Abstract Zoonoses constitute a major risk to human health. Comprehensive assessments on the potential emergence of novel disease outbreaks are essential to ensure the effectiveness of sanitary controls and to establish mitigating actions. Through a continental‐scale survey of rural human settlements conducted over 13 years in 15 Neotropical countries, we document the vast extent of poaching to meet the local demand for pets, resulting in thousands of families living with ca. 275 species of wild animals without any sanitary controls. Parrots account for ca. 80% of wild pets, dying mostly from diseases at an average age of 1 year. This culturally rooted tradition, which dates back to pre‐Columbian times, may lead to health risks by bringing wild animals prone to carrying parasites and pathogens into close contact with humans and their exotic pets and livestock. Although animal pathogens and parasites have been transmitted to humans for centuries, the current trend of human population growth and connectivity can increase the risk of zoonotic outbreaks spreading at an unprecedented pace. Similarly, disease transmission from humans and poultry to wild animals is also expected to be facilitated via wild pets, leading to conservation problems. Several studies have highlighted the risk posed by wildlife city markets for cross‐species disease transmission, ignoring the risk associated with widespread pet ownership of wild animals poached locally in rural areas. Given its geographic and social dimensions, a holistic approach is required to reduce this illegal activity as well as to strengthen health surveillance of seized individuals and people in close contact with poached pets, which would benefit both people and wildlife. Abstract Image‐based analyses from an online repository on rhino horns asserted that declines in size over time could be the consequence of poaching and hunting. We provide reflections on whether the sample was representative enough to make generalizations, the study adequately accounted for the main sources of horn‐size variation and the statistical methods were adequate to be confident in the results. The sample had a limited representation, most coming from zoo animals. We highlight several sources of variance in horn size that such a sample could not evaluate robustly using linear regressions, both for establishing a proxy for horn size corrected for size of a rhino and assessing trends over time. Nevertheless, horn poaching continues to be the key threat to rhinos. Addressing the underlying drivers of poaching and trafficking are key priorities for responsible public debate, policy making and interventions. Abstract In recent years, Hooded Vulture populations in West Africa have decreased substantially. However, in some areas within this region, the species is still relatively abundant. To find out more about the situation in West Africa, we assessed the status of Hooded Vultures in Benin, one of the countries where their status is not well known. We conducted road counts on paved and unpaved roads and along small trails over a total of 1451 km. We also conducted interviews with local abattoir watchmen, veterinarians, butchers and foresters to examine potential threats to this species. A total of 52 Hooded Vultures were counted mostly in the departments of Atacora (32) but also in Alibori (10) and Borgou (10). The relative abundance was four Hooded Vultures per 100 km, highlighting the near extirpation of this bird from Benin. A total of 49 interviews revealed that poaching for belief‐based use (through shooting and traps) and decreasing food availability remain the most important threats for Hooded Vultures in northern Benin. If these threats are not mitigated, we predict the extirpation of the Hooded Vulture outside protected areas in Benin within the next two decades, possibly even sooner. Conservation measures, including awareness campaigns, and the improvement and enforcement of environmental legislation, must be urgently implemented to improve the protection of this Critically Endangered vulture species.

Abstract The overexploitation of biological resources severely threatens many species, requiring urgent and effective conservation interventions. Such interventions sometimes require governance structures that incorporate pluralist perspectives and collaborative decision‐making, especially in complex, multi‐faceted and multi‐scale issues like the illegal trade in pangolins. We used Q‐methodology to provide evidence to inform interventions for pangolin conservation in south‐east Nigeria. We sampled stakeholder groups associated with pangolin use and protection, including hunters, wild meat traders and Nigeria Customs Service employees, to elicit their opinion and knowledge on the use and perceptions of pangolins and their preferences for interventions to reduce pangolin decline. We found that the local consumption of pangolin meat as food is the primary driver of poaching in the region. This contradicts popular opinions that pangolins are specifically targeted for international trade, revealing an opportunity for site‐level behaviour change interventions. The different stakeholder groups identified awareness‐raising campaigns, law enforcement, community stewardship programs and ecotourism as preferred interventions, whose effectiveness we attempted to assess using reported case studies. We observed different perspectives between people associated with pangolin poaching and use (predominantly those living around pangolin habitats, including hunters and wild meat traders) and those working to protect them (such as conservation organisations and Nigeria Customs Service employees). For example, the first group supported community stewardship programs, while the latter preferred awareness‐raising and law enforcement efforts. This divergence in perspectives underpins the need for a combination of targeted interventions at the site level to engage different stakeholders while highlighting the potential challenges to collaborative decision‐making for species threatened by illegal wildlife trade. Abstract Adaptive management, whereby monitoring is used to evaluate management interventions with uncertain outcomes, is theoretically well‐developed but poorly implemented. Previous work has identified several reasons for this, but there has been little direct investigation into the perceptions of on‐the‐ground managers (those ultimately responsible for adopting adaptive management). We conducted interviews with nine protected area managers in the Mana–Sapi–Chewore World Heritage Site in Zimbabwe to understand their perspectives on, and extent of adoption of, adaptive management. We focused on how managers use ranger‐collected data on elephant poaching to inform their anti‐poaching strategies. To better understand drivers of adoption, we also interviewed 18 key informants either working with these managers or familiar with their work. We found that while managers used ranger‐collected to guide patrol deployments, data use was basic, short term and reactive. We found little evidence of managers systematically analysing and learning from trends in data to inform anti‐poaching. Lack of buy‐in and ownership was a significant barrier to adoption of data‐based adaptive management. Managers did not see how the approach would help their work, felt that the costs of adoption outweighed the benefits, and were resistant to change from management based on intuition and experience (which they saw as more familiar and dependable). We find strong parallels between drivers of adoption in our study and prominent theories of what affects technology and innovation adoption within organisations more generally. Looking beyond our case study, we contend that the ‘human’ dimension of adaptive management (manager buy‐in and organisational culture) has been under‐emphasised compared to technical fixes (like providing more resources and training). Our results highlight the difficulties of implementing adaptive management, rather than critiquing the concept itself. Finally, we generalise our findings to develop a theory of change to promote greater manager buy‐in to adaptive management, drawing on principles from human‐centred design to ensure that solutions are sensitive to the priorities and decision‐making context of protected area managers.

Abstract Despite decades of conservation management, many orangutan populations are on the brink of extinction. This is primarily due to habitat loss and direct killings. A study from 2008/2009 suggested that killing was impacting orangutan populations at a rate sufficient to cause local extinctions. As an illegal and taboo behavior that is difficult to measure, killing has been severely understudied since. We conducted 431 interviews in 79 villages across Kalimantan in 2020/2021. Ours is the first quantitative field study in more than 10 years to assess the state of killing of orangutans. We aimed to: (1) assess the current state of killing of orangutans in Kalimantan and compare this to the previous study; (2) determine whether conservation projects are affecting killing; and (3) explore drivers of killing. We examined killing of orangutans across villages with forest conservation projects, orangutan conservation projects, and no conservation projects. We assessed the existence of killing and used scenarios to examine perceived norms about illegal behavior relating to orangutans. We then used matching techniques to assess whether projects have any impact on these indicators. Overall, our findings suggest that killing has occurred in recent times, and our data does not indicate a clear attenuation of the behavior. As such, we argue that killing may still present a substantial threat to Bornean orangutan populations. We also found no statistically significant evidence that conservation projects are reducing killing. Conservation project managers could seek to understand the drivers of killing, and to invest in interventions that address these drivers. Research suggests that current allocation of conservation funding has been ineffective at abating orangutan population decline. We argue that a key part of improving Bornean orangutan conservation practice involves directly addressing killing of orangutans and the underlying drivers of killing.

Abstract The global illegal wildlife trade (IWT) is a multibillion dollar annual trade that threatens numerous species. Understanding ways to improve the law enforcement response is an essential component in addressing this trade. Yet, quantifying the impacts of such conservation measures is often hindered by a lack of long‐term and reliable datasets. Here, we evaluate a 15‐year multistakeholder collaboration that aimed to detect, report, and robustly respond to IWT across the vast Indonesian archipelago. Our results demonstrate the performance of site‐based monitoring networks in reliably reporting a widespread IWT of hundreds of nationally protected species. It revealed highly responsive government law enforcement agencies, high prosecution and conviction rates, and increasing penal sanctions over time, which significantly differed by province, year of arrest, and the number of unique protected species seized in a case. From these results, we formulate management recommendations for key agencies working in the criminal justice system.

Abstract Although social media is growing rapidly as a news source, including for disseminating conservation information, studies comparing attention given to differing threats to species on social media are almost non‐existent. As the amount of attention given to differing threats can influence what people perceive to be important and impact the formation of environmental policies, it is vital that conservationists understand which issues are being discussed online. Using elephants (Loxodonta Africana, Loxodonta cyclotis, and Elephas maximus) as test species, we conducted a content analysis of tweets about elephants posted to Twitter during 2019. According to the global conservation authority, the International Union for Conservation of Nature, the most pressing threats to the conservation of wild elephant populations are habitat loss, human‐elephant conflict, and poaching, with the magnitude of each threat differing between the three species of elephants. Abstract To contain transmission of COVID‐19, lockdowns or strict restrictions of people's mobility outside their residences were instituted in a majority of countries worldwide, including Nepal, where the first phase of nationwide lockdown was observed from 24 March to 21 July 2020. This sudden halt in human outdoor activities brought positive and negative impacts on forests and wildlife. We undertook a study to learn the impact of the COVID‐19 lockdown on wildlife and forests in the protected areas (PAs) of Nepal. Between July and September 2020, data on illegal activities recorded by the staff of PAs and also those reported by media were collected and analyzed. Key informant interviews (KII) were done with the park officers and security personnel by virtual communication (telephone, messenger app, and video call) to collect detailed information and for corroboration. The collected data were categorized into four groups: (a) wildlife killed, (b) wildlife injured, (c) arrest incidents related to forest crime, and (d) arrest incidents related to wildlife crime. Data from the fiscal year 2019–2020 were analyzed, comparing before lockdown and after. Among 20 PAs investigated during the lockdown, the study found substantial increases in wildlife death in two PAs, Banke National Park, and Bardia National Park. Similarly, Chitwan National Park (CNP) and Shivapuri Nagarjun National Park (SNNP) witnessed a rise in wildlife poaching. CNP and SNNP are located close to densely populated cities and also have human settlements in their peripheries. Wildlife was sighted freely roaming inside PAs during the lockdown, presumably because the absence of visitors and human activities during the lockdown decreased disturbance. Thus, the wildlife was enjoying the freedom of movement on the one hand, and on the other hand was threatened by poachers, many of whom were laid off from other activities and were taking advantage of the lapse in security.

Abstract Ranger‐led law enforcement patrols are the primary, site‐level response to – and the most common source of data on – illegal activity threatening wildlife in protected areas. Yet evidence that patrols effectively deter rule‐breaking is limited, and common management metrics for evaluating deterrence, which use ranger‐collected data, are particularly vulnerable to bias. “Differenced plots” (of the association between change in patrol effort and subsequent change in illegal activity) were recently proposed as a simple, new metric for deterrence, which, in tests with simulated patrol data, were more robust than the common alternatives. Here, we trial application of differenced plots to real patrol data collected in four protected areas, and explore methods for applying the metric in practice, using two indicators of rule‐breaking: snares, and people. We find evidence which is consistent with deterrence in some but not all sites, over shorter timescales than observed hitherto: increases in patrol effort were associated with subsequent reductions in snaring in one site, and in the presence of people in two sites. However, whether pressure on wildlife had been reduced or merely displaced was unclear from differenced plots, nor could the metric confirm absence of deterrence, raising questions for future applications. Our findings suggest differenced plots can be a useful metric, particularly for exploring variation in deterrence within sites, but should be applied and interpreted with care, and further work is urgently needed to determine whether and how patrols deter illegal activity, and to evaluate the effect reliably.

Abstract The complexity and magnitude of threats to black (Diceros bicornis) and white (Ceratotherium simum) rhinoceros conservation in Africa have triggered global concerns and actions. In this study, we analyzed (i) threats to rhinoceros conservation including external shocks, (ii) historical rhinoceros conservation strategies in Zimbabwe and Africa, more broadly, and (iii) opportunities for enhanced rhinoceros conservation in Zimbabwe and Africa. A literature search from 1975 to 2020 was carried out using a predefined search protocol, involving a number of filters based on a set of keywords to balance search sensitivity with specificity. A total of 193 articles, which were most relevant to key themes on rhinoceros conservation, were used in this study. The common threats to rhinoceros conservation identified in this paper include poaching, habitat fragmentation and loss, international trade in illegal rhino products, and external shocks such as global financial recessions and pandemics. Cascading effects emanating from these threats include small and isolated populations, which are prone to genetic, demographic, and environmental uncertainties. Rhinoceros conservation strategies being implemented include education and awareness campaigns, better equipped and more antipoaching efforts, use of innovative systems and technologies, dehorning, and enhancing safety nets, and livelihoods of local communities. Opportunities for rhinoceros conservation vary across the spatial scale, and these include (a) a well‐coordinated stakeholder and community involvement, (b) strategic meta‐population management, (c) enhancing law enforcement initiatives through incorporating real‐time surveillance technologies and intruder detection sensor networks for crime detection, (d) scaling up demand reduction awareness campaigns, and (e) developing more certified wildlife crime and forensic laboratories, and information repository for international corporation.

Abstract Efforts to curb the unsustainable wildlife trade in tropical forests conceptualize bushmeat as a generic resource, exploited by a homogeneous group. However, bushmeat is composed of miscellaneous species differing in risks of zoonotic disease transmissions, sensitivity to hunting and abundance. If people choose these species for varying reasons, mitigation approaches that neglect specific drivers would likely target abundant species, e.g. rodents. Meanwhile, rare species of greater conservation relevance, like many primates, would be overlooked. Additionally, if reasons vary between user groups, their responsiveness to interventions may differ too. We assessed this possibility for three common strategies to mitigate bushmeat use, which are: development‐based—reducing reliance on bushmeat; educational—increasing environmental and school education; and cultural—promoting environmentally friendly habits. We interviewed 348 hunters, 202 traders and 985 consumers of bushmeat around Taï National Park, Côte d'Ivoire, and tested if factors related to the above strategies affected selection for primates, duikers and rodents. Our analyses revealed that people chose taxa for very different reasons. Users with shared characteristics favoured similar taxa; hunters economically reliant on bushmeat income targeted primates and duikers, while hunters and consumers nutritionally reliant on wildlife protein preferred rodents. Different groups used the same taxa for varying reasons. For example, hunting of primates was associated with economic needs, while their consumption appeared a matter of status. Meanwhile, cultural habits, like religion, specifically affected consumption and taboos inhibited the use of primates; environmental awareness was linked to lower utilization of most taxa within most user groups. Our results demonstrate that educational‐, cultural‐, and development‐based strategies may address different needs and taxa. Consumers may present a key target group, as they rejected rare species for multiple cultural and educational reasons. Notably, the widespread effect of environmental awareness could facilitate large‐scale demand‐reduction approaches. Nevertheless, there is no one‐size‐fits‐all solution and campaigns need to be tailored to specific taxa and user groups. Ultimately, clear target definitions, prior in‐depth research, community‐driven solutions and tools from marketing and psychology may help to design novel strategies that encompass the diversity of bushmeat species and its users. Abstract Rhino poaching continues to threaten species survival despite decades‐long trade bans, with rhino horn use in traditional Chinese medicine (TCM) contributing to global demand. Conservationists have debated over policy alternatives like trade legalization, and insight into TCM stakeholders is needed to support policymaking. The need for more research became made more urgent with China's 2018 decision to initiate the process of legalizing domestic trade. In this study, we conducted a large‐scale online survey of TCM consumers in Guangdong province, China. We found that while stigmatization of rhino horn use is limited at present, it is likely to drop further with trade legalization. Prescription usage will be the most likely source of increased rhino horn demand if trade is legalized. Given the terms established in China's 2018 policy document, we stress the importance of engaging constructively with policymakers and TCM stakeholders to influence the process of establishing medical standards and regulatory mechanisms such that clinical access in a future legal trade is stringently controlled.

Abstract Recent seizures of jaguar body parts in Bolivia have prompted concern about illegal trade to China, but a detailed understanding of this emerging trade continues to be lacking. We interviewed 1,107 people in a rural area implicated in the trade, using direct and indirect questions through the Ballot Box Method (BBM) to explore the prevalence and characteristics of the illegal jaguar trade and its links to foreign demand. Jaguar trade is a common, and mostly non‐sensitive practice; 46% of respondents reported some involvement over the past 5 years. The most common behavior was owning jaguar body parts, such as skins, fat and teeth for decorative, medicinal, and cultural purposes. The most mentioned traders were Bolivian, followed by traders of Asian descent. However, regression analysis shows that the presence of traders of European descent was more significantly and positively associated with jaguar trade related behaviors, ahead of Asian descent and regional traders. Overall, jaguar trade in Bolivia has more diverse actors and drivers than seizures may suggest. Therefore, conservation interventions, in addition to targeting demand from Chinese wildlife markets, should address other foreign and domestic markets and trade chains.

Abstract The concept of vulnerability as the combination of exposure, sensitivity and adaptive capacity to a stressor is gaining traction outside of the climate realm, opening new avenues to address contemporary sustainability issues more holistically. Yet, critical notions that underpin vulnerability have yet to be integrated into its application to natural resource management and non‐climatic stressors. In particular, the way generic and stressor‐specific facets of vulnerability interact and can inform decision‐makers about how interventions combine and/or trade‐off remains unexplored. Here, we investigate the salience of the generic/specific framing in the context of Chilean artisanal fishing communities engaged in rights‐based co‐management and experiencing pressures from two stressors: poaching and market volatility. Specifically, we draw on market data combined with socio‐economic surveys conducted with 446 members and leaders from 42 fisher unions to quantitatively investigate potential trade‐offs and synergies between facets of vulnerability to poaching and markets. Generic adaptive capacity (i.e. flexibility, assets, learning, organization and agency) likely facilitated stressor‐specific adaptive capacities to both stressors. High levels of specific adaptive capacity to one stressor neither increased exposure nor undermined specific adaptive capacity to the other stressor. However, adaptive capacity did not translate into exposure reduction as expected, suggesting that adaptation barriers may prevent fishers from mobilizing adaptive capacity into effective adaptive action. This study illustrates how breaking down vulnerability into generic and specific facets can help us better anticipate important trade‐offs and synergies in management interventions. More generally, it highlights the potential of the climate adaptation and vulnerability literatures in informing place‐based management of natural resources. Abstract Three of the four newly distinguished giraffe species are in significant decline. Concern over the species' threat status prompted a proposal to list the giraffe, which is still recognized as a single species by the IUCN, in Appendix II of the Convention on International Trade of Endangered Species (CITES). However, there is a distinct lack of quantitative data and research on the scale, extent and purpose of both illegal and legal hunting, and the use and/or trading of giraffe and their parts. As a first step towards addressing these knowledge gaps, we conducted a literature review as well as a specialist survey regarding the use and trade of giraffe. We found that the dynamics of legal and illegal trade and the use of giraffe parts vary throughout Africa, ranging from local consumption to cross border and international trade, and from ornamental adornment to medicinal and consumption use. While the CITES listing of giraffe provides a mechanism through which international trade can be monitored, our findings suggest that the majority of illegal hunting currently occurs domestically and only within certain giraffe populations. This article is the first step towards understanding the drivers and managing the associated impacts of unsustainable and illegal giraffe use and trade.

Abstract The medicinal use of rhino horn in Asia is a major driver of poaching and illegal trade. Research into the different actors involved in this trade is needed to inform policymaking and improve conservation outcomes. While researchers have investigated rhino horn consumers in Vietnam, studies have yet to focus on China. Here, we conducted a large‐scale online survey to investigate medicinal rhino horn consumption in China's Guangdong province. One in seven respondents reported having used rhino horn in the past year. These individuals tended to be older, male, wealthier and better educated; several healthcare usage variables were also associated with rhino horn consumption. These findings can help guide the development of tailored demand reduction interventions. Our results question the effectiveness of the global community's current approach to rhino conservation. We conclude by highlighting the need for conservationists to work more closely with key stakeholders to find lasting and sustainable solutions.

Abstract Mountain ungulates around the world have been decimated to small, fragmented populations. Restoring these species often is limited by inadequate information on where suitable habitat is found, and which restoration measures would help to increase and link existing populations. We developed an approach to spatially target threat‐specific restoration actions and demonstrate it for bezoar goats (Capra aegagrus) in the Caucasus. Using a large occurrence dataset, we identified suitable habitat patches and evaluate them in terms of connectivity, protection status, and competition with other mountain ungulates. We found extant bezoar goat populations to be highly isolated, yet with widespread areas of suitable, unoccupied habitat between them. Many unoccupied habitat patches were well‐connected to extant populations, were at least partly protected, and have low potential for competition with other Capra species. This signals substantial pressure on bezoar goats, likely due to poaching, which currently prevents natural recolonization. Our study shows how restoration planning is possible in the face of multiple threats and scarce data. For bezoar goats in the Caucasus, we pinpoint priority patches for specific restoration measures, including reintroductions and anti‐poaching action. We highlight that many patches would benefit from multiple interventions and that transboundary restoration planning is needed, a situation likely similar for many mountain ungulates around the world.

Abstract Illegal killing of nongame wildlife is a global yet poorly documented problem. The prevalence and ecological consequences of illegal killing are often underestimated or completely unknown. We review the practice of legal recreational shooting and present data gathered from telemetry, surveys, and observations on its association with illegal killing of wildlife (birds and snakes) within conservation areas in Idaho, USA. In total, 33% of telemetered long‐billed curlews (Numenius americanus) and 59% of other bird carcasses found with known cause of death (or 32% of total) were illegally shot. Analysis of spatial distributions of illegal and legal shooting is consistent with birds being shot illegally in the course of otherwise legal recreational shooting, but snakes being intentionally sought out and targeted elsewhere, in locations where they congregate. Preliminary public surveys indicate that most recreational shooters find abhorrent the practice of illegal killing of wildlife. Viewed through this lens, our data may imply only a small fraction of recreational shooters is responsible for this activity. This study highlights a poorly known conservation problem that could have broad implications for some species and populations of wildlife.

Abstract Large herbivore communities around the world have declined steeply in recent decades. Although excessive bushmeat harvesting is thought to be the primary cause of herbivore declines in many ecosystems, the direct effects of anthropogenic pressures on large herbivore populations remain poorly described in most of the systems experiencing decline. To test the extent to which large herbivores are impacted by ecological and anthropogenic factors in a protected area (PA) thought to be experiencing human‐caused decline, we fit distance sampling models to seven years of data from systematic ground‐based surveys in Kafue National Park (KNP) to estimate the population densities and distributions of 10 species of large herbivores, and to test what factors affect these parameters. Population densities of the ten most abundant large herbivores in KNP were substantially lower than those reported for an ecologically similar PA with less poaching pressure. Low densities were consistent across species and areas, though there was ecologically important variation among species and size classes. Densities of larger‐bodied herbivores were greatly depressed relative to smaller species. This pattern has direct and indirect effects on large carnivore populations, with broad implications for the ecotourism and trophy hunting industries. Statistically and methodologically rigorous methods to test the effects of anthropogenic and environmental variables on density and distribution exist, but are rarely applied to large herbivores. To quantify trends in herbivore populations and evaluate the effectiveness of conservation actions, our results show that distance sampling with stratified ground‐based monitoring is an efficient and effective method. In the Greater Kafue Ecosystem (GKE), continued increases in resource protection are needed to facilitate the recovery of an economically and ecologically important large herbivore guild. More broadly, our results confirm that anthropogenic effects on large herbivore distribution and abundance can be strong over wide areas for all species (particularly the larger members of the guild), even in very large PAs.

Abstract To what extent and how do men and women differ in their attitudes about poaching? Although research suggests that women can be more concerned about environmental degradation than men, inquiries about communities in protected areas are ambiguous: women are disproportionately affected by anti‐poaching laws and can have greater motivations to violate rules. We conducted a large‐scale survey in communities within the Great Limpopo Transfrontier Park in Mozambique, South Africa, and Zimbabwe and explored attitudes regarding; concern about resources, rule compliance, poaching, and anti‐poaching activities. Although women's attitudes generally are not divergent from men's, we find some differences among nonelectrified households and those with a dependence on resources; these women are less likely to condemn commercial poaching and less willing to engage in anti‐poaching activities. Men in poorer households are more likely to know a poacher. We identify a need of further understanding the causes behind gender differences in conservation attitudes.
