Informal work, defined as work performed without a formal contract, lowers productivity, reduces tax revenue and hampers economic growth. Reducing informal work is a policy objective in developed and developing countries alike. Yet, particularly since the onset of the global financial crisis in 2008, most socio-economic policy reforms across Europe have reduced the generosity of unemployment benefit schemes and deregulated employment protection. The authors argue that, while such reforms may have contributed to reducing unemployment, they might also have increased the incidence of informal work. This article shows how both segregation by sex and segregation by hours shape the occupational space of part-time workers. The level of segregation by sex varies according to the shares of full-time and part-time work in total employment, and the trade-off between increasing the volume of female employment and decreasing segregation by sex is much stronger for full-time work. The author argues that there is less segregation by sex in part-time work than in full-time work, and that it is the gap between the volume of male and female part-time employment that determines the effect of part-time work on segregation in total employment. Spain has one of Europe's highest levels of occupational segregation by sex. Using data from the Spanish Working Conditions Survey, this article investigates the determinants of workers' probabilities of employment in male-dominated and female-dominated occupations. Combining Oaxaca-Blinder decomposition technique with counterfactual analysis based on a sample of 'hypothetical women', the authors probe the unexplained components of the probability differentials they identify. While gendered labour market dynamics are found to account for the bulk of segregation, the strength of this effect owes more to 'positive discrimination' favouring women in female-dominated occupations than to discrimination against women in male-dominated occupations. In this paper we employ a wage-setting approach to analyze the labor market effects of immigration into Germany from 1980 to 2004. This enables us to consider labor market rigidities, which are prevalent in Europe. We find that the elasticity of the wage-setting curve is particularly high for young workers. Moreover, natives and foreigners are imperfect substitutes. The wage and employment effects of immigration depend on the skill structure of the immigrant workforce. Because the foreign labor supply shift has mainly affected the high-skilled labor market segment, the 4 percent increase of the workforce through immigration has not increased either aggregate or foreign unemployment. This article presents information on periodical literature that was published during the year 1976 on economic history in England and Europe from 1700 to 1850. The prolonged decline of speculative general articles seems to have been reversed in 1976. Inspired by the bicentenary of economist Adam Smith, W.D. Grampp's paper "Scots, Jews and Subversives Among the Dismal Scientists," published in the periodical "International Economic History," assesses the opposition to free trade, and scholar R. Roehl's survey of French industrialization suggests closer parallels with England than are commonly admitted. At a further level of abstraction scholar J. Mokyr's paper "Growing up and the Industrial Revolution in Europe," considers the dualism of the cottage and modern sectors of industry and its significance in the analysis of economic growth, and in so doing has raised some interesting challenges for future empirical work, particularly on the labor market. In this field scholar H. Freudenberger and G. Cummins speculate amusingly in the paper "Health, Work and Leisure Before the Industrial Revolution" and suggest that the increased supply of effort from labor after 1750 may have been the lagged effect of earlier nutritional improvement.

Our paper seeks to gain insights into the effect of labour market institutions on the dynamics of the labour market during the diffusion process of new technologies. We develop an endogenous job destruction matching framework, with heterogeneous workers, where the segmentation of the labour market between workers having the required ability to do a technological job and the rest of the workers is endogenous. The dynamics of this segmentation may follow a monotonous decreasing path or a non-monotonous U-shaped path depending on the unemployment benefit system. This paper uses microeconomic data for more than 100,000 European individuals in order to analyse whether the individual economic returns to education vary between migrants and non-migrants and whether any differences in earnings between these two groups are affected by household and/or geographical (regional and interregional) externalities. The results point out that while education is a fundamental determinant of earnings, European labour markets do not discriminate in the returns to education between migrants and non-migrants. Household, regional and supra-regional externalities influence the economic returns to education in a similar way for local, intranational and supra-national migrants. This paper addresses the question of the effect of labour market institutions on economic performance. It reviews evidence to show that the performances of highly centralized, or 'corporatist' economies, such as Sweden and Austria, have in the past been superior to those of the current EC members. It considers the implications of this for European labour markets given the process of European integration. It seems likely that Europe as a whole will gravitate to a weak form of corporatism which may be associated with poor economic performance. Therefore we contrast the prospects of a neo-liberal deregulatory with a more corporatist strategy as the optimum response for the Europe Community of the 1990s. [ABSTRACT FROM AUTHOR]

This article studies the impact of employment law on de facto labour market segmentation for 22 European countries from 1991 to 2014. Applying the concept of legal segmentation, the authors distinguish between the standard‐setting (protective), privileging and equalizing functions of employment law and use descriptive and multivariate statistics to indicate their effects on overall employment, and male and female standard and non‐standard employment. High privileging, in combination with high standard‐setting, is found to favour male standard employment and female non‐standard employment, while the equalizing function, aimed at improving the protection of women and other marginalized groups, actually increases male non‐standard employment. Two of the most notable trends in labour markets in Europe are the rise in the number of atypical job contracts (e.g. fixed-term contracts and temporary work) and the increase in job turnover. The concept of 'employment vulnerability' can be used to describe these trends, which weaken the employer-employee relationship. In this article, the authors measure this employment vulnerability, for individual European countries, by creating two indices - an 'employer-related vulnerability index' and a 'job-related vulnerability index' - which are then aggregated to form an overall employment vulnerability index. Our empirical analysis focuses on the effect of regional policies on migration attraction factors in Europe. We employ a regression discontinuity design to assess the causal relationship between the reception of large amounts of public funds and migration flows in the EU‐15 regions. In highly‐subsidised regions, we find a large increase in the share of foreign citizens from less‐developed countries when compared to low‐subsidised regions with similar pre‐treatment characteristics. The analysis shows that such an increase is due to the positive impact of the European regional policy on job market opportunities as well as the improvement of public goods supply. This article examines female part-time employment in 23 European countries, distinguishing between 'short' and 'long' part-time employment. The short form, defined as less than 20 hours per week, is associated with the youngest and oldest age groups, slight disability, a higher number of children, lower skill levels, and employment in community, social and personal services. Although the incidence of part-time employment varies considerably across countries, long part-time employment is generally more widespread than short part-time employment, albeit with matching cross-country variations in the incidence of the two types. European countries currently have segmented labour markets with flexible but insecure -'flexirisky' - jobs, resulting in significant inequality between different categories of workers. Part-time jobs are one example: their flexibility may help workers reconcile work and family life, and increase women's labour force participation, but part-time employment can also result in new forms of inequality, thereby undermining EU equal opportunity policies. Empirically analysing labour market transitions in Denmark, France, Italy, the Netherlands and Spain, this article shows part-timers - who are mostly women - to be at higher risk of unemployment. 'Meta-regulation' describes the transnational governance of industrial relations emerging from attempts to resolve conflicts between national collective agreements and EU Member States' freedom to provide services and post workers abroad. The norm underpinning such meta-regulation is competition, not only between workers from different EU Member States but also between States' labour regulations. Using the concepts of 'structural power' and 'social field', the authors discuss judicial decisions that illustrate the gradual meta-regulation of industrial relations in the EU and show how the power asymmetry between labour and capital is growing in favour of the latter. This study attempts to estimate the 'utility cost' of temporary employment contracts purged of the psychological effects of adaptation. A conjoint analysis experiment is used that examines the ex ante contract preferences of a unique sample of low-skilled employees from seven European countries. It is shown that permanent contract holders request a significant wage premium to move to a temporary job. In contrast, temporary workers are indifferent between permanent and temporary contracts, ceteris paribus. Why are regional unemployment differentials in Europe so persistent if, as the wage curve literature demonstrates, there is no compensation through wages? Using Urban Audit data for 142 cities over 12 EU countries, as well as a Dutch household survey, we estimate relationships between local labour market indicators and the average house price level. The authors provide new evidence on youth earnings and labour market volatility, including flows into and out of employment, across Europe during the Great Recession. EU‐SILC data for the period 2004–13 reveal large disparities in volatility levels and trends across European countries. As expected, the Great Recession increased youth labour market volatility, offsetting the trends observed over the previous years of economic prosperity. A variance decomposition exercise points to greater exposure to worker turnover in southern Europe. The authors investigate wage differentials between German male and female graduates at labour market entrance at all percentiles of the wage distribution. The wage differentials are decomposed using the single-index approach suggested by DiNardo, Fortin and Lemieux (1996) and Fortin and Lemieux (1998), and by endowment, price and returns-to-skill function effects. The results reveal higher starting salaries for men at all percentiles of the income distribution, with the pay gap varying in magnitude. This article investigates the determinants of wage gaps between European Union countries along the wage distribution, applying the methodology proposed by Firpo, Fortin and Lemieux (2009) and Fortin, Lemieux and Firpo (2011). The authors conclude that both wage structure and composition effects contribute to explaining wage differentials, but that the wage structure effect is more important. This latter effect would appear to derive from differences between unknown factors, while the composition effect can largely be explained by differences in the following areas: education, proportion of workers with supervisory responsibilities, occupational structure, and, to a lesser extent, industrial structure. Equal pay laws in many OECD countries establish the right of men and women to equal pay for work of equal value. Nevertheless, during the first half of the 20th century, before the enactment of equal pay laws, employers and unions in several countries promoted unequal pay through "family wage" arrangements. This article seeks to improve understanding of the historical and sociological origins of "family wage" arrangements through both comparative research and indepth historical archival research on family wage arrangements in Israel. It shows that unions played a complex role in promoting family wage arrangements. The authors use an original cross-sectional data set to examine the impact of informal and flexible contractual arrangements on the wages of domestic workers hired by private employers in Portugal. OLS estimations suggest that formality benefits workers, whether they have a stable or a flexible contract. However, social and labour market processes help to shape and maintain inequality, especially for migrant workers. Although skills are undervalued and do not generate rewards, higher wages are identified for workers who are engaged in contingent work, work for multiple employers or provide care for the elderly. The collapse in GDP brought about by the global economic crisis in 2008 affected female employment less than male employment, whereas austerity has been particularly harsh on women, a gendered impact described in the literature as "he-cession to sh(e)-austerity". This article analyses gendered trends in the labour markets of eight European countries, decomposing quarterly changes in labour participation of women and men and in employment by sector. The "hecession to sh(e)-austerity" scenario is not observed in all countries. Job polarization instead of pure upgrading is emerging in European industries. This article focuses on polarization of the employment structure and contributes empirical evidence to explain patterns of occupational change in relation to four major groups: managers, clerks, craft workers and manual workers. Building on the structural approach, the author aims to analyse employment dynamics at the sectoral level and shed light on job polarization trends in Europe. Job polarization clearly emerges, mainly in service sectors, and in some European countries it is leading to a rejection of the hypothesis of skill upgrading sustained by the skill-biased technical change paradigm. During the last three decades, most developed countries have experienced increasing income inequality. Using Danish register data from 1992 to 2007 for all private-sector employees, we confirm that income inequality has increased in Denmark. We also observe an increase in the relative employment of highly educated individuals, as well as differential income growth rates across employee subgroups where, in particular, managers experienced significant real income progression. We use an equilibrium search framework with on-the-job search to study the interplay between skill-upgrading, management compensation, and income inequality. In this model we can determine the management and education premia. We can also show that when our model is exposed to skill-upgrading, it is capable of producing income dynamics similar to those observed in the Danish income distribution. This article examines the demand for migrant labor in older-adult care as one of the key aspects of the aging and migration nexus. It reviews the demographic determinants that have shaped demand for and provision of older-adult care across Europe. Using the EU Labour Force Survey, new comparative estimates are generated on the employment of migrants in care occupations and the channels of entry into the European labor market. Projections on demand for and supply of care to the older population reveal a future gap in both formal and informal provision. It is shown that, owing to institutional, economic, and social constraints, the significant growth of the care workforce that will be required to meet the future needs of Europe's aging populations is unlikely to be achieved by relying exclusively on EU labor supply. . Since the onset of the 2008 financial crisis, a further 8 million Europeans have become unemployed. And prolonged recession entails other risks examined here, in terms of labour market exclusion, the economic costs of long-term unemployment, and the extent to which enterprises' job-creating investment potential may become severely constrained. Against this background, the author critically reviews the European policy response with particular attention to the shift to fiscal consolidation since mid-2010 and its long-term implications for Europe's economies, labour markets and societies. . Since the 1970s, Europe has been plagued by a chronic unemployment crisis, which has escalated with the current Great Recession. The author discusses a number of relevant elements in this regard, including the extent to which social dialogue and social pacts have been successful in reforming labour markets and pension systems, the effect of active labour market policies and the characteristics of 'resilient' economies. She concludes with the need to rethink social dialogue, social safety nets, the granting of loans - especially to SMEs - and the coordination of macroeconomic policies to increase labour demand. Introducing the contributions to this special issue of the International Labour Review, this article reviews the broad phases of the economic crisis in the EU since 2008 and highlights the critical role of social policy in mitigating its initial impact on Europeans. However, the crisis and governments' policy responses have also been widening labour market inequalities between different groups within countries, the authors argue, as illustrated by the disproportionate growth of youth employment and their specific focus on gender inequality. The evolution in Europe towards more competence-based curricula in the last ten years or so is the result of several exogenous factors and a determined European policy. The Reference Framework of Key Competences for Lifelong Learning, a Recommendation approved by the European Parliament and the Council in 2006, and the work carried out within the Open Method of Coordination as well as by European research bodies have had a significant impact on Member States' curriculum reforms. This article shows that some terminology issues, both conceptual and practical, may explain, together with other causes, the diverse formulations of key competences and the way in which they are being integrated into the compulsory education curricula by the Member States or at intra-national levels. The focus of the article is on cross-curricular competences because these are the key competences which require the most significant innovations in teaching and learning practices, on assessment tools and procedures, and school organisation. The analysis illustrates the main differences and convergences in policy formulation and implementation strategies among the EU Member States. Drawing from the theory of planned behaviour, we use 18 focus groups with 113 unemployed women and 150 mail questionnaires to explore whether and how unemployed Cypriot women's subjective norms, attitudes, perceived behavioural control and job versus career aspirations influence their intentions to adopt employee- and employer-driven flexible work arrangements. To analyse the information gathered, we used a combination of content analysis, an external panel of practitioners and academics, principal components analysis, and regressions. Results show that women's positive attitudes towards child-caring and self-enhancement and their subjective norms of organizational inflexibility were positively related mainly with intentions to adopt employee-driven flexible work arrangements. Further, women who found childcare support and employer requirements limiting were more interested in telework; the latter were also more interested in temporary work. Finally, women's career aspirations were related with weekend work and telework, whilst their job aspirations were associated with temporary work. Results raise issues for employers and policy-makers in Cyprus, and possibly other southern European countries facing similar challenges, in supporting women to become fully integrated in the labour market. Since its creation in 1958, the European Social Fund (ESF) has played a major role in supporting the development of vocational training in the Member States. However, compared to other, more recently launched, EU programmes and initiatives in the area of education and training, the ESF has not made a significant contribution to the debate about European cooperation in this field. This article argues that the ESF has made a mistake in this respect. It also seeks to illustrate and analyse the important changes that the ESF has undergone over the years in addressing the issue of vocational education and training (VET) and to demonstrate that it has substantial resources, in terms of money and experience, that can be used to adapt education and training systems to labour market requirements and to the needs of a knowledge-based economy. The article places a deliberate, though not an exclusive, emphasis on vocational education and training for young people and on the extension of transnational cooperation within the framework of the ESF. The article discusses a study which focused on the development of an economic procedure that integrates a theory-guided analysis of determinants of regional disparities with standard classification approaches. The researchers designed the procedure to resolve limitations that commonly exist in classification schemes including the lack of a theoretically meaningful organization of the variable selection process. They also examined the conditions in the labor market which affect the outcomes of a policy related to an active labor market.

Using international harmonized matched employer–employee micro data from the European Structure of Earnings Survey for nine European countries, this article examines the origin of international differences in wage inequality. Wage inequality is highly correlated with the magnitude of inter-firm wage differentials. Workplace- and job-related factors generally have a more significant impact on within-country wage inequality than individual characteristics. European countries differ significantly not only in the extent of wage inequality but also in the relative influence of factors shaping wage inequality. Although cross-country differences in labour force composition play a part in the explanation, differences in the distribution and in labour market prices attached to workplace and job characteristics are the primary factors contributing to international differences in wage inequality. 'Natural rate theory', the Efficient Market Hypothesis and its labour market application dominated interpretations of economic trends and policy prescriptions from the 1970s onwards, with their views of public policy and regulation as distorting otherwise well-functioning free markets. The upheaval of the current crisis is shaking these theories to the core. In this context, Schettkat examines European experience from the 1990s onwards and shows the theories to be unsubstantiated: high unemployment persisted post-recession despite structural reforms to labour market institutions, and the resumption of economic growth was hindered by then-dominant deflationary monetary and fiscal policies inspired by these theories. Data from six waves of the European Community Household Panel (1996-2001) in 11 countries suggest that low-paid employees are significantly less satisfied with their job than the high-paid in southern Europe, but not in the northern countries. Proxying job satisfaction for job quality, the authors show that while low-paid employment does not necessarily mean low-quality employment, workers in some countries suffer the double penalty of low pay and low job quality. Such dualism across European labour markets, they argue, reflects different country-level approaches to the trade-off between flexibility and security, calling for a policy focus on the latter to enhance job quality. This study uses a cognitive test score, the Swedish Military Enlistment test taken at age 18, to identify whether the ethnic employment and income gap in Sweden is caused by a pre-market skill gap and/or ethnic discrimination. The employment gap and income gap are estimated for males born in Sweden with different ethnic backgrounds: their parents were born in Sweden or in southern Europe or outside Europe. This article provides empirical evidence of the link between technological change and overall income inequality in 14 EU countries. The analysis begins by testing the skill-biased technological change (SBTC) hypothesis in sectors with different levels of technology intensity. After confirming the skill complementarity of technology and the predominantly skill-replacing character of investment, the analysis turns to sectoral changes in skilled-labour demand as a possible determinant of income inequality. It finds a non-linear relationship between SB TC and inequality in five of the eight sectors considered, suggesting an inverted U-shaped pattern that can be explained by stages in labour demand and supply adjustments over time. It seems there is a pessimistic view about the need and effectiveness of industry policy in an era of unprecedented globalization. The discussion about industry policy has been mostly on the fiscal, credit, and tariff measures, which are generally designed to favor particular activities. However, the rationale for industrial policy does not have to be the infant industry argument or market failures and knowledge spillover. In advanced industrial countries, the rationale for industry policy arises from the need to constantly restructure their economies to maintain competitiveness. The lesson that mature democracies can learn from East and Southeast Asia is the importance of consensual policy making, especially in the realm of the labor market. "National employment models" comprise the whole range of institutions that determine labour supply, utilization and demand in different countries. Based on a study of existing typologies of these models, this article explores their workings and their capacity to survive pressures for change. It compares different models' attempts to safeguard decent working conditions in the face of product-market deregulation and rising employment rates of women and older workers. It concludes that it is becoming increasingly difficult for European nation states to reform their employment models from within and argues for more emphasis on positive integration policies at the European level. This article outlines various explanations for singling out the right to work from the roster of human rights, and emphasizes the dilemmas associated with regulating the labour market as a barrier to the development of the right. It compares two frameworks that address these concerns from the contrasted perspectives of human rights and employment policy - namely, the General Comment of the Committee on Economic, Social and Cultural Rights, and the European Employment Strategy. This article shows that state control of some industries may have contributed to the increase in European unemployment from the 1970s to the early 1990s. We develop a simple two-sector model, one privately run and one publicly run, that has risk-averse workers directing their search into one of the sectors. Assuming that the privately run sector is less able to insure its employees against uncertainty, we show that aggregate unemployment in this economy increases in response to an increase in economic turbulence. This article addresses the issue of youth labor market disadvantage in south east Europe. It is noted that the lack of decent work opportunities for young people is indeed one of the most daunting challenges faced by countries in the said subregion. A troubled entry into the world of work has serious welfare repercussions for young people, including a higher risk of income poverty and deterioration of their human and social capital. Yet there has so far been no comprehensive analysis of the problems that young people face in south east European labor markets, largely because the necessary data are simply not available from any integrated, centralized sources.
