How people pay is critically important to consumers and businesses alike. Many consumers are choosing to pay for goods and services from an increasing number of options. Tech‐savvy urbanites buy coffee by tapping their phone on a reader. Parents returning from a night out use peer‐to‐peer payment apps, such as Venmo, to pay the sitter. The recent explosion of financial innovations promises faster, more efficient, and cheaper transactions. These increasing digital payment options coincide with decreased number and volume of cash transactions. However, vulnerable populations face more constrained payment choices and often rely exclusively on cash. Without experience, devices, or acceptable credit histories, vulnerable populations may have little access to digital transactions. The advantages of falling digital costs and other benefits thus accrue to the digitally connected. At the same time, those who must transact in coins and paper money are likely to find their relative costs increasing. This paper highlights payment trends and the potential impact on vulnerable populations in the United States as we move toward a cashless society. In this article, Maryland's non-legal-tender paper money emissions between 1765 and 1775 are reconstructed to determine quantities outstanding and redemption dates, providing a substantial correction to the literature. Over 80 per cent of this paper money's current market value was expected real asset present value and under 20 per cent was liquidity premium. It was primarily a real barter asset and not a fiat currency. The liquidity premium was positively related to the amount of paper money per capita in circulation. Hydroxychloroquine (HCQ) and chloroquine (CQ) are well‐established medications used in treating systemic lupus erythematosus and rheumatoid arthritis, as well as skin conditions such as cutaneous lupus erythematosus. In rare cases, arrhythmias and conduction system abnormalities, as well as cardiomyopathy, have been reported in association with HCQ/CQ use. Recently, however, the corrected QT interval (QTc)–prolonging potential of these medications, and risk of torsade de pointes (TdP) in particular, have been highlighted in the setting of their experimental use for COVID‐19 infection. This report was undertaken to summarize the current understanding of HCQ/CQ cardiac toxicity, describe QTc prolongation and TdP risks, and discuss areas of priority for future research. A working group of experts across rheumatology, cardiology, and dermatology performed a nonsystematic literature review and offered a consensus‐based expert opinion. Current data clearly indicate that HCQ and CQ are invaluable medications in the management of rheumatic and dermatologic diseases, but they are associated with QTc prolongation by directly affecting cardiac repolarization. Prescribing clinicians should be cognizant of this small effect, especially in patients taking additional medications that prolong the QTc interval. Long‐term use of HCQ/CQ may lead to a cardiomyopathy associated with arrhythmias and heart failure. Risk and benefit assessment should be considered prior to initiation of any medication, and both initial and ongoing risk–benefit assessments are important with regard to prescription of HCQ/CQ. While cardiac toxicity related to HCQ/CQ treatment of rheumatic diseases is rarely reported, it can be fatal. Awareness of the potential adverse cardiac effects of HCQ and CQ can increase the safe use of these medications. There is a clear need for additional research to allow better understanding of the cardiovascular risk and safety profile of these therapies used in the management of rheumatic and cutaneous diseases. Facets of human behavior deserve the serious consideration of man more than the re-evaluation of our moral codes and the development of a sound, functional, ethical orientation regarding sex. Because human beings have sex impulses, society has found it necessary to order and regulate sex activities and relations, and therefore every cultural group has established some set of rules and patterns to which its members were expected to conform. Some of the traditional attitudes and beliefs about sex have focused upon the negative view that sex was unclean--something to be denied and rejected. The church and state took upon themselves the responsibility of establishing regulations and attempted to enforce adherence to these regulations in order to preserve the values of the society or group. The double standard in premarital sexual intercourse has been increasingly questioned and criticized in modern United States. There are those who believe in and observe a single standard of chastity, and an apparently increasing number who are accepting premarital coitus for both male and female.

I consider a contest between scholars on the basis of three popular indices of citation. There exist equilibria in which there are more and better‐quality papers in the total citations contest than in the h‐index contest. In some cases, the total citations contest yields the same quality of papers but more papers than the Euclidean contest. As the cost of writing a paper increases,the h‐index is inferior to the total citations index in both the quality and quantity of papers. Introduction: Respondent‐driven sampling (RDS) has been an effective sampling strategy for HIV research in many settings, but has had limited success among some youth in the United States. We evaluated a modified RDS approach for sampling Black and Latinx sexual and gender minority youth (BLSGMY) and explored how lived experiences and social contexts of BLSGMY youth may impact traditional RDS assumptions. Methods: RDS was implemented in three US cities, Baltimore, Philadelphia and Washington DC, to engage BLSGMY aged 15 to 24 years in HIV prevention or care intervention trials. RDS was modified to include targeted seed recruitment from venues, Internet and health clinics, and provided options for electronic or paper coupons. Qualitative interviews were conducted among a sub‐sample of RDS participants to explore their experiences with RDS. Interviews were coded using RDS assumptions as an analytic framework. Results: Between August 2017 and October 2019, 405 participants were enrolled, 1670 coupons were distributed, with 133 returned, yielding a 0.079 return rate. The maximum recruitment depth was four waves among seeds that propagated. Self‐reported median network size was 5 (IQR 2 to 10) and reduced to 3 (IQR 1 to 5) when asked how many peers were seen in the past 30 days. Qualitative interviews (n = 27) revealed that small social networks, peer trust and targeted referral of peers with certain characteristics challenged network, random recruitment, and reciprocity assumptions of RDS. HIV stigma and research hesitancy were barriers to participation and peer referral. Other situational factors, such as phone ownership and access to reliable transportation, reportedly created challenges for referred peers to participate in research. Conclusions: Small social networks and varying relationships with peers among BLSGMY challenge assumptions that underlie traditional RDS. Modified RDS approaches, including those that incorporate social media, may support recruitment for community‐based research but may challenge assumptions of reciprocal relationships. In 2006, the National Institutes of Health (NIH) initiated the Clinical and Translational Science Awards (CTSAs) as part of the NIH Roadmap Initiative, in order to improve the conduct and impact of NIH's clinical and translational research portfolio. The CTSA program is intended not only to transform the training programs and research infrastructure at individual academic institutions, but also to create a nation-wide collaborative consortium to transform the biomedical research enterprise. In January 2009, the NIH CTSA National Consortium adopted Strategic Goals to maximize the CTSAs' impact on the Nation's healthcare and health. Of these, the CTSA Strategic Goal 4 is to promote the translation of the results of clinical and translational research into practice and public policy. To advance this goal, a committee was constituted to focus on the organization and development of the CTSA Consortium's comparative effectiveness research (CER) capacity, an increasingly important component of research translation into practice and policy. This Committee's Workgroups took on a number of deliverables in service of this objective, including producing this White Paper on how the CTSA Consortium might best facilitate CER, for NIH's Institutes and Centers (ICs), other Federal agencies, outside stakeholders, and the healthcare system overall. This White Paper offers some specific suggestions for how the CTSA Consortium might support this emerging and crucial national effort to generate, synthesize, and disseminate CER in order to improve healthcare decision-making and health outcomes. Important points of reference for this White Paper are two Congressionally mandated reports on CER released at the end of June 2009, one by the Institute of Medicine (IOM) and another by the Federal Coordinating Council for CER (FCC-CER). The definitions of CER by each report, and their recommendations for the CER enterprise, are highly germane to the purpose of this CTSA Consortium White Paper. The CER definition used in the IOM Report was, "The generation and synthesis of evidence that compares the benefits and harms of alternative methods to prevent, diagnose, treat, and monitor a clinical condition or to improve the delivery of care. This article presents the report of the Representative to the National Bureau of Economic Research (NBER). Founded in 1920, NBER works toward increasing economic understanding. It achieves this through programs, projects, working papers, books, periodicals, and its Summer Institute. Changes in precipitation patterns with climate change could have important impacts on human and natural systems. Zhang et al. (2021, https://doi.org/10.1029/2020gl092293) report trends in daily precipitation patterns over the last five decades in the western United States, focusing on meteorological drought. They report that dry intervals (calculated at the annual or seasonal level) have increased across much of the southwestern U.S., with statistical assessment suggesting the results are statistically robust. However, Zhang et al. (2021, https://doi.org/10.1029/2020gl092293) preprocess their annual (or seasonal) averages to compute 5‐year moving window averages before using established statistical techniques for trend analysis that assume independence about some fixed trend. Here we show that the moving window preprocessing violates that independence assumption and inflates the statistical significance of their trend estimates. This raises questions about the robustness of their results. We conclude by discussing the difficulty of adjusting for spatial structure when assessing time trends in a regional context. Plain Language Summary: A recent paper reports trends in drought in the western United States, in particular increases in drought in the southwestern United States, based on changes in the lengths of time intervals without precipitation. In this "comment" we note that the preprocessing approach used in the paper artificially increases the apparent statistical signal in the data and caution that the evidence for the trends reported is not as strong as presented in the paper. Paciorek and Wehner raise important questions around our use of the Mann‐Kendall nonparametric trend test on smoothed data for analyzing long‐term hydrometeorological trends in Zhang et al. (2021, https://doi.org/10.1029/2020gl092293). We thank them for initiating this important conversation and their gracious cooperation in exploring the issues addressed in their comment. In this reply we confirm the inflation of significant p‐values by our choice to smooth, illustrate the relatively minor impacts on the main conclusions of our paper, and add our voices to those of Paciorek and Wehner in highlighting the lack of methodology for hypothesis testing across multiple stations that have spatial structure (i.e., testing for regionally consistent trends). Plain Language Summary: Our colleagues Drs. Paciorek and Wehner have raised concerns about our paper (Zhang et al., 2021, https://doi.org/10.1029/2020gl092293), which showed widespread increases in the duration of drought events over the last five decades in the western United States. They point out that our decision to smooth the data using a moving average inflated the number of weather stations at which the trends toward longer droughts were deemed significant by a statistical test. We agree with them on this point, and we have recomputed all our results using unsmoothed data to determine the impacts. We find that for most stations and regions, trend magnitudes remained largely unchanged, with many stations nearby one another often suggesting similar trends. Finally, we agree with Paciorek and Wehner that there is a lack of statistical methods to test such coherent regional patterns, and we caution that over‐reliance on p‐values limits the power of regional data to identify important climate trends. This paper involves an examination of skilled manual work in the modern paper industry. The data were collected at five mills in three countries -- the UK, Australia and the USA. The questions were formulated in order to probe four theories of skilled work. The results suggest that the distinction between skilled and nonskilled work is a fundamental feature of occupational differentiation in all five plants. They also reveal that there are intra-skilled conflicts over relative pay and demarcation lines and that these are affected by the wider socio-political environment. [ABSTRACT FROM AUTHOR]

Objective: To support the movement in marine fisheries management toward ecosystem‐based fisheries management by exploring ecosystem‐level reference points (ELRPs) as an option for managing fisheries at the ecosystem level. An ELRP is an ecosystem harvest level or indicator with one or more associated benchmarks or thresholds (i.e., targets, limits) to identify, monitor, or maintain desirable ecosystem conditions and functions. Methods: This paper explores the development and implementation of ELRPs in fisheries management to support ecosystem and fisheries sustainability, help identify when ecosystem changes that impact fisheries resources occur, and foster discussions of trade‐offs in management decisions. Result: We organize existing and potential ELRPs into five categories (statistical analysis of nonlinear dynamics and tipping points, ecosystem productivity, ecosystem trophic information, biodiversity, and human dimensions), provide an overview of analytical methods that can estimate ELRP benchmarks, provide examples of where ELRP benchmarks are being used today, and evaluate pros and cons of the different ELRP categories. We also attempt to identify potential next steps for fisheries scientists and managers to further the science, development, and application of ELRPs. Conclusion: Ecosystem‐level reference points can be used as a proactive accountability mechanism to achieve ecosystem objectives and maintain the ecosystem in a preferred operating space or as an early warning that ecosystem‐level changes (e.g., tipping points) could be imminent if current biological and ecological trends in the system continue. Macrophages play a crucial role in aiding all phases of the wound‐healing process and has garnered increasing attention recently. Although a substantial body of related studies has been published, there remains a lack of comprehensive bibliometric analysis. In this study, we collected 4296 papers from the Web of Science Core Collection database. Three tools including CiteSpace, VOSviewer and one online analytical platform were employed to conduct bibliometric analysis and data visualization. Our results revealed that the annual number of publications related to macrophage and wound healing has increased exponentially with the year. The United States and China stand as the primary driving forces within this field, collectively constituting 58.2% of the total publication output. The application of biomaterials was one of the most concerned research areas in this field. According to references analysis, the current research focus has shifted to diabetic wound healing and regulating macrophage polarization. Based on the keywords analysis, we identified the following research frontiers in the future: exosomes and other extracellular vesicles; bio‐derived materials and drug delivery methods such as nanoparticles, scaffolds and hydrogels; immunomodulation and macrophage polarization in the M2‐state; chronic wounds, particularly those associated with diabetes; antimicrobial peptides; and antioxidant. Additionally, TNF, IL‐6, IL‐10, TGF‐β1 and VEGF ranked as the five genes that have garnered the most research attention in the intersection of macrophage and wound healing. All in all, our findings offered researchers a holistic view of the ongoing progress in the field of macrophages and wound healing, serving as a valuable reference for scholars and policymakers in this domain. The article focuses on the implications on the deportations of long-time U.S. residents to El Salvador and the radical trips that Swedish transnational adoptees must make in order to reestablish their identities with their ancestries. However, such trips have been the source of destabilization for these individuals causing deviance from the original course of action and embracing emigration or adoption. The connection with the culture for which these individuals are embedded have also been lost.

Biological control with specialist, nonindigenous, herbivorous insects is an important option for controlling invasive exotic plants in wildlands and nature reserves. It is assumed that biological control agents will reduce the dominance of the target weed, thereby increasing the native diversity of the associated plant community. However, this hypothesis has rarely been tested. We introduced Aphthona nigriscutis into grassland sites infested with the invasive exotic species Euphorbia esula L. on a nature reserve in Montana (U.S.A.). Two sites with better soil had been treated previously with herbicide, whereas two other sites had not. We measured the density and biomass of Euphorbia vegetative and flowering stems and number of native and exotic shrubs, grass-like plants, and forbs in 48 microplots in Aphthona release and control macroplots at each site. After 5 years, Aphthona release was associated with a 33–39% decline in Euphorbia aboveground biomass compared with controls at all sites. Other effects of the biocontrol depended on the site. Biocontrol slowed the recovery of species diversity at the sites previously treated with herbicide but slowed the loss of diversity at sites without a history of herbicide. Biocontrol introduction was not associated with a disproportionate increase in nontarget exotic species. Release of Aphthona caused a decline in the biomass of flowering stems relative to controls at good-soil, previous-herbicide sites but was associated with a relative increase in flower stem mass at poor-soil, no-herbicide sites. Our results suggest that biocontrol reductions in weed dominance will not always be associated with increased species diversity. More emphasis should be placed on conserving desirable communities and less on simple weed control. Monitoring of community-level effects should accompany biocontrol introductions on nature reserves. The California Spotted Owl (Strix occidentalis occidentalis ) is under consideration for federal protection and has stimulated ecosystem-level management efforts in Sierra Nevada national forests. Because some populations are declining, we used a noninvasive fecal sampling method to estimate stress hormone (i.e., corticosterone) levels within a local population from April to August 2001. Fecal corticosterone levels were similar to those recorded in a previous study of Northern Spotted Owls (S.o. caurina ) ( &xmacr;= 80.1 ng/g dry feces, SE = 75.8). We then used an information-theoretic approach to identify factors that influence fecal corticosterone levels in Spotted Owls. Our best overall model indicated that nonbreeding owls had higher fecal corticosterone levels than breeding owls early in the breeding season and lower levels later in the breeding season. We collected few samples from breeding owls early in the breeding season, however, which may have influenced the results. Management-related factors reflecting habitat condition and proximity to roads were not correlated with fecal corticosterone. However, factors such as field storage method and sample mass were correlated with the amount of measured fecal corticosterone and should be considered in future studies. Sample vials initially stored on ice had higher levels than those stored immediately in liquid N2 (βstorage= 0.269 ln[ng/g], 95% CI = 0.026, 0.512). Hormone metabolites were extracted from extremely small samples (0.01 g) by slightly modifying the assay protocol, but the amount of corticosterone detected increased as the sample mass decreased (βmass=−6.248 ln[ng/g], 95% CI =−8.877, −3.620). Corticosterone levels were significantly higher in 10 cecal samples collected simultaneously with fecal samples (paired difference = 74.7 ng/g, SE = 45.0, p = 0.001 for a paired t test), so care must be taken to avoid contaminating fecal samples with cecal material. Most of the variation was unexplained by our best model ( R 2= 0.24), and additional factors influencing fecal corticosterone levels need to be identified. Therefore, we recommend that well-designed experiments be conducted under controlled conditions to better determine the effect of factors such as sample handling, partial sampling, and diet on fecal corticosterone levels in owls and other birds. We studied the temporal and spatial patterns in deforestation and community structure of mammals in a fragmented old-growth, temperate rain forest to test the hypothesis that anthropogenic habitat conversion advances in a nonrandom manner across native landscapes, and that its effects on ecological communities are both persistent and predictable. The location is the Hood Canal district of Olympic National Forest, Washington, USA. Deforestation followed the apparently general pattern observed for deforestation of tropical rain forests and other native landscapes, advancing first along low and relatively level valleys, then to areas at higher elevations and along steeper slopes, and eventually to sites more distant from those of initial land conversion and transportation centres. Mammal surveys within this area indicated that this nonrandom advance of deforestation has created relatively steep geographical and topographic gradients in both local and landscape-level factors and, ultimately, in the structure of mammalian communities. The close and likely causal relationship between anthropogenic habitat loss and the ecological dynamics of mammalian communities and dependent species (e.g. spotted owls) indicates that our abilities to understand and eventually reduce the current extinction crisis may rely heavily on our understanding of, and abilities to modify, the manner in which we expand across and transform native landscapes. In the summer of 1861, the United States embarked on its first widespread use of paper money: the Demand Notes of 1861. Although their convertibility into gold ended at the end of that year, they remained acceptable for tariff payment at a par with gold coin while they were gradually replaced with paper money that did not share this provision, the Greenbacks. We present daily observations of exchange rates between the Notes, Greenbacks, and gold for the extended period during which they simultaneously circulated. These exchange rates substantiate our revisionist notion that the Notes were replaced because the tariff provision prevented them from generating sufficient seigniorage for wartime needs. Adequate blood supply, a prerequisite for flap survival after grafting, makes angiogenesis of the flap the biggest problem to be solved. Researches have been conducted around vascularisation in correlation with flap grafting. However, bibliometric analyses systematically examining this research field are lacking. As such, we herein sought to conduct comprehensive comparative analyses of the contributions of different researchers, institutions, and countries to this research space in an effort to identify trends and hotspots in angiogenesis and vascularisation in the context of flap grafting. Publications pertaining to angiogenesis and vascularisation in the context of flap grafting were retrieved from the Web of Science Core Collection. References were then analysed and plotted using Microsoft Excel 2019, VOSviewer, and CiteSpace V. In total, 2234 papers that were cited 40 048 times (17.63 citations/paper) were included in this analysis. The greatest number of studies were from the United States, with these studies exhibiting both the highest number of citations (13 577) and the greatest overall H‐index (60). For The institutions that published the greatest number of studies were WENZHOU MEDICAL UNIVERSITY (681), while UNIVERSITY OF ERLANGEN NUREMBERG has the highest number of citations (1458), and SHANGHAI JIAO TONG UNIVERSITY holds the greatest overall H‐index (20). The greatest number of studies in this research space were published by Gao WY, while Horch RE was the most commonly cited researcher in the field. The VOS viewer software clustered relevant keywords into three clusters, with clusters 1, 2, 3, and 4 corresponding to studies in which the keywords 'anatomy', 'survival', 'transplantation', 'therapy' most frequently appeared. The most promising research hotspot‐related terms in this field included 'autophagy', 'oxidative stress', 'ischemia/reperfusion injury', which exhibited a most recent average appearing year (AAY) of 2017 and after. Generally speaking, the results of this analysis indicate that the number of articles exploring angiogenesis and flap‐related research has risen steadily, with the United States and China being the two countries publishing the greatest proportion of studies in this field. The overall focus of these studies has shifted away from 'infratest and tissue engineering' towards 'mechanisms'. In the future, particular attention should be paid to emerging research hotspots, which include 'ischemia/reperfusion injury' and treatments for promoting vascularization, such as 'platelet‐rich plasma'. The article presents commentary on a paper by Ehsan H. Feroz, Kyungjoo Park, and Victor S. Pastena (FPS) entitled "The Financial Market Effects of the SEC's Accounting Enforcement Releases," which was published in the December 1, 1991 edition of the "Journal of Accounting Research." The authors of the current paper assert that FPS overemphasize the ability of "Accounting and Auditing Enforcement Releases" issued by the U.S. Securities and Exchange Commission (SEC) to anticipate emerging accounting issues. They also believe the paper could have benefitted from greater use of 8-K forms that firms file with the SEC.

We explored what authors allegedly do and why, when invited to revise and resubmit manuscripts to refereed journals. Based on responses from 249 business and management scholars from the UK and USA, we found that authors preferred to resubmit to the original journal, whether the required revision was minor or major, and that under certain circumstances other options would be considered: submitting to alternative journals, sometimes without revising at all; discarding the paper; or challenging the editor. Experience in publishing was found to be an important moderator. As to ‘why’ they purport to do so, a classification of qualitative responses yielded a matrix of four optional strategies, grouped along two axes: rationale (instrumental reasoning versus ethical reasoning) and agency (individually centred reasoning versus community-centred reasoning). The 2014 outbreak of Ebola virus disease ( EVD) in West Africa has presented a significant public health crisis to the international health community and challenged U.S. emergency departments ( EDs) to prepare for patients with a disease of exceeding rarity in developed nations. With the presentation of patients with Ebola to U.S. acute care facilities, ethical questions have been raised in both the press and medical literature as to how U.S. EDs, emergency physicians ( EPs), emergency nurses, and other stakeholders in the health care system should approach the current epidemic and its potential for spread in the domestic environment. To address these concerns, the American College of Emergency Physicians, the Emergency Nurses Association, and the Society for Academic Emergency Medicine developed this joint position paper to provide guidance to U.S. EPs, emergency nurses, and other stakeholders in the health care system on how to approach the ethical dilemmas posed by the outbreak of EVD. Every year billions of dollars are spent on research grants to produce new knowledge in universities. However, as grants may also affect other research funding, the effects of financial resources on knowledge production remain unclear. To uncover how financial resources affect knowledge production, we study the effects of research spending itself. Utilizing the legal constraints on university spending from an endowment we develop an instrumental variables approach. Our approach instruments for university research spending with time-series variation in stock prices interacted with cross-sectional variation in initial endowment market values for research universities in the United States. Our analysis reveals that research spending has a substantial positive effect on the number of papers produced, but not their impact. This paper traces the origins and development of the concept of ‘market transformation’, from its beginnings as a part of energy policy in the USA, to its subsequent development in the UK. It discusses whether it could become a strategic option for British business in pursuit of sustainable growth. Drawing together themes from the academic literature on marketing, consumer behaviour, business, and energy policy, together with data from national programmes, and British government sources, the paper argues that such an approach would be based on a twin false premise – that selling energy efficiency to consumers is in accordance with modern marketing thinking, and that it has much to do with achieving sustainable development. It concludes that while achieving sustainable development will certainly encompass the transformation of markets for many products, ‘market transformation’ itself cannot be seen as a key driver for change. Women's groups in unions are collective, spaces within which women seek to advance their concerns and access empowering positions. This paper examines their pursuit of gender equality in unions. The need to explore unions and women's groups is heightened by women's significance as a source of union membership, and the connection between union revitalization and responsiveness to women. The paper uses case studies of two unions, MSF and USDAW, and seven women's groups. The analysis is structured by a typology of two frameworks: (i) a typology of gendered equality ideas derived from various literatures, and (ii) the dynamic and linked dimensions of Hyman's (1994) union organization model. Objective: To highlight the opportunities and challenges of developing and implementing performance outcome measures in rheumatology for accountability purposes.Methods: We constructed a hypothetical performance outcome measure to demonstrate the benefits and challenges of designing quality measures that assess patient outcomes. We defined the data source, measure cohort, reporting period, period at risk, measure outcome, outcome attribution, risk adjustment, reliability and validity, and reporting approach. We discussed outcome measure challenges specific to rheumatology and to fields where patients have predominantly chronic, complex, ambulatory care-sensitive conditions.Results: Our hypothetical outcome measure was a measure of rheumatoid arthritis disease activity intended for evaluating Accountable Care Organization performance. We summarized the components, benefits, challenges, and tradeoffs between feasibility and usability. We highlighted how different measure applications, such as for rapid cycle quality improvement efforts versus pay for performance programs, require different approaches to measure development and testing. We provided a summary table of key take-home points for clinicians and policymakers.Conclusion: Performance outcome measures are coming to rheumatology, and the most effective and meaningful measures can only be created through the close collaboration of patients, providers, measure developers, and policymakers. This study provides an overview of key issues and is intended to stimulate a productive dialogue between patients, practitioners, insurers, and government agencies regarding optimal performance outcome measure development. The artricle examines a study on how to reduce the paper and costs associated with the implementation of the Federal Managers' Financial Integrity Act of 1982 in the United States. The Act deals with the federal government's internal control process and has been adopted by several states and some local governments. The Act requires an evaluation of internal controls and corrective action for identified weaknesses. The article discusses management control and proceeds to review key aspects of the Act and the subsequent Office of Management and Budget (OMB) Guidelines and GAO Standards, and discusses the results of the study of the implementation process. While a number of improvements in internal controls were made, by 1985 a general feeling prevailed that something went awry in the implementation of the Act and that the improvements in controls had been made at a tremendous cost in terms of staff time and paper generated. As a result, during mid-1985 the Organization and Structure Committee of the President's Council on Management Improvement (PCMI) requested the U.S. Department of the Interior to lead a review of the internal control improvement process. That review is the subject of this article.

This paper is written in response to the paper "How green is blue hydrogen?" by R. W. Howarth and M. Z. Jacobson. It aims at highlighting and discussing the method and assumptions of that paper, and thereby providing a more balanced perspective on blue hydrogen, which is in line with current best available practices and future plant specifications aiming at low CO2 emissions. More specifically, in this paper, we show that: (i) the simplified method that Howarth and Jacobson used to compute the energy balance of blue hydrogen plants leads to significant overestimation of CO2 emissions and natural gas (NG) consumption and (ii) the assumed methane leakage rate is at the high end of the estimated emissions from current NG production in the United States and cannot be considered representative of all‐NG and blue hydrogen value chains globally. By starting from the detailed and rigorously calculated mass and energy balances of two blue hydrogen plants in the literature, we show the impact that methane leakage rate has on the equivalent CO2 emissions of blue hydrogen. On the basis of our analysis, we show that it is possible for blue hydrogen to have significantly lower equivalent CO2 emissions than the direct use of NG, provided that hydrogen production processes and CO2 capture technologies are implemented that ensure a high CO2 capture rate, preferably above 90%, and a low‐emission NG supply chain. Economic growth, air pollution, and forest fires in some states in the United States have increased the concentration of particulate matter with a diameter less than or equal to 2.5 μm (PM2.5). Although previous studies have tried to observe PM2.5 both spatially and temporally using aerosol remote sensing and geostatistical estimation, they were limited in accuracy by coarse resolution. In this paper, the performance of machine learning models on predicting PM2.5 is assessed with linear regression (LR), decision tree (DT), gradient boosting regression (GBR), AdaBoost regression (ABR), XGBoost (XGB), k‐nearest neighbors (K‐NN), long short‐term memory (LSTM), random forest (RF), and support vector machine (SVM) using PM2.5 station data from 2017 to 2021. To compare the accuracy of all the nine machine learning models, the coefficient of determination (R2), root mean square error (RMSE), Nash‐Sutcliffe efficiency (NSE), root mean square error ratio (RSR), and percent bias (PBIAS) were evaluated. Among all nine models, the RF (100 decision trees with a max depth of 20) and support vector regression (SVR; nonlinear kernel, degree 3 polynomial) models were the best for predicting PM2.5 concentrations. Additionally, comparison of the PM2.5 performance metrics displayed that the models had better predictive behavior in the western United States than that in the eastern United States. This paper addresses the credit card debt puzzle using a generalization of the buffer‐stock consumption model with long‐term revolving debt contracts. Closely resembling actual US credit card law, we assume that card issuers can always deny their cardholders access to new debt, but that they cannot demand immediate repayment of the outstanding balance. Hereby, current debt can potentially soften a household's borrowing constraint in future periods, and thus provides extra liquidity. We show that for some intermediate values of liquid net worth it is indeed optimal for households to simultaneously hold positive gross debt and positive gross assets even though the interest rate on the debt is much higher than the return rate on the assets. Including a risk of being excluded from new borrowing which is positively correlated with unemployment, we are able to simultaneously explain a substantial share of the observed borrower‐saver group and match a broad range of percentiles from the empirical distributions of credit card debt and liquid assets. This paper uses a heterogeneous‐agent overlapping‐generations model to examine the fiscal and distributional consequences of introducing a means test in US Social Security. I find that a means test, that is, conditioning benefit payments on a household's earnings or assets, leads to a higher implicit tax on old‐age resources, but has desirable distributional effects. A 75% cut in the benefits to households with earnings of more than 200% of the median leads to a 2.3% reduction in the overall size of Social Security, but has almost no effect on average dollar benefits. In contrast, a fiscally comparable payroll tax cut leads to an across‐the‐board decline of 2% in the average dollar benefits, despite an increase in capital and labor. A fiscally comparable delay in the benefit eligibility age increases benefits for all, but negatively affects capital and labor. Finally, an asset‐based means test causes a decline of 1% in the average dollar benefits, but has a large negative effect on capital and the accidental bequests left behind by deceased households. This paper presents a dynamic general equilibrium model designed to examine the macroeconomic effects and welfare implications of alternative reforms to the US health insurance system. Specifically, it scrutinizes the extent to which health care reform can mitigate inefficiencies stemming from market imperfections in the health insurance industry. The model considers a stochastic overlapping generations framework, incorporating heterogeneous agents who are subject to uncertain health shocks. These individuals make optimal decisions regarding labor supply, health insurance, and medical services. Given that the optimal levels of medical consumption and hours worked are endogenous, this setting encapsulates general equilibrium effects. The model is calibrated to US data, and numerical simulations suggest that suitable adjustments to the present health insurance system can broaden coverage and enhance welfare. This article presents a discussion on "How Representative Are Firms That Are Cross-Listed in the United States? An Analysis of Accounting Quality," a paper by M. Lang, J.S. Raedy and M.H. Yetman (LRY) which looks at how firms cross-listed (CL) on U.S. exchanges differ from firms not cross-listed (NCL) in the U.S. in terms of accounting quality. The authors find that post-cross-listing CL firms manage earnings less and recognize losses in a more timely fashion than firms which are not cross-listed. A measurement and interpretation of accounting properties is presented. The author notes that LRY show the observed post-listing differences result partially from pre-listing differences in accounting quality and partially from changes around cross-listing.

The article presents comments on the future of private pensions in the U.S. The large overall amount of 7 billion dollar net annual increase in private plan assets and the 12.5 billion dollars for all plants should be put into perspective. Improvements in private plan are not alternatives to revamp the public program. The comments on the maximum tax base by the Advisory Council on Social Security should be observed in establishing historical perspective. There is a disagreement on the proposals to broaden the tax base beyond that of the payroll tax.

The article presents commentary from Ananth Madhavan about a paper written by Kumar Venkataraman entitled "Automated Versus Floor Trading: An Analysis of Execution Costs on the Paris and New York Exchanges," which appeared in the August, 2001 issue of the "Journal of Finance." In that paper Venkataraman concluded that automated stock exchanges could not yet match the benefits afforded by floor traders on traditional exchanges. The author of the current paper raises questions about some of Venkataraman's interpretations.

The food versus fuel issue has attracted considerable attention with the rapid growth of global biofuel production. The previous literature examining the interconnectedness between biofuel, fossil fuel and agricultural markets employed futures and spot prices. However, food security needs to be discussed with non‐financial market prices, such as wholesale prices, since retail companies and households usually do not purchase products directly from financial markets, which encompass speculative activities, making them more volatile than non‐financial ones. This paper focuses on non‐financial markets in the United States to investigate the price‐interconnection of biodiesel, highway diesel, crude oil, and soybean, initially applying partial wavelet coherence and the Diebold‐Yilmaz connectedness index to price transmission research on biodiesel, highway diesel, crude oil, and soybean. Our main results are as follows: First, significant coherence between biodiesel and soybean, biodiesel and highway diesel, and highway diesel and crude oil is identified in the short and long term. Second, crude oil and biodiesel prices are found to be net transmitters, while soybean and highway diesel prices are net receivers. Finally, the crude oil market is identified as the source of spillovers among the four markets, and strongly influences the highway diesel market. The previous literature examining the interconnectedness between biofuel, fossil fuel and agricultural markets employed futures and spot prices, while food security needs to be discussed with non‐financial market prices since retail companies and households usually do not purchase products directly from financial markets.
