The author-pays model (open access publishing funded through author charges) is dependent on authors having access to financial support at the time their research papers are accepted. We conducted an author survey to determine the availability of external funding for publication charges at different points in the research process. Of the 377/524 (72%) who responded, 62% (233/377) received external funding to support their study, but with notable differences between journals. Only 25% (95/377) could withdraw funds from a grant at the time of paper acceptance. The grant was closed at this time for almost half (105/233.45%) of those who were externally funded. Non-externally funded research was largely supported through departmental resources (56%, 80/144) or carrying out research in own time (63%, 91/144). To conclude, a large proportion of published research is not externally funded, and many funded researchers do not have access to financial support at the time their paper is accepted for publication. This paper reports on a study - overseen by representatives of the publishing, library, and research funder communities in the UK - investigating the drivers, costs, and benefits of potential ways to increase access to scholarly journals. It identifies five different but realistic scenarios for moving towards that end over the next five years, including gold and green open access, moves towards national licensing, publisher-led delayed open access, and transactional models. It then compares and evaluates the benefits as well as the costs and risks for the UK. The scenarios, and the modelling on which they are based, amount to a benefit-cost analysis to help in appraising policy options. Our conclusion is that policymakers should encourage the use of existing subject and institutional repositories, but avoid pushing for reductions in embargo periods, which might put at risk the sustainability of the underlying scholarly publishing system. They should also promote and facilitate a transition to gold open access, while seeking to ensure that the average level of publication fees does not exceed c.?2.000; that the rate in the UK of open access publication is broadly in step with the rest of the world; and that total payments to publishers from UK universities do not rise as a consequence. Background: Although great focus has been placed on nutritional and other consequences of changes in food-related policies within schools, few reports exist describing the impact of such changes on school revenue. This review provides an overview of the few revenue-related studies published recently, as well as information from a sampling of state reports on the subject. Methods: A systematic review of the literature was conducted. Four peer-reviewed papers and 3 state-based reports were identified that assessed the impact on revenues of either targeted policy changes or overarching, district-wide changes in food-related policies. Results: Thus far, few data exist to substantiate the concern that changes in nutrition standards in schools lead to a loss in total revenue. An interesting phenomenon of increased participation in the National School Lunch Program was noted in a number of reports and might play a role in buffering financial losses. Conclusions: A renewed focus on school policies related to health provides the opportunity for researchers to investigate how nutrition-related policy change can affect, if at all, food service and overall school revenues.
