We explored what authors allegedly do and why, when invited to revise and resubmit manuscripts to refereed journals. Based on responses from 249 business and management scholars from the UK and USA, we found that authors preferred to resubmit to the original journal, whether the required revision was minor or major, and that under certain circumstances other options would be considered: submitting to alternative journals, sometimes without revising at all; discarding the paper; or challenging the editor. Experience in publishing was found to be an important moderator. As to ‘why’ they purport to do so, a classification of qualitative responses yielded a matrix of four optional strategies, grouped along two axes: rationale (instrumental reasoning versus ethical reasoning) and agency (individually centred reasoning versus community-centred reasoning). This article discusses a study on social status and clique formation among grammar school boys in London, England. This paper reports on another aspect of the inquiry into the effects of social class at adolescence, which has been carried out at the London School of Economics and Political Science in England under the direction of Doctor H. T. Himmelweit. Within the broad framework of the research project, an important place was allotted to problems of peer group selection. Moreover, the paper is based on information from three sources: a choice of friend questionnaire, a sociometric questionnaire and an open-ended question on the attributes of a good friend. The most interesting conclusion which has emerged from these data points to an important difference between this country and the U.S. In both countries, the adolescent's value system largely determines his friendship choices. In England, it has been shown that similar class stereotypes may be found and it is quite possibly true that such friendship criteria as are embodied in the choice of a friend questionnaire reflect parental values. It could also be argued, that the working class boys in the grammar school are exceptional, in that they come from homes where middle class values are prevalent. In England, it may be said in general that by having secondary grammar and secondary modern schools, the working class pupils are divided into those who will be given an opportunity for social ascent and those who will not. England deliberately segregates the new recruits to the higher social levels and gives them more advanced training in separate schools. Under these conditions, several factors combine to give the working class boy those attitudes, interests and motives which are concomitant with his future social position.

The article offers information on the mandatory Public Access Policies introduced by the U.S. National Institutes of Health (NIH) and the British agency Wellcome Trust for all research papers. The NIH policy requires all investigators funded by the National Library of Medicine's PubMed Central (PMC) to submit an electronic version of their final manuscripts. The Wellcome Trust policy mandates electronic copies of any research papers accepted for publication to be made available through PMC.

The paper is a broad, comparative investigation of shifts in the educational rhetoric and policy of three countries over the past two decades. Using England, Canada and the United States as case studies, I argue that the spirit of multiculturalism in education has shifted from a concern with the formation of tolerant and democratic national citizens who can work with and through difference, to a more strategic use of diversity for competitive advantage in the global marketplace. This shift is directly linked with and helps to facilitate the entrenchment of neoliberalism as it supports a privatization agenda, reduces the costs of social reproduction for the government, and aids in the constitution of subjects oriented to individual survival and/or success in the global economy. Policy PointsThe number of social prescribing practices, which aim to link patients with nonmedical services and supports to address patients' social needs, is increasing in both England and the United States.Traditional health care financing mechanisms were not designed to support social prescribing practices, and flexible payment approaches may not support their widespread adoption.Policymakers in both countries are shifting toward developing explicit financing streams for social prescribing programs. Consequently, we need an evaluation of them to assess their success in supporting both the acceptance of these programs and their impacts.Investment in community‐based organizations and wider public services will likely be crucial to both the long‐term effectiveness and the sustainability of social prescribing. Objectives: To compare patterns of technological adoption of minimally invasive surgery for radical prostatectomy across the United States and England. Data Sources: We examine radical prostatectomy in the United States and England between 2005 and 2017, using de‐identified administrative claims data from the OptumLabs Data Warehouse in the United States and the Hospital Episodes Statistics in England. Study Design: We conducted a longitudinal analysis of robotic, laparoscopic, and open surgery for radical prostatectomy. We compared the trends of adoption over time within and across countries. Next, we explored whether differential adoption patterns in the two health systems are associated with differences in volumes and patient characteristics. Finally, we explored the relationship between these adoption patterns and length of stay, 30‐day readmission, and urology follow‐up visits. Data Collection: Open, laparoscopic, and robotic radical prostatectomies are identified using Office of Population Censuses and Surveys Classification of Interventions and Procedures (OPCS) codes in England and International Classification of Diseases ninth revision (ICD9), ICD10, and Current Procedural Terminology (CPT) codes in the United States. Principal Findings: We identified 66,879 radical prostatectomies in England and 79,358 in the United States during 2005–2017. In both countries, open surgery dominates until 2009, where it is overtaken by minimally invasive surgery. The adoption of robotic surgery is faster in the United States. The adoption rates and, as a result, the observed centralization of volume, have been different across countries. In both countries, patients undergoing radical prostatectomies are older and have more comorbidities. Minimally invasive techniques show decreased length of stay and 30‐day readmissions compared to open surgery. In the United States, robotic approaches were associated with lower length of stay and readmissions when compared to laparoscopic. Conclusions: Robotic surgery has become the standard approach for radical proctectomy in the United States and England, showing decreased length of stay and in 30‐day readmissions compared to open surgery. Policy PointsStrategically purchasing health care has been and continues to be a popular policy idea around the world.Key asymmetries in information, market power, political power, and financial power hinder the effective implementation of strategic purchasing.Strategic purchasing has consistently failed to live up to its promises for these reasons. Future strategies based on strategic purchasing should tailor their expectations to its real effectiveness. Context: Strategic purchasing of health care has been a popular policy idea around the world for decades, with advocates claiming that it can lead to improved quality, patient satisfaction, efficiency, accountability, and even population health. In this article, we report the results of an inquiry into the implementation and effects of strategic purchasing. Methods: We conducted three in‐depth case studies of England, the Netherlands, and the United States. We reviewed definitions of purchasing, including its slow acquisition of adjectives such as strategic, and settled on a definition of purchasing that distinguishes it from the mere use of contracts to regulate stable interorganizational relationships. The case studies review the career of strategic purchasing in three different systems where its installation and use have been a policy priority for years. Findings: No existing health care system has effective strategic purchasing because of four key asymmetries: market power asymmetry, information asymmetry, financial asymmetry, and political power asymmetry. Conclusions: Further investment in policies that are premised on the effectiveness of strategic purchasing, or efforts to promote it, may not be worthwhile. Instead, policymakers may need to focus on the real sources of power in a health care system. Context Patient-reported outcomes (PROs) can play an important role in patient-centered health care by focusing on the patient's health goals guiding therapeutic decisions. When aggregated, PROs also can be used for other purposes, including comparative effectiveness research, practice improvement, assessment of the performance of clinicians and organizations, and as a metric for value-based payments. The feasibility of integrating the use of PROs for these various purposes on a wide scale has not yet been demonstrated. Our study was conducted to inform policymakers of prudent next steps for implementing PROs in clinical practice and performance measurement programs in order to maximize their impact on the quality of health care. Methods We conducted a qualitative study, interviewing 58 experts and leaders from 37 organizations (response rate: 88%) in the United States, England, and the Netherlands. Respondents included clinical practitioners ( n = 30), measure developers ( n = 11), and leaders of performance measurement programs ( n = 17). We used a qualitative content analysis to assess current strategies for applying PROs in clinical practice and performance measurement and to identify barriers to and facilitators of further implementation. Findings The use of PROs in clinical practice and for performance measurement has developed both separately and in parallel. Experts across the stakeholder spectrum support the collection of PRO data in an integrated manner that would enable using the data for these distinct purposes. We identified 2 main concerns about the feasibility for integrated use of PRO data: the complexity of establishing routine data collection and the tension among stakeholders when using PRO data for different purposes. These contrasting stakeholder views suggested varying interests among clinicians, measure developers, and purchasers of care. Conclusions Data collection approaches that support the use of PROs in health care are underdeveloped, need better integration with clinical care, and must be tailored to the characteristics of the health care system. Enabling the sustainable use of PROs will require a shared vision of clinical professionals, purchasers, and patients, with a prudent selection of the steps in implementing PROs that will maximize their impact on the quality of health care. This article reports findings from an international study about dilemmas of difference in relation to special educational needs and disability in education. It was part of a larger study of the perspectives of 132 education practitioners and policy makers in England, the USA and the Netherlands to a range of dilemmas of difference. It also compares these current perspectives with ones from similar groups in England and the USA from the early 1990s. Participants were interviewed about their perspectives on a presented dilemma about the consequences of identifying children as having a disability or a special educational need. The data are presented in quantitative terms (degrees of recognition and resolution of dilemma) and qualitative terms (reasons, justifications and suggested resolutions). The findings show variations in responses to the dilemma that relate to national differences, but also commonalities in the recognition of this dilemma, reasons for recognising and ways of resolving the dilemma. The author reflects on the American Cash and Counseling demonstration for disabled people and compares it to the programs implemented by other countries. An overview of long term care programs implemented by countries including the Netherlands, England and Germany is presented. The variations across the countries in participation rates seems to depend more on labor market conditions and how governments choose to structure the program.

Although unemployment is often used as a measure of labor market inefficiency, economic theory indicates that market inefficiency is determined by both the gap between and the elasticities of supply and demand, Using time series data for the United States and United Kingdom, this article investigates how good the unemployment rate is as a measure of labor market inefficiency by calculating the deadweight loss associated with unemployment rates over time. Results show that the loss arising from unemployment is low across time and countries and that the unemployment rate is often a weak proxy for comparing labor market inefficiency. In Douglas v Hello! Ltd (No 3), the Court of Appeal noted that one ramification of 'shoehorning' invasions of privacy into the cause of action of breach of confidence is that 'it does not fall to be treated as a tort under English law'. In contrast, this article contends that English courts should explicitly recognise and develop a framework for a tort of privacy, and outlines one possible version—comprising both privacy interests and the elements of the potential tort. The framework draws upon longstanding Canadian and United States jurisprudence, as well as recent fascinating Australasian decisions that have grappled with privacy claims. In reality, breach of confidence is becoming an unrecognizable cousin of the creature which Megarry J described in Coco v AN Clark (Engineers) Ltd in 1969. Following a brief biographical sketch of Louis F. Post (1849-1928), this study focuses on the intellectual `development of the man who became the de facto leader of the U.S. Single Tax Movement after the death of Henry George. During the period 1898-1913, Post served as editor of The Public, a Chicago weekly. In its analysis of Post's journalistic writings and of his books, The Ethics of Democracy (1905), Social Service (1909), and The Ethical Principles of Marriage and Divorce (1904), the study documents the broadening of Post's thought and suggests the influence which pro gressivism had on the single tax and vice versa. Single Taxers contributed greatly to the success of progressivism in America. In the process, however, many single taxers moderated their thinking to the point where the Single Tax Movement lost its separate identity. The Sex Stereotype Measure II (SSM II), a 32-item revision of the Williams, Bennett, and Best Sex Stereotype Measure, was developed to assess children's knowledge of conventional, sex-trait sterotypes defined by American university students. The procedure employed brief stories and human figure silhouettes which were individually administered to 5- and 8-year-old children in the United States, England, and Ireland and group administered to 11-year-olds in the United States. In the United States, knowledge of sex-trait stereotypes was found to develop in a linear fashion between the ages of 5 and 11, with more male traits than female traits being known at each age level. Cross-nationally, there was a high degree of similarity in the nature of the sex stereotypes being learned by the children in the 3 countries, although the rate of learning appeared slower among the Irish children. In all countries there was a clear progression in sex-stereotype learning from age 5 to age 8. English boys had greater knowledge of stereotypes than English girls, but this was not true in Ireland and the. United States. Generally, knowledge of male stereotype traits appeared to develop earlier while knowledge of the female traits increased more rapidly between ages 5 and 8. The similarity in sex-stereotype learning in the 3 countries is discussed, and studies in progress in other countries of greater cultural diversity are noted. [ABSTRACT FROM AUTHOR]

The article focuses on the decline of textile prices in England and British America prior to industrialization. Among the sources that indicate a general price decline in textiles are the probate inventories of English retailers. According to the inventories, prices per yard for wool textiles, linens, cottons, and blends were comparatively high in late sixteenth-century England. They began to decline in the first half of the seventeenth century and by the end of that century or early in the following century had fallen in real terms to about one-half of their late sixteenth-century levels. When the early modern decline and the nineteenth-century decline in textile prices are judged in relation to what happened to the prices of other commodities at the time, the magnitude of the two changes becomes more comparable. The English population during the sixteenth and seventeenth centuries experienced great inflation, whereas inhabitants of the U.S. during the period from 1815 to the Civil War lived in a time of deflation.

The article compares the urban development in England and the United States in the nineteenth century. From the 1830s to the 1860s, radicals had constantly invoked the example of the United States when attacking the monopoly of rural land in England, by pointing to the different structure of landownership in the U.S. The working of the markets in English and American urban land, and the assumptions about the importance of the land law in bringing about the differences between them unconsciously echo the shared ground of the nineteenth-century arguments about leaseholds, and embody what might be termed the present historical consensus on the subject. One purpose of this article is to suggest that the importance and consequences of different land law have also been overrated for urban land, and that the late nineteenth-century conservatives, who like their mid-Victorian predecessors had argued that social forces were more powerful than legislation, did indeed have the better of the argument. But in addition, it will also suggest that the constant contrast between a freehold urban U.S. and a leasehold urban England ignores some very real elements of similarity which existed between the English and American markets in urban land.

In view of the voluminous literature on capital punishment, it is surprising that greater attention has not been directed to the executioner. It is the purpose of this article to explore the phenomena as they apply primarily to the executioner in England. The role of the executioner has varied with time and place: he was a hangman in England, a guillotiner in France and many German states, a garroter in Spain, and an electrocutioner in the United States. Nevertheless, of all methods of administering the death penalty, hanging has been more widely utilized than any other. Accounts of hangings are reported in the earliest literature, and even today hanging is more extensively used throughout the world as a mode of execution than any other device. Unquestionably, England has been the most energetic and persistent supporter of hanging; from England it was introduced to the U.S. and became the general method of execution in that country until the electric chair was invented and gradually adopted by several states.

This article presents results of a study conducted in two suburbs outside London, England and San Francisco, California, respectively, to ascertain family relationships. It was found that the groups were found to be similar, when in both cases, parents in their old age maintained close ties with their adult children both in terms of geography and frequency of contact, and daughters play consistently more important parts in their parents' lives than sons. The difference was that a larger proportion of the American group have knowledge of and pride in their pedigree, while the English group have relatively little knowledge of ancestry. The study was carried out on a countrywide basis in a limited way with a group of 3,964 for the U.S.A. and 900 for Great Britain. Results of the study suggest that old people generally maintain close links with their children and that the mother-daughter tie is the central nexus of the kinship network of industrial societies. Concern for ancestry seems to be more pronounced in the U.S.A. than in Great Britain. But in view of the size of the inquiry these statements are not so much findings as suggestions for further research.

The article focuses on the historical pattern of psycho-analysis. Some twenty years ago psycho-analysis, Freudianism in particular, seemed to have been assimilated and consequently given its own place within Western civilization. Psycho-analysis was regarded as one among many hypotheses about the structure and evolution of the human mind. The first important fact about the present psycho-analytical revival is that it comes from the U.S. where psycho-analysis has been adopted mainly as a clinical practice. The lead taken by U.S. literature in making use of psycho-analytical ideas is a characteristic aspect of this phenomenon. The second factor in the popularity of psycho-analysis derives from the psychological repercussions of the Second World War. Due to the high frequency of mental disorders during the post-war period, psycho-analysis as a psycho-therapeutic method is more useful now than at any other time. The late war had a second even more important effect. It has in many aspects brought Western society nearer to the socio-cultural pattern characteristic of the Austro-Hungarian Empire during the last decades of its existence. It would be more accurate to say that it has brought London and Paris closer to the Vienna of 1900. All these circumstances have contributed greatly to the weakening of the critical resistance which was present twenty years ago. This study is a short account of the historical conditions of some fundamental psycho-analytical ideas, such as the discovery of the unconscious, as the principal layer of the mental energy; the bivalence of this energy as the life and death instincts; the stratification of mental life and the relationship between consciousness and the unconscious.

This article focuses on equality of opportunity in society. The physiocrats, who advocated an economic system of laissez faire, were a clear-thinking body of men. It was not until long after the enclosure acts had depopulated the countrysides of England and driven men into the towns that the term laissez faire was applied to industry. But at no time since the discovery of coal and steam has there been such a condition as a fair field and no favor. Indeed, it was a denial of laissez faire which produced a capitalism that throve on low-paid labor. In the U.S. an industrial system of laissez faire has not existed since the birth of trade unionism. Protective tariffs, factory laws, social legislation, and trade union demands for higher nominal wage and fewer working hours are contrary to all the ideas that were held by the physiocrats. It is not a question of whether these expedients were necessary to ameliorate the economic distress. The consequence of such legislation shows clearly that as more of these measures are put upon the statute book, more are required to bolster them.

The article focuses on the idea of the U.S. to have free trade with Canada. Americans must realize that they are no longer dealing with a small and insignificant Dominion, but Canada that has emerged from nationhood into a position generally recognized as that of a world power. Canada has certainly achieved enough since 1939, and given the U.S. such outstanding aid, as to be able to demand the fullest equality of consideration. The Dominion has not even accepted lend lease aid from the U.S., but has paid the U.S. for all war materials or manufactured articles imported from the United States for the use of its military or naval forces, while raw materials bought from the U.S. by Canada for use in making armaments for England were debited to England under lend-lease. In these war relationships Canada's aim has been the mutual benefit of both countries without any selfish purpose or any objective that it was not willing to share with the U.S. or any other country. If the Dominion is now met with similar evidences of American good-will and the desire to make the U.S.'s postwar relations as close as those between the individual American States, and not in a horse-trading spirit, not only will the two countries profit, but the whole world.

A comparison is presented of the responses of 741 English children with those of 968 American children, all in their sixth school year, to a questionnaire in which they reported in some detail on the child-rearing practices employed by their fathers and mothers. Although there were many similarities in the reported patterns of parent behavior in the two cultures, there were also many significant differences in English and American child-rearing styles.
