The aim of developing new Financial management and control (FMC) Assessment Tool for Local Government Authorities is strengthening of local government financial and general management and ensuring that the operational and financial relations between central and local government are compatible with securing the central government objectives. The paper presents the author's approach to the development and adaptation of FMC assessment tools to the local government authority needs. The development of a mechanism for evaluating the effectiveness of the FMC-system at the local level performs the number of important functions, among which the authors singled out: reducing information asymmetry by providing reliable and comprehensive information, protecting the property and documents, ensuring effective economic performance, observation of accounting principles and presentation of reliable financial records, obeying laws and executive acts, implementation of the effective system of risk control. The authors proposed such elements of FMC assessment for local government authority as Questionnaire for Senior Management; FMC benchmark criteria; Assessment Questions regarding relation local body and subordinated/related bodies; Questionnaire for preliminary assessment phase; Interview questions. The combination of instruments depends mostly on the scope of assessment., Cílem vývoje nového nástroje pro hodnocení finančního řízení a a kontroly (FMC) pro orgány místní samosprávy je posílení finančního řízení místních samspráv a zajištění toho, aby provozní a finanční vztahy mezi ústřední správou a samosprávou byly kompatibilní s cíli ústřední vlády. Příspěvek představuje přístup autorů k vývoji a přizpůsobení nástrojů hodnocení FMC potřebám orgánů místní samosprávy. Příspěvek představuje řadu funkcí systému FMC na místní úrovni (zejména snížení informační asymetrie, ochranu majetku a dokumentů, zajištění ekonomické výkonnosti, dodržování účetních zásad a předkládání spolehlivých finančních záznamů a zavedení efektivního řízení rizik. Autoři navrhli hodnotící dotazník pro vyšší management, srovnávací kritéria.

Multi-criteria decision making techniques are extensively used in selecting the best alternative among the available options, assessed according to selected criteria. It is a suitable tool for evaluating and comparing schools because school efficiency measurement can be seen as a decision-making problem. The aim of this paper is to evaluate vocational secondary schools established by the Pardubice Region using appropriate selected criteria describing efficiency and then rank the schools according to these criteria. We chose suitable criteria which are mainly based on pupils' demand and demand for skilled workers in the labour market. We used the Weighted Sum Method for our analysis. The resulting order of schools ranked according to their efficiency shows that supported fields should be medical, technical and on the other hand, fields that currently show low efficiency are agricultural or gastronomic fields. Our results might be an inspiration for designing an optimal network of vocational secondary schools in the Pardubice Region., Metody vícekriteriální analýzy variant se často používají při rozhodování a výběru nejlepší alternativy z dostupných možností, která se hodnotí podle zvolených kritérií. Je to vhodný nástroj, který lze využít také pro hodnocení a porovnávání škol, měření efektivnosti školy lze považovat za rozhodovací problém. Cílem tohoto příspěvku je zhodnotit střední odborné školy zřízené Pardubickým krajem pomocí vhodně vybraných kritérií popisujících efektivnost škol a poté vytvořit pořadí škol podle těchto kritérií. Vybrali jsme vhodná kritéria, která vycházejí hlavně z poptávky žáků a poptávky po kvalifikovaných pracovnících na trhu práce. Pro tuto analýzu jsme použili metodu váženého součtu. Výsledné pořadí škol seřazené podle výše jejich efektivnosti ukazuje, že podporované obory by měly být lékařské, technické a na druhé straně, obory, které v současné době vykazují nízkou efektivnost, jsou zemědělské nebo gastronomické. Výsledky analýzy by mohly být inspirací pro vytvoření optimální sítě středních odborných škol v Pardubickém kraji.

The aim of this paper is to assess financial health of individual regional capitals of the Czech Republic by means of using two methods: method which was created by the Slovak Institute for Economic and Social Reform (INEKO) and a composite financial health indicator and later compares the results provided by these two methods. The used methods differ in the selection of input indicators. Financial health of individual regional capitals of the Czech Republic is expressed by one indicator into which partial indicators enter under both of the approaches. In case of INEKO methodology this concerns basic budget balance, debt service, total debt and cash position ratio. In the case of the composite financial health indicator, the following five groups of indicators are used to calculate the financial health of regional capitals: indebtedness, liquidity, financial management, tax and financial strength and degree of self-financing. The regional capitals with the lowest score of financial health according to both used methodologies are Olomouc regional capital and Liberec regional capital. These two capitals both have high levels of indebtedness. The weight of this indebtedness is the biggest weight among all other indicators entering into the analysis., Cílem tohoto příspěvku je ohodnotit finanční zdraví krajských měst České republiky prostřednictvím dvou použitých metod: kalkulačky finančního zdraví, která byla vytvořena slovenským Institutem pro ekonomické a sociální reformy (INEKO) a souhrnného indikátoru finančního zdraví a následně tyto výsledky porovnat. Použité metody se liší výběrem vstupních finančních ukazatelů. Finanční zdraví krajských měst České republiky je podle obou přístupů vyjádřeno jedním indikátorem, do kterého vstupují dílčí ukazatele. V případě metodiky INEKO se jedná o ukazatele základní bilance, dluhové služby, celkového dluhu, a okamžité likvidity. V případě souhrnného indikátoru finančního zdraví se k výpočtu finančního zdraví krajských měst používá těchto pět skupin ukazatelů: ukazatele zadluženosti, likvidity, hospodaření, daňové a finanční síly a míry samofinancování. Města s nejnižším skóre finančního zdraví podle obou metodik jsou města Olomouc a Liberec, u kterých je vysoká míra zadluženosti, jejíž váha je ze všech vstupních ukazatelů vstupujících do analýzy nejvyšší.
