with each other. This paper reports on the preferences and experiences of the councillor level of New South Wales (NSW, Australia) local government, concerning the public service values that guide the council staff working under a politicised employment relationship. The results of the study show that councillors perceive council staff to be as largely neutral in their behaviour as they expect them to be. The paper further reports that the council staff (in the view of councillors) do not politically respond to any unreasonable demands made by elected officials or act as the trustee of the public interest in competition with them. This paper compares key aspects of governance structures for Indigenous populations in the United States and Australia. The paper focuses on policy coordination and administration, in particular the nodes of decision‐making in the two countries in relation to government contracting and accountability. The U.S. approach to funding Indigenous organizations stems from the 1975 Indian Self‐Determination and Education Act and its subsequent expansions. Through the development of contracting into permanent compacting via block grants, this approach builds established nodes of Indigenous government and facilitates whole‐of‐government coherence at the level of the American Indian tribe. The U.S. approach seems correlated with better performance and may lighten bureaucratic loads over the long term. The Australian model, on the other hand, seeks to create whole‐of‐government coherence through top‐down financial accountability in a way that hampers the development of Indigenous political capacity. The paper traces the development of these practices through time and illustrates how they contribute to the fragmentation rather than growth of Indigenous political capacities. It suggests ways the Australian model could be improved even in the absence of fundamental reform by drawing on the contracting‐to‐compacting framework of longstanding U.S. practices. We compare models for funding Indigenous organisations in the United States and Australia. The U.S. approach encourages nodes of Indigenous governance via permanent compacting, and seems correlated with better performance. Settler colonialism continues in Australia today. One way this occurs is through processes of assimilation such as targeting First Nations subjectivities with behavioural conditions on their social security payments. In this paper, I draw on a 13‐month study examining one such programme; the Cashless Debit Card trial in the East Kimberley region in North West Australia. Through restricting cash and purchases to curb alcohol consumption, illegal drug use, and gambling, card aims to instil "responsible behaviour" such as getting a job in the capitalist economy, accumulating private property, and succeeding in English education. Through drawing on critical discourse analysis, I ask, what does the Cashless Debit Card tell us about the settler state's attempts of continued assimilation? The paper explores specific ways the state legitimising assimilation through provoking narratives of First Nations dysfunction, depoliticising poverty and colonisation, constructing evidence around success of policy, and constructing ideas of "community" in order to regulate who speaks and who is overlooked. Although assimilation attempts are made, there is resistance and pushback in the trial site. Attempts of assimilation, not actual assimilation, can only be observed. [ABSTRACT FROM AUTHOR]

While there has been significant discussion of the intertwined roles of mobility and identity, little has been written about these two factors in relation to an important third factor, dress. This paper examines dress and identity within two lifestyle migration memoirs, as forms of media such as these create socially situated imagined places where readers can explore new lives and ways of being. Using a culturally oriented framework to examine the moving parts of mobility, identity and dress within text and place, this paper engages with Carol Tulloch's theory that styling the body is self‐telling, whereby dress reveals autobiographical details about the self through clothing choices. It argues that moving from one place to another begins a process of change, and that clothes are used to signify this process to others. This paper contributes to understanding the transformative process of migration, particularly as it relates to imaginative explorations associated with texts. It also contributes to another underdeveloped field, the study of dress in rural areas. Its original application of Tulloch's theory along with broader social theories, within a discussion of lifestyle migration discourse and dress, means that it differs from previous migration research. This paper discusses lifestyle migration and resulting identity changes as demonstrated in two literary texts. The texts, as do media more generally, provide an important place for readers to imaginatively explore new identities and ways of living that cannot be uncovered in the same way through other methods. Interactions between horizontal accountability agencies (e.g., anti‐corruption agencies [ACAs]) and social accountability actors (e.g., journalists, civil society activists, and complainants/whistleblowers) are recognized as important to horizontal agencies' performance, but the reason(s) is not clear. This study therefore explores why horizontal accountability agencies need social accountability actors in performing their functions. The study analyses data from 30 key stakeholders in Australia, including ACAs staff members, social accountability actors, and other observers to report on the specific support roles social actors play to ACAs' activities and operations. Through the conceptual lens of social accountability, evidence show that social actors play four key types of support roles to ACAs' activities and operations: activate ACAs' investigations; "amplify" ACAs' operations; guard ACAs' activities and operations; and defend ACAs' independence and powers. These findings support the need for interactions and, also, affirm the potential for research into how these support roles can better be provided for effective anti‐corruption outcomes. The research is of value to public accountability agencies in Australia, and internationally. This paper examines why anti‐corruption agencies (ACAs) need social accountability actors to effectively perform their accountability functions. In a period when care is being cast as an individual responsibility there is a need to invigorate analyses of caring capacity, of the factors and relations that make care possible. This paper develops caring‐with as an analytic to guide analyses of caring capacity. Caring‐with brings feminist care ethics together with assemblage thinking. It innovates from Tronto's identification of "caring with" as the fifth phase of care to figure care as a generative sociomaterial relation that is productive of and emergent through assemblages of actors who are not always supportive of care. Caring‐with advances three frames for conceptualising caring capacity. First, caring‐with situates care in a sociomaterial and performative frame. Second, it places care in a temporal frame, speaking to the historical and generative depth of relations that are the foundation and future of care. Third, it theorises the production and translation of care across space. These concepts are empirically examined through the caring experiences of single older women living in precarious housing in Sydney, Australia. Interviews with these women show how housing assemblages shape the emergent potential for care, co‐constituting the capacity for individuals to take part in caring practices (for self and others) and to achieve basic care needs (including needs for food, energy, and appropriate housing). Caring‐with provides a framework for conceptualising caring capacity in unequal worlds and illuminates the adaptive and creative agencies that generate and hold care together. It also points to new ways of conceptualising caring responsibility as a distributed achievement. Finally, caring‐with suggests an approach to conceptualising housing within care research. In many parts of the world, policymakers, legislators, marine managers, and indigenous peoples have attempted to reconcile marine protected area (MPA) governance and management with indigenous peoples' ancient and ongoing traditional ownership of coastal and marine environments. This paper describes a novel approach in Australia to addressing this challenge through indigenous‐led planning and collaborative governance of holistic coastal land and sea indigenous protected areas (IPAs) based on the indigenous concept of "Country"—traditional land and sea estates and their associated cultural, environmental, and other values.To provide context to this approach, the paper explains the concept of "Sea Country" and provides an overview of the relationship between indigenous peoples and Australia's coastal and marine environments, the legal and policy recognition of Indigenous Sea Country rights and interests, and the engagement of indigenous people in the governance and management of government‐led, legislated MPAs in Australia.The paper then describes the evolution of IPAs from being specifically based on indigenous land tenure to being based more generally on Indigenous Country, across multiple tenures, including marine areas. In recent years, IPAs based on Country have enabled indigenous people to lead planning and governance of land and sea areas over which they have limited legal rights, including over existing national parks and marine parks. Using this approach, some IPAs complement existing protected area governance and management arrangements, whereas elsewhere Country‐based IPAs are adding significantly to Australia's MPA estate. The Dhimurru IPA in the Northern Territory and Girringun Region IPAs in Queensland are presented as examples of this Country‐based approach.This indigenous‐driven, collaborative, nonlegislative approach to dedicating, governing and managing coastal areas and MPAs may serve as a model in other nation states for indigenous people wishing to use a protected area governance framework to support the contemporary management of their traditional marine and coastal estates. Aims: The United Kingdom and Australia have developed highly divergent policy responses to electronic nicotine delivery systems (ENDS). To understand the historical origins of these differences, we describe the history of tobacco control in each country and the key roles played in setting ENDS policy in its early stages by public health regulations and policy networks, anti‐smoking organizations, 'vaper' activist networks and advocates of harm reduction policies towards injecting drug use. Methods: We analysed key government reports, policy statements from public health bodies and non‐government organizations (e.g. cancer councils and medical organizations) on ENDS; submissions to an Australian parliamentary inquiry; media coverage of policy debates in medical journals; and the history of tobacco control policy in Australia and England. Key discourses about ENDS were identified for each country. These were compared across countries during a multi‐day face‐to‐face meeting, where consensus was reached on the key commonalities and divergences in historical approaches to nicotine policy. This paper focuses on England, as different policy responses were apparent in constituent countries of the United Kingdom, and Scotland in particular. Results: Policymakers in Australia and England differ markedly in the priority that they have given to using ENDS to promote smoking cessation or restricting smokers' access to prevent uptake among young people. In understanding the origins of these divergent responses, we identified the following key differences between the two countries' approaches to nicotine regulation: an influential scientific network that favoured nicotine harm reduction in the United Kingdom and the absence of such a network in Australia; the success of different types of health activism both in England and in Europe in opposing more restrictive policies; and the greater influence on policy in England of the field of illicit drug harm reduction. Conclusions: An understanding of the different policy responses to electronic nicotine delivery systems (ENDS) in England and Australia requires an appreciation of how actors within the different policy structures, scientific networks and activist organizations in each country and region have interpreted the evidence and the priority that policymakers have given to the competing goals of preventing adolescent uptake and encouraging smokers to use ENDS to quit smoking. This paper examines the reflections of a cohort of Australian children who lived through the 2020–21 COVID‐19 pandemic and experienced being in 'lockdown'; a state of largely being confined to the home for long periods daily. We report how children reflect on their experiences and illustrate how reflections draw on similar topics focused on localised child concerns regarding health, education, family, digital engagement, mealtimes and food. Further, we argue for the importance of including children's own voices of lived experience in reports regarding life during the pandemic since these perspectives may differ from those reported by adults on children's behalf. Twenty years after the birth of medical imaging from Röntgen's 1895 discovery, military authorities understood the advantage of visualising injuries of wounded soldiers and monitoring their treatment. In World War One, medical imaging equipment was difficult to use and had to be operated in challenging environments. The most common use of x‐rays was the imaging of metallic foreign bodies such as bullets and shrapnel lodged within a soldier's body. The need to diagnose, manage war injuries and return soldiers to battle, led to medical imaging innovations including alternate means to record an image, better x‐ray tubes and an early form of tomography. Such technological advancements were made by scientists serving their respective countries. With information sourced from the Australian War Memorial archives, this paper also focusses on the experiences of an Australian wartime radiographer. This investigation demonstrates the importance, sacrifice and skills of men and women who took on the difficult task of medical imaging in the first truly world‐based conflict. It highlights how a new profession and associated technology emerged as an important tool in military medicine. This paper examines the long‐run relationship between residential property prices and economic policy uncertainty (EPU) in seven Australian capital cities. Using the panel nonlinear autoregressive distributed lag model, we analyse the asymmetric effect of EPU on Australian house and apartment (unit) prices over the period 2001–2021. The EPU is found to affect property prices negatively; however, the effects of the positive changes in EPU are larger than those of the negative changes in EPU. The evidence of asymmetric effects is particularly strong for unit prices. Our results reveal that interest rates, construction costs and housing loans also drive the long‐run price trends. Child abuse and neglect is a complex problem that needs to be addressed through a multidisciplinary approach. Nurses internationally have frequent contact with children and are ideally placed to respond to children experiencing abuse and neglect. Nurses' roles can include reporting abuse to child protection services (CPS). This paper reports on one aspect of the findings of a qualitative study exploring Australian nurses' perceptions and experiences of keeping children safe from abuse. Specifically, this paper reports on the theme relating to nurses' experiences of communicating their concerns to CPS and the family when reporting abuse and neglect. This qualitative study was underpinned by social constructionism, with data collected through semi‐structured interviews with 21 nurses working with children in Australia. Key findings reported are: (1) being heard; (2) [feeling] disappointed, discouraged and disenfranchised; and (3) managing tensions between engagement and reporting. Nurses at times perceived that they were not taken seriously by CPS and felt powerless to enact change for children. Nurses subsequently had to decide how, and if, to discuss their report with families to mitigate negative reactions and maintain engagement. This study highlights the need for more effective multidisciplinary collaboration between nurses and CPS to promote change for children affected by abuse in Australia. The Australian Institute of Health and Welfare (AIHW) has a long history of realising value from data assets supported by our strong governance and analytical capability. Recent changes to technology, government policy and the complexity and volume of our data holdings have put increasing pressure on our existing processes for data collation, analysis and sharing/release. While the AIHW has already put in place a number of initiatives to respond to the changing demands on data, some slow response times have resulted from new developments required to meet some of the complex challenges posed by Multi‐source Enduring Linked Data Assets (MELDAs) such as the National Integrated Health Services Initiative (NIHSI). The learnings we are taking forward will provide smoother pathways for newer MELDAs such as the National Disability Data Asset. This paper outlines the new challenges faced with appropriately managing MELDAs, and the learnings of the AIHW have taken forward in realising value from this new type of data asset along with how MELDAs, such as the NIHSI, can be applied to address social policy questions in the future. Platform‐mediated short‐term rentals (STRs) are a relatively new addition to the housing landscape, providing accommodation on a temporal scale that falls between hotel stays and long‐term rentals (LTRs). Given the potential for STR hosts to charge significantly higher nightly rates for the same property than they might through an LTR lease enumerated in months or years, many have asked whether a 'gap' exists between the two, and how persistent this may be over space and time. In this paper, we modify and validate classical bid–rent theory to investigate spatial variation in the rent gap between STRs and LTRs over time in two distinct contexts in Queensland, Australia. We conduct statistical analyses on STR data against LTR data from local property records in Brisbane and the Sunshine Coast, identifying a significant rent gap, particularly close to high‐amenity areas. We find strong evidence of distance decay in the rent gap, with rents converging with increasing distance in most cases, indicating that STRs only 'outcompete' LTRs near high‐amenity areas, which in this analysis are the central business districts (Brisbane) and the beach (Sunshine Coast). We also find that the rent gap increases as properties get larger in size, and over time. These findings carry implications for policy aiming to balance the needs of multiple stakeholders and political agendas against planning frameworks prescribing where short‐term accommodation is best situated.
