To date, older adults have received little attention in the newly emerging technological narratives of transnational religion. This is surprising, given the strong association of later life with spiritual and religious engagement, but it likely reflects the ongoing assumption that older adults are technophobic or technologically incompetent. Drawing on ethnographic interviews with older Sinhalese Buddhist migrants from Sri Lanka, living in Melbourne, this paper explores the digital articulations of transnational religion that arise from older migrants' uses of digital media. We focus on how engagements with digital media enable older Sinhalese to respond to an urgent need to accumulate merit in later life, facilitating their temporal strategies for ageing as migrants. This is a brief summary of the Society of Obstetric Medicine of Australia and New Zealand (SOMANZ) evidence‐based guideline for the management of nausea and vomiting of pregnancy (NVP) and hyperemesis gravidarum (HG). In 2001, a study into issues of concern to assistant-in-nursing, registered and enrolled nurse members of the Queensland Nurses Union was undertaken. Approximately equal numbers of nurses from each of the aged care, acute private and acute public sectors were surveyed. Overall, 1477 nurses responded, representing a response rate of 53%. This article focuses on one aspect of the study—the perceived adequacy of support offered to new nursing graduates as they exit university and begin their transition into the workplace. In particular, responses from nurses are compared with professional level or current role designation, age, time spent in the workplace and health sector. Considerable divergence of opinion among the respondents, particularly across designation, age and years of experience, was found within the three sectors. For example, in the public and private employment sectors, older and more experienced nurses were more likely to perceive the support for new nurses as adequate compared to younger and less experienced nurses. Additionally, in the acute private sector, the more senior the nurse the more likely the perception that there was adequate preparation for new graduates entering the workforce. Recent research has documented the immediate negative impact of the COVID‐19 pandemic on household and business consumption, but there is still limited investigation into the medium‐term effects in specific consumption categories. This paper addresses this gap using a vector autoregression analysis of a system of aggregated consumer final demand across Australia. We highlight the importance of studying a demand system, as opposed to investigating independent consumption categories, due to the interactive evolution of consumption during the pandemic. Modelling the paths of various consumption categories in response to shocks from one another, we find that, despite the large and abrupt shocks to consumption during the first two quarters of 2020, most categories reverted to pre‐COVID levels when restrictions were lifted. Importantly, transportation had the largest and most persistent decline. Overall, shocks to sectors other than food, alcohol and education were outside the counterfactual forecast confidence intervals estimated based on pre‐COVID information. [ABSTRACT FROM AUTHOR]

Novel combinations of global conditions, issues under investigation and research alliances require constant reassessment of how to conduct cross‐cultural research. Here we recount an exploratory investigation considering cross‐cultural research between Australian and Indonesian researchers. This paper sets out a range of considerations for practitioners of cross‐cultural research between our two countries. This investigation supports intentions to develop trans‐disciplinary climate change adaptation research but is applicable across multiple research topics and disciplines. We engaged a small multi‐disciplinary mix of researchers, from both countries, conducted two initial focus groups, and subsequently involved participants in drafting of this paper as an exploration of how being cross cultural could manifest. We highlight that cross‐cultural collaborations occur in environments of both cultural differences and power differences. Four main strategies emerged for dealing with the challenges (or opportunities): working respectfully, being reflective of cross‐cultural research practice, being flexible, and learning about culture. Overarching these strategies, we found cross‐cultural research requires considerable extra (long term) effort to tackle and that this is sustained by researchers' intrinsic motives to care for people and place, making this type of research a distinctive labour of love. Finally, we found similarities between cross‐cultural research and climate change adaptation research (even when conducted within one country) where both endeavours call for boundaries of places, cultures and disciplines to be crossed in order to effectively engage with complex topics and environments. Negotiating the liminalities here often defies set formulas and requires a willingness to engage with and 'muddle through' the messiness. Our findings will be of value to those undertaking cross‐cultural research across a wide range of issues. Introduction: Australia's population is ageing, resulting in more older adults living in residential aged care facilities. Occupational therapy scope of practice in Australian residential aged care facilities is significantly influenced by the government funding instrument. As the current government funding instrument is administratively inefficient, insufficiently discriminates between residents' care needs and provides perverse incentives, a new funding model is set to be implemented. This creates an opportunity for a review of the current evidence base to support the lobbying of national associations to shape occupational therapy practice. The research question that guided this systematic mapping review was as follows: What is the current state of scholarship about occupational therapy in Australian residential aged care facilities? Methods: A search of four databases (CINAHL, Medline, Embase and Scopus) was conducted and 1,617 papers were identified. All papers were screened through a two‐phase process: (i) title and abstract review and (ii) full text review, using pre‐determined inclusion and exclusion criteria to identify papers relevant to this review. A data extraction tool was designed in Microsoft Excel® and was used to extract data from the included papers. Results: Twelve Australian articles were published between 1986 and 2020, most frequently authored by an occupational therapist. Included articles were classified into four groups: articles including occupational therapists as participants, articles about occupational therapy practice, articles exploring an occupational perspective of residents and articles with limited exploration of occupational therapy. Conclusion: This review identified that there is a dearth of Australian occupational therapy literature. This creates challenges for occupational therapists seeking evidence to guide their practice to optimise resident health and well‐being and for national associations seeking to lobby for the profession. This integrative review aimed to identify and synthesize evidence on workplace stress and resilience in the Australian nursing workforce. A search of the published literature was conducted using EMBASE, MEDLINE, CINAHL (EBSCO), PsycINFO, Web of Science, and Scopus. The search was limited to papers published in English from January 2008 to December 2018. The review integrated both qualitative and quantitative data into a single synthesis. Of the 41 papers that met the inclusion criteria, 65.85% (27/41) used quantitative data, 29.26% (12/41) used qualitative data, and 4.87% (2/41) used mixed methods. About 48.78% (20/41) of the papers addressed resilience issues, 46.34% (19/41) addressed workplace stress, and 4.87% (2/41) addressed both workplace stress and resilience. The synthesis indicated that nurses experience moderate to high levels of stress. Several individual attributes and organizational resources are employed by nurses to manage workplace adversity. The individual attributes include the use of work–life balance and organizing work as a mindful strategy, as well as self‐reliance, passion and interest, positive thinking, and emotional intelligence as self‐efficacy mechanisms. The organizational resources used to build resilience are support services (both formal and informal), leadership, and role modelling. The empirical studies on resilience largely address individual attributes and organizational resources used to build resilience, with relatively few studies focusing on workplace interventions. Our review recommends that research attention be devoted to educational interventions to achieve sustainable improvements in the mental health and wellbeing of nurses. [ABSTRACT FROM AUTHOR]

This review aimed to inform a deeper understanding of the varied experiences of ageing in place for older adults in Australia and New Zealand. Ageing in place involves older adults remaining in their own home or community as they age rather than moving into residential care. Our focus was on how ageing in place relates to older adults' mental health, life satisfaction, wellbeing, and overall ability to adapt well to ageing. This paper followed PRISMA‐ScR guidelines. Of the initial 210 papers identified, 20 met inclusion criteria and were retained. Four key themes related to experiences of ageing in place and the skills and strategies utilised to age in place were extracted from these studies. Themes encompassed older adults' individual characteristics and strategies, their connections to community, their home environment, and the appropriateness of support and services. We conclude that ageing in place should not be considered a "one size fits all" approach to ageing. Policymakers, researchers, and governments should acknowledge that older adults are a diverse group. Future ageing policy should strive to accommodate all older adults regardless of their circumstances or ageing preferences and researchers should include older adults from diverse populations and circumstances. This paper examines the intellectual contributions of Professor W. M. ('Max') Corden to Economics. We focus on three main fields: trade theory and practice, especially his pioneering work on the theory of effective protection; open economy macroeconomics, including exchange rate policy, the international monetary system, Dutch Disease and economic crises; and Australian economic policy. We emphasise Max's motivation for working on these topics, as he sought to understand real‐world economic issues and challenges and to employ economic theory and expositional clarity in search of policy reform. This paper challenges current approaches to undertaking community‐centred disaster recovery. Community‐centred approaches are widely recognised as ‘the gold standard’ for effective recovery from disasters. Yet, they are rarely applied well enough in practice. Challenges include the ‘authority’ culture of command‐and‐control agencies, the emphasis on discrete recovery time frames, and the reluctance to relinquish centralised control. The paper focuses on people's experiences of community‐centred recovery in New South Wales, Australia, which has experienced severe fires and floods since 2019. We undertook key informant interviews and an online survey to inquire into how community‐centred recovery is enacted. Our work uncovered widespread dissatisfaction with current practices. The paper discusses key themes emerging from the research and ends with a call to change how community‐centred recovery is framed and conducted by responding organisations, to include the underlying causes of vulnerability in recovery, to measure success differently, and to alter the narrative of who ‘owns’ disasters. Background: This study examines the perceptions of the Australian public canvassed in 2021 during the COVID‐19 pandemic about their health system compared to four previous surveys (2008, 2010, 2012 and 2018). Methods: In 2021, a nationwide online survey was conducted with a representative sample of Australians (N = 5100) recruited via market research panels. The results were compared to previous nationwide Australian survey samples from 2018 (N = 1024), 2012 (N = 1200), 2010 (N = 1201) and 2008 (N = 1146). The survey included questions consistent with previous polls regarding self‐reported health status and overall opinions of, and confidence in, the Australian health system. Results: There was an increase in the proportion of respondents reporting positive perceptions at each survey between 2008 and 2021, with a significantly higher proportion of respondents expressing a more positive view of the Australian healthcare system in 2021 compared to previous years (χ2(8, N = 9645) = 487.63, p < 0.001). In 2021, over two‐thirds of respondents (n = 3949/5100, 77.4%) reported that following the COVID‐19 pandemic, their confidence in the Australian healthcare system had either remained the same (n = 2433/5100, 47.7%) or increased (n = 1516/5100, 29.7%). Overall, respondents living in regional or remote regions, younger Australians (< 45 years) and women held less positive views in relation to the system. In 2021, the most frequently identified area for urgent improvement was the need for more healthcare workers (n = 1350/3576, 37.8%), an area of concern particularly for Australians residing in regional or remote areas (n = 590/1385, 42.6%). Conclusions: Irrespective of disruptions to the Australian healthcare system caused by the COVID‐19 pandemic, Australians' perceptions of their healthcare system were positive in 2021. However, concerns were raised about inadequate workforce capacity and the cost of healthcare, with differences identified by age groups and geographical location. While intellectual property laws protect rights holders from infringement of their intellectual property, these laws also protect against abuse of those rights where rights holders unjustifiably threaten competitors with infringement proceedings. The introduction of additional damages for flagrant unjustified threats under the recent Intellectual Property Laws Amendment (Productivity Commission Response Part 1 and Other Measures) Act 2018 (Cth) may benefit an alleged infringer who is not found to have infringed a valid patent. In particular, new section 128(1A) to the Patents Act 1990 allows additional damages to be awarded against a person for making blatant unjustified threats of infringing a patent. In cases where it is difficult to determine the loss and ordinary damages cannot be awarded, a court could award a nominal amount in compensation, but the difficulty lies in whether, in some cases, damages can be awarded at all. This raises the need to consider other legal avenues to address the issue of unjustified threats relating to patented inventions. In this paper we have identified four such other legal avenues being: specific provisions of the Australian Consumer Law; the misuse of market power provisions in s 46 Competition and Consumer Act 2010 (Cth); the duty of care and diligence in s 180 Corporations Act 2001 (Cth); and the law of joint tortfeasorship. Each of these potential legal solutions will be examined in turn however a comparison of remedies, or interactions with the laws of evidence, and exploration of costs are beyond the scope of this analysis. Further while we acknowledge that other Australian legislation provides a cause of action arising from the making of unjustifiable threats, such as in the Copyright Act 1968, the Trade Marks Act 1995, the Designs Act 2003 and the Circuit Layouts Act 1986, this paper is focused on the Patents Act 1990 only. Whilst there has been an increase in attention to infrastructure in the social sciences and humanities over the last two decades, this focus has primarily explored urban landscapes, neglecting infrastructural dynamics in rural areas. This paper explores the synergistic relationship between rurality and infrastructure by focusing on examples and experiences of infrastructural ruin in Australia's New England North West. Drawing on 2 months of ethnographic fieldwork, this paper argues that ruination is a common modality though which infrastructure is experienced in rural contexts, and that this ruination, which is tied to the histories and everyday experience of rural spaces, becomes a means by which rurality is (re)produced both materially and culturally. Exploring infrastructural ruination in rural regions allows for narratives to be told of rural spaces that move beyond revivalist and declinist paradigms of rural scholarship. Instead, attention to the experience of infrastructural ruin positions rural spaces as unique landscapes where engagements with infrastructure play an integral role in shaping the material and cultural composition of contemporary rurality. Several initiatives have sought to increase the number of First Nations individuals with a higher degree in research (i.e., PhD or research masters)—in Australia and in similarly colonised countries. However, little has been written on day‐to‐day support structures and mechanisms that might help First Nations Australian candidates thrive in postgraduate research degrees and beyond. For sensitive research fields such as alcohol, emerging Aboriginal and Torres Strait Islander researchers must grapple with topics which are stigmatising and in some instances associated with traumatic associations. There is also a lack of studies internationally that describe optimal support for First Nations students undertaking a higher degree by research with a primary focus on alcohol. Here we discuss what we have learned from the support offered through the Centre of Research Excellence in Indigenous Health and Alcohol—from the perspective of academic staff, students, trainees and early career researchers. Background: Major depressive disorder (MDD) can have severe impacts on function and quality of life. Up to one third of patients will have an inadequate response to their first line of treatment, with subsequent lines of therapy associated with lower remission rates and higher relapse rates. Recently esketamine has become available for Australian patients, and this agent provides an additional treatment option for those with MDD who have had an inadequate response to two or more antidepressant therapies during the current moderate to severe depressive episode. This paper provides an expert panel's practical recommendations and clinical guidance for establishing esketamine clinics in Australia. Methods: An expert panel (n = 11) comprising psychiatrists, mental health care nurses, pharmacists, and individuals with experience establishing esketamine clinics was convened in Sydney. The panel developed practical recommendations and clinical guidance, which were then further refined. Results: Five key areas were identified: practical considerations for esketamine clinic set‐up, including multidisciplinary care considerations; patient selection; administering esketamine; adverse event management and long‐term follow‐up. Conclusions: Guidance presented in this paper should assist Australian clinicians to set up an esketamine clinic, and provide practical advice on the infrastructure and clinical requirements for treatment of patients with this agent. Rationale: Challenges associated with translating evidence into practice are well recognised and calls for effective strategies to reduce the time lag and successfully embed evidence‐based practices into usual care are loud and clear. While a plethora of nonpharmacological interventions for people with dementia exist; few are based on strong evidence and there is little consideration for programme operationalisation in the complex environment of long‐term care. Aims and Objectives: This paper describes the preparation for the implementation of the Weaving Evidence into Action for Veterans with dementia project, incorporating the codesign of delivery of four evidence‐based, nonpharmacological interventions. Method: Implementation preparation for this type 2 hybrid effectiveness‐implementation project was underpinned by the Implementation Framework for Aged Care (IFAC). A sociocultural–political contextual scan was undertaken, and reflection on the IFAC question 'why change?' with key stakeholders. Delivery of the four interventions of music therapy, exercise, reminiscence therapy and sensory modulation was explored using codesign methodology. Preparation of both intervention delivery personnel and recipients was via training, establishment of a change team and promotional/awareness‐raising strategies. Results: The contextual scan revealed Australian government reforms and organisational imperatives facing long‐term care services, while reflections on 'why change' flagged best practice dementia care at the local care home level. Several codesign sessions involved veterans with dementia, family members, care home staff members and volunteers to ensure programme alignment with needs and preferences, accounting for existing activities. Training was designed and delivered before programme commencement. A change team was established and strategies to support behaviour change instigated. Implementation evaluation is reported elsewhere. Conclusion: The extended preparatory period for implementation, afforded by the COVID‐19 pandemic on programme commencement, enabled time for widespread understanding of the programme and necessary upskill of staff. Tracking farmland purchases is central to interpreting transnational finance's growing power in agrarian restructuring. Australia's public Register of foreign land ownership reveals little about agrarian change, however. In presenting the first comprehensive mapping of farmland purchases made between 2008 and 2020, this paper examines the ways that financial investments are altering farm ownership patterns in Australia. First, we show that most foreign owned land has been purchased by only 10 pastoral companies, which are implicated in speculative development activities. Second, foreign investment in cropping and horticulture is more significant than it appears in the Register, with investments in agricultural infrastructure increasingly driving land use change. Third, we illustrate the deepening entrenchment of institutional finance. By engaging with the findings from our dataset as well as with the politics of data that have shaped the availability of information, the paper progresses understandings of the financialization of farmland in both its material and ideational aspects. The #BlackLivesMatter Movement has amplified the role of social media in visibilising anti‐Black violence. Drawing on the narratives and expertise of those who have experienced anti‐Black racism, this paper employs the theoretical concept of racial dignity to highlight how young African Australians participate in racial discourse on social media. The findings of this paper demonstrate that social media is a significant site where Black African youth reclaim racial dignity through: 1) reversing the white gaze; 2) recognising and calling out anti‐blackness; and 3) cultivating and engaging in communities of healing and belonging. Through these digital practices, Black African youth in Australia foster racial agency that promotes positive self‐recognition, racial resilience and racial dignity. We argue, therefore, that social media offer Black African young people in Australia spaces to engage in positive expressions of Afro‐blackness and challenge anti‐blackness in ways that are safer to them than in physical, offline settings in white contexts. Background: Obtaining research funding in Otolaryngology – Head and Neck Surgery (ORL‐HNS) can be challenging. In this paper, an analysis of research output in ORL‐HNS in Australia and worldwide between 2008 and 2018 was conducted and then adjusted for the number of specialist surgeons in each country. Methods: Scopus by Elsevier was used to measure research output of Ear, Nose and Throat (ENT) surgeons in Australia between 2008 and 2018. Each individual's career and 10‐year h‐index was identified and then repeated with self‐citations excluded. Total and 10‐year citations were also recorded. The top 15 countries in terms of research output in ORL‐HNS were also ranked based on the number of ENT articles published in the 10‐year period, and then adjusted by the number of actively practicing ENT surgeons per country. Results: Between 2008 and 2018, Australia published 1510 articles out of a total global output of 48 613 papers in ORL‐HNS with the top 10 authors having an h‐index placing them within the world's top 100. Whilst the USA made the greatest total contribution with 12 912 publications, when adjusted for the number of specialist ORL‐HNS clinicians in each country, Australia, Canada and India in order topped the rankings. Conclusion: Australia has established itself as a research leader in the global field of ORL‐HNS, publishing more articles per surgeon than any other country between 2008 and 2018. Geography is fostering a diverse range of methodologies that engage the more‐than‐human dimensions of research. Debates surround the efficacy of both longstanding and emergent methodological approaches in grappling with how to do more‐than‐human geography. Much attention has been given to the methodological implications of theoretical debates that evoke distributed agency and calls to "enliven" research. To date, however, questionnaire surveys have not been considered as part of these deliberations. Survey response rates are normally reported as percentages, with scholarly attention focusing on how question design, financial incentives, and delivery format may influence human engagement with the questionnaire. Little attention has been paid to questionnaire survey methods in or for more‐than‐human research. Inversely, there is also little discussion of the agency of non‐human bodies, processes, and materials, and how they work for or against survey completion. This paper contributes to these deliberations by exploring more‐than‐human agency in the delivery and completion of a postal questionnaire, distributed to rural households that are self‐sufficient for water on the south coast of New South Wales, Australia. By focusing on the elements, infrastructure, and animals that work with and against survey delivery and completion, we show that questionnaire surveys are a more‐than‐human achievement. Consideration of the chewed and weathered survey, and the more‐than‐human processes that influence its delivery and completion, matters in challenging "human‐centred" notions of field research. We argue that what we know about the world through a survey is always a performative process, not only by considering how research design aligns with politics and knowledge practices, but also the more‐than‐human. In this paper, we assess the impact of the COVID‐19 pandemic on the Australian visual arts sector. We base our analysis on the responses of over 1500 visual artists and arts workers to a survey conducted by the National Association for the Visual Arts (NAVA), the national peak body for the visual and media arts, craft and design sector in September 2021. NAVA employed this online survey to study the relationship between the pandemic and both the incomes and mental health of artists and arts workers. Using regression analysis, we find that there has been a significant impact for both artists and arts workers, with the severity of the impacts varying by gender, age and the availability of state‐based and Australian Government support programmes. Reduced hours and loss of contracted work and commissions due to the pandemic were both related to declines in income and mental health outcomes for artists and for arts workers. Housing stress was associated with a higher likelihood of a significant or extreme mental health impact for artists and arts workers. In addition, artists' incomes and mental health outcomes were impacted when faced with a reduced ability to sell, although some artists were able to increase their online profiles. There is a growing interest in how policy processes can better incorporate the values of the communities they serve, yet policymakers face numerous challenges when they seek to embed values into policies. This paper builds on existing values research to develop a bespoke policy values framework for Australia, based on the popular notion of a 'fair go'. While the fair go is often associated with a narrow set of equality and procedural justice values, we show that it has a much wider range of historical and contemporary meanings, which taken together provide a useful starting point for understanding policy values important to Australians. We apply our framework to two policy domains—housing and immigration—to show that it offers an effective heuristic to help policymakers understand key value priorities and conflicts in these policy areas. The paper provides theoretical insights regarding the role of values in policymaking and offers a practical tool for use when designing, implementing, and evaluating policies. Points for practitioners: Community values should inform public policy decision‐making in a democracy. However, incorporating values into policy is difficult because of the wide range of different values to consider, the need to manage tensions and conflicts between values, and the time pressures often faced by policymakers.The popular and enduring notion of the 'fair go' embodies multiple value positions, which cover a range of different values that matter to Australians, making it a good basis for an Australian policy values framework.Our fair go values framework is designed to serve as a heuristic for policymakers when designing and evaluating public policies. It is not intended as a comprehensive guide to value debates in all policy areas, but offers a starting point for quickly appreciating the key value priorities and conflicts in relation to a policy issue. Emergency declarations are important legal tools for the state to protect itself and its citizens during times of crisis. Such declarations permit the exercise of extraordinary powers to address an emergency or disaster. They present an opportunity to explore policy learning in crises, through the ability to examine emergency declaration instruments and the detail of post‐emergency inquiries and reviews. This paper briefly assesses Australian law that provides for emergency declarations and places it in the context of theories of policy learning and change. Two case studies reveal evidence of policy learning in emergency declaration practice in Australia. There is an emerging practice of using declarations primarily or purely as tools to communicate the seriousness of an emergency. This policy learning has occurred both within and between jurisdictions, including the federal government. There are distinct bodies of cultural knowledge attached to the sea. In this paper we orient the focus towards the nature and extent of cultural framings of sea territories, as inclusive of submerged landscapes, for Indigenous maritime peoples in northern Australia. This approach is distinguished by a pluralist methodology and reorients the primal focus of a human geography and broader geographical scholarship concerning submerged landscapes to begin with an Indigenous perspective. Engaging ethnographic accounts of Indigenous Australian knowledges of Sea Country, as inclusive of ancient pre‐inundation landscapes that lie out‐of‐sight on Australia's continental shelves, highlights the potential for a more expansive vision of human connections to the past and present continental landmass of Australia. Indigenous oral traditions, Dreaming Ancestor narratives and songlines provide extensive detail to assist in understanding these parts of the greater Australian landmass and in this paper are brought into relation with recent sea floor mapping efforts which operate to draw back the water and reveal commensurable geographies upon which to envision possibilities for socialised realms of human emplacement. Both bodies of knowledge generate information of submerged landscapes that call for an expansion of thinking on where the land ends and the sea begins and how submerged terrestrial landscapes are understood across cultures as part of human geography. The approach outlined here calls for a habit of bringing principled systems of understanding to stand together as part of an explanatory schema for a world populated by and yet differentially known by people. Non‐binary and genderqueer identities are increasingly discussed in public discourse and academia, but there remains a dearth of academic literature centred on non‐binary people's lives and experiences. When non‐binary people are included in research, it is frequently as an additive to explorations of trans identities and subsumed under the trans umbrella or treated as categorically indistinct. Much has been written from a clinical perspective, but the social sciences tend to discuss non‐binary identity conceptually or as a proxy in theoretical arguments. Of the emerging sociological literature on non‐binary identity, much is from the United States or the United Kingdom. Thus, this scoping review engaged with the corpus of research on non‐binary people in “Australia” to consider social change and policy needs. We found much about the negative health impacts resulting from discrimination and barriers, emphasising the structural and systemic nature of the existing gender binary. However, the majority of these papers include a focus on how non‐binary people actively participate in the collective creation of community, identity and safe spaces for affirmation. Resilience, coping strategies and solidarity were key themes and offer important insights into how the barriers identified can be ameliorated. [ABSTRACT FROM AUTHOR]

Therapeutic residential care (TRC) is a mode of delivering out‐of‐home care (OOHC) that can help meet the needs of some of Australia's most vulnerable young people and their families. TRC programmes aim to support young people to develop positive relationship experiences in a safe and stable environment. Given that TRC is a relatively new model of intervention, to date, the alignment between its aspirational aims and the existing and evolving policy environment in which it is located has not been analysed in any depth. This paper reports on a national policy analysis exploring how TRC is constructed in policy documents. One hundred and thirty‐two relevant policy documents were analysed to identify the practices and the conditions that facilitate the development of relationships and connections. The aims of the policies underpinning TRC were consistent with the literature outlining promising trauma‐informed approaches. Findings show how the policies support the development of beneficial relationships for children and young people; however, there were also several discrepancies and silences identified, including a limited conceptualisation of children's participation. Australian railway histories are dominated by narratives of engineering triumphs, colonial expansion into empty land, and bringing civilisation and development through railway infrastructure. These settler‐colonial stories can be read back on themselves as histories and geographies of Aboriginal dispossession and colonial possession. Indeed, Aboriginal people, lands, waterways, and cultures have always been implicated in railway infrastructures, willingly or not. Aboriginal people’s entanglements with the New South Wales railways, to which we refer as “rail relations,” have involved dispossession, removal, employment, mobility, and travel, including the forced removal of children known as the Stolen Generations. These are relations of harm, loss, and grief but also of pride, connectivity, and survival. We argue in this paper that when Aboriginal communities engage in storying the New South Wales railways as Aboriginal they reassemble this infrastructure otherwise: not just as a tool of dispossession but also as life affirming. Indigenous storytelling can therefore overcome settler colonial erasure and the oversimplification of railway infrastructure hi/stories. Research about how Aboriginal lives have been interconnected with railways expansion and development is limited. While Aboriginal railway stories are continuously told within communities, they remain almost entirely silenced elsewhere. Overcoming the invisibility of Aboriginal rail relations is crucial as both truth‐telling of the past and to ensure more just infrastructural outcomes now and in the future. [ABSTRACT FROM AUTHOR]

The turn to co‐production in geographical research is underpinned by the social justice aim to democratise academic practice, and in recent years this has extended to training young people as co‐researchers. However, discussions of intergenerational dynamics in co‐produced research are limited, and there are no accounts of family members interviewing one another. This paper responds to this oversight by presenting a reflective account of a research project centring on intergenerational family discussions and negotiations of climate change knowledge, in which young co‐researchers interviewed parents. We share key considerations for developing bespoke interview training and preparing co‐researchers to undertake interviewing, and we highlight the strengths and opportunities of intergenerational interviews in families. Our core contention is that, when planned and supported with tact and consideration, intergenerational interviews can boost young people's confidence in their skills and generate rich dialogues that may lead to decisions and outcomes that will outlive the research. However, engaging co‐researchers and their pre‐existing familial relationships in research requires careful consideration, practical training, and ongoing reflection, because these relationships are defined by intergenerational dynamics that precede and outlast the research. Over 10 million ED visits occur each year across Australia and Aotearoa New Zealand. Outside basic administrative data focused on time‐based targets, there is minimal information about clinical performance, quality of care, patient outcomes, or equity in emergency care. The lack of a timely, accurate or clinically useful data collection represents a missed opportunity to improve the care we deliver each day. The present paper outlines a proposal for a National Acute Care Secure Health Data Environment, including design, possible applications, and the steps taken to date by the Australasian College for Emergency Medicine ED Epidemiology Network in collaboration with the College of Emergency Nursing Australasia. Optimal use of the existing information collected routinely during clinical care of emergency patients has the potential to enable data‐driven quality improvement and research, leading to better care and better outcomes for millions of patients and families each year. Globally, labour markets are encountering profound changes because of the digital revolution. Middle‐income countries such as China are leapfrogging high‐income countries to take advantage of the digital economy. The growing use of digital technologies is also reshaping the labour market in high‐income countries such as Australia. Potentially, new technologies may facilitate both employers and employees to overcome some of the barriers to disability employment. However, it seems that the opportunities and hopes have not yet translated into improved employment rate for people with disability. This paper uses an ecosystem framework to examine the state's role in improving the critical elements of disability employment: developing a national strategy, creating employment opportunities, building capacity and enhancing accessibility. This paper compares the historical development of disability employment and the policies introduced to take advantage of digital technologies across China and Australia. It studies the national policies, funded activities and the governing structure in China and Australia. The findings revealed distinctive approaches that have played to the strengths of each country. This paper examines the hallmarks of an emergent and distinctive Australian and New Zealand health geography over the last 30 years. Building on an assessment of the early development of the sub‐discipline in the two countries, a review of published work reveals the co‐presence of local themes alongside connections to more global perspectives associated notably with health behaviour. Further common themes are the influence of year‐round exposure to outdoor spaces and the proximity of "blue spaces" to urban centres. However, there are divergences in the evolution of the sub‐discipline. A comparison of attendance at the biennial International Medical Geography Symposia (held since 1985) with publications in the journal Health & Place reveals differentially globalised characters. A steady flow of international visitors and appointments to New Zealand universities as well as more apparent connections to the wider discipline of geography contrast with more applied geospatial and public health connections in Australian health geography. Increasing numbers of households are impacted by disasters due to population growth, increasing development in higher risk areas, and climate change. While emergency management in Australia aims to reduce quantifiable losses, lived disaster and recovery experiences are relatively mute, with implications for mitigation and post‐disaster support. This paper draws on findings from a research project that set out to examine the role of insurance in household recovery after the 2013 Blue Mountains bushfires in New South Wales. Among the 19 interview participants, prioritisation of the needs of children was found to hinder personal recovery. Drawing on this key finding, this paper focuses on parents' emotion work and emotions surrounding home. Innate desires to provide good care monopolised parents' emotions and emotional outlets, as they worked to conceal threats and (re)establish a sense of normalcy. Emotion work drained parents, as did threats to, and the loss of, "home" created through "dwelling." When homes burnt, so too did memories of children embodied in that home – memories that had permeated the material space. This sense of loss intensified when informing children about losses – an act that breached parents' protective instincts and necessitated additional emotional care. Emotions escalated as capacities for care were challenged or eroded in the absence of home contents that normally would have anchored daily routines and provided stability. Replacing such items dominated parents' recovery efforts – efforts encumbered by competing recovery demands, yet facilitated to some degree by insurance safety‐nets. These emotions impacted parents' mental and physical wellbeing in the four years that separated the bushfires and the interviews. While there is considerable literature outlining parents' role in lessening disaster impacts on children, few studies examine parents' capacity to do so. In addressing this gap, this paper highlights avenues to improve psychosocial aspects of disaster recovery. Parenting is challenging at the best of times, let alone in disasters. Focusing on the 2013 Blue Mountains bushfires in Australia, this paper explores the emotions involved in caring for children while surviving and recovering from a disaster. Insights from "emotion work" and the loss of "home" – structures bound with memories and resources for good care – highlight both demands on parents and avenues to improve post‐disaster wellbeing for families. Over the past 15 years, international climate policy and governance practice have shifted from a linear model of carbon emissions management to a circular model. Whereas the former primarily focused on reducing absolute emissions, the latter focuses on balancing emissions sources and sinks. Australia, a major global exporter of 'old' carbon resources such as coal, has actively embraced circular carbon policies and their related 'new' carbon resources such as carbon credits. Focusing on Australia's Northern Territory as a site of old and new carbon economies, where government administrators have actively sought to host carbon circulations and loops, this paper examines three interlinked cases to illustrate the interdependencies generated through circular carbon policies. Identifying how sources, sinks, and the mediation of relations between them all constitute key contemporary carbon frontiers, we conclude by calling for a research agenda that analyses 'old' and 'new' carbon economies as a co‐produced assemblage rather than as isolated zones. This special issue is part of a shift in social science and humanities thinking and in public awareness towards planetary water concerns. As societal and scholarly attention to the wet element – and its political import and its cultural constitution – is growing, we ask, how can we rethink our relationships with water in Australia now and into the future? The collection of papers in this issue shows that water responds to human practices which in turn are grounded in cultural imaginaries. Water is thus real in diverse ways, and makes possible diverse material, political and cultural relationships. Taking our lead from the ideas that contributors have developed from this and other questions posed for the issue, our introductory discussion considers three themes that are key to the understanding of water futures in Australia: materialities, temporalities and imaginaries. Introduction: Although various studies have examined availability, access barriers and patient experiences of rural health services for the ageing population, no synthesis of this literature exists in Australia. Objective: The objective of this study was to examine the current literature surrounding rural service provision and to evaluate the barriers to access for older individuals and to recognise gaps in the literature. Design: A systematic scoping review of peer‐reviewed literature from three online databases (PUBMED, SCOPUS and Web of Science). Findings: Thirty‐two papers were included in analysis. The most prominent types of health service discussed were residential aged care (n = 12) and community health care (n = 10). More studies explored the perspectives of health personnel than the service end users. Qualitative synthesis revealed three themes associated with health service and rural ageing: access to services, health workforce experiences and end user experiences. Discussion: Access to health services for the elderly population is a complex issue. Promoting positive experiences for both health providers and patients is critical to assisting in healthy ageing for people living in rural and remote areas. This requires intervention on a social and institutional level. Key research gaps in the literature include the effectiveness of an integrated approach to institutional interventions, utilisation of preventative measures such as screening programs for cancer and greater identification of the health needs and perceptions among culturally diverse elderly residents. These studies are critical to promote appropriate and patient‐centred care for elderly populations in rural and remote areas. Conclusion: The review highlights the need to address availability, retention and service innovations across health services to improve access to care and health outcomes of rural elderly residents. This paper considers Australia's approach to telecommunications infrastructure from the perspectives of the policy official and the public administration scholar. From the official's perspective, the approach has been successful in stimulating private sector investment in many markets. This has been achieved by promoting open competition and where necessary establishing a government business enterprise as a transitional measure to build and operate a next‐generation National Broadband Network (NBN) to provide high‐speed fixed‐line broadband to all Australian premises by 2020. From the academic perspective, however, the approach reveals the shifting balances between political objectives and market challenges. This paper consists of three main parts. The first is an introduction by a former senior public servant turned public administration scholar. The second is from a policy official and provides an overview of the Australian telecommunications market, starting with some historical context, the deregulation in the 1990s and the privatisation of the former government‐owned telecommunications incumbent, Telstra. The third is from a public administration scholar and provides a short complementary critique of Australia's communications policy. The paper discusses, from different perspectives, the policy settings that have been adopted to support infrastructure competition and investment in the Australian telecommunications market, including the development of the NBN. Recent analysis of Blockchain use has highlighted considerable potential productivity gains arising from lower transaction costs between buyers and sellers of goods. This has been shown by recent examples of Blockchain use in the Australian grains sector. In this paper, we have further developed and quantified this concept of productivity gain by undertaking several illustrative scenarios using a general equilibrium model of the global economy. Our analysis indicates that an assumed modest growth (five per cent) in productivity due to Blockchain use in the grains sector could raise output by eight per cent over the medium term. If this is accompanied by Blockchain use in the Australian finance sector, grains output could reach ten per cent. This reflects the effect of reduction in transaction costs due to the use of Blockchain technology as a "distributed ledger technology" in grain trading. Further, it is anticipated that the wider effects of Blockchain‐driven productivity enhancement of the Australian finance sector could contribute to approximately 2.5 per cent increase in GDP in the medium term, relative to what would otherwise be. This paper compares key aspects of governance structures for Indigenous populations in the United States and Australia. The paper focuses on policy coordination and administration, in particular the nodes of decision‐making in the two countries in relation to government contracting and accountability. The U.S. approach to funding Indigenous organizations stems from the 1975 Indian Self‐Determination and Education Act and its subsequent expansions. Through the development of contracting into permanent compacting via block grants, this approach builds established nodes of Indigenous government and facilitates whole‐of‐government coherence at the level of the American Indian tribe. The U.S. approach seems correlated with better performance and may lighten bureaucratic loads over the long term. The Australian model, on the other hand, seeks to create whole‐of‐government coherence through top‐down financial accountability in a way that hampers the development of Indigenous political capacity. The paper traces the development of these practices through time and illustrates how they contribute to the fragmentation rather than growth of Indigenous political capacities. It suggests ways the Australian model could be improved even in the absence of fundamental reform by drawing on the contracting‐to‐compacting framework of longstanding U.S. practices. We compare models for funding Indigenous organisations in the United States and Australia. The U.S. approach encourages nodes of Indigenous governance via permanent compacting, and seems correlated with better performance. The Australian approach, on the other hand, pursues whole‐of‐government coherence via unpredictable short‐term contracts that fragment Indigenous political capacities. [ABSTRACT FROM AUTHOR]

Settler colonialism continues in Australia today. One way this occurs is through processes of assimilation such as targeting First Nations subjectivities with behavioural conditions on their social security payments. In this paper, I draw on a 13‐month study examining one such programme; the Cashless Debit Card trial in the East Kimberley region in North West Australia. Through restricting cash and purchases to curb alcohol consumption, illegal drug use, and gambling, card aims to instil "responsible behaviour" such as getting a job in the capitalist economy, accumulating private property, and succeeding in English education. Through drawing on critical discourse analysis, I ask, what does the Cashless Debit Card tell us about the settler state's attempts of continued assimilation? The paper explores specific ways the state legitimising assimilation through provoking narratives of First Nations dysfunction, depoliticising poverty and colonisation, constructing evidence around success of policy, and constructing ideas of "community" in order to regulate who speaks and who is overlooked. Although assimilation attempts are made, there is resistance and pushback in the trial site. Attempts of assimilation, not actual assimilation, can only be observed. [ABSTRACT FROM AUTHOR]

Objective: With little research investigating older Australians' experience of companion animal (pet) ownership or wildlife encounters, this paper focuses on the value of animals in their lives. Methods: Three online focus groups explored 103 older adults' lived experience of home and community, with this paper focused on interactions with animals—companion animals and wildlife. Results: Most (60%) had at least one pet, which brought love and joy into their lives. Reflexive thematic analysis identified three themes: pets as family; challenges of pet ownership; and connection to everyday wildlife and nature. Conclusions: In addition to valuing companion animals (typically cats and dogs), this research is among the first to show that some older people also develop ongoing relationships with local Australian wildlife, such as kookaburras, kangaroos, lizards and birds, which raises the possibility that fostering connections with wildlife may enhance well‐being. This paper reflects on whether and how the World Health Organization (WHO) inspires age‐friendly policymaking across different levels of government. This is done via a case study in which we analyse the policies of Australia's three‐tiered federated government system against the WHO's eight core age‐friendly cities domains. Findings suggest that membership of the Global Network of Age‐Friendly Cities and Communities did not appear to overtly inspire the development of age‐friendly policies across Australian governments. Content analysis shows there is an overwhelming policy focus on care and support services, with little attention to cultural diversity. This reflects an outdated portrayal of debilitation in later life and a lack of recognition of how diverse circumstances impact the ageing process and corresponding support needs. Our findings also reveal the challenges of a three‐tiered federated system, where varying financial and authoritative capacities have influenced how different governments acknowledge and respond to population ageing. Notably, local governments—the main level of implementation targeted by the WHO—are invariably constrained in developing their own age‐friendly policies and may opt to adopt those of higher levels of government instead. This article presents new insights into the views of families regarding the educational opportunities for their children in special school settings. It reports on a study designed to capture the perspectives of families regarding the opportunities to consult and engage with teachers on the education of their child or children with disabilities across special schools in Australia. The methodology provided a framework of investigation critical to the research in this study. Furthermore, a significant body of parental voices was manifested through the study providing a rich bank of perspectives regarding their preferred delivery models of education for their families and children with disabilities. Transitions to working from home due to the COVID pandemic led to a proliferation of literature and industry reports on changed work practices. However, this study set out to advance understanding of how human resource professionals managed the crises – adding to the limited literature on this perspective. Data was collected during late 2020/early 2021 through interviews with human resource professionals. Data was analysed using coding techniques enabling findings to be organised into relevant concepts and categories. Contributions to practice include the range of challenges and opportunities associated with working from home, which are outlined here as technical and behavioural recommendations. These include the need for improved IT support and IT literacy across the workforce; issues linked to employee isolation, managing privacy, workload, and the management of remote employees. This paper reports on the preferences and experiences of the councillor level of New South Wales (NSW, Australia) local government, concerning the public service values that guide the council staff working under a politicised employment relationship. The results of the study show that councillors perceive council staff to be as largely neutral in their behaviour as they expect them to be. The paper further reports that the council staff (in the view of councillors) do not politically respond to any unreasonable demands made by elected officials or act as the trustee of the public interest in competition with them. It is frequently argued that, at the parcel level, stakeholders are capable of and well supported in managing their land-related risks. Yet, evidence from the contemporary Australian context suggests otherwise: numerous large-scale disaster events have revealed that citizens are ill-prepared to respond and recover adequately. This paper begins with the premise that information, specifically land information, could better support parcel-level risk preparation, mitigation, response, and recovery. State land administration organisations in Australia primarily maintain this information and make it accessible. Land information is used regularly across all levels of government to support risk management activities; however, such application has not always occurred at the parcel and citizen level. Via a case study approach, this paper initially explores the land information available in Australia to stakeholders interested in parcel-level detail, and then goes on to propose how the utilisation of parcel-level land information could serve to enhance risk management practices. This paper seeks to better understand spatial mobility justice with reference to the bodily sensations of cycling, discerned here as different pedalling rhythms in emergent territories that our participants narrate as "love." Differential or striated mobility is not just the result of gendered, classed, and racialised social norms but is productive of the frictions and affordances of these social hierarchies. We build on these arguments by asking the question: Are some places more affective than others in working for and against mobility justice for cyclists? This paper takes up this challenge by drawing on Deleuze and Guattari's notions of the refrain. In this way, mobility justice is conceptualised as repeated sequences of living that temporarily order space, time, bodies, and selves through which differential subjects and uneven spatial conditions are constituted. Through an appreciation of mobility justice as a mobile assemblage comprised of rhythmic qualities of spatiality, contingent subjects, embodied knowledge, and fleeting practice, the paper draws on the experiences of three men‐who‐cycle and drive to map processes of gendered, classed, sexed, and aged inclusion and exclusion from public space in the car‐dominated small city of Wollongong, Australia.
