This paper explores how uncertainty has become a central constitutive feature under the ongoing attempts at rapid extension of highway corridors across India. Contrary to the terra nullius assumption that India's highway programmes operate under, the pathways to accumulation they seek to open present a palimpsest of pre‐existing claims, occupancies and forms of dwelling that come into conflict with the attempts to extend urban space. The paper specifically follows the prolonged uncertainty surrounding a regional highway corridor between the cities of Delhi and Gurgaon, the Dwarka Expressway, which underwent multiple legal contestations over evictions and land disputes. In doing so, it analyses how managing uncertainty in the production of highway corridors becomes profitable for the state, powerful corporate actors and middle‐class homebuyer‐investors, presenting a form of value that can be commodified and exchanged. However, on the other hand, owing to its double‐edged nature, uncertainty also becomes productive for the urban majority in laying claims to urban space. As rapid extended urbanisation increasingly disrupts the lifeworlds of marginal communities, this paper calls for embracing the politics and practices of uncertainty in the continued efforts to push ex‐centric urban analysis beyond the narrow focus on state processes and commodification. This paper introduces the term zones of compounded informality to demarcate locations wherein regulatory exclusions in distinct domains interact to escalate the impact of exclusions for people who live and work in these areas. Based upon a study of India's Delhi, National Capital Region (Delhi‐NCR), I explain how the interaction of flexible planning and employment in particular locales produce zones of compounded informality as a technique of governance. Circular migrant workers in Delhi‐NCR overwhelmingly live and work in these zones, wherein unstable employment and housing contribute to nomadic migration. Legal exclusion from housing protections interacts with other procedural pathways, creating barriers to accessing social protection and citizenship rights. Based on ethnographic fieldwork, including participant observation, interviews, focus group discussions (FGDs), and a survey of 981 workers, I consider how zones of compounded informality in Delhi‐NCR interact with India's Aadhar biometric identification system to variegate access to the franchise and Targeted Public Distribution System (PDS) for migrant and other low‐wage workers. The first case of COVID‐19 in India detected on January 30, 2020, after its emergence in Wuhan, China, in December 2019. The lockdown was imposed as anemergency measure by the Indian government to prevent the spread of COVID‐19 but gradually eased out due to its vast economic consequences. Just 15 days after the relaxation of lockdown restrictions, Delhi became India's worst city in terms of COVID‐19 cases. In this paper, we propose a variable‐order fractional SIR (susceptible, infected, removed) model at state‐level scale. We introduce a algorithm that uses the differential evolution algorithm in combination with Adam–Bashforth–Moulton method to learn the parameters in a system of variable‐order fractional SIR model. The model can predict the confirm COVID‐19 cases in India considering the effects of nationwide lockdown and the possible estimate of the number of infliction inactive cases after the removal of lockdown on June 1, 2020. A new parameter p is introduced in the classical SIR model representing the fraction of infected people that get tested and are thereby quarantined. The COVID‐19 trajectory in Delhi, as per our model, predicts the slowing down of the spread between January and February 2021, touching a peak of around 5 lakh confirmed cases. Young caste‐class privileged gender justice workers in Delhi navigate several relations of power—with Euro‐American feminisms, and with less privileged feminisms and recipients of development work within India. Their experiences reveal that decolonial politics in India cannot be conceptualised without consideration of other axes of inequality including caste and religion. There is thus a need to broaden decolonial and intersectional analyses to include multiple spatial scales, from the transnational to the most granular interpretations of the local. By bringing intersectional analyses into greater dialogue with postcolonial feminist theory, this paper demonstrates that patterns of "outsourcing patriarchy" are observable at many scales, and that these patterns at different scales are co‐produced, each in turn shaping the other. Such a framework also explains how young caste‐class privileged gender justice workers outsource patriarchy and reproduce "mainstream" feminisms even as they seek to avoid doing so. With growing interest in the lives of individuals and communities during the COVID‐19 pandemic, there is consensus among scholars, academicians, and policy makers that the pandemic has had unequal impacts on different sections of the society. The dominant idea that “we are in this together” needs to be critically unpacked to understand the differential impact of the same pandemic on people with varied vulnerabilities. The concept of “intersectional vulnerability” has been key to understanding the unequal distribution of the pandemic risk. Using a gendered intersectional lens, this paper aims to understand the lived experiences of migrant women workers during the pandemic and their narratives of gendered inequality. Through a narrative study in Delhi and the National Capital Region (NCR), India, from May to October 2020, this study brings out stories of precarity faced by five migrant women while battling the social, psychological, and economic effects of the pandemic. Loss of livelihood, home, savings, and prospects of a better future shape the narratives of these women. The pandemic exacerbated the already precarious positions of these women by creating a situation where—(a) patriarchal structures were further reinforced, and (b) losing gender solidarity and companionship through lockdown and social distancing. Existing research on the formation of Asian medical travel destinations has highlighted a variety of activities that attract and accommodate patients from abroad. This paper contributes to the literature by drawing insights from an Indian case study, a major transnational health-care hub in Asia that has gained little scholarly attention thus far. Using connectivity as an analytical lens, we understand medical travel destinations as a contingent product of relating, connecting and assembling. We study how connectivity is embodied and how it unfolds in care encounters at corporate hospitals in the capital of New Delhi and surrounding urban areas. The following entities are the most effectual in the networks that constitute medical travel destinations in the National Capital Region: (i) circulating narrations of personal experiences; (ii) language interpreters; and (iii) commission fees. We further elaborate on how these connectors work to link foreign patients with Indian hospitals and how they affect itineraries as well as patients and other involved actors. Finally, we suggest that the approach deployed provides a suitable framework for future research aimed at gaining a better understanding of the wider impacts of medical travel by following these connections and examining their workings at places both close and distant. This paper examines the narratives through which associations of private property owners in Delhi depict slums as zones of incivility and 'nuisance.' In tracing how this 'nuisance talk' travels into and gains legitimacy in popular and state visions of urban space, the paper shows the role of discourse in justifying and enacting exclusionary urban imaginaries. As a lay term, nuisance is widely used to identify forms of aesthetic impropriety. But, as a primary element of environmental law, nuisance operates discursively as a catchall category allowing diverse private grievances to be expressed in terms of environmental welfare and the public interest. The widening depiction of slums as nuisances hence reworks the public/private divide, inserting once local codes of civility into the core of public life. By examining how nuisance talk circulates between property owners' associations, the media, and the government, the paper shows how slum demolitions have become widely read as a form of environmental improvement. Based on a micro-survey of around 800 slum households in Delhi this paper highlights the role of networks in accessing jobs in the urban labor market. Primarily three types of networks have been identified, which operate through kinship bonds, caste and ethnicity bonds, and formal channels like NGOs and employment exchanges. The type of networks used seems to vary across occupations. Based on a multinomial logit model the paper notes that given the differences in the nature of economic activities performed in different parts of the city, factors like networks and the urge to reside near the contact person and the work place make the urban labor market highly segmented. Hence, certain pockets within the city tend to get crowded by the growth of slums, and secondly inter-spatial variations in terms of activities/occupations make slum population in the city a heterogeneous set, and thus their problems and need vary substantially. Hence, any uniform policy for clusters located in different zones may not be able to tackle effectively the problems of slum dwellers in the city. [ABSTRACT FROM AUTHOR]

State-making is a process of creating subjects and places, in order to produce and perpetuate relations of power that facilitate projects of rule. Viewing development as a particular form of state-making, scholars and activists have highlighted the coercive and often traumatic nature of the displacement that development induces. This paper suggests that the power of the development discourse stems not only from its repressive apparatus, but also from the multiple ways in which it is able to address the desires of different social groups for better lives. Violence and desire are fused together in the practices of development and displacement. This argument is made ethnographically, through an analysis of the conflicts around planned urban development and environmental improvement in Delhi, the capital of India. This paper describes the making and unmaking of Delhi as a "clean and green" city, and the powerful contestations around the making of urban place and personhood. It examines state attempts to control and restructure urban space and argues that, through strategies of compromise as well as resistance, working class struggles to secure housing and employment reconstitute the relationship between environment and development that urban planners and the bourgeoisie seek to impose. The Revised National Tuberculosis Control Programme (RNTCP), based on the World Health Organization's DOTS strategy,* was introduced in India in the mid-1990s. This paper reports the findings from operational research studies in two pilot sites in New Delhi from 1996 to 1998. A variety of operational research methods were used, including semi-structured interviews, focus group discussions, non-participant observations and collection of data from the tuberculosis registers. The cure rates for the clinics were 71 and 75% with a default rate of 6 and 11%, respectively. An important finding was that health workers screened patients to determine their ability to conform to the direct observation of treatment element of the RNTCP. If the health worker was confident that the patient would comply and/or be easy to trace in the community in the event of 'default', they were provided with short-course treatment under the RNTCP. Other patients, largely those who were in absolute poverty, socially marginalized, itinerant labourers, poorly integrated in the city, were put on standard tuberculosis (TB) treatment as for the previous National TB Programme. The programme was evidently excluding the most vulnerable from the best available care. These findings demonstrate the potential dangers of target-driven programmes where there is an absence of support to both frontline health workers and patients. In this paper, I examine how linguistic tropes that emerged during ethnographic fieldwork in a Delhi resettlement colony both capture and reaffirm the experiences of forced eviction and marginalization on the urban periphery. By analyzing the urban subjectivities embedded in recurrent metaphors, I explore how people 'make sense' of dispossession and ultimately, articulate their 'place' in the city. Drawing on Lakoff and Johnson (1980, Metaphors We Live By; 1999, Philosophy in the Flesh: The Embodied Mind and its Challenge to Western Thought), I argue that the utilization of metaphors in everyday language influences how people structure their relationships-with the state, with other residents of the resettlement colony, and with the city itself-and captures the pervasive uncertainty of resettlement. Unpacking such metaphors as 'guides' to thought and practice can contribute to theories on spaces of insecurity and performativity of the marginalized in the city. [ABSTRACT FROM AUTHOR]

This paper examines the construction of a 'cosmopolitan neighbourliness' which emerges in a Delhi squatter settlement in the context of communal violence. Through interviews with over 80 inhabitants, I suggest that an openness to 'others' in the settlement is produced in order to construct a home for oneself in an exclusionary city through a series of relational constructs-between the 'cosmopolitan' city and the 'parochial' village; between the 'murderous' city and the 'compassionate' slum; between the exclusionary urban public sphere and the 'inclusive' neighbourhood sphere. The squatter settlement is internalised as a microcosm of a 'mongrel city', a place which through its set of oppositional constructs becomes inherently 'urban'. 'Cosmopolitan neighbourliness', however, remains fragile and gendered. It is a continuous strategic practice that attempts to bridge across differences of caste and religion through gendered performances that avert and discourage communal violence even when the city becomes murderous. The Revised National Tuberculosis Control Programme (RNTCP), which incorporated the WHO DOTS strategy was introduced in India in the mid-1990s. An operational research project was conducted between 1996 and 1998 to assess the needs and perspectives of patients and providers in two chest clinics in Delhi, Moti Nagar and Nehru Nagar, during the introduction of the new strategy. This paper reports on the findings of the project, concentrating on information collected from 40 in-depth interviews with patient defaulters and from non-participant observations in clinics and directly observed treatment centres. In Moti Nagar chest clinic, 117 of 1786 (6.5%) patients and 195 of 1890 (10%) patients in Nehru Nagar left care before their treatment was complete. It was argued that the reasons for default stem from a poor correlation between patient and programme needs and priorities, and from particular characteristics of the disease and its treatment. Patient needs that were not met by the health system included convenient clinic timings, arrangements for the provision for treatment in the event of a family emergency and provision for complicated cases like alcoholics. The problems facing the provider were poor interpersonal communication with the health staff, lack of attention and support at the clinic, difficulty for patients to re-enter the system if they missed treatment and, in certain areas, long distances to the clinic. Problems related to diseases were inability of the staff to deal with drug side-effects, and patients' conception of equating well-being with cure. Simple, practical measures could improve the provision of tuberculosis (TB) treatment: more flexible hours, allowances for poor patients to reach the clinics and training health care staff for respectful communication and monitoring drug side-effects. The findings indicate a need to rethink the label of 'defaulter' often given to the patients. The important areas for future operational research is also highlighted. [ABSTRACT FROM AUTHOR]

This research critically engages with existing theories of class and urban governance, and is empirically located in Delhi, India. The paper argues that existing theories of urban participatory governance in the global South, which polarise urban citizens and their mobilisation strategies into the elite, typically understood as guilty of 'capturing' participatory structures; and the poor, conceptualised as excluded from formal governance mechanisms but active in more politicised forms of mobilisation, are incomplete. This research identifies urban citizens who fit neither the 'elite' nor 'poor' conceptual binary, and explores how such 'ordinary' citizens engage in participatory urban governance. Empirically, research addresses Delhi's unauthorised colonies (UCs), residential areas that have evolved mostly on private land that is not classified 'residential' in the Delhi Master Plan. Housing roughly a quarter to one-third of Delhi's population and comprising a mix of classes, UCs are technically illegal locations for residential development, are consequently excluded from Delhi's network of basic urban services (water, roads, electricity) and face potential demolition. UCs are conceptualised as representing India's 'missing middle' both empirically, highlighting the multiplicity of the middle class, and conceptually, revealing the failure of binary concepts to accurately describe participatory urban governance for those in 'the middle'. In addition, analysis highlights how UCs' invisibility (linked to their heterogeneity - i.e. their empirical and conceptual 'middle-ness') functions as both an asset and a limitation in terms of participation in urban governance. The paper calls for greater recognition in academic and policy debates regarding the nuances in everyday life that are overlooked by neat binaries. As the Delhi case shows, a large proportion of urban populations are neither 'poor' nor 'elite', and arguably a similar trend is likely to exist in cities throughout the world where segments of populations demographically in 'the middle' are 'missing' from academic and policy debates.
