This article presents a discussion of E. M. Bernstein's paper about the financial problems of economic development. Bernstein discusses five facets of this problem: to decrease the size of the development program, to energize the inflow of foreign capital, to encourage domestic savings, to gather together the available resources, and to allocate the resources available to the private sector in a way that will stimulate the greatest increase in production. The author believes that this analysis leaves no room for argument.

The fifth‐generation (5G) technology is seen to be a solution for developing countries to improve their quality of services in terms of transportation, education, health, agriculture, and other fields, thereby holding the promises of economic transformation by improving productivity and the quality of life. The paper considers some of the challenges that face operators, investors, and providers when planning to introduce 5G technology to developing countries. The main focus of this paper is the 5G transport network, in particular, the backhaul network. The 5G transport network architectural options and scenarios are discussed based on several standards and previous studies, the problems of existing infrastructures of developing countries are investigated, and new proposed technologies that may help to address those challenges are considered. The article discusses a paper by Pinelopi Koujianou Goldberg and Tristan Reed that explores the role of market size in economic development and poverty reduction. The paper argues that market size is a significant constraint on development and that conventional development policies may not be fully effective. The authors present evidence that supports their perspective and propose measures of market size. However, the article also highlights the potential negative effects of international integration on domestic producers and raises questions about the strong version of the argument. It suggests that other factors, such as macro policies and commodity prices, may have contributed to the recent economic growth and poverty reduction in developing countries. The relationship between foreign aid and economic growth has been the subject of much controversy. A recent theme suggesting that aid promotes growth, but only in a good policy environment has ratchet up that debate. In this paper, we assess the importance of policy and aid in generating growth when the aid, policy, and growth relationship is nonlinear. This allows us to examine the varying effects of aid and policy in different data segments, which we do without imposing any particular structure on the underlying relationship. We find that policy is an important determinant of growth. We also find partial corroboration of the view that aid is growth enhancing in a good policy environment, and some evidence of diminishing returns to aid. These findings suggest that nonlinearities if not appropriately addressed fail to capture the detailed underlying dynamics and thereby mask some key features of the aid-policy-growth relationship. This paper presents an empirical analysis of the factors which promote entrepreneurial activity across a number of transition, developing and developed countries. It produces results which highlight the importance of institutions in promoting entrepreneurial activity. This work is part of an on-going research project on the relationship between the legal system and factors which influence economic development. In particular, it has been shown that legal rules protecting creditors and investors influence the size of financial markets which in turn influence economic development. Our paper thus extends the analysis of the impact of institutions beyond that previously established to demonstrate its influence on another driver of economic development. This paper examines the determinants of economic growth in developing countries within the standard growth regression framework, with special attention being paid to the experience of landlocked developing countries ( LLDCs). The results confirm that the landlockedness hampers economic growth, but the magnitude of negative impact is sensitive to alternative estimation methods. However, the analysis suggests that good governance, trade openness and coordinating infrastructure development with neighbours explain the significant aspect of the inter-country differences in growth rates among LLDCs. The results also suggest that African landlocked countries are not different from the other LLDCs. The paper presents a general equilibrium model of a developing economy with a capital intensive formal sector and a large informal sector with sector-specific capital to analyse the effects of investments on the sectoral returns to capital, sectoral wage rates, and composition of output and employment. Beginning with capital market disequilibrium (unequal sectoral rates of return) and labour market distortion (formal-informal wage gap), the model traces the evolution of the economy till capital market equilibrium is attained. The investments in the formal sector equalise the wages (a 'turning point' in growth à la Lewis) and reduces the size of the informal sector. The sectoral rates of returns equalise only if there is no factor intensity reversal, otherwise the economy specialises in the production of formal goods. The investments in the informal sector equalise the rates of return, do not affect the size of the formal sector and finally, a formal-informal wage gap persists provided factor intensities are not reversed. The scope of the paper is limited by focusing on developing countries in the context of the world economy. We mostly consider the effects of globalization on income levels and a country's rate of economic growth. This focus is supported by studies (Ravallion; Bourguignon) that find that the level of income and expenditures across a continuum of household income categories is positively associated with economic growth, although wealthy households may benefit more than those with lower income. This paper is an attempt to analyse the consequence of trade liberalization in agriculture in the developed countries on the incidence of child labour in a developing economy in terms of a three-sector general equilibrium model with informal sectors. Adult labour and child labour are substitutes for each other in the two informal sectors of the economy and are used together apart from capital in producing two exportable commodities. The interesting result that appears from the analysis is that agricultural trade liberalization in the developed countries may be effective in bringing down the incidence of child labour in the system. The paper substantiates the desirability of trade liberalization in agriculture in the developed nations from the perspective of the developing economies for reasons other than welfare improvement. The problems of developing countries are well documented and they appear to be growing in magnitude. Although science and technology (S&T) offers a glimmer of hope in dealing with problems of developing countries, policy formulation and implementation have not yielded the desired results. The reasons advanced for the failure of S&T to aid in national development tend to be fragmented and are usually based on the mechanistic worldview. This tends to perpetuate mistakes in policy formulation and implementation. A systemic framework is thus advanced in this paper to enable us to understand the problems encountered in S&T policy formulation. It is hoped that the framework will enable us to start trying to solve the right problem rather than the wrong problems advanced by mechanistic thinkers. The systemic framework advances the following set of problems as critical: inappropriate norms of a nation, inappropriate worldview, and human behavioural constraints in managing complexity. These problems manifest themselves as Kenneth Boulding's (1966) pathologies of intellectual productivity—spurious saliency, unproductive emulation, and cultural lag—resulting in ineffective S&T policy. How far does mobility of multinational banks solve problems of financial development? Using a panel of 80,000 loans over 7 years, I show that greater cultural and geographical distance between a foreign bank's headquarters and local branches leads it to further avoid lending to "informationally difficult" yet fundamentally sound firms requiring relational contracting. Greater distance also makes them less likely to bilaterally renegotiate, and less successful at recovering defaults. Differences in bank size, legal institutions, risk preferences, or unobserved borrower heterogeneity cannot explain these results. These distance constraints can be large enough to permanently exclude certain sectors of the economy from financing by foreign banks. [ABSTRACT FROM AUTHOR]

This paper examines some of the arguments of the critics of foreign aid and other capital inflows to less developed countries (LDCs). The paper finds that the critics lack sufficient evidence on the supposedly adverse effect of capital transfers to LDCs on their savings and growth of incomes. This, however, does not mean that these capital inflows always promote growth in LDCs. In particular, it is shown that the relative importance of foreign capital on economic growth of LDCs would depend on the degree to which that growth is constrained by the lack of capital. This paper provides empirical evidence that there is no convergence between the GDP per-capita of the developing countries since 1950. Relying upon recent econometric methodologies (non-stationary long-memory models, wavelet models and time-varying factor representation models), we show that the transition paths to long-run growth (the catch-up dynamics) are very persistent over time and non-stationary, thereby yielding a variety of potential steady states (conditional convergence). Our findings do not support the idea according to which the developing countries share a common factor (such as technology) that eliminates per-capita output divergence in the very long run. Instead, we conclude that growth is an idiosyncratic phenomenon that yields different forms of transitional economic performance: growth tragedy (some countries with an initial low level of per-capita income diverge from the richest ones), growth resistance (with many countries experiencing a low speed of growth convergence), and rapid convergence. Although Indigenous people in the poorest developing countries of the world confront the most severe hardships, nevertheless even in the most developed countries such as Australia, Indigenous standards of living in terms of economic, educational and basic human standards are far inferior to other groups within society. It has been argued that Indigenous affairs in Australia is divided into 'two ideological tribes' both vigorously opposed with respect to the preferred manner in which the substantial disadvantage of Indigenous Australians can be overcome. Although more complex categorisations of ideological positions are possible, both maintain considerable influence within the field of Indigenous policy formulation in Australia and in the Northern Territory in particular, where nearly 30 per cent of the total population is Indigenous. Data from 19 African nations is used to investigate the hypothesis that monetary union—represented in this case by the CFA Franc Zone—augments the extent of macroeconomic integration. The paper covers two key dimensions of integration: the volume of bilateral trade, and the magnitude of cross-country business cycle correlation. Restricting our attention to a part of the world in which (for historical reasons) monetary union membership is exogenous to economic characteristics, we can test whether the large single-currency effects claimed by A. The article discusses the issues concerning the impact of globalization on developing countries, the measurement of regional trade agreements' (RTAs') costs and benefits, and the global welfare consequences of agricultural subsidies in developed countries. It has been found out that there is a connection between poverty-reduction and trade liberalization, and that the economic opportunities provided by trade liberalization can affect institutional change in developing countries. This implies that success must be attained in the Doha Round of World Trade Organization to counter the proliferation of RTAs. However, making farm policies of developed countries less trade-distorting is now being considered in many debates.

We propose that the limited financial development of emerging markets is a significant factor behind the large share of dollar-denominated external debt present in these markets. We show that when financial constraints affect borrowing and lending between domestic agents, agents undervalue insuring against an exchange rate depreciation. Since more of this insurance is present when external debt is denominated in domestic currency rather than in dollars, this result implies that domestic agents choose excessive dollar debt. We also show that limited financial development reduces the incentives for foreign lenders to enter emerging markets. The retarded entry reinforces the underinsurance problem. [ABSTRACT FROM AUTHOR]

Recent work suggests that financial development is important for economic growth, since financial markets more effectively allocate capital to firms with high value projects. For firms in poorly developed financial markets, implicit borrowing in the form of trade credit may provide an alternative source of funds. We show that industries with higher dependence on trade credit financing exhibit higher rates of growth in countries with weaker financial institutions. Furthermore, consistent with barriers to trade credit access among young firms, we show that most of the effect that we report comes from growth in the size of preexisting firms. According to the economic literature, high-skilled emigration may either harm or benefit developing economies. Recent research highlighted several positive and negative channels through which the brain drain operates. This paper aims at evaluating the relative magnitudes of various brain drain channels and quantifying their global impact on migrants' sending countries. For this purpose, we develop a 10-region general equilibrium model of the world economy characterized by overlapping-generations dynamics. Our findings suggest that the short-run impact of brain drain on resident human capital is extremely crucial, as it affects not only the number of high-skilled workers available to domestic production, but also the sending economy's capacity to innovate/adopt modern technologies. This latter effect is particularly important in globalization, where capital investments are made in places with high production efficiencies. In this paper, using a theoretical model with endogenous capital depreciation, we study the effects of climate change and adaptation on long-run development. We show that climate change affects economic growth depending on climate exposure and adaptation efficiency, which are asymmetric between different countries. Poor countries are likely to be hurt more, because of the negative effects of climate change on the rate of depreciation of the assets that represent the engine of growth. This study attempts to reassess the relationship between economic growth and inequality using an up to date data set, 2003-2007, for a sample of seventy-four developed and developing countries. Average economic growth during this studied period is regressed against the 2003 values of inequality, growth, education, human development, inflation and governance quality using OLS cross-country models. The findings support a negative impact of inequality on economic growth for the entire sample. In particular, an increase (decrease) in inequality would lead to greater deterioration (expansion) in economic development in low-income countries than in high- and middle-income countries. This paper explores how the optimal mode of public finance depends on the level of economic development. The theoretical analysis suggests that in the presence of capital market imperfection and liquidity shocks, the detrimental effect of inflation on growth is stronger (weaker) at lower (higher) levels of economic development. Consequently, income taxation (seigniorage) is a relatively less distortionary way of financing public expenditure for low-income (high-income) countries. We provide empirical support for our model’s predictions using a panel of 21 Organization for Economic Cooperation and Development countries and 40 developing countries observed over the period 1972–1999. ABSTRACT. The international community is redoubling efforts to curb political corruption in the developing and transitional economies. The consensus now is that the abuse of public office stunts economic growth, replacing a formerly dominant view that the effect is neutral or positive. Corruption's political correlates, however, are seldom studied empirically. Using Transparency International's recently developed index of perceived corruption, this paper explores this issue by regression analysis in a sample of less-developed countries. Economic development involves elemental processes of great complexity and scope and that those who would move from a traditional to a modern society must relate themselves differently to the environment, shifting from an organic to an inorganic energy base, they must alter their ontology, accepting a different cognitive base for their relief system, they must adopt new values, forsaking old ones or integrating them somehow with the new values, indeed, they must psychologically refashion traditional man and his energizing and motivational system. The encompassing task of development requires the involvement of all sectors of society and different types of social units. This paper examines the nature and position of voluntary associations in the historic process of modernization and development.

The purpose of this paper is to model the role of trade dependency in determining the access of a developing economy to the international credit market, and its desirable growth strategy. With full integration of capital markets, the choice with respect to the inwardness of a technology is irrelevant; investment will be channeled to the more productive sectors, independently of their trade inwardness. With limited capital market integration, a given investment will generate two effects. The first is the standard, direct productivity effect that is associated with the change in future output. The second is the trade dependency externality, generated by the change in future bargaining outcomes arising from the change in the trade dependency of the nation. With partial integration, investment that increases trade dependency is desirable. If the credit markets are disjoint owing to partial defaults, greater trade dependency is disadvantageous. Thus, greater trade dependency generates a positive externality with partial integration of capital markets, and a negative externality with disjoint credit markets. We show that credit market integration is determined by the size of the indebtedness relative to the trade dependency, as reflected by the repayment burden that is supported by the bargaining outcome. Disappointment over the contributions of Third World state apparatuses to industrial transformation and the increasing intellectual dominance of "neoutiliarian" paradigms in the social science has made if fashionable to castigate the Third World state as "predatory "and "rent seeking." This paper argues for a more differentiated view, one that connects differences in performance to differences in state structure. The "incoherent absolutist dominationt' of the "klepto-patrimonial" Zairian state are contrasted to the "embedded autonomy" of the East Asian developmental state, Then the internal structure and external ties of an intermediate state - Brazil - are analyzed in relation to both polar types. The comparative evidence suggests that the efficacy of the developmental state depends on a meritocratic bureaucracy with a strong sense of corporate identity and a dense set of Institutionalized links to private elites. This paper examines selected demographic characteristics of countries at different stages of economic development On one hand, the data show that the demographic status of underdeveloped countries continues to be substantially more primitive than that of more economically advanced nations. On the other hand, there is evidence to suggest that some of the traditionally observed relationships (such as the inverse relationship between economic development and the rate of population growth) may not be as pronounced as was the case earlier in the present century. Since the various characteristics that differentiate underdeveloped areas from the rest of the world are closely related to the forces and circumstances which handicap their economic development, these findings may be taken as indicative of a real need for a continuous reexamination of the nature of the characteristic features of underdeveloped areas. This article concentrates on a problem which so far has received only little attention by economists, the role of human resources in the process of economic advancement of underdeveloped areas. This topic has formidable proportions and cannot be treated in full within the framework of this paper. The author confines his remarks, therefore, to a specialized point, the place of entrepreneurship in economic development, and hopes to show, at least by implication, some of the more general problems arising in a consideration of the role played by human factors of production in the process of economic development. A study of economists' opinions on entrepreneurship leads to strange and sometimes contradictory results. Some writers have identified entrepreneurship with the function of uncertainty-bearing, others with the coordination of productive resources, others with the introduction of innovations, and still others with the provision of capital. It is probably true that at different times and under different institutional conditions each of these aspects may have constituted the primary, or at least socially most significant function, of entrepreneurs, and this function was then selected as typical and regarded as the unique contribution of entrepreneurs in the process of production.

The article presents a commentary on an article by Derick W. Brinkerhoff, published elsewhere in the issue, titled "The State and International Development Management: Shifting Tides, Changing Boundaries, and Future Directions." It presents a practitioner's perspective on theoretical points raised by Brinkerhoff regarding the field of development management. Issues addressed include increasing the involvement of aid workers with fragile states and the policies of the United States Agency for International Development.

The article presents some of the most common propositions of the agricultural and economic development featured in extensive agricultural research. These include Agricultural productivity growth accompanied economic development, Organization for Economic Co-operation and Development (OECD) agricultural protections performs Less Developed Country (LDC) agricultural reform , importance of foreign aid for economic development and food aid can be contributed in various ways to support LDC agriculture. The primary focuses of the agricultural research is to examine the growth of the four propositions in agricultural sector in the country. The study recommends the importance of agricultural protection to achieve remarkable economic development.

Ecological imperialism refers to the historical and contemporary exercise of power by the North over the South that leads to ecologically destructive consequences of which the South is usually the victim. Using this power, wealthy countries in the Global North are capable of steering mainstream discourse on global environmental issues in directions that benefit and privilege themselves at the expense of the Global South. Analysis should thus be applied not only to ecological imperialism in the pure economic sense, but also to the uneven power relations in the political and ideological arena that serve to reproduce ecological imperialism in an overarching sense. This article, inspired by the concept of ecological imperialism developed in the Marxian tradition, explores how researchers and global institutions in the Global North frame the narratives of climate change culpability through selective presentation of emission statistics that tends to minimize the accountability of the North while inflating that of the Global South. Such narratives also contain the Malthusian perception that economic development and population growth in the Global South, above all, should be taken as major threats to climate change solutions. This type of reasoning again serves to justify and maintain the current hierarchical global system and reinforce ecological imperialism. [ABSTRACT FROM AUTHOR]

Taxing agriculture to mobilize resources for industrialization has been a widely used development strategy. Using novel cross-country time-series data sets with direct measures of agricultural taxation, we examine how a policy bias against agriculture affects the speed of convergence in income per capita, structural change, and economic growth. We find that distortionary agricultural policies in poor economies can account for the emergence of convergence clubs in our sample by significantly retarding their structural transformation and economic growth. This article addresses two contested issues of crucial importance to policy, namely: formal labour regulations as a cause of informal employment, and so-called "voluntary" informal employment. The authors provide theoretical overviews on both issues and an extensive survey of empirical studies on the effects of formal labour regulations on informal employment. The article closes with observations on the relevance of the ILO's four decent work objectives for informal employment and economic development, with particular emphasis on the significance of- and potential for - organizing workers in the informal economy. Some countries have benefited significantly from greater integration, while others have held globalization accountable for their economic failure and instability. The article reflects on the economic policy toward agriculture by Theodore W. Schultz in response to the responsiveness of the farmers to economic signals. Schultz contended that the output growth in traditional agriculture so with the new sources of permanent income flows could be realized through the application of science and technology. On the other hand, he strongly opposed the argument that the farmers in developing countries were guided by tradition or culture. He also abolished the contention that the farmers did not respond to economic incentives. These arguments can be seen in his book Transforming Traditional Agriculture. However, the critics questions the efficiency of his approach to understand the problems of developing countries.

This paper addresses the impact of investment in information technology (IT) on the recent resurgence of world economic growth. We describe the growth of the world economy, seven regions and 14 major economies during the period 1989–2003. We allocate the growth of world output between input growth and productivity and find, surprisingly, that input growth greatly predominates! The contributions of IT investment have increased in all regions, but especially in industrialized economies and Developing Asia. Numerous papers have searched for empirical linkages between long run economic growth and a myriad of economic, socio-political and environmental factors. Most of these studies use ordinary least-squares regression or panel regression analysis on a sample of countries and therefore consider the behaviour of growth around the mean of the conditional distribution. We extend the literature by using quantile regression to analyse long-term growth at a variety of points in the conditional distribution. In a previous essay (Part 1), we examined the economic arguments for development policies that placed certain groups at the vanguard of development policy, making note of the place of the poor in these arguments. In this essay (Part 2), we look at the case for making the poor the central focus of development policy, following the principle in Catholic social thought of the "preferential option for the poor." That principle recommends evaluation of policies and outcomes first and foremost on how they affect the poor. In looking at the U.N. development agenda, from the first development decade to the millennium development goals and sustainable development goals, we can see a tension between economic growth and eradication of poverty. Over time, a shift in focus has occurred towards placing the poor at the center of development policy. By focusing on the poor and poverty eradication, development policy becomes more about human flourishing, which, ironically, produces higher levels of growth in developing countries. The development process and the demographic changes that are a central element of it explain both the nearly two centuries of increasing income inequality prior to 2000 and the reversal of this trend that followed. There are at least four phases of the development process: (1) Malthusian pre‐development, (2) initial growth, (3) improved productivity, and (4) receding growth. Prior to the industrial revolution, the entire world was in the Malthusian Phase 1. During 1820–1950, about 20 countries, mostly in Western Europe, North America, and Oceania, moved out of Phase 1 and began to grow more rapidly. But, per capita income levels in the rest of the world continued to stagnate and worldwide income inequality widened continuously for at least 150 years following the Industrial Revolution. Around 1960, developing countries began to escape the Malthusian trap and move into Phase 2 of development. By the latter part of the 20th century, many developing countries were achieving growth rates equal to or greater than the high‐income countries, slowing the rise in inequality. By 2000–2015 most developing countries were in either Phases 2 or 3 of development, while most of the high‐income countries were moving into Phase 4, leading to a sharp reduction in worldwide income inequality. The recent reductions in worldwide income inequality are likely to continue in the near term because of the continuation of the more favorable demographic changes in developing compared to high‐income countries. Indigenous elites provide the crucial linkages between their domestic societies and the international economic order. The study attempts a measurement of the weight or salience of five personal variables to the process of attitude formation toward multinational firms among host Arab society elites. These variables are: nationalism, internationalism, economic ideology, confidence, and satisfaction in direct personal contact. It is hypothesized that these variables will have influence upon an elite's attitude toward multinational firms. The result of the empirical study points out that an elite internationalism orientation, economic ideology preference, and satisfaction in direct personal contact with multinational firms will positively influence attitudes towards multinational firms (MNFs). The article discusses the promotion of economic growth for underdeveloped areas of the world through international co-operation. It is explained that the economic growth of underdeveloped nations of the world is stated to depend upon the fulfillment through international action of two conditions, which includes the provision of technique or know-how, and, second, the supplying of capital funds to the underdeveloped nations. The article focuses on the economic growth and assistance occurring in Venezuela.

We analyze the relationship between the introduction of a sovereign bond market (BM) and tax revenue mobilization behavior, using a large sample of 119 developing countries. Propensity Scores Matching estimations reveal that BM participation significantly fosters domestic tax revenue mobilization. Moreover, we find that this favorable effect is sensitive to BM countries' characteristics, namely the stance of monetary and fiscal policies, the exchange rate regime, the level of economic development, and the degree of financial openness and financial development. Finally, our results show that BM participation fosters internal taxes and reduces their instability, compared to international trade taxes. These findings highlight the strength of BM in promoting structural reforms in developing countries, through encouraging them to increase their tax effort and even by contributing to some extent to the fiscal transition process. He is a professor of the Department of Applied Economics at the University of Minnesota from 2002 up to the present in 2006. Supply chain internationalization is promoting a new cascade of agglomeration and dispersion. Headquarter tasks agglomerate in major cities in developed countries, whereas labour-intensive tasks are shed to developing countries where off-shored tasks are geographical concentrated. The entire international supply chain is productivity and welfare-enhancing, raising the efficiency of human resource use. An international supply chain can also be a route for inclusive globalization. Such benefits are offset by potential risk of volatility deriving from idiosyncratic supply shocks triggered by powerful natural disasters and other reasons and from final demand shocks.
