Abstract

International audience; Public procurement represents a substantial share of gross domestic product (GDP) in many countries, and is notoriously home-biased as a result of often opaque practices. However, little is known about the determinants of restrictions on public procurement policies. To explore this issue, we map information from the Global Trade Alert (GTA) database on regulatory obstacles to public procurement alongside international trade flows at the country pair-product level and applied bilateral tariffs. Considering the universe of restrictions introduced over the period 2009-2016 by importers on exporters and products, we highlight three novel facts. First, the main foreign providers are not the most targeted, suggesting long-term contractual relationships between buyers and sellers in public markets. Second, the ear of retaliation is alleviating the protectionist pressure in the importer country. Third, we document substitutability between public procurement restrictions and tariffs.

Sub-Gaussian estimates for random walks are typical of fractal graphs. We characterize them in the strongly recurrent case, in terms of resistance estimates only, without assuming elliptic Harnack inequalities.

Abstract

We study semi-classical measures of families of solutions to a 2 × 2 Dirac system with 0 mass, which presents bands crossing. We focus on constant electro-magnetic fields. The fact that these fields are orthogonal or not leads to different geometric situations. In the first case, one reduces to some well-understood model problem. For studying the second case, we introduce some two-scale semi-classical measures associated with symplectic submanifold. These measures are operator-valued measures and the transfer of energy at the crossing is described by a non-commutative Landau-Zener formula for these measures. (© 2004 WILEY-VCH Verlag GmbH & Co. Abstract

On a manifold with polynomial volume growth satisfying Gaussian upper bounds of the heat kernel, a simple characterization of the matching lower bounds is given in terms of a certain Sobolev inequality. The method also works in the case of so-called sub-Gaussian or sub-diffusive heat kernels estimates, which are typical of fractals. Together with previously known results, this yields a new characterization of the full upper and lower Gaussian or sub-Gaussian heat kernel estimates.
