Objective: This study aimed to investigate individuals' disaster literacy levels, their thoughts on disaster management services, and related factors. Method: The descriptive research was conducted with a total of 480 individuals between the ages of 18 and 60 living in a province in the first‐degree earthquake zone in Turkey. The data were collected with the Disaster Literacy Scale and the Disaster Management Services Evaluation Form. Results: In this study, it was found that more than half of the participants had inadequate/moderate disaster literacy. The total disaster literacy score and all subscale scores were found to be higher in individuals who had an earthquake kit at home, had an emergency plan, and had received disaster‐related training (p <.05). The majority of the participants found the services provided for disaster management inadequate or very inadequate. Conclusions: In this study, it has been found that a significant portion of the society lacks the desired level of disaster literacy, and the services provided for disasters are deemed insufficient therefore, there is a need for multi‐disciplinary national prevention programs to enhance disaster literacy and preparedness in the community, as well as urgently supporting policies to improve disaster‐related services. Additionally, due to their comprehensive knowledge of the general structure of society, public health nurses need to play an active role in disaster preparedness and increasing disaster literacy levels. Aim: This study aimed to determine nurses' views of their competence in disaster nursing management. Background: It is an important responsibility of nurses to have the necessary knowledge and skills for the management of disasters and to be prepared for disasters. For this responsibility to be effectively demonstrated, it is important to determine the disaster management competencies of the nurses. Methods: A descriptive, cross‐sectional, and comparative research design was used in this study. The study population consisted of all nurses in Turkey (N = 227 292). According to the power analysis, the goal was to recruit 599 nurses working between March and April 2021 using a simple random sampling method. However, 530 nurses answered the questionnaire. The response rate is 88.5%. Data were collected online using a sociodemographic characteristics questionnaire and the Competencies for Disaster Nursing Management Questionnaire. The data were analyzed using the Statistical Package for Social Sciences at a significance level of 0.05. Results: There was a positive correlation between nurses' duties and responsibilities in disaster management, barriers to developing basic competencies, and nurses' basic competencies in disaster management (p < 0.001). Nurses have inadequate competencies in disaster management for various reasons. The study was reported with the STROBE checklist. Conclusion: Although nurses think they have core competencies, they are not prepared for disasters for various reasons. Implications for nursing and nursing policy: Hospitals should provide nurses with more duties and responsibilities regarding disaster management. Administrators should involve nurses in plans, decisions, and practices regarding disaster management. Despite initiating a health and disaster management system, nurses' pivotal roles and experiences in handling such crises have been disregarded.This qualitative study analyzed nurses' experiences before, during, and after deployment in response to the 2023 Turkey earthquakes to enhance disaster‐response efforts.This descriptive qualitative study was conducted between March and May 2023 using semistructured interviews with 15 nurses purposively  sampled among those who volunteered to work in the earthquake zone. The MIRACLE and COREQ guidelines were followed for reporting qualitative research.The analysis exposed five main themes for pre‐tasking: moral obligation, motivation, insufficient experience, balancing responsibilities, and preparation challenges. The peri‐task themes include responsibilities, skills, bravery and characteristics, workload management, teamwork, and outcomes. Post‐tasking has three themes: competence assessment, career goals and aspirations, and support. Training and coping with anxiety and stress are common themes for all phases.Disaster relief requires a comprehensive and coordinated response from healthcare organizations, government agencies, and support systems. Providing adequate training, ensuring safety protocols, offering mental health support, and fostering a fair and supportive work environment are crucial steps in mitigating the adverse effects on nurses and, by extension, the patient care process in earthquake‐affected areas.Nurse training in disaster preparedness should cover various response methods and involve multiple disciplines. Managers can help by arranging drills, simulations, online courses, and workshops and promoting partnerships for improved collaboration. The aim of this study was to examine the effects of a disaster education intervention on children's risk perception and preparedness. It also sought to advance longitudinal studies, during an 18‐month time period, of risk perception and preparedness by using a quasi‐experimental methodology in child‐centred disaster research. This study used a quasi‐experimental longitudinal research design to measure the effects of disaster education on children. These effects were examined on children's risk perception and preparedness in the Van and Kocaeli provinces of Türkiye during the 18‐month period, with a sample of 720 school children. Experimental and control groups were randomly allocated, controlling for age, school grade and school enrolment. The disaster education intervention was designed to improve the children's awareness of natural hazards and their knowledge of disaster risk reduction using discussion, visual materials and interactive teaching of emergency management. The results indicate that the disaster education intervention had a positive effect on children's risk perception and perceived importance of preparedness in both study locations. It also helped children to understand the risks and hazards in their living environments. More importantly, this study showed that disaster education enhanced the protective measures taken by children for disasters. This is the first study using the quasi‐experimental longitudinal research design to measure the effects of disaster education on children's risk perception and the importance of preparedness. In the present cross-sectional study, we determined the self-efficacy of nurses to apply psychological first aid (PFA) during disasters. The study sample consisted of 580 nurses working in Turkey. The data were collected online between July and November 2022 using the "Personal Information Form" and the "PFA Application Self-Efficacy Scale." The data were analyzed using descriptive statistical methods (number, percentage, mean, and standard deviation), generalized linear models, Bon-ferroni correction, and linear regression analysis. The mean PFA scale scores of male nurses, nurses working in intensive care units, working as service nurses, nurses who have previously received PFA training and applied PFA in disaster situations were higher. Moreover, 91.3% of nurses did not receive PFA training and 90.3% did not receive PFA service earlier, 31.0% did not apply for PFA, 18.3% did not know about PFA. The mean score of the PFA practice self-efficacy scale of nurses was 131.61 ± 19.41. There exists an urgent requirement to develop nurses' PFA application self-efficacy. It is recommended that nurses should be provided repeated PFA training and applied studies focusing on PFA interventions. [ABSTRACT FROM AUTHOR]

On February 6, 2023, the Republic of Turkey experienced a rare occurrence of two successive earthquakes, each with a magnitude exceeding 7.0. The Disaster and Emergency Management Agency (AFAD) swiftly shared the strong motion records, thereby enriching the global database of near‐fault strong motion records. Identification of permanent displacement is essential for effectively utilizing these records. In this study, we refined the permanent displacement identification method, which combines the Hermit interpolation baseline correction with flatness determination by incorporating a low‐pass filter. Following this, we compared four permanent displacement identification methods, including our improved approach. We applied these to the strong motion record of station 4404 and compared the results with the Global Positioning System coseismic displacement. At the same time, we used field investigation data to verify the effectiveness of our improved method, studying its applicability for both single‐wave packet and multiwave packet records. The conclusions are the following: the improved method provides a more reasonable and effective means of identifying permanent displacement. When the peak ground acceleration (PGA) exceeds 1 g, the permanent displacement identifications from the four methods differ significantly. The discrepancy in permanent displacements identified by the four methods in the horizontal direction is larger than that in the U−D direction. For the record with the largest PGA (station 4614), our improved method yields more reasonable results compared with other techniques. Furthermore, the choice of segmentation time nodes in the velocity time history significantly affects the identification of permanent displacement. [ABSTRACT FROM AUTHOR]

Objective: The purpose of the study is to determine the disaster preparedness perceptions, psychological resilences and empathy levels of nurses after 2023 Great Turkiye Earthquake. Method: This descriptive study was conducted in 2023 using with E‐Anket. This study was carried out with voluntary participation of 464 nurses living in different geographical regions of Turkiye. The data of the study were obtained utilizing Nurses' Disasters Prepardeness Perception Scale (NDPPS), Pyschological Resileince Scale (PRS) and Empathy Scale (ES). Results: In this study, the disaster preparedness perception of the nurses was found to be at medium level. More than half of the nurses (65.1%) reported that they did not received any disaster training before. A meaningful was found between the nurses' disaster preparedness perceptions and their empathy levels and psychological resilence. Conclusions: As in many countries, it is possible to state that also in Turkiye, the training of nurses for disasters are inadequate and that the studies on this subject are limited. This study will provide a theoretical platform to develop nurses' awareness of disaster preparedness and pyschological resilience and empathic approach programs to increase disaster resilience, and to conduct future research on disaster nursing. While children are one of the groups at risk in disasters, they can also take an active part in disaster management, provided that the opportunity is given. This research examined the effect of disaster experience, disaster education, country, and city socioeconomic status on children's perceived risk and preparedness with a survey of 1335 children between 11 and 14 years old, in Nepal and Turkey. The survey used questionnaires and the pictorial representation of illness and self measure (PRISM) tool. Results showed that (1) children's risk perceptions were in line with their country‐specific objective risks; (2) there were differences between the countries in relation to perception of risk for all the hazards except wildfire; (3) socioeconomic status had a statistically significant effect on children's perceptions of risk and preparedness for earthquakes, wildfires, that is, children who live in wealthier places had higher perceived risk and preparedness; (4) children in both countries showed similar trends in their knowledge of the correct protective actions to take in the event of a hazard occurrence. However, there is still room to enhance children's knowledge, in terms of safety behaviors, as the children selected many incorrect protective actions. There are important implications in terms of child‐centered disaster management which hopefully will make life safer and help to create more resilience to disaster in society as a whole. This paper analyses 10 critical years of civil–military relations in Turkey by investigating a possible civilianisation and the growing AK Party influence in the military. As has been discussed by Turkish experts via a plethora of works, there have been unprecedented developments in Turkish civil–military relations during the AK Party's administration. Yet, recent events—namely, the 15 July attempted coup, the institutional and legal changes instigated during the ensuing state of emergency and President Erdoğan's questionable position as both the AK Party leader and commander‐in‐chief—require us to reconsider the current status of civil–military relations. This paper first analyses the relevant theoretical debates in the literature. Second, it briefly summarises key events from the AK Party era. Thereafter, the paper analyses the so‐called Fethullah Gülen incident. The stockpiling behaviors during the COVID‐19 pandemic emerged as an example for situations where cooperation is inhibited by lack of trust, media exposure, and increased anxiety. In this paper, I test the hypothesis that stockpiling results from social psychological factors that prevent psychological groupness and cooperation (e.g., low trust in governments and other citizens, high frequency of news exposure, high pandemic anxiety), rather than being an inherently selfish and uncontrollable panic behavior. Specifically, I hypothesized that lower levels of satisfaction with the governments' COVID‐19 policies, lower trust in people in following physical distancing rules, and more frequent media exposure would predict higher stockpiling behaviors through increased pandemic‐related anxiety. In a cross‐sectional survey study conducted in Turkey and the UK during the first‐wave of the pandemic (N = 5137), I tested a conceptual model via SEM. Findings showed that lower trust in people, lower satisfaction with governments' COVID‐19 policies, and high exposure to news predicted higher pandemic related anxiety which predicted higher stockpiling in both countries. I discussed that governments policies and media in both countries may be the reason for mass stockpiling behaviors by decreasing predictability and trust. [ABSTRACT FROM AUTHOR]

Aim: This descriptive correlational study aimed to identify nurses' perceptions of their own disaster preparedness and core competencies. Background: As disasters have increased in number and severity in recent years, it is crucial that nurses should be appropriately prepared. There is still limited research on this issue in Turkey. Introduction: With changes in disaster policies in the last decade, the need to improve the disaster core competencies of nurses has also increased. Methods: A sample of 406 nurses selected with convenience sampling and working in an 1816‐bed capacity university hospital was included in this descriptive correlational study. A single‐item visual scale and the 45‐item Nurses Perceptions of Disaster Core Competencies Scale were used. Results: 'Technical Skills' scored highest across the subscales of the scale, and 'Critical Thinking Skills' scored lowest. When the total and subscale scores were compared by age group, professional experience, working position and prior disaster experience, there were statistically significant differences. Conclusions: The Turkish nurses had different levels of disaster core competencies and considered themselves more competent in some areas of disaster preparedness than in others. There are clearly gaps to be filled in disaster preparedness and core competencies in Turkish nurses. Implications for nursing and policy: Nurse managers should advocate for increasing disaster preparedness for all nurses. This could be accomplished by offering formal training in disaster preparedness and/or by scheduling regular disaster drills, perhaps using a mix of tabletop exercises with occasional hospital‐wide disaster scenarios. The Turkish Catastrophe Insurance Pool (TCIP) is one of the best practices of public-private partnerships in an emerging market designed to reduce economic losses from disasters. This paper reviews the application of this compulsory mechanism along with data relating to the performance of the scheme following recent earthquakes in Turkey. We also consider the current perceptions of Turkish society towards the TCIP and how they can be enhanced. Our conclusions aim to assist stakeholders in government, homeowners, insurance companies, media, banks and civil society to appreciate the value of the system and key actions necessary to improve it. Aim As healthcare professionals, nursing educators need to be prepared to manage and deliver care in what are often dangerous conditions. This research aims to determine and compare nursing educators' perceptions of disaster preparedness and response ( DP&R) in Istanbul and Miyazaki. Methods An 18 question descriptive questionnaire was used. Results One hundred and forty-four nursing educators representing two state university nursing schools in Istanbul, Turkey, and one state and two private universities in Miyazaki, Japan were enrolled. Educators had an average age of 40 years and had been educators for 1-15 years. Just over half of the participants had basic knowledge regarding DP&R with most of them considering taking special courses in the future. The majority considered 'caregiver' as a role they could undertake in a disaster situation. The existence of major concerns and conflicts in disaster responses were low. The top ranked item was in the area of conflict between family and job responsibilities. Age and academic levels showed significant differences in basic knowledge on DP&R. Regardless of knowledge in this subject area, no statistical significance on personal preparedness or being a volunteer to disaster events was found. Conclusion Nursing educators were not thinking about what kinds of disasters occur in the areas where they currently teach and were underprepared to deal with disaster situations. To improve the perceptions of the nursing educators on DP&R, mass casualty care and disaster management skills need to be incorporated into formal education and training on disaster preparedness and workplace preparedness. Aim Although the awareness of disasters has increased among nurses, the concept of disaster preparedness and response has not been sufficiently explored with undergraduate nursing students. The aim of this study was to assess and compare the perceptions of students regarding disaster preparedness and response that live in different earthquake-prone cities; Istanbul, Turkey and Miyazaki, Japan. Methods A cross-sectional study employing seven questions was conducted in a final group of 1053 nursing students from Istanbul, Turkey, and Miyazaki, Japan. Results Most study respondents were female, aged 18-22 years, with a high proportion of second year students in both cities. Istanbul's students had more knowledge about disaster preparedness and response in relation to age and year of university, showing statistically significant differences. Istanbul's highest rated responses to disaster characteristics were on structural elements and injuries/deaths, while Miyazaki's was 'unpredictable/sudden/disorganized'. Respondents in Istanbul identified earthquakes as the disaster most likely to occur, while respondents in Miyazaki identified typhoon/hurricane. Study participants responded that they could provide caregiver roles during a disaster event rather than triage or managerial roles as disaster responders. Conclusion Disaster characteristics were not described by one third of the students. Of the two-thirds that were described, most were of events that were highly predictable because of their frequencies in the given areas. Universities need to target and then focus on high-risk factors in their areas and have disaster plans for students who can provide triage and managerial nursing roles as disaster responders. The selection of new settlement areas and the construction of safe buildings, as well as rendering built-up areas safe, are of great importance in mitigating the damage caused by natural disasters. Most cities in Turkey are unprepared for natural hazards. In this paper, Çanakkale, located in a first-degree seismic zone and sprawled around the Sartçay Delta, is examined in terms of its physical vulnerability to natural hazards. Residential areas are analysed using GIS (geographic information system) and remote-sensing technologies in relation to selected indicators. Residential areas of the city are divided into zones according to an evaluation of geological characteristics, the built-up area's features, and urban infrastructure, and four risk zones are determined. The results of the analysis show that the areas of the city suitable for housing are very limited. In addition, the historical centre and the housing areas near Sartçay stream are shown to be most problematic in terms of natural disasters and sustainability. [ABSTRACT FROM AUTHOR]

ABSTRACT The Western Turkey Mesonet was initiated in 2002 as part of the Turkey Emergency Flood and Earthquake Recovery project. Its main goal is to provide agricultural and meteorological data not only to support flood forecasting/warning applications but also meteorological uses such as nowcasting and/or short-range forecasting. Currently, it is operational in the western part of Turkey at 206 sites: 4 groups with different types of parameter configuration, providing observations at either 1 or 10 min periods. The observations are transferred to the Turkish State Meteorological Service headquarters by one of the communication technologies available at the site: VSAT (Very Small Aperture Terminal), GPRS (General Packet Radio Service) or ADSL (Asymmetric Digital Subscriber Line). The quality control of the mesonet data is performed monthly in two ways, by an automated quality control test run and through manual quality control checks. Automated quality control tests (range, step, persistence, like-instrument and spatial) are run using not only spatial (site to site) but also temporal (month to month) varying thresholds. The confidence level of the observation quality is classified by one of the flag types 'good', 'suspicious' or 'bad' with respect to the test applied. Observations noted as 'suspicious' or 'bad' are cross checked in the manual quality control check stage and either confirmed as 'bad' or updated to 'good'. This paper examines the problems associated with inter-organisational learning and adaptation in the dynamic environments that characterise disasters. The research uses both qualitative and quantitative methods to investigate whether organisational learning took place during and in the time in between five disaster response operations in Turkey. The availability of information and its exchange and distribution within and among organisational actors determine whether selfadaptation happens in the course of a disaster response operation. Organisational flexibility supported by an appropriate information infrastructure creates conditions conducive to essential interaction and permits the flow of information. The study found that no significant organisational learning occurred within Turkish disaster management following the earthquakes in Erzincan (1992), Dinar (1995) and Ceyhan (1998). By contrast, the ‘symmetry-breaking’ Marmara earthquake of 1999 initiated a ‘double loop’ learning process that led to change in the organisational, technical and cultural aspects of Turkish disaster management, as revealed by the Duzce earthquake response operations. The land use plans and policies of developed countries that live with the threat of earthquakes are gaining importance in reducing or eliminating the long-term threat to people and property. In developing countries, however, these plans and policies seem to increase the level of vulnerability. This paper examines the effects of the earthquakes that have occurred in Turkey since 1992, with a particular focus on urbanisation and planning policies. It is based on extensive surveys carried out on location immediately after the earthquakes in Erzincan and Kocaeli-Gölcük in 1992 and 1999, respectively. The analysis takes into account several factors, including the height of buildings, geological conditions and the construction period. The authors conclude that land use planning can serve as a very useful instrument for mitigating the extent of disaster damage if it is part of an appropriate planning system. Excessive losses in natural disasters in Turkey are, to a large extent, a consequence of omissions and deficiencies in the structuring of ‘disasters’ and ‘development’ laws, as well as negligent land-use practices and avoidance of control in building processes. Two extreme forms of legal and organizational structures in disasters policy could be formulated as the ‘fatalist’ and ‘self-reliance‘ models. Their contrasts can be investigated in terms of (a) the use of information concerning natural phenomena in formal planning procedures; (b) pre- or post-disaster emphasis in preparations; (c) the political or technical basis of decisions; (d) the extraordinary or routine nature of responses; (e) the general or specialized nature of financial sources used; (f) and their compatibility with the order of priorities in risk management. An evaluation of the conventional policy in Turkey clarifies a position closer to the ‘fatalist’ model and indicates the lines of action for improvements. However, after the 1999 earthquakes, the conventional approach in disaster policy has been restructured. With the newly introduced ‘Obligatory Building Insurance’, ‘Building Control’, and ‘Professional Proficiency’ systems, greater emphasis is now given to mitigation efforts, and the introduction of contingency planning practices is more likely to happen.
